Carl Barrett (bio)Eight years ago, the Kennedy Institute of Ethics Journal published a brief selection by Eric Juengst (1991) entitled “The Human Genome Project and Bioethics.” That essay introduced and described the Ethical, Legal, and Social Implications (ELSI) Program at the National Center for Human Genome Research. 1 Since that time, the ELSI program has grown to (...) become one of the largest and most well regarded bioethics programs in the country, sponsoring the work of hundreds of researchers and coordinating bioethics activities both nationally and internationally (Marshall 1996; Meslin, Thomson, and Boyer 1997). In 1991, however, Juengst, the first director of the ELSI program, had no way of anticipating these developments. Juengst’s goal in his essay was simply to highlight some of the moral and social issues that were emerging as focal points for the ELSI program. Looking back, the issues he outlined may seem vague and overly broad. At the time, however, the essay served an important purpose, to identify areas requiring additional study and thereby to serve as a guide to others interested in joining in these discussions.In many ways, Juengst’s article serves as an inspiration to those of us working on a new bioethics project. The National Institute of Environmental Health Sciences (NIEHS) recently launched a multi-year project aimed at better understanding genetic influences on environmentally associated diseases (Albers 1997; Brown and Hartwell 1998; Cannon 1997; Kaiser 1997). This project, known as the Environmental Genome Project (EGP), plans to identify and study a number of common genetic variants that may play an important role in determining how individuals respond to environmental exposures. NIEHS hopes that the information learned through the EGP will be instrumental in developing more effective disease-prevention strategies and intervention programs. Following the precedent developed in connection with the Human Genome Project, NIEHS also plans to address the moral and social implications of the EGP. Efforts in this regard include sponsoring workshops and conferences to address such issues, as well as supporting research on the ethical, legal, and social implications of the EGP. Françoise Dolto was a prominent French cultural figure thanks to her practice of dispensing psychoanalytically-informed child-rearing advice via the radio. From 1976 to 1978, on her show Lorsque l’enfant paraît, she responded to thousands of letters sent in by listeners requesting help with parenting problems and personal questions of a psychological nature. The article explores Dolto’s cultural position as a child psychoanalyst – understood in the 1960s and 1970s as a radical profession – but from a conservative, Catholic background. It (...) then examines a sample of the letters sent in to her show, analysing the demographics of the correspondents and highlighting their most common concerns. Finally the article studies the relationship between psychoanalysis and trauma. It indicates the anxiety that a psychoanalytic understanding can cause, by reinforcing parents’ fears that childhood traumas are common, can be created unwittingly by parents, and lead to major psychological consequences in later life. Many opponents of BIG programs believe that receiving guaranteed subsistence income would act as a strong disincentive to work. In contrast, various areas of empirical research in psychology suggest that a BIG would not lead to meaningful reductions in work. To test these competing predictions, a comprehensive review of BIG outcome studies reporting data on adult labor responses was conducted. The results indicate that 93 % of reported outcomes support the prediction of no meaningful work reductions when the criterion for (...) support is set at less than a 5 % decrease in either average hours worked per week or the rate of labor participation. Overall, these results indicate that adult labor responses would show no substantial impact following a BIG intervention. (shrink)

The Buddhist concept of nonattachment refers to a flexible engagement with experience without fixation on achieving specified outcomes. The primary focus of this study was to qualitatively examine how nonattachment and attachment are experienced in individuals identified as having very high and low levels of nonattachment. Specifically, we examined individuals’ descriptions of how their levels of nonattachment and attachment developed, and how nonattachment and attachment affect their lives, their relationships, and their understanding of personal development. Twenty-four in-depth interviews were conducted (...) with participants (18 women, six men) aged 19 to 61 (mean = 36.20, standard deviation = 11.00), drawn from a larger sample of 1191, who scored very high or very low on nonattachment. Thematic analysis revealed highly nonattached individuals were psychologically mature, and flexibly engaged with their experiences, allowing their life to flow with minimal self-obstruction. In contrast, highly attached individuals were quite fixed in their thinking and often placed unachievable expectations on themselves and others. Interestingly, transformative suffering was crucial in the development of nonattachment, whereas unresolved experiences of suffering contributed to the development of attachment. (shrink)

