In this book Elizabeth Spillius and Edna O'Shaughnessy explore the development of the concept of projective identification, which had important antecedents in the work of Freud and others, but was given a specific name and definition by Melanie Klein. They describe Klein's published and unpublished views on the topic, and then consider the way the concept has been variously described, evolved, accepted, rejected and modified by analysts of different schools of thought and in various locations – Britain, Western (...) Europe, North America and Latin America. The authors believe that this unusually widespread interest in a particular concept and its varied ‘fate’ has occurred not only because of beliefs about its clinical usefulness in the psychoanalytic setting but also because projective identification is a universal aspect of human interaction and communication. _Projective Identification: The Fate of a Concept_ will appeal to any psychoanalyst or psychotherapist who uses the ideas of transference and counter-transference, as well as to academics wanting further insight into the evolution of this concept as it moves between different cultures and countries. The increasing number of companies providing internet services and auction tools helped popularize the online reverse auction trend for purchasing commodities and services in the last decade. As a result, a number of owners, both public and private, accepted the online reverse auctions as the bidding technique for their construction projects. Owners, while trying to minimize their costs for construction projects, are also required to address their ethical responsibilities to the shareholders. In the case of online reverse auctions for construction (...) projects, the ethical issues involved in the bidding technique directly reflects on the owner’s ethical and social responsibilities to their shareholders. The goal of this paper is to identify the shareholder ethics and responsibilities in online reverse auctions for construction projects by analyzing the ethical issues for the parties involved in the process. The identification of the ethical issues and responsibilities requires clear definition and understanding of professional ethics and the roles of the involved parties. In this paper, first, the concept of professional ethics and social responsibility is described in a general form. To illustrate the ethical issues and responsibilities, a sample case of bidding for a construction project using online reverse auction techniques is presented in which the shareholders were actively involved in questioning the ethical issues. The issues involved in the bidding process and their reflection on the shareholder responsibilities are described and analyzed for each stage of the process. A brief discussion of the overall process is also included to address the general ethical issues involved in online reverse auctions. (shrink)

The purpose of the research is to identify the structure of investment projects in the regions included in the Northwestern Federal District on the basis of the data of the digital platform "Investment Projects". The scientific novelty consists in determining the sectoral structure of investments in the Northwestern Federal District, based on the forms of systematization of information used on this portal. The intention of this project is to argue theoretically for, and exemplify through critical and historical analysis, the interrelatedness of discourses on scale, distance, identification and doubling in the cinema. The link between the first two terms (scale and distance) and the latter two (identification and doubling) is implicit in the title, and its unfolding constitutes the project: for instance, the closer one comes, the deeper identification is likely to be, and the greater the likelihood that what (...) is apparently 'there' will impose itself as also 'here', existing both inside and outside the viewing psyche, which becomes double, and whose doubling may either become explicit or remain implicit in the text. Along with its collapsing of interiority/exteriority distinctions, doubling reveals the reversibility and ambiguity of scale, as what is 'there' could just as well have been situated 'here'. : The development of the interdisciplinary areas of cognitive, affective and action neurosciences contributes to the identification of neurobiological bases of conscious experience. The structure of consciousness was philosophically conceived a century ago as consisting of a subjective pole, the bearer of experiences, and an objective pole composed of experienced contents. In more recent formulations, Nagel refers to a “point of view”, in which qualitative experiences are anchored, while Velmans understands that phenomenal content is composed of mental representations “projected” (...) to the space external to the brains that construct them. In Freudian psychology, the conscious mind contains a tension between the Id and the Ego. How to relate this bipolar structure with the results of neuroscience? I propose the notion of projection [also used by Williford et al. ] as a bridge principle connecting the neurobiological systems of knowing, feeling and acting with the bipolar structure. The projective process is considered responsible for the generation of the sense of self and the sense of the world, composing an informational phenomenal field generated by the nervous system and experienced in the first-person perspective. After presenting the projective hypothesis, I discuss its philosophical status, relating it to the phenomenal and high-order thought approaches, and a mathematical model of projection. Eight ways of testing the status of the projective hypothesis are briefly mentioned. A estrutura intrínseca da experiência consciente foi filosoficamente concebida há um século como