The Barisan Nasional (BN) which won a landslide in 2004 was returned to power in 2008 elections with reduced majority and the loss of five state assemblies. Dissatisfied with unfulfilled promises, the electorate protested by voting for a strong opposition. BN additionally was characterized by factionalism. Three opposition parties joined hands and, using alternative media, unexpectedly won 82 seats in the parliament. A strong responsible opposition bodes well for Malaysian democracy.

Though centuries old, Islamophobia has increased in intensity as it is extensively documented by surveys and reports published by various governmentaland non-governmental organizations. This dislike towards Islam and Muslims is, due, amongst other factors, to an increasing number of Muslim citizens and asylum seekers in the West bent upon preserving their own identity giving rise to the perception of “us” versus “them.” Such negative evaluations by the in-group may be due to the conflicting values, beliefs and the actual or perceived (...) threat posed by Muslims. This is also attributed to the negative messages transmitted by the national media and the powerful elite. The strategy for countering Islamophobia must concentrate on “unlearning intolerance” by focusing on removing negative perceptions through education, reforming the media and reshaping the foreign policy of Western powers. India and Pakistan has fought four wars over Kashmir and hasheld rounds of talks without resolving the 72-year-old issue. The Indiangovernment’s revocation of the special status of Kashmir sets the stage for newclashes in the disputed region. Using documentary sources, surveys, and otherwritings, this study analyses the genesis of the conflict in Kashmir, bringingin historical facets together with discursive elements of the contemporarypolitical crisis in Kashmir. The study found that the Kashmir dispute hasmultiple causes the major one being the religious (...) difference, a conflict betweenIndia, a predominately Hindu state, and the Islamic Republic of Pakistan. Inthe early phase, the conflict was between religion and secularism, embodiedin Pakistan and India, respectively both needing Muslim majority Kashmir toprove their basic political ideology right. Currently, the conflict has assumedpurely the religious colour: India aiming at integrating Kashmir into the Hindupolity and Pakistan claiming Kashmir for its having a Muslim majority. The Malaysian electoral behaviour has for some time reflected the thesis. Since 1999, however, there has been a marked shift towards . Analyses of electoral and survey data reveal that although a significant number of Malaysian voters remained attached to the party they identified with, most of the electorate, however, are swayed by short-term factors. Though the economic issues played a role in the three elections, it is the leadership of the parties supplemented by the use of mass media that (...) played a significant role in swinging the vote from one party to the other. The three elections in 1999, 2004, and 2008 can be categorized as evidence of secular dealignment: the 1999 elections substantially reduced the margin of gain by the ruling coalition; the 2004 elections reversed the opposition gain, while the 2008 elections resulted in the loss of two-thirds majority seats in the parliament habitually enjoyed by the ruling coalition and the emergence of a strong opposition coalition. A content analysis of the Qur’an shows that it lays utmost importance on the realization of justice and conversely the eradication of injustice in society. A historicalanalysis found that social justice was prevalent in Mecca under the leadership of Prophet Muhammad and was also practiced during the period of the first fourrightly guided caliphs (Khulafa-e-rashidun). Since then, the successive Muslim majority states have not taken the issue of social justice seriously. These states have failed in taking an active role in (...) uplifting the ethical and moral standards of society. The documentary analysis of the existing 49 states in the Muslim world found majority of these states to have deviated from the real spirit of Islamic social justice falling within the category of “failed states.”. The Cameron Highland’s by-election held in January 2019 waskeenly contested by two major political coalitions in a district in Pahang. Itwas an election with a difference. The ruling coalition at the national level wasthe underdog contesting in a state controlled by BN/UMNO, the oppositionwhich, in turn, has been in shambles since GE 14, with only three of 13 partiesremaining in the coalition. The by-election created history by electing an OrangAsli as a member of parliament. The ruling coalition lostthe by-election which (...) was attributed to the use of race and religion by theopposition BN/UMNO in alliance with a party promoting race and religion.The candidate of the ruling coalition won the Chinese and some Indian votes.Based upon ethnographic fieldwork, targeted interviews, and documentarymaterials, this study analyses the Cameron Highland’s by-election by focusingupon several factors including the nature of the constituency, the party system,and the candidates campaigning highlighting the local and national issues. Thestudy found that racial issues did play a strategic role in the outcome of the byelection.The ruling coalition needs to