While scholars and policy practitioners often advocate for science and technology transfer as a motor for economic growth, many in Latin America have long warned of the pitfalls of such top-down, North-South transfers. To many in Latin America, scientific aid or cooperation from the North has often reproduced hierarchies that perpetuate dependency. Large astronomy observatories located in Chile – with a high price tag, cutting-edge technology, and seen to answer seemingly arcane research questions – seem ripe for reproducing precisely these (...) kinds of hierarchical relationships. Using data from documents, interviews, and a site visit to Gemini South, one of several large telescopes in Chile, this paper takes a historical perspective to examine how resilient these hierarchical relationships are. Over forty years, astronomy in Chile grew thanks to new policies that fostered cooperation among universities and gave locals privileged access to the telescopes. But the community also grew in ways that reproduced dependency: foreign science benefits significantly, the Chilean state operates in top-down ways, and its support for science leaves it blind to the benefits high-tech telescopes deliver to Chile, which are not linked to export-led growth. The state appears as both an obstacle and an enabler to the growth of a national scientific community. (shrink)

This paper presents an ethical framework designed to support the development of critical data literacy for research methods courses and data training programmes in higher education. The framework we present draws upon our reviews of literature, course syllabi and existing frameworks on data ethics. For this research we reviewed 250 research methods syllabi from across the disciplines, as well as 80 syllabi from data science programmes to understand how or if data ethics was taught. We also reviewed 12 data ethics (...) frameworks drawn from different sectors. Finally, we reviewed an extensive and diverse body of literature about data practices, research ethics, data ethics and critical data literacy, in order to develop a transversal model that can be adopted across higher education. To promote and support ethical approaches to the collection and use of data, ethics training must go beyond securing informed consent to enable a critical understanding of the techno-centric environment and the intersecting hierarchies of power embedded in technology and data. By fostering ethics as a method, educators can enable research that protects vulnerable groups and empower communities. (shrink)

The concept of agency is of crucial importance in cognitive science and artificial intelligence, and it is often used as an intuitive and rather uncontroversial term, in contrast to more abstract and theoretically heavy-weighted terms like “intentionality”, “rationality” or “mind”. However, most of the available definitions of agency are either too loose or unspecific to allow for a progressive scientific program. They implicitly and unproblematically assume the features that characterize agents, thus obscuring the full potential and challenge of modeling agency. (...) We identify three conditions that a system must meet in order to be considered as a genuine agent: a) a system must define its own individuality, b) it must be the active source of activity in its environment (interactionalasymmetry) and c) it must regulate this activity in relation to certain norms (normativity). We find that even minimal forms of proto-celular systems can already provide a paradigmatic example of genuine agency. By abstracting away some specific details of minimal models of living agency we define the kind of organization that is capable to meet the required conditions for agency (which is not restricted to living organisms). On this basis, we define agency as an autonomous organization that adaptively regulates its coupling with its environment and contributes to sustaining itself as a consequence. We find that spatiality and temporality are the two fundamental domains in which agency spans at different scales. We conclude by giving an outlook to the road that lies ahead in the pursuit to understand, model and synthesis agents. (shrink)

A recent flurry of philosophical research on microaggression suggests that there are various practical and moral reasons why microaggression may be objectionable, including that it can be offensive, cause epistemic harms, express demeaning messages about certain members of our society, and help to reproduce an oppressive social order. Yet little attention has been given to the question of whether microaggression is also epistemically objectionable. This paper aims to further our understanding of microaggression by appealing to recent work on moral encroachment—the (...) idea that knowledge is sensitive to the moral stakes of believing—to argue that microaggression can be irrational in a distinctively epistemic sense, as it can involve relying on an epistemically unwarranted belief. This view suggests that the notion of epistemic justification may come apart from the notion of epistemic blame. (shrink)

