Recommender systems are recently developed computer-assisted tools that support social and informational needs of various communities and help users exploit huge amounts of data for making optimal decisions. In this study, we present a new recommender system for assessment and risk prediction in child welfare institutions in Israel. The system exploits a large diachronic repository of manually completed questionnaires on functioning of welfare institutions and proposes two different rule-based computational models. The system accepts users’ requests (...) via a simple graphical interface, calculates the institutions’ profiles according to user preferences, and presents assessment scores, trends and comparative analyses of the corresponding data using assorted visual aids. Based on the analysis, the system offers three different strategies for objective assessment of the institutions’ functioning and risks. Qualitative and quantitative evaluation of the system’s effectiveness and accuracy demonstrates that it substantially improves the assessment process of a welfare institution. Moreover, it provides an effective tool for objective large-scale analysis of the institution’s overall state and trends, which were previously based primarily on the institution supervisors’ subjective judgment and intuition. In addition, the proposed recommender system has great practical and social impact as it may help identify and avert potential problems, malfunctions, flaws, risks and even tragic incidents in child welfare institutions, as well as increase their overall functioning levels. As a result, as a long-term social implication, the system may also help reduce inequality and social gaps in the Israeli society. (shrink)

This article analyses the ethical aspects of multistakeholder recommendation systems (RSs). Following the most common approach in the literature, we assume a consequentialist framework to introduce the main concepts of multistakeholder recommendation. We then consider three research questions: who are the stakeholders in a RS? How are their interests taken into account when formulating a recommendation? And, what is the scientific paradigm underlying RSs? Our main finding is that multistakeholder RSs (MRSs) are designed and theorised, methodologically, according to neoclassical (...) welfare economics. We consider and reply to some methodological objections to MRSs on this basis, concluding that the multistakeholder approach offers the resources to understand the normative social dimension of RSs. Determining appropriate authorship recognition in student-faculty collaborative research is a complex task. In this quantitative study, responses from 1346 students and faculty in education and some social science disciplines at 36 research-intensive institutions in the United States were analyzed to provide a description of current and recommended practices for authorship in student-faculty collaborative research. The responses revealed practices and perceptions that are not aligned with ethical guidelines and a lack of consensus among respondents about appropriate practice. Faculty and student respondents (...) agreed that students deserve more authorship recognition than they get in common practice but they did not agree on the appropriate authorship arrangement for several of the collaborative scenarios described in the study or on the relative value of various contributions to research projects. The misalignment with ethical codes and lack of consensus among the respondents is problematic because student-faculty collaborative research is common and authored publications are powerful indicators of research competency. With these detailed results, students and faculty can better anticipate areas where their perspectives are likely to differ and faculty can work to clarify ambiguous expectations. (shrink)

An important debate in the reasoning literature concerns the extent to which inference processes are domain-free or domain-specific. Typically, evidence in support of the domain-specific position comprises the facilitation observed when abstract reasoning tasks are set in realistic context. Three experiments are reported here in which the sources of facilitation were investigated for contextualised versions of Raven's Progressive Matrices (Richardson, 1991) and non-verbal analogies from the AH4 test (Richardson & Webster, 1996). Experiment 1 confirmed that the facilitation observed for the (...) contextualised matrices was in part due to extraneous aspects of commentaries originally intended to activate domainspecific processes. Experiments 2 and 3 indicated that the remainder of the facilitation for the matrices, and all of the facilitation for the analogies, could be explained by visual salience: Converting the item elements into realistic objects had enabled them and their transitions to be identified more easily. Hence, performance at simplified abstract items was as good as, or better than, at contextualised items. It is concluded that facilitation effects cannot be interpreted as showing that domain-specific processes constitute a self-contained system separate from domain-free processes. In turn, this means that domain-free processes cannot be dismissed as being unimportant for reasoning. (shrink)

Before responding to them, we observe first that they offer no substantive challenge to our thesis: ambiguities associated with meaning in the disabled life make it more likely that professional service providers will make dogmatic responses (...) to bereavement, and perhaps other essentially contested topics, responses that are defended by isolationism.Some welcome ideas came from left field to refresh our thinking, such as Colman's observations on the gendered nature of care. She reminded us that although the audit from which these cases came was established to investigate bereavement in general among adults with intellectual disability, its rough and ready sampling failed to ensure the expected range of bereavement types. Somehow the bereavements constructed as relevant for audit all transpired to concern the death of mothers. Moreover, of the six relatives who agreed to be interviewed concerning these bereavements, two were stepfathers and four were sisters. Colman underlines the invisibility of care work usually done by female family members: how wise or less wise decisions create the conditions for bereavement reactions, and how changes to care arrangements following bereavement fall most heavily on them. Traustadottir (2002) discussed the way new care initiatives often put pressure on female family members and staff to do more unpaid work. For example, Circles of Support encourages them to include people with intellectual disability in their personal social networks, without considering the personal costs. Such observations have yet to emerge from the umbrella of feminist research. Separatism has served feminism well, but issues of women and care do need to find their place in mainstream reviews.Another useful reminder from Colman is that the person with intellectual disability is not the only concern to families, although only a few adult services manage to hold wider systemic factors in mind (Clegg and Burnham 2000). This article presents the first, systematic analysis of the ethical challenges posed by recommender systems through a literature review. The article identifies six areas of concern, and maps them onto a proposed taxonomy of different kinds of ethical impact. The analysis uncovers a gap in the literature: currently user-centred approaches do not consider the interests of a variety of other stakeholders—as opposed to just the receivers of a recommendation—in assessing the ethical impacts of a recommender system.

