The article highlights the problem of the effectiveness of the learning process in higher education institutions in the post-pandemic. Today there are changes in the labor market, and more and more professions need to be updated. This affects the quality of higher education both in Europe and elsewhere, so many higher educational institutions have appeared, which primarily care about the number of students, and not about quality. In an environment where the pandemic has significantly changed the learning process, it is (...) very important to find new ways to improve its effectiveness. Now there is a transition from an industrial society to a society of obtaining knowledge in conditions of post-pandemic development; This means that there is a transition to mass education, and then to general higher education and the need to train a large number of people with average abilities. In addition, in higher educational institutions, in particular in universities, there are still imperfect academic programs in the basics of science, compiled by teachers with different levels of training in the context of post-pandemic development. This article intends to analyze the performance and the efficiency of companies and to identify the key factors that may explain it. It was selected a sample with 15 enterprises: 7 Portuguese and 8 Ukrainian ones, belonging to several industries. Financial and non-financial data was collected for 6 years, during the period of 2009 to 2014. Research questions that guided this work were: Are the enterprises efficient/profitable? What factors influence enterprises’ efficiency/performance? Is there any difference between Ukrainian and (...) Portuguese enterprises’ efficiency/performance, which factors have more influence? Which industrial sector is represented by more efficient/profitable enterprises? The main results showed that in average enterprises were efficient with low level of profitability. According to gained results several indicators were highlighted so that companies would pay more attention to them. (shrink)

This paper points to some limitations of law and economics as both an explanative and a normative theory. In explaining law as the result of efficiency promoting decisions, law and economics theorists often dismiss the reasons actors in the legal system give for their behavior. Recognizing that sometimes actors may be unaware of why institutions evolve as they do, I argue that the case for dismissing reasons for action is weaker when those reasons make reference to rules of practices (...) that constitute the meaning of actions within those practices, or when they have otherwise been given well-considered defenses. In criticizing law and economics as a normative theory, I acknowledge that economic considerations are often important in deciding how to act in the personal sphere and how government should allocate its scarce resources. I argue that while the use of institutions to promote our ideals forces us to take their costs into account, it is a mistake to infer from this that the question of determining social policy is a purely economic problem, and that we should acknowledge the non-utilitarian moral ideals our law and practices promote. This is the basis of both an internal criticism--law and economics theorists have not sufficiently evaluated and weighed the value of fairness and other ideals in their utility calculations--and an external criticism-- these ideals are important in ways that can not be measured in utiles. The debate between the amodal and the grounded views of cognition seems to be stuck. Their only substantial disagreement is about the vehicle or format of concepts. Amodal theorists reject the grounded claim that concepts are couched in the same modality-specific format as representations in sensory systems. The problem is that there is no clear characterization of format or its neural correlate. In order to make the disagreement empirically meaningful and move forward in the discussion we need a neurocognitive criterion (...) for representational format. I argue that efficient coding models in computational neuroscience can be used to characterize modal codes: These are codes which satisfy special informational demands imposed by sensory tasks. Additionally, I examine recent studies on neural coding and argue that although they do not provide conclusive evidence for either the grounded or the amodal views, they can be used to determine what predictions these approaches can make and what experimental and theoretical developments would be required to settle the debate. We consider the Stag Hunt in terms of Maynard Smith’s famous Haystack model. In the Stag Hunt, contrary to the Prisoner’s Dilemma, there is a cooperative equilibrium besides the equilibrium where every player defects. This implies that in the Haystack model, where a population is partitioned into groups, groups playing the cooperative equilibrium tend to grow faster than those at the non-cooperative equilibrium. We determine under what conditions this leads to the takeover of the population by cooperators. Moreover, we compare (...) our results to the case of an unstructured population and to the case of the Prisoner’s Dilemma. Finally, we point to some implications our findings have for three distinct ideas: Ken Binmore’s group selection argument in favor of the evolution of efficient social contracts, Sewall Wright’s Shifting Balance theory, and the equilibrium selection problem of game theory. This multilevel meta-analysis examines whether emotional intelligence can be enhanced through training and identifies training effects’ determinants. We identified 24 studies containing 28 samples aiming at increasing individual-level EI among healthy adults. The results revealed a significant moderate standardized mean change between pre- and post-measurement for the main effect of EI training, and a stable pre- to follow-up effect. Additionally, the type of EI model, dimensions of the four branch model, length, and type of publication turned out to be (...) significant moderators. This essay examines certain epistemic problems facing administrative states’ efforts to draft efficient regulations for their societies. I argue that a basic feature of the administrative state’s authority, namely its monopoly over the production of legally binding rules for all members of a geographically defined society, creates epistemic problems that impede efficient rule-making. Specifically, the administrative state’s monopoly over the production of legally binding rules prevents multiple public policies from being simultaneously implemented and compared. The resulting singularity of administrative states’ (...) regulatory decisions prevents observation of the counterfactual effects of policies that were possible but which were not implemented. The absence of observable policy counterfactuals frustrates efforts to assess the efficiency of administrative states’ decisions, as it is impossible to determine whether different policies would have generated greater benefits at lower cost than the policy the state implemented. As these epistemic problems are derived from the singularity of administrative states’ decisions, they exist independently of principal agent problems, suboptimal incentives, or the preferences and capabilities of administrative personnel. Benchmarking is the major reason for the widespread use of DEA models for efficiency analysis. Determining the closest targets for DMUs, DEA models play a key role in benchmarking their best performance. In fact, these models help develop certain performance enhancement plans that need fewer attempts made by DMUs. Therefore, this study proposes a novel method based on the network DEA to determine the most appropriate target for every stage in addition to benchmarking the DMUs. The proposed model differs (...) from those proposed by other studies in the fact that all DEA models of benchmarking consider input and output values to be linear. However, in real-world problems, many DMU inputs and outputs have nonlinear values, something which was taken into account in the modeling process in this study. In this essay, I respond to a problem raised by Sarah Broadie in her 1987 article “Nature, Craft and Phronesis in Aristotle.” Broadie analyzes Aristotle’s famous craft analogy for natural causation in order to determine whether or not it requires importing a psychological dimension to natural teleology. She argues that it is possible to make sense of the analogy without psychology, but that the tradeoff is a conception of craft so thoroughly de-psychologized that it is rendered unrecognizable, perhaps even incoherent (...) as a referent. I dispute this suggestion and argue, rather, that Aristotle’s insistence on removing psychology from the craft side of the analogy points to his prioritization of techne itself, rather than any particular craftsman, as primary efficient agent. The lack of psychology that characterizes a techne ensures stability and reliability in the causal process that could not be guaranteed by the idiosyncratic psychologies of various craftspeople. The same kind of stability and reliability belong to nature as an efficient cause, forming the basis of the comparison between craft and natural teleology. It is therefore the craft, not the craftsman, that must stand as analog to nature. I demonstrate the value of this revision by applying the analogy to the case of natural teleology: reproduction as depicted in Aristotle’s Generation of Animals. The result is a reading of Aristotle’s analogies that can assuage Broadie’s concerns and allow for a natural thing’s own nature to more fully inhabit its intended role as an inner source of change. Özkal-Sanver (Theory Decis 59:193–205, 2005) studies stability and efficiency of partitions of agents in two-sided matching markets in which agents can form partitions by individual moves only, and a matching rule determines the matching in each coalition in a partition. In this study, we present the relationship between stability and efficiency of partitions that is analyzed for several matching rules and under various membership property rights codes, now allowing coalitional moves.

