We would like to open some questions here about the institutional and cultural conditions of anything that might be called cultural studies or multiculturalism. By introducing cultural studies and multiculturalism many intellectuals aim at a more democratic culture. We share this aim. In this essay, however, we would like to argue that the projects of cultural studies and multiculturalism require: a more international model of cultural studies than the dominant Anglo-American versions; renewed attention to the institutional environments (...) of cultural studies; and a questioning of the relations between multiculturalism and identity politics. We seek less to “fix” these problems than to provide a critical analysis of the languages, the methods of criticism, and the assumptions about identity, culture, and politics that present the problems to us. Because the thickets entangling what our group calls cultural studies are so deeply rooted in Western academia, which to a large degree constitutes our own group, the counterexample of cultural criticism in other contexts can be more than usually instructive. We begin by considering the position of cultural studies in China, since our group includes a number of Chinese intellectuals, on whose experience the following section is largely based. VVe argue in this essay that the real violence in schools is a result of the structural violence of oppresive social conditions that force students, especially low-income African American and Latino males, tofeel vulnerable, angry, and resistant to the normative expectations of “police-like” school environments. Instead of making attempts to transform these oppressive conditions and explore alternatives outsideof these frameworks, schools utilize the ideological state apparatuses (ISA’s) to justify the construction of certain students (e.g., African American and Latino males) as (...) “violent/deviant/disabled” therebymaking it an individual rather than a social problem. On the other hand, we contend, a political economic analysis of educational contexts makes critical linkages between race, class, and disabilityand in doing so offers an alternative way of re-theorizing identity. Additionally this argument will aIso demonstrate how a political economic analysis exposes and re-orients one towards a collective (global) struggle for social transfornlation in critical multicultural contexts. The argument is ordered in the following way. In the first section I analyse Kymlicka’s theory of special rights and identify the central liberal value to which they respond: individual autonomy. In the second section I examine the luck egalitarian foundations of Kymlicka’s theory of special rights. In the third section, I elaborate a general critique to liberal multicultural justice, developing an argument to politicize the claims of indigenous peoples to access to their culture. This article reconsiders Molefi Asante’s idea of Afrocentrism. It discusses Eurocentrism and the search for identity that provoked Afrocentrism as an intellectual paradigm. It details some basic tenets of the Afrocentric paradigm and makes some critical remarks on certain issues in the conceptualisation of the Afrocentric paradigm. Essentially, those remarks revolve around the notions of multiculturalism, identity and language. First, the article argues that the Afrocentric paradigm, through its openness to anyone interested in it – an extension of (...) its claim to multiculturalism – drags itself back into the problem of identity that it initially set out to resolve. This is because it provokes the dilemma of extreme inclusivity and extreme exclusivity. Second, it uses the language of Eurocentrism to fight against Eurocentrism, which seems absurd. Third, it glosses over the fact that, apart from Africa, other cultural civilisations might have significantly influenced the intellectual development of the ancient Geeks. The article argues, therefore, using the methods of analysis and critical argumentation typical of philosophical writing, first, that Afrocentrists may need to re-articulate the Afrocentric paradigm in such a way that would address the problem of identity which it set out to resolve by properly delineating its boundaries. Second, they need to address the language question, which is an important aspect of the problem of identity. Third, they need to recognise and respect the contributions of other cultural civilisations to the Greek intellectual development. This does not upset their multiculturalist programme. (shrink)

Can multiculturalists be egalitarians and should egalitarians be multiculturalists? Is the absence of cultural recognition an injustice in the same way as the absence of individual rights or basic resources? These are some of the questions considered in this wide-ranging series of essays inspired by the political philosopher Brian Barry. Multiculturalist political theorists and policy-makers argue that liberal egalitarianism fails to take seriously the role of culture and group identity in defining harms and cases of injustice. Because liberal egalitarians adopt (...) a culturally neutral account of what principles and institutions of justice should distribute, they ignore an important way in which these norms actually reinforce injustice rather than eradicate it. In the Algerian War of Independence, women famously used both traditional and modern clothing as part of their revolutionary efforts against French colonialism. This paper uncovers some of the principal lessons of this historical episode