Recommender Systems (RecSys) have been around since the early days of the Internet, helping users navigate the vast ocean of information and the increasingly available options that have been available for us ever since. The range of tasks for which one could use a RecSys is expanding as the technical capabilities grow, with the disruption of Machine Learning representing a tipping point in this domain, as in many others. However, the increase of the technical capabilities of AI-powered RecSys (...) did not come with a thorough consideration of their ethical implications and, despite being a well-established technical domain, the potential impacts of RecSys on their users are still under-assessed. This paper aims at filling this gap in regards to one of the main impacts of RecSys: personal autonomy. We first describe how technology can affect human values and a suitable methodology to identify these effects and mitigate potential harms: Value Sensitive Design (VSD). We use VSD to carry out a conceptual investigation of personal autonomy in the context of a generic RecSys and draw on a nuanced account of procedural autonomy to focus on two components: competence and authenticity. We provide the results of our inquiry as a value hierarchy and apply it to the design of a speculative RecSys as an example. (shrink)

The article brings to light the use of recommender systems as technologies of the self, complementing the observations in current literature regarding their employment as technologies of ‘soft’ power. User practices on the music recommendation website last.fm reveal that many users do not only utilize the website to receive guidance about music products but also to examine and transform an aspect of their self, i.e. their ‘music taste’. The capacity of assisting users in self-cultivation practices, however, is not (...) unique to last.fm but stem from certain properties shared by all recommendation systems. Furthermore, unlike other oft-studied digital/web technologies of the self which facilitate ‘self-publishing’ vis-à-vis virtual companions in social media, recommender algorithms themselves can act as ‘intimate experts’, accompanying users in their self-care practices. Thus, recommendation systems can facilitate both algorithmic control and creative self-transformation, which calls for a theorization of this new cultural medium as a space of tension. (shrink)

This open access contributed volume examines the ethical and legal foundations of (future) policies on recommender systems and offers a transdisciplinary approach to tackle important issues related to their development, use and integration into online eco-systems. This volume scrutinizes the values driving automated recommendations - what is important for an individual receiving the recommendation, the company on which that platform was received, and society at large might diverge. The volume addresses concerns about manipulation of individuals and risks (...) for personal autonomy. From a legal perspective, the volume offers a much-needed evaluation of regulatory needs and lawmakers’ answers in various legal disciplines. The focus is on European Union measures of platform regulation, consumer protection and anti-discrimination law. The volume will be of particular interest to the community of legal scholars dealing with platform regulation and algorithmic decision making. By including specific use cases, the volume also exposes pitfalls associated with current models of regulation. Recommender systems assist users in receiving preferred or relevant services and information. Using such technology could be instrumental in addressing the lack of relevance digital mental health apps have to the user, a leading cause of low engagement. However, the use of recommender systems for digital mental health apps, particularly those driven by personal data and artificial intelligence, presents a range of ethical considerations. This paper focuses on considerations particular to the juncture of recommender (...) class='Hi'>systems and digital mental health technologies. While separate bodies of work have focused on these two areas, to our knowledge, the intersection presented in this paper has not yet been examined. This paper identifies and discusses a set of advantages and ethical concerns related to incorporating recommender systems into the digital mental health ecosystem. Advantages of incorporating recommender systems into DMH apps are identified as a reduction in choice overload, improvement to the digital therapeutic alliance, and increased access to personal data & self-management. Ethical challenges identified are lack of explainability, complexities pertaining to the privacy/personalization trade-off and recommendation quality, and the control of app usage history data. These novel considerations will provide a greater understanding of how DMH apps can effectively and ethically implement recommender systems. (shrink)

In recent years, social networks have made significant progress and the number of people who use them to communicate is increasing day by day. The vast amount of information available on social networks has led to the importance of using friend recommender systems to discover knowledge about future communications. It is challenging to choose the best machine learning approach to address the recommender system issue since there are several strategies with various benefits and drawbacks. In light of (...) this, a solution based on the stacking approach was put out in this study to provide a buddy recommendation system in social networks. Additionally, a decrease in system performance was caused by the large amount of information that was accessible and the inefficiency of some functions. To solve this problem, a particle swarm optimization algorithm to select the most efficient features was used in our proposed method. To learn the model in the objective function of the particle swarm algorithm, a hybrid system based on stacking is proposed. In this method, two random forests and Extreme Gradient Boosting had been used as the base classifiers. The results obtained from these base classifiers were used in the logistic regression algorithm, which has been applied sequentially. The suggested approach was able to effectively address this issue by combining the advantages of the applied strategies. The results of implementation and evaluation of the proposed system show the appropriate efficiency of this method compared with other studied techniques. (shrink)

