The military-industrial complex, military operations, and wars are major contributors to exacerbating both climate change and biodiversity crises. However, their environmental impacts are often shadowed due to national security reasons. The current paper aims to go through the devastating impacts of military operations and wars on climate change and biodiversity loss and challenges that hinder the inclusion of military-related activities into environmental crisis mitigation efforts. The information blind spot induced by concerns about national security reasons jeopardizes the efforts (...) to involve the military-industrial complex and military operations in the global climate and biodiversity agendas. Besides that, many military-related challenges, such as specificity of operational requirements and lifecycles, dependence on fossil fuels, complex supply change, inadequate civilian technologies and innovations, and requirements of structural changes, can hinder emission reduction. Meanwhile, wars and conflicts not only threaten to drain all human and material resources available to tackle environmental problems but also inflict long-lasting destructions, pains, and trauma that can lead to hatred and distrust among nations and parties. With the rising hatred and distrust, global agreement and commitment to address climate change and biodiversity will hardly be achieved. Thus, promoting peace is the humanistic and planetary conscience. (shrink)

We generalize, by a progressive procedure, the notions of conjunction and disjunction of two conditional events to the case of n conditional events. In our coherence-based approach, conjunctions and disjunctions are suitable conditional random quantities. We define the notion of negation, by verifying De Morgan’s Laws. We also show that conjunction and disjunction satisfy the associative and commutative properties, and a monotonicity property. Then, we give some results on coherence of prevision assessments for some families of compounded conditionals; in particular (...) we examine the Fréchet-Hoeffding bounds. Moreover, we study the reverse probabilistic inference from the conjunction Cn+1 of n + 1 conditional events to the family {Cn,En+1|Hn+1}. We consider the relation with the notion of quasi-conjunction and we examine in detail the coherence of the prevision assessments related with the conjunction of three conditional events. Based on conjunction, we also give a characterization of p-consistency and of p-entailment, with applications to several inference rules in probabilistic nonmonotonic reasoning. Finally, we examine some non p-valid inference rules; then, we illustrate by an example two methods which allow to suitably modify non p-valid inference rules in order to get inferences which are p-valid. This paper is based on Lectures 1, 2 and 4 in the series of ten lectures titled “Algebraic Structures for Logic” that Professor Blok and I presented at the Twenty Third Holiday Mathematics Symposium held at New Mexico State University in Las Cruces, New Mexico, January 8-12, 1999. These three lectures presented a new approach to the algebraization of deductive systems, and after the symposium we made plans to publish a joint paper, to be written by Blok, further developing these (...) ideas. That project was still incomplete when Blok died. In fact, there is no indication that he had prepared a draft of the paper, and we do not know what new material he intended to include. I am therefore not in a position to complete the project as he had envisioned it. So, I have settled for the more limited objective of presenting the material from the three lectures, leaving to others the task of adapting the techniques used there to more general situations. This study explores the association between different types of morally challenging interactions during military deployment and response strategies, as well as the mediating role of moral emotions. Interviews with Dutch servicemen who participated in military operations were content coded. We found a relationship between local-cultural and team-related interactions and moral justification; these effects were mediated by other-condemning emotions. Similarly, other-condemning emotions mediated the relationship between local-cultural interactions and relativism. Trapping and poisoningprovide only short-term solutions to the possumproblem and often involve methods that causesuffering. (...) Intrusive experiments connected withthese methods of control and published in thelast 6 years are reviewed. Many of theexperiments do not attain the welfare standardsrequired by members of the public.Possums also act as vectors for bovinetuberculosis. While this is not as important inthe minds of the public as environmentaldegradation, as long as people wish to continueraising cattle, this disease needs to becontrolled.Immunocontraception is a humane means ofcontrolling possums with wide publicacceptance. The use of vaccines for cows and/orpossums would also cause far less sufferingthan present eradication operations. Researchinto these methods does require some intrusiveexperimentation. This can be reduced if liveanimals are not used for secondary antibodyharvesting, if adequate analgesia is provided,and if potential vaccines or contraceptives aretested under conditions that would beexperienced in the field. Developments in neurotechnology took a leap forward with the demonstration of the first Brain to Brain Interface (BBI). BBIs enable direct communication between two brains via a Brain Computer Interface (BCI) and bypasses the peripheral nervous system. This discovery promises new possibilities for future battlefield technology. As battlefield technology evolves, it is more likely to place greater demands on future soldiers. Future soldiers are more likely to process large amounts of data derived from an extensive networks of humans and machines. (...) This raises several ethical and philosophical concerns. This paper will look at BBI technology in current stages of research, future BBI applications in the military and how the potential use of BBIs in military operations challenges the way we understand the concept of responsibility. In this paper, I propose that an individual connected to a BBI ought not to be held fully responsible for her actions. The justification for this proposition is based on three key points such as an individual connected to a BBI does not have the ability to act freely, has a diminished sense of self-agency and may not be able to demonstrate authenticity of the thoughts and memories generated when connected to the interface. This is a purely conceptual paper. It aims at presenting and putting into perspective the idea of a proof-theoretic semantics of the logical operations. The first section briefly surveys various semantic paradigms, and Section 2 focuses on one particular paradigm, namely the proof-theoretic semantics of the logical operations.

