The paper of Hans Diejenbacher and Ulrich Ratschstrats from the thesis that although the eighties have been a lost decade for the developing countries, the structures of the conflict between the North and the South have changed drastically. Those changes are exemplified by six different problern areas: the danger of an irreversible global climate change, the deterioration of the terms of trade for the developing countries, the impoverishment of the least development countries, the relationship between foreign debts and inflation, (...) the crisis of development policy, and the effects of the changing east-west-conflict. The description of those conflict areas Ieads to the question how it could be possible to overcome the discrepancy between the knowledge about these problems on the one hand and the willingness to initiate political change on the other band. AdaBoost has been successfully applied to a number of classification tasks, seemingly defying problems of overfitting. AdaBoost performs gradient descent in an error function with respect to the margin. This method concentrates on the patterns which are hardest to learn. However, this property of AdaBoost can be disadvantageous for noisy problems. Indeed, theoretical analysis has shown that the margin distribution plays a crucial role in understanding this phenomenon. Loosely speaking, some outliers should be tolerated if this has the benefit of (...) substantially increasing the margin on the remaining points. In this paper, we propose new noise robust boosting methods using the concepts of ν-Support Vector Classification and Arc-GV. These methods allow for the probability of a pre-specified fraction ν of points to lie in the margin area or even on the wrong side of the decision boundary. This algorithms can give a nicely interpretable way of controlling the trade-off between minimizing the training error and capacity. (shrink)

Anhand der für die Geschichte der Denksysteme zentralen Vorstellungen über die Natur-Kultur-Differenz und die physikalische Kausalität werden Reichweite und Grenzen der These einer universalen Entwicklungslogik kritische geprüft. Die historischen Studien bieten dabei einen neuartigen Blick auf die Aristotelische Physik und ihre mittelalterlichen Fortentwicklungen. The explanation of animal communication by means of concepts like information, meaning and reference is one of the central foundational issues in animal behaviour studies. This book explores these issues, revolving around questions such as: • What is the nature of information? • What theoretical roles does information play in animal communication studies? • Is it justified to employ these concepts in order to explain animal communication? • What is the relation between animal signals and human language? There is another hard problem, in addition to the problem of how anything material can have the subjective, first-person phenomenology of consciousness (Chalmers, 1995). It is the problem of how anything material can have freedom. By ‘freedom’ I mean a person’s ability to behave in a purposive, non-random fashion that is not determined by neurophysiological structure and physical law.

Ethological theory standardly attributes representational content to animal signals. In this article I first assess whether Ruth Millikan’s teleosemantic theory accounts for the content of animal signals. I conclude that it does not, because many signals do not exhibit the required sort of cooperation between signal‐producing and signal‐consuming devices. It is then argued that Kim Sterelny’s proposal, while not requiring cooperation, sometimes yields the wrong content. Finally, I outline an alternative view, according to which consumers alone are responsible for conferring (...) representational status and determining content. At the beginning of the 21st century the conditio humana cannot be understood nationally or locally but only globally. This constitutes a revolution in the social sciences. The `sociological imagination' so far has basically been a nation state imagination. The main problem is how to redefine the sociological frame of reference in the horizon of a cosmopolitan imagination. For the purpose of empirical research I distinguish between three concepts: interconnectedness, liquid modernity and cosmopolitization from within. The latter is a kind (...) of class analysis after class analysis, which takes on board globalization internalized. For the purposes of social analysis, therefore, it is necessary to distinguish systematically between the national manifestation on the one hand and cosmopolitan reality of `global flows', currents of information, symbols, money, risks, people, social inequalities, on the other. This internal involuntary and often unseen cosmopolitanization from below of the national sphere of experience is occurring, however, with the power of economic globalization. So what does inner `cosmopolitanization' mean? The key concepts and questions of a way of life, such as nourishment, production, identity, fear, memory, pleasure, fate, power and politics, can no longer be located and understood nationally, but only globally whether in the shape of globally shared collective futures, capital flows, impending ecological or economic catastrophes, global foodstuff chains, transnational power games, or the `Esperanto' of pop music. In this article I look at transformation in the understanding of space-time, of identity, of the production paradigms, as well as at the resulting consequences for key sociological concepts like class and power and, within this frame, point to certain dilemmas of cosmopolitanism. Constitutions are not just legal texts but form a narrative with an engaging plot, a hierarchy of actors and a distinct ideology. They can be read and interpreted as literary texts. The four constitutions in 20th century Russia can be attributed to specific genres. Moreover, they interact closely with the official culture of their time. The constitutions serve an important task in the cultural self-definition of Russian society which as a rule occurred in moments of ideological crisis. The case of (...) Russia is especially intriguing since the Utopian project of a just society needed in every stage of its evolution a new convincing design which was able to guarantee the citizens' loyalty to the state. The paper presents a refined method of extracting reasonable and sometimes unexpected programs from classical proofs of formulas of the form ∀x∃yB . We also generalize previously known results, since B no longer needs to be quantifier-free, but only has to belong to a strictly larger class of so-called “goal formulas”. Furthermore we allow unproven lemmas D in the proof of ∀x∃yB , where D is a so-called “definite” formula.