After satisfying their quantitative and qualitative needs as regards nutrition, consumers in developed countries are becoming more involved in the ethical aspects of food production, especially when it relates to animal products. Social demands for respecting animal welfare in housing systems are increasing rapidly, as is social awareness of human responsibility towards farm animals. Many studies have been conducted on animal welfare measurement in different production systems, but the available information for small ruminants remains insufficient. In (...) this study, a 75 criteria-evaluation tool has been set up on the basis of the five freedoms concept. Animal welfare considerations have been analyzed in 25 documents, including labeling schemes, regulations, and recommendations from different European countries. The results show many differences between regular and organic small ruminant farming standards. Emergency measures are generally lacking. A weak representation of psychological aspects of animal welfare, especially by the current European legislation, is highlighted. (shrink)

One of the most vexed issues in income tax policy is how family or household status should affect tax liability. This article suggests a general approach for thinking about the treatment of households in the fiscal system generally under a utilitarian social welfare norm. The United States fiscal rules considered include those not only in the income tax but under Social Security, Medicare, and safety net programs. Among the recommendations that emerge from the analysis are (1) recognizing couples for (...) tax and transfer purposes without limitation to those that are married, (2) reducing the fiscal system's current distributional bias in favor of one-earner couples and its discouraging work by secondary earners, and (3) providing significantly more favorable treatment of households with children than of those with similar resources but no or fewer children, without limiting this more favorable treatment, in the manner of present U.S. law, to relatively poor households. This article explores the ethical concerns and protections that may be required when individually identifiable data originally collected solely for clinical or administrative purposes are used in research or evaluation. It asks the following broad question with respect to the interim policy developed by the Substance Abuse and Mental Health Services Administration (SAMHSA) to protect the rights and welfare of participants in its programs: For those programs and projects not classified as research, are the protections and system for review (...) adequate? Background information on SAMHSA's interim policy is provided, along with issues and questions related to the use of clinical and administrative records in research and evaluation. In 2005, The International Federation of Organic Agricultural Movements (IFOAM) developed four new ethical principles of organic agriculture to guide its future development: the principles of health, ecology, care, and fairness. The key distinctive concept of animal welfare in organic agriculture combines naturalness and human care, and can be linked meaningfully with these principles. In practice, a number of challenges are connected with making organic livestock systems work. These challenges are particularly dominant in immature agro-ecological systems, for (...) example those that are characterized by industrialization and monoculture. Some of the current challenges are partly created by shortages of land and manure, which encourage zero-grazing and other confined systems. Other challenges are created in part by the conditions for farming and the way in which global food distribution systems are organized, e.g., how live animals are transported, how feed is traded and transported all over the globe, and the development of infrastructure and large herds. We find that the overall organic principles should be included when formulating guidelines for practical organic animal farming. This article explores how the special organic conceptions of animal welfare are related to the overall principles of organic agriculture. The aim is to identify potential routes for future development of organic livestock systems in different contexts and with reference to the specific understanding of animal welfare in organic agriculture. We include two contrasting cases represented by organic livestock systems in northwestern Europe and farming systems in tropical low-income countries; we use these cases to explore the widely different challenges of organic livestock systems in different parts of the world. I aim to illustrate how the recommender systems of digital platforms create a particularly problematic kind of vulnerability in their users. Specifically, through theories of scaffolded cognition and scaffolded affectivity, I argue that a digital platform’s recommender system is a cognitive and affective artifact that fulfills different functions for the platform’s users and its designers. While it acts as a content provider and facilitator of cognitive, affective and decision-making processes for users, it also provides a continuous and (...) detailed amount of information to platform designers regarding users’ cognitive and affective processes. This dynamic, I argue, engenders a kind of vulnerability in platform users, structuring a power imbalance between designers and users. This occurs because the recommender system can not only gather data on users’ cognitive and affective processes, but also affects them in an unprecedentedly economic and capillary manner. By examining one instance of ethically problematic practice from Facebook, I specifically argue that rather than being a tool for manipulating or exploiting people, digital platforms, especially by their underlying recommender systems, can single out and tamper with specific cognitive and affective processes as a tool specifically designed for mind invasion. I conclude by reflecting how the understanding of such AI systems as tools for mind invasion highlights some merits and shortcomings of the AI Act with regards to the protection of vulnerable people. The paper links higher education reforms and welfare states reforms in postcommunist Central European countries. It links current higher education debates (and reform pressures) and public sector debates (and reform pressures), stressing the importance of communist-era legacies in both areas. It refers to existing typologies of both higher education governance and welfare state regimes and concludes that the lack of the inclusion of Central Europe in any of them is a serious theoretical drawback in comparative social research. The (...) region should still, after more than two decades of transition and heavy international policy advising, be viewed as a “laboratory of social experimentation”. It is still too risky to suggest generalizations about how Central European higher education and welfare systems fit existing typologies. Consequently, the “transition” period is by no means over: it is over in terms of politics and economics but not in terms of social arrangements. Both higher education and welfare states should be viewed as “work in progress”: permanently under reform pressures, and with unclear future. (shrink)