The concept of “autonomy”, once at the core of the original enactivist proposal in The Embodied Mind, is nowadays ignored or neglected by some of the most prominent contemporary enactivists approaches. Theories of autonomy, however, come to fill a theoretical gap that sensorimotor accounts of cognition cannot ignore: they provide a naturalized account of normativity and the resources to ground the identity of a cognitive subject in its specific mode of organization. There are, however, good reasons for the contemporary neglect (...) of autonomy as a relevant concept for enactivism. On the one hand, the concept of autonomy has too often been assimilated into autopoiesis and the implications are not always clear for a dynamical sensorimotor approach to cognitive science. On the other hand, the foundational enactivist proposal displays a metaphysical tension between the concept of operational closure, deployed as constitutive, and that of structural coupling ; making it hard to reconcile with the claim that experience is sensorimotorly constituted. This tension is particularly apparent when Varela et al. propose Bittorio as a model of the operational closure of the nervous system as it fails to satisfy the required conditions for a sensorimotor constitution of experience. It is, however, possible to solve these problems by re-considering autonomy at the level of sensorimotor neurodynamics. Two recent robotic simulation models are used for this task, illustrating the notion of strong sensorimotor dependency of neurodynamic patterns, and their networked intertwinement. The concept of habit is proposed as an enactivist building block for cognitive theorizing, re-conceptualizing mental life as a habit ecology, tied within an agent’s behaviour generating mechanism in coordination with its environment. Norms can be naturalized in terms of dynamic, interactively self-sustaining, coherentism. This conception of autonomous sensorimotor agency is put in contrast with those enactive approaches that reject autonomy or neglect the theoretical resources it has to offer for the project of naturalizing minds. Living agency is subject to a normative dimension (good-bad, adaptive-maladaptive) that is absent from other types of interaction. We review current and historical attempts to naturalize normativity from an organism-centered perspective, identifying two central problems and their solution: (1) How to define the topology of the viability space so as to include a sense of gradation that permits reversible failure, and (2) how to relate both the processes that establish norms and those that result in norm-following behavior. We present a (...) minimal metabolic system that is coupled to a gradient-climbing chemotactic mechanism. Studying the relationship between metabolic dynamics and environmental resource conditions, we identify an emergent viable region and a precarious region where the system tends to die unless environmental conditions change. We introduce the concept of normative field as the change of environmental conditions required to bring the system back to its viable region. Norm-following, or normative action, is defined as the course of behavior whose effect is positively correlated with the normative field. We close with a discussion of the limitations and extensions of our model and some final reflections on the nature of norms and teleology in agency. (shrink)

Dynamicism has provided cognitive science with important tools to understand some aspects of “how cognitive agents work” but the issue of “what makes something cognitive” has not been sufficiently addressed yet, and, we argue, the former will never be complete without the later. Behavioristic characterizations of cognitive properties are criticized in favor of an organizational approach focused on the internal dynamic relationships that constitute cognitive systems. A definition of cognition as adaptive-autonomy in the embodied and situated neurodynamic domain is provided: (...) the compensatory regulation of a web of stability dependencies between sensorimotor structures, is created and preserved during a historical/developmental process. We highlight the functional role of emotional embodiment: internal bioregulatory processes coupled to the formation and adaptive regulation of neurodynamic autonomy. Finally, we discuss a “minimally cognitive behavior program” in evolutionary simulation modelling suggesting that much is to be learned from a complementary “minimally cognitive organization program”. Both the irreducible complexity of biological phenomena and the aim of a universalized biology (life-as-it-could-be) have lead to a deep methodological shift in the study of life; represented by the appearance of ALife, with its claim that computational modelling is the main tool for studying the general principles of biological phenomenology. However this methodological shift implies important questions concerning the aesthetic, engineering and specially the epistemological status of computational models in scientific research: halfway between the well established categories of theory (...) and experiment. ALife models become powerful epistemic artefacts allowing the simulation of emergent phenomena, the interaction between different levels of organization and the integration of different causal factors in the very same manipulable object. The use of computational models in ALife can be classified in four main categories depending on their position between theoretical and empirical practices: generic, conceptual, functional and mechanistic. For each of these categories we analyse their epistemic value and select paradigmatic examples that illustrate how ALife models can be fruitfully inserted in the study of life. (shrink)

