This essay considers the implications for the powers metaphysic of the no-successor problem: As there are no successors in the set of real numbers, one state cannot occur just after another in continuous time without there being a gap between the two. I show how the no-successor problem sets challenges for various accounts of the manifestation of powers. For powers that give rise to a manifestation that is a new state, the challenge of no-successors is similar (...) to that faced on Bertrand Russell's analysis by causal relations. Powers whose manifestation is a processes and powers that manifest through time are challenged differently. To avoid powers appearing enigmatic, these challenges should be addressed, and I point to some possible ways this might be achieved. A prerequisite for addressing these challenges is a careful focus on the nature and timing of the manifesting and manifestation of powers. (shrink)

A 2007 Pew “Global Attitudes Survey” showed that 90% of respondents world-wide said that it was important to live in a country that enabled them to practice religion freely. Yet a more recent Pew “Forum on Global Restrictions on Religion” found that 70% of the world population reside in countries which have high or very high restrictions on religion either from government actions or from major social hostilities [Grim: 2013, 86]. Religious liberty, therefore, is an almost universal human aspiration, but is one of the more unachieved rights in the world. Succession of states regains its importance in current geopolitical situation as now we are witnessing a possible new wave of state succession: South Sudan has been accepted to the United Nations, Kosovo’s independence has been recognized by many countries, Palestine has gained new status in the United Nations, etc. This would lead to the necessity to resolve questions related to succession of states, which might, among other subjects, include issues of diplomatic protection which was subject to international legislation – (...) International Law Commission has prepared the Draft Articles on Diplomatic Protection. However, General Assembly is still not ready to adopt this document as a convention, therefore the term to consider possible ways of handling the issues on diplomatic protection within the UN was extended till 2013. Draft articles give the definition of diplomatic protection, indicating the main features of this institute. However, sometimes the difference among the institutes being called the same name with diplomatic protection might cause misunderstandings when analyzing the issue both in general and in the context of succession of states. One of the main prerequisites for diplomatic protection recognized in the jurisprudence of International Court of Justice is the Mavrommatis rule, which indicates that when protecting the citizen’s rights, state in reality is asserting its own right. This rule has been cited in other cases, however, especially now, when individuals already have quite a number of measures to protect their individual rights independently from the actions of state, it has been acknowledged that the rule is fictitious. This recognition, reflected in the Draft Articles and indicated in the commentary of it, is most welcomed as it helps to resolve questions related to the succession of states. There is a need to understand that there is a difference between international obligations under which state is entitled to diplomatic protection and those under which it really asserts its own rights, despite the fact that the latter might also be related to the rights of individuals. This difference is also important in the context of the succession of states, as the consequences arising out of the breach of these obligations in the context of state succession might differ. The last but not least issue addressed in the article is the question of the succession to treaties, which indicate individual rights, but does not form a customary international law. The question is whether the successor state is entitled to diplomatic protection on behalf of its succeeded citizen in a case of a breach of international treaty which was not subject to succession by the successor state. Taking everything into account, there are issues which are not addressed in the Draft Articles on Diplomatic Protection. Herewith there are issues of diplomatic protection which should be addressed in a case of state succession. Nonetheless, it should be reminded that diplomatic protection is always subject to the decision of the state itself, it is just important that newly created states understand and know the possibility to invoke international responsibility of the third state using the means of diplomatic protection, even if the injury was made to its national before the moment of state succession. Using coding devices based on a theorem due to Zsigmondy, Birkhoff and Vandiver, we first