Two of the most creditable responses in the spate of pro-globalization literature are Why Globalization Works, by the financial journalist Martin Wolf, and In Defense of Globalization, by the economist Jagdish Bhagwati. This article is a review of these two books.

This essay examines the controversy over the attempt to establish rules governing global capital flows in the Multilateral Agreement on Investment (MAI), which became a target of “antiglobalization” activism. Making sense of the activists' concerns about the MAI requires understanding how the emergence of transnational standards in contemporary globalization constitutes an exercise in power. I develop the concept of “network power” to explain the way in which the rise of a single coordinating standard for global activity can be experienced as (...) coercive, as it eclipses alternative standards and abrogates the genuinely free choice among different conventions. Using a network‐power analysis, I reinterpret the controversy over the MAI as a concern about the processes by which neoliberal globalization is being brought about. (shrink)

Widespread recognition that economic inequality has been growing for forty years in most of the developed world, and in fact has tended to grow across most of the history of modern economies, shows that the period 1945-1973, when inequality of wealth and income shrank, was a marked anomaly in historical experience. At the time, however, the anomalous period of equality seemed to vindicate a long history of optimism about economic life:that growth would overcome meaningful scarcity and usher in an egalitarian (...) and humanistic period that could almost qualify as post-economic. This has not been the experience of the last four decades. In this intellectual history of the anomalous period, we trace the main lines of that optimism and its undoing. (shrink)

We illustrate the crucial role played by decoherence (consistency of quantum histories) in extracting consistent quantum probabilities for alternative histories in quantum cosmology. Specifically, within a Wheeler-DeWitt quantization of a flat Friedmann-Robertson-Walker cosmological model sourced with a free massless scalar field, we calculate the probability that the universe is singular in the sense that it assumes zero volume. Classical solutions of this model are a disjoint set of expanding and contracting singular branches. A naive assessment of the behavior of quantum (...) states which are superpositions of expanding and contracting universes suggests that a “quantum bounce” is possible i.e. that the wave function of the universe may remain peaked on a non-singular classical solution throughout its history. However, a more careful consistent histories analysis shows that for arbitrary states in the physical Hilbert space the probability of this Wheeler-DeWitt quantum universe encountering the big bang/crunch singularity is equal to unity. A quantum Wheeler-DeWitt universe is inevitably singular, and a “quantum bounce” is thus not possible in these models. (shrink)

Utilising science and technology to maximize human performance is often an essential feature of military activity. This can often be focused on mission success rather than just the welfare of the individuals involved. This tension has the potential to threaten the autonomy of soldiers and military physicians around the taking or administering of enhancement neurotechnologies (e.g., pills, neural implants, and neuroprostheses). The Hybrid Framework was proposed by academic researchers working in the U.S. context and comprises “rules” for military neuroenhancement (e.g., (...) ensuring transparency and maintaining dignity of the warfighter). Integrating traditional bioethical perspectives with the unique requirements of the military environment, it has been referenced by military/government agencies tasked with writing official ethical frameworks. Our two-part investigation explored the ethical dimensions of military neuroenhancements with military officers – those most likely to be making decisions in this area in the future. In three workshops, structured around the Hybrid Framework, we explored what they thought about the ethical issues of enhancement neurotechnologies. From these findings, we conducted a survey (N = 332) to probe the extent of rule endorsement. Results show high levels of endorsement for a warfighter’s decision-making autonomy, but lower support for the view that enhanced warfighters would pose a danger to society after service. By examining the endorsement of concrete decision-making guidelines, we provide an overview of how military officers might, in practice, resolve tensions between competing values or higher-level principles. Our results suggest that the military context demands a recontextualisation of the relationship between military and civilian ethics. (shrink)

