It has become part of the accepted wisdom to say that the twentieth century was the century of physics and the twenty-first century will be the century of biology. Two facts about the coming century are agreed on by almost everyone. Biology is now bigger than physics, as measured by the size of budgets, by the size of the workforce, or by the output of major discoveries; and biology is likely to remain the biggest part of science through the twenty-first (...) century. Infinite in All Directions is a popularized science at its best. In Dyson's view, science and religion are two windows through which we can look out at the world around us. The book is a revised version of a series of the Gifford Lectures under the title "In Praise of Diversity" given at Aberdeen, Scotland. They allowed Dyson the license to express everything in the universe, which he divided into two parts in polished prose: focusing on the diversity of the (...) natural world as the first, and the diversity of human reactions as the second half. Chapter 1 is a brief explanation of Dyson's attitudes toward religion and science. Chapter 2 is a one-hour tour of the universe that emphasizes the diversity of viewpoints from which the universe can be encountered as well as the diversity of objects which it contains. Chapter 3 is concerned with the history of science and describes two contrasting styles in science: one welcoming diversity and the other deploring it. He uses the cities of Manchester and Athens as symbols of these two ways of approaching science. Chapter 4, concerned with the origin of life, describes the ideas of six illustrious scientists who have struggled to understand the nature of life from various points of view. Chapter 5 continues the discussion of the nature and evolution of life. The question of why life characteristically tends toward extremes of diversity remains central in all attempts to understand life's place in the universe. Chapter 6 is an exercise in eschatology, trying to define possible futures for life and for the universe, from here to infinity. In this chapter, Dyson crosses the border between science and science fiction and he frames his speculations in a slightly theological context. (shrink)

Whistleblower bounty schemes that pay individuals a cash “bounty” for surfacing information about illegal conduct have rapidly gained public and scholarly attention, fueling calls to install a bounty approach across numerous regulatory areas, from workplace safety, environmental protection, and civil rights to political corruption, immigration, and antitrust. Yet despite the enthusiasm, bounty regimes have remained confined to the fraud context. This Article uses this fact as a jumping off point and, looking across the regulatory state, aims to answer some basic (...) questions about bounty regimes that have thus far eluded sustained scholarly attention: What features of a given regulatory area make it more or less conducive to a bounty approach? Given this, how might existing bounty regimes be revised? And if bounty regimes were to break out of the fraud area, where might they most profitably spread? It offers some initial answers to these questions by constructing a simple framework that shows how two features of the regulatory environment - the directness of the harm to be regulated and the determinacy of the legal mandate to be implemented - structure the choice among competing bounty approaches. These aspects of regulatory context, I argue, map onto the two most vexing challenges facing regulatory architects weighing a bounty mechanism or choosing among competing designs: optimizing the quantity and quality of information revelation and maintaining public control over the elaboration of legal mandates. The framework brings into relief some of the fault-lines in the growing scholarly debate about the optimal use and design of bounty schemes, including the choice between a simple cash-for-information scheme and a more elaborate qui tam scheme in which whistleblowers are vested with independent enforcement authority via a private right of action. It also yields a rough regulatory roadmap showing where existing bounty schemes might be revised and also the areas to which a bounty approach might be usefully exported. (shrink)

In this context, I will elaborate the difficult and entwined political claims Deleuze makes on behalf of cinema: that it is capable of engendering a tentative ‘belief in the world’, such as is the necessary correlate of political action; that it captures the contemporary political fact that ‘the people (...) are missing’, as a unified or coherent political agent; and finally that it might reveal those ‘impossible’ or ‘intolerable’ situations which would provoke such a people into being. In advancing this conceptual triumvirate, I will argue that the claims made here on behalf of cinema overspill the art form itself, linking up with Deleuze’s broader political ontology of thought and constituting a generalised political philosophy proper to so-called ‘late-capitalism’. This article presents and discusses the key findings obtained from multi-method research studies conducted over a 9-year period of time in a multi-state rural area. It challenges the efficacy of current models for bioethics, shows what kinds of ethical issues develop in rural communities, and offers a framework for envisioning resources and approaches that may be more appropriate.

Hospital ethics committees have evolved as a response to complicated legal, ethical, and social dilemmas that accompany modern medicine. In the United States, their growth has been augmented by Joint Commission for the Accreditation of Healthcare Organizations standards and the Patient Self-Determination Act. There appears to be an implicit presumption that all clinical ethics consultation practices are relatively similar. Finally, there is heightened awareness of the needs for quality standards and assessment of the outcomes of ethics consultations.