Two experiments were conducted with variants of Wason's (1966) selection task. The common focus was the effect of differences in the sizes of the sets represented by P and not-Q in assertions of the form _If P then Q_ (conditional) or _All P are Q_ (categorical). Results support the conclusion that such set size differences affect the strategies people adopt when asked to determine, efficiently, the truth or falsity of such assertions, but they do not entirely negate the tendency to (...) select the term represented by P (the antecedent of the conditional or the subject of the categorical) in preference to the term represented by not-Q (the complement of the consequent of the conditional or the complement of the predicate of the categorical). Several possible explanations of this perseverance are considered. Results also support the conclusion that people find it easier to assess categorical assertions than logically equivalent conditional assertions. (shrink)

Peirce's pragmatic notion of semiosis can be described in terms of a multi-level system of constraints involving chance, efficient, formal and final causation. According to the model proposed here, law-like regularities, which work as boundary conditions or organizational principles, have a downward effect on the spatiotemporal distribution of lower-level semiotic items. We treat this downward determinative influence as a propensity relation: if some lower-level entities a,b,c,-n are under the influence of a general organizational principle, W, they will show a tendency (...) to behave in certain specific ways, and, thus, to instantiate a set of specific processes. Egalitarian theories of justice hold that equality should be promoted. Typically, perfect equality will not be achievable, and it will be necessary to determine which of various unequal distributions is the most equal. All plausible conceptions of equality hold that, where perfect equality does not obtain, (1) any benefit (no matter how small) to a worst-off person that leaves him/her still a worst-off person has priority (with respect to equality promotion) over any benefit (no matter how large) to a best-off (...) person, and (2) any benefit to a worse-off person (even if not a worst-off person) has priority over a benefit of the same size to a better off person (even if not a best-off person). Interactive Whiteboard has recently been used to replace the TWB, with many of its features being observed to help teachers in educational activities. This is based on effectively and efficiently increasing the teacher-student interaction. Therefore, this study aims to analyze the determinants of Behavioral Intention and the use of interactive whiteboards by K-12 teachers, in remote and rural Chinese areas. The Modified-Unified Theory of Acceptance and Use of Technology 2 model was used in this analysis, as a learning medium (...) to deliver the subject matter to students. The sample and population were also the teachers in the Guangxi Zhuang Autonomous Region, China, where 171 voluntary respondents participated in this study. Furthermore, the obtained data were processed using a Structural Equation Model approach, through the Smart-PLS software. The results showed that Habit and Hedonic Motivation had a significant influence on the Behavioral Intention of teachers, toward the utilization of IWB in remote and rural areas. Besides this, Facilitating Conditions and BI also had a significant positive effect on Usage Behavior. Based on these results, important information was provided to school principals, local governments, and teachers for education quality improvement, regarding the patterns of increasing IWB utilization in remote and rural areas. The purpose of the study is to determine measures to improve the efficiency of the personnel management system in the civil service. The article highlights the issues of improving the personnel management system in the civil service, identifies the features of personnel management in the civil service, touches upon the moments of motivation and incentives for civil servants. The authors carried out a sociological study among the employees of the Ministry of Agriculture and Food of the Republic of Buryatia. (...) Scientific novelty lies in the proposed personnel management system, which, in contrast to the existing ones, reflects the specifics of the civil service and allows the most effective management decisions of personnel management. As a result, measures were identified that are aimed at efficient, fast and convenient work of the Ministry's employees, at retaining young specialists, effective motivation and interest of personnel in labor activities. Human freedom is often characterised as a unique power of self-determination. Accordingly, free human action is often thought to be determined by the agent in some distinctive manner. What is more, this determination is widely assumed to be a kind of efficient-causal determination. In reaction to this efficient-causal-deterministic conception of free human action, this paper argues that if one takes up the understanding of determination and causality that is offered by Anscombe in ‘Causality and Determination’, and moreover takes up an (...) understanding of free human action that is constrained by Anscombe’s account of intentional action in Intention, then an account of free human action as distinctively caused or determined by the agent is untenable. However, the notion of necessitation that Anscombe presents in ‘Causality and Determination’, which implies neither causality nor determination, offers an attractive alternative account. This alternative account pushes us to reconsider the sense in which human freedom is a power of self-determination, and to acknowledge the limits of our control in free action. (shrink)

