Today’s exponential advancement of information and communication technologies is reconfiguring participatory urban development practices. The use of digital technology implies new forms of decentralised governance, collaborative knowledge production, and social activism. The digital transformation has the potential to overcome shortcomings in citizen participation, make participatory processes more deliberative, and enable collaborative approaches for making cities. While digital tools such as digital mapping, e‐participation platforms, location‐based games, and social media offer new opportunities for the various actors and may act as a (...) catalyst for renegotiating urban space and collective goods, digitalisation can also perpetuate or even attenuate existing inequalities and exclusion. This editorial introduces the thematic issue “Citizen Participation, Digital Agency, and Urban Development” which focuses on the trajectories and (dis)continuities of citizen participation through digitalisation and elaborates this with examples from Europe and Asia on how the digital transformation impacts, challenges, or reproduces hegemonic power relations in urban development. Background The COVID-19 pandemic has influenced the approach to the health-disease system, raising the question about the principles of bioethics present in physician–patient relations. The principles while widely accepted may not be sufficient for a comprehensive ethical analysis. Therefore, the aim of this study was to explore the perception of these principles and the physician–patient relationship during a hospital stay through a qualitative approach. Method Sixteen semi-structured interviews took place to know the patients’ perception during their 2020 hospitalization for COVID-19. (...) The data was analyzed through the constant comparison method, creating categories and comparing them. In the end, seven categories were established and were grouped in three: bioethical principles (dignity, charity, vulnerability, autonomy), doctor-patient relationship (participant commitment, informed consent, health staff-patient relationship) and the experience of the disease (illness, the role of the family). Results The research found that most patients described a positive experience, with the feeling of having been well cared for with no sense of discrimination or injustice done. The majority also reported that their autonomy was respected in the treatment decisions. The evaluation of these attitudes is an area of opportunity, especially when the patients' vulnerability is at risk. Conclusions The ethics of virtue offers a better reflection of how human beings manifest themselves by emphasizing the development of virtuous character and behaviors that allow them to realize their values in life. As to the last paragraph, the most striking feature of the inner morality of law is that it is such a possible characteristic, surplus quality which is not a sine qua non, which law is conceivable without. However, it (...) is a question whether law can long do without it? In principle, the legislator is free in deciding on what legal consequence he attaches to what course of conduct14 and it is also desirable that legal concepts be freed from moral overtones. Nevertheless, the legal complex cannot be torn out of its social context, nor can it steadily conflict with other complexes (religions, moral, or political values, norms and ideologies) law is to develop in living interrelationship with. Otherwise, it is subject to danger that (I) law-observance in average cases is weakened; (2) the reified functioning of and approach to law are strengthened and make law alienated; and (3) it blurs the social objectives the law intends to serve and, especially in hard cases, makes its application rootless and floating. A pathological situation only becomes more pathological, if the pathology of contents is accompanied by the pathology of means. Or, it brings the promise of real solution closer, if the adequateness of means also provides, by the strength of publicity, for the direct mobilization of society. The construction of the book is itself building within enactive theory, because of how it brings a step-by-step constructing bridge in enactive theory by scaling up its theories from basic minds to specifically human minds. The only problem is that everything in the book lies in the primordial tension that sensorimotor enactivism establishes, which is basically individualistic, and there are no responses (...) to possible objections to this. Nomy Arpaly rejects the model of rationality used by most ethicists and action theorists. Both observation and psychology indicate that people act rationally without deliberation, and act irrationally with deliberation. By questioning the notion that our own minds are comprehensible to us--and therefore questioning much of the current work of action theorists and ethicists--Arpaly attempts to develop a more realistic conception of moral agency.

Neil Levy (2007) argues that empirical data shows that psychopaths lack the moral knowledge required for moral responsibility. His account is intriguing, and it offers a promising way to think about the significance of psychopaths for work on moral responsibility. In what follows we focus on three lines of concern connected to Levy's account: his interpretation of the data, the scope of exculpation, and the significance of biological explanations for anti-social behavior.