consistindo de um pólo subjetivo, o portador de experiências, e um pólo objetivo, composto dos conteúdos experimentados. Em formulações mais recentes, Thomas Nagel refere-se a um “ponto de vista”, no qual experiências qualitativas são ancoradas, enquanto Max Velmans entende que o conteúdo fenomenal é composto de representações mentais “projetadas” para o espaço externo ao cérebro que as constrói. Na psicologia freudiana, a mente consciente contém uma tensão entre o Id e o Ego. Como relacionar esta estrutura bipolar com os resultados da neurociência? Proponho a noção de projeção como princípio-ponte, conectando os sistemas neurobiológicos do saber, sentir e agir com a estrutura bipolar. O processo projetivo é considerado responsável pela geração do sentido do eu e do sentido do mundo, compondo um campo fenomenal informacional gerado pelo sistema nervoso e vivenciado na perspectiva da primeira pessoa. Após apresentar a hipótese projetiva, discuto seu status filosófico, relacionando-o às abordagens fenomenológicas, à teoria do pensamento de ordem superior e ao modelo matemático da projeção. The paper discusses the identity-building power and motivational force of patriotism. The basic idea underlying the discussion is that far from being a mere irrational and destructive force, patriotism is an expression of ‘existing human social identity.’ Thus, it argues that rather than dismissing patriotism altogether as an undesirable and/or irrational phenomenon, we need to understand how to discriminate between alternative forms of patriotism while investigating what constitutional reforms might be required to support those forms of patriotic identification that (...) are morally desirable. I argue that to flourish, desirable forms of patriotism (what I call Ethical Patriotism) require a political milieu where forms of subsidiarity, functional representation and local participation combine to produce a more democratic and decentralized system of governance. Applied to a post-national polity like the EU, this conclusion invites to rethink the European constitutional project so as to make it less elitist and more open to influence and participation from below. The article discusses issues related to overcoming the crisis situation of non-Western countries, including Russia, caused by the uncritical acceptance of the neoliberal universalistic paradigm of development at the turn of the century. The intellectual response to the crisis led the initiative of civilizational self-identification of these countries based on the formation of a new principle of supranational organization in the form of a “civilizationstate,” which is perceived by Western analysts as a fundamental global challenge of modernity requiring a (...) comprehensive theoretical understanding. As of the present time, in their opinion, China, India, and Russia can be classified as “civilization states.” It is asserted that the civilizational turn emerged as a result of the opposition of the “core” states (in the terminology of S. Huntington) of unipolar hegemony, which initiates the conflict potential for the development of the world community, threatening the integrity of the existing Euro-American order. Russian researchers, for their part, note the negative consequences of the universalistic aspiration to spread the model of the “nation-state” to the whole world, which occurs within the logic of limited sovereignty and is destructive for Russia. Actions to overcome the internal crisis discussed in the article include a transition to a national-civilizational form of identity and the implementation of the idea of a “Russian-centric world.” This corresponds to the global trend of forming macro-regional “civilization-worlds” based on common cultural and social values developed during a long period of coexistence. The article demonstrates that the revival of “civilizationalism” is taking place against the background of the worldwide trend of the split of modernity. There is an actualization of the project of the “East-Westphalian system,” called the “Eastphalian” world order, which rejects European universalism and opens the way to a new multipolar world order. In this paper, I examine some main threads of the identification stage of Scotus's project in the fourth chapter of De Primo, where he tries to show that a first efficient cause must have the attributes of simplicity, intellect, will, and infinity. Many philosophers are favorably disposed towards one or another argument such as Scotus's (e.g., the cosmological argument from contingency) purporting to show that there is an absolutely first efficient cause. Civil status, and particularly birth certificates, rather than identity papers, are the legal basis of identification in France. Its nineteenth-century history presents a complex picture, which cannot be reduced to a process of increasing state control. Far from implementing ambitious registration projects, French liberal administration left information scattered and scarce as compared to European standards. It had to find a balance between the need to provide open information in order to minimize uncertainty in social and economic relationships, and the (...) protection of personal and family honour and reputation. Legal liabilities pertaining to the identification and selection of domain experts is an issue that could adversely impact expert systems developers. Problems pertaining to flawed knowledge, improperly defined expertise, and behavioural and psychological impediments are just some of the issues. This paper examines the torts of strict products liability and negligence that system developers could incur as a result of expert-related difficulties. Parallels from legal scholars and federal and state court decisions are discussed relevant to expert system projects and (...) developers. Purpose. This