In contract law, common mistake or frustration are grounds for relieving the promisor from the obligation to perform. Conventional economic theory justifies relief by appealing to its effect on the promisee’s incentives, namely, her incentives to act efficiently to prevent the unfavorable occurrence or its associated losses. The Article challenges this justification. While relief may indeed generate efficient incentives under certain conditions, these are not the conditions in which it is in fact granted. Consequently, the cases in which the conventional (...) theory recommends that relief be provided and those in which it is actually awarded, are incompatible. Based upon this premise, the Article develops a new theory of the law of common mistake and frustration, bearing descriptive and prescriptive implications. Under the new theory, the purpose of relief is not to incentivize promisees, but rather to determine the legal consequences of non-contemplated events. Viewed in this light, the Article identifies a new set of efficiency rationales for the rule. Under specified conditions, relief allows contracting parties to (1) refrain from welfare-reducing trade in unquantifiable risk; (2) maintain control over the distribution of contractual gains; and (3) overcome disincentives to form efficient contracts. The Article analyzes the conditions under which these virtues are applicable, and finds that they generally correspond to those in which relief is actually awarded. (shrink)

Business orientation toward sustainable development goals and the circular economy are relevant research topics today in business theory and practice. The waste recycling sector is a key industry in the circular economy framework for promoting clean production and environmental sustainability. This study analyzes business performance in the recycling sector, focusing on efficiency indicators. The associations between firm efficiency and risk variables were also evaluated. The study goes through several methodological stages, including a Data Envelopment Analysis (DEA) multistage method (...) and multivariate modeling: tobit regression, bootstrap models, and generalized method of moments (GMM). The main results indicate that the average efficiency of waste recycling firms is at a medium level. Large-sized firms achieve higher levels of efficiency than medium-sized and small firms, supporting the economies of scale hypothesis. The evidence also suggests that risk variables (rating score and Zscore) and capital structure are key determinants of firm efficiency in the waste recycling industry. (shrink)

Scientific research is constrained by limited resources, so it is imperative that it be conducted efficiently. This paper introduces the notion of epistemic expression, a kind of representation that expedites the solution of research problems. Epistemic expressions are representations that (i) contain information in a way that enables more reliable information to place the most stringent constraints on possible solutions and (ii) make new information readily extractible by biasing the search through that space. I illustrate these conditions using historical and (...) contemporary examples of biomolecular structure determination. Then, I argue that the notion of epistemic expression parts ways with pragmatic accounts of scientific representation and an understanding of models as artifacts, neither of which require models to accurately represent. Explicating epistemic expression thus fills a gap in our understanding of scientific practice, extending Morrison and Morgan's (1999) conception of models as investigative instruments. (shrink)

