An ever more aggressive anti-migration propaganda war is being waged by the majority of British media, where migration in any form is consistently portrayed on the basis of forming and consolidating a response to a security threat. While tens of thousands of migrant workers are exchanging their sweated labour for meagre wages in the 3-D jobs — dirty, dangerous and degrading — in Britain's food-processing, electronic manufacturing, catering, cleaning and hospitality industries outside any mechanism of labour protection, Britain today is (...) still declining to at least ratify the UN Convention on the Rights of Migrant Workers and Their Families in effect since last year. In the post-Morecambe debate on migration and demand for regularizing gangmasters, policing and immigration raids are seen as the quick cure for migrant labour exploitation. The argument sounds as if the only way to get rid of employers’ violation of minimum labour rights is to get rid of migrant workers. Britain has forgotten to ask — who are the migrant workers? They are the ones who sweep British roads, clean British supermarkets and serve you food in restaurants in every high street. They are the ones who sew the clothes you wear, put together your microwaves and process the British salads that you have on your dinner table everyday. Migrant workers are people you don't meet everyday but upon whom you depend. To find out about the chain of exploitation in which migrant workers live and the impact of British immigration controls that are fundamental to their lives, I lived undercover among the Chinese workers from whom I learnt a great deal. The content of the book was organized around seven ethical principles, namely, justice, beneficence, benefit, respect for autonomy, freedom, reciprocity, and unity. These seven ethical principles can be used as (...) a framework for countries to develop policies for coping with the COVID-19 pandemic. Drawing from contemporary Mohism, this paper reflects on the situation in Taiwan through the lens of these seven ethical principles. Hung Yao-hsün is one of the most creative, albeit long overlooked, thinkers in Japanese-ruled Taiwan. This paper’s aim is threefold. It first argues that while Hung’s early philosophy was rooted in the Kyoto school, he is a key founder of the Sit-chûn movement of Taiwanese philosophy. It next shows that during Taiwan’s martial law, Hung’s thought features a “Buddhist turn,” in which Zen is incorporated within existentialism. Third, while this turn is a sharp contrast to his prewar (...) philosophical activism, Hung’s last work stressed Abraham Kaplan’s view that philosophy should be connected to one’s life experience, echoing Hung’s prewar usage of fūdo in justifying Taiwan’s cultural subjectivity. This paper discusses how the theory of evolutionary Asiacentrism and the Peking Man findings at the Zhoukoudian site stimulated Chinese intellectuals to construct Sinocentric ethno-nationalism during the period from the late 1920s to the early 1940s. It shows that the theory was first popularized by foreign scientists in Beijing, and the Peking man discoveries further provided strong evidence for the idea that Central Asia, or to be more specific, Tibet, Xinjiang, and Mongolia, was the original cradle of humans. Chinese scholars (...) in the late 1930s and 1940s appropriated the findings to construct the monogenesis theory of the Chinese, which designated that all the diverse ethnic groups within the territory of China shared a common ancestor back to antiquity. In the early twentieth century, with the development of Western scientific imperialism, Asia, South America, and Africa became sites for Western scientific exploration. Many paleontological specimens, including dinosaur bones, were discovered in China by foreign scientists and explorers and exported to museums in France, Sweden, and the United States. After the establishment of the Nationalist Government in Nanjing in 1927, anti-imperialist Chinese intellectuals attempted to prevent foreigners from exporting specimens unearthed on Chinese territory. In the summer of 1928, the fossils (...) discovered in the Gobi Desert by the Central Asiatic Expedition of the American Museum of Natural History were detained in China. A series of negotiations ensued between Chinese and American diplomats and scientists over the issues of the ownership of fossils and the format of international scientific collaborations. By studying the interests and stakes for players in the different social worlds involved in the dispute, this essay explores the relations among science, diplomacy, and the politics of deep time. Python language has become the most popular computer language. Python is widely adopted in computer courses. However, Python language’s effects on the college and university students’ learning performance, motivations, computer programming self-efficacy, and maladaptive cognition have still not been widely examined. The main objective of this study is to explore the effects of learning Python on students’ programming learning. The junior students of two classes in a college are the research participants. One class was taught Java language and the other (...) class was taught Python language. The learning performance, motivations, and maladaptive cognition in the two classes were compared to evaluate the differences. The results showed that the motivations, computer programming