In rural Cambodia the rampant allocation of state land to political elites and foreign investors in the form of “Economic Land Concessions (ELCs)”—estimated to cover an area equivalent to more than 50 % of the country’s arable land—has been associated with encroachment on farmland, community forests and indigenous territories and has contributed to a rapid increase of rural landlessness. By contrast, less than 7,000 ha of land have been allotted to land-poor and landless farmers under the pilot project for “Social (...) Land Concessions (SLCs)” supported by various donor agencies. Drawing on fieldwork conducted in two research sites in Kratie Province, this article sheds light on the mechanisms and discourses surrounding the allocation of ELCs and SLCs. Our findings suggest that large-scale and non-transparent land leases in the form of ELCs are discursively justified as land policy measures supporting national development, creating employment opportunities in rural areas, and restoring “degraded” and “non-use” land, while SLCs are presented by the government and its international donors as a complementary policy to reduce landlessness, alleviate rural poverty, and ensure a more equitable land distribution. We argue that the SLC pilot project is a deliberate strategy deployed by the Cambodian ruling elite to instrumentalize international aid agencies in formalizing displacement and distributional injustices, in smoothing the adverse social impacts of their very own land policies and in minimizing resistance by dispossessed rural people. Recent discourse in the field of participatory agricultural research has focused on how to blend various forms and intensities of stakeholder participation with quality agricultural science, moving beyond the simple “farmer-first” ideology of the 1980s and early 1990s. Yet, most existing frameworks of participation in agricultural research still adhere to a linear typology of participatory research with an inherent claim of “the more participation, the better.” In this article, we propose a new framework that looks at participatory research elements along (...) different dimensions and attributes and thus takes into account the diversity and dynamics of agricultural research projects. The framework provides a basis for agricultural researchers engaged in participatory processes with local stakeholders to decide for which issues and in which phases certain participatory elements could be used in a specific research context. Rather than aiming at maximizing the adoption of participatory methods, it can thus become a tool for optimizing the use of participatory approaches in agricultural research. We conclude that this framework can be a starting point for a more thoughtful integration of participatory elements in agricultural research projects that does justice to the multidimensional and dynamic nature of stakeholder participation in varying contexts. In response to the chronic overuse and misuse of pesticides in agriculture, governments in Southeast Asia have sought to improve food safety by introducing public standards of good agricultural practices (GAP). Using quantitative farm-level data from an intensive horticultural production system in northern Thailand, we test if fruit and vegetable producers who follow the public GAP standard use fewer and less hazardous pesticides than producers who do not adhere to the standard. The results show that this is not the case. (...) By drawing on qualitative data from expert interviews and an action research project with local litchi (“lychee”) producers we explain the underlying reasons for the absence of significant differences. The qualitative evidence points at poor implementation of farm auditing related to a program expansion that was too rapid, at a lack of understanding among farmers about the logic of the control points in the standard, and at a lack of alternatives given to farmers to manage their pest problems. We argue that by focusing on the testing of farm produce for pesticide residues, the public GAP program is paying too much attention to the consequences rather than the root cause of the pesticide problem; it needs to balance this by making a greater effort to change on-farm practices. Competing models of innovation informing agricultural extension, such as transfer of technology, participatory extension and technology development, and innovation systems have been proposed over the last decades. These approaches are often presented as antagonistic or even mutually exclusive. This article shows how practitioners in a rural innovation system draw on different aspects of all three models, while creating a distinct local practice and discourse. We revisit and deepen the critique of Vietnam’s “model” approach to upland rural development, voiced a decade (...) ago in this journal. Our analysis of interviews with grassroots extension workers and extension managers reveals how they have received government, donor, and academic discourses on participation, user-orientation, and private sector involvement in innovation. Extension workers as well as managers integrate the reform discourses into the still-dominant transfer of technology model. We show how extensionists draw selectively on these diverse