manage the economy and address theissues faced by Malaysia’s myriad ethnic communities. President Trump’s declaration of Jerusalem as the capital of Israelhas been condemned across Arab and predominantly Muslim countries. Basedon the documentary analysis, this study analyses the reasons for DonaldTrump’s decision, its implication and consequences for Palestinian peaceprocess.It is found that President Trump was following through on his majorcampaign promise to recognize Jerusalem and was simply implementing theCongress decision to relocate Jerusalem. The argument that this decision willadversely affect the role of the US as an honest broker in Israel-Palestine conflictis untenable. (...) The peace-process did notmaterialise simply because Israel was not willing to concede to an independentPalestinian state and because the US was not willing to exert pressure on Israelto agree to a two-state solution. Using Least Square Residual Minimization techniques, this paper develops an optimal reserve model, known as the OPREM model, which is essential in optimizing the costs of reserve holding. The paper also sets-out to test and compare the relative predictions of economic trends of the OPREM model as well as the predictions of alternative models in literature. Establishing the predictive accuracy of economic trends of these models are crucial for the gradual and cost-effective accumulation of reserves. The research concludes that, the (...) decision to optimize the cost of reserves under a stable currency environment is reliant on the gold impact factor and not on inflation or interest rates. We also found on further analysis of the OPREM that the OPREM model is better positioned to eliminate the procyclicality and perverse rush in reserve build-ups experienced in developing and emerging countries by effectively setting the reserve stock against economic trends. The research fixes the optimal reserves around a benchmark of 0.7–1.2 of previous year's optimal value. However, in the absence of past optimal values, a benchmark between 2 and 6 times of average inflows for short-term analysis or analysis with small data observations. However, for long-term analysis or analysis with large data frequency, the reserve stock should be fixed on a benchmark of 2–9 times of the average inflows. (shrink)

We survey the meta-ethical tools and institutional processes that traditional Islamic ethicists apply when deliberating on bioethical issues. We present a typology of these methodological elements, giving particular attention to the meta-ethical techniques and devices that traditional Islamic ethicists employ in the absence of decisive or univocal authoritative texts or in the absence of established transmitted cases. In describing how traditional Islamic ethicists work, we demonstrate that these experts possess a variety of discursive tools. We find that the ethical responsa—i.e., (...) the products of the application of the tools that we describe—are generally characterized by internal consistency. We also conclude that Islamic ethical reasoning on bioethical issues, while clearly scripture-based, is also characterized by strong consequentialist elements and possesses clear principles-based characteristics. The paper contributes to the study of bioethics by familiarizing non-specialists in Islamic ethics with the role, scope, and applicability of key Islamic ethical concepts, such as “aims” (maqāṣid), “universals” (kulliyyāt), “interest” (maṣlaḥa), “maxims” (qawā`id), “controls” (ḍawābit), “differentiators” (furūq), “preponderization” (tarjīḥ), and “extension” (tafrī`). BackgroundIn this study, medical errors are defined as unintentional patient harm caused by a doctor’s mistake. This topic, due to limited research, is poorly understood in Malaysia. The objective of this study was to determine the proportion of doctors intending to disclose medical errors, and their attitudes/perception pertaining to medical errors.MethodsThis cross-sectional study was conducted at a tertiary public hospital from July- December 2015 among 276 randomly selected doctors. Data was collected using a standardized and validated self-administered questionnaire intending to (...) measure disclosure and attitudes/perceptions. The scale had four vignettes in total two medical and two surgical. Each vignette consisted of five questions and each question measured the disclosure. Disclosure was categorised as “No Disclosure”, “Partial Disclosure” or “Full Disclosure”. Data was keyed in and analysed using STATA v 13.0.ResultsOnly 10.1% intended to disclose medical errors. Most respondents felt that they possessed an attitude/perception of adequately disclosing errors to patients. There was a statistically significant difference when comparing the intention of disclosure with perceived disclosures. Most respondents were in common agreement that disclosing an error would make them less likely to get sued, that minor errors should be reported and that they experienced relief from disclosing errors.ConclusionMost doctors in this study would not disclose medical errors although they perceived that the errors were serious and felt responsible for it. Poor disclosure could be due the fear of litigations and improper mechanisms/procedures available for disclosure. (shrink)

