Les décisions politiques sur les risques environnementaux complexes font fréquemment intervenir des éléments scientifiques contestés. Il n’y a généralement pas de « faits » qui conduisent à une politique correcte unique. Les éléments de preuve qui sont intégrés dans les avis scientifiques destinés à une décision politique nécessitent une évaluation de leur qualité. En 2003, l’Agence néerlandaise d’évaluation environnementale a adopté une méthode standardisée, désignée sous le nom de « guide », dans le cadre de laquelle les principaux aspects de (...) la production et de l’utilisation des connaissances sont présentés grâce à une liste de contrôle visant à l’évaluation et à la communication des incertitudes. Dans cet article, nous présentons des résultats de l’application de ce guide à la controverse sur les risques des particules en suspension. La délibération active sur l’incertitude dans un contexte d’expertise entraîne un processus d’apprentissage commun entre les experts et les décideurs politiques, ce qui conduit à une meilleure prise de conscience du phénomène d’incertitude et de ses implications politiques.Policy decisions on complex environmental risks often involve disputed science. Typically, there are no “ facts” to support a single unequivocally correct policy. The evidence provided in scientific studies for policy-making decisions requires high-quality assessment. In 2003, the Netherlands Environmental Assessment Agency adopted a standardized method, referred to as “guidelines”, whereby key quality aspects of knowledge production and use are presented in the form of a checklist for uncertainty assessments and communication. In this article, we present the outcomes of applying the guidelines in controversies on the risks of ambient particulate matter. In the policy–advisory context, active deliberation on uncertainty produces a common learning process for advisors and policy makers, which leads to a deeper understanding and increased awareness of the phenomenon of uncertainty and its policy implications. Susan Stebbing (1885–1943), the UK’s first female professor of philosophy, was a key figure in the development of analytic philosophy. Stebbing wrote the world’s first accessible book on the new polyadic logic and its philosophy. She made major contributions to the philosophy of science, metaphysics, philosophical logic, critical thinking, and applied philosophy. Nonetheless she has remained largely neglected by historians of analytic philosophy. This Element provides a thorough yet accessible overview of Stebbing’s positive, original contributions, including her solution to the (...) paradox of analysis, her account of the relation of sense-data to physical objects, and her anti-idealist interpretation of the new Einsteinian physics. Stebbing’s innovative work in these and other areas helped move analytic philosophy from its early phase to its middle period. (shrink)

ALL THE MORE, by Avi Sion, Ph.D., comprises a merged list of 72 qal vachomer arguments in the Tanakh, i.e. of a fortiori arguments in the Hebrew Bible. This listing brings together lists proposed in past rabbinic literature and in more recent studies by the author. The literature research for it was carried out mainly by R. Yaakov Gabay, who looked into works in Hebrew by five rabbis who had proposed lists, namely: R. Shmuel Yaffe Ashkenazi (Yefeh Toar, 1597), R. (...) Zvi Hirsch Katzenellenbogen (Netivot Olam, 1822), R. Zeev Wolf Einhorn (Midrash Tannaim, 1839), R. Mattityahu Strashun (Mattat Yah, 1892), R. Chaim Hirschensohn (Berure HaMidot, 1928). The author of the present essay brought additional information from the Tanakh commentary of R. Shlomo Yitzchaki (Rashi, 11th Cent.) and an essay by R. Louis Jacobs (2005), as well as from his own past works (Judaic Logic, 1995, and A Fortiori Logic, 2013). The information thus gathered is here presented in a systematic manner, after careful evaluation by the author of each case with reference to narrative context, language used, and logical form. Efforts are made to identify which cases were known to each of the past authors, and to determine who found each case first and whether subsequent listings of the case (if any) were independent or derivative. In this paper I build a case for considering the pioneering behaviourist philosopher Grace de Laguna as one of the grandmothers of analytic philosophy. I argue against the ‘Great Men’ narrative of analytic philosophy as composed of Moore, Russell, Wittgenstein and their followers, and in favour of a more inclusive ‘movement’ narrative of analytic philosophy as a broad and varied movement with an anti-idealist and naturalistic orientation aimed at fitting around novel development in the sciences, including Einsteinian physics and psychology. I compare de Laguna’s prescient early views to Whitehead’s; both share an anti-idealist but also anti-atomist solution to the problem of perception, and both oppose the bifurcation of nature, with de Laguna expressing these views before Whitehead did. I conclude that while both opposed the narrower project of logical atomism, both count as ancestors of the wider analytic movement. (shrink)

W.V. Quine, a champion of philosophical naturalism and pioneer of mathematical logic, was one of the most important philosophers of the 20th century. This volume provides a full picture of the development of Quine's views on structure and how it permeates and shapes his attitude to a range of philosophical questions.

