This book considers traditional public economy theory of public goods provision as oversimplified, because it is state centered and fiscally focused.

Despite its successes, to date Artificial Intelligence (AI) is still characterized by a number of shortcomings with regards to different application domains and goals. These limitations are arguably both conceptual (e.g., related to the underlying theoretical models, such as symbolic vs.connectionist), and operational (e.g., related to robustness and ability to generalize). Biologically inspired AI, and more specifically brain-inspired AI, promises to provide further biological aspects beyond those that are already traditionally included in AI, making it possible to assess and possibly (...) overcome some of its present shortcomings. This article examines some conceptual, technical, and ethical issues raised by the development and use of brain-inspired AI. Against this background, the paper asks whether there is anything ethically unique about brain-inspired AI. The aim of the paper is to introduce a method that has a heuristic nature and that can be applied to identify and address the ethical issues arising from brain-inspired AI (and from AI more generally). The conclusion resulting from the application of this method is that, compared to traditional AI, brain-inspired AI raises new foundational ethical issues and some new practical ethical issues, and exacerbates some of the issues raised by traditional AI. We demonstrate ways to incorporate nondeterminism in a system designed to formalize the reasoning of agents concerning their abilities and the results of the actions that they may perform. We distinguish between two kinds of nondeterministic choice operators: one that expresses an internal choice, in which the agent decides what action to take, and one that expresses an external choice, which cannot be influenced by the agent. The presence of abilities in our system is the reason why the usual approaches (...) towards nondeterminism cannot be used here. The semantics that we define for nondeterministic actions is based on the idea that composite actions are unravelled in the strings of atomic actions and tests that constitute them. The main notions used in defining this semantics are finite computation sequences and finite computation runs of actions. The results that we obtain meet our intuitions regarding events and abilities in the presence of nondeterminism. (shrink)

