The central issue of Heidegger’s thought is the question of being. More precisely, it is the question of the relation between being and human being, the relation, that is, between Sein and Dasein. This article addresses the so-called turn in Heidegger’s thinking of this relation. In particular, it shows how this turn entails a shift from a transcendental-horizonal projection of world to “an indwelling releasement [inständige Gelassenheit] to the worlding of the world”. Although a wide range of pre- and post-turn (...) texts are referenced, since this shift is explicitly thematized in Heidegger’s Country Path Conversations, these three fictional conversations from 1944/45 take center stage in this study. A topological description of space is given, based on the relation of connection among regions and the property of being limited. A minimal set of 10 constraints is shown to permit definitions of points and of open and closed sets of points and to be characteristic of locally compact T2 spaces. The effect of adding further constraints is investigated, especially those that characterise continua. Finally, the properties of mappings in region-based topology are studied. Conserved upstream open reading frames (uORFs) are found within many eukaryotic transcripts and are known to regulate protein translation. Evidence from genetic and bioinformatic studies implicates disturbed uORF‐mediated translational control in the etiology of human diseases. A genetic mouse model has recently provided proof‐of‐principle support for the physiological relevance of uORF‐mediated translational control in mammals. The targeted disruption of the uORF initiation codon within the transcription factor CCAAT/enhancer binding protein β (C/EBPβ) gene resulted in deregulated C/EBPβ protein isoform expression, (...) associated with defective liver regeneration and impaired osteoclast differentiation. The high prevalence of uORFs in the human transcriptome suggests that intensified search for mutations within 5′ RNA leader regions may reveal a multitude of alterations affecting uORFs, causing pathogenic deregulation of protein expression. Having been supressed and denied their rights by successive Syrian governments over the years, Syrian Kurds are now asserting a de facto autonomy. Since the withdrawal of the Syrian President's forces from the ethnically Kurdish areas in the early months of the current civil war, the inhabitants have declared a self-rule government along the lines of the Kurdistan regional government in northern Iraq. For Syrian Kurds, the creation of a small autonomous region is a dream fulfilled, albeit one unrecognized by (...) the international community. Some 15% to 17% of the Syrian population is Kurdish. Whether they can achieve statehood will depend on a reading of international law and on how the international community reacts. In this study, Open Mind – an interactive learning platform – was introduced as a pedagogical tool in developing students’ intellectual humility using a sample of 35 upper level undergraduate business students enrolled in a business ethics course in the mid-Atlantic region of the U.S.. Students completed the 5-step Open Mind learning assignment as a measure of intellectual humility during the first four weeks of class. Class lectures were concurrently given while students completed the Open Mind exercise. (...) Students were subsequently required to debate a controversial topic during the remaining 11 weeks of the class. Various grading rubrics as well as skill assessment matrix are provided to assist faculty in adopting this learning platform in their classrooms. Initial evidence showed that Open Mind was efficacious in fostering student intellectual humility. Implications for teaching business ethics using Open Mind to cultivate intellectual humility are discussed. (shrink)

Introduction. Modern times are characterized by independence from financial support for travel due to introducing an ordinary region with its daily surrounding into tourist circulation, focusing not on distance, but on the depth of emotions when choosing a place to visit. The aim of the study is to assess the factors of transforming the tourist environment in a region, which might result in a number of challenges for managing the regional development. Methods. In the framework of the study, both general (...) logical methods and empirical methods are used. In particular, the analysis of approaches to managing a tourist region in the post-tourism era, as well as new tourist practices are based on classification and periodization. When choosing the factors of the tourist region new format, the case method and comparison were applied. The scientific novelty of the study. The authors substantiate that the new era will be determined by changes in the labor–leisure ratio, new tourist practices and new tourist region format. The new tourist region format involves a transition to understanding the tourist as a temporary resident of the region and actualizes the need for coexistence. Results. The state of post-tourism for such a region may be due to the emergence of new residentsowners of second homes and business migrants, as well as the social effect of deliberate tourism practices. The competition of such regions is based on intangible resources. The factors of transforming the tourist environment made it possible to give a new look at assessing the effectiveness of an event for the territory. The authors propose threshold values that will allow making decisions on the co-financing of the event from the regional or local budget. Conclusions. Hybridization of tourism and leisure does not provide a complete answer about a possible reduction in work hours, however, indicates a short-term leisure mobility of individuals. New tourism practices are based on awareness and desire to increase self-efficacy. Such transformations open up new opportunities for the territory development. (shrink)

