What do appeals to case studies accomplish? Consider the dilemma: On the one hand, if the case is selected because it exemplifies the philosophical point, then it is not clear that the historical data hasn't been manipulated to fit the point. On the other hand, if one starts with a case study, it is not clear where to go from there—for it is unreasonable to generalize from one case or even two or three.

Since the publication of Carl Hempel and Paul Oppenheim's ground-breaking work "Studies in the Logic of Explanation," the theory of explanation has remained a major topic in the philosophy of science. This valuable collection provides readers with the opportunity to study some of the classic essays on the theory of explanation along with the best examples of the most recent work being done on the topic. In addition to the original Hempel and Oppenheim paper, the volume includes Scriven's critical reaction (...) to it, Wilfrid Sellars's discussion of the problem of theoretical explanation, and pieces by Salmon, Railton, van Fraassen, Friedman, Kitcher, and Achinstein in which they demonstrate the vitality of the subject by extending the scope of the inquiry. While it seems unlikely that any method of guaranteeing human-friendliness on the part of advanced Artificial General Intelligence systems will be possible, this doesn’t mean the only alternatives are throttling AGI development to safeguard humanity, or plunging recklessly into the complete unknown. Without denying the presence of a certain irreducible uncertainty in such matters, it is still sensible to explore ways of biasing the odds in a favorable way, such that newly created AI systems are significantly more likely than not (...) to be Friendly. Several potential methods of effecting such biasing are explored here, with a particular but non-exclusive focus on those that are relevant to open-source AGI projects, and with illustrative examples drawn from the OpenCog open-source AGI project. Issues regarding the relative safety of open versus closed approaches to AGI are discussed and then nine techniques for biasing AGIs in favor of Friendliness are presented: 1. Engineer the capability to acquire integrated ethical knowledge.2. Provide rich ethical interaction and instruction, respecting developmental stages.3. Develop stable, hierarchical goal systems.4. Ensure that the early stages of recursive self-improvement occur relatively slowly and with rich human involvement.5. Tightly link AGI with the Global Brain.6. Foster deep, consensus-building interactions between divergent viewpoints.7. Create a mutually supportive community of AGIs.8. Encourage measured co-advancement of AGI software and AGI ethics theory.9. Develop advanced AGI sooner not later. In conclusion, and related to the final point, we advise the serious co-evolution of functional AGI systems and AGI-related ethical theory as soon as possible, before we have so much technical infrastructure that parties relatively unconcerned with ethics are able to rush ahead with brute force approaches to AGI development. This book aims to spell out the consequences of taking the technologies behind the doing of science seriously.

It is argued that the question “Can we trust technology?” is unanswerable because it is open-ended. Only questions about specific issues that can have specific answers should be entertained. It is further argued that the reason the question cannot be answered is that there is no such thing as Technology _simpliciter_. Fundamentally, the question comes down to trusting people and even then, the question has to be specific about trusting a person to do this or that.

The question is how do Scanning Electron Microscopes (SEMs) give us access to the nano world? The images these instruments produce, I argue, do not allow us to see atoms in the same way that we see trees. To the extent that SEMs and STMs allow us to see the occupants of the nano world it is by way of metaphorical extension of the concept of “seeing”. In this collection we finally find the philosophy of technology, a young and rapidly developing area of scholarly interest, making contact with history of science and technology, and mainstream epistemological and metaphysical issues. The sophistication of these papers indicates the maturity of the field as it moves away from the advocacy of anti-technology ideological posturing toward a deeper understanding of the options and restraints technological developments provide. The papers presented here take us over a threshold into the real world of (...) complicated social and technological interactions where science and art are shown to be integral to our understanding of technological change, and technological innovations are seen as configuring our knowledge of the world and opening up new possibilities for human development. With its rich historical base, this volume will be of interest to all students concerned about the interactions among technology, society, and philosophy. (shrink)

It is argued that the manner in which we teach science in the high schools represents an outdated positivistic conception of science. The standard presentation of a year of each of chemistry, biology and physics should be replaced by an integrated science plus history, philosophy, and sociology of science which would take a total of three years to complete. A proper appreciation for the true nature of science is essential to the continued health of the scientific enterprise.

