Стаття присвячена аналізу складного і суперечливого процесу демократизації арабського суспільства, який відбувається вже багато років. Сучасні глобалізаційні процеси торкнулися і арабського світу, де спостерігається зіткнення цивілізаційних парадигм. Разом з тим наголошується, що існуючі соціальні конфлікти та елементи суспільно-політичної нестабільності, які торкнулися ряду арабських країн, частково є результатом західного впливу і нав'язування інститутів, не властивих арабської соціокультурної традиції. З іншого боку, всі ці феномени цілком можливо розглядати як етап своєрідної демократизації арабського соціуму, який потрібен як важлива складова відповідного процесу.

The construct of moral intensity, proposed by Jones (1991), was used to predict the extent to which individuals were able to recognize moral issues. We tested for the effects of the six dimensions of moral intensity: social consensus, proximity, concentration of effect, probability of effect, temporal immediacy and magnitude of consequences. A scenario-based study, conducted among business individuals in Singapore, revealed that social consensus and magnitude of consequences influenced the recognition of moral issues. The study provided evidence for the effects (...) of temporal immediacy. There was marginal support for the impact of proximity and probability of effect but no evidence that concentration of effect influenced recognition of moral issues. There are very significant conceptual links between theories of social macroevolution and theories of the World System development. It is shown that the growth of the World System complexity and integrity can be traced through a system of phase transitions of macroevolution. The first set of phase transition is connected with the agrarian, industrial, and information-scientific revolutions (that are interpreted as changes of “production principles”). The second set consists of phase transitions within one production principle. These phase transitions are analyzed (...) on the basis of the World System urbanization dynamics, but they can be traced with respect to the other (cultural, economic, technological, demographic, political, etc.) dimensions of the World System development. The purpose of the study is to reveal the concept of "economic shock", to identify its basic features and to classify shock effects. The article discusses the use of the term "economic shock" in order to improve the tools of economic security. The article analyzes the concept of "shock resistance", details its interpretation in the scientific literature, and considers the differences between shock resistance and "sustainability". The scientific novelty lies in the identification of signs of an economic shock that allow (...) us to separate it from other destructive effects on the economic system. The result of the study was the consideration of enlarged approaches to the classification of economic shocks from the point of view of the nature of their formation, the predicted shock and the unpredictable shock were distinguished. The paper introduces a conceptually important, but previously unknown essay by the Russian poet, theologian and philosopher Aleksey Khomyakov. This essay, “The Slavic and Orthodox Christian Population of Austria,” was discovered in two versions: an original, previously unpublished manuscript and a later anonymous 1845 text. The author reveals an aesthetic function that certain structural elements perform in Khomyakov’s essay, encouraging the interaction between historiosophical ideas and literary creativity. The essay is emphatically philosophical in its style, as its very composition embraces (...) the classic Hegelian triad of “Being—Nothing—Becoming.” This notion overlaps with Khomyakov’s historiosophical idea of the European Slavdom that flourished in the first millennium B.C., and that then lost its sovereignty being under German rule, and finally enjoyed a renaissance in the 19th century. The paper also shows that the distinctive feature of Khomyakov’s poetry is its prophetism. The contrastive analysis was carried out to identify the affinity between the thematic-figurative patterns of Khomyakov’s early poetry and his essay on the Austrian Slavs, which revealed how the poetic thought had been accumulating and what aspect it had taken on within a philosophical and historical discourse. The author of the article puts forward the hypothesis that the difference in depicting Peter the Great in the two versions of Khomyakov’s essay can be attributed to his dispute with Konstantin Aksakov’s poem “To Peter.” This polemic between two fellow-Slavophils was driven by their diverging approaches to the problem of the ethical dilemma of ends and means. Despite the declarations about the possibility of rationalities that are alternative to Western European, despite the reasoning about philosophical multipolarity, the multiplicity of ways of thinking, etc., nowadays, the Western European paradigm of rationality (and concepts that corresponds to it), which is derived from Hellenic thought, continues to claim the status of ideological neutrality and transcend any intercivilizational differences. The Western European rationality in all its diversity is now acting as rationality as such. The indispensability of the reference to the (...) Greek conceptual apparatus in contemporary philosophizing manifests itself most openly in the form of comparativism. Thus, there is the focus on carrying out explicit parallels between, on the one hand, the studied non-European intellectual phenomena and, on the other hand, their supposed European counterparts. An example of the cross-cultural and methodologically sound research of the problems of rationality is an analysis of the Dao through the prism of the Logos. The statement of the uniqueness of the Greek Logos does not imply the prohibition of the existence of its original counterparts in the so-called “non-Western” civilizations with an ancient and distinctive culture. The assumption of the existence of their own analogues of the Logos and rationality in various non-European civilizations presumes the most interesting question about the pluralism of rationalities – the question about the existence of rationalities in the past that could be considered as an alternative to the now prevailing Western European standard of rationality. A study of the relationship of trends towards specialization and universalization of scientific knowledge is most fruitful when sociological and epistemological methods are compared. Sociological methods describe the growth of scientific knowledge quantitatively as an increase in volume, whereas epistemological methods do it qualitatively in terms of an increase in the level of generalization. The sociological explanation of the specialization of researchers is based on the limited resources of the study time, the epistemological explanation of the differentiation of disciplines is (...) in the ontological differences of the objects of research. On the contrary, epistemological universalization – the formulation of generalizing theories is conditioned by the social need to ensure the connectivity of the network of technical practices. The history of the development of natural sciences shows a tendency towards absorption of the less developed paradigms by more developed ones. In other words, scientific knowledge increases cumulatively both in quantitative and qualitative terms. (shrink)