The present paper traces the trajectory of the development of Husserl’s phenomenology from its incipient eidetic phase over the transcendental to the lifeworld-phenomenological, and ascertains that, in spite of all their complexities, the idea of Zu den Sachen selbst is the very objective of all those ‘phenomenological’ investigations. The search after the ‘immediately given’ (Vorgegebenheiten) finally discovers that the concrete cultural life-worlds are the authentically ‘immediately pre-given’ and all kinds of knowledge and sciences (higher cultural configurations) are nothing but idealizations (...) of those floor-like concrete life-worlds. Phenomenology previously as rigorous first science is now re-oriented as phenomenology as rigorous (i.e., transcendental) regional studies. Transcendental regional studies (i.e., life-world phenomenology), I’d like to argue, is the very key to the resolution of the ambiguities of the concept of life-world as well as the key to the understanding of the vague future direction of phenomenological philosophizing that Husserl himself left open. The robustness of a system indicates its ability to withstand disturbances while maintaining its properties, performance, and efficiency. There are plenty of studies on the robustness of air transport networks in the literature. However, few works consider its mesoscopic organization. Building on the recently introduced component structure, we explore the impact of targeted attacks on the weighted world air transportation network on its components. Indeed, it contains five local components covering different regions and one global component linking these (...) class='Hi'>regions. We investigate targeted attacks based on influential weighted centrality measures. Results show that the local components gradually separate from the world air transportation network as the fraction of removed airports grows. The weighted betweenness attack removes fewer top airports to isolate the regions compared to its alternatives. Furthermore, it is still convenient to travel locally in the separate areas. In contrast, strength and PageRank attacks need to target more airports to split the network. However, they are more disruptive. Indeed, the size of the isolated local components reduces drastically, so it becomes more challenging to travel locally. Looking at the world air transportation network through its component structure reveals a new viewpoint on its resilence. It opens new perspectives to design more efficient attacks. (shrink)

BackgroundThe increasing emphasis on research, development and innovation for health in providing solutions to the high burden of diseases in the African Region has warranted a proliferation of studies including clinical trials. This changing public health landscape requires that countries develop adequate ethics review capacities to protect and minimize risks to study participants. Therefore, this study assessed the readiness of national ethics committees to respond to challenges posed by a globalized biomedical research system which is constantly challenged by new public (...) health threats, rapid scientific and technological advancements affecting biomedical research and development, delivery and manufacture of vaccines and therapies, and health technology transfer.MethodsThis is a descriptive study, which used a questionnaire structured to elicit information on the existence of relevant national legal frameworks, mechanisms for ethical review; as well as capacity requirements for national ethics committees. The questionnaire was available in English and French and was sent to 41 of the then 46 Member States of the WHO African Region, excluding the five Lusophone Member States. Information was gathered from senior officials in ministries of health, who by virtue of their offices were considered to have expert knowledge of research ethics review systems in their respective countries.ResultsThirty three of the 41 countries responded. Thirty of respondent countries had a national ethics review committee ; 79 % of which were established by law. Twenty-five NECs had secretarial and administrative support. Over 50 % of countries with NECs indicated a need for capacity strengthening through periodic training on international guidelines for health research ethics; and allocation of funds for administrative and secretariat support.ConclusionsDespite the existing training initiatives, the Region still experiences a shortage of professionals trained in health research ethics/ethicists. Committees continue to face various capacity needs especially for evaluating clinical trials, for monitoring ongoing research, database management and for accrediting institutional ethics committees. Given the growing number of clinical trials involving human participants in the African Region, there is urgent need for supporting countries without NECs to establish them; capacity strengthening where they exist; and creation of a regional network and joint ethical review mechanisms, whose membership would be open to all NECs of the Region. Lindquist et al. have assumed that functional specialization requires a one-to-one mapping between brain regions and discrete emotions. This assumption is in tension with the fact that regions can have multiple functions in the context of different, possibly distributed, networks. Once we open the door to other forms of functional specialization, neuroimaging data no longer favor constructionist models over natural kind models.

Although justification and implementation of human rights are typically dealt with as separate issues, the lines between them become particularly opaque when dealing with contested rights claims, particularly those made by immigrant groups. The relevant lessons from Europe seem to indicate that in these sorts of cases, questions of justification can become embedded in deliberative practices that lead to their greater institutional entrenchment. The heterogeneity of deliberative practices out of diverse Member State administrative contexts can be turned into an epistemic (...) virtue when including additional perspectives that increase the likelihood of avoiding error and alleviating bias. With a focus on immigrant rights in the EU, I first give a stylized rendition of the shortcomings of three views—post-national rights theorists, liberal nationalists, and cosmopolitans. In contrast, experimentalists highlight the democratic potential of realizing rights on a pragmatic model of the Open Method of Coordination that better responds to regional problems not necessarily tied to a single site of sovereignty. Since immigrants in the EU are party to multiple overlapping political communities, the democratic justification of rights in contested cases can be directly tied to this novel institutional implementation, forging a modified social imaginary in the process for all affected actors. Introduction. For three decades, the subjects of the Russian Federation have been participants in international relations, establishing international, foreign economic, cross-border cooperation with foreign partners. What are the opportunities and limitations of the international activities of the Russian regions? Have they transformed during this period? If so, in which direction and what was the reason for this? The purpose of this article is to find answers to these questions. Methodology. The conceptual basis of this study is the concept of (...) paradiplomacy. The methodological basis of the study was the approach of Manuel Du- ran. The researcher suggests studying four aspects relevant to the study of the role of subnational government (powers, capabilities, abilities and presence). Methods. From the view point of the research design, the article is a case study, because it is based on the method of studying specific cases (case-study). The Sverdlovsk region was chosen as the object of the research. Results. Summarizing the results of the analysis of the Sverdlovsk region’s paradiplomacy, the author comes to the conclusion that Russian regions enter into international / foreign economic agreements, but only with the subjects of foreign federal states, administrative-territorial entities of foreign states. Secondly, the subjects of the Russian Federation take part in the work of international organizations, but only with those created specifically for these purposes. Thirdly, the regions also communicate with foreign states authorities, but only with the consent of the Government of the Russian Federa- tion. Fourthly, the subjects of the Russian Federa- tion open their representative offices outside the country, but in agreement with the Russian Foreign Ministry. Finally, the authorities of the constituent entities of the Russian Federation create institu- tions of paradiplomacy, which is expressed in the activities of regional ministries whose task is to as- sist in the developing international cooperation. Conclusions. The author outlines possibilities and limitations of paradiplomacy at the legislative level. Informally, the heads of the constituent entities of the Russian Federation should be guided by the foreign policy line formulated by the head of the state. On a number of foreign policy events, certain Russian governors can take a firmer position than the federal center. (shrink)

