Cumulative technological culture (CTC) refers to the increase in the efficiency and complexity of tools and techniques in human populations over generations. A fascinating question is to understand the cognitive origins of this phenomenon. Because CTC is definitely a social phenomenon, most accounts have suggested a series of cognitive mechanisms oriented toward the social dimension (e.g., teaching, imitation, theory of mind, and metacognition), thereby minimizing the technical dimension and the potential influence of non-social, cognitive skills. What if we have failed (...) to see the elephant in the room? What if social cognitive mechanisms were only catalyzing factors and not thesufficient and necessaryconditions for the emergence of CTC? In this article, we offer an alternative, unified cognitive approach to this phenomenon by assuming that CTC originates in non-social cognitive skills, namely technical-reasoning skills which enable humans to develop the technical potential necessary to constantly acquire and improve technical information. This leads us to discuss how theory of mind and metacognition, in concert with technical reasoning, can help boost CTC. The cognitive approach developed here opens up promising new avenues for reinterpreting classical issues (e.g., innovation, emulation vs. imitation, social vs. asocial learning, cooperation, teaching, and overimitation) in a field that has so far been largely dominated by other disciplines, such as evolutionary biology, mathematics, anthropology, archeology, economics, and philosophy. The commentaries have both revealed the implications of and challenged our approach. In this response, we reply to these concerns, discuss why the technical-reasoning hypothesis does not minimize the role of social-learning mechanisms – nor assume that technical-reasoning skills make individuals omniscient technically – and make suggestions for overcoming the classical opposition between the cultural versus cognitive niche hypothesis of cumulative technological culture.

Therefore, to be complete, any version of the shared neurocognitive processes hypothesis needs to integrate the potential interactions between the frontal lobe/Broca's area and the left inferior parietal lobe as well as their co-evolution at a phylogenetic level. Here, we sought to provide the first elements of answer through the use of the massive deployment framework, which posits that evolutionarily older brain areas are deployed in more cognitive functions (i.e., they are less specific). We focused on the left parietal cortex, and particularly the left areas PF, PGI, and anterior intraparietal (AIP), which are known to be involved in tool use, language, and motor control, respectively. The deployment of each brain area in different cognitive functions was measured by conducting a meta-analysis of neuroimaging studies. Our results confirmed the pattern of specificity for each brain area and also showed that the left area PGI was far less specific than the left areas PF and AIP. From these findings, we discuss the different evolutionary scenarios depicting the potential co-evolution of the combinatorial and generative components of language and tool behavior in our lineage. Humans can follow different social learning strategies, sometimes oriented toward the models’ characteristics. The goal of the present study was to explore which who-strategy is preferentially followed in the technological context based on the models’ psychological characteristics. We identified three potential who-strategies: Copy the pedagogue, copy the engineer, and copy the friend. We developed a closed-group micro-society paradigm in which participants had to build the highest possible towers. Participants began with an individual building phase. Then, they were gathered to discuss (...) the best solutions to increase tower height. After this discussion phase, they had to make a new building attempt, followed by another discussion phase, and so forth for a total of six building phases and five discussion rounds. This methodology allowed us to create an attraction score for each participant. We also assessed participants’ theory-of-mind skills, technical-reasoning skills, and prosocialness to predict participants’ attraction scores based on these measures. Results show that we learn from engineers because they are the most successful. Their attraction power is not immediate, but after they have been identified as attractors, their technique is copied irrespective of their pedagogy or friendliness. These findings open avenues for the study of the cognitive bases of human technological culture. (shrink)

A key issue in cognitive sciences is to understand the cognitive bases of human tool use. Answers have been provided by two competing approaches. The manipulation-based approach assumes that humans can use tools because of the ability to store sensorimotor knowledge about how to manipulate tools. By contrast, for the reasoning-based approach, human tool use is based on the ability to reason about physical object properties. Recently, Caruana and Cuccio proposed a kind of reconciliation, based on the distinction between three (...) types of abductive inference, involving a different contribution of motor and cognitive elements: Automatic abduction, abduction by selection and creative abduction. This perspective offers new interesting avenues. Nevertheless, it is also subject to several theoretical and epistemological limitations, which make it in its present form inappropriate for the study of the cognitive bases of human tool use. Tasks, tools, and techniques that we perform, use, and acquire, define the elements of expertise which we value as the hallmarks of goal-driven behavior. Somehow, the creation of tools enables us to define new tasks, or is it that the envisioning of new tasks drives us to invent new tools? Or maybe it is that new tools engender new techniques which then result in new tasks? This jumble of issues will be explored and discussed in this diverse collection of papers. (...) A broader conception of the user’s perceptual, cognitive, and motor capabilities considers tools as body extensions. By identifying specific tool-related motor-grounded mechanisms, the embodied approach assumes that this “extensional phenomenon” takes place not only at a behavioral level but also at a psychological level. At least four ways of conceiving embodiment in tool use have been offered in relation to the concepts of incorporation, perception, knowledge, and observation. Nevertheless, the validity of these conceptions has been rarely, if not never, assessed. (...) In this article, we attempt to fill this gap by discussing each of these conceptions in turn, with the aim of determining whether it is justified to consider tools as detached objects of a special sort in embodied terms. We argue that tool incorporation is made possible by “distalization”, that is, an embodied mechanism specific to tool use. Nevertheless, there is neither empirical nor theoretical support for the hypothesis that specific tool-related embodied mechanisms are involved in perception, knowledge, and observation. In broad terms, there is a tendency in the literature to overinterpret tool use as an embodied phenomenon at a psychological level. Inevitably, this limitation leads us to under-intellectualize the underlying cognitive processes and, as a result, it prevents us from understanding the technical-reasoning skills that allow humans to transform dramatically the physical world. As Heintz & Scott-Phillips rightly argued, pragmatics has been too commonly considered as a supplement to linguistic communication. Their aim to reorient the study of cognitive pragmatics as the foundation of many distinctive features of human behavior finds echo in the neuropsychological literature on tool use, in which the investigation of semantic dementia challenges the classical semantics versus pragmatics dissociation.

