Justo antes de la pandemia por COVID-19, la Organización Mundial de la Salud definió unas prioridades de trabajo para la década 2020-2030. Un grupo interdisciplinario de profesionales de la salud reflexiona sobre estas prioridades, determinando unas categorías de análisis y, desde una perspectiva bioética, analiza cada una de ellas, ve su pertinencia, algunos eventos causales, las implicaciones que pueden tener si no son enfrentadas adecuadamente y hace sugerencias sobre la forma de llevarlas a cabo. En esta primera entrega se analiza (...) el primer grupo de prioridades estratégicas: “poblaciones más sanas”. En las conclusiones se destaca la conveniencia de acometer cada una de ellas de una manera colaborativa, gubernamental y privada; de reestructurar el sector salud con base en estas prioridades, aprovechando la experiencia obtenida en la lucha contra el COVID-19. La relación del ser humano con el medio ambiente también debe cambiar, apelando a la responsabilidad humana por el cuidado del planeta. (shrink)

Si bien en la filosofía de las ciencias ya se han explorado algunos ejemplos provenientes de la bioquímica como casos de estudio, la filosofía de la bioquímica es una subdisciplina naciente. En este artículo estudiaremos dos problemas filosóficos de relevancia contemporánea en esta ciencia. Por un lado, examinaremos las bases epistemológicas del problema del plegamiento de proteínas. En particular lo relacionado con la predicción de la estructura tridimensional de las proteínas a partir de su secuencia, asunto que ha dado mucho (...) que hablar debido a los nuevos avances utilizando deep learning. Por otro lado, exploraremos el problema in-vitro/in-vivo y, más generalmente, el problema de la extrapolación en las ciencias biológicas. Finalmente, a partir de las consecuencias de ambos temas consideraremos algunas reflexiones filosóficas generales acerca del reduccionismo, el pluralismo y el lugar de la bioquímica en las ciencias biológicas. Education is a pillar of buen vivir, the guiding ideal of Ecuador’s 2008 Constitution. In this framework, Ecuador made significant shifts in its education system from 2006 to 2016, the decade of the Citizens’ Revolution. The key buen vivir concepts and processes that framed these shifts were considering education as a right, as a social debt, and as a driver of a more just, knowledge-intensive and clean economy. Resource allocation, general access, learning, and inclusion of structurally marginalized groups showed significant (...) improvement in this decade, along with other key political, economic and social changes, thus making significant advances in the emancipation of society toward buen vivir, and marking elements of how and why advancing this transformation is important. This study aimed to investigate the longitudinal trends in mathematical competencies of Grade 8 students in a public high school located in Zamboanga del Sur, Philippines. The study collected data over a period of six academic years, allowing for a comprehensive analysis of students' performance in 16 distinct mathematical competences of basic education curriculum. These topics include, but are not limited to, special products and factors, factoring, and basic concepts of probability. Using a quantitative research design, the study analyzed both (...) numerical and secondary data to identify patterns or trends in students' mathematical competencies. Trends were analyzed through regression analysis using slopes. The significance of these trends was then evaluated using t-tests for the standard error of slopes. The statistical analysis revealed significant upward trends in certain mathematical topics, indicating an improvement in the students' competencies over the six academic years. However, certain topics displayed downward or stable trends, indicating areas for improvement in the teaching methods used for these topics. The study highlights the importance of flexible and adaptable approaches to mathematics education. It emphasizes the need for constant evaluation and improvement of teaching methods to enhance student learning outcomes. The findings of this study provide valuable insights for educators and policymakers to guide evidence-based decision-making and improve the quality of mathematics education in the new normal setup. The protein folding problem is one of the foundational problems of biochemistry and it is still considered unsolved. It basically consists of two main questions: what are the factors determining the stability of the protein’s native structure and how does the protein acquire it starting from an unfolded state. Since its first formulation, two main explanatory approaches have dominated the field of protein folding research: a thermodynamic approach focused on energetic features and a kinetic approach focused on the temporal development (...) of protein chains and structural considerations. Although these two approaches are tightly intertwined in biochemical practice and largely agree on which are the parts and activities in which the phenomenon under study should be decomposed to, there nevertheless exist important contrasts that have had repercussions on the development of the field and still engender vigorous debate. We shall analyse the historical development of the field and crucial aspects of current scientific debates. On this basis, we argue that the main sources of disagreement centre on the causal interpretation of thermodynamic and kinetic explanations, on the explanatory relevance assigned to different features of the phenomena under study and on the status of the ontological assumptions concerning the entities under study. This article brings together two debates in contemporary political philosophy: on the one hand, the dispute between the distributive and relational approaches to equality and, on the other hand, the field of intergenerational equality. I offer an original contribution to the second domain and by doing so, I inform the first. The aim of this article is thus twofold: shedding some light on an under-researched and yet crucial question – ‘which inequalities between generations matter?’ and contributing to a far-reaching debate (...) that touches upon the nature of egalitarianism. After showing that there are two key problems that fall within the scope of intergenerational equality – questions of justice between age groups and questions of equality between birth cohorts – I argue that, contrary to what the default distributive view states, some inequalities between age groups matter independently of their diachronic impact, and so partly for relational reasons. I argue that, even if we are distributive egalitarians, we must endorse the relational egalitarian conception to successfully make sense of some inequalities between age groups. I infer from this both that the putative view that the ‘relational’ conception of equality can be redescribed as distributive must be rejected and that the distributive view requires supplementation by the relational view. Specifically, the aim of this study is to see the role and correlation between transformational and transactional leadership with effective followership. Using multiple regression, research found that transformational leadership had positive and significant correlation with effective followership but transactional leadership didn’t have significant effect. Regression model proves that transformational and transactional can be used to predict effective followership.  .