The close coupling between media and science becomes predominant in the context of public controversies over science during disasters like earthquakes. The paper discusses some crucial aspects of this dynamic by investigating the role of regional press in Kerala, India, in initiating and maintaining a public controversy over a series of micro earthquakes in 2001 amidst growing public skepticism over the competence of Earth Science to convincingly explain the phenomenon. The press employed various strategies to challenge the official scientific explanation (...) of the phenomenon and broke open the ground for a spectrum of alternative interpretations and critical interventions, affirming greater public participation in science. Most of the experts continued to downplay the concerns raised by the media, but closure was attained when a lesser-known team of experts convincingly interpreted the geological events while participating in the deliberations. The paper analyses how the media played a crucial role in revealing and enhancing the entanglement of science with diverse actors and institutions during the controversy. (shrink)

As one of the foundations of existential positive psychology, self-transcendence can bring positive intrapersonal and interpersonal outcomes, especially in the COVID-19 era in which people are suffering huge mental stress. Based on Schwartz's theory of human basic values, the current study combines variable-centered and person-centered approaches to examine the relationships between adolescents' values and mental health across two regions in China. The results generally showed that both self-enhancement and conservation values were positively correlated with depression and loneliness, while both (...) self-transcendence and openness to change values negatively correlated with depression and loneliness. The results also showed that there were four value clusters, and, compared to adolescents in the self-focus and undifferentiated values cluster, all adolescents in the anxiety-free values cluster reported lower depression and loneliness, while all adolescents in the other-focus values cluster reported higher depression and loneliness. The differences between the two regional groups only emerged in depression. Specifically, adolescents in Shanghai have higher levels of depression than adolescents in Qingdao. This study provides some evidence for the new science of self-transcendence among adolescents and also sheds light on how we may improve the level of mental health during the COVID-19 era. (shrink)

