In recent times, the world has seen an explosion of episodes of forced migration. Whether another state has led the attack, such as Russia’s invasion of Ukraine or by its own state such as Myanmar, ousting the Rohingyas, this international political reality of forced exit can neither be denied nor ignored. Consequent to the international political reality, some states have tightened their borders as they hold nationalist concerns against immigration of such kind. Their concern stems from the philosophy of (...) nationalism which claims the protection of borders and sovereignty in light of the influx of refugees and the burden on the state. This paper aims to elaborate on the interaction of political and legal philosophy related to Liberalism and Nationalism. I put forward the hypothesis that the current reality of international politics - the influx of victims of forced migration such as refugees should be rethought with the application of the philosophy of liberal nationalism. Liberalism and nationalism are two very different moral and political philosophies. Liberal claims protect individual freedom, advocate open borders, and promote equality of all before the law and consent of the governed. Nationalist philosophy promotes the interests of the state, and advocates devotion to the state, its ideology, culture and ethos. In the context of forced migration, the ideas of these disunited philosophies can be utilised to balance and accommodate the concerns of refugees, states and citizens. For this, I will examine the philosophies of liberalism, nationalism and liberal nationalism, which present an inclusive form of nationalism. (shrink)

Interdisciplinary work on the nature of borders and society has enriched and complicated our understanding of democracy, community, distributive justice, and migration. It reveals the cognitive bias of methodological nationalism, which has distorted normative political thought on these topics, uncritically and often unconsciously adapting and reifying state‐centered conceptions of territory, space, and community. Under methodological nationalism, state territories demarcate the boundaries of the political; society is conceived as composed of immobile, culturally homogenous citizens, each belonging to one and (...) only one state; and the distribution of goods is analyzed according to a stark opposition between the domestic and the international. This article describes how methodological nationalism has shaped central debates in political philosophy and introduces recent work that helps dispel this bias. (shrink)

This paper contrasts the notion of “willing” in Heidegger’s politics with the notion of “dawning” in Heidegger’s philosophy. It argues that, in the political text, the attunement of Dasein to what-is is centred in the notion of Dasein’s “willing” of what-is, while in the philosophical text it is centred in the notion of what-is “dawning” on Dasein. It maintains that the attitude to anxiety essential to a “dawning” of what-is is not reached in Heidegger’s “The Self-Assertion of the German (...) University”. It concludes by maintaining that, rather than being attuned to what-is, the will in the “The Self-Assertion of the German University” is attuned to its own relationship to what is in a narcissistic rather than a philosophical way; that is, it territorializes “dawning” as a relation to “what is”, and makes “dawning” of “what-is” its “own” in the same way as any nationalism makes a culture, a language or a geographical region its own. In contrast to the narcissism of nationalism, philosophy, as outlined by Heidegger in the essay “What Is Metaphysics?”, is the experience of allowing what-is to “dawn” on Dasein rather than a preoccupation with “willing” of “dawning” as one’s own relation to Being. A study of the origins, ideas, main events and principal characters in the Polish romantic nationalist movement between 1830 and 1863 which greatly influenced modern European nationalism. This text should be of interest to Slavists and historians of philosophical and social ideas.

Among the galaxy of scholars, Swami Vivekananda stands out as a majestic tower of light who has given a new tempo to the building up of a new sense of nationalism in modern India. The uniqueness of Vivekananda was his endeavour to translate every ounce of Vedanta into a social living and was never a cold theoretician or an abstract metaphysician. He was aware that India's life is governed by her sovereign sense of the inclusiveness which nourished her national (...) life and India has been a spiritual strength for her people, implanting the seeds that have continuously sprouted in her art, literature, religion, philosophy, science and politics. It is a civilization that should be seen, not as a closed system or as a product, but as a dynamic and unfolding process. Whatever the differences, India's spiritual heritage should be recognized as the focal point and to be appropriated in the conception of a new resurgent India. Regrettably, what we had been glorifying as the central value of this culture and civilization is disorientated today due to the brutal exhibition of barbarous instincts which were exhibited through the rivalry between religious groups. What is being experienced is the loss of inherited values and our inability in reinventing new values. By virtue of its characteristic pluralism and its continuously evolving synthesis, India represents a nation which is continuously unfolding its civilizational potentialities. In making of such an Indian ethos, the foundational ideal which has been the basis of Indian culture and civilization is the concept of Dharma and Vivekananda was able to comprehend and articulate the relation between morality and human affairs which are the concerns of practical Vedanta. The most well-known kinds of liberalism are based on the doctrine of the atomism of the individual, sometimes called "the separateness of persons." But these doctrines do not seem to allow a country to restrict immigration for the purpose of protecting a national way of life, except for protecting liberalism itself. This can lead to considerable discontent. In this paper, I present a kind of liberalism that addresses this concern.

