Recordings of neuronal activity in the monkey superior colliculus (SC) suggest that the two apparently independent effects of a visual distractor on both temporal (latency) and spatial (metrics) saccade parameters may be the result of lateral interactions between subpopulations of saccade-related neurons located at different sites on the motor map of the superior colliculus. One subpopulation is activated during the planing and initiation of a saccade; the other is activated by the appearance of a distractor. The inhibitory or facilitative nature (...) of this interaction depends on the distance between the distractor and the target and is consistent with the complex pattern of intrinsic and commissural collicular connections. One of the traditional ways mathematical ideas and even new areas of mathematics are created is from experiments. One of the best-known examples is that of the Fermat hypothesis, which was conjectured by Fermat in his attempts to find integer solutions for the famous Fermat equation. This hypothesis led to the creation of a whole field of knowledge, but it was proved only after several hundred years. This book, based on the author's lectures, presents several new directions of mathematical research. (...) All of these directions are based on numerical experiments conducted by the author, which led to new hypotheses that currently remain open, i.e., are neither proved nor disproved. The hypotheses range from geometry and topology (statistics of plane curves and smooth functions) to combinatorics (combinatorial complexity and random permutations) to algebra and number theory (continuous fractions and Galois groups). For each subject, the author describes the problem and presents numerical results that led him to a particular conjecture. In the majority of cases there is an indication of how the readers can approach the formulated conjectures (at least by conducting more numerical experiments). Written in Arnold's unique style, the book is intended for a wide range of mathematicians, from high school students interested in exploring unusual areas of mathematics on their own, to college and graduate students, to researchers interested in gaining a new, somewhat nontraditional perspective on doing mathematics. On 6 September 1836, George White wrote from Hatton Garden to T. B. Hall in Liverpool:I see by an advertisement that [there is] a proposition to form a Society to be called the Botanical Society of London—Its objects are the advancement of Botanical Science in general but more especially systematic and descriptive Botany—the formation of a Library, Museum & Herbarium—A meeting will be held at the Crown & Anchor, Strand, tomorrow evening & it is my intention to attend it—It has (...) been proposed thatLadiesshould be admitted!!!If the writer of those words lived up to his declared intention and did attend that or any other of the long string of inaugural meetings the Society held during the last quarter of that year, he would have been startled, perhaps even appalled to find how seriously that last-mentioned proposal had been taken. For on 3 November he would have found in the room at the Crown and Anchor Tavern (according to one report) ‘a crowded assembly of both ladies and gentlemen’. He would also have heard the founder of the Society, the nineteen-year-old Daniel Cooper, deliver a paper on the effects of light on plants, which (according to the same report) ‘excited great interest, more particularly with the ladies’. A fortnight later the meeting was again ‘numerously attended’ and again it attracted a number of the supposedly unlearned sex, some of whom by then were ‘members of the society’ unambiguously. Philosophers of technology are not playing the public role that our own theoretical perspectives motivate us to take. A great variety of theories and perspectives within philosophy of technology, including those of Marcuse, Feenberg, Borgmann, Ihde, Michelfelder, Bush, Winner, Latour, and Verbeek, either support or directly call for various sorts of intervention—a call that we have failed to heed adequately. Barriers to such intervention are discussed, and three proposals for reform are advanced: post-publication peer-reviewed reprinting of public philosophy, increased emphasis (...) on true open access publication, and increased efforts to publicize and adapt traditional academic research. In the rod‐shaped cells of E. coli, chromosome segregation takes place immediately after replication has been completed. A septum then forms between the two sister chromosomes. In the absence of certain membrane proteins, cells grow instead as large, multichromosomal spheres that divide successively in planes that are at right angles to one another. Although multichromosomal, the spherical cells cannot be maintained as heterozygotes. These observations imply that, in these mutants, each individual chromosome gives rise to a separate clone of descendant (...) cells. This suggests a model in which sites for cell division form between pairs of sister chromosomes at the time of segregation, but are not used in spherical cells until further rounds of replication have taken place, thus ensuring clonal (‘hierarchical’) segregation of chromosomes into progeny cells. The role of the morphogenetic membrane proteins is to convert the basically spherical cell into a cylinder that is able to divide as soon as replication and segregation have been completed, and thus to maximise the number of viable cells per genome. I welcome Mr Kennedy's general approach, but query whether the concept of consumerism is so closely applicable to medical care as he maintains. However, in particular aspects, especially the handling of complaints, his criticisms echo those made by the Patients Association. Finally, I detect some ground for hope in the more enlightened attitude creeping in to the eduction of the medical student.