According to the World Bank review, National Oil Companies control approximately 90% of the world’s oil reserves and 75% of production and many major oil and gas infrastructure systems. However, NOCs fall behind many smaller companies in terms of innovation. The reason is the closed nature of their business, which constrains innovations. It has been suggested that this problem can be solved by the application of an “Open Innovation” paradigm. The concepts of Open Innovation suggest firms who would (...) like to be more innovative to use internal as well as external sources for their idea generation.. However, this is not easy to deploy due to these organizations’ traditions, values, and institutional culture, which act as innovation obstacles in those companies. Innovations should be “Open” to find better solutions but should be “Closed” to fit with the cultural requirements of NOCs. This contradiction needs to be solved quickly for the sake of innovation, which is the key to ensure environmental and societal benefits and to prevent further harm. This article stresses the importance of Open Innovation in the petrochemical industry and discusses the difficulties for the industry to embrace it, especially in light of the advances in intelligent robotic systems applications in the sector. The questions are: How should large NOCs adopt innovations and become more open to innovation so that the best intelligent automatic solutions are adopted in such contexts? Is there a theory of knowledge and innovation that can solve the contradictions between Closed versus Open Innovation? This paper posits that a solution to the contradictions surrounding innovations in NOCs could be found in Teorija rezheniya izobretatelskih zadach, which has been used for decades to overcome contradictions and to develop inventive solutions, in a variety of similar sectors. In this paper, TRIZ theory has been suggested as a tool to deploy the “Open Innovation” paradigm to solve the above-mentioned contradictions, i.e., how to make things “Open” while keeping them “Closed” where necessary. Real-life examples from the oil industry, and recent applications from Azerbaijan specifically, are analyzed and interviews with the industry players used to test TRIZ theory as a tool for the Open Innovation paradigm in the oil sector. The paper sets out innovative solutions in intelligent robotic pipeline inspection systems, which operate in hazardous conditions unsuitable for humans, and which, for example, ensure that pipelines do not degrade to the extent, where they create environmental and societal damage. The problems, paradigms, and TRIZ praxis as applied in the oil sector examples given here offer important lessons for the global oil industry and other high hazard sectors globally; however, examples in the paper chosen from Azerbaijan and Caspian Region which is also the hometown of TRIZ. In this possible world, they continue talking. First, they Socratically agree that the physical is physical and only physical. Then, they call the physical an ontologically homogeneous domain. They then generalise the principle that the physical is causally unaffected by anything non-physical, into the principle that ontologically homogeneous domains do (...) not cause ontologically homogeneous domains. From a modern point of view talking about black hole singularities, they continue discussing the Chandrasekhar limit and the collapse of the physical laws as we know them. Mileva carries a burden and Albert stands up and carries it with her. The burden is an implication of the generalised principle. Relying on parsimony, only ontologically homogeneous domains are forbidden to cause ontologically homogeneous domains. This leaves the door open for ontologically heterogeneous domains to cause ontologically homogeneous domains. Also relying on parsimony, only ontologically homogeneous domains are forbidden to be caused by ontologically homogeneous domains and this allows ontologically heterogeneous domains to be caused by ontologically homogeneous domains. Ontologically heterogeneous domains, thus, are allowed to causally link ontologically homogeneous domains. Albert realises that the mathematical could qualify as an ontologically homogeneous domain and that the theoretical difficulties that are foreseen beyond the Chandrasekhar limit could be addressed by expanding physics into a context that contains also an ontologically heterogeneous domain. The theoretical difficulties beyond the Chandrasekhar limit would be due to an emergent mathematical-physical domain. Mileva concludes that Albert’s theory is not faulty but regional. Allowing our eyes to wander up, down, and across this truly great work, we spot the curved roof of a Buddhist monastery gorgeously nestled in a rugged valley halfway up a towering, mist-covered mountain. No image could more adequately capture the mystique that Chinese Zen monasticism attained in that era and has continued to cultivate into the modern period. Steven Heine's new book masterfully communicates the aura of Zen in those times by highlighting a segment of kōan literature that features the work of Zen masters in "opening a mountain." While it is clear that the mountain in this phrase is really a Zen monastery, and that this phrase became a standard way to refer to the initiation of a new monastery, Heine unravels this act of opening by detailing the enormously interesting historical/cultural tradition behind it.Long before the emergence of the Zen or even the Buddhist tradition in China, mountains symbolized numinous, spiritual power. Early Taoists had already used the image of the mountain as a metaphor of mysterious, otherworldly reality. Chinese [End Page 194] popular tradition pictured the deities residing at these far-off and little-known elevations. Buddhists continued to capitalize on images like this until literature valorizing the T'ang and Sung dynasty Zen masters brought them to their current cultural position. Climbing a mountain, and dwelling there, required the utmost mental and spiritual discipline. Residing in that lofty sphere, one attained a vision of the world that in its depth and breadth trumped any understanding that could be attained in the world below. The mountain recluse and the enigmatic Zen master who drew disciples into remote mountainous regions for mental or spiritual training is by now one of the best known, most powerful images in the world. It is quite understandable that the great Zen masters would "open" their monastic training centers in the kind of setting depicted in Heine's reconstruction of the idea of the mountain in Chinese history.What Heine's analysis makes clear, though, is that there is much more to the act of "opening" than we have hitherto assumed. Prior to the movement of Buddhist monasteries into these remote areas there existed a largely oral tradition concerning enigmatic mountain recluses who, like the legendary Taoist Lao-tzu, had withdrawn from the world in the quest for profound spiritual vision. Popular images of these visionaries were widespread throughout China in the medieval period, and no parallel to them existed in the staid, scholarly world of Buddhist monasticism. The movement of monastic Buddhism into that domain, therefore, necessitated a conflict and melding of images, and the terms in which this ideological battle would take place would not be derived from the rarified philosophical and textual traditions that had made Buddhism so impressive to earlier generations of Chinese converts. Instead, Zen masters would compete for popular recognition in south-central China in terms that were familiar to the residents of that area, namely of magical powers, demons, local deities, and the visions, apparitions, and exorcisms that supported that premodern metaphysical world.The innovation of Opening a Mountain is that, while not denying what Heine calls the "conventional understanding" of the kōan tradition, which has been communicated in largely modern, demythologized, psychological images, the book undertakes the study of kōan literature by being particularly attentive to these clear representations of the extent to which Zen was born and cultivated in a premodern world. This article explores the afterlives of the photographic production by Ruy Duarte de Carvalho (1941-2010), a Portuguese-born Angolan anthropologist who amidst the country's long-lasting civil war (1975-2002) engaged with the Ovakuvale trans-humant shepherds dwelling in the semi-arid region of southern Angola. Through the 1990s, Carvalho used analogue photographic cameras to document his field-work among the Ovakuvale, and afterwards engaged in various experiments with the medium for ethnographic purposes. Departing from the current assemblage of Carvalho's personal archive that remains after he (...) passed away, I explore distinct photographic relations connected to public usages of his Ovakuvale images during his lifetime, to discuss the ways in which he articulated them through diverse expressive modes and ventures - such as watercolours, illustrated publications, temporary exhibitions and a theatre play. Offering the opportunity to surrender to a broad experimental practice that makes his overall Ovakuvale ethnography particularly revealing, I project through the current archival assemblage a comparative approach to the rationales guiding the presentation of his Ovakuvale field images, to discuss salient temporal relationships between his method to produce and later reuse these images in postcolonial times. Contemporary bioethics education has been developed predominately within Euro-American contexts, and now, other global regions are increasingly joining the field, leading to a richer global understanding. Nevertheless, many standard bioethics curriculum materials retain a narrow geographic focus. The purpose of this article is to use local cases from the Asia-Pacific region as examples for exploring questions such as ‘what makes a case or example truly local, and why?’, ‘what topics have we found to be best explained through local cases (...) or examples?’, and ‘how does one identify a relevant local case?’ Furthermore, we consider the global application of local cases to help extend the possible scope of the discussion, opening new avenues for the development of practical bioethics educational materials. We begin with a background description and discussion of why local cases enhance bioethics education, move to an overview of what is currently available and what is not for the region, and then outline a discussion of what it means to be local using example cases drawn from Hong Kong, Australia, Pakistan, and Malaysia. We are not creating a casebook but rather constructing by example a toolbox for designing active and dynamic learning cases using regional diversity as contextualised cases with generalised principles. It undertook horizontal commitments in cross-border movement of individuals and commercial presence covering all types of services.