Social interactions through social commerce platforms empower consumers to share their personal experiences with others, but its role becomes more significant for societal protection during COVID-19. Numerous scholars have studied e-commerce extensively, but there is a lack of studies to identify social commerce characteristics to attract potential consumers during COVID-19. This study aims to examine the role of social commerce constructs by integrating social presence as a moderator in the model to explain consumers online shopping intentions in a Pakistani context, (...) where lack of trust on the reliability and validity of comments from other consumers being considered the growing concern toward the success of social commerce. The quantitative data were collected from the respondents living in different cities of Pakistan. Most of the hypothesis supported and demonstrate the positive response from the Pakistani consumers having experience in shopping through social commerce platforms. We provide evidence of the relationship between corporate social responsibility (CSR) and corporate financial performance (CFP) in Palestine, a highly unstable political context. Annual reports of all firms listed on the Palestine Exchange (PEX) for the period 2016-2019 were manually content analysed. A checklist of reported CSR items is summarised into four areas: environmental information, human resources, community involvement, and product and customer service quality. Results indicate a robust positive connection between each of the four dimensions and the composite CSR (...) index with three performance indicators: ROA, ROE, and Tobins Q. Results also find better performing companies with a higher degree of community involvement being greatly appealing, while the environmental dimension was the least resilient. We discuss the significance of community engagement for an unstable context like Palestine from a community cohesion standpoint. (shrink)

Code of Ethics and ethical decision making.This paper examines the differences in culture between a group of managers from the United States and similar group from Croatia using Hofstede''s theory of International Cultures. The study explores how these cultural dimensions may help in our understanding of the differences in reported whistleblowing. The authors then postulate four hypotheses regarding various aspects of whistleblowing. These Hypotheses were than tested using a survey administered to a sample of U.S.A. and Croatian managers. Apparently it was claimed that organisations are often not build to accommodate women’s values, primarily because they entered organisations relatively late, and work in a relatively narrow range of occupations. Given this scenario, men and women experience organisational cultures very differently and perceive gender discrimination as an issue. The number of women with children participating in the paid workforce has increased markedly over recent decades, but many workplaces have not altered their expectations or provided work policies to allow women to (...) balance work and family responsibilities There is considerable and increasing agreement that what in fact keeps women back are invisible and artificial barriers that prevent qualified individuals from advancing within their organisations and reaching their full potential – the ‘glass ceiling’ phenomenon. Although women in Malaysia now represent 44.5% of the working population and are just as academically qualified as men, they are grossly under-represented at the senior management positions. This study attempts to discover the obstacles that keep women from rising above certain level in the organisations in an effort to raise both their individual self-worth and the level of their contribution to economic development. This research probes the influence of the construction of the China-Pakistan Economic Corridor on the tourism development behavior of local residents. By applying social exchange theory, this study examines the impact of the community dimension on tourism development behavior through overall attitude. In addition, this study also examines the use of social media as a moderator in the relationship between overall attitude and tourism development. A survey tool has been used to obtain data from the people of Gilgit-Baltistan. Hypotheses were (...) examined using the structural equation method on 417 survey responses. The findings indicated community satisfaction and an overall positive attitude to the effects of development, although a negative attitude regarding concerns about community resources. Overall, attitude has a significant impact on tourism development behavior. Additionally, the use of social media strengthens the relationship between overall attitude and behavior that favors tourism development. (shrink)

