Background The European Union aims to optimize patient protection and efficiency of health-care research by harmonizing procedures across Member States. Nonetheless, further improvements are required to increase multicenter research efficiency. We investigated IRB procedures in a large prospective European multicenter study on traumatic brain injury, aiming to inform and stimulate initiatives to improve efficiency. Methods We reviewed relevant documents regarding IRB submission and IRB approval from European neurotrauma centers participating in the Collaborative European NeuroTrauma Effectiveness Research in Traumatic Brain Injury. (...) Documents included detailed information on IRB procedures and the duration from IRB submission until approval. They were translated and analyzed to determine the level of harmonization of IRB procedures within Europe. Results From 18 countries, 66 centers provided the requested documents. The primary IRB review was conducted centrally or locally and primary IRB approval was obtained after one, two or three review rounds with a median duration of respectively 50 and 98 days until primary IRB approval. Additional IRB approval was required in 55% of countries and could increase duration to 535 days. Total duration from submission until required IRB approval was obtained was 114 days and appeared to be shorter after submission to local IRBs compared to central IRBs. Conclusion We found variation in IRB procedures between and within European countries. There were differences in submission and approval requirements, number of review rounds and total duration. Research collaborations could benefit from the implementation of more uniform legislation and regulation while acknowledging local cultural habits and moral values between countries. (shrink)

In my remarks, I discuss Sosa's attempt to deal with the sceptical threat posed by dreaming. Sosa explores two replies to the problem of dreaming scepticism. First, he argues that, on the imagination model of dreaming, dreaming does not threaten the safety of our beliefs. Second, he argues that knowledge does not require safety, but a weaker condition which is not threatened by dreaming skepticism. I raise questions about both elements of his reply.

The diverse essays in this volume speak to the relevance of phenomenological and psychological questioning regarding perceptions of the human. This designation, human, can be used beyond the mere identification of a species to underwrite exclusion, denigration, dehumanization and demonization, and to set up a pervasive opposition in Othering all deemed inhuman, nonhuman, or posthuman. As alerted to by Merleau-Ponty, one crucial key for a deeper understanding of these issues is consideration of the nature and scope of perception. Perception defines (...) the world of the perceiver, and perceptual capacities are constituted in engagement with the world – there is co-determination. Moreover, the distinct phenomenology of perception in the spectatorial mode in contrast to the reciprocal mode, deepens the intersubjective and ethical dimensions of such investigations. -/- Questions motivating the essays include: Can objectification and an inhuman gaze serve positive ends? If so, under what constraints and conditions? How is an inhuman gaze achieved and at what cost? When do children become aware of themselves as differentiated and unique entity in the world? When and how do they become self-aware? Based on some recent empirical evidence, 5 levels of self-awareness are presented and discussed as they chronologically unfold from the moment of birth to approximately 4-5 years of age. A natural history of children's developing self-awareness is proposed as well as a model of adult self-awareness that is informed by the dynamic of early development. Adult self-awareness is viewed (...) as the dynamic flux between basic levels of consciousness that develop chronologically early in life. (shrink)

