The National Institutes of Health and other federal health agencies are considering establishing a national biobank to study the roles of genes and environment in human health. A preliminary public engagement study was conducted to assess public attitudes and concerns about the proposed biobank, including the expectations for return of individual research results. A total of 141 adults of different ages, incomes, genders, ethnicities, and races participated in 16 focus groups in six locations across the country. Focus group participants voiced (...) a strong desire to be able to access individual research results. Recognizing the wide range of possible research results from a large cohort study, they repeatedly and spontaneously suggested that cohort study participants be given ongoing choices as to which results they received. BackgroundDecision-making in initiating life-sustaining health technology is complex and often conducted at time-critical junctures in clinical care. Many of these decisions have profound, often irreversible, consequences for the child and family, as well as potential benefits for functioning, health and quality of life. Yet little is known about what influences these decisions. A systematic review of reasoning identified the range of reasons clinicians give in the literature when initiating technology dependence in a child, and as a result helps determine the (...) range of influences on these decisions.MethodsMedline, EMBASE, CINAHL, PsychINFO, Web of Science, ASSIA and Global Health Library databases were searched to identify all reasons given for the initiation of technology dependence in a child. Each reason was coded as a broad and narrow reason type, and whether it supported or rejected technology dependence.Results53 relevant papers were retained from 1604 publications, containing 116 broad reason types and 383 narrow reason types. These were grouped into broad thematic categories: clinical factors, quality of life factors, moral imperatives and duty and personal values; and whether they supported, rejected or described the initiation of technology dependence. The majority were conceptual or discussion papers, less than a third were empirical studies. Most discussed neonates and focused on end-of-life care.ConclusionsThere is a lack of empirical studies on this topic, scant knowledge about the experience of older children and their families in particular; and little written on choices made outside ‘end-of-life’ care. This review provides a sound basis for empirical research into the important influences on a child’s potential technology dependence. (shrink)

It would seem that there has been a growing concern about the body during the composition of the Hebrew Bible, just as the body has awakened in the mind of the humanities during the last three to four decades in Western culture. Parallel to that has been a growing interest in psychological understanding often linked to the wisdom writings, and now again when the historical–critical approach has shown its limitations. The aim of psychoanalysing the body image of Job has several (...) advantages: it allows the recipient to sense the body of the protagonist and so penetrate into the core of the narrative. Moreover, psychological sense can be made of the deeper meanings underlying certain body parts, which play a particularly important role for Job. In such a way, a network of subtexts can be accessed. This study will trace the image of Job’s body in the mind of the external world around him but more so in his own internal reality as depicted by the text. This will then constitute a body image which shifts amongst the characters and as the narrative develops. The clusters of attention imply the relations between the body parts in Job’s mind and suggest the tensions of his still unintegrated body image. (shrink)

But the Physiocrats were not merely a school of economic thought; they were also a school of political action. Kings, princes and high public servants were among their pupils. The great French Revolution itself was influenced by their writings. And the force of their work is still not wholly sprent. In order to appreciate the theory and significance (...) of the Physiocracy it is necessary to take into account the circumstances of its time. Physiocracy is a doctrine which esteems that agriculture is of more importance than industry and commerce. In this article following subjects of the physiocratic doctrine are dealt with : the natural order, property and liberty ; the relations between the government and the individual citizen ; the theory of the produit net and the Tableau Economique of François Quesnay. The evaluation also includes the question about the expansion of Physiocracy. Indeed, it had many followers in several countries of Europe and was also the first real School of economic thinking. By its systematic approach, Physiocracy established the economy as a science. All the aspects of Physiocracy which have been mentioned above are intimately bound together and are in several aspects the economic precursor of the French Revolution. (shrink)

The current context of a turn to the visual and the transpersonal–psychological potential of the book of Job forms the background of this study, which aimed at focusing a psychological lens on the topic of eyes in the book of Job. This approach has the potential of seeing beyond both the literal and the figurative sense of eyes in the book of Job, gaining a vision of a transcendental reality, either in or after this life. In this way, the bodily (...) suffering experienced by the protagonist could be illuminated as a model for every recipient. By relating the eye to other body parts mentioned in the book, a texture of meanings has been woven with a complicated and intriguing subtext for the narrative of the eye in the life of Job. This wealth of value attached to the eye in the book subverts the traditionally negative attitude to the visual in monotheistic religions and resuscitates the eye to the status of even a transcendental level. The 5 lamentations, when read as a single biblical book, outline several interacting bodies in a similar way that dotted lines present the silhouettes and aspects of a total picture. Each also represents action, building into a plot that can be interpreted psychoanalytically to render its depth and colour content. In addition, by focusing on the body and its sensations, this study can facilitate the visceral experience of the suffering of collective and individual bodies by the recipient.