discourses to foster interaction with outsiders and clients, and bolster their livelihood strategies. We conclude that the conceptual framework suggested by the innovation systems (IS) approach is broadly appropriate for analyzing the Vietnamese case, but that the IS approach in the contemporary Vietnamese context requires adaptation for taking into account the blurred line between private and state sectors, and recognizing the hegemonic position of state-based networks. Improving extensionists’ ability to mediate between the conflicting principles of farmers’ self-organization and government control is identified as a key challenge for increasing innovative capacity in rural upland Vietnam. What is astro-culture? In The Babylonian Planet it is unfolded as an aesthetic, an idea, a field of study, a position, and a practice. For her, Babel is an organic construction site at which she fuses theoretical analysis and case studies of artists, writers and thinkers like William Kentridge, Orhan Pamuk and Immanuel Kant. Her skilful interrogations then allow her to paint a portrait of art and culture that abolishes the horizon as a barrier to vision and reclaims it as a place of contact and relation. By combining the Babylonian concept of the encounter and the planetary concept of the whole-earth, Neef creates a space - an astro-culture - in which she can examine topics as varied as language, translation, media, modernity, migration and the moon. This book contains new articles by leading philosophers and linguists discussing a promising philosophical framework distinct from currently dominant ones: Linguistic Realism. As opposed to Nominalism and Chomskyian Conceptualism, this approach distinguishes between use of language, knowledge of language, and language as such. The latter is conceived as part of the realm of abstract objects. The authors show how adopting Linguistic Realism overcomes entrenched problems with other frameworks and suggest that Linguistic Realism will best serve those interested in formal linguistics, (...) the cognitive dimension of natural language, and linguistic philosophy. The essays offer different perspectives on Linguistic Realism, either supporting this paradigm or taking it as a starting point for developing modified conceptions of linguistics and for further tying linguistics to the kind of formal theories of sensory cognition that were pioneered in visual perception by David Marr--whose work is predicated on exactly the object/knowledge distinction made by Linguistic Realists. Religious communities often tend to distinguish themselves from otherreligious communities – especially from diverging communities rooting in their own tradition. Recent research put forward the hypothesis that eye movements are integrated in memory representations and are reactivated when later recalled. However, “looking back to nothing” during recall might be a consequence of spatial memory retrieval. Here, we aimed at distinguishing between the effect of spatial and oculomotor information on perceptual memory. Participants’ task was to judge whether a morph looked rather like the first or second previously presented face. Crucially, faces and morphs were presented in a way that the morph (...) reactivated oculomotor and/or spatial information associated with one of the previously encoded faces. Perceptual face memory was largely influenced by these manipulations. We considered a simple computational model with an excellent match that expresses these biases as a linear combination of recency, saccade, and location. Surprisingly, saccades did not play a role. The results suggest that spatial and temporal rather than oculomotor information biases perceptual face memory. (shrink)

Theories of binding have recently come into the focus of the consciousness debate. In this review, we discuss the potential relevance of temporal binding mechanisms for sensory awareness. Specifically, we suggest that neural synchrony with a precision in the millisecond range may be crucial for conscious processing, and may be involved in arousal, perceptual integration, attentional selection and working memory. Recent evidence from both animal and human studies demonstrates that specific changes in neuronal synchrony occur during all of these processes (...) and that they are distinguished by the emergence of fast oscillations with frequencies in the gamma-range. So‐called nudge policies utilize insights from behavioral science to achieve policy outcomes. Nudge policies try to improve people's decisions by changing the ways options are presented to them, rather than changing the options themselves or incentivizing or coercing people. Nudging has been met with great enthusiasm but also fierce criticism. This paper provides an overview of the debate on the ethics of nudging to date. After outlining arguments in favor of nudging, we first discuss different objections that all revolve around (...) the worry that nudging vitiates personal autonomy. We split up this worry into different dimensions of autonomy, such as freedom of choice, volitional autonomy, rational agency, and freedom as nondomination. We next discuss worries that nudging is manipulative, violates human dignity, and prevents more important structural reform. Throughout, we will present responses that proponents of nudging can muster. On the whole, we conclude that the objections fail to establish that the nudge program as a whole should be rejected. At the same time, they give us important guidance when moving towards an ethical assessment of nudges on a case‐by‐case basis. Towards the end, we provide some possible ways forward in debates around the ethics of nudging. (shrink)

