. Decision-making under uncertainty is sometimes investigated as a homogeneous problem, independently of the type of decision-maker and the level and nature of the decision itself. However, when the decision-maker is a public authority, there immediately arise problems additional to those that concern any other decision-maker. This is not always clearly recognised in orthodox discussions on decisions under conditions of uncertainty. This article investigates the methodological, strategic and procedural challenges of taking public decisions in such conditions. It focuses mainly on (...) decisions involving urban contexts, such as planning decisions regarding land use and building transformations, by trying to develop some pioneering research studies in this field. Since the middle of the last century, normative language has been much studied. In particular, the normative function performed by certain sentences and by certain speech acts has been investigated in depth. Still, the normative function performed by certain physical artifacts designed and built to regulate human behaviors has not yet been thoroughly investigated. We propose to call this specific type of artifacts with normative intent ‘deontic artifacts’. The Covid-19 pandemic has been analysed and discussed from many disciplinary perspectives. An aspect that still needs critical exploration is the role—that is, the modes and forms—of regulatory interventions during the pan- demic. It is interesting to note in this regard that, in many studies, regulatory measures are labelled “non-pharma- ceutical interventions”, as if they do not have any specificity on their own and only represent a theoretically residual category. The main aim of this article is instead to focus on (...) the distinctive features of normative measures as such. As regards the article’s focus, it centres on the normative interventions in the first period of the pandemic—that is, 2020—with particular reference to Italy. We have chosen to focus on this period because the most extensive and severe restrictions introduced to combat Covid-19 were established at that time. And we have chosen to con- sider Italy because it was the first country, after China, to be hard hit by the virus and to react in a draconian manner. As regards the methodology, the article is based, in general and primarily, on an extensive interdisciplinary literature review. With reference to the Italian case, the study is additionally based on: first-hand data collection and analysis (especially concerning Italian normative measures mainly issued at the national level: their type, frequency, target, hierarchical relationships); second-hand data and analysis (for instance as regards the effectiveness of Italy’s and other countries’ regulatory measures). In discussing the Italian response to the Covid-19 pandemic, certain weaknesses have been identified; and possible lessons have been highlighted, in terms of both “planning” (i.e. the necessity to better pre-define concrete and circumscribed sets of actions) and of “meta-planning” (i.e. the necessity of better planning the way in which public authorities could and should plan and act). Although this article is mainly based on the Italian situation, what we can learn from this case is largely generalizable. (shrink)

A widespread opinion holds that norms and codes of conduct as such can only be established via words, that is, in some lexical form. This perspective can be criticized: some norms produced by human acts are not word-based at all. For example, many norms are actually conveyed through graphics (e. g. road signs and land-use maps), sounds (e. g. the referee’s whistle), a silent gesture (the traffic warden’s signal to halt). In this article, we will focus on the norms that (...) are created by means of drawings and can be termed “drawn norms” or “graphical norms.” Specifically, we will inquire into the phenomenon of graphical norms with particular regard to traffic signs and land-use plans, and we will discuss the philosophical and legal problems to which these phenomena give rise. Technological innovation is almost always investigated from an economic perspective; with few exceptions, the specific technological and social nature of innovation is often ignored. We argue that a novel way to characterise and make sense of different types of technological innovation is to start considering uncertainty. This seems plausible since technological development and innovation almost always occur under conditions of uncertainty. We rely on the distinction between, on the one hand, uncertainty that can be quantified (e.g. probabilistic risk) and, on (...) the other, deep forms of uncertainty that may resist the possibility of being quantified (e.g. severe or fundamental uncertainties). On the basis of these different ingredients of uncertainty in technological innovation, we propose a new taxonomy that reveals the technological nature of innovation. Unlike previous taxonomies employed to handle different types of technological innovations, our taxonomy does not consider the economic value of innovation alone; it is much more oriented towards societal preferences and forms of technological