through a phenomenological exploration of agency, religion, and political transformation. Part I draws primarily on the philosophical insights of Martin Heidegger and Maurice Merleau-Ponty alongside the memoirs of Zohra Drif, a young woman member of the Algerian Front de Libération Nationale, in order to explore the (...) worldly and habitual nature of human agency in contrast to the Enlightenment stress on individual rationality and autonomy. Part II turns to John Russon’s phenomenological interpretation of religion in order to argue for the ineluctable significance of religion on human existence, in contrast to the modern tendency to oppose religious tradition and secular modernity. Part III analyzes the dynamics of intercultural communication, and argues for the political power of phenomenology as a critical enterprise that enables more just and emancipatory visions of collective human life and political transformation to come to the fore. This article examines multiculturalism, focusing on the so-called ethnocultural groups which are often ethnic and national cultural groups or intergenerational communities that have some shared practices and history that members believe are constitutive of the group. It explains that liberalist multiculturalists tend to view respect for cultural groups in instrumental terms while non-liberals often argue that cultures deserve respect because they are intrinsically valuable. It suggests that the non-liberal respect argument and the identity argument avoids some ambiguities involved in (...) liberal multiculturalism since they do not argue for group-differentiated rights because of autonomy or self-respect. The objective of this article is to consider how multiculturalism, minority rights, and nationbuilding have been defended by Will Kymlicka. For this purpose, I will first attempt to spell out the answers to the following questions: is it possible to defend minority rights in a liberal state? What is the problem regarding this defence of national minorities? Does anybody benefit from minority rights within a nationbuilding process? In order to find out the answer to these questions, I will first (...) introduce the main line of thought found in Will Kymlicka’s views on the defence of the rights of national minorities, the nationbuilding process, and multiculturalism. What is citizenship? This question goes back to the political philosophy of Aristotle, and how one answers it will be decisive in determining one's vision of political life. In the last ten to fifteen years, the question of citizenship has aroused a renewed set of extremely lively debates within political philosophy, and Iris Marion Young has certainly occupied an important place within these theoretical debates. In particular, Young—especially in her seminal article, Polity and Group Difference: A critique of the ideal (...) of universal citizenship—has presented a sharp challenge to all political theorists who are in some broad sense intellectually nourished by the tradition of civic republicanism and who think about the theme of citizenship under the influence of civic‐republican conceptions. In essence, Young's argument is that the practices of contemporary liberal society show that the implicit normative promise contained in the idea of a universal citizen identity has not been fulfilled, and therefore we must rethink this notion from the ground up. The purpose of my essay is to review the arguments that constitute Young's challenge to the civic‐republican tradition, with a view to clarifying the following questions: Is Young's political theory aimed at a reconstruction of the idea of citizenship on a normatively more sound basis? Or does her project imply a rejection of the idea of citizenship, and its displacement by an alternative understanding of political membership? (shrink)

Public opinion in recent years has soured on multiculturalism, due in large part to fears of radical Islam. In Multiculturalism without Culture, Anne Phillips contends that critics misrepresent culture as the explanation of everything individuals from minority and non-Western groups do. She puts forward a defense of multiculturalism that dispenses with notions of culture, instead placing individuals themselves at its core. Multiculturalism has been blamed for encouraging the oppression of women--forced marriages, female genital cutting, school girls (...) wearing the hijab. Many critics opportunistically deploy gender equality to justify the retreat from multiculturalism, hijacking the equality agenda to perpetuate cultural stereotypes. Phillips informs her argument with the feminist insistence on recognizing women as agents, and defends her position using an unusually broad range of literature, including political theory, philosophy, feminist theory, law, and anthropology. She argues that critics and proponents alike exaggerate the unity, distinctness, and intractability of cultures, thereby encouraging a perception of men and women as dupes constrained by cultural dictates. Opponents of multiculturalism may think the argument against accommodating cultural difference is over and won, but they are wrong. Phillips believes multiculturalism still has an important role to play in achieving greater social equality. In this book, she offers a new way of addressing dilemmas of justice and equality in multiethnic, multicultural societies, intervening at this critical moment when so many Western countries are poised to abandon multiculturalism. Between Multiculturalism and Nationalism - A Discursive