Just as the text is layered by redactional processes and its effects by reception processes, so different meanings of the statue of a human body in Nebuchadnezzar’s dream can be psychoanalytically ‘excavated’. Following a typical psychoanalytical dream interpretation, the possibility has therefore been explored of the body referring to the king as an individual before it was reinterpreted as a societal, collective body, the latter serving as a defence against the anxiety which the former would cause. Re-experiencing these common, human, (...) unconscious anxieties and processing them could facilitate psychological healing and health, especially in the postmodern, pluralistic and eco-threatened context, which the dream seems to adumbrate. Health technology assessment (HTA) is often biased in the sense that it neglects relevant perspectives on the technology in question. To incorporate different perspectives in HTA, we should pursue agreement about what are relevant, plausible, and feasible research questions; interactive technology assessment (iTA) might be suitable for this goal. In this way a kind of procedural ethics is established. Currently, ethics too often is focussed on the application of general principles, which leaves a lot of confusion as to what really (...) is the matter in specific cases; in an iTA clashes of values should not be approached by use of such ethics. Instead, casuistry, as a tool used within the framework of iTA, should help to articulate and clarify what is the matter, as to make room for explication and consensus building. (shrink)

Some sceptics claim that in cases of peer disagreement, we ought to suspend judgment about the topic of discussion. In this paper, we argue that the sceptic’s conclusions are only correct in some scenarios. We show that the sceptic’s conclusion is built on two premises (the principle of evidential symmetry and the principle of evidentialism) and argue that both premises are incorrect. First, we show that although it is often rational to suspend judgment when an epistemic peer disagrees with you, (...) peer disagreements are not symmetrical. Next, we argue that even if one assumes that peer disagreements are symmetrical, it might still be rational to stick to one’s guns in the light of peer disagreement. (shrink)

An increasing number of research teams are investigating the efficacy of brain-computer interface (BCI)-mediated interventions for promoting motor recovery following stroke. A growing body of evidence suggests that of the various BCI designs, most effective are those that deliver functional electrical stimulation (FES) of upper extremity (UE) muscles contingent on movement intent. More specifically, BCI-FES interventions utilize algorithms that isolate motor signals—user-generated intent-to-move neural activity recorded from cerebral cortical motor areas—to drive electrical stimulation of individual muscles or muscle synergies. BCI-FES (...) interventions aim to recover sensorimotor function of an impaired extremity by facilitating and/or inducing long-term motor learning-related neuroplastic changes in appropriate control circuitry. We developed a non-invasive, electroencephalogram (EEG)-based BCI-FES system that delivers closed-loop neural activity-triggered electrical stimulation of targeted distal muscles while providing the user with multimodal sensory feedback. This BCI-FES system consists of three components: (1) EEG acquisition and signal processing to extract real-time volitional and task-dependent neural command signals from cerebral cortical motor areas, (2) FES of muscles of the impaired hand contingent on the motor cortical neural command signals, and (3) multimodal sensory feedback associated with performance of the behavioral task, including visual information, linked activation of somatosensory afferents through intact sensorimotor circuits, and electro-tactile stimulation of the tongue. In this report, we describe device parameters and intervention protocols of our BCI-FES system which, combined with standard physical rehabilitation approaches, has proven efficacious in treating UE motor impairment in stroke survivors, regardless of level of impairment and chronicity. This article proposes a close re-reading of Niklas Luhmann’s sociological oeuvre in order to problematise the place of the present in modern education. In an effort to sketch out the need for a new educational ecology, it then draws attention to how transnational projects articulate their educational meaning.