: In the 1980s, the analysis of presupposition projection contributed to a ‘dynamic turn’ in semantics: the classical notion of meanings as truth conditions was replaced with a dynamic notion of meanings as Context Change Potentials. We argue that this move was misguided, and we offer an alternative in which presupposition projection follows from the combination of a fully classical semantics and a new pragmatic principle, which we call Be Articulate. This principle requires that a meaning pp’ conceptualized as involving (...) a pre-condition p should be articulated as … … rather than as … pp’ …, unless the full conjunction is ruled out because the first or the second conjunct is semantically idle. In particular, … … is infelicitous - and hence … pp’ … is acceptable - if one can determine as soon as p and is uttered that no matter how the sentence ends these words could be eliminated without affecting its contextual meaning. An equivalence theorem guarantees that this condition suffices to derive Heim’s results in almost all cases. Extensions of the condition lead to several new predictions, in particular concerning some ‘symmetric readings’, as well as presupposition projection in quantified structures, which displays a complex interaction between the nature of the trigger and the monotonicity of the quantifier. What modal relation must a fact bear to a belief in order for this belief to constitute knowledge of that fact? Externalists have proposed various answers, including some that combine externalism with contextualism. We shall find that various forms of externalism share a modal conception of “sensitivity” open to serious objections. Fortunately, the undeniable intuitive attractiveness of this conception can be explained through an easily confused but far preferable notion of “safety.” The denouement of our reflections, finally, will be to (...) show how replacing sensitivity with safety makes it possible to defend plain Moorean common sense against the spurious advantages over it claimed by skeptical, tracking, relevant-alternative, and contextualist accounts. Potts (2005, 2007) has argued that expressives such as honky must be analyzed using an entirely new dimension of meaning. We explore a more conservative theory in which expressives are presuppositional expressions [Macià 2002] that are indexical and attitudinal (and sometimes shiftable): they predicate something of the mental state of the agent of the context (and this need not always be the agent of the actual context). Following Stalnaker’s recent work on informative presuppositions (2002), we argue that the presuppositions triggered (...) by expressives are automatically satisfied (= ’self-fulfilling’), hence the impression that they are not standard presupposition triggers. The informational content conveyed by utterances has two sources:meaning as it is encoded in words and rules of semantic composition (often called literal or semantic meaning) and further inferences that may be obtained by reasoning on the speaker's motives (the conjunction of these inferences with the literal meaning is often called the strengthened or pragmatic meaning of the sentence). While in simple cases the difference can seem obvious enough, in general this is not so, and the investigation of the semantics–pragmatics (...) interface has proven to be one of the most vibrant areas of research in contemporary studies of meaning. We will survey three domains – scalar implicatures, presuppositions, and conventional implicatures – in which there are considerable empirical benefits to be obtained from this enterprise. However, it is also of foundational and methodological interest: knowledge of semantic meaning is part of knowledge of language; by contrast, pragmatic inferences are derived in part from the assumption that the speaker obeys certain rules of behavior – typically ones dictated by rationality (which may, for instance, lead to the maximization of the utility of an utterance to the speaker or to others). Owing to foundational interest in the interaction between language and reasoning, the study of the semantics– pragmatics interface originated in philosophy; however, it quickly became a central topic within linguistics and psycholinguistics, and the convergence of results from these last two fields has resulted in rich cross-disciplinary exchanges. For reasons of space, we do not consider psycholinguistic results in this survey, but it should be said at the outset that they have changed the face of the field by providing new and more reliable data (for instance, on processing and language acquisition) and sometimes by challenging data that had too quickly become solidified on the basis of unsystematic introspection alone. -/- As we will see, the debates are more open than ever. Scalar implicatures, which were usually considered a staple of pragmatic reasoning, have recently been reassigned to the semantics or even to the syntax by proponents of locally computed implicatures (‘localists’ for short). We argue that a formal semantics for music can be developed, although it will be based on very different principles from linguistic semantics and will yield less precise inferences. Our framework has the following tenets: Music cognition is continuous with normal auditory cognition. In both cases, the semantic content derived from an auditory percept can be identified with the set of inferences it licenses on its causal sources, analyzed in appropriately abstract ways. What is special about music semantics is that (...) it aggregates inferences based on normal auditory cognition with further inferences drawn on the basis of the behavior of voices in tonal pitch space. This makes it possible to define an inferential semantics but also a truth-conditional semantics for music. In particular, a voice undergoing a musical movement m is true of an object undergoing a series of events e just in case there is a certain structure-preserving map between m and e. Aspects of musical syntax might be derivable on semantic grounds from an event mereology, which also explains some cases in which tree structures are inadequate for music. Intentions and emotions may be attributed at several levels, and we speculate on possible explanations of the special relation between music and emotions. (shrink)

The topic is experimental philosophy as a naturalistic movement, and its bearing on the value of intuitions in philosophy. This paper explores first how the movement might bear on philosophy more generally, and how it might amount to something novel and promising. Then it turns to one accomplishment repeatedly claimed for it already: namely, the discrediting of armchair intuitions as used in philosophy.

For me the two-day workshop was an excellent experience. It was very good to be reminded of all those issues that I had grappled with so intensely in earlier years, and I very much appreciated the opportunity to think about them again and to try to put them in perspective with the stimulus of the critical teams’ focused attention. Here we assume only a teleological (...) conception of intellectual virtue, the relevant end being a proper relation to the truth, exact requirements of such propriety not here fully specified. In the tradition of quantified modal logic, it was assumed that significantly different linguistic systems underlie reference to individuals, to times and to 'possible worlds'. Various results from recent research in formal semantics suggest that this is not so, and that there is in fact a pervasive symmetry between the linguistic means with which we refer to these three domains. Reference to individuals, times and worlds is uniformly effected through generalized quantifiers, definite descriptions, and pronouns, and in each domain grammatical (...) features situate the reference of terms as near, far or 'further' from the actual or from a reported speech act. We outline various directions in which a program of ontological symmetry could be developed, and we offer in the Appendix a symmetric fragment developed in a logic that can be seen as a compromise between an extensional and an intensional system. Kaplan claims in Demonstratives that no operator may manipulate the context of evaluation of natural language indexicals. We show that this is not so. In fact, attitude reports always manipulate a context parameter (or, rather, a context variable). This is shown by (i) the existence of De Se readings of attitude reports in English (which Kaplan has no account for), and (ii) the existence of a variety of indexicals across languages whose point of evaluation can be shifted, but only in (...) attitude reports. We develop an alternative account within an extensional framework with overt quantification over times, worlds and contexts. Various typological facts are discussed, esp. the distinction between English, Amharic and Ewe pronouns, and that between English and Russian tenses. (shrink)