This paper describes a three‐year project designed to build the capacity of members of research ethics committes to perform their roles and responsibilities efficiently and effectively. The project participants were made up of a cross‐section of the membership of 13 Research Ethics Committees (RECs) functioning in Nigeria. They received training to develop their capacity to evaluate research protocols, monitor trial implementation, provide constructive input to trial staff, and assess the trial's success in promoting community engagement in the research.Following the training, (...) technical assistance was provided to participants on an ongoing basis and the project's impacts were assessed quantitatively and qualitatively. Results indicate that sustained investment in capacity building efforts (including training, ongoing technical assistance, and the provision of multiple tools) improved the participants’ knowledge of both the ethical principles relevant to biomedical research and how effective REC should function. Such investment was also shown to have a positive impact on the knowledge levels of other RECs members (those who did not receive training) and the overall operations of the RECs to which the participants belonged. Building the capacity of REC members to fulfill their roles effectively requires sustained effort and investment and pays off by enabling RECs to fulfill their essential mission of ensuring that trials are conducted safely and ethically. Research on language processing has shown that the disruption of conceptual integration gives rise to specific patterns of event-related brain potentials —N400 and P600 effects. Here, we report similar ERP effects when adults performed cross-domain conceptual integration of analogous semantic and mathematical relations. In a problem-solving task, when participants generated labeled answers to semantically aligned and misaligned arithmetic problems, the second object label in misaligned problems yielded an N400 effect for addition problems. In a verification task, when participants judged arithmetically (...) correct but semantically misaligned problem sentences to be “unacceptable,” the second object label in misaligned sentences elicited a P600 effect. Thus, depending on task constraints, misaligned problems can show either of two ERP signatures of conceptual disruption. These results show that well-educated adults can integrate mathematical and semantic relations on the rapid timescale of within-domain ERP effects by a process akin to analogical mapping. (shrink)

Gail Murrow and Richard Murrow offer a novel account of dehumanization, by synthesizing data which suggest that where subject S has a dehumanized view of group G, S‘s neural mechanisms of empathy show a dampened response to the suffering of members of G, and S‘s judgments about the humanity of members of G are largely non-conscious. Here I examine Murrow and Murrow‘s suggestions about how identity-based hate speech bears responsibility for dehumanization in the first place. I identify a distinction between (...) (i) accounts of the nature of the harm effected by identity prejudice, and (ii) accounts of how hate speech contributes to the harms of identity prejudice. I then explain why Murrow and Murrow‘s proposal is more aptly construed as an account of type (i), and explain why accounts of this type, even if they‘re plausible and evidentially well-supported, have limited implications in relation to justifications for anti-hate speech law. Intelligent agents are often faced with the problem of trying to combine possibly conflicting pieces of information obtained from different sources into a coherent view of the world. We propose a framework for the modelling of such combination operations with roots in the work of Spohn [Spo88, Spo91]. We construct a number of combination operations and we measure them against various properties that such operations ought to satisfy. We conclude by discussing the connection between combination operations (...) and the use of infobases [Mey99, MLH00]. (shrink)

Brain, Mind and Consciousness are the research concerns of psychiatrists, psychologists, neurologists, cognitive neuroscientists and philosophers. All of them are working in different and important ways to understand the workings of the brain, the mysteries of the mind and to grasp that elusive concept called consciousness. Although they are all justified in forwarding their respective researches, it is also necessary to integrate these diverse appearing understandings and try and get a comprehensive perspective that is, hopefully, more than the sum of (...) their parts. There is also the need to understand what each one is doing, and by the other, to understand each other's basic and fundamental ideological and foundational underpinnings. This must be followed by a comprehensive and critical dialogue between the respective