Since Hegel's analysis of weltanschauung the concept of 'worldview' has received a variety of implementations relating to a shared and encompassing cultural comprehension of and by a community in a given period and society. Worldviews can best be described as the various ways in which people imagine or represent their (social) existence, how they fit together with others, how things in the world go on. They are (meta)physical systems of dispositions that function as principles that generate and organize representations and (...) practices. Implicitly and explicitly, worldviews give meaning to our everyday relation with the world and the other. With regards to people's most important beliefs and faiths, worldviews enter the domain of lifestances: what really drives people, what grounds their being and what is the main-spring of their attack in life? From a religious and ideological point of view, such questions can be answered rather unambiguously and straightforwardly. However, due to (post)modern evolutions in science and its accompanying secularization of society, the foundation and legitimation of such grand narratives are increasingly and extensively discredited. Furthermore, the expanding globalization of the world entails a far-reaching diversification of and confrontation between various belief systems. Indeed, if anything, contemporary society can no longer claim an exclusive and univocal kosmotheoros, a single theory about the world. This alleged decline of general and common frames of reference for the guidance of our daily actions seems a non sequitur however: while from a philosophical and scholarly stance, the use of a world-picture or a worldview as the absolute foundation of everyday praxis is discredited, in global socio-cultural contexts these frames of reference easily gather power for groups with ideological inspiration (religious, political, ...). In a global setting, due to an increasing globalized interconnectedness and its unprecedented degree of people with different religious and lifestance backgrounds, the tangibility of this strange non sequitur is evermore present: the idea that the finite reach of such worldviews and lifestances is sociologically and philosophically acknowledged contrasts strongly with the way in which these frames of reference all too easily seem to gather terrific power in local contexts. Every day our world witnesses the further rise of religious, political and economic radicalism, unfortunately often with dramatic scenes and results. A 'clash of civilizations' seems to be practically on our doorstep. (shrink)

Ambrosianus B 165 sup., a 14th-cent. Constantinopolitan manuscript containing Proclus' In Parmenidem, was once owned by the Cardinal Bessarion, who has read, corrected and annotated the text with remarkable care. In this contribution, we provide an analysis of Bessarion's work on this manuscript, thus offering a case-study of his philological method. We also discuss some quotations from this text in Bessarion's works, which testify to the importance of his knowledge of Proclus for his own writings. First, I discuss modernity as a deviation from the general human way of life. By that I mean the general life pattern of human beings since "the foundation of the world," since the emergence of human culture. The expression designates the traditional pattern of subsistence economy. This (...) general pattern is contrasted with modern life as of the sixteenth-century in the West, from which time capitalism governs habits of accumulation and spending that we take to be "natural." But it is in fact exceptional when seen from a larger historical perspective. In the wake of René Girard and in particular Paul Dumouchel, modernity is to be interpreted as the realm of scarcity which is the result of a new way of dealing with mimetic desire. Second, this theory of scarcity is connected with Albert Borgmann's device paradigm of technology which is shown to fit the paradigm of scarcity perfectly. According to Borgmann technology is a matter of devices that procure commodities. In modern ideology technology turns out to be the ally against scarcity. Third, this pattern of the device paradigm is recognized in all our societal and political processes. In this context political problems are solved along the lines of the device paradigm. The consequence is that political ideas and ideals have been eroded. I. Traditional and Modern Society The human way of life that has emerged in the West since the Middle Ages is a new phenomenon in history. One could even argue that modernity as the new life pattern is a deviation from the general human way of life. Nearly everybody agrees on the difference, but there is no unanimity about the nature of the difference between traditional and specific modern 86Pieter Tijimes patterns. A host of interpreters, Karl Marx, Georg Tönnies, Max Weber, Norbert Elias—to mention only a few Germans—have commented on the transition from what I am calling the general way of life to modernity as a kind of deviation. In the wake of René Girard and Paul Dumouchel I would characterize modernity as a different way of dealing with the problem of mimetic desire as the basic form of human behavior. By mimetic desire I mean that people do not cherish authentic desires, but take their desires from others. They imitate others in their desiring. It is the other who tells them what is desirable. This theory of mimetic desire is at bottom a theory of conflict, because conflicts arise from the situation where one desires what another also desires, with the result that the two desires clash with each other over the same object. The norm in traditional cultures is to restrict mimetic desire by various taboos, rites, etc. It is specifically modern to set it loose, with consequences I shall examine herein. Let me formulate this theory in another way: we are not born with fixed ideas, wishes, desires, but we learn them from the social and cultural environment we were dependent upon. Our parents were the first significant others. We learned to look at the world through their eyes. To us reality looked as they saw it. They provided us with their frame of reference to interpret it. This social and cultural learning process is of eminent importance for how and what we think, want or feel. What we found after our birth became our point of departure and was considered as "normal." In this sense, children are the most adapted beings. They will only speak the language they hear, although they have an innate ability for every possible language. Thus we desire in terms of the desires we meet in our environment. We do not start life with a fixed identity, but identity is the result of a learning process that goes on through our whole life. On the one hand, mimesis opens up our possibility of relationships with our fellow men and the world, and on the other hand, mimesis can also be an invasion route for all sorts of entanglements, conflicts and rivalries. Anselm's two ‘ontological’ arguments rest upon three fundamental assertions: The idea of God is the idea of a being than which nothing more perfect is conceivable. Whatever exists in the understanding and outside the understanding is more perfect than whatever exists in the understanding alone. Whatever cannot be conceived not to exist is more perfect than whatever can be conceived not to exist.