ABSTRACT In Mexico informed consent is a legal requirement that ensures that patients who are invited to participate in clinical trials are provided with all the information needed to decide whether to participate, or not, in a research protocol. To improve our understanding of the problems physicians in developing countries encounter, when obtaining informed consent (IC), we examined their opinion on the importance of IC in clinical research, the quantity and quality of the information provided to the participant, and the (...) conditions in which the IC is obtained. Investigators considered that IC was useful to the patients, providing information that helped the patient to make a decision about his/her participation. Nevertheless, they felt that for some aspects of the research, like drug development in general, the use of placebos, and the randomization process, many of the patients were not capable of fully understanding the information provided, referring to the complexity of the information and illiteracy as the main reasons. Many investigators were not acquainted with some of the guidelines established in the Mexican General Law of Health,1 36% of them admitting to not having completed their IC letters. Most investigators gave only minutes to the patient to make a decision and 20% of ICs were obtained while the patient was hospitalized. Except for one investigator, all of them considered that specific training in medical ethics would be useful for the daily clinical work. (shrink)

Our EcoDialogue Center is an educational space for human sustainability within the University of Veracruz. We propose that creating sustainable knowledge requires re-thinking how we conceive ourselves as human beings. This requires paying attention to what we call “the quality of being,” which means caring about and attending to the physical–emotional–mental–spiritual as the foundation of education. This way we can create a space where we can dialogue contemplatively where all dimensions of our lives interact; the physical, the emotional, the communitarian, (...) the social politic, the planetarium, and the spiritual being act with social–environmental responsibility. El interés no es comprobar la existencia de Dios, sino simplemente saber si el lenguaje religioso como tal tiene o no sentido. Para esto, primero veremos la concepción de la creencia en general. A continuación, trataremos las creencias religiosas bajo dos puntos de vistas totalmente opuestos: por un lado, se expondrá la posición de autores (...) que dicen que las creencias religiosas sí tienen una evidencia razonable que las sustenta y, por otro, nos encontraremos con autores que afirman que dichas creencias no pueden ser justificadas racionalmente porque lo espiritual refiere el ámbito de lo indecible, en el cual no es factible afirmar que los enunciados religiosos son apropiados a ser verdaderos o falsos. Between the mid-1960s and the early 1970s, the quotidian dimension took political centrality in Japan thanks to the leading role of the New Left movement and its ideology. This went hand in hand with an appreciation of the philosophical approaches of Marxist intellectuals such as Jun Tosaka and Gorō Hani, who saw the quotidian as a fundamental space for historical transformation. We know how Tosaka and Hani developed an everyday-centred philosophy of history through their writings, but we know little about (...) how formats other than the written word – such as cinema – contributed to thinking historical reality from the same ideological approach. To address this gap in our understanding, this article analyses the intersection of two highly representative films with Tosaka and Hani’s historical thought: Secrets Within Walls ( Kabe no naka no himegoto, Kōji Wakamatsu, 1965) and Ceremonies ( Gishiki, Nagisa Ōshima, 1971). These films’ cinematic allegorisation of post-war Japan’s everyday relationships was a way to reflect on the political character of that period. (shrink)

A satisfactory construal of the subject matter of free will debates must allow for disagreements along two axes. First, it must allow for the possibility of higher order disagreements, or disagreements about what concepts, phenomena, or practices an account of free will is supposed to capture or explain. Second, it must allow for the fact of variation in the extent to which theories are bound by antecedent pre-philosophical thought, talk, and practices. A promising way of accommodating these two thoughts is (...) to treat free will in broadly functionalist terms. On the account proposed here, free will is a power that makes sense of everyday responsibility practices. This construal is not widely shared, but it allows for the possibility that we might have false beliefs about the nature of free will, while still