Cognitive science is experiencing a pragmatic turn away from the traditional representation-centered framework toward a view that focuses on understanding cognition as "enactive." This enactive view holds that cognition does not produce models of the world but rather subserves action as it is grounded in sensorimotor skills. In this volume, experts from cognitive science, neuroscience, psychology, robotics, and philosophy of mind assess the foundations and implications of a novel action-oriented view of cognition. Andreas Stokke presents a comprehensive study of lying and insincere language use. He investigates how lying relates to other forms of insincerity and explores the kinds of attitudes that go with insincere uses of language. -/- Part I develops an account of insincerity as a linguistic phenomenon. Stokke provides a detailed theory of the distinction between lying and speaking insincerely, and accounts for the relationship between lying and deceiving. A novel framework of assertion underpins the analysis of various kinds (...) of insincere speech, including false implicature and forms of misleading with presuppositions, prosodic focus, and semantic incompleteness. -/- Part II sets out the relationship between what is communicated and the speaker's attitudes. Stokke develops the view of insincerity as a shallow phenomenon that is dependent on conscious attitudes rather than deeper motivations. The various of ways of speaking while being indifferent toward what one communicates are covered, and the phenomenon of 'bullshitting' is distinguished from lying and other forms of insincerity. Organoids are three-dimensional biological structures grown in vitro from different kinds of stem cells that self-organise mimicking real organs with organ-specific cell types. Recently, researchers have managed to produce human organoids which have structural and functional properties very similar to those of different organs, such as the retina, the intestines, the kidneys, the pancreas, the liver and the inner ear. Organoids are considered a great resource for biomedical research, as they allow for a detailed study of the development and pathologies (...) of human cells; they also make it possible to test new molecules on human tissue. Furthermore, organoids have helped research take a step forward in the field of personalised medicine and transplants. However, some ethical issues have arisen concerning the origin of the cells that are used to produce organoids and their properties. In particular, there are new, relevant and so-far overlooked ethical questions concerning cerebral organoids. Scientists have created so-called mini-brains as developed as a few-months-old fetus, albeit smaller and with many structural and functional differences. However, cerebral organoids exhibit neural connections and electrical activity, raising the question whether they are or will one day be somewhat sentient. In principle, this can be measured with some techniques that are already available, which are used for brain-injured non-communicating patients. If brain organoids were to show a glimpse of sensibility, an ethical discussion on their use in clinical research and practice would be necessary. (shrink)

Cognitive functions like perception, memory, language, or consciousness are based on highly parallel and distributed information processing by the brain. One of the major unresolved questions is how information can be integrated and how coherent representational states can be established in the distributed neuronal systems subserving these functions. It has been suggested that this so-called ''binding problem'' may be solved in the temporal domain. The hypothesis is that synchronization of neuronal discharges can serve for the integration of distributed neurons into (...) cell assemblies and that this process may underlie the selection of perceptually and behaviorally relevant information. As we intend to show here, this temporal binding hypothesis has implications for the search of the neural correlate of consciousness. We review experimental results, mainly obtained in the visual system, which support the notion of temporal binding. In particular, we discuss recent experiments on the neural mechanisms of binocular rivalry which suggest that appropriate synchronization among cortical neurons may be one of the necessary conditions for the buildup of perceptual states and awareness of sensory stimuli. Despite the impressive progress that has been made on both the empirical and conceptual fronts of boredom research, there is one facet of boredom that has received remarkably little attention. This is boredom's relationship to morality. The aim of this article is to explore the moral dimensions of boredom and to argue that boredom is a morally relevant personality trait. Quali meccanismi