A major issue in political philosophy is the extent to which one or another version of nationalism or, by contrast, cosmopolitanism, is morally justified. Nationalism, like cosmopolitanism, may be understood as a position on the status and responsibilities of nation states, but the terms may also be used to designate attitudes appropriate to those positions. One problem in political philosophy is to distinguish and appraise various forms of nationalism and cosmopolitanism ; a related problem is (...) how to understand the relation of patriotism to each. Nationalists may tend to be patriots, but need not be; patriots may tend to be nationalists, but need not be. Like nationalism, patriotism may also be considered in propositional forms or in related attitudinal forms; but unlike nationalism and cosmopolitanism, patriotism can exist in the form of an emotion: roughly, love of one’s country. This paper characterizes nationalism, cosmopolitanism, and patriotism in both forms and argues for a conception of patriotism on which it is both distinct from nationalism and compatible with certain kinds of cosmopolitanism. It also suggests that, in qualified forms, nationalism and cosmopolitanism may overlap in what they require of their proponents. (shrink)

The political theory of migration has largely occurred within a paradigm of methodological nationalism and this has led to the neglect of morally salient agents and causes. This article draws on research from the social sciences on the transnationalism, globalization and migration systems theory to show how methodological nationalist assumptions have affected the views of political theorists on membership, culture and distributive justice. In particular, it is contended that methodological nationalism has prevented political theorists of migration from addressing (...) the roles of non-state agents and of transnational economic, social and political structures. These agents and structures contribute to the asymmetrical distribution of goods and opportunities and thus have important implications for debates about migration and distributive justice. (shrink)

The article is divided into five parts that take readers through a historical and sociological analysis of the birth of European nationalism and concludes by emphasizing the need to overcome nationalism. In the first three parts, the author provides readers with detailed arguments on the historical background of nationalism. These show that the ideas of nationalism provided modern society with an important type of social bond. However, the article also focuses on why this type of social (...) bond became the source of serious trouble in central Europe. It has produced many disastrous events, such as wars, the holocaust, and ethnic-cleansing. Moreover, it has brought about a style of thinking that is too rigid and out of date in our globalizing world. The fourth part shows that nationalism operates through nationalist identity-myths. In the final part of the article, the author demonstrates how this new type of nationalism type has influenced the philosophy of education, teaching and national curricula and suggests a few maxims that should govern the transition from nationalist to trans-nationalist perspectives (not only) in education. This book reflects upon the political philosophy of Muhammad Iqbal, a towering intellectual figure in South Asian history, revered by many for his poetry and his thought. He lived in India in the twilight years of the British Empire and, apart from a short but significant period studying in the West, he remained in Punjab until his death in 1938. The book studies Iqbal's critique of nationalist ideology and his attempts to chart a path for the development of the (...) 'nation' by liberating it from the centralizing and homogenizing tendencies of the modern state structure. Iqbal frequently clashed with his contemporaries over his view of nationalism as 'the greatest enemy of Islam'. He constructed his own particular interpretation of Islam - forged through an interaction with Muslim thinkers and Western intellectual traditions - that was ahead of its time, and since his death both modernists and Islamists have continued to champion his legacy. This paper examines the problem of nationalism in Nigeria construed as the search for a basis on which the members of the society can claim a sense of belonging, identity and common purpose. There is a problem of the national question here because ethnicity, corruption, disobedience to law and order, disdain for the rule of law and accountability and the disregard for the value of human life have undermined the social order and eventually created an army of the vulnerable (...) and marginal peoples that can be manipulated for parochial ends. The apparent underperformance of the various instruments of the state such as the police, national assembly, appointed ministers, law courts, prisons, etc, due to inefficiency, injustice, under-funding, politicization and social dissatisfaction have threatened the unity of Nigeria and highlighted deficits in the social order that have made Nigeria to appear as a contested construct or category. Given the above we seek a philosophical approach to building a social system or social philosophy of national integration. (shrink)

