Abstract This essay addresses the role of private military and security companies (PMSCs) in security governance. In this context, it offers a historical overview of some of the main developments in the evolution of private warfare and critically discusses some of the key challenges confronting the quest for holding PMSCs accountable in accordance with international human rights and humanitarian norms.

This article explores the contribution of the international legal framework to strategies for exercising leverage over and engaging with non-state armed groups. In addressing the framework’s relevance in meeting these challenges, it examines the tensions between hierarchy and reciprocity in international law; key normative developments in international human rights and international humanitarian laws, the issue of existing gaps in the protective framework envisaged by these two bodies of law, and the impact of their growing intersections; recent trends in the international (...) arena that point toward the expansion, as well as restriction, of the normative space and their implications; and, in light of the opportunities/challenges identified, the international legal framework’s prospects for articulating credible engagement strategies with non-state armed groups. The Unprovability of Consistency is concerned with connections between two branches of logic: proof theory and modal logic. Modal logic is the study of the principles that govern the concepts of necessity and possibility; proof theory is, in part, the study of those that govern provability and consistency. In this book, George Boolos looks at the principles of provability from the standpoint of modal logic. In doing so, he provides two perspectives on a debate in modal logic that has (...) persisted for at least thirty years between the followers of C. I. Lewis and W. V. O. Quine. If a tree falls in the forest and no one is present to hear it, does it make a sound? It does not, according to George Berkeley. Originally published in 1710, this landmark of Western philosophy introduced a revolutionary concept: immaterialism, which asserts that to be is to perceive or be perceived. The treatise opens with an assault on Locke's theory of abstract ideas and proceeds with arguments that sensible qualities exist only when perceived as ideas. Physical objects, he (...) claims, are no more than collections of qualities, and these sensible objects, too, are merely ideas. Evidence is presented to show that the role of a generative grammar of a natural language is not merely to generate the grammatical sentences of that language, but also to relate them to their logical forms. The notion of logical form is to be made sense of in terms a natural logic, a logical for natural language, whose goals are to express all concepts capable of being expressed in natural language, to characterize all the valid inferences that can be made (...) in natural language, and to mesh with adequate linguistic descriptions of all natural languages. From the late 1950s until 1975, cognition was understood mainly as disembodied symbol manipulation in cognitive psychology, linguistics, artificial intelligence, and the nascent field of Cognitive Science. The idea of embodied cognition entered the field of Cognitive Linguistics at its beginning in 1975. Since then, cognitive linguists, working with neuroscientists, computer scientists, and experimental psychologists, have been developing a neural theory of thought and language (NTTL). Central to NTTL are the following ideas: (a) we think with our brains, that is, (...) thought is physical and is carried out by functional neural circuitry; (b) what makes thought meaningful are the ways those neural circuits are connected to the body and characterize embodied experience; (c) so-called abstract ideas are embodied in this way as well, as is language. Experimental results in embodied cognition are seen not only as confirming NTTL but also explained via NTTL, mostly via the neural theory of conceptual metaphor. Left behind more than three decades ago is the old idea that cognition uses the abstract manipulation of disembodied symbols that are meaningless in themselves but that somehow constitute internal “representations of external reality” without serious mediation by the body and brain. This article uniquely explains the connections between embodied cognition results since that time and results from cognitive linguistics, experimental psychology, computational modeling, and neuroscience. This groundbreaking work on logic by the brilliant 19th-century English mathematician George Boole remains influential to this day. Boole's major contribution was to demonstrate conclusively that the symbolic expressions of algebra could be adapted to convey the fundamental principles and operations of logic, which hitherto had been expressed only in words. Boole was thus the founder of today's science of symbolic logic. Summing up his innovative approach, Boole stated, "We ought no longer to associate Logic and Metaphysics, but Logic (...) and Mathematics." As the great English logician Augustus De Morgan later put it, in praise of Boole, his genius consisted in showing that "the symbolic processes of algebra, invented as tools of numerical calculation, should be competent to express every act of thought, and to furnish the grammar and dictionary of an all-containing system of logic." The Laws of Thought lays out this new system in detail and also explores a "calculus of probability." The story of Boole's life is as impressive as his work. Besides rudimentary lessons from his father and a few years at local schools, Boole was largely self-taught. Revealing his aptitude for many subjects at an early age, he began his career already at age 16 as a teacher at a village school. In his leisure time he tackled the daunting works of Newton, Laplace, and Lagrange on physics and mathematics. By the age of twenty-four he was submitting original papers to the Cambridge Mathematical Journal and at age twenty-nine he won a medal from the Royal Society for his contributions to mathematical analysis. He continued to so impress his contemporaries that five years later he was appointed professor of mathematics at Queens College, Cork in Ireland, even though he had no university degree. At his untimely death of forty-nine, Boole could never have guessed that his new symbolic logic would become essential in the next century for telephone switching and the design of computers. For this practical reason, as well as the sheer intellectual importance of his accomplishment, The Laws of Thought merits our attention today. (shrink)