This paper aims to provide insights into the Malaysian newspaper reports on apostasy cases in the country. Being a Muslim country with multi-religions, apostasy is highly sensitive hence any issues related to apostasy need to be carefully managed. Four keywords were used to identify newspaper reports for the analysis. Two newspaper reports met the selection criteria and were analysed using a discourse analysis approach focusing on Grammatical Analysis, Macrostructures, and Rhetorical Structures. The analysis reveals that the report in New Straits (...) Times, which is the right-wing newspaper, carries the voice of anti-apostate and disapproves the act of renouncing Islam. On the other hand, the report in The Malay Mail, which is the left-wing newspaper, carries the voice of pro-apostate. By deconstructing the newspaper reports, this paper contributes to the understanding of the agendas that have been subtly set in the news. This paper concludes that the two reports have been strategically constructed to serve the interests and promote the ideology of the two competing groups in the country, thus creating a balance in the multi-religious context. This study examines the impact of board gender diversity on financial misconduct. The findings suggest firms with gender-diverse boards commit fewer financial reporting mistakes and engage in less fraud. The findings hold after accounting for the potentially endogenous nature of board demographic characteristics via instrumental variable approach. Furthermore, the findings are consistent in pre- and post-regulation periods and hold for firms with good and bad governance. The findings do not seem driven by differences in effort or quality, in terms of (...) independence and expertise, of female and male directors. The benefit derived from increasing the number of female directors on corporate boards seems to diminish at higher levels of gender diversity, indicating that impact of gender diversity on decreasing the likelihood of financial misconduct may be a result of a change to board group dynamics. Which non-human animals are phenomenally conscious? In this paper I argue that the distribution of phenomenal consciousness in the animal world is ultimately an unsolvable issue, because of an underlying problem inherent in the field: what I call the Kinda Hard Problem. The Kinda Hard Problem arises because the grounds on which we base our consciousness attributions to humans third-personally are either unavailable or ambiguous once we move to the animal case. Its nature is that of an epistemic problem: we (...) cannot collect enough evidential grounds to justify attributions of phenomenal consciousness (and attributions of its lack) to non-human animals. Thus, it is impossible to ground rational belief one way or another regarding animal consciousness. This paper presents the problem and explains how it differs from other problems of consciousness. The goal of responsible engineers is the creation of useful and safe technological products and commitment to public health, while respecting the autonomy of the clients and the public. Because engineers often face moral dilemma to resolve such issues, different engineers have chosen different course of actions depending on their respective moral value orientations. Islam provides a value-based mechanism rooted in the Maqasid al-Shari‘ah (the objectives of Islamic law). This mechanism prioritizes some values over others and could help resolve the (...) moral dilemmas faced in engineering. This paper introduces the Islamic interpretive-evaluative maxims to two core issues in engineering ethics: genetically modified foods and whistleblowing. The study aims primarily to provide problem-solving maxims within the Maqasid al-Shari‘ah matrix through which such moral dilemmas in science and engineering could be studied and resolved. (shrink)

In recent years, autonomous systems have become an important research area and application domain, with a significant impact on modern society. Such systems are characterized by different levels of autonomy and complex communication infrastructures that allow for collective decision-making strategies. There exist several publications that tackle ethical aspects in such systems, but mostly from the perspective of a single agent. In this paper we go one step further and discuss these ethical challenges from the perspective of an aggregate of autonomous (...) systems capable of collective decision-making. In particular, in this paper, we propose the Caesar approach through which we model the collective ethical decision-making process of a group of actors—agents and humans, as well as define the building blocks for the agents participating in such a process, namely Caesar agents. Factors such as trust, security, safety, and privacy, which affect the degree to which a collective decision is ethical, are explicitly captured in Caesar. Finally, we argue that modeling the collective decision-making in Caesar provides support for accountability. (shrink)

It is almost a truism that political development is synonymous with the building of integrative institutions. The most important of these institutions is the political party. The political parties generally perform many manifest functions. Firstly, parties act as brokers of ideas, programmes and policies. In doing so, they articulate as well as aggregate the diverging interests of the country and help resolve cleavages within the nation. Secondly, they recruit support from all parts of the country and help elect political office-bear (...) ere. By developing machinery for the resolution of infra-party disputes, the parties help unite the people froth various regions from which they recruit their support arid develop a sense of identity among its supporters. It is shown what difficulties the named criterion of demarcation encounters when trying to introduce it into humanitarian knowledge. The specificity of economic knowledge itself, which makes it difficult to use the principle of falsification, is explicated.