Auty (1993) and Sachs and Warner (1997) reignited the line of argument of the resource curse: the idea that natural resource wealth has negative net effects on the development of nations. However, the result has been found to be highly dependent on the types of variables used to represent natural resource wealth (Brunnschweiler, 2007) and similar questions can raised about variables used to represent being “cursed”. In this paper we pursue the hunt for better variables by looking at the relationship (...) between average income from natural resources per person and a wide array of key development indicators: Adjusted National Net Income, GDP per capita, an aggregate of services and industrialized goods, inequality measured by the Gini index, Poverty, the Human Development Index, the Prosperity Index, the Social Progress Index and the Fragile State Index. We do this on a global scale between 1970 and 2010. On the contrary, we find that natural resource wealth is positively linked to development. We suggest, alternatively, that much of the actual cases where abundant natural resources hurt nations have been cases of common theft by tyrants, often backed by imperial powers. (shrink)

John Searle believes that computational properties are purely formal and that consequently, computational properties are not intrinsic, empirically discoverable, nor causal; and therefore, that an entity’s having certain computational properties could not be sufficient for its having certain mental properties. To make his case, Searle’s employs an argument that had been used before him by Max Newman, against Russell’s structuralism; one that Russell himself considered fatal to his own position. This paper formulates a not-so-explored version of Searle’s problem with computational (...) cognitive science, and refutes it by suggesting how our understanding of computation is far from implying the structuralism Searle vitally attributes to it. On the way, I formulate and argue for a thesis that strengthens Newman’s case against Russell’s structuralism, and thus raises the apparent risk for computational cognitive science too. (shrink)

Background: This study developed a photo and video database of 4-to-6-year-olds expressing the seven induced and posed universal emotions and a neutral expression. Children participated in photo and video sessions designed to elicit the emotions, and the resulting images were further assessed by independent judges in two rounds. Methods: In the first round, two independent judges, experts in the Facial Action Coding System, firstly analysed 3,668 emotions facial expressions stimuli from 132 children. Both judges reached 100% agreement regarding 1,985 stimuli, (...) which were then selected for a second round of analysis between judges 3 and 4. Results: The result was 1,985 stimuli were produced from 124 participants. A Kappa index of 0.70 and an accuracy of 73% between experts were observed. Lower accuracy was found for emotional expression by 4-year-olds than 6-year-olds. Happiness, disgust and contempt had the highest agreement. After a sub-analysis evaluation of all four judges, 100% agreement was reached for 1,381 stimuli which compound the ChildEFES database with 124 participants and 51% induced photographs. The number of stimuli of each emotion were: 87 for neutrality, 363 for happiness, 170 for disgust, 104 for surprise, 152 for fear, 144 for sadness, 157 for anger 157, and 183 for contempt. Conclusions: The findings show that this photo and video database can facilitate research on the mechanisms involved in early childhood recognition of facial emotions in children, contributing to the understanding of facial emotion recognition deficits which characterise several neurodevelopmental and psychiatric disorders. In this article, I put forward an instrumental justification for the introduction of youth quotas in parliaments on grounds of justice between coexisting generations. I provide a two-fold argument drawing on the distinction between “substantive representation” and “symbolic representation”. I argue that these jointly provide a good basis for a “politics of youth presence” in parliaments. In the first section, I evaluate the impact that youth quotas can have on enhancing the chances of fair youth policies. In the second section, (...) I show that youth quotas can play an important symbolic role in the promotion of a community of political equals, with potential implications for youth political participation. (shrink)