If Christian theology is that enterprise whose essential purpose is to understand the faith of the Christian Church, then it must approach that faith from the perspective not only of its transcendent source, but also as a human achievement, a creative interpretation of those events in which transcendent reality discloses itself for appropriation. Few theologians would deny that theology has to do primarily with the ways in which ultimate reality becomes manifest in human beings' faithful responses, in belief and trust, (...) to its self-disclosures, preparatory and decisive. But the implications of such a view are not always confronted straightforwardly, especially for the suitable normative principles by which theology must assess the adequacy of the church's expressions of its faith. This essay seeks to probe how an account of the Christian faith could proceed whose norm derives not from the revelatory source of faith but from the dynamic of human creativity within which alone faith's source, in being interpreted, becomes clear, cogent, and decisive for conscious existence. This article has two general aims. It first of all critically reconsiders the empirical turn’s dismissal of transcendentalism in the philosophy of technology, in particular through the work of Ihde and Verbeek, and defends the continuing relevance of the notion of the transcencental in thinking about technology today, illustrating this mainly through a reading of Stiegler’s understanding of the human condition as a technical condition and his view of human (noetic) evolution as proceeding from a process of technical exteriorization. The (...) crucial issue that is missed by postphenomenology and the empirical turn is that technology itself in its empiricity occupies the (periodically changing) place of the transcendental. It thus fails to consider the transcendental operativity of technical artifacts within its own empiricist stance. Secondly, it argues for the continuing importance and usefulness of the idea of Technology with a capital T, equally discarded by the representatives of the empirical turn, in particular against the emerging backdrop of the Anthropocene as the age of decisive anthropogenic forcing of the planet and the growing dominance of what has recently been called the technosphere in Earth system science. With Stiegler I show that a proper, inherent dynamic of technology must be acknowledged historically, anthropologically, techno-evolutionarily as well as (techno)phenomenologically. I conclude by demonstrating that our time of planetary crisis summons us to redirect our attention to technology from the empirical to the transcendental, and from the micro-level to the macro-level again. This book is about how to understand quantum mechanics by means of a modal interpretation. Modal interpretations provide a general framework within which quantum mechanics can be considered as a theory that describes reality in terms of physical systems possessing definite properties. Quantum mechanics is standardly understood to be a theory about probabilities with which measurements have outcomes. Modal interpretations are relatively new attempts to present quantum mechanics as a theory which, like other physical theories, describes an observer-independent reality. The book will be of great value to undergraduates, graduate students and researchers in philosophy of science, and physics departments with an interest in learning about modal interpretations of quantum mechanics. In this reply I try to show that, contrary to Milberry’s apparent assertion, the general intellect of the multitude does not have the explanatory robustness she accredits to it. Digital network technologies are currently overwhelmingly effective in proletarianizing and disempowering the cognitariat and only an active technopolitics of deproletarianization could reverse this hegemonic situation. In my response to Verbeek, I attempt to correct his misinterpretation of the Stieglerian approach as being dialectical in nature and show that, far from reinstating the (...) humanist dichotomy between human beings and technologies, my analysis assumes their original, albeit fundamentally ambiguous and even ‘uncanny’ [unheimlich] interconnection. I conclude with pointing out some implications of this view for a ‘really realistic’ political theory of technology. (shrink)

‘The art of living with ICTs ’ today not only means finding new ways to cope, interact and create new lifestyles on the basis of the new digital technologies individually, as ‘consumer-citizens’. It also means inventing new modes of living, producing and, not in the least place, struggling collectively, as workers and producers. As the so-called digital revolution unfolds in the context of a neoliberal cognitive and consumerist capitalism, its ‘innovations’ are predominantly employed to modulate and control both production processes (...) and consumer behavior in view of the overall goal of extracting surplus value. Today, the digital networks overwhelmingly destroy social autonomy, instead engendering increasing social heteronomy and proletarianization. Yet it is these very networks themselves, as technical pharmaka in the sense of French ‘technophilosopher’ Bernard Stiegler, that can be employed as no other to struggle against this tendency. This paper briefly explores this possibility by reflecting upon current diagnoses of our ‘technological situation’ by some exemplary post-operaist Marxists from a Stieglerian, pharmacological perspective.