Climate change threatens humanity more than anything else. If we talk of nationalism, we ought therefore consider its pros and cons in light of the climate emergency. Anatol Lieven believes that civic nationalism along the lines of Chaim Gans, David Miller, and Yuli Tamir helps combat global warming. He thinks that when nationalists recognize that climate change is just as threatening to the survival of their nation-state as wars, they will make the sacrifices necessary to avert the threat. (...) In this view, the military has an important role, and migration will have to be restricted. In this paper, I show that this solution is at best highly risky, and more probably unsound. However difficult it will be to realize, addressing climate change must be based on international cooperation, normatively grounded in human rights. I show how international law rather than civic nationalism gives us examples of how to go forward. (shrink)

There has been in recent decades very substantial work done on the concept of a nation, nationality and nationalism. In spite of the world coming together on many fronts—particularly, economy and a multicultural habitat formations especially in Europe and North America—these ideas remain politically volatile. In modern times, the idea of a nation has become powerfully associated with the idea of the state and the two notions are frequently used almost interchangeably. If among the emotional ties that form the (...) basis of the idea of a nation, we add a strong sense of belonging to a specific culture with its own history, traditions and the sharing of ethical and aesthetic values—it may quite naturally lead to the idea of one-nation, one-state and one culture. Such indeed has been a trend in the European concept of the idea of a nation of the 18th, 19th and partly of the twentieth century. However, same cannot be said about Indian nation. If we closely look at the growth of Indian nationalism in the backdrop of anti-colonial movement and formation of Indian state after gaining independence, we find lack of unanimity among thinkers. This paper explores the growth of Indian Nationalism and formation of Indian Nation through the eyes of one of the most seminal contemporary Indian thinkers Sri Aurobindo. (shrink)

Over the past ten years or so, the position of Liberal Nationalism has progressed from being an apparent oxymoron to a widely accepted view. In this paper I sketch the most prominent liberal defenses of nationalism, focusing first on the difficulties of specifying criteria of nationhood, then criticizing what I take to be the most promising, culture-based defense, forwarded by Will Kymlicka. I argue that such an approach embroils one in a pernicious conservatism completely at odds with the (...) global justice concerns that I take to be central to liberalism with its core values of equality and liberty. In May 2023, Reset Dialogues on Civilizations organized the international conference ‘Nationalism, Nation-Building, and the Decline of Empires’ in Dublin. The purpose was to gather a group of historians, political scientists, theorists, philosophers, and experts who could grasp the significant trends, over the long term, in nationalism, nation-building, and imperial issues and could create a forum for dialogue that would compare different, and in many ways related, contexts, defining the challenges of the contemporary politics in the international scene.

How are masculinity and nationalism intertwined? This question has received scant theoretical attention, and existing theories tend to focus on their shared ideals and are embedded in a heteronormative, homophobic, and patriarchal framework. Such views imply a static relationship between the two phenomena and are incompatible with the recent phenomenon of homonationalism and the incorporation of some homosexual bodies within the nation. Addressing this theoretical gap, this article develops a more holistic framework of the relationship between nationalism and (...) masculinity. Drawing on relational sociology, it conceptualises nationalism as competing masculinities. It argues that the link between masculinities and nationalism is not found in their overlapping substantive ideals, but rather that the two phenomena are co-constructed through their overlapping Othering processes. The proposed theoretical framework does not only provide a more dynamic understanding of the link between masculinity and nationalism, but it also helps to overcome the apparent duality between homonationalism and heteronationalism. It is shown that both phenomena are in fact two sides of the same coin, with the main difference between them being the location of homophobia as a technology of Othering within different types of Self/Other relations. Overall, the article provides an analytical tool that allows for the contextualisation and understanding of seemingly contradictory features of nationalism and its relationship to masculinity. Many liberals have argued that a cosmopolitan perspective on global justice follows from the basic liberal principles of justice. Yet, increasingly, it is also said that intrinsic to liberalism is a doctrine of nationalism. This raises a potential problem for the liberal defense of cosmopolitan justice as it is commonly believed that nationalism and cosmopolitanism are conflicting ideals. If this is correct, there appears to be a serious tension within liberal philosophy itself, between its cosmopolitan aspiration on (...) the one hand, and its nationalist agenda on the other. I argue, however, that this alleged conflict between liberal nationalism and cosmopolitan liberalism disappears once we get clear on the scope and goals of cosmopolitan justice and the parameters of liberal nationalism. Liberal nationalism and cosmopolitan global justice, properly understood, are mutually compatible ideals. (shrink)