define in terms of successor S and coprimeness predicate $\perp$ a full arithmetic over the set of powers of some fixed prime, then we define in the same terms a restriction of the exponentiation. Hence we prove the main result insuring that all arithmetical relations and functions over prime powers and their opposite are $\{S, \perp\}$ -definable over Z. When the Macedonians had conquered Greece, city-states continued to exist along-side the more powerful kingdoms, and were often forced to accommodate their policies to the wishes of the powerful kings who were, in theory, their allies. If kings and cities were to co-operate effectively, there would need to be some way of adapting the authority of royal wishes to the theoretical rights of the cities to self-determination. The contrast between the powers of a king, theoretically all-powerful within his kingdom, and (...) the autonomy of a city did not need to be total. Aristotle, who was acquainted with the Macedonian kingdom, made a clear distinction between kingship and tyranny, between rule by the law and autocracy. He listed Macedonia alongside Sparta and Epirus as kingdoms which were ruled in the interests of all. (shrink)

This contribution argues, first, that pre-national forms of state were not displaced or supplanted by a new, national form. What we call the nation-state was not the successor to imperial or city-states but was itself a form of the European imperial city-states that had driven the expansion of capitalism in previous centuries. It argues, second, that national states emerged only after 1945 and only in a handful of states where, through welfare reforms and market and industry regulation, (...) investment and production were made to serve the expansion and integration of national markets. Third, with the dismantling of Keynesian policies in these states, pre-national (pre-Keynesian) structures are resurfacing. What scholars describe as the emergence of ‘post-national spatialities’ and of ‘global cities’ and city regions represents the resurgence of a durable and historically dominant form of state: the imperial city-state form. The ‘re-scaling’ of nation-states and growing prominence of ‘global cities’ and ‘city regions’ are heralding the end of the brief history of actually existing nation-states and the re-deployment of the imperial city-state model. The report of a commission set up by Pope Francis to study the question of women as deacons in the Catholic Church was issued in May 2019. Whilst it is well known that the Catholic Church refuses to ordain women, the form of the diaconate being discussed is that of the ‘permanent diaconate’ for men, which was established after the Second Vatican Council. This article first discusses how this issue has arisen, clarifies the types of deacons and reviews the reasons (...) why the Catholic Church refuses to ordain women. It then looks at Scripture and the history of the Church to assess the historical role of women deacons. The issue of women’s ordination emerged after Vatican II. Women’s ministries have grown immensely since then and this is a factor in the question about the ordination of women deacons. There are important theological issues involved in the study around women deacons. Lastly, the article raises questions about the future of this issue under Pope Francis and his successors.Contribution: The issue of the ordination of women deacons in the Roman Catholic Church is a current and contentious issue. This article reviews the historical evidence for women deacons and the views of theologians and Church leaders in order to assess whether there are grounds for hope. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Walking the Bodhisattva Path/Walking the Christ PathU.S. Conference of Catholic BishopsCatholics and Buddhists brought together by Dharma Realm Buddhist Association, the San Francisco Zen Center, and the United States Conference of Catholic Bishops (USCCB) met 20-23 March 2003 in the first of an anticipated series of four annual dialogues. Abbot Heng Lyu, the monks and nuns, and members of the Dharma Realm Buddhist Association hosted the dialogue at the (...) City of Ten Thousand Buddhas in Talmage, California. The community had transformed their Confucius Hall into a chapel, with a large, newly constructed wooden cross on a wall above an altar facing out from a raised platform, so the Catholic delegation would have a space for worship. A special poster announcing the theme of the conference, "Walking the Bodhisattva Path/Walking the Christ Path," showing a Buddhist dharma wheel at one foot of a bridge and a Celtic cross at the other foot, had been created by the hosting community.The daily schedule for the dialogue did not interfere with the monastic routine at the City of Ten Thousand Buddhas, which included early morning chanting (4:00-5:00 am), daily rituals in the Buddha Hall, and the single large