The focus here is on analytical and instrumental requirements for those collective decision exercises that lend themselves to a judgment-driven resolution. These have not as yet received much concerted technical attention from either of the two main movements in the field. They remain somewhere beyond the purview of the objectively-predicated instruments that mainstream GDSS (Group Decision Support System) designs tend to favour. Yet neither are they so inherently ill-structured as the situations with which the GDNSS (Group Decision and Negotiation Support (...) System) community is concerned, these usually allowing only a subjectively-predicated, compromisive or consensus-based conclusion. If the technical requirements peculiar to judgment-driven decision exercises are to be well met, it will be through the offices of analytical instruments that can help assure the rationality of the resolutions at which they arrive. The primary purpose of these pages is to offer some suggestions about the types of analytical instruments that might serve this end. (shrink)

1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. YOLTON THE EMPIRICISTPROGRAM has been designed to show that all conscious experience "comes from" unconscious encounters with the environment, and that all intellectual contents (concepts, ideas) derive from some conscious experiential component. Some empiricists, but not all, have also argued that experience reports about the world. A strict empiricism would have to reject this latter claim, as Hume (...) did, although even to consider the possibility of knowledge being related to an external world is to operate on a reflective level, to seek to make sense of experience. The distinction between an account of the nature of experience--its structure, relations, and contents-and explanations of experience--its causal antecedents, its reference--is an important one. The phrase "the concept of experience" refers to the use made of some account of experience. The concept of experience need not be restricted to the experiential contents. Thus, Locke sought to show how experience is of the world, Hume tried to show how experience restricts our valid conceptual contents to certain sorts of ideas, eliminating others. Any account of experience will already be a conceptualization of experience: it must be made from the reflective level. But the account need be no more than a careful record of how the organism comes to the conscious level. Of course, such an account cannot be a straightforward description, since we cannot directly observe all of the processes operating in the production of awareness. The psychology of awareness is forced to extrapolate and conjecture. Nevertheless, we can still distinguish the psychological or descriptive account of experience from the metaphysical use made of that account. It is my purpose here to explore the accounts given and the uses made of experience by two representative empiricists, that is, by philosophers whom we look upon as advancing the empiricist metaphysic of experience. Locke's Derivation o[ Ideas From Experience Locke claimed that all mental contents come from two sources, sensory experience of the world and introspective awareness of our mental processes. The program of Book II of his Essay was to exemplify, by reference to a [53] 54 HISTORY OF PHILOSOPHY number of different ideas and concepts, this derivation of our mental contents. The counter claim for Locke was innatism, the view held by many of his contemporaries and refuted in the first book of his Essay. In order to appreciate what Locke's alternative to innatism was, we must try to discover what the program of derivation of ideas amounts to in his epistemology and what precisely he understood by the term "experience." We must first note that he offers the program of derivation in conjunction with a complex theory of mental operations. H. H. Price has remarked that it is "historically false that the empiricist thought the human mind passive. It would be more just to criticize them for making it more active than it can possibly be.''1 Mental processes play a most active and decisive role in the genesis of all ideas in Locke's account. In the case of simple ideas of sense even, the mind must be attentive to what the senses report, else that report will go unrecorded, or be recorded only at the neural level (II, I, #6, #8, and II, IX, #3). Locke frequently draws the distinction between mental contents or processes and physical processes. In the "Epistle to the Reader," where he defines "idea," he is careful to distinguish idea from the sound we "use as a sign of it." In I, I, #2 he draws a distinction between the "physical consideration of the mind" and the non-physical consideration, although he does not have a name for the latter. He also speaks there of "sensations by our organs" and "ideas in our understanding." Locke disclaimed any intention of going into the physical account of sensation. I begin by identifying two approaches for comprehending actions: the analytical approach and the hermeneutical approach. I examine two analytical approaches. The first is the covering law model as defended by Ernest Nagel. The second is the practical syllogism as defended by G. H. von Wright. They are both inadequate because the interpretation they allow for is limited. That is, the contexts into which they would fit actions do not allow for the range of meanings an action may present. The (...) hermeneutical