American cultural technologies of the early nineteenth century shaped Nature and the synonymous "native" in contradictory ways: celebrating the wilderness but then transforming it by cultivation, mourning lost "natives" (both people and species) while also naturalizing the succession of new Euro-American settlers. Settler colonial geopolitics understood its own territorial claims in association with the retreats, migrations, and expansions of select species populations: cattle replacing American bison or Euro-Americans replacing Indians on the western frontier. In this way, Euro-American descendants of settlers (...) who then considered themselves "natives" could be the natural stewards to "preserve" or "reform" wild remnants of nature while also identifying against the encroachment of the Old World. Technological arts as varied as moving panoramas and picturesque sketches depicted and enacted civilization overtaking the wild frontier through visual tours. This chapter explores how the sketch fits into technologies of seeing accompanying American settler colonialism and points to moments when it suggests ecological processes of ongoing passage rather than terminal extinction or succession. La voz humana es un fenómeno ampliamente estudiado desde una gran variedad de disciplinas, desde las especialidades de la medicina hasta las artes. Aunque esta situación resulta enriquecedora, la multiplicidad de perspectivas ha conspirado contra la formulación de una concepción única de la voz y de un sistema lógico que pueda ayudar a entender los fenómenos asociados con ella en términos más generales, enfatizando continuidades y relaciones en lugar de requerir cada vez una definición del objeto de estudio de acuerdo (...) con las herramientas conceptuales y las metodologías de cada disciplina. La semeiotica de Peirce ofrece una alternativa a esta fragmentación de los estudios de la voz, especialmente a través de su taxonomía de signos relacionada con las categorías faneroscópicas. El nonágono semiótico es un modelo operativo que, adoptando la forma de un ícono diagramático, ayuda a aplicar las categorías peirceanas al análisis de conceptos, objetos o disciplinas en general. Con el nonágono semiótico como herramienta metodológica, este artículo ofrece una forma de analizar, describir y categorizar de acuerdo con criterios lógicos los múltiples usos de la voz humana. Se espera que las relaciones que revela entre usos radicalmente diferentes de la voz ayuden a reducir la redundancia entre disciplinas y a proveer nuevas direcciones para la investigación en otras áreas, así también como para cubrir potenciales necesidades pedagógicas y analíticas en las artes y otras disciplinas. En las siguientes páginas me propongo exponer de modo sucinto dos de los problemas filosóficos más significativos de la Edad Media: el de los universales y el de la individuación. El primero se pregunta por el estatus ontológico de las nociones universales; el segundo por el principio de individuación de las diferentes substancias. A pesar de ser problemas distintos, estas cuestiones están estrechamente unidas. El problema de los universales albergó desde sus inició la pregunta por el estatus ontológico de los (...) individuos, cuestión de la que derivó posteriormente la pregunta por la individuación. Por su parte, al no haber sido un problema tratado independientemente desde su origen, el problema de la individuación se ha entendido como un hacerse individuo del universal. Dada esta cercanía, parece necesario establecer cómo se conectan las nociones de ‘universal’, ‘individuo’ e ‘individuación’ con el fin de entender con mayor claridad dichas cuestiones. (shrink)