making sense of central philosophical debates about free will. The importance of socio-economic impacts from the introduction and use of genetically modified crops is reflected in increasing efforts to include them in regulatory frameworks. Aiming to identify and understand the present knowledge on SEI of GM crops, we here report the findings from an extensive study of the published international scientific peer-reviewed literature. After applying specified selection criteria, a total of 410 articles are analysed. The main findings include: limited empirical research on SEI of GM crops in the scientific (...) literature; the main focus of the majority of the published research is on a restricted set of monetary economic parameters; proportionally, there are very few empirical studies on social and non-monetary economic aspects; most of the research reports only short-term findings; the variable local contexts and conditions are generally ignored in research methodology and analysis; conventional agriculture is the commonly used comparator, with minimal consideration of other substantially different agricultural systems; and there is the overall tendency to frame the research upon not validated theoretical assumptions, and to over-extrapolate small-scale and short-term specific results to generalized conclusions. These findings point to a lack of empirical and comprehensive research on SEI of GM crops for possible use in decision-making. Broader questions and improved methodologies, assisted by more rigorous peer-review, will be required to overcome current research shortcomings. (shrink)

It is notable that all of the leading theories of blame have to employ ungainly fixes to deflect one or more apparent counterexamples. What these theories share is a content‐based theory of blame's nature. Such approaches overlook or ignore blame's core unifying feature, namely, its function, which is to signal the blamer's commitment to a set of norms. In this paper, we present the problems with the extant theories and then explain what signaling is, how it functions in blame, why (...) appealing to it resolves the problems in other theories, what the signaling function implies for a wider range of gray‐area cases, and what the larger significance is of blame's core function for interpersonal interactions in a variety of (non‐moral) normative domains. This paper aims to clarify the nature of understanding in medicine. The first part describes in more detail what it means to understand something and links a type of understanding (i.e., objectual understanding) to explanations. The second part proceeds to investigate what objectual understanding of a disease (i.e., biomedical understanding) requires by considering the case of scurvy from the history of medi- cine. The main hypothesis is that grasping a mechanistic explanation of a condi- tion is necessary for a biomedical (...) understanding of that condition. The third part of the paper argues that biomedical understanding is necessary, but not sufficient for understanding in a clinical context (i.e., clinical understanding). The hypothe- sis is that clinical understanding combines biomedical understanding of a disease or pathological condition with understanding illness, which involves some degree of personal understanding of the patient. It is argued that, in many cases, clinical understanding necessitates adopting a particular second-personal stance and using cognitive resources in addition to those involved in biomedical understanding. En el presente texto analizaremos la categoría de pluralidad como componente indispensable para pensar en la construcción de una comunidad no totalitaria y como impedimento a ciertos modos contemporáneos de dejar fuera-de una comunidad a determinados grupos humanos. La cuestión de fondo, que no pretendemos resolver aquí, es la posibilidad de pensar un mundo en donde quepan muchos mundos. Propondremos la categoría de pluralidad para abordar esta cuestión tanto a partir del análisis realizado por Hannah Arendt, como por Jean-Luc Nancy. (...) En un primer momento nos detendremos en la figura de la exclusión del mundo a partir de las nociones de apátrida trabajada por Arendt, necropolítica por el filósofo camerunés Achille Mbembe y la idea de inmundicia elaborada por Nancy. Desde allí podremos tomar la perspectiva que buscamos para el análisis de la pluralidad, donde plantearemos, por una parte las infranqueables diferencias e incompatibilidades entre el análisis arendtiano y nancyano de la pluralidad como proponer algunas confluencias. Finalmente propondremos la exigencia de un momento de autoafirmación y vinculación de la pluralidad que es lo que hace que esta pueda constituir un mundo y muchos mundos a la vez, este momento es el nosotros, trabajado también por