The present study describes the mechanism of need regulation, which accompanies the so-called “biased” decisions. We hypothesized an unconscious urge for psychological need satisfaction as the trigger for cognitive biases. In an experimental study (N = 106), participants had the opportunity to win money in a functionality test. In the test, they could either use the solution they had developed (sunk cost) or an alternative solution that offered a higher probability of winning. The selection of the sunk-cost option was the (...) most chosen option, supporting the hypothesis of this study. The reason behind the majority of participants choosing the sunk-cost option seemed to be the satisfaction of psychological needs, despite a reduced chance of winning money. An intervention, which aimed at triggering self-reflection, had no impact on the decision. The findings of this study contribute to the discussion on the reasons for cognitive biases and their formation in the human mind. Moreover, it discusses the application of the label “irrational” for biased decisions and proposes reasons for instrumental rationality, which exist at an unconscious, need-regulative level. The beneficial effects of physical exercise on physical health and cognitive functioning have been repeatedly shown. However, evidence of its effect on psychosocial functioning in healthy adults is still scarce or inconclusive. One limitation of many studies examining this link is their reliance on correlational approaches or specific subpopulations, such as clinical populations. The present study investigated the effects of a physical exercise intervention on key factors of psychosocial functioning, specifically well-being, stress, loneliness, and future time perspective. We used data (...) from healthy, previously sedentary older adults who participated in a 6-month at-home intervention, either engaging in aerobic exercise or as part of a control group who participated in foreign language-learning or reading of selected native-language literature. Before and after the intervention, comprehensive cardiovascular pulmonary testing and a psychosocial questionnaire were administered. The exercise group showed significantly increased fitness compared to the control group. Contrary to expectations, however, we did not find evidence for a beneficial effect of this fitness improvement on any of the four domains of psychosocial functioning we assessed. This may be due to pronounced stability of such psychological traits in older age, especially in older adults who show high levels of well-being initially. Alternatively, it may be that the well-documented beneficial effects of physical exercise on brain structure and function, as well as cognition differ markedly from beneficial effects on psychosocial functioning. While aerobic exercise may be the driving factor for the former, positive effects on the latter may only be invoked by other aspects of exercise, for example, experiences of mastery or a feeling of community. In recent years, the rights of patients have assumed a more pivotal role in international discussion. Stricter laws on the protection of patients place greater priority on the perspective and the status of patients. The purpose of this study is to emphasize ethical aspects in communication, the role of patient advocates as contacts for the concerns and suggestions of patients, and how many problems of ethics disappear when communication is highlighted. We reviewed 680 documented cases of consultation in a 10-year (...) period of patient advocates’ activity at a big German university hospital with 1,300 beds. On the basis of this extensive material, the article will focus on the intersection of the advocate’s work with the problems of patients in hospitals. Deficits in the level of communication between health care professionals and patients were frequently uncovered. Patients primarily complain about the lack of dialogue and empathy. Middle-aged patients consulted the patients’ advocate disproportionately more often. Measured against this baseline, the group of 65 and older complained less frequently. Besides complaints the advocate was asked in more than one-third of all cases for information about medical matters, hospital regulations or administrative problems. Patients obviously see the advocate as a well-connected and ideally unbiased contact person for uncertainties concerning their malady or a potential stay in hospital. Those seeking help often set hope in the information given by the voluntary patient representative. It should be highly recommended for every German hospital to establish the position of a patient advocate. Furthermore, patients can profit from regular exchange between the advocate and the Ethics Committee, also, to help ensure that their rights are taken into account and implemented in an ethically desirable context. Modern biology is ambivalent about the notion of evolutionary progress. Although most evolutionists imply in their writings that they still understand large-scale macroevolution as a somewhat progressive process, the use of the term “progress” is increasingly criticized and avoided. The paper shows that this ambivalence has a long history and results mainly from three problems: (1) The term “progress” carries historical, theoretical and social implications which are not congruent with modern knowledge of the course of evolution; (2) An incongruence exists (...) between the notion of progress and Darwin’s theory of selection; (3) It is still not possible to give more than a rudimentary definition of the general patterns that were generated during the macroevolution of organisms. The paper consists of two parts: the first is a historical overview of the roots of the term “progress” in evolutionary biology, the second discusses epistemological, ontological and empirical problems. It is stated that the term has so far served as a metaphor for general patterns generated amongst organisms during evolution. It is proposed that a reformulation is needed to eliminate historically imported implications and that it is necessary to develop a concept for an appropriate empirical description of macroevolutionary patterns. This is the third way between, on the one hand, using the term indiscriminately and, on the other hand, ignoring the general patterns that evolution has produced. (shrink)

The ethics of artificial intelligence is a widely discussed topic. There are numerous initiatives that aim to develop the principles and guidance to ensure that the development, deployment and use of AI are ethically acceptable. What is generally unclear is how organisations that make use of AI understand and address these ethical issues in practice. While there is an abundance of conceptual work on AI ethics, empirical insights are rare and often anecdotal. This paper fills the gap in our current (...) understanding of how organisations deal with AI ethics by presenting empirical findings collected using a set of ten case studies and providing an account of the cross-case analysis. The paper reviews the discussion of ethical issues of AI as well as mitigation strategies that have been proposed in the literature. Using this background, the cross-case analysis categorises the organisational responses that were observed in practice. The discussion shows that organisations are highly aware of the AI ethics debate and keen to engage with ethical issues proactively. However, they make use of only a relatively small subsection of the mitigation strategies proposed in the literature. These insights are of importance to organisations deploying or using AI, to the academic AI ethics debate, but maybe most valuable to policymakers involved in the current debate about suitable policy developments to address the ethical issues raised by AI. The two main challenges of the theory of conceptual content presented by Robert Brandom in Making It Explicit are to account for a referential dimension of conceptual content and to account for the objectivity of conceptual norms. Brandom tries to meet both these challenges in chapter 8 of his book. I argue that the accounts presented there can only be understood if seen against the background of Brandom's theory of communication developed in chapter 7. This theory is motivated by the (...) well-known problem that semantic holism threatens the possibility of communication because it has the consequence that words mean different things in different mouths. Brandom offers a solution to this problem in terms of what he calls recurrence commitments. I show that chapter 8 of Making It Explicit should be understood as arguing that a practice that includes acknowledging interpersonal recurrence commitments institutes both conceptual contents with a referential dimension and objective conceptual norms. I close by raising the objection that Brandom's argument can only show that conceptual norms are communally shared and not that they are objective. I propose an emendation of this argument, having recourse to a practice Brandom refers to as rational rectification in his new book Between Saying and Doing. (shrink)