This rearrangement may involve the whole loop (topological domain) to which a given gene belongs.Regulatory events associated with activation or inactivation of transcription are found to act through relatively short nucleotide sequences, often located several thousand base pairs apart from gene. These sequences, termed enhancers may act independently on their distance from or orientation with respect to the gene.Both long‐range conformational rearrangements (...) of chromatin and any long distance effects of enhancers may be associated with elastic torsional strain in DNA, arising in transcriptionally active chromatin loops. This study provides a critical examination of biopolitics and the process of the subjectification of Russia, Ukraine, Georgia, and Estonia. The authors analyze multiple overlapping regimes of belonging, performativity, and debordering.

The article deals with the history of Russian Spinozism in the20th century, focusing attention on three interpretations of Spinoza's philosophy – by Varvara Polovtsova, Lev Vygotsky,and Evald Ilyenkov. Polovtsova profoundly explored Spinoza'slogical method and contributed an excellent translation of histreatise De intellectus emendatione. Later Vygotsky andIlyenkov applied Spinoza's method to create activity theory,an explanation of the laws and genesis of the human mind.

The starting point of my study is Kant’s remark to the effect that Garve in his treatise on the connection between morality and politics presents arguments in defence of unjust principles. Recognition of these principles is, according to Kant, an inadvisable concession to those who are inclined to abuse it. I interpret this judgement by making a detailed comparison of the texts of the two treatises. I demonstrate that Garve’s work is an eclectic attempt to combine in one concept the (...) lessons of historical experience with the ideas drawn from British empiricism and German rationalism. These ideas were criticised by Kant in his “critical” period. There is a consensus among researchers that Garve condoned the expansionist policy of Frederick II of Prussia, totally denied that legality in international relations was possible and in general deserved the reputation of an conservative. From that point of view the key values for Garve were the security and well-being of the state. I offer an alternative interpretation of Garve’s position because I believe that the value of political stability plays an important role in it. Such an interpretation makes it possible to treat Garve’s narrative as it was assessed by Kant, i.e. as a concession to the common principles of political practice as a result of a failure to find the guiding theory. My study has established that the role of Garve’s work in the writing of Kant’s treatise Toward Perpetual Peace was more significant than Kant’s own words suggest. Besides, I show that it was under Garve’s influence that Kant turned to the problem of excessive complexity of the principles involved in the search for concrete political decisions. Garve obviously laments this complexity and yet makes these principles still more complex. Kant offers a simpler solution of the problem on the basis of his theory of morals and right. (shrink)