meal for monastics before noon to which all participants were invited. Catholics and Buddhists meeting in the dialogue began each day with an optional forty-five minutes of quiet sitting together in the monastery meditation hall, each following their own form of meditation and prayer. There was a Eucharist on Friday and Saturday evenings for the Catholics and to which the Buddhists were invited, and additional meals of breakfast and supper throughout the meeting at the City's Jyun Kang Restaurant.Fourteen Buddhists and fourteen Catholics participated in the formal discussions. Each participant spoke on what it means to them to follow Christ or the way of the Bodhisattvas or enlightened beings. In addition to speaking, each participant distributed a short passage, usually from a traditional text, on this topic. Several passages from Master Dogen's Shobogenzo and the Gospel of John were among those shared by the group. Other passages shared were taken from the Avatamsaka Sutra and the Shurangama Sutra and from the other gospels and the writings of Zen master HakuinZenji, the Dalai Lama, Korean Zen Master I-sahn Hye-yeon, the teachings of Master [End Page 247] Hsuan Hua, Shantideva, Origen, St. Ignatius, St. Benedict, the author of The Cloud of Unknowing, St. John of the Cross, and Chiara Lubich. A minute of silence separated the fifteen-minute segments for each presentation. With so large a group, most of the time in the formal sessions involved listening to series of presentations; however, during discussion periods the participants asked several challenging questions of one another.Some participants noted the tension they felt between belonging to a particular religious group and the need to let go of any consequential narrowness. The goal of the discussion was to promote understanding of the differences and similarities between Christianity and Buddhism. At one point, the participants noted several concerns about mutual enrichment: whether Buddhist methods can be separated from Buddhism and Christian methods from Christianity, and what specific aspects of Christian practice truly enrich Buddhists and which Buddhist practices likewise enrich Christians. Several times participants discussed their understanding of terms such as transformation, grace, the incarnation and the passion of Jesus, discernment of spirits, prayer, Buddha-nature, and related terms. There was consensus that Buddhists and Catholics can practically help one another regarding mental cultivation and religious precepts. They expressed this consensus in their choice of the topic forthe next dialogue, "Transformation of Hearts and Minds: Chan/Zen-Catholic Approaches to Precepts."The group agreed to reconvene in 2004 to respond to six presentations, three from each side, on different aspects of this topic.Chairing the sessions were Rev. Heng Sure for the Dharma Realm Buddhist Association, Rev. Taigen Dan Leighton for the San Francisco Zen Center, and Bishop John Webster for the United States Conference of Catholic Bishops. If we are looking for an Ur-explanation for the persistence of the Ur-myth, or any other myth, in our literature, could we not more directly find it in the structure of a mind which does not have to remember in order to imitate? The occasion of both myth and literature is the social life of the species which, in Starobinski's sense, is a history of continual eviction; but as regards the apparatus of thought by which this social life is reflected (...) in art it is more a history of assimilation and repetition. "The work of the brain," to cite a recent article in Scientific American, "is to create a model of a possible world rather than to record and transmit to the mind a world that is metaphysically true…Different worlds are presumably constructed by similar species."1 And, presumably, similar worlds are constructed by similar species. Weisinger hints briefly at something like this in his essay "The Mythic Origins of the Creative Process," but one has the clear impression, as his title suggests, that he would like to have the [myth/ritual] cart before the creative horse.2 However much this may satisfy our longing to crown our literature, if not creativity itself, with a mythic genealogy, it seems a wistful hypothesis. Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. Research-Doctorate Programs in the United States documents changes that have taken place in the size, structure, and quality of doctoral education since the widely used 1982 editions. Three issues related to Feldman and Levin's treatment of biological variability are discussed. We question the usefulness of the indirect component of δλ. We suggest that trade-offs between speed and accuracy in aimed movements support identification of δλ, rather than λ, as a control variable. We take issue with the authors' proposal for resolving redundancy in multi-joint movements, given recent data.