This article considers what it means to give plants a voice as witnesses to nuclear events. It examines two texts that attempt to represent the nonverbal testimony of irradiated plants through a hybrid approach of text and image: Sugihara Rieko’s Pilgrimage to the A-Bombed Trees (Hibakuju junrei, 2015) and Michael Marder and Anaïs Tondeur’s The Chernobyl Herbarium: Fragments of an Exploded Consciousness (2016). Published a year apart, both texts focus on the afterlife of nuclear catastrophes: the atomic bombing of Hiroshima (...) in 1945 and the Chernobyl nuclear disaster in 1986. Sugihara’s book is an account of the hibakujumoku – trees that survived the atomic bombing of Hiroshima and continue to produce new growth to this day. Combining maps, photographs, interviews, and short essays, Pilgrimage to the A-Bombed Trees is intended as an immersive guidebook to the nearly 170 irradiated trees located within a two-kilometer radius around Hiroshima’s ground zero. It presents these trees as “living witnesses” whose subsequent flourishing has provided human survivors with a conceptual figuration of destructive plasticity. Marder and Tondeur’s The Chernobyl Herbarium formally resembles Sugihara’s Pilgrimage to the A-Bombed Trees, and likewise combines text (a combination of short theoretical essays and personal remembrances of the Chernobyl meltdown) and images (Tondeur’s photograms of plants grown in the exclusion zone) into a slim volume that calls for a rejection of language as the sole means of bearing witness. According to Marder, Tondeur’s photograms “bring out the testimony of the plant,” and yet the same procedure renders these plant witnesses “specimens,” full of radioactivity but devoid of life (something Sugihara’s book avoids through the medium of photography). The Chernobyl Herbarium is an attempt to capture, in fragmentary form, the limits of language in the conceptualization of plant life and in the proper conceptualization of the Chernobyl disaster. Ultimately, both texts are experiments to “think the unthinkable and represent the unrepresentable,” to borrow Marder’s words, through a deep, speculative engagement with the botanical realm. As wordless testimony is given voice through human–botanical intra-action, the plasticity of plant life (its capacity to adapt and change) is highlighted, and this allows us to locate moments of phytomorphism – the attribution of vegetal qualities to the human – in these two self-proclaimed “guidebooks.”. Many open networks, distributed computing systems, and infrastructure management systems face a common problem: how to distribute a collectivised set of resources amongst a set of autonomous agents of heterogenous provenance. One approach is for the agents themselves to self-organise the allocation of resources with respect to a set of agreed conventional rules; but given an allocation scheme which maps resources to those agents and a set of rules for determining that allocation scheme, some natural questions arise—Is this allocation fair? (...) Is the allocation method effective? Is it efficient? Are the decision makers accountable? In this paper, we argue that some answers to these questions can be found in the formal characterisation of different aspects of ‘justice’ and that these different aspects need a principled operationalisation as policies for system management. We present a formal model and some experimental results, concluding that the different aspects are all inter-connected and that what is required is a comprehensive research programme in computational justice. Probabilistic argumentation and neuro-argumentative systems offer new computational perspectives for the theory and applications of argumentation, but their principled construction involves two entangled problems. On the one hand, probabilistic argumentation aims at combining the quantitative uncertainty addressed by probability theory with the qualitative uncertainty of argumentation, but probabilistic dependences amongst arguments as well as learning are usually neglected. On the other hand, neuro-argumentative systems offer the opportunity to couple the computational advantages of learning and massive parallel computation from neural networks (...) with argumentative reasoning and explanatory abilities, but the relation of probabilistic argumentation frameworks with these systems has been ignored so far. It is argued that Galileo's theory of justification was a version of explanationism. Galileo's Dialogue on the Two Chief World Systems is to be read as primarily a defense of his theory of the tides. He shows how, by assuming Copernican motions, he can explain the tides, thereby justifying the endorsement of Copernicus. The crux of the argument rests on Galileo's account of explanation, which is novel in its reliance on the use of geometry. Finally, the consequences of his use (...) of geometry, and his views on the limits of knowledge, force us to conclude that if Galileo was a realist, his realism was so highly constrained as to be irrelevant. Cloud computing deals with voluminous heterogeneous data, and there is a need to effectively distribute the load across clusters of nodes to achieve optimal performance in terms of resource usage, throughput, response time, reliability, fault tolerance, and so on. The swarm intelligence methodologies use artificial intelligence to solve computationally challenging problems like load balancing, scheduling, and resource allocation at finite time intervals. In literature, sufficient works are being carried out to address load balancing problem in the cloud using traditional swarm (...) intelligence techniques like ant colony optimization, particle swarm optimization, cuckoo search, bat optimization, and so on. But the traditional swarm intelligence techniques have issues with respect to convergence rate, arriving at the global optimum solution, complexity in implementation and scalability, which limits the applicability of such techniques in cloud domain. In this paper, we look into performance modeling aspects of some of the recent competitive swarm artificial intelligence based techniques like the whale, spider, dragonfly, and raven which are used for load balancing in the cloud. The results and analysis are presented over performance metrics such as total execution time, response time, resource utilization rate, and throughput achieved, and it is found that the performance of the raven roosting algorithm is high compared to other techniques. This chapter discusses nine ways to bias open‐source artificial general intelligence (AGI) toward friendliness. There is no way to guarantee that advanced AGI, once created and released into the world, will behave according to human ethical standards. The primary objective of the chapter is to suggest some potential ways to do so. First it discusses an engineer the capability to acquire integrated ethical knowledge, and provides rich ethical interaction and instruction, respecting developmental stages. The chapter creates stable, hierarchy‐dominated goal systems, (...) and ensures that the early stages of recursive self‐improvement occur relatively slowly and with rich human involvement. It tightly links AGI with the Global Brain, and focuses on foster deep, consensus‐building interactions and commensurability between divergent viewpoints. A thematic priority of the European Union’s Framework V research and development programme was the creation of a user-friendly information society which met the needs of citizens and enterprises. In practice, though, for example in the case of on-line digital music, the needs of citizens and enterprises may be in conflict. This paper proposes to leverage the appearance of ‘intelligence’ in the platform layer of a layered communications architecture to avoid such conflicts in similar applications in the future. The key (...) idea is that if the intelligence is encapsulated in an agent, then the agents should be organized as a society, and then the rules of the society can be used to ensure ‘responsible’ behaviour. We discuss how an agent society can be used to regulate behaviour in future information trading scenarios, and conclude that this approach offers a ‘third way’ which can satisfy the (reasonable) needs of both citizens and enterprises in the user-friendly information society. Impressed by the accomplishments of mathematics and physics during the seventeenth and eighteenth centuries, Kant was prompted to ask whether metaphysics might not profit from a consideration of at least the methods adopted by these enquiries. In the preface to the second edition of the Critique of Pure Reason he cites the experiment of Copernicus' in which, by reversing the habitually conceived relation between the earth and the other planets, this scientist was able to render a more exact explanation of (...) their respective activities. On the analogy of such a procedure, Kant asks how it would be in metaphysics if instead of our assuming, as he claims had been done in the past, that all knowledge depends wholly on its abject, we assume the reverse relationship, and investigate the possibility that abjects depend in certain respects upon our knowledge.