The construction of space-time in a physical system without time and dynamics is considered. It is shown that the anthropic principle and causality principle inevitably arise in models without time and dynamics. It is shown that for any physical model based on a system without time and dynamics, the anthropic principle is a scientific principle and, in principle, can be falsified. It is shown that, in principle, there is the possibility of experimental verification of what is true - realism or (...) idealism. (shrink)

In this paper we prove general exact unprovability results that show how a threshold between provability and unprovability of a finite well-quasi-orderedness assertion of a combinatorial class is transformed by the sequence-construction, multiset-construction, cycle-construction and labeled-tree-construction. Provability proofs use the asymptotic pigeonhole principle, unprovability proofs use Weiermann-style compression techniques and results from analytic combinatorics.

The paper presents the reflection on philosophical foundations of contemporary physical concepts of global history and global structure of Universe. It shows that Democritus's dualism of "matter and void" is changed now in dualism of "matter and energy" in the frame of the strings theory, where anything what looks like "a void" is absent. At the same time the Poincare-Perelman's theorem calls to rethink Democritus's philosophy in the light of "space and hole" discourse and call it to come back. On (...) the level of philosophy doctrines for contemporary fundamental physics it in necessary to combine dialectically the concept of "matter and void/hole" and the concept "matter and energy" (or "matter and singular conditions"). It is possible to do on the way of rethinking of H. Bergson's ideas presented in his book "Matter and memory". Terminally differentiating stratified squamous epithelial cells assemble a specialized protective barrier structure on their periphery termed the cornified cell envelope (CE). It is composed of numerous structural proteins that become cross‐linked by several transglutaminase enzymes into an insoluble macromolecular assembly. Several proteins are involved in the initial stages of CE assembly, but only certain proteins from a choice of more than 20 different proteins are used in the final stages of CE reinforcement, apparently to meet tissue‐specific requirements. In addition, a (...) variable selection of proteins may be upregulated in response to genetic defects of one of the CE proteins or tissue injury, in an effort to maintain an effective barrier. Additionally, in the epidermis and hair fiber cuticle, a layer of lipids is covalently attached to the proteins, which provides essential water barrier properties. This paper addresses the problem of human–computer interactions when the computer can interpret and express a kind of human-like behavior, offering natural communication. A conceptual framework for incorporating emotions with rationality is proposed. A model of affective social interactions is described. The model utilizes the SAIBA framework, which distinguishes among several stages of processing of information. The SAIBA framework is extended, and a model is realized in human behavior detection, human behavior interpretation, intention planning, attention tracking behavior planning, and behavior (...) realization components. Two models of incorporating emotions with rationality into a virtual artifact are presented. The first one uses an implicit implementation of emotions. The second one has an explicit realization of a three-layered model of emotions, which is highly interconnected with other components of the system. Details of the model with implicit implementation of emotional behavior are shown as well as evaluation methodology and results. Introduction and the aim of the study. The paper analyzes the place and role of morphogenetic theory within a framework of contemporary socialtheoretical discourse. M. Archer’s morphogenetic theory and P. Donati’s relational conception are considered as two examples of this discourse. Methods. The authors use analytical methods (analysis, synthesis, etc.), applied in contemporary philosophy of social sciences. Scientific novelty. The key idea of the paper is analyzing morphogenetic social theory in terms of analytical scholasticism as a deviant way of contemporary (...) social theory development. Results. Morphogenetic theory is rather a sociological theory than interdisciplinary social theory; the sophisticated language of “morphogenists” mat seem difficult for other scholars to understand; morphogenetic theory demonstrates indefinite perspectives concerning interdisciplinary or transdisciplinary discourse in the context of contemporary stage of social-humanitarian knowledge development. Conclusions. The status of “morphogenetic theory” among other directions of social theory is by far “peripheral”. (shrink)