Causal theories of content, a popular family of approaches to defining the content of mental states, commonly run afoul of two related and serious problems that prevent them from providing an adequate theory of mental content—the misrepresentation problem and the disjunction problem. In this paper, I present a causal theory of content, built on information theoretic tools, that solves these problems and provides a viable model of mental content. This is the greatest surprise reduction theory of content, which identifies the (...) content of a signal as the event the surprisal of which is most reduced by that signal. Conceptually, this amounts to the claim that the content of a signal is the event the probability of which has increased by the largest proportion, or the event that the signal makes the most less surprising to us. I develop the greatest surprise reduction theory of content in four stages. First, I introduce the general project of causal theories of content, and the challenges presented to this project by the misrepresentation and disjunction problems. Next, I review two recent and prominent causal theories of content and demonstrate the serious challenges faced by these approaches, both clarifying the need for a solution to the misrepresentation and disjunction problems and providing a conceptual background for the greatest surprise reduction theory. Then, I develop the greatest surprise reduction theory of content, demonstrate its ability to resolve the misrepresentation and disjunction problems, and explore some additional applications it may have. Finally, I conclude with a discussion of a particularly difficult challenge that remains to be addressed—the partition problem—and sketch a path to a potential solution. (shrink)

Infinite time Turing machines with only one tape are in many respects fully as powerful as their multi-tape cousins. In particular, the two models of machine give rise to the same class of decidable sets, the same degree structure and, at least for partial functions f : ℝ → ℕ, the same class of computable functions. Nevertheless, there are infinite time computable functions f : ℝ → ℝ that are not one-tape computable, and so the two models of infinitary computation (...) are not equivalent. Surprisingly, the class of one-tape computable functions is not closed under composition; but closing it under composition yields the full class of all infinite time computable functions. Finally, every ordinal that is clockable by an infinite time Turing machine is clockable by a one-tape machine, except certain isolated ordinals that end gaps in the clockable ordinals. (shrink)

There is a common view in medical ethics that the patient's right to be informed entails, as well, a correlative right not to be informed, i.e., to waive one's right to information. This paper argues, from a consideration of the concept of autonomy as the foundation for rights, that there can be no such ‘right’ to refuse relevant information, and that the claims for such a right are inconsistent with both deontological and utilitarian ethics. Further, the right to be informed (...) is shown to be a mandatory right (though not a welfare right); persons are thus seen to have both a right and a duty to be informed. Finally, the consequences of this view are addressed: since the way in which we conceptualize our problems tends to determine the actions we take to resolve them, it is important properly to conceptualize patients' requests not to be informed. There may be many reasons for acting in accord with such a request, but it is a mistake to conceptualize one's act as ‘respecting a right possessed by persons’. Editors and commentators ancient and modern have not responded very well to the challenge of the two riddles which round off the contest between Damoetas and Menalcas at the end of Eclogue 3 . The first is generally regarded as impossibly difficult; the second as impossibly easy. Critics take refuge in quoting Servius' despairing statement: sciendum aenigmata haec sicuti pleraque carere aperta solutione. Yet it is most unlikely that Virgil would introduce insoluble or meaningless riddles into the Bucolica. If there (...) is no solution the lines become pointless, even tasteless; and these are not epithets to be applied lightly to Virgil's poetry. (shrink)

Bernard Williams charges that the moral psychology built into R. M. Hare’s utilitarianism is incoherent in virtue of demanding a bifurcated kind of moral thinking that is possible only for agents who fail to reflect properly on their own practical decision making. I mount a qualified defence of Hare’s view by drawing on the account of the ‘reactive attitudes’ found in P. F. Strawson’s ‘Freedom and Resentment’. Against Williams, I argue that the ‘resilience’ of the reactive attitudes ensures that our (...) taking an instrumental view of our dispositions to experience guilt and compunction, as Hare calls for us to do while engaged in ‘critical’ moral thinking, will not prevent us from experiencing these feelings as people ordinarily do while we are thinking ‘intuitively’. I also consider the implications of my argument for consequentialism more generally and (briefly) Kantianism. (shrink)