disciplines. Moreover, the concept of mind and consciousness in Indian thought needs careful delineation and critical/evidential enquiry to make it internationally relevant. The brain-mind dyad must be understood, with brain as the structural correlate of the mind, and mind as the functional correlate of the brain. To understand human experience, we need a triad of external environment, internal environment and a consciousness that makes sense of both. We need to evolve a consensus on the definition of consciousness, for which a working definition in the form of a Consciousness Tetrad of Default, Aware, Operational and Evolved Consciousness is presented. It is equally necessary to understand the connection between physical changes in the brain and mental operations, and thereby untangle and comprehend the lattice of mental operations. Interdisciplinary work and knowledge sharing, in an atmosphere of healthy give and take of ideas, and with a view to understand the significance of each other's work, and also to critically evaluate the present corpus of knowledge from these diverse appearing fields, and then carry forward from there in a spirit of cooperative but evidential and critical enquiry - this is the goal for this monograph, and the work to follow. Court-ordered caesarean sections against the explicit wishes of the pregnant woman have been criticised as violations of the woman's fundamental right to autonomy and to the inviolability of the person--particularly, so it is argued, because the fetus in utero is not yet a person. This paper examines the logic of this position and argues that once the fetus has passed a certain stage of neurological development it is a person, and that then the whole issue becomes one of balancing of (...) rights: the right-to-life of the fetal person against the right to autonomy and inviolability of the woman; and that the fetal right usually wins. This paper is a study of similarities and differences between strong and weak quantum consequence operations determined by a given class of ortholattices. We prove that the only strong orthologics which admits the deduction theorem (the only strong orthologics with algebraic semantics, the only equivalential strong orthologics, respectively) is the classical logic.

This paper presents a uniform semantic treatment of nonmonotonic inference operations that allow for inferences from infinite sets of premises. The semantics is formulated in terms of selection functions and is a generalization of the preferential semantics of Shoham (1987), (1988), Kraus, Lehman, and Magidor (1990) and Makinson (1989), (1993). A selection function picks out from a given set of possible states (worlds, situations, models) a subset consisting of those states that are, in some sense, the most preferred ones. (...) A proposition α is a nonmonotonic consequence of a set of propositions Γ iff α holds in all the most preferred Γ-states. In the literature on revealed preference theory, there are a number of well-known theorems concerning the representability of selection functions, satisfying certain properties, in terms of underlying preference relations. Such theorems are utilized here to give corresponding representation theorems for nonmonotonic inference operations. At the end of the paper, the connection between nonmonotonic inference and belief revision, in the sense of Alchourrón, Gärdenfors, and Makinson, is explored. In this connection, infinitary belief revision operations that allow for the revision of a theory with a possibly infinite set of propositions are introduced and characterized axiomatically. Cognitive psychologists, like biologists, frequently describe mechanisms when explaining phenomena. Unlike biologists, who can often trace material transformations to identify operations, psychologists face a more daunting task in identifying operations that transform information. Behavior provides little guidance as to the nature of the operations involved. While not itself revealing the operations, identification of brain areas involved in psychological mechanisms can help constrain attempts to characterize the operations. Conflicts have arisen between communities and operators of confined animal feeding as farms have become bigger in order to maintain their competitiveness. These conflicts have been difficult to resolve because measuring and allocating the benefits and costs of livestock production is difficult. This papers demonstrates a policy tool for promoting compromise whereby the community gets reduced negative impacts from livestock while at the same time continues to benefit from livestock jobs, taxes, and related economic activity. Public economic benefits and public (...) economic costs of confined animal feeding operations are estimated for every farm and affected house in Craven County, North Carolina. The results show public economic benefits of $5.7 