This article examines the extent to which the concept of social quality could contribute to a transformation in the debates about the welfare sustainability in Asia and Europe. The article starts by outlining the concept of social quality: its constitutional, conditional and normative components and the origins of its development as a European conceptual framework. Then a bridge is created between Europe and Asia by looking briefly at the similarities and differences between social quality and human security, a concept (...) that is more familiar in the latter region than the former one. is is followed by a critique of the global discourses on 'sustainability' and, in particular, their dominance by economism. The final part of the article utilizes the concept of social quality to propose a more open and balanced approach to sustainability that brings in social and ecological considerations alongside economic ones. Collaborative filtering is being used within organizations and in community contexts for knowledge management and decision support as well as the facilitation of interactions among individuals. This article analyzes rhetorical and technical efforts to establish trust in the constructions of individual opinions, reputations, and tastes provided by these systems. These initiatives have some important parallels with early efforts to support quantitative opinion polling and construct the notion of “public opinion.” The article explores specific ways to increase trust in these (...) systems, albeit a “guarded trust” in which individuals actively seek information about system foibles and analyze the reputations of participants. Feasting on a plethora of social media platforms, news aggregators, and online marketplaces, recommender systems (RSs) are spreading pervasively throughout our daily online activities. Over the years, a host of ethical issues have been associated with the diffusion of RSs and the tracking and monitoring of users’ data. Here, we focus on the impact RSs may have on personal autonomy as the most elusive among the often-cited sources of grievance and public outcry. On the grounds of a philosophically (...) nuanced notion of autonomy, we illustrate three specific reasons why RSs may limit or compromise it: the threat of manipulation and deception associated with RSs; the RSs’ power to reshape users’ personal identity; the impact of RSs on knowledge and critical thinking. In our view, however, notwithstanding these legitimate concerns, RSs may effectively help users to navigate an otherwise overwhelming landscape. Our perspective, therefore, is not to be intended as a bulwark to protect the _status quo_ but as an invitation to carefully weigh these aspects in the design of ethically oriented RSs. (shrink)

With the rapid development of the Internet, recommendation systems have received widespread attention as an effective way to solve information overload. Social tagging technology can both reflect users’ interests and describe the characteristics of the items themselves, making group recommendation thus becoming a recommendation technology in urgent demand nowadays. In traditional tag-based recommendation systems, the general processing method is to calculate the similarity and then rank the recommended items according to the similarity. Without considering the influence of continuous (...) user behavior, in this article, we propose a personalized recommendation algorithm based on social tags by combining the ideas of Markov chain and collaborative filtering. This algorithm splits the three-dimensional relationship of into two two-dimensional relationships of and. The user’s interest degree to the tags is calculated by the Markov chain model, and then the items corresponding to them are matched by the recommended tag set. The influence between tags is used to model the satisfaction of items based on the correlation between the tags contained in the matched items, and collaborative filtering is used to complete the sparse values when calculating the interest and satisfaction between user–tags and user–items to improve the accuracy of recommendations. The experiments show that in the publicly available dataset, the personalized recommendation algorithm proposed in this article has significantly improved in accuracy and recall rate compared with the existing algorithms. YouTube has been implicated in the transformation of users into extremists and conspiracy theorists. The alleged mechanism for this radicalizing process is YouTube’s recommender system, which is optimized to amplify and promote clips that users are likely to watch through to the end. YouTube optimizes for watch-through for economic reasons: people who watch a video through to the end are likely to then watch the next recommended video as well, which means that more advertisements can be served to them. (...) This is a seemingly innocuous design choice, but it has a troubling side-effect. Critics of YouTube have alleged that the recommender system tends to recommend extremist content and conspiracy theories, as such videos are especially likely to capture and keep users’ attention. To date, the problem of radicalization via the YouTube recommender system has been a matter of speculation. The current study represents the first systematic, pre-registered attempt to establish whether and to what extent the recommender system tends to promote such content. We begin by contextualizing our study in the framework of technological seduction. Next, we explain our methodology. After that, we present our results, which are consistent with the radicalization hypothesis. Finally, we discuss our findings, as well as directions for future research and recommendations for users, industry, and policy-makers. (shrink)

As the assumptions of perpetual economic and population growth no longer stand, the welfare systems built on such promises are in peril. Policymakers must reallocate the responsibility for providing care between generations. Democratic theories can help establish procedures for finding solutions, particularly in ageing democratic countries. By analysing existing representative and deliberative democratic theories, this paper explores how the interests of future generations could be included in such procedures. A hypothetical social health insurance scheme with the pay-as-you-go financial (...) arrangement is selected as an illustrative case. This paper argues that due to the intrinsic bias towards the current generation, both representative and deliberative democratic health policymaking are limited in making decisions that account for future generations. Solidarity is presumed to underpin the redistributive health and welfare systems in modern democracies; however, it is often considered a Western—or more specifically, European—concept. While health and welfare systems have been transplanted successfully to many non-Western developed countries, whether the solidarity necessary for such systems exists or is intellectually available remains under debate. Using an East Asian country with the Confucian tradition as an illustrative case, I first argue that the Confucian tradition has special theoretical (...) and sociological importance for health and welfare solidarity. Then, through investigating the classic Confucian writings, I propose transformed interpretations of the essential concepts of Confucian thought, namely filial piety, benevolent governance and the mandate of heaven. With these interpretations, the differentiated family-based solidarity and the people-rooted thought in Confucianism could be reimagined to fit with the modern liberal-democratic political regime and welfare arrangements. I call this model Confucian welfarism, which I argue could form the intellectual origins of solidarity for people who believe in or have an affinity to Confucian ethos. (shrink)