John O'Neill argues in a recent article, ‘Should Communitarians be Nationalists?’, that communitarians are wrong to be committed to the defence of ties of nationhood, both because the nation‐state's rise is associated with the disappearance of the ties of community and because the nation is an illusory community. I argue that the evidence that communitarianism is committed as charged to the defence of nationality is unconvincing. Further, the familiar accusation that the nation is a false or unreal community is neither (...) perspicuous nor obviously true. It is important to evaluate the significance and worth of the nation as a community independently of the nationalist prescription that the nation and the state should coincide. The important question is not whether the political community should be a nation, but what sort of community the nation should be. (shrink)

A collection of essays and lectures from Henry Steele Commager, one of America's eminent historians. The focus is on the age of enlightenment, with particular attention to Thomas Jefferson, and how enlightenment philosophy shaped the birth of the United States.

A recent resurgence of interest within analytical political philosophy in the status of ethnic and national minorities coincides with the re-emergence of national identity as a primary organizing principle of political conflict, and with an increasing attentiveness to identity and recognition as organizing principles of political struggle. The recent theoretical literature within political philosophy has focused very much on recognizing the importance of national identity, and allowing attention to national sentiment to inform the design of social institutions.In this (...) paper I shall state the case for a version of the position which Will Kymlicka has dubbed ‘benign neglect’ toward cultural identities. Benign neglect is the position that the state should, as far as possible, be neutral among the cultural sentiments of its citizens. The position is, I think, implicit in the theoretical work of many contemporary liberals, and also in much socialist theory and some socialist practice. But it is rarely defended explicitly. Liberal theory is generally developed on the unrealistic assumptions that the society to be regulated is closed and coincides with the membership of a single nation. (shrink)

The essays in this collection explore both how the employment of nation-state dominated discourses have caused a re-imagination of the past, and how the past has been re-constructed to accord with nationalist agendas. Although other works have considered in general terms how nations are imagined, this collection takes a different stance and specifically focuses on how 'the past' is used in such imaginations. This collection was conceived in an interdisciplinary spirit, drawing insights from art history, intellectual history, literature, archaeology, heritage (...) studies, political science, and film studies. The authors combine a sophisticated theoretical approach with illuminative case studies from all across the globe, including the Balkans, South Africa, Rwanda, the Yemen, Italy, Turkey, Greece, and Uzbekistan. Over the past couple of decades, both the news media and mainstream literature have been awash with stories of some sort of renascent nationalism and populism. Some citizens have begun to express lack of confidence in core representative institutions, accusing politicians and entrepreneurs of having lost touch with the concerns of ordinary people. They demand protection from transnational economic forces undercutting their access to jobs, wages, and benefits, and in addition, from the threats of terrorism associated with Islamic extremism. (...) In this piece, their questioning of liberal civil rights was reviewed. Efforts at liberal homogenization were examined, and the charge that conservative views trivialize the ethics of universal human care, love and collaboration, which are at the heart of creating enduring peace in the world, was considered. I want, some might say, to have my cake and eat it too for I want to be both a cosmopolitan and a nationalist, and, congruently with that, I think liberals and socialists, depending on the societies in which they live, should be either cosmopolitan nationalists or people in sympathy with liberal nationalist projects where these projects have a legitimate point. This includes people like myself who are liberal socialists committed, as all socialists are, to socialist internationalism and the international (...) solidarity that goes with it. How can—or can?—these things consistently go together? Beyond that—consistency being necessary but hardly a sufficient condition for adequacy—why go for cosmopolitan nationalism? Why not instead just go straight-out for cosmopolitanism and its internationalist outlook without the dangler 'nationalism'? (shrink)

Arguments from stability for liberal nationalism rely on considerations about conditions for the feasibility or stability of liberal political ideals and factual claims about the circumstances under which these conditions are fulfilled in order to argue for nationalist conclusions. Such reliance on factual claims has been criticised by among others G. A. Cohen in other contexts as ideological reifications of social reality. In order to assess whether arguments from stability within liberal nationalism, especially as formulated by David Miller, (...) are vulnerable to a comparable critique, the rationale for their reliance on factual claims is discussed on the basis of a number of concerns in John Rawls’s political liberalism. The concern with stability in liberal nationalism differs from stability in Rawls’s work, mainly because of the stronger non-ideal or ‘realist’ focus of the former. In so far as the ‘realism’ of arguments from stability for liberal nationalism is recognized, they are not vulnerable to the reification charge. But if the arguments are construed as realist, this at the same time makes for other tensions within liberal nationalism. (shrink)