article clarifies the significance of the person’s social self-identification as a basis for civilization and institutional explanation of national self-identification in Ukraine. Theoretical basis. The authors found that the analysis of the cultural and anthropological principles of national self-identity reveals two main opposed concepts: the concept of "eastern" cultural and social self-identity of Ukraine, which correlates with the metaphor of the split between "East" and "West", and the concept of "western" projection of the European future of (...) Ukraine, which correlates with the metaphor of the bridge between "East" and "West". These concepts reflect the options for the citizens of Ukraine to make a personal choice of the way in achieving social self-identity. Douglas North’s concept of "open-access order" states and "limited access order" states can be used as a basis for an alternative, pragmatic approach to choice the criteria of national self-identity. Originality. National self-identification is a result of the choice of the person’s self-identification: still the person takes into account the history of the nation, the ethnic diversity of the nation, its cultural and civilizational characteristics. The philosophical-anthropological approach contributes to the demystification of the grounds of social self-identification, revealing the decisive role of the personal choice in shaping the new institutional foundations of national self-identity. Harmonization of the social institutions of Ukraine with the institutions of the European Union and the international community institutions opens wide opportunities for Ukraine’s successful integration into the "open-access order" societies. The clarification of the value and symbolic aspects of national self-identity in Ukraine contributes to the successful functioning of these institutions. Multilingualism is an adequate response to the global challenge of the reconstruction of Ukraine’s national self-identity. The education system is a key area for introducing multilingualism. Conclusions. The development, justification and systematization of cultural and institutional criteria for choosing the best ways to strengthen of national self-identity in Ukraine are a prerequisite for the successful self-identification of Ukrainian citizens in a complex and ever-changing global world. Like the liberal nationalists, we insist that a sense of belonging together is necessary for the practice of an egalitarian democracy. Therefore, we can take a shared national identity as one of the building blocks of the welfare state. However, we argue that a shared cultural or civic national identity can not be a necessary condition for this sense of belonging together. The mere fact of co-operation and common participation in shared activities and projects can create a sense of belonging (...) together, regardless of whether the participants do share a national identity. Governments of diversified societies can try to establish a shared national culture, but equally important is their task to create a sense of belonging together by virtue of co-operation and shared participation. It is particularly important that people can meet each other, and therefore efforts by the government to establish social mix and a common language may be legitimate policies. (shrink)

How does the human animal who thinks and loves relate to criminal justice? This essay takes up the idea of a moral psychology of guilt promoted by Bernard Williams and Herbert Morris. Against modern liberal society’s ‘peculiar’ legal morality of voluntary responsibility, it pursues Morris’s ethical account of guilt as involving atonement and identification with others. Thinking of guilt in line with Morris, and linking it with the idea of moral psychology, takes the essay to Freud’s metapsychology in Civilization (...) and Its Discontents. Two conflicting routes to guilt are noted in Freud, one involving internalisation of external anger to suppress destructive instincts, the other loving identification with others in the process of self-formation. This second route is developed through the psychoanalytic thought of Hans Loewald and Jonathan Lear. Following Loewald, the moral psychology of self-formation makes loving identification with others the root of responsibility, guilt and atonement. Following Lear, the moral psychology of guilt developed on these lines renders psychoanalysis part of a broadly understood philosophical project following Aristotelian and Socratic principles. Underlying Morris’s account of guilt is the possibility of ‘prospective identification’, understood as the moral and psychological ground of guilt and reconciliation. This is the rational core of criminal justice, which maintains an uneasy relationship with law’s ‘peculiar’ morality. (shrink)

Presently, there is a movement in the UK research governance framework towards what is referred to as proportional ethical review. Proportional ethical review is the notion that the level of ethical review and scrutiny given to a research project ought to reflect the level of ethical risk represented by that project. Relatively innocuous research should receive relatively minimal review and relatively risky research should receive intense scrutiny. Although conceptually attractive, the notion of proportional review depends on the possibility of effectively (...) identifying the risks and ethical issues posed by an application with some process other than a full review by a properly constituted research ethics committee. In this paper, it is argued that this cannot be achieved and that the only appropriate means of identifying risks and ethical issues is consideration by a full committee. This implies that the suggested changes to the National Health Service research ethics system presently being consulted on should be strenuously resisted. (shrink)