The book offers a new insight into the political, social, and religious conduct of religious-Zionism, whose consequences are evident in Israeli society today. Before the Six-Day War, religious-Zionism had limited its concern to the protection of specific religious interests, with its representatives having little share in the determination of Israel's national agenda. Fifty years after it, religious-Zionism has turned into one of Israeli society's dominant elements. The presence of this group in all aspects of Israel's life and its members' determination (...) to set Israel's social, cultural, and international agenda is indisputable. Delving into this dramatic transformation, the book depicts the Six-Day War as a constitutive event that indelibly changed the political and religious consciousness of religious-Zionists. The perception of real history that had guided this movement from its dawn was replaced by a "sacred history" approach that became an actual program of political activity. As part of a process that has unfolded over the last thirty years, the body and sexuality have also become a central concern in the movement's practice, reflection, and discourse. The how and why of this shift in religious-Zionism--from passivity and a consciousness of marginality to the front lines of public life--is this book's central concern. Rebb Binyamin (pseudonym of Yehoshua Radler-Feldman; 1880–1957) was a leading figure in movements that called for the establishment of a joint Jewish-Arab political framework in Palestine and that sharply criticized the Zionist cooperation with the British colonial authorities. In the early 1920s, he began exploring the writings of Mohandas K. Gandhi (1869–1948) as the basis for his critical approach toward the hegemonic Zionist discourse. In his writings Rebb Binyamin emphasized Gandhi’s refusal to reconcile himself to the British colonial “divide and (...) rule” policies by creating divisions between Hindus and Muslims, the Indian anticolonial struggle that he led, and the way this struggle inspired the development of anticolonial movements in the Middle East. These aspects of Gandhi’s political repertoire were considered by Rebb Binyamin as a framework for the critical discussion of the ways in which the British colonial authorities perceived the Zionist movement as their representative and pointed to the fact that the Zionist-colonial partnership was an obstacle to the crystallization of Jewish-Arab cooperation. This article focuses on the ways in which Rebb Binyamin’s reading of Gandhi served as the basis for his critique of hegemonic Zionist discourse and practices. (shrink)

ABSTRACT Analytic philosophy in the mid-twentieth century underwent a major change of direction when a prior consensus in favour of extensionalism and descriptivism made way for approaches using direct reference, the necessity of identity, and modal logic. All three were first defended, in the analytic tradition, by one woman, Ruth Barcan Marcus. But analytic philosophers now tend to credit them to Kripke, or Kripke and Carnap. I argue that seeing Barcan Marcus in her historical context – one dominated by extensionalism (...) and descriptivism – allows us to see how revolutionary she was, in her work and influence on others. I focus on her debate with Quine, who found himself retreating to softened, and more viable, versions of his anti-modal arguments as a result. I make the case that Barcan's formal logic was philosophically well-motivated, connected to her views on reference, and well-matched to her overall views on ontology. Her nominalism led her to reject posits which could not be directly observed and named, such as possibilia. She conceived of modal calculi as facilitating counterfactual discourse about actual existents. I conclude that her contributions ought to be recognized as the first of their kind. Barcan Marcus must be awarded a central place in the canon of analytic philosophy. (shrink)