Introduction. The article analyzes one of the qualitative states of culture, called the cultural gap, which is a phenomenon of ambivalent properties, on the one hand, generating most of the destruc- tive conflicts in the history of mankind, and on the other hand, in constructive overcoming of contra- dictions, prompting creative transformations. The purpose of the study is to give a definition of a cultural gap with the allocation of significant distinctive features found when analyzing any empirically fixed manifestations of (...) it, for subse- quent understanding at the ultimate general level of reflection. Methods. Philosophical-anthropological, systemic, axiological, historical-philosophical and dialectical approaches are used as the methodological basis of the research, making it possible to consider the phenomenon of cultural gap in various aspects. Scientific novelty of the research. An analysis of the main directions of scientific discourse in the subject area under consideration makes it possible for us to conclude that the phenomenon of a cul- tural gap is studied within the framework of social and humanitarian knowledge, but mainly in relation to the analysis of conflict situations and turning points in history. The phrase “cultural gap” itself is beginning to be introduced into scientific circula- tion, however, often outside the established con- ceptual apparatus, in a narrow context and without meaningful disclosure, which makes it scientifically necessary to address the emerging subject field of studying the phenomenon and determining the meaning of the corresponding term. Results. As a result of the study, the author identifies significant signs of the phenomenon of a cultural gap, consisting in the loss of the integrity of certain areas of culture due to the heterogene- ous development of its parts, a critically significant interruption at the level of structure and content of the universals of culture in the deep value and semantic relationships provided by it, supporting mutual understanding and conflict-free coexistence of people. As no less significant signs, one can also designate the polarization and absolutization of cultural contradictions that result in antagonistic relations between representatives of sociocultural communities, separated by the interruption of these relationships Conclusions. The definition of a cultural gap, formed on the basis of existing options for inter- preting and comprehending this phenomenon, its essential and contextual features, is due to the ontological and semantic ambiguity of some of its aspects, due to which it goes beyond a strict defini- tion and is partly projective in nature, containing significant research potential. The realization of this potential through the functional capabilities of philosophical anthropology and philosophy of culture will make it possible to determine the main approaches to identifying, preventing and overcom- ing cultural gaps, including the formation of new worldview meanings and values that can ensure harmonious coexistence between people of differ- ent cultures in modern conditions. This article considers the history of Soviet Spinoza studies after World War II. V.V. Sokolov, editor of the last Soviet publication of Spinoza’s works, regards him as a metaphysician, at times rising to dialectics, and a pantheist rising to materialism. E.V. Ilyenkov, Ya. A. Milner and B.G. Kuznetsov offer a radically different interpretation of Spinoza, as our advanced contemporary. The article provides a critical analysis of the concept of man as a “thinking body,” which Ilyenkov mistakenly ascribes to Spinoza and (...) then corrects on behalf of Marx. Kuznetsov, in his own words, performs a “neo-Spinozist analysis of science.” He is looking for equivalents of Spinoza’s concepts in modern physics, starting with the “physically meaningful” concept of being. Milner wrote a new Ethics, based on the concept of “free necessity” as a social duty consciously performed by the individual. (shrink)