Background Over the last decades, the neurosciences, behavioral sciences, and the social sciences have all seen a rapid development of innovative research methods. The field of bioethics, however, has trailed behind in methodological innovation. Despite the so-called “empirical turn” in bioethics, research methodology for project development, data collection and analysis, and dissemination has remained largely restricted to surveys, interviews, and research papers. We have previously argued for a “Design Bioethics” approach to empirical bioethics methodology, which develops purpose-built methods for investigation (...) of bioethical concerns. In this paper we compare a research tool created using a design bioethics approach to a “methods-as-usual” approach in empirical bioethics.Methods Our study compared dimensions of engagement with a digital game we created, called “Tracing Tomorrow,” to a standard vignette survey. The two tools investigated the same subject matter, digital phenotyping for mental health, in a sample of 301 UK adolescents.Results Participants who played the game reported a greater sense of presence, emotional engagement, cognitive absorption, and mental health ethics insight, compared to participants who completed the vignette survey. Perceived authenticity and curiosity/motivation to learn more was equivalent for both methods.Conclusion The results of this study highlights the importance of purpose-built methodology for empirical bioethics research. A growing number of technologies are currently being developed to improve and distribute thinking and decision-making. Rapid progress in brain-to-brain interfacing and swarming technologies promises to transform how we think about collective and collaborative cognitive tasks across domains, ranging from research to entertainment, and from therapeutics to military applications. As these tools continue to improve, we are prompted to monitor how they may affect our society on a broader level, but also how they may reshape our fundamental understanding of agency, (...) responsibility, and other key concepts of our moral landscape.In this paper we take a closer look at this class of technologies – Technologies for Collective Minds – to see not only how their implementation may react with commonly held moral values, but also how they challenge our underlying concepts of what constitutes collective or individual agency. We argue that prominent contemporary frameworks for understanding collective agency and responsibility are insufficient in terms of accurately describing the relationships enabled by Technologies for Collective Minds, and that they therefore risk obstructing ethical analysis of the implementation of these technologies in society. We propose a more multidimensional approach to better understand this set of technologies, and to facilitate future research on the ethics of Technologies for Collective Minds. (shrink)

The chromodomain is a highly conserved sequence motif that has been identified in a variety of animal and plant species. In mammals, chromodomain proteins appear to be either structural components of large macromolecular chromatin complexes or proteins involved in remodelling chromatin structure. Recent work has suggested that apart from a role in regulating gene activity, chromodomain proteins may also play roles in genome organisation. Pancreatitis is a complex, progressively destructive inflammatory disorder. Alcohol was long thought to be the primary causative agent, but genetic contributions have been of interest since the discovery that rare PRSS1, CFTR and SPINK1 variants were associated with pancreatitis risk. We now report two associations at genome-wide significance identified and replicated at PRSS1-PRSS2 and X-linked CLDN2 through a two-stage genome-wide study. The PRSS1 variant likely affects disease susceptibility by altering expression of the primary trypsinogen gene. The CLDN2 risk allele is (...) associated with atypical localization of claudin-2 in pancreatic acinar cells. The homozygous CLDN2 genotype confers the greatest risk, and its alleles interact with alcohol consumption to amplify risk. As we are witnessing the dawn of an era in which Artificial Intelligence (AI) quite possibly will come to dominate the technological innovation landscape, we are compelled to ask questions about the ethical issues which the convergence of BCIs and AI (...) is poised to bring about. What are the ethics of thinking with machines? In this paper, we explore this question, focusing on some of the main arenas of ethical debate and contention, ranging from autonomy and integrity to identity and privacy, and discuss the risks and potential benefits of the technology in the domains of paediatric populations, and as a means of human enhancement. We conclude that, while there are multiple concerns as well as possibilities for the technology to do good, there are great uncertainties at play. If bioethicists want to stay relevant in this field, they ought to prepare themselves for seismic shift in how we conceptualise much of what we take to be core values in medicine and healthcare. We seek to bring Black bodies and lives into full view within the enterprise of Indigenous health research to interrogate the unquestioned good that is taken to characterize contemporary Indigenous health research. We articulate a Black bioethics that is not premised upon a false logic of beneficence, rather we think through a Black bioethics premised upon an unconditional love for the Black body. We achieve this by examining the accounts of two Black mothers, fictional and factual rendering visible the racial (...) violence Black bodies have been subjected to. We call for a Black bioethics that reimagines the Black body as beautiful and belonging—to both someone and somewhere. (shrink)

The concept of mental integrity is currently a significant topic in discussions concerning the regulation of neurotechnologies. Technologies such as deep brain stimulation and brain-computer interfaces are believed to pose a unique threat to mental integrity, and some authors have advocated for a legal right to protect it. Despite this, there remains uncertainty about what mental integrity entails and why it is important. Various interpretations of the concept have been proposed, but the literature on the subject is inconclusive. Here we (...) consider a number of possible interpretations and argue that the most plausible one concerns neurotechnologies that bypass one’s reasoning capacities, and do so specifically in ways that reliably lead to alienation from one’s mental states. This narrows the scope of what constitutes a threat to mental integrity and offers a more precise role for the concept to play in the ethical evaluation of neurotechnologies. (shrink)

The focus here is not on discussing theology of mission/religions but on outlining the developments in Christian thinking on it since Edinburgh 1910 with particular reference to Muslims/islam. The notion of ‘interfaith’ or ‘Christian-Muslim relations’ is not a new one but it is being re-discovered and nurtured by many Christians concerned about the tremendous deficit of trust between Muslims and Christians in the backdrop of a long history of polemics, confrontation and conflicts.