Self-, collective, and participative efficacy are strong predictors of sustainability action. Yet, few studies have investigated the dynamics and variability of efficacy beliefs. In this transdisciplinary study, we tested such factors in the context of a peer-to-peer coaching program for sustainability volunteers, embedded in a structured-educational context. Over weekends, 2 qualified coaches trained 36 German bottom-up, student-led sustainability initiatives. These coaches instructed students in team building, envisioning, project planning, and on-campus sustainability practice. While 317 participants completed our pre-questionnaire, N = (...) 165 completed both the pre- and post-questionnaire. As hypothesized, after having participated in the coaching weekend, action skills, collaboration skills, group identification, and self-, collective, and participative efficacy all increased. The latter of these increased, to our knowledge, for the first time in environmental psychology research. Group identification and having a vision emerged as important efficacy predictors, and participative efficacy beliefs in turn predicted volunteering. Moreover, we took initial steps in investigating the interaction of psychological and structural factors from a multilevel perspective. Our analyses revealed that efficacy beliefs on the individual level were higher when the university had a green office and when the student initiative was at a small university. We conclude by proposing an empowerment model for sustainability volunteers and by discussing the practical implications of our findings. (shrink)

In this article, I first analyze and assess the epistemological and semantic status of canonical value-range equations in the formal language of Frege’s Grundgesetze der Arithmetik. I subsequently scrutinize the relation between (a) his informal, metalinguistic stipulation in Grundgesetze I, Section 3, and (b) its formal counterpart, which is Basic Law V. One point I argue for is that the stipulation in Section 3 was designed not only to fix the references of value-range names, but that it was probably also (...) intended to play a regulative role with an eye to Basic Law V. I further intend to shed new light on the status of Frege’s identification of the truth-values with their unit classes in Grundgesetze I, Section 10 and determine its place and importance in his overall logicist project. In a subsequent section, I first discuss the hypothetical extendability of the logical system of Grundgesetze. In what follows, I analyze the incompleteness of that system—were it not inconsistent and hence trivially complete—by focusing on the role of the definite description operator and the axiom governing it (= Basic Law VI) as well as on the role of the application operator. The latter is defined by means of the former. I further comment on the redundancy of an axiom that could be designed to supplement Basic Law VI by incorporating the second clause of Frege’s two-part elucidation of the description operator. I argue that although it seems likely that Basic Law VI could have been shown to be dispensable in Grundgesetze, Frege would probably have been reluctant to dispense with it, despite his commitment to axiomatic parsimony. In my view, the reason is that he considers it essential that every primitive function-name of his formal language be governed and grounded by a basic law that is tailored to the nature and the role of the primitive name occurring at a key point in the law. Toward the end of the article, I propose solutions to two problems with Frege’s use of “=” in the concept-script sentences that result from his definitions involving the replacement of the double stroke of definition with the judgment-stroke. This article deals with questions concerning the nature of representation of the female body within the so-called `oriental' discourse in Serbian art: Who is the painter? For whom is the work painted? With whom is the work identified? With what other possibilities of identification does the work leave us? In the context of the historical codes, a stance towards a body is seen as a projection of the social, cultural and power impulses. In the first case studied, the artist (...) was a male commissioned by the Serbian court to paint a series of paintings for the indigenous population and foreigners. In the second case, the artist was also male, a Serb working in Vienna, who painted for the audience of the `real Europe' from the position of an identity alteration. The third case focuses on a female artist, Babett Bachmayer Vukanovic, who was born in Germany but after marrying a Serb moved to her husband's homeland. Visual constructions of female bodies are used as the starting point for the deconstruction of ignored gender-related questions in analysing époque. (shrink)

This paper reports on the design and implementation of a multi-phase interactive process among a set of scientists, policy makers, land managers, and community representatives, so as to facilitate communication, mutual understanding, and participative decision making. This was part of the Ecosystem Services Project in Australia. The project sought to broaden public understanding about the natural ecosystems in Australia. The study reported here pertains to one of the project sites--the Goulburn Broken catchment, a highly productive agricultural watershed in the south-east (...) of Australia. The paper demonstrates how, starting from a condition of diversity of ideas and interests among the participants, systematic dialogue and mutual learning could be generated, leading to identification of options for more sustainable land management practices. The concept of "ecosystem services" was used as an integrative tool across disciplines and community perspectives. The concept of scenarios was used to encourage future-focussed thinking among the participants. The idea of "stakeholder jury" was used to promote deliberation. A process of multi-criteria evaluation was used to facilitate convergence of viewpoints, through informed trade-offs and compromises. This experience led to the development of a process for integration research, which helped in harmonising across diverse understandings and values in a transparent and structured manner. (shrink)