Awareness of farm animal welfare issues is growing in Canada, as part of a larger food movement. The baseline Canadian standards for farm animal welfare—the Recommended Codes of Practice for the Care and Handling of Farm Animals—are up for revision. The success of these standards will depend in part on perceived legitimacy, which helps determine whether voluntary code systems are adopted, implemented, and accepted by target audiences. In the context of the Codes, legitimacy will also hinge on (...) whether the standards-developers marshal narratives about farm animals that accord with their audiences’ expectations. The aim of this paper is to catalogue factors that influence legitimacy in farm animal welfare standard-setting, including which narratives of animal welfare are emphasized by standard-setters. Drawing upon the example of the baseline Canadian standards, and the National Farm Animal Care Council, the paper will present a theoretical and methodological framework for analyzing legitimacy in the context of animal welfare standards-development and discuss associated policy considerations. Beyond reasonable doubt, the influence of Western culture and civilizations has enervated traditional African family systems, and their functions as providers of social welfare. Hitherto, traditional African family and clan by extension served as the plausible medium by which Africans proffered solutions to those social, economic and other existential problems found within their communities. However, measuring and evaluating the successes of the various social welfare programs organized by the family and clan was a difficult task to achieve. (...) It seems the services rendered merely controlled the social problems but did not improve the standard of living of the victims. This paper seeks to critically analyse the traditional African family system and its role as a provider of social welfare and argues that it can complement the Western models towards holistic social integration. Thus this work adopts the theory of change as a tool for understanding how Western models of social welfare should be integrated with traditional African approaches to care for the ‘weak’ in the society. Advocating for a paradigm shift from the modern models of providing social welfare to the traditional African family and clan model is consequent upon the claim that the latter is more embracing in approach. YouTube has been implicated in the transformation of users into extremists and conspiracy theorists. The alleged mechanism for this radicalizing process is YouTube’s recommender system, which is optimized to amplify and promote clips that users are likely to watch through to the end. YouTube optimizes for watch-through for economic reasons: people who watch a video through to the end are likely to then watch the next recommended video as well, which means that more advertisements can be served to them. (...) This is a seemingly innocuous design choice, but it has a troubling side-effect. Critics of YouTube have alleged that the recommender system tends to recommend extremist content and conspiracy theories, as such videos are especially likely to capture and keep users’ attention. To date, the problem of radicalization via the YouTube recommender system has been a matter of speculation. The current study represents the first systematic, pre-registered attempt to establish whether and to what extent the recommender system tends to promote such content. We begin by contextualizing our study in the framework of technological seduction. Next, we explain our methodology. After that, we present our results, which are consistent with the radicalization hypothesis. Finally, we discuss our findings, as well as directions for future research and recommendations for users, industry, and policy-makers. (shrink)