The literature addressing bias and fairness in AI models (fair-AI) is growing at a fast pace, making it difficult for novel researchers and practitioners to have a bird’s-eye view picture of the field. In particular, many policy initiatives, standards, and best practices in fair-AI have been proposed for setting principles, procedures, and knowledge bases to guide and operationalize the management of bias and fairness. The first objective of this paper is to concisely survey the state-of-the-art of fair-AI methods and (...) resources, and the main policies on bias in AI, with the aim of providing such a bird’s-eye guidance for both researchers and practitioners. The second objective of the paper is to contribute to the policy advice and best practices state-of-the-art by leveraging from the results of the NoBIAS research project. We present and discuss a few relevant topics organized around the NoBIAS architecture, which is made up of a Legal Layer, focusing on the European Union context, and a Bias Management Layer, focusing on understanding, mitigating, and accounting for bias. Philologus, founded in 1846, is one of the oldest and most respected periodicals in the field of Classics. It publishes articles on Greek and Latin literature, historiography, philosophy, history of religion, linguistics, reception, and the history of scholarship. The journal aims to contribute to our understanding of Greco-Roman culture and its lasting influence on European civilization. The journal Philologus, conceived as a forum for discussion among different methodological approaches to the study of ancient texts and their reception, publishes original scholarly (...) contributions with a strong international focus. The Crusades, particularly the Fourth Crusade and the events that followed it, attracted many Latin warriors to the Aegean. During the first half of the thirteenth century, throughout the period of the Latin Empire of Constantinople, they provided the Laskarides of Nikaia and the Angeloi of Epeiros with a steady supply of mercenaries which these Byzantine successor states relied upon heavily. In the mid-thirteenth century, Byzantine sources began to refer to certain Latin soldiers by means of the evocative epithet (...) kavallarios, and for the next two hundred years this word was applied as a title to a variety of men in the service of the restored Byzantine Empire of the Palaiologoi. An examination of the meaning of the word kavallarios, as it was first applied to Latins, and in the course of its evolution during the last two centuries of Byzantium, illustrates the frequent interplay of Byzantine and Western institutions during the later Middle Ages. Chris Wickham’s Framing the Early Middle Ages is a towering comparative overview of Rome’s successor-states in the four centuries after its collapse in the West. Not only does it bring together evidence from across the continent in a way that will inform all subsequent serious discussions of the period, it also conceptualises an important, peasant-mode of production. Notwithstanding these strengths, Framing has been criticised for its structuralist, static characterisation of feudalism. The debates surveyed in this essay suggest that, while (...) Wickham’s book will act as a milestone in the history of Europe, it should also act as a spur to further research and critical reflection on the period. Moreover, in the light of recent criticisms of Marxist historiography, Wickham’s book and the debate surrounding it point to the continued vibrancy of historical materialism. (shrink)

This chapter relates post-1918 Italy to the collapse of the Habsburg Empire and the ascent of the successor states, and analyses, from the Trieste’s vantage point, fascist projects, practices and networks of ‘empire’ in the Adriatic Sea, in Mitteleuropa and in the Balkans between 1918 and 1938. It focuses on three connected aspects. Firstly, the northern Adriatic was the first setting of the ascent of squadrismo, a model of violent action against ‘enemies within’ then replicated elsewhere. Secondly, Italian nationalism (...) and imperialism aimed to reconfigure the post-Habsburg economic space and to reconnect the Adriatic with Central and Balkan Europe. Thirdly, Italian nationalist (then Fascist) élites from Trieste played a critical role, by boosting processes of empire-building and defending Austria vis-à-vis the prospects of Anschluss. In sum, the Habsburg legacies kept on shaping the dynamics of Italianization and fascistization in northern Adriatic and on feeding the search for Italy’s informal empire in Central and Southeastern Europe. The article introduces a special section about history of science in Central and Eastern Europe before and after the fall of Communism, and sketches a conceptual framework within which the three papers in the section can be understood together. This introduction provides information about the workshop from which the papers were recruited, and continues with more general considerations on the nationalization of scientific knowledge in the territories of the Habsburg empire and its successor states. This second collection of studies by Peter Golden continues his explorations of the Türk Empire (mid-sixth to mid-eighth centuries), the stateless polities that appeared after its collapse, and of the Khazar Qaghanate (mid-seventh century to ca. 965-969), its imperial successor state in the western Eurasian steppes. Building on earlier traditions, the Türks created a paradigm for state building in the Eurasian steppes that persisted into the early modern era. Examined here are issues relating to the rise of (...) the Türks and their systems of governance, the institution of slavery and its role in Turkic nomadic societies, and the cultural interactions between the Turkic nomads of Pre-Chinggisid Eurasia and neighbouring settled societies such as the Kievan Rus', Georgia and the Islamic world. Particular studies deal with the hitherto neglected role of Khazars in the Islamic ghulâm (slave soldier) system, the unique traditions of sacral rulership among the Khazars, and their conversion to Judaism set within a larger Eurasian context.