The main thesis of Heyes' book is that all of the domain-specific learning mechanisms that make the human mind so different from the minds of other animals are culturally created and culturally acquired gadgets. The only innate differences are some motivational tweaks, enhanced capacities for associative learning, and enhanced executive function abilities. But Heyes' argument depends on contrasting cognitive gadgets with cognitive instincts, which are said to be innately specified. This ignores what has for some years been the mainstream nativist/anti-empiricist (...) view, which commits only to partially specified learning systems that become elaborated and built through domain-specific learning. Nitric oxide (NO) is involved in synaptic long-term potentiation (LTP) by multiple signaling pathways. Here, we show that LTP of synaptic transmission can be explained as a feature of signal transduction—bistable behavior in a chain of biochemical reactions with positive feedback, formed by diffusion of NO to the presynaptic site and facilitating the release of glutamate (Glu). The dynamics of Glu, calcium (Ca2+) and NO is described by a system of nonlinear reaction–diffusion equations with modified Michaelis–Menten (MM) kinetics. Numerical investigation (...) reveals that the chain of biochemical reactions analyzed can exhibit a bistable behavior under physiological conditions when production of Glu is described by MM kinetics and decay of NO is modeled by means of two enzymatic pathways with different kinetic properties. Our finding extends understanding of the role of NO in LTP: a short high-intensity stimulus is “memorized” as a long-lasting elevation of NO concentration. The conclusions obtained by analysis of the chain of biochemical reactions describing LTP can be generalized to other chains of interactions or for creating the logical elements for biological computers. This article analyses the gendered nature of teachers’ views on schools and security. Current research on security emphasizes masculinity and the absence of femininity in relation to the security field – traditionally dominated by the military and emergency rescue services. However, there is a lack of knowledge on the areas of society that are new to the security field. Schools, pupils and teachers are gendered in many ways. What happens when security is added to this nexus? Existing, limited research suggests (...) that this relationship may be both complicated and gendered. A qualitative content analysis is conducted based on interviews with teachers and principals from two municipalities in Sweden. It shows that teachers hold gendered views of their roles as security actors; of pupils in relation to security, as subjects of risks and sources of threats; and of external security threats. Men are embodied as positive or negative actors, whereas women are embodied mostly as powerless actors. Teachers give voice to a discourse focused on everyday insecurities. This is important, as the role of teachers as promoters of democratic citizens risks becoming undermined, and individual perspectives of security risk becoming replaced by national perspectives. In this paper, the ethics of otherness of Emmanuel Levinas, for whom the nudity of the Face (visage) is never a matter of style but moral conscience, encounters the theory of (cultural) dialogical action, foundation for Paulo Freire’s pedagogy of the oppressed and its denunciation-enunciation of dehumanization and oppression. For both authors, violence gets the meaning of possession, way throughout an entity, although existing, is partially negated. Such partiality, when negating the independence of the entity, states oppression, as it negates (...) the oppressed vocation to be more. Oppression kills life. Whereas, it is through the conscience of such condition of beingfor-other that the proper possibility of humanity can be thought, because the relation to the other or to the collective is our relation, irreducible to understanding. To recognize such subversion, therefore, is to recognize that as the oppressed free themselves, they avoid to get back to an oppressive regime. In doing so, they free their prior oppressors, they inaugurate love. Is it not to assume, in essence, that ethics is a construction of sense of life since the encounter with the Other? An extensive work has been done on corporate social responsibly practices that mainly emphasized the larger firms within developed nations. Nonetheless, still work is needed to observe the importance of CSRPs’ and ethical cultural practices in terms of sustainable competitive performance that garnered far less attention by the existing literature. This study explores the impact of CSRPs on SACP with the mediating role of ECL from SMEs of two emerging nations, i.e., China and Pakistan based on stakeholders’ theory and practices. (...) The results using SEM affirmed the positive linkages of CSRPs—environment responsibility, community responsibility, customers' responsibility, suppliers responsibility, employee responsibility, and Govt. rules & regulations’ responsibility —on SACP. It found that CSRPs have positive relationships with ECL whereas ECL further positively correlated with SACP in the context of both countries. The findings revealed the positive mediating influence of ECL between CSRPs and SACP, respectively. This study furnishes insightful information for management on how firms may achieve sustainable performance by incorporating ethical cultural practices and corporate social responsibility practices as the strategic tools. Software defects prediction at the initial period