Humans are an exceptionally cooperative species, but there is substantial variation in the extent of cooperation across societies. Understanding the sources of this variability may provide insights about the forces that sustain cooperation. We examined the ontogeny of prosocial behavior by studying 326 children 3–14 y of age and 120 adults from six societies (age distributions varied across societies). These six societies span a wide range of extant human variation in culture, geography, and subsistence strategies, including foragers, herders, horticulturalists, and (...) urban dwellers across the Americas, Oceania, and Africa. When delivering benefits to others was personally costly, rates of prosocial behavior dropped across all six societies as children approached middle childhood and then rates of prosociality diverged as children tracked toward the behavior of adults in their own societies. When prosocial acts did not require personal sacrifice, prosocial responses increased steadily as children matured with little variation in behavior across societies. Our results are consistent with theories emphasizing the importance of acquired cultural norms in shaping costly forms of cooperation and creating cross-cultural diversity. (shrink)

‘ANY state of mind in which anyone takes a great interest is very likely to be called “knowledge”, because no other word in psychology has such emotive virtue’, wrote Ogden and Richards apropos of those who claim that art affords us a kind of knowledge uniquely its own. While one may agree with the implications of this remark, and it is a salutary warning to anyone tempted to make extravagant claims for art, it does less than justice to the intentions (...) of those who make these claims. They are at least facing up to a real problem—a problem which has troubled philosophers since the time of Plato. For, beyond doubt, the arts have been held in high regard in every society with a well developed culture. To dismiss art as mere entertainment or pleasant deception or fantasy gratification or play only raises the question why intelligent and educated people take such trivial stuff seriously, why they consider it important and often find it profound. One way of meeting this problem is to say that art gives us a special kind of knowledge or insight which other branches of human learning—history, science and even philosophy—do not and cannot give us. This may not be a solution to the problem, but it is a view that deserves to be taken seriously, and I propose in this article to consider one aspect of it. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Journal of the History of Ideas 61.4 (2000) 635-655 [Access article in PDF] The Mystery of Truth: Louis-Claude de Saint-Martin's Enlightened Mysticism David Bates "... what truth! and what error!" --Goethe on Saint-Martin 1It is hardly surprising that Louis-Claude de Saint-Martin (1743-1803), the philosophe inconnu of late Enlightenment Europe, remains almost completely unknown outside of the marginalized and exotic disciplines of esoterism, theosophy, and mysticism. Although influential in (...) certain circles, Saint-Martin failed to penetrate the mainstream of Enlightenment thought, and what influence he did have in philosophy was largely felt outside of this period altogether, revealing itself in figures such as Maistre, 2 Lamartine, 3 and German Romantics like Franz von Baader. 4 In his own lifetime Saint-Martin was met with incredulity by the forces of rationalism. Voltaire was given a copy of Saint-Martin's 1775 text Des erreurs et de la vérité by a friend of d'Alembert. Voltaire later commented to the mathematician, "I don't believe anyone has ever printed anything more absurd, [End Page 635] more obscure, more crazy, and more stupid." 5 In the Tableau de Paris, Mercier described Saint-Martin and his martinist followers as a sect which turned its back on the paths opened up by sound physics, chemistry, and all natural history in order "to run headlong into an invisible world only they perceived." Saint-Martin taught that the objects we see around us are only "fantastic and deceptive images" and that the truth lies precisely where we cannot see it, Mercier explained. "Physical experiences," the cornerstone of the dominant sensationalist doctrine, were for the martinists only "errors," an "eternal source of folly and deception," wrote Mercier. 6 One review of Saint-Martin's works described their effect as analogous to that of a "pyramid covered in hieroglyphs, erected by an unknown man in a public square," in other words, completely mystifying. 7 The revolutionary Barnave would link martinism with all the other "metaphysical follies," which were, he believed, the result of an overly speculative tendency in eighteenth-century thought. 8For his part Saint-Martin rejected what he considered to be the anti-spiritual tendency of Enlightenment thought. Responding (as a mature student) to the professor Garat, one of the idéologue followers of Condillac, at the École normale in 1795, Saint-Martin wrote: I always admire how you protect youself from materialism by endorsing... the teachings of Condillac. Although I read little, I have just gone through (very quickly, it is true) his Essai sur les origines des connaissances humaines and his Traité des sensations. Piccinini and Craver (Synthese 183:283–311, 2011) argue for the surprising view that psychological explanation, properly understood, is a species of mechanistic explanation. This contrasts with the ‘received view’ (due, primarily, to Cummins and Fodor) which maintains a sharp distinction between psychological explanation and mechanistic explanation. The former is typically construed as functional analysis, the analysis of some psychological capacity into an organized series of subcapacities without specifying any of the structural features that underlie the explanandum capacity. The latter idea, of (...) course, sees explanation as a matter of describing structures that maintain (or produce) the explanandum capacity. In this paper, I defend the received view by criticizing Piccinini and Craver’s argument for the claim that psychological explanation is not distinct from mechanistic explanation, and by showing how psychological explanations can possess explanatory force even when nothing is known about the underlying neurological details. I conclude with a few brief criticisms about the enterprise of mechanistic explanation in general. (shrink)