Originally a keynote address at the International Society for Research on Emotion (ISRE) 2013 convention, this article surveys many nonobvious ways that emotion phenomena show up in natural language. One conclusion is that no classical Aristotelian definition of “emotion” in terms of necessary and sufficient conditions is possible. The brain naturally creates radial, not classical categories. As a result, “emotion” is a contested concept. There is no one correct, classical definition of “emotion.” There are real emotion phenomena that can be (...) precisely studied, and language is an important area to look at for such phenomena. This book challenges the conventional wisdom that improving democratic politics requires keeping emotion out of it. Marcus advances the provocative claim that the tradition in democratic theory of treating emotion and reason as hostile opposites is misguided and leads contemporary theorists to misdiagnose the current state of American democracy. Instead of viewing the presence of emotion in politics as a failure of rationality and therefore as a failure of citizenship, Marcus argues, democratic theorists need to understand that emotions are in (...) fact a prerequisite for the exercise of reason and thus essential for rational democratic deliberation and political judgment. Attempts to purge emotion from public life not only are destined to fail, but ultimately would rob democracies of a key source of revitalization and change. Drawing on recent research in neuroscience, Marcus shows how emotion functions generally and what role it plays in politics. In contrast to the traditional view of emotion as a form of agitation associated with belief, neuroscience reveals it to be generated by brain systems that operate largely outside of awareness. Two of these systems, "disposition" and "surveillance," are especially important in enabling emotions to produce habits, which often serve a positive function in democratic societies. But anxiety, also a preconscious emotion, is crucial to democratic politics as well because it can inhibit or disable habits and thus clear a space for the conscious use of reason and deliberation. If we acknowledge how emotion facilitates reason and is "cooperatively entangled" with it, Marcus concludes, then we should recognize sentimental citizens as the only citizens really capable of exercising political judgment and of putting their decisions into action. In 1972, George Seddon wrote Sense of Place, documenting his experience and research into the Swan Coastal Plain, which has since become a landmark Australian environmental publication. Among its claims to influence is having given modern currency to the term sense of place. Although Seddon did not coin the phrase, it was this book that introduced the phrase into the fields of landscape and environmental design. The book includes information on landforms, climate, geology, soils, flora, the Swan River, the (...) coast, offshore islands, wetlands, and urban areas. Mr. Warner in his Adirondack story, shot a bear by aiming, not at his eye or heart, but at him 'generally'. But we cannot aim 'generally' at the universe, or if we do, we will miss our game. So said William James, the philosopher, and it is good advice on how to take aim at environmental problems. Sense of Place is a topographic essay, not on the universe, but the environs of Perth, Western Australia. It is in three parts: The Land - The Plants - Man. The landforms, climate, drainage geology and plant-cover are discussed in detail, to construct a picture of the region before European settlement. Kant was engaged with the subject of theodicy throughout his career and not merely in his 1791 treatise explicitly devoted to the subject. George Huxford traces Kant’s thought on theodicy throughout his career to show not only the continuity of Kant's consideration but also his philosophical development on the subject.

The splitting theorem says that any set of formulae has a finest representation as a family of letter-disjoint sets. Parikh formulated this for classical propositional logic, proved it in the finite case, used it to formulate a criterion for relevance in belief change, and showed that AGMpartial meet revision can fail the criterion. In this paper we make three further contributions. We begin by establishing a new version of the well-known interpolation theorem, which we call parallel interpolation, use it to (...) prove the splitting theorem in the infinite case, and show how AGM belief change operations may be modified, if desired, so as to ensure satisfaction of Parikh’s relevance criterion.