There are many different kinds of model and scientists do all kind of things with them. This diversity of model type and model use is a good thing for science. Indeed, it is crucial especially for the biological and cognitive sciences, which have to solve many different problems at many different scales, ranging from the most concrete of the structural details of a DNA molecule to the most abstract and generic principles of self-organization in networks. Getting a grip (or more (...) likely many separate grips) on this range of topics calls for a teeming forest of techniques, including many different modeling techniques. Barbara Webb’s target article strikes us as a proposal for clear-cutting the forest. We think clear-cutting here would be as good for science as it is for non-metaphorical forests. Our argument for this is primarily a recitation of a few of the ways that diversity has been useful. Recently, looking at the actual practice of artificial life modelers, one of us distinguished four uses of simulation models classified in terms of the position the models take up between theory and data (see Figure 1). The classification is not exhaustive, and the barriers between kinds are not absolute. Rather, the purpose of the taxonomy is to open up the view for an epistemic ecology of modeling practices. First, and closest to the empirical domain, there are mechanistic models, in which there is an almost one-to-one correspondence between variables in the model and observables in the target system and its environment. We are currently witnessing the emergence of new forms of collective identities and a redefinition of the old ones through networked digital interactions, and these can be explicitly measured and analyzed. We distinguish between three major trends on the development of the concept of identity in the social realm: (1) an essentialist sense (based on conditions and properties shared by members of a group), (2) a representational or ideational sense (based on the application of categories by oneself or others), and (...) (3) a relational and interactional sense (based on interaction processes between actors and their environments). The interactional approach aligns with current empirical and methodological progress in social network analysis. Moreover, it has been argued that, within the network society, the notion of collective identity (Melucci, 1995) in the political field must be rethought as technologically mediated and interactive. We suggest that collective identities should be understood as recurrent, cohesive, and coordinated communicative interaction networks. We here propose that such identities can be depicted by: (a) mapping and filtering a relevant interaction network, (b) delimiting a set of communities, (c) determining the strongly connected component(s) of such communities (the core identity) in a directed graph, and (d) defining the identity audiences and sources within the community. This paper defends the claim that pragmatic encroachment—the idea that knowledge is sensitive to the practical stakes of believing—can explain a distinctive kind of epistemic injustice: the injustice that occurs when prejudice causes someone to know less than they otherwise would. This encroachment injustice, as we call it, occurs when the threat of being met with prejudice raises the stakes for someone to rely on her belief when acting, by raising the level of evidential support required for knowledge. The first form of the inside-outside dichotomy appears as a self-encapsulated system with an active border. These systems are based on two complementary but asymmetric processes: constructive and interactive. The former physically constitute the system as a recursive network of component production, defining an inside. The maintenance of the constructive processes implies that the internal organization also constrains certain flows of matter and energy across the border of the system, generating interactive processes. These interactive processes ensure the maintenance of the (...) constructive processes thus specifying a meaningful outside. Upon this basic form of identity formation, the evolutionary and historical domain is open for the emergence of a whole hierarchy and ecology of insides and outsides. These which mutually subsume and collaborate in the maintenance of the essential inside-outside dichotomy that defines the conditions of possibility of the subjects and the worlds they generate. In the recent history of psychology and cognitive neuroscience, the notion of habit has been reduced to a stimulus-triggered response probability correlation. In this paper we use a computational model to present an alternative theoretical view (with some philosophical implications), where habits are seen as self-maintaining patterns of behavior that share properties in common with self-maintaining biological processes, and that inhabit a complex ecological context, including the presence and influence of other habits. Far from mechanical automatisms, this organismic and self-organizing (...) concept of habit can overcome the dominating atomistic and statistical conceptions, and the high temporal resolution effects of situatedness, embodiment and sensorimotor loops emerge as playing a more central, subtle and complex role in the organization of behavior. The model is based on a novel “iterant deformable sensorimotor medium” (IDSM), designed such that trajectories taken through sensorimotor-space increase the likelihood that in the future, similar trajectories will be taken. We couple the IDSM to sensors and motors of a simulated body and environment and show that under certain conditions, the IDSM forms self-maintaining patterns of activity that operate across the IDSM, the body, and the environment. We present various environments and the resulting habits that form in them. The model acts as an abstraction of habits at a much needed sensorimotor “meso-scale” between microscopic neuron-based models and macroscopic descriptions of behavior. Finally, we discuss how this model and extensions of it can help us understand aspects of behavioral self-organization, historicity and autonomy that remain out of the scope of contemporary representationalist frameworks. BackgroundThe use of great apes (GA) in invasive biomedical research is one of the most debated topics in animal ethics. GA are, thus far, the only animal group that has frequently been banned from invasive research; yet some believe that these bans could inaugurate a broader trend towards greater restrictions on the use of primates and other animals in research. Despite ongoing academic and policy debate on this issue, there is no comprehensive overview of the reasons advanced for or against (...) restricting invasive research with GA. To address this gap, we conducted a systematic review of the reasons reported in the academic literature on this topic.MethodsSeven databases were searched for articles published in English. Two authors screened the titles, abstracts, and full texts of all articles. Two journals specialized in animal ethics, and the reference lists of included articles were subsequently also reviewed.ResultsWe included 60 articles, most of which were published between 2006 and 2016. Twenty-five articles argued for a total ban of GA research, 21 articles defended partial restrictions, and 14 articles argued against restrictions. Overall, we identified 110 reason types, 74 for, and 36 against, restricting GA research. Reasons were grouped into nine domains: moral standing, science, welfare, public and expert attitudes, retirement and conservation, respect and rights, financial costs, law and legal status, and longer-term consequences.ConclusionOur review generated five main findings. First, there is a trend in the academic debate in favor of restricting GA research that parallels worldwide policy changes in the same direction. Second, in several domains (e.g., moral standing, and respect and rights), the reasons were rather one-sided in favor of restrictions. Third, some prominent domains (e.g., science and welfare) featured considerable engagement between opposing positions. Fourth, there is low diversity and independence among authors, including frequent potential conflicts of interests in articles defending a strong position (i.e., favoring a total ban or arguing against restrictions). Fifth, scholarly discussion was not the norm, as reflected in a high proportion of non-peer-reviewed articles and authors affiliated to non-academic institutions. (shrink)