uncertainty. Finally, we investigate the coherence of our proposal with the dual nature of technological artefacts, showing that innovation can be grounded on structural and functional factors and not just on economic ones. Generally, when thinking of artifacts, one imagines “technical artifacts”. Technical artifacts are those artifacts that perform a mere causal function. Their purpose is to instrumentally help and support an action, not to change behaviour. However, technical artifacts do not exhaust the set of artifacts. Alongside technical artifacts there are also artifacts that we can call “cognitive artifacts”. Cognitive artifacts are all those artifacts that operate upon information in order to improve human cognitive performances. Artifacts of a further, different kind are (...) what we may call “regulatory artifacts”; that is, material artifacts devised and made to regulate behaviour. Consider a roundabout, a traffic light or a speed bump. These artifacts do not make us stronger, faster, or more intelligent. They are placed on the road surface to regulate traffic. A Teoria dos Dois Sistemas, proposta por Kahneman (2011), pressupõe que a tomada de decisão no contexto econômico se baseia em dois sistemas, um que é automático, intuitivo e principalmente inconsciente e outro reflexivo, racional e totalmente consciente. Consideramos a abordagem kahnemaniana incompleta na medida em que a concepção dos sistemas 1 e 2 não é suficiente para explicar os processos de tomada de decisão. Neste artigo, nosso desafio é mostrar que, diferentemente dos sistemas de Kahneman, a tomada de decisão (...) está ancorada na percepção direta de affordances e é a base das escolhas conceituais, que envolvem experiências sensório-motoras advindas da reciprocidade entre agente e ambiente. Concluímos este artigo, argumentando que, diferentemente da concepção de sistema 1 kahnemaniano, na perspectiva ecológica, a tomada de decisão advém de experiências não conceituais, da percepção direta, não automática, sem envolver representações mentais e processamento de informações. Nusrat Fateh Ali Khan was a foremost singer of qawwâlî. This Muslim devotional music, which is prominent in South Asia, has been developed since the fourteenth century by the Sufi circles of the Chishti brotherhood in order to preach and communicate the teachings of the saints. Inspired by mystic spirituality, Nusrat's music travelled through the East and the West, absorbing some of the features of the musical cultures with which it came in contact. It also travelled through time, transforming the (...) traditional style of the ancient chanted poetry into new forms of musical expression. Nusrat's life and his artistic vicissitudes show the postmodern destiny of qawwâlî as a religious kind of music that apparently went through a process of desacralization and profanation as a result of multiple interpretations by different audiences. In order to discern the conditions of significance, semiotics reconstructs the relation between text and context of interpretation on the ground of structural pertinences. In this way, semiotics offers an analytical standpoint alternative to the postmodernist approach to postmodern cultural phenomena. By surveying the forms of listening that are structurally provided by the textual discourse, semiotics investigates the destiny of the musical and religious meanings of qawwâlî in relation to the process of intercultural translation. This essay focuses on a little-understood phase of Franco Moretti’s work that spans 1976 to 1986. My aim is to shed light on Moretti’s cultural background as it was formed in that period and to account for the transition from the Trotskyist, politically-militant stance of his first book, Literature and Ideologies in England in the 1930s, to the idiosyncratic, seemingly disengaged character of Signs Taken for Wonders and The Way of the World. Adorno’s concept of ‘unrestrained individuation’ plays a crucial (...) role in the argument. Following a personal political crisis, Moretti opted to enact a form of critical individuation, encoding the explicit social antagonism of the earlier years within a highly personal style and a new theoretical eclecticism. In this way, by disguising it as an alluring form of individualism, Moretti managed to smuggle an antagonistic critical discourse into an increasingly neoliberal world that would soon prove hostile toward it. His deep interest in the subtlest details of theoretical analysis and his vision of ontology as the Rosetta Stone for semantic interoperability guided the development and understanding of this domain. His motivations in research stem from the conviction that all science must be for the benefit of society at large, and his motto has always been that ontologies are not just for making information systems interoperable, but – (...) more importantly – for ensuring that systems’ users understand each other. This book argues against the widely celebrated utopia of -transparency- by showing, across a panorama of postwar French thought, how attempts to show the perils of transparency in politics, ethics, and knowledge led to major conceptual inventions, many of which we now take for granted.