Undergraduate projects may contribute new knowledge, but commonly their main purpose is an exercise in learning and applying simple research methods. They are usually short term and a first step into the research field. Support for undergraduate research experience is simple enough. However, integral to the research process is ethical scrutiny. A high standard of conduct of research is essential. The question of whether undergraduate student projects should be subject to full ethical review, to the same extent as that undertaken (...) for full scale academic work, is a matter of debate. The purpose of this study was to explore the views of academics on the nature and extent of ethical review considered appropriate for undergraduate research projects. This was done in order to identify which side of the above debate was favoured. Participants were undergraduate research project supervisors, drawn from a range of disciplines where research on human subjects is undertaken. A series of focus groups were undertaken, transcribed and subjected to thematic analysis. There was general consensus that some consideration should be given to the ethical issues relating to student projects. However, participants were limited in their explicit identification of such issues, with only extreme examples being specifically described. Some favoured a ‘light touch’ proportional to the size of the project as appropriate, while others considered the level ethical scrutiny not related to the size, duration or outcome of the work. Opinions were divided on where responsibility ultimately lay. Some considered it to belong at departmental, faculty or institutional level, but others held the individual supervisor accountable. The degree of involvement of undergraduate research in ethical review and approval is clearly an issue amongst academics. This study helps raise awareness of these issues and promotes debate on the appropriate level and format of review needed for undergraduate research training. (shrink)

Every year, thousands of undocumented Mexican workers enter the United States. Their presence, together with the settlement of undocumented and legal immigrants from many other countries, constitutes the source of one of the most persistent ideological conflicts in American history: the conflict over immigrants' rights. Official discourses in many cases identify being Hispanic with poor performance at school, drug abuse, poverty and violence. However, aside from mainstream images of who immigrants are, little research has been done on the identity that (...) immigrants themselves build and project, and on the processes that affect the formation of such identity. In this article I investigate identity through discourse analysis, looking specifically at linguistic strategies used by a group of undocumented Mexican immigrants to identify characters in storytelling. I argue that immigrants use ethnic identity as a central identification category for self and others in their stories, showing that ethnic mentions are widespread in story orientations, and that they exhibit different degrees and types of relevance depending on their relationship with the interactional context and/or the story world. Ethnic mentions are used in stories to affirm certain characteristics of one's own identity and of the identity of others via the presentation and evaluation of behaviors. In argumentative stories disputable behaviors are openly attributed to out groups, and so these stories help speakers to build images of who they are and how they stand in relation to others. In stories of personal experience, the connections between identities and behaviors are implicit, but they still respond to socially established expectations. Thus, individual stories also contribute to build those expectations about how belonging to certain ethnic groups may affect action in particular domains of life. The pervasiveness of ethnic identification in immigrant stories cannot be understood without resorting to wider social processes that frame the immigration experience of undocumented Mexican workers. In this case, I stress the importance of the pressure that the ideology of race and ethnicity, enacted through public discourse at all levels, exerts on every individual in American society. Ethical issues of information and communication technologies (ICTs) are important because they can have significant effects on human liberty, happiness, their ability to lead a good life. They are also of functional interest because they can determine whether technologies are used and whether their positive potential can unfold. For these reasons policy makers are interested in finding out what these issues are and how they can be addressed. The best way of creating ICT policy that is sensitive to ethical issues (...) would be to be proactive and address such issues at early stages of the technology life cycle. The present paper uses this position as a starting point and discusses how knowledge of ethical aspects of emerging ICTs can be gained. It develops a methodology that goes beyond established futures methodologies to cater for the difficult nature of ethical issues. The main question of this paper is how to understand the notion of a truth-maker. In section 1, I show that the identification of truth-making with necessitation cannot capture the pretheoretic understanding of notions such as ‘x makes something true’. In section 2, I examine Barry Smith’s reaction to this problem: he defines truth-making as the combination of necessitation and projection. I focus on the formal part of Smith’s account, which is shown to yield undesired results. However, in section (...) 