Studies of ancient funerary rituals lead to the philosophical problem of the opposition of life and death. Ancient cultural forms that remove this opposition are based on the specifically irrational and correlate with irrational ideas about the soul and its destination after death. The modern rational mind eliminates these forms. Based on an ontologically balanced paradigmatic synthetic approach, considering the features of ontology and myth, a dynamic model of the archaic perception of death—metaphysics of overcoming—was formed. This integrated model most (...) accurately reflects the pre-philosophical way of the transcendence of the being. To analyze some sсeptical arguments was build the epistemological model about only one perceiving subject “Enarch”: he is one (ἐνᾴϛ) and has beginning (ἀρχῄ) in itself. This model was applyed for critical analysis of Husserl’s and Putnam’s attempts to overcome scepticism (i) by using “the intersubjective program” in a first case and (ii) argument “brains in a vat” in a second one. To justify the equivalence of the “intersubjectiveness” and “objectiveness” Husserl suggested the existence of transcendental Community. The main goal (...) of the paper is to show that intersubjective epistemology faces the difficulty: the equivalence of the“intersubjectiveness” and “objectiveness” is not feasible. Developing Putnam’s model “brains in a vat” about boundaries of scepticism has been formulated the argument about “back of the head”. It showed that skepticism is much more strictly doctrine than it was suggested by Putnam. (shrink)

The article analyzes alternative approaches to the theoretical reconstruction of the transformations of the modern Russian family, presented in the domestic scientific discourse. The authors find out the heuristic potential of sociological and cultural approaches to the description of static and dynamic portraits of the modern Russian family. Attention is drawn to the need to comprehend the essence and sociocultural meaning of the transformations of the modern Russian family in the context of the general processes of social transformations of Russian (...) society. As a result, it has been established that the heuristic limitations of the sociological and cultural approaches to the characterization of the modern Russian family can be removed by integrating them. The paper aims to analyze three discussions pertaining to the artificial intelligence project that took place on both sides of the “Iron Curtain” since the 1960s: 1) E.V. Ilyenkov – D.I. Dubrovsky (USSR), 2) H. Dreyfus – computer scientists (USA), 3) H. Dreyfus – H. Collins (USA – UK). The authors observe the originality of the arguments of Soviet philosophers in comparison with the discussions in the US and UK. The basis for a comparative analysis of these discussions is the (...) typology of social intercourse paradigms, which assumes the existence of three fundamentally different views of humans as social beings: the information-instrumental, the existential-phenomenological, and the social-institutional paradigms. These views correlate with the ideas about humans within different theoretical structures examining artificial intelligence. The information-instrumental paradigm poses the problem of social intercourse regarding communication, material, and informational exchange (D.I. Dubrovsky, computer scientists). The social-institutional paradigm considers social intercourse as personification, actualization, and implementation of the structural characteristics of social relations (E.V. Ilyenkov). The existential-phenomenological paradigm characterizes social intercourse as the realization of the internal potency of a self-conscious individual (H. Dreyfus). The paper exposes that the theoretical and methodological foundations of the discussions under consideration are similar to the paradigmatic foundations of the analysis of social intercourse in social philosophy and social sciences. There are “two and a half floors” in the research of problems associated with the entry of artificial intelligence technologies into the everyday life of society: 1) philosophy, computer and cognitive sciences; 2) social sciences; 3) interdisciplinary research. A particular paradigmatic structure and a unique research problem characterize each of them. In conclusion, “new old questions” are highlighted that structure the field of contemporary social analytics for studying artificial intelligence and artificial sociality. (shrink)