The difficulties faced in the recruitment and retention of nursing staff in nursing homes for older people are an international challenge. It is therefore essential that the causes of nurses’ reluctance to work in these settings are determined. This paper considers the influence that multiple‐source care funding issues have on nursing home nurses’ experiences and views regarding the practice and appeal of the role. The methodology for this study was hermeneutic phenomenology. Thirteen nurses from seven nursing homes in the North (...) East of England were interviewed in a sequence of up to five interviews and data were analysed using a literary analysis method. Findings indicate that participants are uncomfortable with the business aspects that funding issues bring to their role. The primary difficulties faced are: tensions between care issues and funding issues; challenges associated with ‘selling beds’; and coping with self‐funding residents’ changing expectations of care. The findings of the study suggest that multiple‐source care funding systems that operate in nursing homes for older people pose challenges to nursing home nurses. This paper investigates a reference to the voice of the legendary musician Orpheus in Plato’s Protagoras. I propose that the Orpheus image does serious philosophical work in the text. Understanding the mythic and religious elements of the Orpheus tradition can help us conceptualize the harms of sophistry from a Platonic viewpoint. In the light of the image, the sophist emerges as a quasi-magical manipulator of rhetorical beauty who charms his students into subrational creatures. Furthermore, the image provides insight into Plato’s (...) conception of the difference between sophistic and Socratic education. Playing on the tradition of Orpheus as (failed) psychopomp, I suggest that the sophist employs a descent-style education which holds students captive in an underworld of glamorous but empty sensibles. In sharp contrast, Socratic ascent-style education pulls students upwards to active contemplation of ultimate reality. (shrink)

This article addresses the general ethical issues of accessing online personal data for research purposes. The authors discuss the practical aspects of online research with a specific case study that illustrates the ethical challenges encountered when accessing data from Kooth, an online youth web-counselling service. This paper firstly highlights the relevance of a process-based approach to ethics when accessing highly sensitive data and then discusses the ethical considerations and potential challenges regarding the accessing of public data from Digital Mental Health (...) services. It presents solutions that aim to protect young DMH service users as well as the DMH providers and researchers mining such data. Special consideration is given to service users’ expectations of what their data might be used for, as well as their perceptions of whether the data they post is public, private or open. We provide recommendations for planning and designing online research in an ethical manner that includes vulnerable young people as research participants. We emphasise the distinction between public, private and open data, which is crucial to comprehend the ethical challenges in accessing DMH data. Among our key recommendations, we foreground the need to consider a collaborative approach with the DMH providers while respecting service users’ control over personal data, and we propose the implementation of digital solutions embedded within the platform for explicit opt-out/opt-in recruitment strategies and ‘read more’ options. During the second half of the 19th century, in the field of physiological optics, there was a strong controversy between Hermann von Helmholtz and Ewald Hering. This controversy has been usually characterized as “empiricism” vs. “nativism”. In the field of physiology of visual perception, several subjects demanded attention, among them, color vision. Helmholtz and Hering suggested different theories for the physiological correlate of color sensation and different color spaces to give an account of the relationships between colors. I will argue that the controversy between the two authors could be understood as differences between styles of reasoning, and these different styles express different presuppositions. Uma das abordagens que estuda o construto da motivação é a teoria da autodeterminação, que discrimina diferentes estilos motivacionais: desmotivação, motivação extrínseca e motivação intrínseca. Este estudoobjetivou identificar motivações de acadêmicos de um curso de Educação Física do estado São Paulo, Brasil, para participarem de uma capacitação em natação para pessoas com deficiência físicas, bem como a motivação para atuação como tutores desse mesmo grupo. Trata-se de um estudo qualitativo realizado por meio de entrevistas semiestruturadas. Participaram 20 acadêmicos do curso (...) de Educação Física,divididos em: capacitação teórica – CT e capacitação teórica associada a tutoria em natação adaptada-CTP. Após análise, as seguintes categorias e subcategorias foram estabelecidas: motivação extrínseca (objetivos ou ganhos futuros; decorrente de fatores externos e vinculada à recompensa ou punição) e desmotivação (sentimentos e percepções). Conclui-se que os principais fatores que motivaram os acadêmicos estiveram vinculados à motivação extrínseca. (shrink)

Em 1646, o médico inglês Thomas Browne (1605-1682) publicou a obra enciclopédica, de inspiração baconiana, Pseudodoxia Epidemica, também conhecida como Vulgar Errors. Browne Nela abordou o que seriam erros disseminados sobre vários temas, incluindo concepções sobre os animais. Ele explicou a origem de cada concepção. Discutiu ideias e observações de outros autores e, em muitos casos, apresentou seus experimentos e observações. Tomou como decisivo o testemunho ocular. Apresentamos uma tradução contextualizada e comentada do Capítulo 1 do Livro III do Pseudodoxia.