3, I present an alternative account of projection, which fares better and can fruitfully be employed to circumvent the problems raised in section 1. Unfortunately, the account still has to face some troublemakers, as I show in the final section. The development of efficient and strategic anti-corruption measures can be better achieved if a deeper understanding and identification of the causes of corruption are established. Over the past years, many studies have been devoted to the research of corruption in construction management. This has resulted in a significant increase in the body of knowledge on the subject matter, including the causative factors triggering these corrupt practices. However, an apropos systematic assessment of both past and current studies on the subject (...) matter which is needful for the future endeavor is lacking. Moreover, there is an absence of unified view of the causative factors of corruption identified in construction project management. This paper, therefore, presents a comprehensive review of the causes of corruption from selected articles in recognized construction management journals to address the mentioned gaps. A total number of 44 causes of corruption were identified from 37 publications and analyzed in terms of existing causal factors of corruption, annual trend of publications and the thematic categorization of the identified variables. The most identifiable causes were over close relationships, poor professional ethical standards, negative industrial and working conditions, negative role models and inadequate sanctions. A conceptual framework of causes of corruption was established, after categorizing the 44 variables into five unique categories. In descending order, the five constructs are Psychosocial-Specific Causes, Organizational-Specific Causes, Regulatory-Specific Causes, Project-Specific Causes and Statutory-Specific Causes. This study extends the current literature of corruption research in construction management and contributes to a deepened understanding of the causal instigators of corruption identified in CPM. The findings from this study provide valuable information and extended knowledge to industry practitioners and policymakers as well as anti-corruption agencies in the formulation and direction of anti-corruption measures. This paper focuses on perception and surveys the scientific evidence that the theory of direct realism adopted by most contemporary philosophers is incorrect. This evidence is provided by experiments on the spatial and temporal "filling-in" of percepts. It also examines the myth of the projection of sensations. The conclusion is that we do not perceive the world as it actually is, but as the brain computes it most probably to be.

This paper addresses one of the ways in which transgender individuals identify with respect to personal history, living “stealth,” whereby transgender individuals do not disclose their transgender status (that is, they present themselves as cisgender), oftentimes no longer considering themselves transgender. Individuals who live stealth are often criticized for inauthenticity; thus, this paper analyses Sartrean notions of authenticity and personal history, thereby arguing that the person who lives stealth is not living inauthentically but rather is constituting their conception of self (...) through their past, present, and future projects. The paradigm of the interaction of "own" and "foreign", Russia and Europe defined Russian culture during the 18th-20th centuries. The utopian idea of creating a "new kind" of people, which appeared in the circle of Catherine II under the influence of European Enlightenment ideas, accurately characterizes this paradigm. The Enlightenment was a radical rejection of the traditional feudal worldview, a rejection of the old foundations of life. The author emphasizes that Catherine II and her entourage were not determined to radically (...) change the existing social order in the spirit of enlightenment, choosing a more conservative path of "enlightenment absolutism". In addition, the project of creating a "new person" through education in isolated institutions points to the paradoxical nature of this idea and its implementation in the history of Russia. (shrink)

In 1856, the State of Ohio began an enumeration of its population to count and identify people with disabilities. This paper examines the ethical role of the accounting profession in this project, which supported the transatlantic eugenics movement and its genocidal attempts to eliminate disabled persons from the population. We use a theoretical approach based on Levinas who argued that the self is generated through engagement with the Other, and that this engagement presupposes a responsibility to and for the Other. We show that successive waves of legislation relied on State and County auditors along with Township clerks and assessors to conduct the mechanics of the enumeration of the population, which focused on the identification, categorization, and counting of the disabled people of the State. We argue that the accounting-based technologies of enumeration and reporting objectify the enumerated persons and deny the auditor’s pre-existing ethical obligation to this new Other. We show how the financial expertise and structures of the State were engaged in the execution of this mandate, which remained in place for over a century and supported a program of institutionalization. We consider the ramifications of this for our understanding of the ethical role of public sector accounting in the United States over this period, which has been under-explored. (shrink)