The article is devoted to the problem of time in modern science, where in recent years there have been major changes related to the latest discoveries in the field of the foundations of quantum theory. The author refers to works of K.-F. von Weizsacker (which works are not well-known in Russian-speaking field). Weizsacker deploys a large-scale program of building modern physics, while starting (not only as a physicist, but also a professional philosopher) with questions of philosophical interpretation of postulates of (...) modern physics, especially quantum mechanics. His key thesis is that time in physics is fundamentally distinct, which represents the whole physics as an integral scientific discipline. Weizsacker comes from physical and philosophical reflections, that give a special value to his work. Analyzing the conclusions of theoretical physics, namely the issues of substantiation of statistical mechanics, thermodynamics, and, above all, quantum mechanics, Weizsacker comes to the key idea of the structure of time in the substantiation of physical theory. The author in this conclusion disagrees with the opinion of most modern physicists that time has a subjective character, and the modus of the past, present and future reflects its essential character. The allocation of the time structure requires special logic. Such a logic is temporal and quantum. Starting from temporal logic, introducing the concept of possibility and probability, he comes to the substantiation of quantum mechanics. Being modal logic, it is based on the concept of possibility and probability. Key concept for Weizsacker is a binary alternative (Uralternative), closely related to the principle of superposition in quantum mechanics. By introducing the concept of certain alternatives, essentially actualized alternatives, Weizsacker shows how one can get the theory of relativity with its space-time structure. Further, he shows that based on its structure, you can get the theory of relativity. The space-time structure in this case is secondary, relational, as understood by Leibniz, Mach, and Einstein. Article is dedicated to the description and analysis of metaphilosophical and scientific contexts of the McTaggart paper ‘The Unreality of Time’ (1908) and drawing connections to the ‘analytical’ style of his pupils – B. Russell and G.E. Moore. Main line of argument against the reality of time is presented and analyzed. By the positive relation of McTaggart to the work on ethics by G.E. Moore and negative – to philosophical implications of the special theory of relativity author shows the movement (...) for the autonomy of philosophy or ‘antipsychologism’. Question of a different understanding of the term ‘reality’ in Moore and McTaggart is posed and resolved. (shrink)

A vivid and bizarre dream conjures up a myriad of novel mental images. The same exact images can be created volitionally when awake. The neurological mechanisms of these two processes are different. The voluntary combination of mental objects is mediated by the lateral prefrontal cortex and patients with damage to the LPFC often lose this ability. Conversely, the combination of mental objects into novel images during dreaming does not depend on the LPFC; LPFC is inactive during sleep and patients whose (...) LPFC is damaged do not notice a change in their dreams. Neither colloquial English nor scientific jargon has an established way to report on the origin of a conjured up mental image; the term “imagination” is regularly used to describe any experience generated internally whether voluntarily or involuntarily. Failing to distinguish be­tween voluntary and involuntary imagination leads to confusion in developmental psy­chology, neurolinguistics, and paleoanthropology. A comprehensive understanding of the distinction between voluntary and involuntary imagination will help develop better thera­py for children with language delay, contribute to a clearer understanding of the unique­ness of human language, and enable a more productive discussion of the evolutionary ori­gin of human language. While regarding twentieth century French philosophy as a protracted conceptual war, Badiou has largely avoided an encounter with Foucault on the philosophical battlefield. According to Badiou, Foucault constructs a history of systems of thought starting from something other than philosophy (linguistic anthropology, postmodern sophism, democratic materialism) and, in so doing, exits the philosophical battleground. The present essay explores the prospect of rapprochement between these two thinkers, drawing attention to their shared concern with the theme of true life. For Foucault and (...) Badiou, the life in truth and for truth compels the subject to invent a new way of being at the site of exception to what there is. Although Badiou remains ambivalent about the Foucauldian notion of the philosophical subject, he ultimately endorses Foucault’s conception of the philosophical life, which calls for courage insofar as it summons the human animal to think differently and become other than what one is. Today a natural ball lightning (BL) phenomenon has not yet correct physical and philosophical explanation. This article is directed on a new exotic version of the occurrence and behavior of ball lightning. BL consists of a bulk air mixture—neutral air molecules, negative and positive aero ions. BL arise on linear lightning tracks due to the primary ionization of the atmosphere and the secondary effects of atmospheric light aero ions arisen. The emerging electrostatic surface tension forces form a volumetric gas drop, (...) in which the significant electrical energy of the “ball capacitor” is concentrated. The long lifetime of aero ions provides time stability of gas ball. As a rule, a BL gradually discharges and disappears due to recombination processes, emitting a weak cold glow. The explosion of BL occurs with an external destabilizing effect on its structure. First of all, this is contact with a source of free electrons—any conductive objects and surfaces, including the human body.