This volume describes features of biological autonomy and integrates them into the recent discussion of factors in evolution. In recent years ideas about major transitions in evolution are undergoing a revolutionary change. They include questions about the origin of evolutionary innovation, their genetic and epigenetic background, the role of the phenotype, and of changes in ontogenetic pathways. In the present book, it is argued that it is likewise necessary to question the properties of these innovations and what was qualitatively generated (...) during the macroevolutionary transitions. The author states that a recurring central aspect of macroevolutionary innovations is an increase in individual organismal autonomy whereby it is emancipated from the environment with changes in its capacity for flexibility, self-regulation and self-control of behavior. The first chapters define the concept of autonomy and examine its history and its epistemological context. Later chapters demonstrate how changes in autonomy took place during the major evolutionary transitions and investigate the generation of organs and physiological systems. They synthesize material from various disciplines including zoology, comparative physiology, morphology, molecular biology, neurobiology and ethology. It is argued that the concept is also relevant for understanding the relation of the biological evolution of man to his cultural abilities. Finally the relation of autonomy to adaptation, niche construction, phenotypic plasticity and other factors and patterns in evolution is discussed. The text has a clear perspective from the context of systems biology, arguing that the generation of biological autonomy must be interpreted within an integrative systems approach. (shrink)

Ethical issues of information and communication technologies (ICTs) are important because they can have significant effects on human liberty, happiness, and people’s ability to lead a good life. They are also of functional interest because they can determine whether technologies are used and whether their positive potential can unfold. For these reasons, policy makers are interested in finding out what these issues are and how they can be addressed. The best way of creating ICT policy that is sensitive to ethical (...) issues pertain to being proactive in addressing such issues at an early stage of the technology life cycle. The present paper uses this position as a starting point and discusses how knowledge of ethical aspects of emerging ICTs can be gained. It develops a methodology that goes beyond established futures methodologies to cater for the difficult nature of ethical issues. The authors outline how the description of emerging ICTs can be used for an ethical analysis. (shrink)