The use of some nonhuman primates in invasive research—unlike that on animals more generally—has been severely restricted or banned in much of the world. This trend toward severe restrictions or bans raises the question: Has the time come to end invasive research with all primates? In this chapter, we offer an overview of the main ethical questions surrounding the use of primates in invasive research, evaluate some of the leading arguments in favor of and against such research, and propose some (...) ethical recommendations for conducting this research. As we argue, the case for phasing out the use of primates in invasive research is not as straightforward as some might think. Stringent restrictions must be adopted if scientifically and ethically justifiable invasive research with primates is to continue. (shrink)

A 50 años del golpe de Estado: reflexiones sobre la revolución y la historia reciente desde la militancia.

The inclusion of animals in research studies involves a great responsibility to ensure animal welfare within the relevant ethical and legal frameworks. This study aimed to review compliance with the ARRIVE Essential 10 requirements and the ethical oversight of animal behaviour and welfare studies in farm animals. Three journals and a total of 133 articles were reviewed for compliance with the ARRIVE Essential 10 items and criteria. Each article obtained a final score according to whether or not each criterion was (...) met within each item. Likewise, ethical declaration in each article was recorded. Chi-square test and linear models were built to assess associations between the ethical statement presentation and the final ARRIVE Essential 10 score with the country, the species, and the journal. We found that 15% of the articles did not present an ethical statement. The journal with the highest impact factor and the countries of the Global South presented an ethical statement more frequently. Regarding the Essential 10, the item with the lowest agreement score was ‘Blinding’ and the one with the highest agreement was ‘Outcome Measures’. Also, significant differences were found between journals in terms of the Essential 10 score. Essential 10 provides relevant information that allows reviewers and readers to identify possible welfare risks and the validity of the results in animal welfare science publications. (shrink)