approach, on the other hand, licenses any followable connections. Determination of relevant connections is made with reference to the question precipitating inquiry and the particular situation inquired into. ;Moreover, looking closely at the notion of cause, I show that the sort of causality the historian uses differs from the sort of causality of interest to natural and social scientists. That is, the historian is interested in examining individual causal connections as a way of comprehending particular incidents together, whereas the natural and social scientists are primarily concerned with comprehending individual events into a class of events and then connecting classes of events, which abstractly connect the individual events. In this way, prediction becomes possible. ;We cannot comprehend history in the same way in which we comprehend nature if we think that actions have no broader meaning than their place in the order of nature. While this view is abhorrent to some, it is held by many serious people. Consequently, we move from an epistemological question to an ethical question, "Ought we to try to comprehend history in the way we comprehend nature?" We must acknowledge this ethical question because the relationship between knower and thing known in history is not only an epistemological relationship, it is also a human relationship. Like all human relationships, it has an ethical dimension. ;Narrative comprehension of human action is to be preferred over more straightforwardly theoretical modes of comprehension because the narrative form is peculiarly able to comprehend alternative points of view into coherent wholes. Its ability to do this allows for the presentation of agents not simply as objects, but as subjects. One particularly important reason for this is that once we see the formal principle of unity within narrative as a movement to agreement, we can recognize this same movement as the principle underlying each person's experience. ;History may help us to re-affirm democratic values because in its recognition of the diversity of points of view it reminds us that each of us has only a perspective on the social world, and not the whole story. Many contemporary philosophers of mind believe that cognitive-psychological theories are not reducible to neurological theories. However, this antireductionism has not spawned a revival of dualism. Instead, most nonreductive physicalists prefer the idea of a one-way dependence of the mental on the physical.In Psychoneural Reduction, John Bickle presents (...) a new type of reductionism, one that is stronger than one-way dependency yet sidesteps the arguments that sank classical reductionism. In 1984, John W. Yolton published Perceptual Acquaintance from Descartes to Reid. His most recent book builds on that seminal work and greatly extends its relevance to issues in current philosophical debate. Perception and Reality examines the theories of perception implicit in the work of seventeenth- and eighteenth-century philosophers which centered on the question: How is knowledge of the body possible? That question raises issues of mind-body relation, the way that mentality links with physicality, and the nature of the (...) known world. In contrast to commonsense realism, which suggests that the world is as it appears to be, a more complex theory developed throughout this period. Yolton traces its evolution from Descartes to Kant, via Arnauld, Malebranche, Locke, Berkeley, and Hume. Yolton explains that the new theory postulated two interactive relations between perceivers and the physical world, one physical and causal, the other cognitive. An understanding of this double relation is important for an accurate construction of the history of philosophy. We sought to assess formally the extent to which different control and elimination strategies for human African trypanosomiasis Trypanosoma brucei gambiense would exacerbate or alleviate experiences of societal disadvantage that traditional economic evaluation does not take into account. Justice-enhanced cost-effectiveness analysis is a normative approach under development to address social justice considerations in public health decision-making alongside other types of analyses. It aims to assess how public health interventions under analysis in comparative evaluation would be expected to influence the clustering (...) of disadvantage across three core dimensions of well-being: agency, association and respect. As a case study to test the approach, we applied it to five strategies for Gambiense HAT control and elimination, in combination with two different other evaluations: a cost-effectiveness analysis and a probability of elimination analysis. We have demonstrated how JE-CEA highlights the ethical importance of adverse social justice impacts of otherwise attractive options and how it indicates specific modifications to policy options to mitigate such impacts. JE-CEA holds promise as an approach to help decision makers and other stakeholders consider social justice more fully, explicitly and systematically in evaluating public health programs. (shrink)