The term “synthetic biology” is a popular label of an emerging biotechnological field with strong claims to robustness, modularity, and controlled construction, finally enabling the creation of new organisms. Although the research community is heterogeneous, it advocates a common denominator that seems to define this field: the principles of rational engineering. However, it still remains unclear to what extent rational engineering—rather than “tinkering” or the usage of random based or non-rational processes—actually constitutes the basis for the techniques of synthetic biology. (...) In this article, we present the results of a quantitative bibliometric analysis of the realized extent of rational engineering in synthetic biology. In our analysis, we examine three issues: (1) We evaluate whether work at three levels of synthetic biology (parts, devices, and systems) is consistent with the principles of rational engineering. (2) We estimate the extent of rational engineering in synthetic biology laboratory practice by an evaluation of publications in synthetic biology. (3) We examine the methodological specialization in rational engineering of authors in synthetic biology. Our analysis demonstrates that rational engineering is prevalent in about half of the articles related to synthetic biology. Interestingly, in recent years the relative number of respective publications has decreased. Despite its prominent role among the claims of synthetic biology, rational engineering has not yet entirely replaced biotechnological methods based on “tinkering” and non-rational principles. Aby Warburg (1866-1929) hat mit seinen kulturwissenschaftlichen Untersuchungen und der Programmatik seiner Bibliothek auch auf die philosophische Problemlage der Zeit reagiert. Für zentrale Bereiche philosophischer Kulturtheorie lieferte er begriffliche und strukturelle Vorschläge, seine Sensibilität für offene oder verdrängte Fragen der Kulturtheorie macht ihn zu einem wichtigen Gesprächspartner im kulturphilosophischen Dialog. Bislang wurde jedoch sein Denkweg aus philosophischer Sicht kaum dargestellt. Bernd Villhauer unternimmt den Versuch, nicht nur in Warburgs Entwicklungsweg, seinem Aufgreifen des theoretischen Materials aus den positivistischen wie idealistischen (...) Ansätzen des 19. Jahrhunderts, sondern auch in seinen kulturtheoretischen Fragmenten die Konturen einer spezifischen Vorstellung von Kulturanthropologie und Kulturpsychologie zu entfalten. Die Ambivalenz des Symbols und seine Anbindung an elementare Orientierungsversuche des Menschen vor dem Hintergrund einer Kulturtheorie, die sowohl Lamprechtschen als auch Burckhardtschen Vorgaben zu entsprechen sucht, sind unter anderen die spannungsreichen Voraussetzungen Warburgschen Denkens. Beeinflussungen durch Carlyle, Vignoli und Auseinandersetzungen mit kulturgeschichtlichem Positivismus treten hinzu. Daß diese theoretischen Voraussetzungen nur teilweise amalgamiert werden konnten, läßt sich an der Theorie deutlich ablesen, macht aber auch ihre Interpretationsfähigkeit und damit Wirkmächtigkeit aus. Besondere Aufmerksamkeit wird in diesem Buch den unveröffentlichten Fragmenten gewidmet. In ihnen sind auf unsystematische Art die wesentlichen Ansätze zu einer eigenen Kulturphilosophie gegeben. Im Vergleich mit den neukantianischen Modellen, der Kulturtheorie Max Webers und verschiedenen Konzepten des Symbolischen lässt sich das Warburgsche Menschenbild nachzeichnen. Seine Kulturentwicklungstheorie thematisiert die Angst und den mühsamen Souveränitätsgewinn als entscheidende Elemente. Kulturtheorie aus dem Geiste einer Handlungstheorie des 19. Jahrhunderts: der Versuch, Übergänge vom Tier- ins Menschenreich zu beschreiben, von der Flucht des erschreckten Tieres zum Ausmalen von Renaissance-Kirchen und Beschreibungen des Sternenhimmels. How does Christian ethics begin? This pioneering study explores the grammar of the Christian life as it is embodied and learned in worship as the formative experience of Christian communities. In a careful analysis of biblical and traditional conceptions of worship, Wannenwetsch demonstrates how worship challenges the deepest antagonisms in political thought and social practice. Particular worship practices are examined and their ethical and political significance is explored.

This paper seeks to contextualize Lycurgus' use of the historical example of King Codrus' self-sacrifice within Athenian social memory and public discourse. In doing so, it offers a solution to the puzzle of Lycurgus' calling Codrus one of the ἐπώνυμοι τῆς χώρας . I make the case that Codrus was one of the forty-two eponymous age-set heroes who played an important role in the Athenian military and socio-political system. I contend that devotion to the city's gods and heroes and knowledge (...) of their mythology were essential parts of the religious and ideological instruction of Athenian ephebes. Consequently, Lycurgus' citation of the Ephebic Oath, the self-sacrifices of King Codrus and the daughters of Erechtheus, as well as his repeated invocation of the city's gods and shrines, must be seen as integral elements of his indictment of Leocrates for cowardice and treason, behavior that is diametrically opposed to the hoplite ethos and religious devotion that were instilled into young ephebes. Lycurgus thus brings the jurors' memories of their own ephebate into the courtroom and taps into emotions and values that lie at the heart of Athenian collective identity. (shrink)