IntroductionAcademic integrity policy that is inaccessible, ambiguous or confusing is likely to result in inconsistent policy enactment. Additionally, policy analysis and development are often undertaken as top down processes requiring passive acceptance by users of policy that has been developed outside the context in which it is enacted. Both these factors can result in poor policy uptake, particularly where policy users are overworked, intellectually critical and capable, not prone to passive acceptance and hold valuable grass roots intelligence about policy enactment.Case (...) descriptionThe case study presented in this paper describes the actions of a community of practice at a regional Australian university to deconstruct and translate ambiguous academic integrity policy into a suite of accessible academic integrity resources that were intelligible to staff and students, and which assisted academic staff to consistently enact policy. The paper narrates the formation of the CoP, the tangible and intangible value it created, the social learning practices enacted by its members, its grassroots policy work and the material resources produced from that work.Discussion and evaluationAn evaluation of the CoP was conducted using a value creation framework to explore its immediate value, potential value, applied value, realised value, and reframing value. These values were considered at each stages of the CoP’s lifespan. The evaluation was a useful process that demonstrated the wide-ranging value created by the CoP. Six insights were drawn from the evaluation which promote understanding of the value created for a university by a CoP, particularly in contributing to academic integrity culture over a sustained period of time.ConclusionsThis paper contributes to a research gap on specific examples of discretion within rule-based systems. It illustrates how academics and members of the CoP used their discretion to interpret and enact academic integrity policy within a higher education setting. Drawing from the evaluation of the CoP we argue for greater understanding of the grass-roots contribution of academic and professional staff to academic integrity policy translation and enactment. In this paper, we study the impact of CEO and board gender diversity on the risk management decisions of 179 U.S. Real Estate Investment Trusts (REITs) during the 2001–2018 period. Using a bottom-up analysis on the properties in REIT portfolios, we find significant risk reduction associated with gender-diverse REIT leadership. We document that REITs with a woman CEO, in combination with more women on the board, display less active trading and a longer hold period for assets. In addition, REITs with (...) more gender-diverse leadership are more geographically focused, which for REITs is considered a lower risk investment strategy. Finally, REITs with more gender-diverse leadership are more actively investing in environmentally sustainable real estate. We conclude that gender diversity in real estate firms carries real-life implications for U.S. cities, given their key role as developers, owners, and operators of the built world. (shrink)

How do people interleave attention when multitasking? One dominant account is that the completion of a subtask serves as a cue to switch tasks. But what happens if switching solely at subtask boundaries led to poor performance? We report a study in which participants manually dialed a UK-style telephone number while driving a simulated vehicle. If the driver were to exclusively return his or her attention to driving after completing a subtask (i.e., using the single break in the xxxxx-xxxxxx representational (...) structure of the number), then we would expect to see a relatively poor driving performance. In contrast, our results show that drivers choose to return attention to steering control before the natural subtask boundary. A computational modeling analysis shows that drivers had to adopt this strategy to meet the required performance objective of maintaining an acceptable lateral position in the road while dialing. Taken together these results support the idea that people can strategically control the allocation of attention in multitask settings to meet specific performance criteria. (shrink)

Abstract:In the spirit of green cultural criminology, which considers the way(s) in which environmental crime, harm, and disaster are constructed, represented, and envisioned by the news media and in popular cultural forms, and narrative criminology, which explores how stories can influence (promote, curb, prevent, or resist) action, including harmful action, this provisional article seeks to intercede (although, perhaps, “intervene,” in the McGregorian sense, is more accurate) in the debate, of sorts, between the Indian writer Amitav Ghosh and the British critic, (...) editor, and theorist Mark Bould. Whereas Ghosh, in The Great Derangement: Climate Change and the Unthinkable (2016), laments the failure of contemporary literature to engage with climate change, Bould, in The Anthropocene Unconscious: Climate Catastrophe Culture (2021), considers whether all stories might be stories about climate change. Taking Salman Rush-die’s Haroun and the Sea of Stories (1990) as an example, this article argues that this phantasmagorical tale about the problems of censorship could be applied to and analyzed in the context of climate change. The article considers how we might tell (more, better) stories of climate change and concludes by calling for a marshalling of diverse stories to reflect the most pressing issue of our time. The use of coercive measures in the care for the addicted has changed over the past 20 years. Laws that have adopted the “dangerousness” criterion in order to secure patients’ rights to non-intervention are increasingly subjected to critique as many authors plead for wider dangerousness criteria. One of the most salient moral issues at stake is whether addicts who are at risk of causing danger to themselves should be involuntarily admitted and/or treated. In this article, it is argued that the (...) dilemma between coercion on the one hand and abandonment on the other cannot be analysed without differentiated perspectives on the key notions that are used in these debates. The ambiguity these notions carry within care practice indicates that the conflict between the prevention of danger and respect for autonomy is not as sharp as the legal systems seem to imply. Some coercive measures need not be interpreted as an infringement of autonomy—rather, they should be interpreted as a way to provide good care. (shrink)