ABSTRACT Are indexical beliefs necessary to explain intentional bodily actions? De se believers argue that we cannot explain intentional bodily actions unless we appeal to indexical beliefs. De se sceptics disagree. Joining the sceptics, Cappelen and Dever have recently advanced a counterexample to de se believers's claim: a case of intentional bodily action that can be explained by their proposed indexical-free Action Inventory Model. In this paper, I argue that the de se sceptics's counterexample ultimately does not work. My argument (...) suggests that AIM cannot explain any intentional bodily action, including the alleged counterexample, because it violates two principles of action-explanation. These principles suggest that an identificational element found only in indexical beliefs is necessary to motivate intentional action. (shrink)

The Health System Food and Nutrition Units are designed to produce and offer balanced meals, establishing dietary patterns, maintaining and restoring the health of the individual. The control of dirty in leftover ingestion can lower costs and organic waste. The objective of the study is to quantify and analyze the leftover intake i meals served to patients, and ingestion of dirty leftovers in collective meals of a Food and Nutrition Unit, located in the Southwest of Paraná. The data were collected (...) in two weeks, being developed in two stages. The first was the determination of the leftover ingestion and dirty remains of the healthy collective, and the second quantification of the rest intake by the patients community. Two scales were used to obtain the total weight of the food distributed in the cafeteria. Vats were weighed, before and after lunch. The garbage bags were weighed in order to quantify the leftover ingestion. The results of total leftovers showed an average of 44.71 kg / day, with a percentage of 44.19% being unacceptable. The leftover intake presented 8.72%, being classified as bad with this waste331 people could be fed. In order to measure the leftover intake by the diseased community, the weights of three lunch boxes were collected; the number of boxes wss added, resulting in kilos of food distributed for the day. Weighing the bags of garbage, was 19.02 kg / day, representing 28.36% of leftover ingestion, being above the acceptable of up to 20%. Based on this data, 148 people could be fed, making it necessary to take in consideration organoleptic criteria, satisfaction surveys, their preferences and nutritional needs, both for the healthy and the diseased group. O texto consiste em uma tradução do artigo Penser l’après : Sciences, pouvoir et opinions dans l’après Covid-19 escrito pela professora e filósofa de ciências Bernadette Bensaude-Vincent. A tradução foi autorizada pela autora e sua eventual publicação deve seguir as diretrizes do jornal The Conversation, no qual o artigo foi originalmente publicado. A partir das medidas implementadas mundialmente para o combate ao coronavírus, a autora analisa o vínculo entre as comunidades científicas e o governo. A gestão da crise sanitária, segundo (...) Bensaude-Vincent, baseia-se não só em dispositivos atuais, mas recorre a um modelo bastante arcaico: o confinamento generalizado. A diferença, segundo a filósofa, estaria no fato de hoje tal medida visar a salvar, sobretudo, o sistema hospitalar. Tal contexto nos remete a imagens de um passado que se considerava superado, lançando, assim, uma dúvida sobre o vínculo entre ciências e poder das últimas décadas. Os interesses locais, políticos, econômicos, religiosos e mesmo os interesses e valores dos próprios pesquisadores mostram-se, por vezes, incompatíveis com o “dever do ceticismo organizado que resta como um dos grandes princípios do éthos científico”. Daí a desconfiança do público que, por sua vez, é reduzido ao silêncio por pertencer ao inferior âmbito da doxa. A ideia de uma hierarquia na ordem do conhecimento que estabelece a opinião como um saber inferior não é nova, no entanto, segundo a autora, para os antigos isso não implicaria, como atualmente, uma hierarquia política. Bensaude-Vincent convoca, assim, a reabilitação dos "saberes de campo não científico como fontes de invenção e de soluções" em regime, como o nosso, de incerteza. (shrink)