Included here are some cases that highlight exceptional behaviour under the novel coronavirus pandemic that cuts across religious boundaries. The Christian cases were drawn from the United States and South Korea; Islamic cases were drawn both from India and Iran; and the Hindu and Sikh cases were highlighted from India. Of these, notably, Iran is a declared theocracy, whereas the United States and India are arguably contexts of rising Christian and Hindu theocracies. We are familiar with the evidence of the (...) positive role of religions in society. This paper brings together exceptional cases where irrationality, control and selfishness trump wisdom and altruism. The evidence highlighted here shows that people are capable of suspending reason and behaving with a motive inspired by faith, even when it is clear there might be serious personal and social costs involved. This article relies entirely on the most significant primary sources and uses a phenomenological method of enquiry. It describes the stages that novices journey through in spiritual practice to ‘see God’ and to engage in what they describe as reports/testimonies and/or revelatory speech. Recognizing the location of the sect within the Mahdist/millenarian movements in Islam, the author points readers in the direction of possible parallels with other charismatic phenomena which could be further explored for intra- and inter-religious dialogue. Engaging a broad range of Platonic dialogues, this collection of essays by distinguished scholars in political theory and philosophy explores the relation of Socratic philosophizing to those activities with which it is typically opposed—such as tyranny, sophistry, poetry, and rhetoric. The essays show that the harder one tries to disentangle Socrates’ own activity from that of its apparent opposite, the more entangled they become; yet, it is only by taking this entanglement seriously that the distinctive character of Socratic philosophy emerges. Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

ManyBabies addresses these concerns via a radically collaborative, large-scale and open approach to research that is grounded in theory-building, committed to diversification, and focused on understanding sources of variation.

Flap EndoNuclease‐1 (FEN‐1) is a multifunctional and structure‐specific nuclease involved in nucleic acid processing pathways. It plays a critical role in maintaining human genome stability through RNA primer removal, long‐patch base excision repair and resolution of dinucleotide and trinucleotide repeat secondary structures. In addition to its flap endonuclease (FEN) and nick exonuclease (EXO) activities, a new gap endonuclease (GEN) activity has been characterized. This activity may be important in apoptotic DNA fragmentation and in resolving stalled DNA replication forks. The multiple (...) functions of FEN‐1 are regulated via several means, including formation of complexes with different protein partners, nuclear localization in response to cell cycle or DNA damage and post‐translational modifications. Its functional deficiency is predicted to cause genetic diseases, including Huntington's disease, myotonic dystrophy and cancers. This review summarizes the knowledge gained through efforts in the past decade to define its structural elements for specific activities and possible pathological consequences of altered functions of this multirole player. In the prior studies, the significance of working memory is linked to language acquisition which helped in understanding these disorders better (Wen, & Li, 2019). However, there is one component that is not being taken into consideration with Second Language Acquisition (SLA) (Choi, 2019). This study collected data from 122 adolescents and young adults (Female = 61, Male = 61) in the age range 15–22 years. Using four subtests of David’s Battery of Differential Abilities (DBDA), measures of VSSP and (...) verbal ability were measured. Multiple regression analysis was carried out between the measures of VSSP and verbal ability. The results showed promise and the measures of VSSP were found to be a positive predictor of second language comprehension in the current sample. Whereas, no gender differences were observed with regard to verbal ability. With the supporting literature, this study evidently provided insights into the overall relationship. (shrink)

Anti-natalism is the view that it is (almost) always wrong to bring people (and perhaps all sentient beings) into existence. This view is most famously defended by David Benatar (1997, 2006). There are, however, other routes to an anti-natal conclusion. In this respect, Seana Shiffrin’s paper, “Wrongful Life, Procreative Responsibility, and the Significance of Harm” (1999), has been rather neglected in the natal debate. Though she appears unwilling to conclude that procreation is always wrong, I believe that she in (...) fact puts forth a case for anti-natalism no less compelling than Benatar’s. My overall aim here is to demonstrate the force of her argument by defending a Shiffrin-esque route to anti-natalism from a powerful objection. This objection appeals to the common belief that because most people endorse their creation, procreation often is all-things-considered permissible. I will show how this objection fails, and why Shiffrin’s rationale for anti-natalism, as I will be representing it, ought to be taken seriously. (shrink)

My aim in this paper is to consider a series of arguments against Dispositional Moral Realism and argue that these objections are unsuccessful. I will consider arguments that try to either establish a dis-analogy between moral properties and secondary qualities or try to show that a dispositional account of moral properties fails to account for what a defensible species of moral realism must account for. I also consider criticisms from Simon Blackburn, who argues that there could not be a corresponding (...) perceptual faculty for moral properties, and David Enoch, who argues that Dispositional Moral Realism does not most plausibly explain the difference between moral disagreements and disagreements of mere preference. Finally, I examine a novel criticism concerning the relationship between the diverse variety of moral properties and the range of our normative affective attitudes, arguing that the view has no problem accounting for this diversity.