What is the role of language in human cognition? Could we attain self-consciousness and construct our civilisation without language? Such were the questions at the basis of eighteenth-century debates on the joint evolution of language, mind, and culture. Language and Enlightenment highlights the importance of language in the social theory, epistemology, and aesthetics of the Enlightenment. While focusing on the Berlin Academy under Frederick the Great, Avi Lifschitz situates the Berlin debates within a larger temporal and geographical framework. He argues (...) that awareness of the historicity and linguistic rootedness of all forms of life was a mainstream Enlightenment notion rather than a feature of the so-called 'Counter-Enlightenment'. -/- Enlightenment authors of different persuasions investigated whether speechless human beings could have developed their language and society on their own. Such inquiries usually pondered the difficult shift from natural signs like cries and gestures to the artificial, articulate words of human language. This transition from nature to artifice was mirrored in other domains of inquiry, such as the origins of social relations, inequality, the arts and the sciences. By examining a wide variety of authors - Leibniz, Wolff, Condillac, Rousseau, Michaelis, and Herder, among others - Language and Enlightenment emphasises the open and malleable character of the eighteenth-century Republic of Letters. The language debates demonstrate that German theories of culture and language were not merely a rejection of French ideas. New notions of the genius of language and its role in cognition were constructed through a complex interaction with cross-European currents, especially via the prize contests at the Berlin Academy. An odd dissensus between confident metaphysicians and neopragmatist antimetaphysicians pervades early twenty-first century analytic philosophy. Each faction is convinced their side has won the day, but both are mistaken about the philosophical legacy of the twentieth century. More historical awareness is needed to overcome the current dissensus. Lewis and his possible-world system are lionised by metaphysicians; Quine’s pragmatist scruples about heavy-duty metaphysics inspire antimetaphysicians. But Lewis developed his system under the influence of his teacher Quine, inheriting from him his empiricism, (...) his physicalism, his metaontology, and, I will show in this paper, also his Humeanism. Using published as well as never-before-seen unpublished sources, I will make apparent that both heavy-duty metaphysicians and neopragmatist antimetaphysicians are wrong about the roles Quine and Lewis played in the development of twentieth-century philosophy. The two are much more alike than is commonly supposed, and Quine much more instrumental to the pedigree of current metaphysics. (shrink)

