Five major claims are made in our paper on strategic voting within the context of Japan's multimember single non-transferable vote (SNTV) electoral system (Fournier and Kohno, 2000). Two claims deal with the reconciliation of Steven Reed's (1990) and Gary Cox's (1997) important work on extending Duverger's law to the Japanese case, and three claims deal with the informational effects of partisan labels on strategic voting.
Since the early 1990s, Steven Reed and Gary Cox have changed our understanding of Japan's multimember SNTV electoral system, by highlighting its institutional effects similar to what is known as Duverger's law in the Anglo-American context. While we offer some additional evidence to consolidate their findings, we also address an issue left unexplored in these studies, namely the role of partisan information. Under Japan's system, party labels matter in elections. We show that, while Japanese voters are generally willing to abandon (...) the candidates without affiliation with established parties, the partisan effects produce constraints for strategic coordination. On April 5 2000, the Diet elected Yoshiro Mori as Japan's 55th prime minister. His predecessor, Keizo Obuchi, had suffered a stroke and became unable to carry out his official responsibility. Mori, who was the former Secretary General of the ruling Liberal Democratic Party (LDP), inherited the three party coalition between the LDP, the new Komei Party and the Conservative Party, and reappointed all of Obuchi's cabinet members. From the latter half of 2001 to the middle of 2002, prime minister Junichiro Koizumi was plagued by a series of scandals and administrative mishandlings, which led to some important executive turnovers. Although Koizumi has thus far upheld his principle of for the sake of policy stability, his campaign promise not to reshuffle cabinet has already been compromised somewhat, and is likely to be abandoned entirely in the near future.
Political developments in Japan from the latter part of 2000 to the year 2001 were highlighted by the executive transition from unpopular Yoshiro Mori to exceptionally popular Junichiro Koizumu as the nation's leader.

: In his book Monad and Thou: Phenomenological Ontology of the Human Being, Japanese philosopher Hiroshi Kojima proposes to redefine the I-Thou relation, first extensively investigated by Martin Buber, and to reconcile the notions of ‘individuality’ and ‘community’ in terms of his new phenomenological ontology of the human being as monad. In this essay, Kojima’s ideas are examined concerning the monad and intersubjectivity, and it is shown how these ideas can be extended and brought to bear on issues concerning (...) human encounters with the environment and, in particular, to nonhuman animals. The genesis for this volume was in the bombing of Japan during World War II, where the author, as a young boy, watched the bombers overhead, speculating about the lives of the pilots and their relationship with those huddled on the ground._ From this disturbing diorama, Professor Hiroshi Kojima, the translator of Martin Buber into Japanese, unfolds a new approach to Buber's “I-Thou” relation, drawing upon insights from Husserl, Heidegger, and others in the tradition of continental philosophy to extend (...) and deepen Buber's thought. In chapters that reflect upon a wide range of phenomena—from religion, science, and technology, to imagination, embodiment, and power—Professor Kojima articulates a conception of what it means to be a human being that stands as an alternative to atomism and alienation of the modern world. Analyses of haiku and other aspects of Japanese culture demonstrate how Kojima's theory can illuminate the spiritual traditions of both East and West. This paper provides new tools for philosophical argument analysis and fresh empirical foundations for ‘critical’ ordinary language philosophy. Language comprehension routinely involves stereotypical inferences with contextual defeaters. J.L. Austin’s Sense and Sensibilia first mooted the idea that contextually inappropriate stereotypical inferences from verbal case-descriptions drive some philosophical paradoxes; these engender philosophical problems that can be resolved by exposing the underlying fallacies. We build on psycholinguistic research on salience effects to explain when and why even perfectly competent speakers cannot help making (...) stereotypical inferences which are contextually inappropriate. We analyse a classical paradox about perception (‘argument from illusion’), suggest it relies on contextually inappropriate stereotypical inferences from appearance-verbs, and show that the conditions we identified as leading to contextually inappropriate stereotypical inferences are met in formulations of the paradox. Three experiments use a forced-choice plausibility-ranking task to document the predicted inappropriate inferences, in English, German, and Japanese. The cross-linguistic study allows us to assess the wider relevance of the proposed analysis. Our findings open up new perspectives for ‘evidential’ experimental philosophy. (shrink)
The development of robots that closely resemble human beings can contribute to cognitive research. An android provides an experimental apparatus that has the potential to be controlled more precisely than any human actor. However, preliminary results indicate that only very humanlike devices can elicit the broad range of responses that people typically direct toward each other. Conversely, to build androids capable of emulating human behavior, it is necessary to investigate social activity in detail and to develop models of the cognitive (...) mechanisms that support this activity. Because of the reciprocal relationship between android development and the exploration of social mechanisms, it is necessary to establish the field of android science. Androids could be a key testing ground for social, cognitive, and neuroscientific theories as well as platform for their eventual unification. Nevertheless, subtle flaws in appearance and movement can be more apparent and eerie in very humanlike robots. This uncanny phenomenon may be symptomatic of entities that elicit our model of human other but do not measure up to it. If so, very humanlike robots may provide the best means of pinpointing what kinds of behavior are perceived as human, since deviations from human norms are more obvious in them than in more mechanical-looking robots. In pursuing this line of inquiry, it is essential to identify the mechanisms involved in evaluations of human likeness. One hypothesis is that, by playing on an innate fear of death, an uncanny robot elicits culturally-supported defense responses for coping with death’s inevitability. Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. In this paper, we move toward offering psychological benchmarks to measure success in building increasingly humanlike robots. By psychological benchmarks we mean categories of interaction that capture conceptually fundamental aspects of human life, specified abstractly enough to resist their identity as a mere psychological instrument, but capable of being translated into testable empirical propositions. Nine possible benchmarks are considered: autonomy, imitation, intrinsic moral value, moral accountability, privacy, reciprocity, conventionality, creativity, and authenticity of relation. Finally, we discuss how getting the right (...) group of benchmarks in human–robot interaction will, in future years, help inform on the foundational question of what constitutes essential features of being human. Many fields of study have shown that group discussion generally improves reasoning performance for a wide range of tasks. This article shows that most of the population, including specialists, does not expect group discussion to be as beneficial as it is. Six studies asked participants to solve a standard reasoning problem—the Wason selection task—and to estimate the performance of individuals working alone and in groups. We tested samples of U.S., Indian, and Japanese participants, European managers, and psychologists of reasoning. Every (...) sample underestimated the improvement yielded by group discussion. They did so even after they had been explained the correct answer, or after they had had to solve the problem in groups. These mistaken intuitions could prevent individuals from making the best of institutions that rely on group discussion, from collaborative learning and work teams to deliberative assemblies. (shrink)
We investigate how weak square principles are denied by Chang’s Conjecture and its generalizations. Among other things we prove that Chang’s Conjecture does not imply the failure of ${\square_{\omega_1, 2}}$ , i.e. Chang’s Conjecture is consistent with ${\square_{\omega_1, 2}}$.