Actions are usually generalized among social group members. Importantly, the efficiency of an action with respect to achieving an external target determines action understanding, and it may have different degrees of social relevance to social groups. Thus, this study explored the role of action efficiency in action generalization. We used computer animations to simulate actions in social groups initiated by visual action cues or category labels, and we measured differences in response times between identifying actions that were and (...) were not consistent with group members, without explicit requirements regarding generalization. It was found that in both visually introduced and explicitly labeled social groups, when the group members acted inefficiently toward the external object, perceivers identified group‐consistent actions faster than group‐inconsistent actions, indicating that the exemplars' common inefficient actions are generalized to the unknown ingroup member, accordingly facilitating the identification of expected consistent inefficient action (Experiment 1). As this effect was not present when removing social group cues, it was determined to be specific to social groups (Experiment 2). Importantly, such generalization was not observed when the identical action was deemed efficient toward the external object (Experiment 3) and was specific to the demonstration of the action being completed by multiple group members rather than being repeated twice by one group member, supporting the group‐based inference and ruling out the possibility of the increased memorability of inefficient actions leading to more generalization relative to efficient actions (Experiment 4). Therefore, the efficiency of an action bounds the generalization of the action across social group members through a process that is spontaneous and implicit. _Background:_ Neurofeedback training (NFT) to decrease the theta/beta ratio (TBR) has been used for treating hyperactivity and impulsivity in attention deficit hyperactivity disorder (ADHD); however, often with low efficiency. Individual variance in EEG profile can confound NFT, because it may lead to influencing non-relevant activity, if ignored. More importantly, it may lead to influencing ADHD-related activities adversely, which may even result in worsening ADHD symptoms. Electromyogenic (EMG) signal resulted from forehead muscles can also explain the low efficiency of (...) the NFT in ADHD from both practical and psychological point-of-view. The first aim of this study was to determine EEG and EMG biomarkers most related to the main ADHD characteristics, such as impulsivity and hyperactivity. The second aim was to confirm our hypothesis that the efficiency of the TBR NFT can be increased by individual adjustment of the frequency bands and simultaneous training on forehead muscle tension. _Methods:_ We recruited 94 children diagnosed with ADHD (ADHD) and 23 healthy controls (HC). All participants were male and aged between six and nine. Impulsivity and attention were assessed with Go/no-Go task and delayed gratification task, respectively; and 19-channel EEG and forehead EMG were recorded. Then, the ADHD group was randomly subdivided into (1) standard, (2) individualized, (3) individualized+EMG, and (4) sham NFT (control) groups. The groups were compared based on TBR and EEG alpha activity, as well as hyperactivity and impulsivity three times: pre-NFT, post-NFT and 6 months after the NFT (follow-up). _Results:_ ADHD children were characterized with decreased individual alpha peak frequency, alpha bandwidth and alpha amplitude suppression magnitude, as well as with increased alpha1/alpha2 (a1/a2) ratio and scalp muscle tension when c (η 2 ≥ 0.212). All contingent TBR NFT groups exhibited significant NFT-related decrease in TBR not evident in the control group. Moreover, we detected a higher overall alpha activity in the individualized but not in the standard NFT group. Mixed MANOVA considering between-subject factor GROUP and within-subject factor TIME showed that the individualized+EMG group exhibited the highest level of clinical improvement, which was associated with increase in the individual alpha activity at the 6 months follow-up when comparing with the other approaches (post hoc t = 3.456, p = 0.011). _Conclusions:_ This study identified various (adjusted) alpha activity metrics as biomarkers with close relationship with ADHD symptoms, and demonstrated that TBR NFT individually adjusted for variances in alpha activity is more successful and clinically more efficient than standard, non-individualized NFT. Moreover, these training effects of the individualized TBR NFT lasted longer when combined with EMG. (shrink)

Evidence-based practice in psychology consists of two quality parameters. One of these quality parameters is efficacy and the other is efficiency. In this article, it is argued that the only relevant parameter for determining quality in clinical care is efficiency. Moreover, emphasising efficacy in psychotherapy practice is symptomatic of a scientocentric ideal in evidence-based practice in psychology. The proper understanding and use of scientific findings entail leaving this scientocentric ideal. The comprehensive liberalisation of the electricity market at the end of the last century has initiated a dynamic development. The politically determined disjunction of the network operation from generation, commerce and distribution which broke open the value added chain concerning the business organisation is to induce competition and consequently lower prices. Thus, besides a secure electricity supply, profitability, efficiency, quality and environmental aspects constitute present aims and have led to an enormous increase of complexity in the power supply. Furthermore, (...) the imponderability and uncertainty of competition processes in a liberated market aggravate prognoses for future investment decisions. Not least the anymore rising electricity demand, the emerging of a single European power market as well as technically pushed changes in the production structure, due to the emergence of alternative forms of power generation such as wind or solar energy, biomass energy or fuel cells, account for electric networks which afford complex planning and regulation mechanisms. This article gives a survey of various requirements posed on electricity networks and concludes with a short description of solution approaches to safeguard a cost-saving and secured future electricity supply. The data were collected from the annual financial reports of Saudi banks from 2014 to 2018. The Saudi banking sector consists of 11 banks, 4 of which are Islamic. In this study, the major financial ratios are subgrouped into the (...) profitability ratios, managerial practices, asset and loans, capital adequacy ratios, and liquidity. First, regression analysis is implemented with efficiency ratio as a dependent variable and the proxies of banks’ profitability, liquidity, asset quality, management ratios, and capital adequacy ratios as independent variables. Next, the feature selection is applied for different prediction models. Subsequently, 4 prediction models were developed to choose the best fit. The performance metrics have also been evaluated. Regression results exhibit that the efficiency of both conventional and Islamic banks is highly affected by profitability, liquidity, and managerial practices. Finally, we choose the best prediction model with the highest R2 in the training and the testing phases with/out feature selection that is the CHAID model. The best predictors of cost efficiency for Saudi banks are the capital ratios, namely, CAR total and CAR tier 1. Findings are theoretically and practically important to academics, investors, and policymakers. Policymakers can benefit from the novelty of this study in building an early warning system using the CHAID model to predict different financial distress scenarios. (shrink)