The classification of collusion behaviors of government-invested project tenderers is one of the important methods to describe the characteristics and laws of collusion behaviors and strengthen the governance of collusion. Firstly, the variables that affect the type of collusion behavior are selected and cluster analysis is carried out on the cases of collusion in government investment project bidding. Then use the social network to mine the types and characteristics of the collusion behavior of the tenderee. Finally, a BP neural network (...) automatic identification model is established to quickly discriminate the types of collusion, which can effectively overcome the subjectivity of traditional methods. As a result, three typical types of collusion of tenderees can be obtained: intervention type, opportunity type, and cooperation type. The study found that the three types of collusion behavior have their own characteristics and laws, and the relationship between the variables that affect the type of collusion behavior is complex and affects each other. The construction industry consistently ranks amongst the highest contributors to global gross domestic product, as well as, amongst the most corrupt. Corruption therefore inflicts significant risk on construction activities, and overall economic development. These facts are widely known, but the various sources and nature of corruption risks endemic to the Iranian construction industry, along with the degree to which such risks manifest, and the strength of their impact, remain undescribed. To address the gap, a mixed methods approach is used; with (...) a questionnaire, 103 responses were received, and these were followed up with semi-structured interviews. Results were processed using social network analysis. Four major corruption risks were identified: procedural violations in awarding contracts, misuse of contractual arrangements, neglect of project management principles, and, irrational decision making. While corruption risks in Iran align with those found in other countries, with funds being misappropriated for financial gain, Iran also shows a strong inclination to champion projects that serve the government’s political agenda. Root cause identification of corruption risks, namely, the noticeable impact of authoritarianism on project selection in Iran, over criterion of economic benefit or social good, is a significant outcome of this study. Rather than IT renderingthe body irrelevant to identity – a mistaken idea tobegin with – the coupling of biometrics with ITunequivocally puts the body center stage. The questions to be raised about biometrics is howbodies will become related to identity, and what thenormative and political ramifications of this couplingwill be. Unlike the body rendered knowable in thebiomedical sciences, biometrics generates a readable body: it transforms the body's surfaces andcharacteristics into (...) digital codes and ciphers to be`read' by a machine. ``Your iris is read, in the sameway that your voice can be printed, and yourfingerprint can be read'', by computers that, in turn,have become ``touch-sensitive'', and endowed with seeingand hearing capacities. Thus transformed into readable``text'', the meaning and significance of the biometricbody will be contingent upon ``context'', and therelations established with other ``texts''. Thesemetaphors open up ways to investigate the differentmeanings that will become attached to the biometricbody and the ways in which it will be tied toidentity. This paper reports on an analysis of plans andpractices surrounding the `Eurodac' project, aEuropean Union initiative to use biometrics (specif.fingerprinting) in controlling illegal immigration andborder crossings by asylum seekers. This critique of nine service learning projects within schools of business is designed to encourage other educational institutions to add service learning requirements into business ethics and leadership courses. It champions the role of the faculty member teaching these courses while at the same time offering constructive analysis on pedagogy, a review of curriculum issues, identification of barriers to service learning, and guidelines for teaching service learning ventures. This article is an ethical evaluation of the SENS bio-engineering program of Aubrey de Grey. After a general introduction, section 2 is a refutation of the claim that not to cure aging is immoral. It analyses the conceptual identification made by de Grey between “aging” and “disease.” This identification has important moral implications. It is argued that from a physiological standpoint the identification makes sense but from an evolutionary point of view it is highly questionable. Section 3 (...) is a refutation of the answer given by transhumanists to objections concerning the desirability of physical immortality. In this discussion piece we address how the UK government has attempted to manage public expectations of a proposed biometric identity scheme by focussing attention on the handheld, i.e., the ID card. We suggest that this strategy of expectations management seeks to downplay the complexity and uncertainty surrounding this high-technological initiative, necessitating the selective use of expertise for the purpose of furthering government objectives. In this process, government often relegates counterexpertise, if not dismissing it outright, thereby greatly politicizing the policy (...) deliberation process. We argue that this manoeuvring by government spells trouble for both democratic deliberation on the issue of biometric identification in the UK and, more generally, expertise-based policy making in related technological ventures.