Arendt, Nancy y Roig. In the following text we will analyse the category of plurality as an essential element to think of the construction of a nontotalitarian community and as an impediment to particular contemporary modes of leaving certain specific human groups “out of” a community. The bottom line, which we do not intend to solve here, is the possibility to think a world in which many worlds fit. We will propose the category of plurality to approach this issue both from the analysis carried out by both Hannah Arendt and by Jean-Luc Nancy. At first we will consider the representation of exclusion from the world starting from the notions of stateless developed by Arendt, necropolitics by Cameroonian philosopher Achille Mbembe, and the idea of filth by Nancy. From there we can take the perspective that we seek for the analysis of plurality, posing on the one hand the insurmountable differences and incompatibilities between Arendt’s and Nancy’s analysis of plurality, and, on the other hand, some of their confluences. Finally, we will propose the necessity of a moment of self-assertion and connection of plurality that permits the constitution of this plurality as one and many worlds at the same time this moment is “us”, addressed also by Arendt, Nancy and Roig. En este capítulo se analiza la figura de la obtención vegetal: su alcance, dimensión, requisitos y caracterización frente a otros derechos de propiedad intelectual, para así abordar su ámbito de protección y su tratamiento en el ámbito internacional. Se pretende en este sentido plantear que la tendencia regulatoria en materia de obtenciones vegetales en Colombia no sólo va en contravía de los intereses de los pueblos indígenas, sino además de su patrimonio colectivo que les ha garantizado una gran diversidad que (...) hoy por hoy es sustento de su alimentación. Con lo anterior se lleva a cabo un singular esfuerzo para tratar de forma comprensiva este asunto, buscando la primacía del consentimiento libre, previo e informado de las comunidades potencialmente afectadas. We sometimes fail unwittingly to do things that we ought to do. And we are, from time to time, culpable for these unwitting omissions. We provide an outline of a theory of responsibility for unwitting omissions. We emphasize two distinctive ideas: (i) many unwitting omissions can be understood as failures of appropriate vigilance, and; (ii) the sort of self-control implicated in these failures of appropriate vigilance is valuable. We argue that the norms that govern vigilance and the value of self-control (...) explain culpability for unwitting omissions. (shrink)

El tema religioso, y la relación del hombre con Dios, es algo de lo que el ser humano no ha logrado desprenderse. Los ateísmos y agnosticismos de todas las épocas —bien sean individuales o grupales, filosóficos o científicos— no han logrado que el ser humano, en cuanto tal, archive definitivamente su preocupación por Dios y su consiguiente actitud religiosa. Hoy las corrientes de "ateología" están haciendo un esfuerzo ingente por lograrlo: "Es muy probable que Dios no exista, deja ya de (...) preocuparte y disfruta de la vida"; tal es el eslogan que, autores como Dawkins, han lanzado a la calle en pancartas de medios masivos de transporte. El Tratado de Ateología de Michel Onfray , ha encontrado eco en nuestro medio cultural colombiano en el reciente libro Manual de Ateología , que recoge los testimonios de dieciséis notables personalidades de la sociedad colombiana. Pero, es un hecho que tanto la afirmación de un Ser Supremo, como su negación o incognoscibilidad, han convivido a lo largo de la historia humana, como un eterno interrogante, y siguen conviviendo en el día de hoy. Respiratory rhythms sustain biological life, governing the homeostatic exchange of oxygen and carbon dioxide. Until recently, however, the influence of breathing on the brain has largely been overlooked. Yet new evidence demonstrates that the act of breathing exerts a substantive, rhythmic influence on perception, emotion, and cognition, largely through the direct modulation of neural oscillations. Here, we synthesize these findings to motivate a new predictive coding model of respiratory brain coupling, in which breathing rhythmically modulates both local and global neural (...) gain, to optimize cognitive and affective processing. Our model further explains how respiratory rhythms interact with the topology of the functional connectome, and we highlight key implications for the computational psychiatry of disordered respiratory and interoceptive inference. Aquí se ofrecen los resultados parciales de una investigación más amplia de esos mecanismos frente al gobierno de México entre 2019 y 2022. Se señalan los mecanismos que prevalecen en México, con sus características principales.