Entanglement has long been the subject of discussion by philosophers of quantum theory, and has recently come to play an essential role for physicists in their development of quantum information theory. In this paper we show how the formalism of algebraic quantum field theory (AQFT) provides a rigorous framework within which to analyse entanglement in the context of a fully relativistic formulation of quantum theory. What emerges from the analysis are new practical and theoretical limitations on an experimenter's ability to (...) perform operations on a field in one spacetime region that can disentangle its state from the state of the field in other spacelike-separated regions. These limitations show just how deeply entrenched entanglement is in relativistic quantum field theory, and yield a fresh perspective on the ways in which the theory differs conceptually from both standard non-relativistic quantum theory and classical relativistic field theory. Since the opening of the economy, China’s regional economy has developed rapidly, the overall national strength has been increasing, and the people’s living standards have been continuously improved. The issue of coordinated regional development has become an important issue in today’s society. Genetic algorithm is a kind of prediction algorithm that has developed rapidly in recent years and is widely used. However, when solving engineering prediction problems, there are often problems such as premature convergence and easiness to fall into local (...) optimal solutions. Therefore, on the basis of studying the related theories of genetic algorithm and artificial immune algorithm, this paper uses the advantages of the two algorithms, combines the two algorithms, and proposes an improved algorithm for genetic algorithm-adaptive immune genetic algorithm. Taking genetic algorithm as the basic framework, the operators and selection methods of artificial immune algorithm are integrated. Using the adaptive concept, the formulas of adaptive crossover probability and mutation probability are innovatively designed. Compared with the fixed value of the immune genetic algorithm, the introduction of the adaptive concept can intelligently adjust the optimization process and increase the optimization speed. Considering the double uncertain factors of product market demand and waste product recycling in the remanufacturing supply chain system, the maximization of logistics network operating profit, the minimization of environmental impact, and the maximization of customer satisfaction are the forecast goals. The market demand of uncertain products is effectively controlled through the option contract mechanism, and a multiobjective forecasting model based on the option contract mechanism is established. According to the characteristics of the model, an improved immune genetic algorithm is designed to solve the problem, and the effectiveness of the immune genetic algorithm is verified through an example. The role of subnational regions is ill-conceived in international law scholarship, which has come to slowly accept the important role that cities can play as international actors. Opening up the academic debate for a perspective on regions promises to develop new insights on the divide of governance functions between international organizations and states, regions and cities. At the same time, the regional focus helps to unearth some of the shortcomings of overly enthusiastic approaches to what cities can (...) do as global actors. International law scholarship has found it difficult, however, to engage with the concept of the region. This is owed, as this Article demonstrates, to difficult definitional issues as well as the informalizing bend of a focus on regional governance, which is hard to square with traditions of formalist thinking in international law. Ultimately, the Article argues that regions can function as a useful prism through which to analyze current governance challenges. (shrink)

The paper examines the invariance principles proposed by the analytical and phenomenological traditions for demarcating the boundaries of formal and regional ontologies. The principle of invariance with respect to isomorphic transformations, generalizing Alfred Tarski’s criterion for logical concepts, is extended to formal ontology as the theory of manifolds in its phenomenological interpretation. Isomorphism types, which are abstract individuals of the highest order, hypostases of forms of all possible ontologies, are considered as model-theoretical analogs of manifolds. The correlativity of the phenomenological (...) principles of demarcation of ontological regions and the criterion of invariance with respect to isomorphic transformations is demonstrated, leading to the convergence of logic and formal mathematics in both traditions and, at the same time, to the exclusion of geometry from formal ontology. Particular attention is paid to the discussion of the analytical and phenomenological traditions of the synthetic (material) a priori and the contribution that Wittgenstein’s doctrine on internal relations at different stages of its evolution makes to this discussion. The paper reveals the basis for later Wittgenstein’s criticism of his earlier project of creating a phenomenological language for expressing internal regional relations (such as the colours exclusion). The paper shows how Wittgenstein’s doubts about the possibility of an ideal notation based on the dichotomy of the logical and phenomenological led him to the study of invariants arising in language games. These invariants are not determined by the special properties of the categorical objects of formal ontology or the structures of regional subject matter, but are stable equilibria generated by the “consensus of actions.” New perspectives are outlined that are opened for logic and phenomenology by switching focus from the invariants of ontological structures to the invariants of structured interactions of various agents. . Effective text region extraction and binarization of image embedded text documents on mobile devices having limited computational resources is an open research problem. In this paper, we present one such technique for preprocessing images captured with built-in cameras of handheld devices with an aim of developing an efficient Business Card Reader. At first, the card image is processed for isolating foreground components. These foreground components are classified as either text or non-text using different feature descriptors of texts and (...) images. The non-text components are removed and the textual ones are binarized with a fast adaptive algorithm. Specifically, we propose new techniques for foreground component isolation, text extraction and binarization of text regions from camera captured business card images. Experiments with business card images of various resolutions show that the present technique yields better accuracy and involves low computational overhead in comparison with the state-of-the-art. We achieve optimum text/non-text separation performance with images of resolution 800×600 pixels with an average recall rate of 93.90% and a precision rate of 96.84%. It involves a peak memory consumption of 0.68 MB and processing time of 0.102 seconds on a moderately powerful notebook, and 4 seconds of processing time on a PDA. (shrink)