With the deployment of information and communication technologies and the needs of data and information sharing within cities, smart city aims to provide value-added services to improve citizens’ quality of life. But, currently city planners/developers are faced with inadequate contextual information on the dimensions of smart city required to achieve a sustainable society. Therefore, in achieving sustainable society, there is need for stakeholders to make strategic decisions on how to implement smart city initiatives. Besides, it is required to specify the (...) smart city dimensions to be adopted in making cities smarter for sustainability attainment. But, only a few methods such as big data, internet of things, cloud computing, etc. have been employed to support smart city attainment. Thus, this study integrates case-based reasoning as an artificial intelligence technique to develop a recommender system towards promoting smart city planning. CBR provides suggestions on smart city dimensions to be adopted by city planners/decision-makers in making cities smarter and sustainable. Accordingly, survey data were collected from 115 respondents to evaluate the applicability of the implemented CBR recommender system in relation to how the system provides best practice recommendations and retaining of smart city initiatives. Results from descriptive and exploratory factor analyses suggest that the developed system is applicable in supporting smart city adoption. Besides, findings from this study are expected to provide valuable insights for practitioners to develop more practical strategies and for researchers to better understand smart city dimensions. Although personal and group recommendation systems have been quickly developed recently, challenges and limitations still exist. In particular, users constantly explore new items and change their preferences throughout time, which causes difficulties in building accurate user profiles and providing precise recommendation outcomes. In this context, this study addresses the time awareness of the user preferences and proposes a hybrid recommendation approach for both individual and group recommendations to better meet the user preference changes and thus improve the recommendation performance. The experimental results show that the proposed approach outperforms several baseline algorithms in terms of precision, recall, novelty, and diversity, in both personal and group recommendations. Moreover, it is clear that the recommendation performance can be largely improved by capturing the user preference changes in the study. These findings are beneficial for increasing the understanding of the user dynamic preference changes in building more precise user profiles and expanding the knowledge of developing more effective and efficient recommendation systems. The purpose of the present contribution is to explore how the ECJ seeks to respect the principles underpinning national welfare systems, notably social solidarity, whilst ensuring that Member States comply with the substantive law of the European Union, in particular with the Treaty provisions on the fundamental freedoms and EU citizenship. It is submitted that in order to reconcile those two interests the ECJ has taken the view that nationals of the host Member State must show a certain (...) degree of financial solidarity with the nationals of other Member States who have established a ‘genuine or real link’ with the society of that State. With a view to establishing the existence of such a link, national authorities of the host Member State must engage in a case-by-case assessment of the personal circumstances of the EU citizen claiming social benefits. However, Förster is an important exception to the individual application of the ‘genuine or real link’ test. Although Förster does not overrule Bidar as a matter of principle, it exempts the host Member State from examining the personal situation of economically inactive students who apply for maintenance grants or student loans but have not yet completed a five-year period of residence. Digital health and welfare technologies and artificial intelligence are proposed to revolutionise healthcare systems around the world by enabling new models of care. Digital health and welfare technologies enable remote monitoring and treatments, and artificial intelligence is proposed as a means of prediction instead of reaction to individuals’ health and as an enabler of proactive care and rehabilitation. The digital transformation not only affects hospital and primary care but also how the community meets older people's needs. Community (...) care is often provided by informal and formal care‐givers, most of whom are women. Gender equality is at the heart of many national strategies, but do all genders have equal rights, responsibilities and opportunities when it comes to community care and its digital transformation? The digital transformation of community care is entangled with how care is provided to older people and the working conditions of community‐care professionals. Current and, even more so, future community‐care systems are and will be partly constituted by networks of technological artefacts. These health and welfare technological artefacts and the discourse surrounding them mediate and constitute social relations and community care. This article looks into how health and welfare technology and artificial intelligence‐based devices and systems mediate and constitute gender relations in community care and presents an argument for reflexivity, embodiment, pluralism, participation and ecology as an alternative strategy to treating community care as one‐size‐fit‐all and being blind to gender‐related issues. Up to 70% of all watch time on YouTube is due to the suggested content of its recommender system. This system has been found, by virtue of its design, to be promoting conspiratorial content. In this paper, I first critique the value neutrality thesis regarding technology, showing it to be philosophically untenable. This means that technological artefacts can influence what people come to value (or perhaps even embody values themselves) and change the moral evaluation of an action. Second, I (...) introduces the concept of an affordance, borrowed from the literature on ecological psychology. This concept allows me to make salient how technologies come to solicit certain kinds of actions from users, making such actions more or less likely, and in this way influencing the kinds of things one comes to value. Third, I critically assesses the results of a study by Alfano et al. I make use of the literature on affordances, introduced earlier, to shed light on how these technological systems come to mediate our perception of the world and influence action. (shrink)

Decisions are taken by humans very often during professional as well as leisure activities. It is particularly evident during surfing the Internet: selecting web sites to explore, choosing needed information in search engine results or deciding which product to buy in an on-line store. Recommender systems are electronic applications, the aim of which is to support humans in this decision making process. They are widely used in many applications: adaptive WWW servers, e-learning, music and video preferences, internet stores (...) etc. In on-line solutions, such as e-shops or libraries, the aim of recommendations is to show customers the products which they are probably interested in. As input data the following are taken: shopping basket archives, ratings of the products or servers log files.The article presents a solution of recommender system which helps users to select an interesting product. The system analyses data from other customers' ratings of the products. It uses clustering methods to find similarities among the users and proposed techniques to identify users' profiles. The system was implemented in Apache Mahout environment and tested on a movie database. Selected similarity measures are based on: Euclidean distance, cosine as well as correlation coefficient and loglikehood function. (shrink)