This paper sheds light on Kant’s notion of autonomy in his moral philosophy by considering Kant’s critique of the rationalist theories of morality that Kant discussed in his lectures on practical philosophy from the 1760s to the time of the Groundwork. The paper first explains Kant’s taxonomy of moral theories and his perspective on the history of ethics. Second, it considers Kant's arguments against the two main variants of ‘rationalism’ as he construes it, that is, perfectionism and theological voluntarism, pointing (...) out the similarities to previous criticisms. Third, the paper argues that Kant’s discussion of the 'rationalist' views does not amount to an unqualified dismissal, but to an attempt at working out a novel rationalist position. Kant’s criticisms of rationalist views suggest that his project emerges from the failures of previous rationalism, with the aim to work out a rationalist view that can account for moral obligation by integrating insights from the theological conception. The combination of perfectionism and theological views yields the basic outline of the idea of autonomy, consisting in the lawgiving function of a rational will as a key to the legislation of a necessary law. Estas discusiones suelen ponderar qué teoría de la verdad resulta más adecuada dados ya los principios críticos. En contraste con esto, este trabajo pretende mostrar, a través de la evolución de la noción de verdad del Kant precrítico y del proyecto de una lógica trascendental, la vinculación intrínseca de la noción de verdad con los principios mismos de la filosofía crítica, y replantear las preguntas por la definición y el criterio de verdad en el marco de la pregunta por la posibilidad de la verdad. There exist two notions of equivalence of behavior between states of a Labelled Markov Process (LMP): state bisimilarity and event bisimilarity. The first one can be considered as an appropriate generalization to continuous spaces of Larsen and Skou’s probabilistic bisimilarity, whereas the second one is characterized by a natural logic. C. Zhou expressed state bisimilarity as the greatest fixed point of an operator that there is such a process with an uncountable Zhou ordinal.

O presente trabalho está voltado à investigação epistemológica acerca da relação entre Self não conceitual, conteúdo não conceitual da percepção, prontidão para ação e reconhecimento de lugar, no contexto da perspectiva ecológica gibsoniana. Tendo em vista este propósito investigativo, nossos objetivos são: 1- caracterizar o conteúdo não conceitual da percepção no contexto anti-representacionista e 2 - questionar se é necessário a consciência para os organismos agirem no ambiente e adquirirem experiências perceptivas como o reconhecimento de lugar. Argumentaremos em defesa da (...) hipótese de que a teoria ecológico-informacional e anti-representacionista da percepção, com raízes gibsonianas, oferece subsídios teóricos inovadores para a análise do nosso propósito investigativo. Entendemos que para ter consciência e capacidade de pensar sobre si mesmo, o agente tem que, primeiramente, ter experiências perceptivas básicas do ambiente. Consideramos que essas experiências perceptivas básicas do agente, como o reconhecimento de lugar, não envolvem necessariamente a consciência. (shrink)

Fictional Discourse: A Radical Fictionalist Semantics combines the insight of linguistic and philosophical semantics with the study of fictional language. Its central idea is familiar to anyone exposed to the ways of narrative fiction, namely the notion of a fictional teller. Starting with premises having to do with fictional names such as 'Holmes' or 'Emma', Stefano Predelli develops Radical Fictionalism, a theory that is subsequently applied to central themes in the analysis of fiction. Among other things, he discusses the (...) distinction between storyworlds and narrative peripheries, the relationships between homodiegetic and heterodiegetic narrative, narrative time, unreliability, and closure. The final chapters extend Radical Fictionalism to critical discourse, as Predelli introduces the ideas of critical and biased retelling, and pauses on the relationships between Radical Fictionalism and talk about literary characters. The publication of the Report of the International Bioethics Committee of Unesco on Social responsibility and health provides an opportunity to reshape the conceptual framework of the right to health care and its practical implications. The traditional distinctions between negative and positive, civil-political and economic-social, legal and moral rights are to be questioned and probably overcome if the goal is to pursue ‘the highest attainable standard of health’ as a fundamental human right, that should as such be guaranteed to every (...) human being. What we are called upon to, is the commitment not to exclude now and forever anyone from having access to the ‘excellence’ of scientific and medical progress. Therefore, the addressees of this ‘responsibility’ cannot be just the governments and the states within the limits of their ‘jurisdiction’. The challenge is to tackle at the same time the social and global determinants of health. (shrink)