Sir Andrew Witty’s pivotal 2013 report (Witty, Encouraging a British invention revolution: Sir Andrew Witty’s review of universities and growth. Final Report and Recommendations, 2013) identified that universities have an extraordinary potential to enhance economic growth, and that much of this growth will come from small-to-medium enterprises (SMEs). The report noted that whilst they offer SMEs substantial benefits, many universities lack resources for external engagement. I argue that larger universities do contribute to this narrative but are driven by strong research (...) agendas and typically work with larger companies nationally and internationally. They are not particularly accessible to SMEs.This chapter discusses the impact that a small university can have on the regional economy in which it operates, and argues that smaller universities can be more focused on local need, especially in relation to supporting small businesses. It is presented within the context of the development of the University of Chichester Business School over the last 20 years; the successes and the challenges that had to be overcome. The University and the Business School is an example of an anchor institution, like many other small universities, embedded in their local economies, acting as facilitators at the heart of a network of open innovation, connecting supply chains, education establishments, local government and businesses.The importance of building long-term relationships is explored and illustrated with feedback from interviews with key stakeholders in the regional economy. In this paper, I discuss the relevance of indigenous normativity in advocating a deliberative yet autonomous political institution of the Gran Cordillera. I develop what I call ‘normative intercultural discourse.’ This notion attempts to integrate indigenous normative approaches and deliberative theory judiciously, without eliminating the distinctive character of each. In my opinion, this view can forge a shared understanding in the direction of the proposed Cordillera autonomous region. I argue that it can open the possibility for a stronger Cordillera (...) demos that reflects the Cordilleran aspiration to determining its economic, political, and social affairs. (shrink)

After being at the periphery for decades, India's proactive engagement with East and Southeast Asia has gradually transformed it into an active participant in Asian regional organizations and multilateral processes. This paper examines early Indian attempts at forging pan-Asian unity and assesses the motivations and impact of its Look East Policy. It evaluates India's changing role towards regional cooperation in South Asia and sub-regional groupings, the impact of domestic politics, and discusses how China has influenced Indian perceptions and strategy towards (...) What is the origin of individual differences in ideology and personality? According to the parasite stress hypothesis, the structure of a society and the values of individuals within it are both influenced by the prevalence of infectious disease within the society's geographical region. High levels of infection threat are associated with more ethnocentric and collectivist social structures and greater adherence to social norms, as well as with socially conservative political ideology and less open but more conscientious personalities. Here we (...) use an agent-based model to explore a specific opportunities-parasites trade-off hypothesis, according to which utility-maximizing agents place themselves at an optimal point on a trade-off between the gains that may be achieved through accessing the resources of geographically or socially distant out-group members through openness to out-group interaction, and the losses arising due to consequently increased risks of exotic infection to which immunity has not been developed. We examine the evolution of cooperation and the formation of social groups within social networks, and we show that the groups that spontaneously form exhibit greater local rather than global cooperative networks when levels of infection are high. It is suggested that the OPTO model offers a first step toward understanding the specific mechanisms through which environmental conditions may influence cognition, ideology, personality, and social organization. On July 19th 2021, the UK government lifted the COVID-19 restrictions that had been in place since March 2020, including wearing masks, social distancing, and all other legal requirements. The return to in-person events has been slow and gradual, showing that audiences are still cautious when they resume engaging in arts and culture. Patterns of audience behavior have also changed, shifting toward local attendance, greater digital and hybrid engagement, and openness to event format changes. As the arts and cultural industry (...) recovers from the pandemic, it is important to adopt an audience-oriented approach and look at the changing patterns of engaging in arts and culture. This study aims to better understand the impact of the pandemic on the patterns of cultural and arts engagement. Eight qualitative interviews were conducted to explore the changes in arts and cultural engagement since the restrictions were lifted, focusing particularly on the audience’s experiences of returning to in-person arts and cultural events in the Liverpool City Region. Using framework analysis, three themes were identified from the data: The new normal: reframing pre-pandemic and pandemic experiences of arts and culture, Re-adjusting to in-person provision, and Moving forward: online and blended provision. The findings show that the pandemic altered the ways that people engage in arts and culture. The “new normal,” a blend of pandemic and pre-pandemic experiences, illustrates how the pandemic has highlighted and reconfigured the importance of arts and culture, in terms of personal and cultural identity. Resuming in-person engagement after a long break, participants noted that they were able to feel more like themselves again. Arts and culture were perceived to be beneficial in rebuilding personal resilience and confidence. Engaging in arts and culture, following the isolating experience of the pandemic, has also helped participants feel reconnected to others through their shared experiences. Finally, the findings suggest that online provision remains vital for many, ensuring wider inclusivity, particularly for vulnerable audiences. At the same time, it is important to acknowledge the barriers to online inclusion and the possibility of this resulting in a growing digital divide. (shrink)