million and public economic costs of $2.2 million, but that the ratio of benefits to costs for individual farm-house pairs varies in important ways across the 26 hog farms in Craven County. Although quantificational logic is dealt with briefly in the last chapter, the discussion is chiefly concemed with propo gjtional cakuli. Still, the subject, as it stands today, cannot br covered in one book of reasonable length. Rather than to try to include in the volume as much as possible, I have put (...) emphasis on some selected topics. Even these could not be roverrd completely, but for each topic I have attempted to present a detailed and precise t’Xposition of several basic results including some which are non-trivial. In the present paper, we discuss Husserl's deep account of the notions of ?calculation? and of arithmetical ?operation? which is found in the final chapter of the Philosophy of Arithmetic, arguing that Husserl is as far as we know the first scholar to reflect seriously on and to investigate the problem of circumscribing the totality of computable numerical operations. We pursue two complementary goals, namely: (i) to provide a formal reconstruction of Husserl's intuitions, and (ii) to demonstrate on the (...) basis of our reconstruction that the class of operations that Husserl has in mind turns out to be extensionally equivalent to the one that, in contemporary logic, is known as the class of partial recursive functions. This article analyzes US drone operations through a historical and ethnographic analysis of the remote split paradigm used by the US Air Force. Remote split refers to the globally distributed command and control of drone operations and entails a network of human operators and analysts in the Middle East, Europe, and Southeast Asia as well as in the continental United States. Though often viewed as a teleological progression of “unmanned” warfare, this paper argues that historically specific technopolitical logics (...) establish the conditions of possibility for the work of war to be divisible into discreet and computationally mediated tasks that are viewed as effective in US military engagements. To do so, the article traces how new forms of authorized evidence and expertise have shaped developments in military operations and command and control priorities from the Cold War and the “electronic battlefield” of Vietnam through the Gulf War and the conflict in the Balkans to contemporary deployments of drone operations. The article concludes by suggesting that it is by paying attention to divisions of labor and human–machine configurations that we can begin to understand the everyday and often invisible structures that sustain perpetual war as a military strategy of the United States. Abstract: The massive redeployment hypothesis (MRH) is a theory about the functional topography of the human brain, offering a middle course between strict localization on the one hand, and holism on the other. Central to MRH is the claim that cognitive evolution proceeded in a way analogous to component reuse in software engineering, whereby existing components-originally developed to serve some specific purpose-were used for new purposes and combined to support new capacities, without disrupting their participation in existing programs. If the (...) evolution of cognition was indeed driven by such exaptation, then we should be able to make some specific empirical predictions regarding the resulting functional topography of the brain. This essay discusses three such predictions, and some of the evidence supporting them. Then, using this account as a background, the essay considers the implications of these findings for an account of the functional integration of cognitive operations. For instance, MRH suggests that in order to determine the functional role of a given brain area it is necessary to consider its participation across multiple task categories, and not just focus on one, as has been the typical practice in cognitive neuroscience. This change of methodology will motivate (even perhaps necessitate) the development of a new, domain-neutral vocabulary for characterizing the contribution of individual brain areas to larger functional complexes, and direct particular attention to the question of how these various area roles are integrated and coordinated to result in the observed cognitive effect. Finally, the details of the mix of cognitive functions a given area supports should tell us something interesting not just about the likely computational role of that area, but about the nature of and relations between the cognitive functions themselves. For instance, growing evidence of the role of “motor” areas like M1, SMA and PMC in language processing, and of “language” areas like Broca’s area in motor control, offers the possibility for significantly reconceptualizing the nature both of language and of motor control.