Clinical research is increasingly conducted in settings that include private physicians’ offices, clinics, community hospitals, local institutes, and independent research centers. The migration of such research into this new, non–academic environment has brought new cadres of researchers into the clinical research enterprise and also broadened the pool of potential research participants. Regulatory approaches for protecting human subjects who participate in research have also evolved. Some institutions retain their own Institutional Review Boards (IRBs), but Independent IRBs, community hospital IRBs and community–based (...) IRBs also fulfill oversight responsibilities. This article sheds light on this evolving world by discussing the findings gleaned from two studies: a study of the decision making processes used by members who serve on different kinds of IRBs and a study of the decision making processes employed by research participants. The article then discusses how the key findings may inform proposed revisions to the Common Rule. (shrink)

Both classical psychophysical work and recentfunctional imaging studies have suggested acritical role for the primary visual cortex(V1) in resolving the perceptual ambiguitiesexperienced during binocular rivalry. Here weexamine, by means of single-cell recordings andoptical imaging of intrinsic signals, thespatial characteristics of suppression elicitedby rival stimuli in cat V1. We find that the interocular suppression field of V1 neuronsis centred on the same position in space and isslightly larger (by a factor of 1.3) than theminimum response field, measured through thesame eye. Suppression (...) is always strongest at asingle position corresponding very closely tothe centre of the classical receptive field,and reduces responses through the other eye byup to 90% but typically around 40%. Thespatial pattern of interocular suppression, asrevealed by optical imaging, closely matchesthe cortical representation of the stimulus,which is being suppressed, both in terms of itsorientation and the eye of origin. Theseresults indicate that interocular suppressionis directly related to the functionalarchitecture of V1; it is probably caused bydirect inhibitory interactions betweenneighbouring cortical columns of oppositeocular dominance. The most important group of English illuminated manuscripts of the second half of the fourteenth century takes its name from the Bohun family, earls of Hereford, Essex, and Northampton. Seven lavishly illustrated psalters and books of hours constitute the core of the group. These manuscripts are the work of a single group of artists, some of whose hands recur in two or more of the volumes; they are closely related in book design and program of decoration; and finally, they all (...) proclaim their connection with the Bohun family through textual and heraldic references. Yet like all surviving English manuscripts of the period, the Bohun volumes have always appeared to be the work of anonymous artists. My intention in this note is to lift the veil of anonymity from two of their hitherto unidentified illuminators. The names of these individuals can be found, I believe, by analysis of historical documentation already published but not yet considered in conjunction with the illuminations of the extant Bohun books. Knowledge of the names of these artists leads toward the solution of the unresolved problems of the dates, origins, and stylistic continuity of the Bohun manuscripts and reveals previously unsuspected circumstances of patronage and production of richly illustrated books made for the highest levels of the nobility of England during the time of Edward III and Richard II. Over the past 20 years, clinical research has migrated from academic medical centers to community-based settings, including rural settings. This evolving research environment may present some moral hazards or challenges that could undermine traditionally accepted standards for the protection of human subjects. The study described in this article was designed to explore the influence of motives driving the decisions to conduct clinical trial research in rural community settings. The researchers conducted semi-structured interviews with 80 participants who conducted clinical trials with (...) rural subjects. The interviews provided a way to examine the influence of budgetary factors when deciding to conduct a clinical study, how information about the budget and the purpose of the study is conveyed to research participants, and the potential willingness of clinicians and coordinators to enroll in the kinds of studies they offer. The findings suggest that clinical trial research in rural communities may challenge clinicians’ abilities to balance the needs of the patient with the needs of the research enterprise. Few respondents seemed to recognize the traditionally recognized hazards of a dual relationship, specifically the moral risks of trying to attend to the interests of both patient and industry. It seems important to re-examine how we protect human subjects and what such protection should look like as research becomes part of the way medical care is provided, even in very rural areas. Serious study of the effectiveness of the method is just beginning with several reports newly published or in progress. Future work needs to focus on the efficacy of the different case study approaches; a predictive model is presented that suggests that the most effective learning will come from those methods with the most student interaction. The New Testament relates the expectation of Jesus9 return to the Christian moral life. Attempts to predict the End are pointless, and Christians are summoned to patient confidence in a sovereign God and to perseverance in the face of evil.

The work of Donaldson and Dunfee offers an example of how normative and descriptive approaches to business ethics can be integrated. We suggest that to be truly integrative, however, the theory should explore the processes by which such integration happens. We, therefore, sketch some preliminary thoughts that extend Integrative Social Contracts Theory by beginning to consider the process by which microsocial contracts are connected to hypernorms.

Joseph Conrad’s ‘The secret sharer’ has often been associated with what can be called initiation stories. However, in this article I argue that Conrad’s text is more than that. It can, I suggest, be read as an allegory of the inaccessibility to reveal the essence of being in command, being in education, and also the inaccessibility of the essence of the meaning of the text itself. It keeps its secret by allegorically staging alternative readings. This inaccessibility gives rise to a (...) feeling of strangeness, of the uncanny, that must be faced in order to pass through the initiation into the unknown that all the possible allegorical meanings of the text produce. In other words, ‘The secret sharer’ has an educational value that goes beyond the act of merely using it to exemplify a certain type of initiation. In this way I connect Conrad’s text to the themes of strangeness and the stranger and show how they mutually can involve a reading of education and literature as two distinct discourses of learning. The servant lives within the social relations of feudal class estrangement. He is a natural moralist who keeps his eyes and his mind open, amidst the compromises, intricacies, and oppression of being a servant, and he sees and understands a good deal more than those around him. Above all, he is a craftsman of experience who, in making history with only a few resources, lives an examined life, and turns estrangement into a life lived for others. Along the way, and (...) ever sensitive to mundane hope and sorrow—even at the point of death—the servant offers educative insight into some of life’s questions.