Construction of Britishness in the Spectator in the Wake of the London Bombings In his interdisciplinary work Ideology, Teun A. van Dijk proposes to study ideology as a cognitive, social and linguistic enterprise. Such an integrative approach is assumed to model interfaces between social structure and cognition through discourse. The notion of ideology it presupposes may be described as shared social representations, which become a group's defining attributes, and govern its ideological expression (...) in discourse. It seems that this approach can be productively applied to a study of ideological relations in the discourses of multicultural societies, such as Britain.In the wake of the London bombings in July 2005, the British rightwing quality weekly the Spectator published a series of articles raising alarming questions about the misguided ideological priorities of modern Britain, and envisioning a deepening crisis of national identity. According to the magazine, the heritage and values of mainstream British society are being endangered by the political promotion of multiculturalism. This in turn has instigated terrorist threats from Islamic extremists, who have been nurtured by the British welfare state and emboldened by its permissive policies. Thus the increasing ideological split between the militancy of the non-integrated Muslim minority in Britain and the decadence of national culture has become the subject of a number of articles. As a result, one of the pervasive discursive mechanisms emerging in the publication has been an ideological confrontation between "us" and "them"The aim of the present study is to survey the pragmatic and rhetorical devices used to construct the image of British society tied in a discursive struggle to define its modern identity-oscillating between the ideals of multiculturalism and the ideology of nationalism. The material for the study is taken from over fifteen articles that come from three subsequent issues of the Spectator published on 16, 23, and 30 July 2005. The methodological framework of the study draws on the research procedures of Critical Discourse Analysis accommodated to the analysis of ideological discourse in the press. (shrink)

In a critical reading of my plenary talk at the Law and Critique Conference in 2007, Sara Ahmed challenges my claim that it is an “empirical fact” that liberal multiculturalism is hegemonic. Her first step is to emphasize the distinction between the semblance of hegemony and actual hegemony: Hegemony is not really reducible to facts as it involves semblance, fantasy and illusion, being a question of how things appear and the gap between appearance and how bodies are distributed. (...) To read hegemony we have to distrust how things appear. Indeed, what is striking about Zizek’s retort is how much his reading of ‘political correctness’ and ‘liberal multiculturalism’ involved a certain literalism, as if the prohibition of speech acts that are not based on respecting the other’s difference are ‘really’ what is prohibited, or as if the prohibition is simply real by virtue of being articulated within public culture. So the speech act, ‘we must support the other’s difference’ is read as hegemonic, is taken literally as a sign not only that it is compulsory to support the other’s difference, but we are not allowed to refuse this support. The speech act is read as doing what it says. In order to re-consider the effects of such injunctions and prohibitions, I have introduced a new class of what I call non-performatives: speech acts that do not do what they say, that do not bring into effect that which they name. Could the speech work to create an illusion that we do support the other’s difference, which might work by not bringing such support into existence? (shrink)

Multicultural theory and practice have in recent years been subjected to substantial criticism. While some of these criticisms can be dismissed as grounded in discriminatory attitudes, others are less easily swept aside, as they are underwritten by values that multiculturalists tend to affirm. A harm reduction approach, that recognizes that reasonable citizens can disagree about some multicultural practices while at the same time acknowledging that attempts at prohibition are either exceedingly costly or contrary to the very values that opponents subscribe (...) to, can provide an alternative foundation for some multicultural accommodations to which both opponents and advocates can subscribe. It involved permitting contested behaviours while imposing regulations aimed at minimizing the harms relative to shared values that they can give rise to. (shrink)

This paper sketches a brief account of multiculturalism in order to distinguish it from other positions that have been under attack recently. Following this, we address two prevalent and diametrically opposed criticisms of multiculturalism, namely, that multiculturalism is relativistic, on the one hand, and that it is absolutist, on the other. Both of these criticisms, we argue, simply mask liberal democratic theory's myth- begotten attempt to resolve the tension between the one and the many. Multiculturalism challenges (...) the myths of meritocracy and abstract individualism which underlie liberalism; properly understood, it evades the criticisms often hurled at it. (shrink)