self-efficacy, and maladaptive cognition on the learning performance were significant in the Python class. Before the establishment of the Cenozoic Research Laboratory in 1929, paleoanthropological research in China was mainly in the hands of foreigners, individual explorers as well as organized teams. This paper describes the development of paleoanthropology in China in the 1920s and 1930s and its transformation from the international phase to an indigenized one. It focuses on the international elite scientist network in metropolitan Beijing whose activities and discoveries led to such transformation. The bond between members of the network was built (...) on shared scientific devotion, joint field experience, and social activities. However, such scientific internationalism was not immune from imperialistic and nationalistic interests and competition as most members of the network also belonged to institutions of the dominant hegemonic powers, such as the French Paleontological Mission and the American Museum of Natural History, operating by the logic of international system of imperialism. While these foreign institutions enjoyed relatively unrestricted access to the Chinese frontier and Mongolia in the early 20th century to discover and collect for the establishment of what they saw as universal scientific knowledge, in the late 1920s rising Chinese and Mongolian nationalisms began to interpret these activities as violations to their national sovereignty. The idea of establishing a “Chinese” institute to carry out paleoanthropological research in China took shape in such milieu. This paper highlights the entanglement between scientific internationalism, imperialism, nationalism in China in the early 20th century and the complicated process of knowledge formation at various national and personal levels. This paper explores multiple experimental interventions in molecular biology. By “multiple,” we mean that molecular biologists often use different modes of experimental interventions in a series of experiments for one and the same subject. In performing such a series of experiment, scientists may use different modes of interventions to realize plural goals such as testing given hypotheses and exploring novel phenomena. In order to illustrate this claim, we develop a framework of multiple modes of experimental interventions to analyze a series (...) of experiments for a single subject. Our argument begins with a brief characterization of Craver and Darden’s taxonomy of experiments, because the taxonomy they have made implies various modes of interventions. We propose to extract two interventional directions and two interventional effects from their taxonomy as the basis of classification. The vertical or inter-level direction means that an intervention is performed between different levels of organization and the horizontal or inter-stage direction means that an intervention is performed between different stages of a mechanism. Interventions may produce an excitatory or an inhibitory effect. As a consequence, we can classify modes of interventions according to different directions and effects. We illustrate our claims by doing a case study of the PaJaMo experiment, which is a series of experiments for a single subject. The final goal in this paper is to provide a taxonomy of characteristics of experimentation in which the PaJaMo experiment is adequately located. (shrink)

Conscience is widely misunderstood. For many, conscientious objection, both religious and nonreligious, is regarded as nothing more than a convenient excuse to get around the rules. This essay provides an argument for respecting conscience. It shows how the conscience is an integral part of responsible decision-making and must be recognized and protected and ends with an application of the right of conscience to recent debates over mandatory COVID-19 vaccination. This paper examines racial discrimination and algorithmic bias in predictive policing algorithms (PPAs), an emerging technology designed to predict threats and suggest solutions in law enforcement. We first describe what discrimination is in a case study of Chicago’s PPA. We then explain their causes with Broadbent’s contrastive model of causation and causal diagrams. Based on the cognitive science literature, we also explain why fairness is not an objective truth discoverable in laboratories but has context-sensitive social meanings that need to be (...) negotiated through democratic processes. With the above analysis, we next predict why some recommendations given in the bias reduction literature are not as effective as expected. Unlike the cliché highlighting equal participation for all stakeholders in predictive policing, we emphasize power structures to avoid hermeneutical lacunae. Finally, we aim to control PPA discrimination by proposing a governance solution—a framework of a social safety net. (shrink)