In this paper, some fundamental aspects of societal change processes are described, leading to proposals of how to cope with such changes through continuous learning within society. This change society is presently emerging worldwide. It is very much shaped by advanced networked information and communication technology. Correspondingly, certain trends are identified in this paper which indicate the change processes towards this new emerging society. Subsequently, different personal skills are described which are required for all members of society to cope with (...) these trends. The paper finishes with a case study which deals with regional development through open networked business processes. The aim of the project described was to develop a joint family vacation concept in the former socialist East German state of Saxonia. Most of what has been written on the ECSC/ EEC/ EC/ EU, has not been done by international relations (IR) theorists, but by comparativists, sociologists, historians, anthropologists, legal scholars, and many others. These writings are in general classified as intergovernmentalist, federalist, and supranationalist (functionalist and neo- functionalist) in most accounts of the theoretical perspectives on the EU (Webb 1983, Rosamond 2000). Wiener and Diez 2004 add a rational choice institutional category, as well, as they think that the policy analysis within (...) the polity developed into an autonomous brand of literature. It is only Andrew Hurrell in his chapter in Fawcett and Hurrell 1995, who makes an attempt to present the EU, as a regional integration, from the point of view of diverse IR approaches. Drawing on his classification scheme, I conduct an inquiry of the IR theories about European unification from the point of view of whether they allow for the iteration of the European experience in other parts of the world or not. The basic conclusion is that almost all IR work on Europe falls in the inter- governmentalist category, which tends to conceptualize the European Union as representing an n of 1. (Inter- governmentalism is the choice of realism and neo-realism, English School, and neoliberal institutionalism.) Within the liberal IR paradigm, there is a tension between law-focused and security-focused approaches, on the one hand, and economic approaches, on the other. The first believe in the possibility of multiple integrations, while the latter does not think that they are desirable. Critical theories are also hindered by divergent normative commitments, though the class-based theorizing is very clear about pursuing the social control of markets. (shrink)

Given the discovery of a distributed language and motor functional network, surprisingly few studies have explored whether language processing is related to motor skill training. To address this issue, the present study used functional magnetic resonance imaging to compare whole-brain activation between nonexperts and experts in table tennis, an open skill sport in which players make rapid decisions in response to an ever-changing environment. Whole-brain activation was assessed in 30 expert table tennis players with more than 7 years’ experience (...) and 35 age-matched nonexpert college students while they performed both a size and a semantic judgment task of words presented on a monitor. Compared with nonexperts, expert table tennis players showed greater activation in the left middle occipital gyrus and right precuneus while judging the size of the words versus during baseline fixation. They also showed greater activation in the left lingual gyrus during the semantic judgment task versus during baseline fixation. Our findings indicate that the visual regions engaged in language processing are associated with open motor skill training. (shrink)

It is widely assumed that a geometric model of boundaries, which prescribes a tripartite topological characterisation of the boundaries for material objects – fully open, fully closed, or partially open/closed – can be unproblematically extended from regions to material objects. Drawing on a disanalogy between regions and material objects – that only the latter move – I demonstrate the incoherence of open material objects through two arguments relating to the ability for such objects to freely (...) move. The first is a dilemma considering separately open material objects occupying their location directly or indirectly. It is argued that movement in the former case would involve a miraculous topological transformation; whilst in the latter case, would involve miraculous reorganising movements in the object's proper parts. The second argument reignites a problem regarding the moment of change specifically for the movement of such objects. (shrink)

The eukaryotic genome is organized into different domains by cis‐acting elements, such as boundaries/insulators and matrix attachment regions, and is packaged with different degrees of condensation. In the M phase, the chromatin becomes further highly condensed into chromosomes. The first step for transcriptional activation of a given gene, at a particular time during development, in any locus, is the opening of its chromatin domain. This locus needs to be kept in this state in each early G1 phase during every (...) cell cycle. Certain distal enhance elements, including locus control regions (LCRs) and enhancers, are believed to perform this target chromatin domain opening process and several models have been proposed to explain distal enhance action. But they did not explain precisely how a given chromatin domain is opened. Based on various studies, we propose a hypothesis for the mechanism of opening chromatin on a large scale. One important mechanism may involved breaking one or two DNA strands and reducing the linking numbers within chromatin domain. The topological changes can overpass some complexes formed on DNA strands and can be transmitted from specific localized points over a broad region, until boundary elements or insulators are reached. These may initiate downstream events such as propagation of histone acetylation and the binding of transcription factors to proximal promoters and may further augment the action mediated by distal enhancer elements. This target article considers the ethical implications of providing prenatal diagnosis and antenatal screening services to detect fetal abnormalities in jurisdictions that prohibit abortion for these conditions. This unusual health policy context is common in the Latin American region. Congenital conditions are often untreated or under-treated in developing countries due to limited health resources, leading many women/couples to prefer termination of affected pregnancies. Three potential harms derive from the provision of PND in the absence of legal and safe abortion for (...) these conditions: psychological distress, unjust distribution of burdens between socio-economic classes, and financial burdens for families and society. We present Iran as a comparative case study where recognition of these ethical issues has led to the liberalization of abortion laws for fetuses with thalassemia. We argue that physicians, geneticists and policymakers have an ethical and professional duty of care to advocate for change in order to ameliorate these harms. (shrink)