Resumen: En este artículo se examinan las principales ideologías lingüísticas que los hablantes bilingües de dos comunidades pewenche construyen en torno al chedungun. Este estudio, de carácter exploratorio, tiene un enfoque cualitativo. Los datos analizados corresponden al discurso de 20 hablantes bilingües de entre 18 y 75 años de edad, pertenecientes a las comunidades de Pitril y Butalelbun del Alto Biobío. En términos generales, los resultados evidencian que el chedungun se concibe como un componente fundamental para la configuración y mantenimiento (...) de la espiritualidad e identidad étnica. Asimismo, se observan ideologías puristas hacia la lengua que propician inseguridad lingüística en los hablantes más jóvenes de Pitril.: This article examines the main linguistic ideologies that the bilingual speakers of two Pewenche communities build around chedungun. This exploratory study has a qualitative approach. The analyzed data correspond to the speech of 20 bilingual speakers between 18 and 75 years old, belonging to the rural communities of Pitril and Butalelbun from Alto Biobío. In general, the results show that chedungun is conceived as the main composing element for the maintenance of ethnic spirituality and identity. Medical professionals routinely offer prenatal genetic testing services to their expecting patients. In theory, this testing helps expecting parents better prepare for the birth of their child: e.g., if the child will have a disability. In practice, however, such testing often leads to the termination of pregnancies that would produce a child who has a disability. Some bioethicists believe that in light of our society’s history of poor treatment of people who have disabilities, when expecting parents use prenatal testing for (...) selective abortion and when medical professionals promote the use of such testing, they express a disparaging message to and about extant disabled people: e.g., that disabled people’s lives are... Revisión de Tesis Violencia política y género: Estudio de la militancia de mujeres comunistas durante el periodo de la Política de Rebelión Popular de Masas (1980-1990).

Many digital technologies, designed and controlled by intensive data-driven corporate platforms, have become ubiquitous for many of our daily activities. This has raised political and ethical concerns over how they might be threatening our personal autonomy. However, not much philosophical attention has been paid to the specific role that their hyper-designed (sensorimotor) interfaces play in this regard. In this paper, we aim to offer a novel framework that can ground personal autonomy on sensorimotor interaction and, from there, directly address how (...) technological design affects personal autonomy. To do this, we will draw from enactive sensorimotor approaches to cognition, focusing on the central notion of habits, understood as sensorimotor schemes that, in networked relations, give rise to sensorimotor agency. Starting from sensorimotor agency as a basis for more complex forms of personal autonomy, our approach gives us grounds to analyse our relationship with technology (in general) and to distinguish between autonomy-enhancing and autonomy-diminishing technologies. We argue that, by favouring/obstructing the enactment of certain (networks of) habits over others, technologies can directly act upon our personal autonomy, locally and globally. With this in mind, we then discuss how current digital technologies are often being designed to be autonomy-diminishing (as is the case of “dark patterns” in design), and sketch some ideas on how to build more autonomy-enhancing digital technologies. Learning to perceive is faced with a classical paradox: if understanding is required for perception, how can we learn to perceive something new, something we do not yet understand? According to the sensorimotor approach, perception involves mastery of regular sensorimotor co-variations that depend on the agent and the environment, also known as the “laws” of sensorimotor contingencies (SMCs). In this sense, perception involves enacting relevant sensorimotor skills in each situation. It is important for this proposal that such skills can be (...) learned and refined with experience and yet up to this date, the sensorimotor approach has had no explicit theory of perceptual learning. The situation is made more complex if we acknowledge the open-ended nature of human learning. In this paper we propose Piaget’s theory of equilibration as a potential candidate to fulfill this role. This theory highlights the importance of intrinsic sensorimotor norms, in terms of the closure of sensorimotor schemes. It also explains how the equilibration of a sensorimotor organization faced with novelty or breakdowns proceeds by re-shaping pre-existing structures in coupling with dynamical regularities of the world. This way learning to perceive is guided by the equilibration of emerging forms of skillful coping with the world. We demonstrate the compatibility between Piaget’s theory and the sensorimotor approach by providing a dynamical formalization of equilibration to give an explicit micro-genetic account of sensorimotor learning and, by extension, of how we learn to perceive. This allows us to draw important lessons in the form of general principles for open-ended sensorimotor learning, including the need for an intrinsic normative evaluation by the agent itself. ​This paper examines the life and work of the Novohispanic philosopher Sor Juana Inés de la Cruz, who used a great deal of irony to respond to what, we argue, were gender-based microaggressions in 17th century New Spain. The case of Sor Juana is particularly interesting not only because it suggests that microaggressions are not the product of our time, as has been suggested in the literature, but also because it reveals some of the advantages as well as limitations of (...) using irony when one is subject to microaggression. The case of Sor Juana also provides insights regarding the difficulties of using irony to address microaggressions that take place in the classroom. (shrink)