Cumulative technological culture can be defined as the progressive diversification, complexification, and enhancement of technological traits through generations. An outstanding issue is to specify the cognitive bases of this phenomenon. Based on the literature, we identified four potential cognitive factors: namely, theory-of-mind, technical-reasoning, creativity, and fluid-cognitive skills. The goal of the present study was to test which of these factors—or a combination thereof—best predicted the cumulative performance in two experimental, micro-society conditions differing in the nature of the interaction allowed between (...) participants. The task was to build the highest possible tower. Participants were also assessed on the four aforementioned cognitive factors in order to predict cumulative performance and attractiveness. Our findings indicate that technical-reasoning skills are the best predictor of cumulative performance, even if their role may be restricted to the specific technological domain. Theory-of-mind skills may have a facilitator role, particularly in the Communication condition. Creativity can also help in the generation of novel ideas, but it is not sufficient to support innovation. Finally, fluid cognition is not involved in cumulative technological culture. Taken together, these findings suggest that domain-specific knowledge remains critical for explaining cumulative technological culture. (shrink)

Our main focus in this paper is Herman Cappelen’s claim, defended in Fixing Language, that reference is radically inscrutable. We argue that Cappelen’s inscrutability thesis should be rejected. We also highlight how rejecting inscrutability undermines Cappelen’s most radical conclusions about conceptual engineering. In addition, we raise a worry about his positive account of topic continuity through inquiry and debate.

What is the relation between monetary policy and inequalities in income and wealth? This question has received insufficient attention, especially in light of the unconventional policies introduced since the 2008 financial crisis. The article analyzes three ways in which the concern central banks show for inequalities in their official statements remains incomplete and underdeveloped. First, central banks tend to care about inequality for instrumental reasons only. When they do assign intrinsic value to containing inequalities, they shy away from trade-offs with (...) the standard objectives of monetary policy that such a position entails. Second, central banks play down the causal impact monetary policy has on inequalities. When they do acknowledge it, they defend their actions by claiming that it is an unintended side effect, that it is temporary, and/or that any alternative policy would fare even worse. The article appeals to the doctrine of double effect to criticize these arguments. Third, even if one accepts that inequalities should be contained and that today’s monetary policies exacerbate them, is it both desirable and feasible to make containing inequalities part of the mandate of central banks? The article analyzes and rejects three attempts on the part of central banks to answer this question negatively. (shrink)

This paper articulates what it would take to defend representationalism in the case of emotions – i.e. the claim that emotions attribute evaluative properties to target objects or events. We argue that representationalism faces a significant explanatory challenge that has not yet been adequately recognized. Proponents must establish that a representation relation linking emotions and value is explanatorily necessary. We use the case of perception to bring out the difficulties in meeting this explanatory challenge.

Hundreds of clinical trials of potential treatments and vaccines for the “coronavirus 19 disease” have been set up in record time. This is a remarkable reaction to the global pandemic, but the absence of a global coordination of clinical research efforts raises serious ethical concerns. Some COVID-19 patients might carry the burden of clinical trial involvement even though their trial cannot be completed as researchers are competing for patients. A shortage of medicines can occur when existing drugs are diverted for (...) clinical trials. Research ethics committees are overburdened with multiple applications. A multitude of trials can also overstretch medical staff and risk neglecting non-COVID-19 patients. And finally, conflicting conclusions from a multitude of heterogeneous trials might lead to delays in public health decisions about life-saving issues. These challenges are made worse by the unpredictable evolution of epidemics, the active involvement of political decision-makers in scientific issues and the pressure of social media globally. While freedom to conduct research must be safeguarded, global health emergency situations would greatly benefit from effective international coordination mechanisms for clinical research. (shrink)

In this article, I argue against a widely accepted model of utterance interpretation, namely the LS model (literality‐based serial model), according to which the literal interpretation of an utterance (the proposition literally expressed by that utterance) must be computed before nonliteral interpretations can be entertained. Alleged arguments in favor of this model are shown to be fallacious, counter‐examples are provided, and alternative models are sketched.