In response to the dominance of liberalism, some theorists have recently embraced the republican model as an attractive alternative. The overriding appeal of these moves seems to be the robust emphasis that forms of republicanism place on citizenship and civic virtue in light of what many commentators see as a decline in the social nature of modern politics. However, many of these discussions about republicanism are inconsistent and fail to capture the essence of a classical republican theory for today's complex (...) modern world. The result is that the ideals and values of classical republicanism have become diluted and misappropriated as they are utilized by both philosophers and politicians without a clear and consistent sense of their historical pedigree and their relevance to the contemporary world. I want to discuss a doctrine and a concept in theory of knowledge which has various manifestations from at least the seventeenth to the early twentieth century. The concept is that of direct or immediate cognition, the doctrine says that only what is like mind can be directly or immediately present to mind. This doctrine raises the question of how we can know things other than ourselves and our experiences: the concept of direct presence most usually had the consequence of (...) making our knowledge of the world indirect, uncertain, or impossible. In lieu of an abstract, here is a brief excerpt of the content:HUME'S IDEAS In the eighteenth century, there was widespread acceptance of a physiological basis for cognition. Some writers even argued for a rather detailed correlation between awareness and physiological changes, suggesting that (a) the former could be adequately explained in terms of the latter or, in some few instances, (b) that the former are the latter. David Hartley may come to mind as fitting one or the other of (...) these alternatives, but Robert Hooke had earlier argued for ideas as brain impressions, as of course did Descartes in his early scientific treatises. There was also one medical doctor in the eighteenth century, Dr. Astruc, who seems (on the basis of what Chambers reports) to have attempted a very specific correlation between specific forms of awareness and specific states and changes in physiology. There were also writers in this century who warned against the dangers of using physical-object vocabulary when talking about the mind and acts of awareness. Berkeley is one such writer,- Thomas Reid at the end of the century traced, to the use of this vocabulary, what he took to be the indirect realism of the way of ideas. Hume is writing in both these traditions: the tradition of using physical language for characterizing mental operations and the tradition of physiological explanations and correlations. The phrase used by Alexander Pope and Hume, 'the anatomy of the mind', seems to be a mixed metaphor, but it is a phrase which I take as an indication that Hume is doing what we would call 'cognitive psychology'. Another phrase used by Hume (this time in the Enquiry), 'mental geography', may capture his enterprise better: 'geography' still sounds physical, but it is modified by 'mental'. Hume is engaged in mental mapping. I want to take a look at the use of the term 'idea' in Hume's writing (mainly in the Treatise) in order to see 2. whether Hume's text enables us to say anything about the nature of his ideas, to discover what role they play in his mental geography. As far as I can determine, there are three possible candidates for the nature of ideas in Hume: images, brain impressions, and cognitive contents. The first of these is, I think, the standard reading of Hume's ideas. Professor Anderson has presented strong argument and evidence to support the second. I will be suggesting that the third is the best candidate, given the full range of the text of the Treatise. Of course, the correct answer 4 may be all three of these. The Treatise opens by dividing all perceptions of the human mind into two kinds. Impressions and ideas differ in the degree of force and liveliness with which they strike upon the mind. Even though the language of 'force' and 'liveliness' may be borrowed from physical talk, it is the mind, not the brain, on which perceptions strike. The examples of impressions are sensations, passions, and emotions. Ideas are said to be the faint images of these impressions in thinking and reasoning. The term 'image' throughout the eighteenth century never receives any clear explication. Its inheritance from optical treatises always hangs about it. We should look to the examples cited by Hume, in order to see whether we can construct a meaning for that term when used in these psychological contexts. Let us look first at his very first example of 'ideas': all the perceptions excited by the present discourse. (Tl) He explicitly excludes from these perceptions those which arise from the sight and touch, as well as the immediate pleasure or uneasiness his discourse may excite in us. The perceptions which are thus excluded are sensations and emotions, the impressions he has just distinguished. The only candidate left for ideas would seem to be what this discourse says, our thoughts about it, my understanding of what it says. The distinction is not one Hume thinks is difficult to follow: Every one of himself will readily perceive the difference betwixt feeling and thinking. His method of interpretation is to ask very specific questions of the text in order to test the propriety of the philosophical labels traditionally applied to Locke, an approach which he believes yields surprising results. He looks afresh at the various discussions of essence, (...) perception, scientific method, ethics and meaning, and argues that throughout his epistemology Locke is more concerned with problems of description and analysis than with those of justification.