Algorithmic software for mathematical modeling of structural stability is considered, which is reduced to solving a partial generalized eigenvalues problem of sparse matrices, with automatic parallelization of calculations on modern parallel computers with graphics processors. Peculiarities of realization of parallel algorithms for different structures of sparse matrices are presented. The times of solving the problem of stability of composite materialsusing a three-dimensional model of "finite size fibers" on computers of different architectures are given. In mathematical modeling of physical and technical (...) processes in many cases there is a need to solve problems of algebraic problem of eigenvalues with sparse matrices of large volumes. In particular, such problems arise in the analysis of the strength of structures in civil and industrial construction, aircraft construction, electric welding, etc. The solving to these problems is to determine the eigenvalues and eigenvectors of sparse matrices of different structure. The efficiency of solving these problems largely depends on the effectiveness of mathematical modeling of the problem as a whole. Continuous growth of task parameters, calculation of more complete models of objects and processes on computers require an increase in computer productivity. High-performance computing requirements are far ahead of traditional parallel computing, even with multicore processors. Today, this problem is solved by using powerful supercomputers of hybrid architecture, such as computers with multicore processors and graphics processors, which combine MIMD and SIMD architectures. But the potential of high-performance computers can be used to the fullest only with algorithmic software that takes into account both the properties of the task and the features of the hybrid architecture. Complicating the architecture of modern high-performance supercomputers of hybrid architecture, which are actively used for mathematical modeling means a significant complication of efficient use of these resources in creating parallel algorithms and programs. here are problems with the creation of algorithmic software with automatic execution of stages of work, which are associated with the efficient use of computing resources, ways to store and process sparse matrices, analysis of the reliability of computer results. This makes it possible to significantly increase the efficiency of mathematical modeling of practical problems on modern high-performance computers, as well as free users from the problems of parallelization of complex problems. he developed algorithmic software automatically implements all stages of parallel computing and processing of sparse matrices on a hybrid computer. It was used at the Institute of Mechanics named after S.P. Tymoshenko NAS of Ukraine in modeling the strength problems of composite material. A significant improvement in the time characteristics of mathematical modeling was obtained. Problems of mathematical modeling of the properties of composite materials has an important role in designing the processes of deformation and destruction of products in various subject areas. Algorithmic software for mathematical modeling of structural stability is considered, which is reduced to solving a partial generalized problem of eigen values of sparse matrices of different structure of large orders, with automatic parallelization of calculations on modern parallel computers with graphics processors. The main methodological principles and features of implementation of parallel algorithms for different structures of sparse matrices are presented, which ensure effective implementation of multilevel parallelism of a hybrid system and reduce data exchange time during the computational process. As an example of these approaches, a hybrid algorithm of the iteration method in subspace for tape and block-diagonal matrices with a frame for computers of hybrid architecture is given. Peculiarities of data decomposition for matrices of profile structure at realization of parallel algorithms are considered. The proposed approach provides automatic determination of the required topology of the hybrid computer and the optimal amount of resources for the organization of an efficient computational process. The results of testing the developed algorithmic software for problems from the collection of the University of Florida, as well as the times of solving the problem of stability of composite materials using a three-dimensional model of "finite size fibers" on computers of different architectures. In order to extract the regularities underlying a continuous sensory input, the individual elements constituting the stream have to be encoded and their transitional probabilities (TPs) should be learned. This suggests that variance in statistical learning (SL) performance reflects efficiency in encoding representations as well as efficiency in detecting their statistical properties. These processes have been taken to be independent and temporally modular, where first, elements in the stream are encoded into internal representations, and then the co‐occurrences between (...) them are computed and registered. Here, we entertain a novel hypothesis that one unifying construct—the rate of information in the sensory input—explains learning performance. This theoretical approach merges processes related to encoding of events and those related to learning their regularities into a single computational principle. We present data from two large‐scale experiments with over 800 participants tested in support for this hypothesis, showing that rate of information in a visual stream clearly predicts SL performance, and that similar rate of information values leads to similar SL performance. We discuss the implications for SL theory and its relation to regularity learning. (shrink)