of the software development life cycle remains a critical and important assignment. Defect prediction and correctness leads to the assurance of the quality of software systems and has remained integral to study in the previous years. The quick forecast of imperfect or defective modules in software development can serve the development squad to use the existing assets competently and effectively to provide remarkable software products in a given short timeline. Hitherto, several researchers have (...) industrialized defect prediction models by utilizing statistical and machine learning techniques that are operative and effective approaches to pinpoint the defective modules. Tree family machine learning techniques are well-thought-out to be one of the finest and ordinarily used supervised learning methods. In this study, different tree family machine learning techniques are employed for software defect prediction using ten benchmark datasets. These techniques include Credal Decision Tree, Cost-Sensitive Decision Forest, Decision Stump, Forest by Penalizing Attributes, Hoeffding Tree, Decision Tree, Logistic Model Tree, Random Forest, Random Tree, and REP-Tree. Performance of each technique is evaluated using different measures, i.e., mean absolute error, relative absolute error, root mean squared error, root relative squared error, specificity, precision, recall, F-measure, G-measure, Matthew’s correlation coefficient, and accuracy. The overall outcomes of this paper suggested RF technique by producing best results in terms of reducing error rates as well as increasing accuracy on five datasets, i.e., AR3, PC1, PC2, PC3, and PC4. The average accuracy achieved by RF is 90.2238%. The comprehensive outcomes of this study can be used as a reference point for other researchers. In fact, the case focused on by Herrera as an example of activism producing (...) space and creating change in the name of social justice is not the only top-quality contribution to Latinx geographies to be found in this book. Herrera’s conceptualization of “cartographic memory” builds on the intertwining of Latinx writers and historians with traditional spatial thought from the history of geography. His definition of “cartographic memory” as a “political remaking of urban geography and therefore a selective mapping” adds to the broader oeuvre of activism and space coming out in recent years (14).The geographic location for Cartographic Memory comes from the author’s long history of working in and around Fruitvale as both a volunteer and community member. As a new resident of the Oakland area, Herrera mistakenly navigated himself to Fruitvale, where he found the elements of the place clearly speaking to a cultural aesthetic of Latin-idad. Intrigued, Herrera began volunteering in the area, and learned more of the long activist history of the space. That activist history, Herrera argues, has long been under-studied, or even forgotten, in Chicano activist history, and merits recognition. Herrera’s efforts with [End Page 139] this book go a long way to gathering together that spatial history and reconstructing it for the reader through interviews and oral histories with numerous activists, extensive archival research, and ethnography focusing on the 1960s and 1970s Mexican-American activist mobilization in support of the Chicano movement.The power of the focus on Fruitvale must be recognized, as Herrera also makes space for intently peeling apart the layers of nonprofit funding, social movements, and community-building and support. The chapter, “Revolution Interrupted,” is about the funding situation of the Unity Council in Fruitvale and how the funding structure was constructed over time in the context of the political and economic opportunities of the 1960s. It speaks to how this had a profound effect on the organizers and community given the shift from grassroots to institutional funding. This chapter opens the book with a focus on the national scope of funding opportunities for organizations in the 1960s that focused on race and ethnicity. Through this lens are explored the effects of local political actions—such as the 1969 speech by San Antonio-based Mexican American Youth Organization (MAYO) leader Jose Angel Gutierrez—on funding at the federal level. Because of the perceived militancy of these remarks, the U.S. Congress became concerned, and eventually passed the 1969 Tax Reform bill, limiting the types of projects that could be funded philanthropically. This type of multi-scale understanding of Fruitvale activism is threaded throughout the entire book, from chapter 1, “Making Place,” in which Herrera summarizes activist perspectives on Fruitvale as emphasizing “not only how the neighborhood itself [produced] a geography of activism but also how it was interconnected to other places of struggle throughout the United States” (emphasis in original; 33).Herrera also navigates the interactions of race, ethnicity, and space, tracing how coalitions, influences on political efforts, and collaboration took place throughout Fruitvale and Oakland during this period. His second chapter, “The Other Minority,” identifies where Black Panther Party-related work occurred; the marketization that began to occur of a non-threatening, non-Black “Latino” identity; the effect that this had on activist efforts; and more. Importantly, in this chapter Herrera’s interviews reveal that part of the interest in these coalitions came from the clear organizational success Black activists had achieved in their [End Page 140] work, leading Mexican American activists in Oakland to pursue similar efforts.