McLeod's Conscience in Reproductive Health Care offers a number of valuable contributions to the literature, both within and beyond reproductive care. In this commentary, I begin by discussing two potential applications of her argument that healthcare professionals—specifically, those "who are charged with gatekeeping access to healthcare services" —have a fiduciary duty of loyalty to prioritize the interests of their patients over their own. Then, I turn to a couple of concerns one might raise about extending this fiduciary duty to pharmacists (...) who function as gatekeepers of reproductive services. Este estudio buscó describir e interpretar las teorías subjetivas sobre la identidad profesional docente que se construyen y difunden noticiosamente durante la educación de emergencia por la pandemia de COVID 19. Se utilizó un estudio de análisis documental, metodología cualitativa y un diseño de estudio de casos. El muestreo intencionado y por conveniencia corresponde a 40 noticias de prensa escrita en español, sobre el profesor(a) en pandemia y publicadas en diferentes medios que fueron recolectadas a través de Google Noticias desde (...) el 11 de marzo de 2020 y hasta el 01 de noviembre de 2020. A partir de una codificación temática, los resultados evidenciaron teorías subjetivas asociadas a las exigentes características, roles, funciones y valores con los que se identifica al profesorado durante la pandemia. El análisis mostró los distintos sentidos del ejercicio profesional y las competencias asociadas a su desempeño en la prensa. En la discusión, se utilizaron estudios relativos a la práctica docente para interpretar estos resultados. (shrink)

En este contexto y a través de un Análisis Crítico del Discurso, se indaga en el despliegue de estrategias comunicativas, la producción y difusión del discurso institucional, como asimismo, su exposición y disposición en las (...) páginas web. Desde esta base, se contribuye con información cualitativa a la discusión en torno a los formatos y dispositivos de comunicación social referidos a las nociones de inter y transdisciplina en el contexto de la educación superior en el país. Los resultados dan cuenta de la emergencia, centralidad y valor comunicacional de la prospectiva inter y transdisciplinaria en el contexto universitario chileno, no obstante, también evidencian las condicionantes epistemológicas y metodológicas para su despliegue organizacional crítico y sostenible. In this context, and, through a Critical Discourse Analysis, the communicative strategies deployment is explored, as well as the production and broadcasting of their institutional discourse. Likewise, their exposure and disposal on web pages. On this basis, the qualitative information is contributed to the discussion around the formats and social communication devices, referred to the concepts of inter and trans-disciplines in the context of higher education in the nation. The results, reflect the emergency, centrality and communicational value of the inter and trans-disciplinary prospective in the Chilean university context. How accurate is the picture of the human mind that has emerged from studies in neuroscience, psychology, and cognitive science? The study examines the perception that students have of an establishment in the commune of Osorno, about the formation processes and the interpersonal relationships that exist in their school development. The sample is made up of 157 high school students. To achieve the purposes, a survey-type instrument is designed and validated, containing alternatives. The results show that the students consider that their learning process has been positive. They report that the tasks are excessive and the subjects difficult, but they indicate (...) that their teachers know how to explain the same content differently, they are patient, they motivate them to learn. They report that in school they learn and that teachers propose interesting topics in the classes. (shrink)