Infonorma is a multi-agent system that provides its users with recommendations of legal normative instruments they might be interested in. The Filter agent of Infonorma classifies normative instruments represented as Semantic Web documents into legal branches and performs content-based similarity analysis. This agent, as well as the entire Infonorma system, was modeled under the guidelines of MAAEM, a software development methodology for multi-agent application engineering. Prediction is one of the major challenges in complex systems. The prediction methods have shown to be effective predictors of the evolution of networks. These methods can help policy makers to solve practical problems successfully and make better strategy for the future. In this work, we focus on exporting countries’ data of the International Trade Network. A recommendation system is then used to identify the products that correspond to the production capacity of each individual country but are somehow overlooked (...) by the country. Then, we simulate the evolution of the country’s fitness if it would have followed the recommendations. The result of this work is the combination of these two methods to provide insights to countries on how to enhance the diversification of their exported products in a scientific way and improve national competitiveness significantly, especially for developing countries. This paper aims to identify the decision support systems and their role on the strategic management development in the Universities- Case Study: Islamic University of Gaza. The descriptive approach was used where a questionnaire was developed and distributed to a stratified random sample. (230) questionnaires were distributed and (204) were returned with response rate (88.7%). The most important findings of the study: The presence of a statistically significant positive correlation between the decision support systems and strategic management in (...) the Islamic University in Gaza, and this shows that there is a role for decision support systems in strategic management development. The senior management is convinced of the importance of strategic management of the organization, and this conviction paid to clearly understand the process of the development of strategic management and thus led to a commitment to this process to improve its performance. There is an impact on the strategic management of the capabilities available for the use of decision support systems, and the type of decision support systems used, while there is little effect of top management support for the use of decision support systems. Also, the results showed that there were no statistically significant differences between the averages of the respondents answers attributed to personal data. The research also concluded a series of recommendations: The Islamic University of Gaza need to develop its infrastructure of decision support systems when it develops the strategic management. It should increase its interest in organizational potential through the necessity of a separate unit for decision support systems. As well as increased interest in the physical and technical capabilities available to decision support systems through continuity in keeping pace with technological means and techniques, continued support of senior management in the organization of strategic management for its positive role on decision support systems, that senior management will continue in the organization in creating a culture of strategic management, and it should encourage employees to participate in the strategic management process. Nursing professionalization is both ongoing and global, being significant not only for the nursing workforce but also for patients and healthcare systems. For this reason, it is important to have an in‐depth understanding of this process and the factors that could affect it. This literature review utilizes a welfare state approach to examine macrolevel structural determinants of nursing professionalization, addressing a previously identified gap in this literature, and synthesizes research on the relevance of studying nursing professionalization. The use (...) of a welfare state framework facilitates the understanding that the wider social, economic, and political system exercises significant power over the distribution of resources in a society, providing a glimpse into the complex politics of health and health care. The findings shed light on structural factors outside of nursing, such as country‐level education, health, labor market, and gender policies that could impact the process of professionalization and thus could be utilized to strengthen nursing through facilitating increased professionalization levels. Addressing gender inequalities and other structural determinants of nursing professionalization could contribute to achieving health equity and could benefit health systems through enhanced availability, skill‐level, and sustainability of nursing human resources, improved and efficient access to care, improved patient outcomes, and cost savings. This thesis considers two allegations which conservatives often level at no-fault systems — namely, that responsibility is abnegated under no-fault systems, and that no-fault systems under- and over-compensate. I argue that although each of these allegations can be satisfactorily met – the responsibility allegation rests on the mistaken assumption that to properly take responsibility for our actions we must accept liability for those losses for which we are causally responsible; and the compensation allegation rests on the mistaken (...) assumption that tort law’s compensatory decisions provide a legitimate norm against which no-fault’s decisions can be compared and criticized – doing so leads in a direction which is at odds with accident law reform advocates’ typical recommendations. On my account, accident law should not just be reformed in line with no-fault’s principles, but rather it should be completely abandoned since the principles that protect no- fault systems from the conservatives’ two allegations are incompatible with retaining the category of accident law, they entail that no-fault systems are a form of social welfare and not accident law systems, and that under these systems serious deprivation – and to a lesser extent causal responsibility – should be conditions of eligibility to claim benefits. A personalized recommender system is broadly accepted as a helpful tool to handle the information overload issue while recommending a related piece of information. This work proposes a hybrid personalized recommender system based on affinity propagation, namely, APHPRS. Affinity propagation is a semisupervised machine learning algorithm used to cluster items based on similarities among them. In our approach, we first calculate the cluster quality and density and then combine their outputs to generate a new ranking score among clusters (...) for the personalized recommendation. In the first phase, user preferences are collected and normalized as items rating matrix. This generated matrix is then clustered offline using affinity propagation and kept in a database for future recommendations. In the second phase, online recommendations are generated by applying the offline model. Negative Euclidian similarity and the quality of clusters are used together to select the best clusters for recommendations. The proposed APHPRS system alleviates problems such as sparsity and cold-start problems. The use of affinity propagation and the hybrid recommendation technique used in the proposed approach helps in improving results against sparsity. Experiments reveal that the proposed APHPRS performs better than most of the existing recommender systems. (shrink)

Recommender system depends on the thoughts of numerous users to predict the favourites of potential consumers. RS is vulnerable to malicious information. Unsuitable products can be offered to the user by injecting a few unscrupulous “shilling” profiles like push and nuke attacks into the RS. Injection of these attacks results in the wrong recommendation for a product. The aim of this research is to develop a framework that can be widely utilized to make excellent recommendations for sales growth. This (...) study uses the methodology that presents an enhanced clustering algorithm named as modified density peak clustering algorithm on the consumer review dataset to ensure a well-formed cluster. An improved recurrent neural network algorithm is proposed to detect these attacks in hybrid RS, which uses the content-based RS and collaborative filtering RS. The results are compared with other state of the art algorithms. The proposed method is more suitable for E-commerce applications where the number of customers and products grows rapidly. (shrink)

Answering Beate Hofmann's article on mothers’ recuperation in Germany, this response uses the results of two Sweden-based research projects on the changed role of the Church of Sweden and seven more West-European majority churches in welfare society. Special attention is given to the interdependence of national welfare system and theology and to current changes in European welfare systems.

