Obesity may be the most difficult and elusive public health problem this country has ever encountered. Unlike the classical infectious diseases and plagues that killed millions in the past, it is not caused by deadly viruses or bacteria of a kind amenable to vaccines for prevention, nor are there many promising medical treatments so far. While diabetes, heart disease, and kidney failure can be caused by obesity, it is easier to treat those conditions than one of their causes. I call (...) obesity elusive partly because of the disturbingly low success rate in treating it, but also because it requires changing the patterns, woven deeply into our social fabric, of food and beverage commerce, personal eating habits, and sedentary lifestyles. It also raises the most basic ethical and policy questions: how far can government and business go in trying to change behavior that harms health, what are the limits of market freedom for industry, and how do we look upon our bodies and judge those of others?. The social sciences playa variety of multifaceted roles in the policymaking process. So varied are these roles, indeed, that it is futile to talk in the singular about the use of social science in policymaking, as if there were one constant relationship between two fixed and stable entities. Instead, to address this issue sensibly one must talk in the plural about uses of dif ferent modes of social scientific inquiry for different kinds of policies under various circumstances. In some cases, (...) the influence of social scientific research is direct and tangible, and the connection between the find ings and the policy is easy to see. In other cases, perhaps most, its influence is indirect-one small piece in a larger mosaic of politics, bargaining, and compromise. Occasionally the findings of social scientific studies are explicitly drawn upon by policymakers in the formation, implementation, or evaluation of particular policies. More often, the categories and theoretical models of social science provide a general background orientation within which policymakers concep tualize problems and frame policy options. At times, the in fluence of social scientific work is cognitive and informational in nature; in other instances, policymakers use social science primarily for symbolic and political purposes in order to le gitimate preestablished goals and strategies. Government policy aims at a 'seamless web' of learning provision. This is exemplified in a local Learning and Skills Council supported by work on widening participation to higher education (HE) in another London sub-region. The emerging system described is comprehended as a whole from 'Foundation Learning' in compulsory schooling to post-compulsory 'Lifelong Learning' in further, higher and continuing education and training thereafter.

ABSTRACT Nietzsche's investigation into the origins of morality bears some striking similarities to contemporary investigations into human evolution. Here I investigate these similarities, using a comparison between Nietzsche's GM and Gould and Lewontin's influential “Spandrels” essay as a departure point. I argue that Nietzsche defends a proto-evolutionary psychology about morality, where the inheritance of enduring biological drives conflicts with our culturally evolved moral system. While Nietzsche's claims about the evolution of morality fit well within a Darwinian framework of natural selection, (...) his claims about our underlying biology do not. Those claims cohere better with the non-Darwinian views found in nineteenth-century German biology and embryology. (shrink)

Central to the contemporary dispute over 'naturalizing epistemology' is the question of the continuity of epistemology with science, i.e., how far purely descriptive, psychological matters can or should inform the traditional evaluative epistemological enterprise. Thus all parties tend to agree that the distinction between psychology and epistemology corresponds to a firm fact/value distinction. This is something Reid denies with respect to the first principles of common sense: while insisting on the continuity of epistemology with the rest of science, he does (...) not wish to derive an 'ought' from an 'is', nor to reduce the epistemological to the psychological. His view is that the first principles are constitutive principles, hence that they are simultaneously descriptive and prescriptive, and thus that with regard to them there is in this sense simply no fact/value gap to be bridged. Innovative therapy is the name we give to novel medical interventions, radically different from the standard of care, provided in order to benefit a patient, rather than to acquire new knowledge. They are paradigmshifting, not incremental, responses to serious patient problems that standard medical care inadequately addresses. Innovative therapies are often devised by clinicians, not basic science researchers; they do not follow the linear model of basic research, to translation, to clinical research, to application. Instead, they come from thinking backwards (...) from the patient’s circumstances, and forward from deep knowledge of how the body functions, to challenge the limits of current mechanisms for effecting cures. Some interpreters claim Kant distinguishes between organisms and living things. I argue that this claim is underdetermined by the textual evidence. Once this is recognized, it becomes a real possibility that Kant’s various remarks about the essential properties of living things generalize to organisms as such. This, in turn, generates a puzzle. Kant repeatedly claims that the capacity for representation is essential to the nature of a living thing. If he does not distinguish between living things and organisms, then how (...) might the capacity for representation be essential to the latter? Drawing on the writings of Kant and his contemporaries, I reconstruct a framework within which representational capacities might conceivably be thought to play this role. On this view, what distinguishes an organism from mechanically explicable products of nature is its capacity for endogenous behavior that is instinctual and representationally mediated. (shrink)