ABSTRACTIn this paper, I will establish a conversation between Rorty and the recent proposal of post-critical pedagogy. The assumption is that through this dialogue some tenets of the latter could find a Rortyan redescription that avoids the risk of ‘metaphysical’ formulations, whereas Rorty’s ideas can increase in their relevance with respect to education thanks to the post-critical perspective. In particular, the conversation will develop by focusing on the shared attitude towards the critical-negative attitude of poststructuralist thought, the significance of the (...) subject-matter in education and an interpretation of pedagogical hermeneutics through the lens of the Rortyan idea of edification. In the conclusion, by distinguishing two views of hope – an eventist and a transitionalist – it is argued that it is precisely in this theme, which seems to be a privileged meeting ground for Rorty and post-critical pedagogy, that there may lie a major fault line. Community consultation is increasingly recommended, and in some cases, required by ethical review boards for research that involves higher levels of ethical risk such as international research and research with vulnerable populations. In designing a randomised control trial of a mental health intervention using a wait list control, we consulted the community where the research would be undertaken prior to finalising the study protocol. Self-reflexive videogames are videogames designed to materialize critical and/or satirical perspectives on the ways in which videogames themselves are designed, played, sold, manipulated, experienced, and understood as social objects. This essay focuses on the use of virtual worlds as mediators, and in particular on the use of videogames to guide and encourage reflections on technical, interactive, and thematic conventions in videogame design and development. Structurally, it is composed of two interconnected parts: -/- 1) In the first part of this essay, (...) I will discuss NECESSARY EVIL (Gualeni et al., 2013), an experimental videogame that I designed as a self-reflexive virtual artifact. With the objective of clarifying the philosophical aspirations of self-reflexive videogames – and in order to understand how those aspirations can be practically pursued – I will dissect and examine the design decisions that contributed to the qualities of NECESSARY EVIL as an example of “playable philosophy”. -/- 2) Taking off from the perspectives on self-reflexive videogames offered in the first part of the essay, the second half will focus on virtual worlds as viable mediators of philosophical thought more in general. In this section, I will argue that, both through the practice of game design and through the interactive experiences of virtual worlds, twenty-first century philosophers have the possibility to challenge the often-unquestioned understanding of written discourse as the only context in which philosophical thought can emerge and be developed. A disaster is an occurrence disrupting a community’s normal functioning and existence. The disruption may render it impossible to comply with principles and to respect, protect, and fulfill rights as it happens in ordinary times; it may induce an overwhelming shortage of resources and make tragic decisions unavoidable. From its very beginning, the COVID-19 pandemic evoked the scenario of disaster medicine, where triage is likely to imply not simply postponing a treatment but letting someone die. However, it is not only (...) the health care system that faces disruption risks. Lockdown measures and other restrictions were imposed to curb the pandemic, impinging upon individual freedom as well as economic activities. The proposal of mandatory vaccination implied a suspension of the principle of autonomy, which is a fundamental pillar of modern medicine. Out of the ordinary balancing efforts may be required, and two questions arise. Do such exceptional circumstances suggest reconsidering the criteria to apply, especially when essential, life-saving treatments are at stake? Who should decide? Science offers the premises to build on, but the last word does not belong to science. It remains the province of ethics and politics. (shrink)