Recommendation systems (RSs) predict what the user likes and recommend it to them. While at the onset of RSs, the latter was designed to maximize the recommendation accuracy (i.e., accuracy was their only goal), nowadays many RSs models include diversity in recommendations (which thus is a further goal of RSs). In the computer science community, the introduction of diversity in RSs is justified mainly through economic reasons: diversity increases user satisfaction and, in niche markets, profits.I contend that, first, the (...) economic justification of diversity in RSs risks reducing it to an empirical matter of preference; second, diversity is ethically relevant as it supports two autonomy rights of the user: the right to an open present and the right to be treated as an individual. So far, diversity in RSs has been morally defended only in the case of RSs of news and scholarly content: diversity is held to have a depolarizing effect in a democratic society and the scientific community and make the users more autonomous in their news choices. I provide a justification of diversity in RSs that embraces all kinds of RSs (i.e., a holistic moral defense) and is based on a normative principle founded on the agency of the user, which I call the right to be an exception to predictions. Such a right holds that the proper treatment of a RS user qua agent forbids providing them with recommendations based only on their past or similar users’ choices. (shrink)

The debate over the host of moral issues that genetic enhancement technology (GET) raises has been significant. One argument that has been advanced to impugn its moral legitimacy is the ‘unfair advantage argument’ (UAA), which states: allowing access to GET to be determined by socio-economic status would lead to unjust outcomes, namely, create a genetic caste system, and with it the exacerbation and perpetuation of existing socio-economic inequalities. Fritz Allhoff has recently objected to the argument, the kernel of which is (...) that it conflates the use of the technology with its distribution. GET, he argues, would generate unjust outcomes only if it is distributed according to principles of an unjust pattern of distribution; for if we can determine what constitutes a ‘just’ distributive scheme, then the technology can be allocated according to the principles of that scheme. In this paper I argue the following cluster of related claims: (1) both UAA and Allhoff's proposed distributive schemes ignore the importance of non-genetic factors in the development of an individual's characteristics and capacities; (2) if we accept the view that it is good to prevent unjust outcomes that arise because some have exclusive access to GET, then we have to accept wide-ranging distributive schemes; (3) by tracking genetic and non-genetic factors wide-ranging schemes do violate in some sense the widely shared value of neutrality in liberal democracies. There are many studies conducted on recommendation systems, most of which are focused on recommending items to users and vice versa. Nowadays, social networks are complicated due to carrying vast arrays of data about individuals and organizations. In today’s competitive environment, companies face two significant problems: supplying resources and attracting new customers. Even the concept of supply-chain management in a virtual environment is changed. In this article, we propose a new and innovative combination approach to recommend organizational people in (...) social networks based on organizational communication and SCM. The proposed approach uses a hybrid strategy that combines basic collaborative filtering and demographic recommendation systems, using data mining, artificial neural networks, and fuzzy techniques. The results of experiments and evaluations based on a real dataset collected from the LinkedIn social network showed that the hybrid recommendation system has higher accuracy and speed than other essential methods, even substantially has eliminated the fundamental problems with such systems, such as cold start, scalability, diversity, and serendipity. This study aims to examine and compare female and male Kurdish EFL students’ level and type of motivation based on L2 motivational self-system components and to identify their dominant type of motivation. The participants of this study were 118 students were randomly selected as the participants of this study from different cities of Erbil governorate in Kurdistan region of Iraq. A Learners questionnaire used following the application of semi-structured interview sessions with learners who participated in the study. The data obtained (...) from the questionnaire were analyzed through SPSS software, and the interview results were interpreted and analyzed through content analysis. The findings of this study revealed that both male and female Kurdish EFL students generally have high levels of motivation and the attitudes of both groups of learners were found to be generally positive towards English language and its learning. The most frequent motivational strategies, ways of motivating and arranging for them a suitable culture and recommended by the teachers in this study are helpful, especially for teacher educators in teacher training programs, so that they can get aware of the most used strategies by Kurdish EFL teachers in high school to be the leadership for this purpose, and try to improve and correct them, and try to teach them the most effective strategies and ways of raising motivation in the students. Taking organisational responses to the ?organ retention scandals? in the United Kingdom and Australia as a starting point, this paper considers the role of social welfare workers within the medico-legal system. Official responses to the inquiries of the late 1990s have focused on issues of consent and process-transparency, leaving unaddressed concerns expressed by the bereaved about the impact of organ retention on both their experience of grief and on the deceased themselves. A review of grief and embodiment literature suggests (...) that such concerns are consistent with the significance of relationship, attachment and identity within grief resolution?however that last problematic term is defined. The case example of an Australian coronial jurisdiction which has attempted to deal with some of these issues through mandating the discussion of autopsy and organ retention processes by grief counsellors with bereaved families is then provided. A distinction is drawn between these discussions and the seeking of consent. The discussion concludes by considering the ambiguous nature of the social welfare role within this contested field, suggesting that this ambiguity, while perhaps a source of flexibility in practice, may itself relate to a lack of clear information about the needs of the bereaved. This paper contributes to the development of that knowledge and offers some necessarily tentative recommendations regarding social welfare practice in this challenging arena. (shrink)