This book is about multiculturalism, broadly defined as the recognition, respect and accommodation of cultural differences. Teo proposes a framework of multicultural denizenship that includes group-specific rights and intercultural dialogue, by problematising three issues: a) the unacknowledged misrecognition of non-citizens within the scholarship of multiculturalism; b) uncritical treatment of citizens and non-citizens as binary categories and; c) problematic parcelling of group-specific rights with citizenship rights. Drawing on the case of Singapore as an illustrative example, where temporary labour migrants (...) are culturally stereotyped, socioeconomically disenfranchised and denied access to rights accorded only to citizens, Teo argues that understandings of multiculturalism need to be expanded and adjusted to include a fluidity of identities, spectrum of rights and shared experiences of marginalisation among citizens and non-citizens. When I was asked to formulate some questions or remarks about Prof. Barry’s paper, it was probably assumed that I would not confine myself to the expression of pure agreement. And yet, that is what I am inclined at first to do. I do agree that the view he criticizes is wrong for the reasons he mentions. And I admire the clarity and vigour of his arguments. However the reasons one has for agreeing with a thesis may belong to a (...) context that is very different from the context the thesis itself belongs to. Prof. Barry’s paper can be read at one level as the defence of a certain policy — it contains political recommendations. It is at that level that I entirely agree with it. But his recommendations are probably part of a theoretical outlook I do not share.The question I would like to deal with is: “How should the position which is the target of Brian Barry’s criticism be characterized?” One could say that it is anti-liberal. It is certainly opposed to the liberalism Brian Barry advocates. But there are, I think, also good reasons for characterizing it as a kind of liberalism. It is a sort of excessive, perverse, loony liberalism, but liberalism nevertheless. For the sake of convenience I call it quasi-liberalism. (shrink)

Bhikhu Parekh is an internationally renowned political theorist. His work on identity and multiculturalism is unquestionably thoughtful and nuanced, benefiting from a tremendous depth of knowledge of particular cases. Despite his work’s many virtues, however, the normative justification for Parekh’s recommendations is at times vague or ambiguous. In this essay, I argue that a close reading of his work, in particular his magnum opus Rethinking Multiculturalism and the selfproclaimed sequel A New Politics of Identity, reveals that his claims (...) frequently rely upon a Kantian account of moral dialogue and indeed moral personhood that he remains unwilling to claim. Recognizing this latent Kantianism is essential to a thorough assessment of Parekh’s work on identity, and his criticisms of other theorists. It is only because of his ambiguity that his multiculturalism is able to avoid the sort of charges that he levels against other responses to diversity, including those of such authors as Rawls, Habermas, Kymlicka, and Raz. ABSTRACTThis is a critical examination of Bryan Van Norden’s latest book, Taking Back Philosophy: A Multicultural Manifesto. Van Norden’s call for more diversification in philosophical curricula points to an important problem, that is, the predominance of a Western perspective in global philosophy departments. However, the notion of multiculturalism advocated by Van Norden reveals certain limitations when it comes to addressing the structural preconditions that render possible the dominant position of the Western perspective. One possible alternative for the multiculturalist (...) approach might be a global perspective. The recent development of global history and its methodological frames might prove effective in weakening the Western bias in academic philosophy. (shrink)

Some critics nowadays are calling for the development of a transracial or “color-blind” society. They claim that the current focus on multiculturalism is causing undue social conflict. In general, these critics want to promote an absolute culture that provides a universal standard for assimilation. The problem with this approach to maintaining social order is that diversity is undermined, along with key elements of democracy. What is needed, instead, is an image of society that does not require unquestioned assimilation in (...) order to insure solidarity. In this way, the democratization of culture can be promoted. Multiculturalism as a public policy and philosophy has become increasingly controversial in many democracies over the last decade. While the specific issues can vary across national contexts, a common anxiety is that multiculturalism sanctions minority practices that conflict with prevailing social values or legal norms. Central to this concern is the value liberal societies place on the autonomy of the individual. Many of our most charged public controversies involve a perception that certain minority practices jeopardize the autonomy of (...) their individual members and, especially, their women and children. Just as the value of autonomy is central to these disputes, so the idea of 'authenticity' is often pivotal to the understanding of autonomy in such cases. The autonomous individual acts on reasons that are truly his or her own. But the issue of authenticity also arises in claims for cultural recognition regarding whether a particular minority practice is a genuine or authoritative expression of that minority's culture. Geoffrey Brahm Levey and his distinguished group of philosophers, political theorists, and