On montre que le statut de la raison humaine occupe une place centrale dans cette articulation. On met également en évidence les tensions entre le mécanisme de répartition des droits de propriété soumis à une procédure de concurrence et le respect de la loi naturelle. A cet égard, F. Bastiat définit la liberté comme la capacité à utiliser la raison.The aim (...) of this paper is to throw a new light on the close relations between natural rights and economics in F. Bastiat’s thought. We show that the human reason status holds a central place in this articulation. We also underscore the problematic compatibility between the natural rights allocation mechanism based on a competition process and the natural law. We explain how F. [EN] Belief is considered a kind of performance, which attains one level of success if it is true, a second level if competent, and a third if true because competent. Knowledge on one level is apt belief. The epistemic normativity constitutive of such knowledge is thus a kind of performance normativity. A problem is posed for this account by the fact that suspension of belief seems to fall under the same sort of epistemic normativity as does belief itself, yet to suspend is of course precisely not to perform, certainly not with the aim of truth. The paper takes up this problem, and proposes a solution that distinguishes levels of performance normativity, including a first order where execution competence is in play, and a second order where the performer must assess the risks attendant on issuing a first-order performance. According to Moore, his argument meets three conditions for being a proof: first, the premiss is different from the conclusion; second, he knows the premiss to be the case; and, third, the conclusion follows deductively.2 Further conditions may be required, but he evidently thinks his proof would satisfy these as well. As Moore is well aware, many philosophers will feel he has not given “...any satisfactory proof of the point in question."3 Some, he believes, will want the premiss itself proved. (...) But he has.. The objective of this article is to propose a precise characterization of the collective practice behind at least an important part of the phenomena named “decision by consensus”. First, I provide descriptions of the use of this rule, and give a definition of the non-opposition rule, both as a specific sequence of acts and as a stopping rule. Second, I challenge the usual way of understanding the non-opposition rule by contrast with voting, stating that the contrast between logic of approval (...) and logic of consent also has to be taken into account. Third, I examine the conditions of its use. The non-opposition rule satisfies groups whose concern is to decide without dividing. Finally, from the analytic benefit of opening up decision by consensus as the use of the non-opposition rule, I will examine, in a fourth part, whether consensus in decision-making is as democratic a procedure as is sometimes thought. Kripke’s theory of truth succeeded in providing a trivalent semantics for a language that contains its own truth predicate and means of self-reference; but it did so by radically restricting the expressive power of the logic. In Kripke’s analysis, the Liar (e.g. This very sentence is not true) receives the indeterminate truth value; but the logic cannot express the fact that the Liar is something other than true: in order to do so, a weak negation not* would be needed, but (...) it would also make the logic inconsistent (because the ‘Super Liar’ This very sentence is not* true could not be assigned any truth value). Taking a hint from the quantificational form of the problematic sentences (… is something other than true), we define a hierarchy of negations which each quantifies over a domain of truth values, assimilated to ordinals. The resulting logic has as many negations and truth values as there are ordinals. Unlike Kripke’s logic, it enjoys a form of expressive completeness. And although the logic is not monotonic, we show that under broad conditions we can construct a variety of fixed points; one of them emulates Kripke’s ‘least fixed point’, while another one assigns a different truth value to each Super Liar. A suivre Philippe Riviale, Fichte serait le frère savant de Gracchus Babeuf : selon lui, ils partagent le même désir de faire venir la vie en nous, de dénoncer l'imposture de la civilisation marchande et de la propriété, fondées sur le (...) déni du moi, tel qu'il est en son impulsion originaire. Le moi, loin d'être déjà constitué, s'élabore dans l'agir et le pâtir par quoi il se fait place dans le monde à venir, qui ne saurait être sans former un " nous " ensemble. Fichte, tout comme son frère en pensée, ne nous parle pas d'un monde hors de notre atteinte. Il ne pose pas l'esprit en marche, qui mènerait les hommes malheureux à un fabuleux destin. Par avance, il réfute Heidegger qui prétend nous donner à voir qu'il n'est rien d'autre que ce que nous sommes, en tant qu'existants ; que la pensée de la liberté est l'illusion suprême qui nous cache le devenir qui nous attend. A l'inverse, Fichte nous fait découvrir qui nous sommes, qui nous avons vocation à être si seulement nous acceptons de faire taire en nous le désir de servitude, la crainte des puissants, la croyance en un au-delà réparateur. C'est de la destination de l'homme qu'il s'agit. Mais Fichte ne fut compris ni de ses contemporains, ni des nôtres. A défaut d'être compris, il fut comparé à Hegel, à Schelling, renvoyé du côté des illuminés, des prémodernes. Cette tendance ne serait pas grave, s'il n'y avait là matière à recherche sur les complications de celui qui voulut annoncer sans répit, comme Babeuf le fit, qu'il n'y a pas de secret. Il est en nous d'aller là où nous conduit notre impulsion, au lieu de stagner misérablement dans des formes d'existence aliénée. Les hommes ne sont pas condamnés à errer sans avenir, nus, ignorants et traîtres à eux-mêmes. C'est de l'écoute de ce projet - fonder un vivre-ensemble par libre choix - que dépend la chance d'un éveil à l'autonomie et à l'humain. (shrink)