This paper gives a philosophical outline of the initial foundations of politics as presented in the work of Plato and argues why this traditional philosophical approach can no longer serve as the foundation of politics. The argumentation is mainly based on the work of Latour (1993, 1997, 1999a, 2004, 2005, 2007, 2008) and consists of five parts. In the first section I elaborate on the initial categorization of politics and science as represented by Plato in his Republic. In the second (...) section I discuss the gap between humans and non-humans and how they are tied together in actual real life political topics. In the third section I elaborate on the concepts of political and scientific discourse and how they are thought of as separated fields based on the ancient constitution of human society. In the fourth section I link the concepts of matter of fact and matter of concern. In a final section I present a redefinition of the nature of politics as represented in the work of Bruno Latour as an alternative foundation for the study of political systems. (shrink)

In this paper, I examine Adorno’s controversial claim that human rationality is inherently mimetic. To do so, I break this claim down into three puzzles (the natural historical puzzle, the metaphysical puzzle, and the epistemic puzzle) and consider each in turn. The first puzzle originates in Adorno’s assertion that in the course of human history the mimetic moment of human thought “is melted together with the rational moment”. So whereas, on his narrative, mimesis has become an intrinsic component of human (...) rationality, it appears that we are oblivious to this state of affair and unable to recognize the workings of mimesis in what we otherwise refer to as rationality. The second puzzle concerns the traditional metaphysical question regarding the possibility of knowledge. Adorno holds that the key to this question lies in the “mimetic moment of knowledge”, which he characterizes as the “moment of the elective affinity between the knower and the known.” The third puzzle concerns his views on how the mimetic moment of thought plays out in our epistemic practices. As he puts it, “consciousness knows of its other as much as it resembles that other,” which seems to entail that our very efforts to conceptualize objects somehow rely on imitative processes. I work out what I take to be the basics of Adorno’s understanding of mimesis and use them to make sense of each puzzle. I argue that Adorno’s insistence on the mimetic component of human rationality isn’t meant to promote more mimetic modes of comportment, but a reflexive awareness of the extent to which our rational activities already rely on imitative (or immersive) processes, even those we view as embodying the strongest claims to the contrary. We take self‐governance or autonomy to be a central feature of human agency: we believe that our actions normally occur under our guidance and at our command. A common criticism of the standard theory of action is that it leaves the agent out of his actions and thus mischaracterizes our autonomy. According to proponents of the endorsement model of autonomy, such as Harry Frankfurt and David Velleman, the standard theory simply needs to be supplemented with the agent's actual endorsement of (...) his actions in order to make room for our autonomy. I argue that their proposal fails and that a more substantive enrichment of the standard theory is called for. (shrink)

In Why Tolerate Religion?, Brian Leiter argues against the special legal status of religion, claiming that religion should not be the only ground for exemptions to the law and that this form of protection should be, in principle, available for the claims of secular conscience as well. However, in the last chapter of his book, he objects to a universal regime of exemptions for both religious and secular claims of conscience, highlighting the practical and moral flaws associated with it. We (...) believe that Leiter identifies a genuine and important contemporary legal and philosophical problem. We find much to admire in his reasoning. However, we raise questions about two claims that are crucial for his argument. The first claim is that it is not religion as such, but conscience that deserves toleration and respect. The second claim is that respect for religion and conscience demands ‘principled toleration’ but does not entail stronger policies of legal exemptions. Against the first claim, we argue that Leiter does not successfully distinguish religious belief from secular conscience and morality; and he does not explain why secular conscience deserves respect. Against the second claim, we argue that the most promising theories of legal exemptions are not classical theories of liberal toleration. (shrink)

Healthy Volunteers (HVs) who participate in clinical trials are a vulnerable group that deserves specific protection. We assessed the number and types of studies that involve HVs around the world and outline the methodological barriers to their analysis. We found that tens of thousands of HVs are involved every year in clinical trials in a large variety of countries and that the overwhelming majority of studies are not “first-in-human” but pharmacokinetic studies. The two cornerstones for both ethical and safe participation (...) of HVs in clinical trials are properly obtained informed consent, and a minimization of exposure to risk, in particular by avoiding concealed participation in multiple trials. To minimize the risk of exploitation of HVs and their exposure to risk, we propose ways to ensure genuine informed consent, and advocate setting up national Healthy Volunteer volunteer registries as established in France and the U.K. (shrink)

Many liberals and secularists believe that religious schooling should not be publicly funded or that it should simply be banned. Challenging those views, I claim that although liberal states may refuse to fund and may even ban certain illiberal separate religious schools, it is impermissible, for distinctively liberal reasons, to completely ban publicly funded religious schooling. I will however argue that providing religious instruction within common public schools is more desirable than having separate religious schools. I argue that providing religious (...) instruction within common public schools is a better way to balance the educational interests of parents, children and society than banning religious schooling altogether; authorizing it but refusing to fund it; or having publicly funded separate religious schools.