Jeffrey Barrett presents the most comprehensive study yet of a problem that has puzzled physicists and philosophers since the 1930s. The standard theory of quantum mechanics is in one sense the most successful physical theory ever, predicting the behaviour of the basic constituents of all physical things; no other theory has ever made such accurate empirical predictions. However, if one tries to understand the theory as providing a complete and accurate framework for the description of the behaviour of all (...) physical interactions, it becomes evident that the theory is ambiguous, or even logically inconsistent. The most notable attempt to formulate the theory so as to deal with this problem, the quantum measurement problem, was initiated by Hugh Everett III in the 1950s. Barrett gives a careful and challenging examination and evaluation of the work of Everett and those who have followed him. His informal approach, minimizing technicality, will make the book accessible and illuminating for philosophers and physicists alike. The animal agriculture industry causes animals a tremendous amount of pain and suffering. Many ethical vegans argue that we therefore have an obligation to abstain from animal products in order to reduce this suffering. But this argument faces a challenge: thanks to the size and structure of the animal agriculture industry, any individual’s dietary choices are overwhelmingly unlikely to make a difference. In this paper, we criticize common replies to this challenge and develop an alternative argument for ethical veganism. Specifically, (...) we argue that individuals should abstain from animal products because vegans, as a group, successfully reduce animal suffering, and individuals are obligated to participate in, rather than free ride on, this collective endeavor. Or, at the very least, individuals have strong reasons to purchase fewer inhumanely raised animal products—even if they are not obligated to go vegan per se. (shrink)

We fear that the growing threat of violent attack has upset the balance between existential concepts of political power, which emphasize security, and traditional notions of constitutional limits meant to protect civil liberties. We worry that constitutional states cannot, during a time of war, terror, and extreme crisis, maintain legality and preserve civil rights and freedoms. David Williams Bates allays these concerns by revisiting the theoretical origins of the modern constitutional state, which, he argues, recognized and made room for (...) tensions among law, war, and the social order. We traditionally associate the Enlightenment with the taming of absolutist sovereign power through the establishment of a legal state based on the rights of individuals. In his critical rereading, Bates shows instead that Enlightenment thinkers conceived of political autonomy in a systematic, theoretical way. Focusing on the nature of foundational violence, war, and existential crises, eighteenth-century thinkers understood law and constitutional order not as constraints on political power but as the logical implication of that primordial force. Returning to the origin stories that informed the beginnings of political community, Bates reclaims the idea of law, warfare, and the social order as intertwining elements subject to complex historical development. Following an analysis of seminal works by seventeenth-century natural-law theorists, Bates reviews the major canonical thinkers of constitutional theory (Locke, Montesquieu, and Rousseau) from the perspective of existential security and sovereign power. Countering Carl Schmitt's influential notion of the autonomy of the political, Bates demonstrates that Enlightenment thinkers understood the autonomous political sphere as a space of law protecting individuals according to their political status, not as mere members of a historically contingent social order.