This paper reviews the social scientific literature on biometric surveillance, with particular attention to its potential harms. It maps the harms caused by biometric surveillance, traces their theoretical origins, and brings these harms together in one integrative framework to elucidate their cumulative power. Demonstrating these harms with examples from the United States, the European Union, and Israel, I propose that biometric surveillance be addressed, evaluated and reframed as a new form of control rather than simply another means of inspection. I (...) conclude by delineating three features of biometric technologies—complexity, objectivity, and agency—that demonstrate their social power and draw attention to the importance of studying biometric surveillance. In A Platonic Theory of Moral Education, Mark Jonas and Yoshiaki Nakazawa have argued that Plato outlines a theory of virtue education. Alkis Kotsonis has similarly argued that Plato articulated a theory of intellectual character education. I think that Jonas, Nakazawa, and Kotsonis have opened a productive line of enquiry on this matter, and I expand on their work in this paper by identifying connections between Plato’s work and the contemporary discourse on character education, which features four domains of virtues: (...) moral, intellectual, civic, and performance virtues. Plato’s treatment of virtue, I argue, not only can be mapped onto the contemporary treatment of character education but it also further demonstrates that cultivating virtue—the project of character education—was a paramount concern for Plato. Russell’s use of incomplete symbols constituted progress in philosophy. They allowed Russell to make true negative existential claims, like ‘the present King of France does not exist’, and to analyse away logical constructs like tables. Russell’s view rested on the availability of complete symbols, logically proper names, which single out objects which we know by acquaintance, which we are committed to, and to whose existence discourse about apparent complexes can be reduced. Susan Stebbing enthusiastically embraced incomplete symbols for use in (...) negative existentials and in her innovative theory of metaphysical analysis. Yet she also raised trenchant objections to Russell’s assumption that complete symbols are purely referring expressions, equivalent to mere demonstration or pointing. Stebbing thought it could not be assumed that analysis terminates in objects of acquaintance. In this chapter I lay out Stebbing’s arguments and argue that they bear a striking similarity to those made by Stebbing’s former college’s Mistress, Constance Jones, whose influence on Russell is now largely forgotten but worth recovering. Jones defended a sense-reference (signification-denotation) distinction before Frege. Russell’s objections to that distinction in ‘On Denoting’ appear to borrow from Jones’s presentation of it. In Russell and Jones’s 1911 exchange at the Aristotelian Society, Jones’s arguments that names have signification and are more than mere noises or shapes, and that unless both signification and denotation are taken into account, all identity statements reduce to the trivial ‘a=a’ form, foreshadow Stebbing’s later arguments against complete symbols. In ordinary language, in the medical sciences, and in the overlap between them, we frequently make claims which imply that we might have had different gametic origins from the ones we actually have. Such statements seem intuitively true and coherent. But they counterfactually ascribe different DNA to their referents and therefore contradict material-origin essentialism, which Kripke and his followers argue is intuitively obvious. In this paper I argue, using examples from ordinary language and from philosophy of medicine and bioethics, that (...) statements which attribute alternative material origins to their referents are useful, common in political and medical reasoning, and in many cases best interpreted literally. So we must replace the doctrine of material-origin essentialism with one that can make sense of ordinary discourse and the language of the medical sciences. I propose an anti-essentialist account of such counterfactuals according to which individuals’ modal properties are relative to a given inquiry. (shrink)

One of the mantras of progressive education is that genuine learning ought to be exciting and pleasurable, rather than joyless and painful. To a significant extent, Jean-Jacques Rousseau is associated with this mantra. In a theme of Emile that is often neglected in the educational literature, however, Rousseau stated that “to suffer is the first thing [Emile] ought to learn and the thing he will most need to know.” Through a discussion of Rousseau's argument for the importance of an education (...) in suffering, Avi Mintz contends that the reception of Rousseau by progressives suggests a detrimental misstep in the history of educational thought, a misstep that we should recognize and correct today. We ought to revive the progressive tradition of distinguishing the valuable educational pains from the harmful ones, even if we disagree with the particular types of pain that Rousseau identified as educationally valuable. During the 1890s, animal development became associated with glandular activity, with profound implications for pediatric nosology and treatment. The significance of this endocrinological turn of developmental physiology and pathophysiology in part hinges on an often-overlooked continuity with ubiquitous early modern medical thought concerning semen as a recrementitious (reabsorbed) nutrient or stimulant. Mid-19th-century interests in adult sexual physiology were increasingly nerve-centered and antihumoral. Scattered empirical, particularly veterinarian, interests in gonadal developmental functions failed to moderate these explanatory trends. While Brown-Séquard’s rejuvenation experiments (...) still offered no clear starting point for a developmental endocrinology, in 1892 Gaston Variot and Paul Bezançon more explicitly deduced a testicular developmental endocrinological function from various observations on testicular ectopy and a local form of animal “demi-castration.” Ensuing interest in the thyroid, the thymus and in the testicles led to various working conceptions of their respective and putatively reciprocal developmental properties, including the idea of a thyroid–testis axis. From 1896, the pubertal affliction of chlorosis became the subject of multiple opotherapeutic approaches, providing an experimental basis for theories of ovarian internal secretion. Polyglandular therapy, piloted for divergent developmental conditions, remained routine until the 1930s despite the biological inefficacy of many endocrine products. (shrink)

The present 'Annex' collects in one pdf file the numerous original pdf files, to facilitate download. The file is almost 0.5 Gb in size, and contains almost 108,000 pages.