It has been argued that St. Thomas Aquinas’s anthropological views fall prey to the problem of “Too Many Thinkers.” The worry, roughly, is that his views entail that I—a human person—am able to think, but that my soul—which is not a human person—is also able to think. Hence, too many thinkers: there are too many ofus having my thoughts. In this paper, I show why this is not a problem for St. Thomas. Many of the formalisms used in Attribute Value grammar are notational variants of languages of propositional modal logic, and testing whether two Attribute Value Structures unify amounts to testing for modal satisfiability. In this paper we put this observation to work. We study the complexity of the satisfiability problem for nine modal languages which mirror different aspects of AVS description formalisms, including the ability to express re-entrancy, the ability to express generalisations, and the ability to express recursive constraints. Two main (...) techniques are used: either Kripke models with desirable properties are constructed, or modalities are used to simulate fragments of Propositional Dynamic Logic. Constrained instrumentalist theories of punishment – those that seek to justify punishment by its good effects, but limit its scope – are an attractive alternative to pure retributivism or utilitarianism. One way in which we may be able to limit the scope of instrumental punishment is by justifying punishment through the concept of duty. This strategy is most clearly pursued in Victor Tadros’ influential ‘Duty View’ of punishment. In this paper, I show that the Duty View as it stands cannot (...) find any moral distinction between the permissible punishment of the guilty and the permissible punishment of the innocent in extreme circumstances, therefore undermining one the key pillars of its intuitive appeal. I canvass several ways to respond to this problem, arguing that a rights forfeiture theory which employs the distinction between rights forfeiture and rights infringement is the best solution. Some claim Kant’s commitment to the explanatory priority of judgments over concepts is one of his most important contributions to the philosophy of mind. There is, however, extensive disagreement over the nature and extent of this commitment. Existing interpretations ignore a substantial body of textual evidence and offer no account of the origins of Kant’s view. This paper corrects for these deficiencies. I explain, first, the relevant accounts of concept possession Kant encountered in the writings of his predecessors; and, second, (...) how within this context he first expressed a commitment to the view that conceptual content is explanatorily dependent on acts of judgment. I then argue that Kant endorsed a second form of discursive primacy, namely, the view that every use of a concept in conscious thought about an object has the form of a judgment. (shrink)

We recorded participants' eye movements while they read sentences containing verb‐phrase coordination. Results showed evidence of immediate processing disruption when a reflexive pronoun embedded in the conjoined verb phrase mismatched the sentence subject. We argue that this result is incompatible with models of human parsing that employ only bottom‐up parsing procedures, even when flexible constituency is employed. Models need to incorporate a mechanism similar to the adjoining operation in Tree‐Adjoining Grammar, in which one structure is inserted into another.

Relativism is the view that the truth of a sentence is relative both to a context of utterance and to a context of assessment. That the truth of a sentence is relative to a context of utterance is uncontroversial in contemporary semantics. This chapter focuses on three points: whether the version of contextualism is vulnerable to the disagreement and retraction arguments, and if so, whether these problems can be avoided by a more sophisticated contextualist theory. The points include: whether relativism (...) really does avoid the four problems posed for the other theories; and whether there are other theories that also avoid the problems, without running into the problems facing relativism or problems of their own. The chapter concentrates on two families of views that have been called relativist: Relativism about propositional truth; and Relativism about utterance truth. (shrink)

Thomas Aquinas has argued that the passion of hope is the movement of the sensitive appetite and the first of the irascible passion. The first part of the article aims to explore the cause and the mechanism of the passion of hope, and tries to clarify the relationship between the passion of hope and the perception. In human beings, it is possible that the passion of hope is caused by false judgement of the perception, which will lead to the result (...) of false hope. In Aquinas’s argument, the problem of false hope could be solved through the moral virtue and the prudence. In the second part of this article, the aim is to analyse how the virtue of magnanimity, humility and the prudence work impact on the passion of hope and perfect it.Contribution: This research concentrates on the topic of the passion of hope of Thomas Aquinas, and provides a new perspective on the understanding of the relationship between the passion and the virtue. From the standpoint of a Christian philosopher, heeding the teaching and exhortations of Pope John Paul II and previous popes, I examine three directions in which the recent philosophical debate has developed. In the last seven or eight years there has been 1) a renewed focus on the biological issue of when a human individual comes to be, 2) new arguments for the proposition that personhood is a characteristic acquired after birth, and 3) refinements of the early argument of Judith (...) Thomson. Replying to these developments, I defend, on philosophical grounds, the pro-life position. I argue that a distinct, whole (though immature) human individual comes to be at conception, that he or she is a person, with full moral worth, from the moment he or she comes to be, and the mothers and fathers have a special responsibility to their children which entails (at least) that they ought not to choose to abort them. I conclude by briefly indicating, from the standpoint of Christian faith, why Christian philosophers should vigorously pursue this debate. (shrink)
