The generation of evidence is integral to the work of public health and health service providers. Traditionally, ethics has been addressed differently in research projects, compared with other forms of evidence generation, such as quality improvement, program evaluation, and surveillance, with review of non-research activities falling outside the purview of the research ethics board. However, the boundaries between research and these other evaluative activities are not distinct. Efforts to delineate a boundary – whether on grounds of primary purpose, temporality, underlying (...) legal authority, departure from usual practice, or direct benefits to participants – have been unsatisfactory. This is a general account of the Cappadocian Christian Father Gregory of Nyssa (c. 335 - c. 395 CE) as a philosopher. The article is divided into a discussion of his life and his views on God, the world, humanity, history, knowledge, and virtue. A common thread, which would later be systematized in the Palamite essence-energies distinction, is traced in all these topics. Of particular interest to philosophers are comparisons with John Locke and Immanuel Kant.

More than three decades after its advent in political science, rational choice theory has yet to add appreciably to the stock of knowledge about politics. In Pathologies of Rational Choice Theory we traced this failure to methodological defects rooted in the aspiration to come up with universal theories of politics. After responding to criticisms of our argument, we elaborate on our earlier recommendations about how to improve the quality of rational choice applications. A defense is provided of the following translation of Phaedo 104d1-3: "Would they not, Cebes, be those things which, whatever they possess, force it to have not only their own form, but also in every case that of one of its opposites?".

To complement theoretically driven work on argument, we present a datadriven description of published, written argument. We analyze political or philosophical treatises, articles in scholarly journals, and U.S. Supreme Court decisions. The description has emerged out of an inductive and a posteriori process based in grounded theory. The result is a suite of thirty-eight features that begins with conditions antecedent to writing and continues through to the consequences for the reader. We relate observational data to theories and practices from the (...) fields of rhetoric and applied linguistics, including pragmatics, to explain how the features work together as social and communicative acts in which the writer produces a text in order to affect or change the beliefs or actions of the reader. For our purposes, the whole text is the argument and is not reduced to its propositional content; it is a unified communicative act. In our description of argument, the writer, reader, and text are central categories. We describe these categories and their features using examples from a variety of types of written argument. There is growing recognition in Phaedo scholarship of a parallel between the deuteros plous passage and the introduction to Simmias' speech: both speak of attempting to discover or to learn the truth about things, and then, if that proves impossible, to resort to divine or human logoi, the former being the "safer" of the two. It is contended that that model governs Socrates reply to Cebes: he first tried to discover the truth about causes by himself; then he tried to (...) learn it from Anaxagoras; and then, having failed in both endeavors, he resorted to logoi, both "divine" in the hypothesis of the forms and "human" in the hypothesis of intermediates, the former being the "safest" recourse. Finally, a defense is provided for the thesis that in calling the deuteros plous "deuteros," Socrates is being ironical. (shrink)

Then it is shown that for Augustine the heaven of heavens and the memory come as close as creatures can to a Godlike view of time--as extended but non-sequential .

This is a critique of L. P. Gerson's Plotinus. It criticizes Gerson's accounts of the existence of the One, the attributes of the One, Nous and forms, and Soul and souls. In general, it is contended that Gerson's approach, which views Plotinus through a Thomistic lens, is ahistorical.

The objectives of this study were to develop a high-density chromosome bin map of homoeologous group 7 in hexaploid wheat, to identify gene distribution in these chromosomes, and to perform comparative studies of wheat with rice and barley. We mapped 2148 loci from 919 EST clones onto group 7 chromosomes of wheat. In the majority of cases the numbers of loci were significantly lower in the centromeric regions and tended to increase in the distal regions. The level of duplicated loci (...) in this group was 24% with most of these loci being localized toward the distal regions. One hundred nineteen EST probes that hybridized to three fragments and mapped to the three group 7 chromosomes were designated landmark probes and were used to construct a consensus homoeologous group 7 map. An additional 49 probes that mapped to 7AS, 7DS, and the ancestral translocated segment involving 7BS also were designated landmarks. Landmark probe orders and comparative maps of wheat, rice, and barley were produced on the basis of corresponding rice BAC/PAC and genetic markers that mapped on chromosomes 6 and 8 of rice. Identification of landmark ESTs and development of consensus maps may provide a framework of conserved coding regions predating the evolution of wheat genomes. (shrink)