Domestic violence is endemic across Latin America. It is legitimated by patriarchal Christian theologies and widespread gender inequality. Drawing on the work of women theologians and activists working in Argentina, Uruguay and elsewhere, this article explores women's networks of resistance against violence. These include public and legal acknowledgement of domestic violence; the transmission of life-affirming values; pastoral support in the denouncement of violence; and the development of open and fluid household structures.

The purpose of the study is to determine the relationship between the economic well-being of countries and their openness to external markets. The scientific novelty consists in the comparison of two groups of countries with different characteristics and identifying specific patterns of the impact of selected macroeconomic factors on GDP. The article presents an econometric analysis and contains regression equations for each state. Interpretation of the coefficients of the derived models makes it possible to estimate changes in GDP with the (...) change of indicators. As a result, it was revealed that export is the most stable and strongly influencing the economy of all countries macroeconomic factor, and the strength of influence depends on the level of development of the country. The stability of GDP in developing countries is largely achieved through the regulation of internal factors, and in developed countries through exports regulation. (shrink)

A review essay of key works and trends in the political thought of Central and Eastern Europe, before and after 1989. The topics examined include the nature of the 1989 velvet revolutions in the region, debates on civil society, democratization, the relationship between politics, economics, and culture, nationalism, legal reform, feminism, and “illiberal democracy.” The review essay concludes with an assessment of the most recent trends in the region.

The Chinese have a 5000 years history and with it goes its Chinese philosophy. However, Chinese philosophy differs from western philosophy in more than one way. Western philosophy's famous “why” questions and free thinking were not part of Chinese philosophy. Acceptance was the rule and Confucius is known to be the source for this philosophy. The 20th century brought changes both in thinking generally as well as how sports were perceived. The main reasons for this were the opening to the (...) west and improving economic situations for the general population. This led to research in the field of sport philosophy on academic levels both in Taiwan and China. This article tries to put the achievements in this field in on the map. (shrink)

In the last century and a half, many have lamented the loss of a sense of the holy (or the sacred)—das Heilige in German—that is, the condition of modernity that Friedrich Nietzsche called the “death or God” or what Friedrich Hölderlin poetized as the “flight of the gods.” Martin Heidegger, even while speaking of the forgetting of Being (Seinsvergessenheit) in the history of Being, and even as he had discoursed on the nihilism of modernity, appropriated this term, das Heilige, as (...) one of his many terms for Being (Sein) as distinct from, and yet granting, beings (Seiende). In what sense, then, is the holy for Heidegger tied to its apparent opposite in the modern world—the sense of desacralization or nihilism in modernity—while also being the Being of beings? And how are we to (co-)respond to the holy in an unholy (desacralized) world? In the following I will attempt to unpack this paradox. Keys to solving this question may be found in the ancient Greek concepts of chaos and chora to which Heidegger’s understanding of the holy is connected. Heidegger’s own concepts of Lichtung (clearing) and Gegend (that-which-regions, regioning) can also be related to his view of the holy. (shrink)

Histone H3.3 turnover displays distinct dynamics at various genomic elements such as promoters, enhancers, gene bodies, and heterochromatic regions, suggesting that it is differentially regulated according to chromatin context. Incorporation of variant histones into chromatin provides a mechanism to modulate chromatin states in addition to histone modifications. The replication‐independent deposition and replacement of histone variant H3.3, i.e. H3.3 turnover, is mainly associated with transcriptional activity. H3.3 or H3.3‐like histone turnover has been studied in various organisms from yeast to mammals. (...) Here, we review the recent progress on this topic. The diversified turnover profiles of H3.3, and their corresponding underlying mechanisms, may reflect distinct requirements for chromatin accessibility in different biological events. (shrink)

This article provides a transnational analysis of the campaigns for the organization of expeditions to the central Arctic region by the American explorer Elisha Kent Kane and the Prussian cartographer August Petermann between 1851 and 1853. By adopting a comparative approach, this study focuses on three interventions in the history of Arctic science and exploration: the construction of scientific expertise surrounding the relationship between the ‘armchair’ and the field, the role of transnational networks, and the significance of maps as travelling (...) epistemic objects in the production of knowledge about the Arctic regions. In bringing both campaigns in conversation with each other, this article demonstrates that the histories of Kane's and Petermann's campaigns did not constitute isolated episodes but form part of a transnational nexus of imperial science and Arctic exploration in the nineteenth century. Moreover, based on research in libraries and archives in the United States, Germany and England, this study reconnects otherwise siloed collections and contributes new findings on the interpersonal networks of science and exploration. Finally, this article illustrates the importance of adopting comparative transnational approaches for understanding the fluid and reciprocal nature of Arctic science throughout the transatlantic world.