My ongoing study also shows that a number of music educators, including school teachers, studio instructors, and student teachers, lack the understanding of and are ignorant in the interpretation of policy.2 Policy documents such as statutes, blueprints, and even curriculum guidelines/standards are often strictly followed as compelling legislation or mandates, despite the fact that public hearings, dialogues, and on-line forums are available for all stakeholders to contribute their thoughts and experiences in their on-going development and interpretation. In this book, the authors provide a clear range of views to explain the complexity of policy development and its future implementation, embracing factors such as social context, economic condition, political evolution, assessment, and research, as well as diverse populations including academics, principals, school teachers, parents, and students. Throughout the collection, cases are raised for stressing the significance of participating in policy development and implementation and, as such, nobody is a bystander.Further, this book advocates that the awareness and understanding of policy issues should be included in teacher preparation programs for better participation in and implementation of policy by teachers, while policy related masters and doctoral studies should be encouraged. This paper proposes an experiment-based methodology for both classical genetics and molecular biology by integrating Lindley Darden’s mechanism-centered approach and C. Kenneth Waters’s phenomenon-centered approach. We argue that the methodology basing on experiments offers a satisfactory account of the development of the two biological disciplines. The methodology considers discovery of new mechanisms, investigation of new phenomena, and construction of new theories together, in which experiments play a central role. Experimentation connects the three type of conduct, which work as both ends (...) and means, occurring in a circular way and constituting an overall process of scientific practice from classical genetics to molecular biology. Should you be targeted by police for a crime that AI predicts you will commit? In this paper, we analyse when, and to what extent, the person-based predictive policing (PP) — using AI technology to identify and handle individuals who are likely to breach the law — could be justifiably employed. We first examine PP’s epistemological limits, and then argue that these defects by no means refrain from its usage; they are worse in humans. Next, based on major AI ethics (...) guidelines (IEEE, EU, and RIKEN, etc.), we refine three basic moral principles specific to person-based PP. We also derive further requirements from case studies, including debates in Chicago, New Orleans, San Francisco, Tokyo, and cities in China. Instead of rejecting PP programs, we analyse what necessary conditions should be met for using the tool to achieve social good. While acknowledging its risks, we conclude that the person-based PP could be beneficial in community policing, especially when merging into a larger governance framework of the social safety net. The present study analyzed the vocabulary profile of the News on the Web corpus, which contained 12 billion words from online newspapers and magazines in 20 countries to determine the vocabulary knowledge needed to reasonably understand online newspaper and magazine articles. The results showed that, in general, knowledge of the most frequent 4,000 word families in the British National Corpus/Corpus of Contemporary American English wordlist plus proper nouns, marginal words, transparent compounds and acronyms was necessary to gain 95% coverage for (...) the NOW corpus. However, when it came to the 98% coverage, online newspaper and magazine articles from different countries had relatively distinct lexical demands. In-depth analyses were carried out and the findings offered comprehensive insights into the issue. Implications for teaching and learning were also provided. (shrink)

Cognitive warfare—controlling others’ mental states and behaviors by manipulating environmental stimuli—is a significant and ever-evolving issue in global conflict and security, especially during the COVID-19 crisis. In this article, we aim to contribute to the field by proposing a two-dimensional framework to evaluate China's cognitive warfare and explore promising ways of counteracting it. We first define the problem by clarifying relevant concepts and then present a case study of China's attack on Taiwan. Next, based on predictive coding theory from the (...) cognitive sciences, we offer a framework to explain how China's cognitive warfare works and to what extent it succeeds. We argue that this framework helps identify vulnerable targets and better explains some of the conflicting data in the literature. Finally, based on the framework, we predict China's strategy and discuss Taiwan's options in terms of cognitive and structural interventions. (shrink)

What is wisdom? What does a wise person know? Can a wise person know how to act and live well without knowing the whys and wherefores of his own action? How is wisdom acquired? This Element addresses questions regarding the nature and acquisition of wisdom by developing and defending a skill theory of wisdom. Specifically, this theory argues that if a person S is wise, then (i) S knows that overall attitude success contributes to or constitutes well-being; (ii) S knows (...) what the best means to achieve well-being are; (iii) S is reliably successful at acting and living well (in light of what S knows); and (iv) S knows why she is successful at acting and living well. The first three sections of this Element develop this theory, and the final two sections defend this theory against two objections to the effect that there are asymmetries between wisdom and skill. Brian Simon (1915–2002) was a leading advocate of comprehensive education in the