regolano la formazione dei dispositivi rappresentazionali? Possiamo influire su (...) tali meccanismi? Verrà inoltre presentata un'obiezione all'ingegneria concettuale e varie risposte. -/- Conceptual engineering is a branch of philosophy characterised by a normative approach towards representation. The fundamental assumption of it is that our representational devices can be defective. Conceptual engineering is then the activity consisting of identifying the defects of such devices and putting in place ameliorative strategies. This paper illustrates the fundamental issues for a theory of conceptual engineering: what does this activity consist of? How can we implement it? What mechanisms regulate the formation of representational devices? Can we have an influence over those mechanisms? In _The Boundaries of Babel_, Andrea Moro tells the story of an encounter between two cultures: contemporary theoretical linguistics and the cognitive neurosciences. The study of language within a biological context has been ongoing for more than fifty years. The development of neuroimaging technology offers new opportunities to enrich the "biolinguistic perspective" and extend it beyond an abstract framework for inquiry. As a leading theoretical linguist in the generative tradition and also a cognitive scientist schooled in the new imaging technology, (...) Moro is uniquely equipped to explore this. Moro examines what he calls the "hidden" revolution in contemporary science: the discovery that the number of possible grammars is not infinite and that their number is biologically limited. This radical but little-discussed change in the way we look at language, he claims, will require us to rethink not just the fundamentals of linguistics and neurosciences but also our view of the human mind. Moro searches for neurobiological correlates of "the boundaries of Babel" -- the constraints on the apparent chaotic variation in human languages -- by using an original experimental design based on artificial languages. He offers a critical overview of some of the fundamental results from linguistics over the last fifty years, in particular regarding syntax, then uses these essential aspects of language to examine two neuroimaging experiments in which he took part. He describes the two neuroimaging techniques used, but makes it clear that techniques and machines do not provide interesting data without a sound theoretical framework. Finally, he discusses some speculative aspects of modern research in biolinguistics regarding the impact of the linear structure of linguistics expression on grammar, and more generally, some core aspects of language acquisition, genetics, and evolution. A long-standing puzzle for moral philosophers and psychologists alike is the concept of psychopathy, a personality disorder marked by tendencies to defy moral norms despite cognitive knowledge about right and wrong. Previously, discussions of the moral deficits of psychopathy have focused on willingness to harm and cheat others as well as reasoning about rule-based transgressions. Yet recent research in moral psychology has begun to more clearly define the domains of morality, en- compassing issues of harm, fairness, loyalty, authority, and spiritual (...) purity. Clinical descriptions and theories of psychopathy suggest that deficits may exist primarily in the areas of harm and fairness, although quantitative evidence is scarce. Within a broad sample of participants, we found that scores on a measure of psychopathy predicted sharply lower scores on the harm and fairness subscales of a measure of moral concern, but showed no relationship with authority, and very small relationships with ingroup and purity. On a measure of willingness to violate moral standards for money, psychopathy scores predicted greater willingness to violate moral concerns of any type. Results are further explored via potential mediators and analyses of the two factors of psychopathy. (shrink)

Die vorliegende Untersuchung rekonstruiert den Kantischen Ansatz vor dem Hintergrund der gegenwärtigen, vor allem aristotelischen Tugendethik und löst dabei den Kantischen Tugendbegriff kritisch von seinen zeitbedingten Prägungen. Auf so erneuerter Grundlage wird eine transzendentalphilosophische Ethikkonzeption entfaltet, die den methodischen und inhaltlichen Einsichten der jüngeren Theorieentwicklung Rechnung trägt. This article assesses some of the implications of globalization for the scholarly debate on business ethics, CSR and related concepts. The argument is based, among other things, on the declining capacity of nation state institutions to regulate socially desirable corporate behavior as well as the growing corporate exposure to heterogeneous social, cultural and political values in societies globally. It is argued that these changes are shifting the corporate role towards a sphere of societal governance hitherto dominated by traditional political actors. (...) This leads to a discussion of the ambivalent results of such a process for a responsible corporate role in a globalized world. While assessing the current reception these changes have received in the management literature, the contributions of the four articles in this Special Issue are framed and evaluated.