This dissertation presents a new interpretation of Rene Descartes' views on body/body causation by examining them within their historical context. Although Descartes gives the impression that his views constitute a complete break with those of his predecessors, he draws on both Scholastic Aristotelian concepts of the efficient cause and existing anti-Aristotelian views. ;The combination of Aristotelian and anti-Aristotelian elements in Descartes' theory of causation creates a tension in his claims about the relationship between the first cause, God, and the secondary (...) causes, created things. To make sense of Descartes' position on secondary causation I study the 16th and 17th century debates on secondary causation, God's concurrence, and the action of efficient causes. I examine the Aristotelian commentaries of the Jesuit philosophers Francisco Suarez, Francisco Toledo, Antonio Rubio and the Coimbran Commentators. I also analyze the anti-Aristotelian views on nature and causation found in Sebastian Basson's textbook on natural philosophy. ;The Jesuit philosophers, like Descartes, deny that the extendedness and impenetrability of matter requires the existence of occult forces to penetrate the matter and exercise causality. Rather they argue that causality is exercised by a thing's form and that causal interaction requires only contiguity not penetration. They also downplay the importance of the final cause, making the efficient cause prior in the study of nature. While Descartes rejects their hylomorphism, he agrees with the Jesuits that there are secondary efficient causes which determine God's action, causing a specific kind of effect. However, for Descartes the secondary causes are the laws of nature, not individual substances. ;Descartes' reduction of all natural change to the local motion of material particles is reminiscent of Basson's anti-Aristotelian natural philosophy. Basson reacts against the Jesuit view of secondary causation, arguing that it commits them to attributing cognition to physical causes. His own account of natural causation contains both mechanistic elements, which we find in a more developed form in Descartes' philosophy, and Neoplatonic and Stoic elements which Descartes rejects. The age of global risks and changes that have come into play where stable development used to be a norm and the era of postmodernism, as a possibility of the multiplicity of meanings and solutions, determine the vectors of human development in the 21st century. Human society is undergoing changes, digital technologies are increasingly penetrating various domains of life, and it has become clear, they are here to stay because they are already changing life itself. The postmodern generation, consumed by (...) "virtual reality", sees the world differently. They need knowledge different from what previous generations used where knowledge itself requires new methods of education. With all positive and negative implications, the e-learning format has established itself as a viable education option in times of the world pandemic. The way this learning format transforms the higher education system is irrevocable. Thus, an increasing number of universities are integrating online and personalized components into their courses. However, the role of the teacher remains invariably important. Although methods and format of their work may adjust and alter, it is the teacher who passes on human experience, imbues knowledge with emotional coloring and encourages reflection and reasoning. Therefore, the e-learning system rests on two factors, namely, the presence on the Internet and the development of student-teacher relations. All available research and resources are currently aimed at improving technical capabilities, whereas the "student-learner" system needs to be reconsidered. It will not be destroyed in the new conditions, rather transformed into new forms. (shrink)

Purpose The manner in which people, businesses and governments perform is changing because of the spread of technology. Digitalization of governments can be considered a necessity as we are now entering the era of the Internet-of-Things. The advantages and disadvantages of electronic governments have been examined in several research studies. This study aims to examine the attitudes of decision-makers towards e-government. The research aims are as follows: to determine the problems related with e-government usage, to establish the factors which decrease (...) the usage of e-government services and to propose recommendations for the effective application of e-government practices. Design/methodology/approach Qualitative research has been used for the study. Participants were chosen by the snowball sampling method, and face-to-face in-depth interviews were conducted with all decision-makers. In-depth interviews are more efficient and enable the acquisition of better qualitative information, in-depth knowledge and statistics, as the distance between the interviewer and interviewee is reduced. Questions asked can be categorized under two sections, where the questions in the first section are related to the decision-maker’s management style/managerial proposition, and in the second section, technological questions are asked in terms of the preferred communication method and the decision-makers’ attitudes towards e-government practices. Findings Decision-makers perceive electronic government to be important, while the level of importance is observed to be different among the decision-makers. Chronic problems exist in many countries, such as nepotism, where the decision-makers have conflicting arguments about e-government and the resulting effect on nepotism. Furthermore, the study also indicates that decision-makers are aware of the importance of mobile government, although they acknowledge that more time is required, as their country is still developing. Electronic voting is also perceived to be important, although the decision-makers believe that security and privacy issues need to be solved before related projects can be initiated. Originality/value This research can be a benchmark study for the decision-makers of small island developing states by means of e-government. The impediments preventing the effective application of e-government practices are also discussed in the study. This study will be useful to highlight the triggers and obstacles for e-government development in the context of a developing country. Internet penetration has increased significantly since the 2000s, and therefore, decision-makers need to consider the shift in citizens’ behaviour, such as the high usage of smartphones and the emergence of the Internet-of-Things. A major purpose in nationalizing the provision of health care in the UK was to affect its distribution between people, and, in particular, to minimize the impact of willingness and ability to pay upon that distribution. It has never been clear, however, what alternative distribution rule is to apply. There is no shortage of rhetoric about ‘equality’ and ‘need’, but most of it is vacuous, by which I mean it does not lead to any clear operational guidelines about who (...) should get priority and at whose expense. The closest we have got so far to such explicit guidelines has been the formulae which determine the geographical distribution of NHS funds, the driving force behind which is a notion of need based on relative mortality rates and on the demographic structure. This article considers the principles that ought to be used to determine the scope and content of contract law's «default rules», the rules that will, in the absence of express exclusion, govern parties» contractual relationships. It examines three, ostensibly competing, approaches discussed in the literature: that defaults be grounded in the subjective consent of contracting parties, in the customs and norms immanent within the parties» community, and in the value of economic efficiency. It argues that each has something of (...) value to tell us about default rules, but that none can, in isolation, offer a wholly compelling prescription for their design. Rather, the best such prescription must be an eclectic one, drawing something from all three accounts, but varying to reflect the institution promulgating the default. Where defaults are promulgated legislatively, the case for choosing rules that will promote efficiency is a strong one, and the main criticism of efficiency analysis is shown, in this particular context, to be misguided. Where, however, defaults are promulgated adjudicatively—in the context of settling individual cases—the normative appeal of efficiency is much reduced. The article, then, criticizes efficient adjudicative defaults against their defenders, whilst defending efficient legislative defaults against their critics. (shrink)