anthropologists critically explore these twin notions of 'authenticity' – of autonomous persons and of cultures – in our multiculturalism debates. Discussing a wide range of illustrative cases and controversies drawn from Britain and continental Europe, North America, Australia, and the Middle East, they address various issues raised by the complex interactions between authenticity, autonomy, and the accommodation of minority cultural practices. We want to propose a conception of wisdom with a view to exploring what insights it can give us into some basic dimensions of teaching in contemporary higher education. We hope to show that this conception allows us, on the one hand, to see some crucial inadequacies of existing approaches to critical thinking, multiculturalism, and global awareness or internationalism. On the other hand, we believe that it also gives us some insight into the existentially or spiritually meaningful dimensions (...) of learning. In this way, it bridges the most contemporary and practical foci of teaching and its most fundamental and timeless concerns. In the later part of the paper, we shall explore some of the characteristics of this conception further through the teachings of some of the longstanding wisdom traditions, including what they say about teaching itself. Although Wes Shrum advertised my critics as representing quite distinct points of view, they nevertheless managed to converge on a set of concerns that revolve around the meanings of "rhetoric," "politics," and "multiculturalism" in the project of social epistemology. Either the critics were not chosen correctly or the book under discussion is quite obviously flawed! Rather than make that Hobson's choice, I will address my critics' concerns in a way that I hope will prove illuminating to other normatively oriented (...) theorists in the social sciences who want to take the challenge of postmodernism seriously but who also realize that postmodernism may soon become the orthodoxy, rather than the challenger, in cultural politics. Each are, in their own right, rapidly growing and controversial fields of enquiry, but how do multiculturalism and racism intersect with the debate concerning animals and their interests? This a deceptively simple question but on that is becoming ever more pressing as we examine our societal practices in a pluralistic world. Abstract The liberalism of fear urged by Judith Shklar emphasizes the dangers of political violence, cruelty, and humiliation. Those dangers clearly mark ethnic and cultural conflicts, so the liberalism of fear is an especially appropriate political ethic for an age marked by such conflicts. A multiculturalism of fear keeps its attention on those central political dangers while also noting that some kinds of cruelty and humiliation might not be appreciated without reference to the larger ethnic and cultural context, and (...) that treating ethnicity and culture as completely outside of politics is not the best way to prevent cruelty. This article articulates a theory of multiculturalism grounded in dignity. But dignity claims are often unreasonable, inegalitarian, or harmful. To remedy this problem, this article proposes to tame dignity by subjecting dignity claims to three conditions of reasonability: genuine identification; equal realisation; cultural establishment.

In the first part of this text, the author exposes the main features of the liberal or civic state, because both communitarians and multiculturalists tend to criticize that type of state. Their critique of the liberal state and the liberal self as an unencumbered self is “culturalist” by its character. However, it is an expression of conceptual confusion, i.e. of their incomprehension of an essential difference between two conceptual levels: one that belongs to the purely normative rights-justifying perspective and the (...) other that refers to the ontological perspective. Consequently, both of them reject the central liberal thesis according to which the right is prior to the good.The author agrees with an assessment of Richard Robson that multiculturalism is only a form of communitarianism. Contrary to communitarians and multiculturalists, he additionally argues that collective rights are incompatible with the civic state in its pure form because there are structural differences between civic and specific minority rights.Further, the author attempts to show that communitarianism and multiculturalism are forms of postmodernism. Namely, brought to their ultimate logical consequences, the mentioned orientations can be connected to the postmodern notion of radical, irreducible difference.In the conclusive part of the text, he summarizes the common points of communitarianism and multiculturalism and emphasizes the importance of these contemporary theoretical tendencies. The article titled “Multiculturalism is the key philosophic concept of a modern society’s social development” is devoted to analysis of cultural- political concerns taking place in modern societies from socio- philosophic aspects. The article outlines such topics as addressing this matter from the aspect of urgent demand of the time and period, respect to other cultural identities, and prevention of radicalism, terrorism, extremism, religious fundamentalism, and racial discriminatory acts that may upset the equilibrium in the system of ethnic- political (...) relationships of multiethnic societies against the background of globalization process, and criticality of taking complex measures aimed at safe future in respect