This article studies the monotonicity behavior of plural determinersthat quantify over collections. Following previous work, we describe thecollective interpretation of determiners such as all, some andmost using generalized quantifiers of a higher type that areobtained systematically by applying a type shifting operator to thestandard meanings of determiners in Generalized Quantifier Theory. Twoprocesses of counting and existential quantification thatappear with plural quantifiers are unified into a single determinerfitting operator, which, unlike previous proposals, both capturesexistential quantification with plural determiners and respects theirmonotonicity (...) properties. However, some previously unnoticed factsindicate that monotonicity of plural determiners is not always preservedwhen they apply to collective predicates. We show that the proposedoperator describes this behavior correctly, and characterize themonotonicity of the collective determiners it derives. It is proved thatdeterminer fitting always preserves monotonicity properties ofdeterminers in their second argument, but monotonicity in the firstargument of a determiner is preserved if and only if it is monotonic inthe same direction in the second argument. This chapter discusses how a comparative philosophical model can contribute to both substantive and procedural values in energy policy. We discuss the substantive values in the mainstream light-emitting diodes debate and Taylor Stone’s alternative plea for darkness. We also explore Value Sensitive Design as a procedural approach. We conclude that the comparative philosophical model of Ulrich Libbrecht can appropriately broaden the set of substantive values used in VSD. We discuss the values of ‘by-itself-so’ and ‘alter-intentionality’, which come with the unforeseen (...) necessity of accepting elements from other worldviews and of normativity in the procedural VSD approach. Avi Peled builds on Freud's early attempts to explain the neural basis of mental health by introducing neural computation as a bridging science to explain psychiatric disorders. Peled describes the brain as a complex system of interconnected units and goes on to suggest that conscious experience, feelings, and mood are emergent properties arising from (...) these complex organisations. This model describes mental health disorders in terms of perturbation to the optimal brain organisation, and demonstrates how particular disorders can be identified through a specific breakdown pattern of the brain’s organisation. The feminist movement was from its start in the 19th century involved in the struggle for better health care for women. The first feminists aimed at better information on birth control and sexuality. The second feminist wave focused on the unequal division of power roles between men and women. A lot of the problems women experienced could be seen as a consequence of their subordinate role in society. At the end of the 1980s and in the 1990s, the discipline women (...) and health or women and medicine was developed. In this introduction to the theme, the developments in this discipline are described. The starting points of the new discipline followed the principles of ‘women’s health care’. These principles can be summarized as the emphasis on control and autonomy by the patient, demedicalization, the importance of the psychosocial context of complaints, empowerment of women and good information and communication. The central issue of the article is: what is the actual scientific state of the art and what important changes have been made on the subject gender and health? Scholars have long debated whether Shiphrah and Puah, the feisty midwives of Exodus 2, were Hebrew or Egyptian. This article takes on the linguistic issue of their ethnicity and the etymology of their names anew, and, as a result, repositions them within Egyptian archaeological space. Situating them as Hebrew overseers of midwives within the central royal harem solves many of the problems of the biblical text while fully preserving its original ambiguity. A secondary objective is to recover yet more of (...) their agency as midwives and their voice as tricksters within the context of both the Exodus account and Near Eastern culture in general. As a result, Shiphrah and Puah are redefined as powerful Israelite prophetesses, rather than lowly uneducated women, who boldly trick mighty Pharaoh with a double entendre retort. We finally propose a new linguistic reading of the denouement: their reward from God. (shrink)

Le grand humaniste, Andrea Alpago, médecin et philosophe, fut aussi un traducteur notoire. Parmi ses traductions d’œuvres arabes en Latin figure une œuvre de jeunesse d’Avicenne, le Kitāb fī l-nafs ‘alā sunnat al-ikhtiṣār. Mais il ne se contenta pas de traduire simplement ce traité. Il ajouta à sa traduction un commentaire suivi. Même si tout indique que ce commentaire ne fut pas entièrement achevé, il mérite l’attention. En effet, on n’y trouve pas seulement l’expression de la façon dont Alpago a (...) compris ce texte, mais aussi des indications concernant les motifs qui l’ont poussés à le traduire, ainsi qu’à traduire d’autres textes avicenniens en relation avec l’âme. Comme la compréhension d’un texte est inévitablement liée à la façon dont celui-ci a été traduit, l’analyse du commentaire est précédée par une brève étude de la méthode de traduction d’Alpago, en prêtant particulièrement attention à ce qui en constitue les points forts, mais aussi les points faibles.