In this work the authors present a general theory of bureaucracy and use it to explain behaviour in large organizations and to explain what determines efficiency in both governments and business corporations. The theory uses the methods of standard neoclassical economic theory. It relies on two central principles: that members of an organization trade with one another and that they compete with one another. Authority, which is the basis for conventional theories of bureaucracy, is given a role, despite reliance (...) on the idea of trade between bureaucracies. It is argued, however, that bureaucracies cannot operate efficiently on the basis of authority alone. Exchange between bureaucrats is hampered because promises are not enforceable. So trust and loyalty between members of bureaucratic networks play an important part. The authors find that vertical networks promote efficiency while horizontal ones impede it. (shrink)

It is demonstrated that efficient technical policy must be based on the necessity of natural ecosystems stability. Specific mechanisms, maintaining ecosystems stability are disclosed in this work-prevalence of synthesis processes over degradation and destruction ones; presence of ensuring and duplicating mechanisms; variability of species; a biosphere hierarchy. It is proved the necessity of transition from anthropocentrism towards biocentrism to prevent the ecological catastrophe threat.

This dissertation provides a systematic analysis of when an individual or group has a right to secede that is grounded in self-determination. Since the primary question in a secessionist conflict concerns the territory being contested, any analysis of the right to secede must provide an account of what grounds the existing state's claim to political jurisdiction over its territory. With this in mind, I examine consent and teleological justifications for the state and find both inadequate. ;The consent account posits that (...) a political state is justified just in case it has the consent of its citizens. I reject the consent approach for its unacceptable implication that unlimited secession is permissible from all existing states. I then suggest that our disinclination to allow unlimited secession is instructive since it indicates not only that we believe a consentual justification is morally unnecessary, but also that a state is justified in virtue of the peace it secures and the rights it protects. This teleological justification ultimately proves inadequate as well, however, because it both restricts secessionist movements that seem permissible and allows coercive annexations that appear clearly unjustified. ;As an alternative to these extremes, I propose a hybrid model of political legitimacy. According to my theory, while individuals and small groups may not secede, a larger group may, provided it is of sufficient size to satisfactorily perform the functions that are necessary for a state to ground its claim to territory. Thus I conclude a political state should limit political liberty in a manner analogous to the way it legitimately limits the liberty to drive a car. Specifically, since many people would be harmed if there were no legal restrictions on who could drive, states institute age and health requirements limiting who may drive. Citizens not eliminated by these standards must also demonstrate a minimum threshold of competence by passing tests. In similar fashion, a state may initially restrict the right to secede to groups of a specific size, and then further require that interested parties demonstrate their ability and willingness to govern in a stable, efficient, and liberal manner. Purpose. To determine the potential of deforming broaching for the improvement of efficiency of cutter chisels in the mining industry. Methodology. The study of the application of the technological process of deforming broaching was carried out based on the experimental research into conditions of assembly of press couplings corresponding to cutting rock-destroying tools, the working surface of which is reinforced with solid-alloy inserts. Findings. Based on the conducted research, a new process of assembling the crowns of cutter chisels with (...) the use of deforming broaching was developed. Originality. It was determined that the range of angles of inclination of generatrix of the working cone of the deforming element and the roll-treading lip of the insert, which are necessary for efficient machining and pressing in crowns of cutters, is 4–16°. It was proven that the “solid alloy-steel” press couplings for cutter chisels will have the maximum bearing capacity at total tension a/d0 ≤ 3 %. It was found that it is necessary to foresee the following distribution of tensions: to perform 2 % of deformation by preliminary deforming broaching, and 1 % ‒ by pressing in an insert Practical value. The use of deforming broaching makes it possible to increase the strength of fastening the inserts of cutter chisels by 2 times, to reduce specific consumption of the tool by 4.4 times, and to increase the average drilling rate by 4 times. The growth of Sweden’s urban population necessitates new approaches for increasing the sustainability and energy efficiency of multifamily buildings. The development of such approaches will require a holistic and integrated understanding of the factors driving the decision making of both professionals who design buildings and end-users who live in them. This paper, therefore, uses the goal framing theory to determine which aspects of multifamily buildings are considered important by these two groups of actors. An empirical study based on semi-structured (...) interviews with professionals involved in building design and development was conducted to identify goals affecting the choices made during building design and development. In parallel, a questionnaire survey of building end-users was conducted to determine which factors guided their choice of dwelling. It was found that professionals’ design choices were primarily governed by normative goals relating to environmental benefits but were also influenced by the other goals. These included gain goals relating to budgetary constraints and keeping the building’s operational and maintenance costs low. Hedonic goals were also important; some design choices were made with the aim of providing pleasant, comfortable, and convenient living environments, or of giving the buildings a distinct aesthetic or some other special features. By comparing the professionals’ responses to the end-user surveys, it was found that the two groups had similar views concerning gain goals; both considered it important for apartments to be affordable and easy to maintain. However, their views on hedonic and normative goals differed markedly. The professionals sought to strike an optimal balance between different related aspects, whereas end-users placed greater importance on aspects relating to hedonic and gain goals when choosing dwellings. The findings provide a basis for constructive discussions on building design and development, and the scope for creating buildings that encourage end-users to adopt sustainable living practices while also satisfying their needs and preferences. In his paper “The challenge of brain death for the sanctity of life ethic”, Peter Singer advocates two options for dealing with death criteria in a way that is compatible with efficient organ transplantation policy. He suggests that we should either redefine death as cortical death or go back to the old cardiopulmonary criterion and scrap the Dead Donor Rule. We welcome Singer’s line of argument but raise some concerns about the practicability of the two alternatives advocated by him. We (...) propose adding a third alternative that also – as the two previous alternatives – preserves and extends the possibility of organ transplantation without using anyone without their consent. Namely, we would like to draw readers’ attention to a proposal by Robert Veatch, formulated 42 years ago in his 1976 book “Death, dying, and the biological revolution” and developed further in his later publications. Veatch argues for a conscience clause for the definition of death that would permit people to pick from a reasonable range of definitional options. This autonomy-based option, we believe, is more likely to be practicable than the two options advocated by Singer. Furthermore, we present data from a study with Lithuanian participants that suggest that there is quite pronounced variation of preferences concerning death determination. (shrink)