of ethnic – political subjects. Term of multiculturalism from philosophic point of view has a broader definition being a generic manifestation of the cultures to which various social entities integrating various values belong to. It is a well-known fact that culture and moral virtues are a historic- philosophic system of views and, depending on dictate of the time and form of public order established at each historic development phase, culture and moral virtues are subject to change and renewal. Multiculturalism is a form of tolerance where representatives of different national cultures coexist in a country and assert themselves. Mutual understanding, joint activity, including equal dialogue between parallel cultures, are the factors forming philosophic- theoretical base of multiculturalism paradigm. The article analyzes multiculturalism concept philosophically and is primarily explained as a synthesis of communitarism and liberalism ideas. It is specifically stressed that multiculturalism reflects the equality promoted by communitarism as a concept and respect towards a personality, other cultures and religions as asserted by liberals. Readers’ attention are called to transformation of multiculturalism paradigm into main philosophic- political concept of modern societies and its constitution of the political doctrine of many developed countries, including the Republic of Azerbaijan in state policy context. For nearly two decades, E. D. Hirsch’s book _Cultural Literacy_ has provoked debate over whose knowledge should be taught in schools, embodying the culture wars in education. Initially developed to mediate against the multicultural "threat," his educational vision inspired the Core Knowledge curriculum, which has garnered wide support from an array of communities, including traditionally marginalized groups. In this groundbreaking book, Kristen Buras provides the first detailed, critical examination of the Core Knowledge movement and explores the history and cultural (...) politics underlying neoconservative initiatives in education. Ultimately, _Rightist Multiculturalism_ does more than assess the limitations and possibilities of Core Knowledge. It illuminates why troubling educational reforms initiated by neoconservatives have acquired grassroots allegiance despite criticism that their vision is culturally elitist. More importantly, Buras argues understanding that neoconservative school reform itself has become a multicultural affair is the first step toward fighting an alternative war of position—that is, reclaiming multiculturalism as a radically transformative project. This paper aims to evaluate thechallenges posed to traditional ethical theoryby the ethics of feminism, multiculturalism,and environmentalism. I argue that JamesSterba, in his Three Challenges to Ethics,provides a distorted assessment by trying toassimilate feminism, multiculturalism, andenvironmentalism into traditional utilitarian,virtue, and Kantian/Rawlsian ethics – which hethus seeks to rescue from their alleged``biases.'''' In the cases of feminism andmulticulturalism, I provide an alternativeaccount on which these new critical discourseschallenge the whole paradigm or conception ofethical inquiry embodied in the tradition.They (...) embrace different questions, goals, toolsof analysis, and wider audiences, typicallyignored or marginalized by traditionalethicists.I illustrate my argument through briefinterpretations of writers such as Susan Okin,Catharine Mackinnon, Sandra Bartky, JohnStoltenberg, Richard Wasserstrom, AnthonyAppiah, Charles Mills, Will Kymlicka, CharlesTaylor, and Martha Nussbaum. In many of thesecases, I suggest that they provide us with newways of being ethicists.In the case of environmentalism, I defend amore conservative and negative assessment.Sterba embraces authors such as Peter Singer,Tom Regan, and Paul Taylor in order to advancean environmentalist ethic of ``speciesequality/impartiality'''' and ``biocentricpluralism.'''' Here I argue that the traditionalKantian/Rawlsian ethics – which Sterba hopesto accommodate – actually provides compellingmoral reasons for rejecting his principles of``species impartiality'''' and biocentricpluralism. Moreover, Rawlsian ethics canprovide a more coherent, consistent, andplausible account of environmental issues thanSterba''s brand of environmental ethics. Iargue that in practice, his ethics concedeswhat it denies in theory – namely, the specialvalue which inheres in human beings.As such, environmental ethics, unlike feminismand multiculturalism, poses very little in theway of a credible challenge or alternative totraditional ethics. ABSTRACTIn this paper, I intend to reconstruct the main points of Taylor’s politics of recognition, starting from the debate about negative and positive liberties. Then, I will focus on the role of the ideal of authenticity in this conception of freedom, as well as on the dialogical conception of the self. Furthermore, I will develop the political consequences of these ideas. In addition to examining McBride's argument about the oppressive character of recognition, I will also address Fraser's objection concerning the (...) sectarian character of Taylor's theory. Furthermore, I also consider Ikäheimo's criticisms in respect to the problem of integration between the horizontal and vertical forms of recognition, the issue of affirmative action, and the idea of a passive subjectivity. Finally, I will centre on Axel Honneth's criticisms to Taylor's idea of recognition in terms of its lack of clarity. (shrink)