second half of the twentieth century in Britain. In the 1980s, in the face of the ideological offensive from the New Right, he firmly stood by Marxist ideals and resolutely resisted policies of the right-wing leading to the 1988 Education Reform Act. Despite this rigorous campaigning that differed from that of the Labour Party, Simon’s significance has never been properly explored. Charles Taylor criticizes many liberal theories based on a kind of atomism that assumes the individual self-sufficiency outside the polity. This not only causes soft-relativism and political fragmentation but also undermines the solidarity of the community, that is, the very condition of the formation of autonomous citizens. Taylor thus argues for communitarian politics which protects certain cultural common goods for sustaining the solidarity of the community. However, Brenda Lyshaug criticizes Taylor’s communitarianism as suppressing plurality and enhancing hostility among cultural groups. (...) In the face of such controversies, I argue for modern Confucian familism which emphasizes the family as a common good that provides a safe, stable, and nurturing environment for nurturing children and cultivating civility for future generations with a sense of community and autonomy. I also defend Confucian familism from four possible criticisms: insufficiency of familism, hierarchical relationship in the family, the danger of nepotism, and challenge from postmodern families. I argue that unlike traditional Confucianism, modern moderation of the Confucian family can greatly reduce the hierarchical problem; its emphasis on the family as one of the foundations of politics can avoid the danger of being atomistic liberalism and suppressive communitarianism. It is not uncommon for business institutions to position themselves as stakeholder-caring companies or organizations. However, there is little research on conceptualizing stakeholder-caring as a component of brand image. Through a theoretical lens of brand-consumer interactions, this paper introduces a new construct—stakeholder-caring image—and proposes a model that examines stakeholder-caring’s antecedents (integrity and courtesy) and its consequence (customer satisfaction). The two antecedents—integrity and courtesy—capture intrinsic and extrinsic aspects of brand-consumer interaction practice, respectively, while the consequence (customer satisfaction) is one important behavioral (...) outcome in marketing. The proposed model was tested with Hong Kong customers (n = 296) via a systematic survey. The data were analyzed using LISREL. Several measurement and structural models were constructed to test the proposed hypotheses. The findings reveal that the effect of integrity on customer satisfaction is mediated by a stakeholder-caring image. However, contrary to the conventional wisdom, we surprisingly find that courtesy is not effective to build a stakeholder-caring image. Managerially, this research offers guidance on how to develop stakeholder-caring image and subsequently increase customer satisfaction. In addition, we discuss the nuanced distinction between a stakeholder-caring image and related brand constructs, such as “sincerity” in Aaker’s (1997) brand personality framework. (shrink)

This research aims at exploring the underlying mechanisms how consumers respond to statistical and narrative health claims when they evaluate food products. Moreover, personality traits and product-related information are also incorporated to discuss their effects on the relationship between message types and consumers’ food product evaluation. The results indicate that statistical health claims are more persuasive than narrative health claims. In addition, the results show that individuals’ health knowledge, NFC moderate the relationship between message types and product evaluation. It argues (...) that individuals with limited health knowledge evaluate food product more favorably when statistical health claims are used, while individuals with more health knowledge evaluate food product more favorably when narrative health claims are used. Moreover, it reveals that individuals with high NFC evaluate food product more favorably when statistical health claims are used, while individuals with low NFC evaluate food product more favorably when narrative health claims are used. This article examines how ethical values are integrated into legal education in Hong Kong, a prominent financial hub in Asia. It focuses on two aspects of integration: the integrative use of prescriptive and experiential teaching methods and the integration of legal ethics education into the curricula of law schools. Effective implementation of legal ethics education in Hong Kong faces challenges due to inadequate commitment to the integrative approach in law schools. While integrating legal ethics education into the curriculum alone is (...) insufficient, there is also a lack of effective integration of prescriptive and experiential teaching methods. To address these needs and challenges, the article proposes a dedicated core course on legal ethics supported by seminars and workshops led by experienced practitioners. This approach aims to foster ethical conduct among law students, enhancing Hong Kong’s reputation as an Asian financial centre by cultivating a culture of ethical responsibility, which is vital for the development and sustainability of Hong Kong’s legal landscape.