It is common to distinguish between “holist” and “reductionist” views of brain function, where the former envisions the brain as functioning as an indivisible unit and the latter as a collection of distinct units that serve different functions. Opposing reductionism, a number of researchers have pointed out that cortical network architecture does not respect functional boundaries, and the neuroanatomist V. Braitenberg proposed to understand the cerebral cortex as a “great mixing machine” of neuronal activity from sensory inputs, motor commands, and (...) intrinsically generated processes. In this paper, we offer a contextualization of Braitenberg’s point, and we review evidence for the interactions of neuronal activity from multiple sensory inputs and intrinsic neuronal processes in the cerebral cortex. We focus on new insights from studies on audiovisual interactions and on the influence of respiration on brain functions, which do not seem to align well with “reductionist” views of areal functional boundaries. Instead, they indicate that functional boundaries are fuzzy and context dependent. In addition, we discuss the relevance of the influence of sensory, proprioceptive, and interoceptive signals on cortical activity for understanding brain-body interactions, highlight some of the consequences of these new insights for debates on embodied cognition, and offer some suggestions for future studies. Este artículo de reflexión plantea la decisión implícita en el acto educativo y, sobre todo, evaluativo: ¿comprender o juzgar? Á partir de un hecho educativo cotidiano se plantea la alternativa filosófica e irresoluble entre el determinismo y la libertad, proponiendo un enfoque compatibilista que significa que pese a que la acción humana individual hace parte de cadenas causales, somos libres de quebrar o innovar en cualquiera de los eslabones de dichas cadenas, posibilitando así la responsabilidad moral y la ética, y (...) permitiendo un acto realmente formativo. Los aportes de Descartes y Kant, así como de Pestalozzi y Makarenko permitirán proponer la educación como anticipación en un contexto preciso. (shrink)

In this paper, we first review recent arguments about the direct perception of the intentions and emotions of others, emphasizing the role of embodied interaction. We then consider a possible objection to the direct perception hypothesis from social psychology, related to phenomena like ‘dehumanization’ and ‘implicit racial bias’, which manifest themselves on a basic bodily level. On the background of such data, one might object that social perception cannot be direct since it depends on and can in fact be interrupted (...) by a set of cultural beliefs. We argue, however, that far from threatening the idea of direct perception, these findings clearly contradict the idea of hardwired theory of mind modules. More generally, we suggest that in order to further the understanding of social cognition we must take seriously insights about in-group and out-group distinctions and related phenomena, all of which are currently neglected in the mainstream social cognition literature. En este artículo se analiza la construcción de sentidos del pasado dictatorial chileno a través de micro-narraciones cotidianas. Se realiza a partir del estudio de tramas de memoria local conformadas en la vida cotidiana de un barrio de Santiago de Chile, dentro de las cuales uno de sus componentes centrales son las micro-narraciones, o lo que ha sido descrito en otros contextos como memorias fragmentadas. El objetivo de este artículo es comprenderlas como forma de memoria y analizar su rol en (...) los procesos de transmisión intergeneracional a nivel local. Con ello, se ponen en tensión aquellos planteamientos que observan la fragmentación desde las dificultades que representa para la comunicación del pasado, en tanto forma que desafía los modos convencionales de narración. Tal como muestra la investigación etnográfica, en el contexto de un territorio cargado históricamente de conflictos, esta forma de memoria tiene especial preeminencia respecto de la constitución de referentes cotidianos que participan de procesos de identificación y arraigo en los jóvenes. Esta crisis se expresa en una cultura fundada en la ideología de la corrupción dentro de los valores del neoliberalismo. Los dirigentes de la derecha participaron en la corrupción de la dictadura militar, en la democracia se siguió con la misma práctica argumentando que así se lograba mantenerla. El empresariado intenta eludir los impuestos.Las instituciones sociales fundamentales han participado de esta cultura: gobierno, partidos, iglesias, universidades, empresariado y ejército. El control ha fracasado y excepcionalmente hay un par de jueces eficaces.Los (...) proyectos del gobierno son la repetición de la Ley de Probidad y Transparencia de 1994 que sacralizó el relativismo ético. La corrupción debe ser derrotada con la ética de los principios y su estudio por las universidades, la definición de las iglesias, los jueces y las organizaciones de los trabajadores públicos. La alternancia política sólo implicaría que un partido corrupto sería reemplazado por otro similar en el poder. (shrink)