Due to the increasing number of people traveling by air, the passenger flow at the airport is increasing, and the problem of passenger drop-off and pickup has a huge impact on urban traffic. The difficulty of taking a taxi at the airport is still a hot issue in the society. Aiming at the problem of optimizing the allocation of taxi resource, this paper is based on the cost-benefit analysis method to determine the factors that affect the taxi driver’s decision-making. The (...) mathematical methods such as function equation, BP neural network algorithm, and queuing theory were used to establish a complete decision-making model for taxi drivers and an optimization model of dispatching efficiency at the airport. A conclusion has been drawn that the allocation of airport taxi resource should be arranged closely related to drivers’ revenue and the layout of airport line. (shrink)

However, like banks and savings banks, they have to be as efficient and competitive as possible to survive in today’s business environment, especially at times of crisis. To date, there have been very few studies on their efficiency and practically none for the crisis period. Moreover, almost all the existing studies assess only financial efficiency, without considering their social function. This study (...) examines the levels of both financial and social efficiency in Spanish credit unions as well as their main determinants during the recent crisis. We apply the two-stage double bootstrap data envelopment analysis methodology based on panel data corresponding to all the credit unions active in Spain between 2008 and 2013. The empirical results indicate that financial and social efficiency achieved an acceptable level, although on average the former was slightly greater than the latter. We also find that both age and merger and acquisition activity were positively influential on the financial efficiency of credit unions but had a significant negative effect on their social efficiency. Moreover, the regional location of such entities and the financial crisis were also crucial determinants of both types of efficiency. Our findings are therefore useful for all the stakeholders of credit unions to know if these entities have been efficient according to a double bottom line accounting in the crisis period and hence to maintain successful social management that is compatible with satisfactory financial efficiency. Kruja is a middle-range city located in the center of Albania. The city of Kruja dates back to its existence from the V-VI century and extends to the city around the VI and IX centuries. It becomes the first capital of Albania in the XI-th century, specifically in 1190. This paper is going to deal with only two groups of buildings that are an integral part of the historical city of Kruja, the historical dwellings (XVIII century) and the socialist ones (...) (1960-1985). This paper aims to analyze through linear regressions the relation between two parameters: moisture content and temperature of the indoor walls and floors of the historic and socialist buildings in the city of Kruja. Three types of historic dwelling and three types of socialist apartments have been analyzed, relatively uniformly oriented. The measurements with specific instruments are done on the same day, for three hours. The degree of reactivity is different for both groups of buildings. The historical buildings are more sensitive to temperature rise. They respond invers to it (as the temperature rise, the level of the moisture content decreases), with a higher coefficient than socialist ones, and appear to be more efficient in reducing the level of the moisture, despite the average moisture content being higher. This paper takes into consideration also the analysis of the materials of the construction for both categories. If the level of moisture is reduced, the buildings will be improved and the quality of life indicators of the inhabitance will be improved too. (shrink)

In a recent issue of the Reviews of Modern Physics commemorating Niels Bohr's sixtieth birthday, and under the editorship of the latest Nobel Prize winner in physics, W. Pauli, there appeared such a theory—written by Bohr's former student, J. A. Wheeler and Wheeler's associate at Princeton, R. P. (...) Feynman. The title of their paper appears harmless enough: “Interaction with the Absorber as the Mechanism of Radiation.” It is one part of a more comprehensive three-part paper intended for later publication as a general constructive critique of classical field theory and of the theory of action at a distance as propounded by Schwarzschild and Fokker.