In this article, I argue that revenge fantasies such as those found in the Oracles Against the Nations in Jeremiah 45-51 underscore the necessity for responsible Bible reading practices. I argue that to protect us from our own worst selves, the very human tendency to resort to revenge that inevitably leads to violence, one needs to read these biblical texts in terms of contemporary hermeneutical approaches that may play some role to bring an end to violence. A first such approach (...) that serves as an important tool to help us understand these revenge fantasies as found in the OAN is the relatively new field of inquiry of trauma hermeneutics that is particularly helpful in order to mitigate the violent aspects of these revenge fantasies. Moreover, I propose that recent approaches such as feminist and postcolonial biblical interpretation are also vital for nurturing ethical, just communities that actively pursue justice. (shrink)

Analisa as políticas sociais e educacionais e explicita as características autoritárias e excludentes (...) da sociedade e, por conseguinte, da escola no Brasil. Afirma suas características adultocêntricas e impositivas e aponta ser necessária uma superação das marcas e dos determinantes de natureza social e política para a construção ou para a emergência de práticas de reconhecimento da Criança e da Infância no Brasil. A prática pedagógica de acolhimento da Criança na escola necessita de superações de natureza filosófica e política dos estigmas das formações pedagógicas dominantes. (shrink)

The issue of the ordering of the ten trichotomies is one among the many questions still open regarding Peirce’s extended theory of signs. A proper decision regarding the order of the ten trichotomies demands a discussion of the entire semiotic process. The aim of this paper is to discuss the order of the trichotomies related to the mode of being of the immediate and dynamical objects. Therefore, it addresses only one part of this process, which concerns the relationship between the (...) sign and its objects. When subdividing the object, Peirce begins to consider the immediate and the dynamic objects as trichotomies, that is, aspects to be considered in the definition of the classes of signs. The introduction of these two trichotomies brings in a problem: how to order them in the system of ten trichotomies. Diverging opinions regarding this ordering are found in Peirce’s texts, and in his commentators. We will investigate this problem by seeking a sort of pragmatic clarification of the matter, presenting a reflection about the philosophical and semiotic consequences of the different proposals for the ordering of these trichotomies. Placing the dynamic object after the sign may even help to explain the functioning of fictional signs, but is this coherent with Peirce’s philosophy? On the other hand, would it be possible to talk about lying signs if every object was determined by its own sign? (shrink)

This paper reconstitutes and addresses critically the deontological and consequentialist arguments given by the French government to justify the denial of the national guaranteed minimum income support to young people under 25 years old. The deontological arguments express a concern for distributive justice and suggest that young people do not deserve income support. The consequentialist arguments; on the other hand; emphasise social efficiency: they draw on the alleged negative outcomes that the extension of income support to young people would bring (...) about. After analysing each argument; this paper concludes that the denial of RSA to young people is an illegitimate discrimination. It then proposes that we understand our duties towards young people through an account of prudence that reconciles both concerns of distributive justice with concerns for social efficiency and concerns for inter- and intragenerational justices. O objetivo deste artigo é discutir a relação da diversidade epistemológica no campo das ciências humanas e seus pressupostos para a produção do discurso científico no campo da educação. A discussão é interpelada pela especificidade das ciências humanas em contraposição às ciências naturais, sobre realidade e sentimento de realidade. Reconhecer a existência de um pensamento abissal em educação é condição sine qua non para atravessar linhas e para pensar o impensado no ocidente moderno. É imperativo desenhar um caminho alternativo, de (...) modo a desaprender, ignorar e esquecer alguns conhecimentos já “validados” para aprender outros que há muito tempo vêm sendo “esquecidos” e ignorados. Cramer et al.'s network approach reconceptualizes mental comorbidity on the basis of symptom space originating from psychometric signatures. We argue that the advantages of this approach need to be regarded in the context of the multi-level functional organization of the neural substrate, ranging from neurogenetic to psychometric. Neuroelectric oscillations are proposed as a level-integrating principle.