BackgroundArtificial intelligence has been described as the “fourth industrial revolution” with transformative and global implications, including in healthcare, public health, and global health. AI approaches hold promise for improving health systems worldwide, as well as individual and population health outcomes. While AI may have potential for advancing health equity within and between countries, we must consider the ethical implications of its deployment in order to mitigate its potential harms, particularly for the most vulnerable. This scoping review addresses the following question: (...) What ethical issues have been identified in relation to AI in the field of health, including from a global health perspective?MethodsEight electronic databases were searched for peer reviewed and grey literature published before April 2018 using the concepts of health, ethics, and AI, and their related terms. Records were independently screened by two reviewers and were included if they reported on AI in relation to health and ethics and were written in the English language. Data was charted on a piloted data charting form, and a descriptive and thematic analysis was performed.ResultsUpon reviewing 12,722 articles, 103 met the predetermined inclusion criteria. The literature was primarily focused on the ethics of AI in health care, particularly on carer robots, diagnostics, and precision medicine, but was largely silent on ethics of AI in public and population health. The literature highlighted a number of common ethical concerns related to privacy, trust, accountability and responsibility, and bias. Largely missing from the literature was the ethics of AI in global health, particularly in the context of low- and middle-income countries.ConclusionsThe ethical issues surrounding AI in the field of health are both vast and complex. While AI holds the potential to improve health and health systems, our analysis suggests that its introduction should be approached with cautious optimism. The dearth of literature on the ethics of AI within LMICs, as well as in public health, also points to a critical need for further research into the ethical implications of AI within both global and public health, to ensure that its development and implementation is ethical for everyone, everywhere. Using data from a randomized field experiment within a Deliberative Poll, this paper examines deliberation’s effects on both policy attitudes and the extent to which ordinal rankings of policy options approach single-peakedness (a help in avoiding cyclical majorities). The setting was New Haven, Connecticut, and its surrounding towns; the issues were airport expansion and revenue sharing – the former highly salient, the latter not at all. Half the participants deliberated revenue sharing, then the airport; the other half the reverse. This (...) split-half design helps distinguish the effects of the formal on-site deliberations from those of other aspects of the treatment. As expected, the highly salient airport issue saw only a slight effect, while much less salient revenue-sharing issue saw a much larger one. (shrink)

We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. In lieu of an abstract, here is a brief excerpt of the content:323 A DEFENSE OF HUME ON IDENTITY THROUGH TIME A durable complaint against Hume is that he blatantly begs the question in his Treatise account of our acquisition of the idea of identity through time. Green and Grose made the accusation in 1878; one hundred years later Stroud echoed the same accusation, its force and liveliness seemingly undiminished. I suggest that this accusation is based on a tempting (...) but unwarranted assumption about Humean perceptions. It is unwarranted despite Price's arguments for it. When the assumption is corrected Hume is exonerated. This defense prepares the way for a new understanding of Hume's subtle and important theory of identity. Clarifying his theory is the goal; defending him is the means. I will merely summarize the Green and Grose interpretation, saving detailed examination for Stroud's. Stroud's version seems more tightly argued for and spares one the problems of interpreting commentators from a different philosophical tradition. Green and Grose run together Hume's account of the acquisition of the idea of identity, with his account of the application of that idea to a succession of related perceptions. This fully intended confusion can be explained by their understanding of Hume's claim that "impressions are... perishing existences." (T 194) They assume that for Hume no perception (impression or idea) is a unity if it exists at an interval of time composed of a succession of times. Rather the perception is really a succession of perceptions. Their assumed interpretation makes Hume seem to them to beg the question as follows: To acquire the idea of identity through time is to acquire the idea of something 324 which is unitary and exists at a succession of times. But any impression which might give this idea is really a succession of related impressions. A succession of related impressions can convey the idea of identity only by being confused with a unitary impression which exists at a succession of times. Such confusion would be possible only for someone who already had the idea of something unitary which exists at a succession of times. So the idea of 2 identity can be acquired only if it is already had. In other words, Hume claims that an impression had for a relatively long time gives the idea of identity. Any long impression is really a succession. A succession can give the idea of identity only if it is confused with something that has identity. That confusion requires the idea of identity already. So Hume begs the question. There are gaps in this argument. But its influence has been important and its structure is clear: If we assume that perceptions are exceedingly brief, then Hume begs the question. (I will call the assumption 'the prosecution's assumption.') Stroud's argument that Hume begs the question has the same structure, or so I will argue. The role of the prosecution's assumption is not immediately apparent, but it is a crucial role. Stroud's accusation is as follows: By Hume's definition, identity is the invariableness and uninterruptedness of an object through a supposed change in time. (T 201) However, on Hume's account of acquiring the concept of identity, the acquisition involves imagining a change in time without any variation or interruption in an object. But that just ¿s, by definition, to imagine the object's identity through the change in time. So acquiring the concept of identity requires an act of imagination involving the 325 concept of identity. So, Stroud concludes, on Hume's account the concept of identity can be acquired only 3 if it is had. Hume's account begs the question. I think it is usually unwise to attribute blunders to subtle thinkers. I will not do it to Hume, nor to his commentators. I will argue that what Hume presupposes in explaining identity through time is a little different from identity through time. Thus the presupposition is not question-begging. More specifically, I will argue that Hume distinguishes three technical concepts, three ways to take up time: (i) merely occupying an interval of time, (ii) having duration for an interval of time, and (iii) being identical through an interval of time. Three interpretations of theprecautionary principle are identified, namely``soft,'' ``hard,'' and outright rejection. The ECCommunication of February 2000 is largely aresponse to the latter, to provide alegitimation in trade-related WTO disputes.This context leads to an over stress onscientific closure. This is critiqued asidealistic in respect of resolving long termuncertainties inherent in the GM food issue.While offering some useful guidelines in riskmanagement, the EC report seriously fails totake into account the ethical and societaldimension of risk. These are crucial both indetermining when precautionary (...) principle isinvoked and the action to be taken. The EC viewleans too much to a scientific rationalist riskperspective. However, the ``Green''interpretation of the precautionary principleas a reversal of the burden of proof is alsocriticized as inconsistent both with the natureof technology and with the nature of reality asseen in a Christian perspective. Biblicalinsights on risk reveal a balance ofintervention and conservation in a world whererisk is inherent. The notion of risk as asocial contract reveals that ethical andsocietal issues have a crucial role to play inapplying the precautionary principle. (shrink)