The discourse on climate politics so far is an expert and elitist discourse in which peoples, societies, citizens, workers, voters and their interests, views and voices are very much neglected. So, in order to turn climate change politics from its head onto its feet you have to take sociology into account. There is an important background assumption which shares in the general ignorance concerning environmental issues and, paradoxically, this is in corporated in the specialism of environmental sociology itself — this (...) is the category of ‘the environment’. If ‘the environment’ only includes everything which is not human, not social, then the concept is sociologically empty. If the concept includes human action and society, then it is scientifically mistaken and politically suicidal. (shrink)

How can one distinguish the concept of second modernity from the concept of postmodernity? Postmodernists are interested in deconstruction without reconstruction, second modernity is about deconstruction and reconstruction. Social sciences need to construct new concepts to understand the world dynamics at the beginning of the 21st century. Modernity has not vanished, we are not post it. Radical social change has always been part of modernity. What is new is that modernity has begun to modernize its own foundations. This is what (...) it means to say modernity has become reflexive. It has become directed at itself. This causes huge new problems both in reality and in theory. There has been a pluralization of the boundaries within and between societies, between society and nature, between Us and Other, between life and death. This pluralization also changes the inherent nature of boundaries. They become not so much boundaries as a variety of attempts to draw of boundaries. Border conflicts become transformed into conflicts over the drawing of boundaries. Where postmodernism simply celebrates this multiplication of boundaries, the theory of second modernity starts with the problem this new reality poses for individual and collective decisions, and with the problem that the continued existence of such decisions poses for theory. Institutions that are capable of such conscious boundary drawing are enabled in a way that those of the first modernity were not. But this process also generates qualitatively new kinds of trouble and crises. To investigate those troubles is to unveil the emergence of the second modernity. (shrink)

In the following article, we propose an analytical framework for the analysis of Corporate Social Responsibility (CSR) Standards based on the paradigmatic nexus of voice and entitlement. We follow the theory of decentration and present the concept of Transnational Norm-Building Networks (TNNs), which — as we argue — comprise a new nexus of voice and entitlement beyond the nation—state level. Furthermore, we apply the analytical framework to the ISO 26000 initiative and the Global Compact. We conclude the article with remarks (...) on the legitimacy and the effectiveness of norms generated by TNNs. Through this, we aim to contribute a new theoretical foundation to the analysis of CSR standards, which enables us to undertake a more differentiated description of TNN structures which have hitherto been ignored in academic literature. Secondly, we will contribute to the practical debate on ISO 26000 and the Global Compact by proposing new perspectives on the conditions of their legitimacy and effectiveness based on the voice-entitlement nexus. Ulrich Meyer defends a novel theory about the nature of time, and argues against the consensus view that time and space are fundamentally alike. He presents the first comprehensive defense of a 'modal' account, which emphasizes the similarities between times and possible worlds in modal logic, and is easily reconciled with the theory of relativity.

Was ist die Essenz dieser affektiven Bindung (des Attachments)? Es werden zwei bildhafte Konzepte entwickelt: das affektive Feld und die Trajektorie. Letztere ist als ein Weg der affektiven Information zwischen den Protagonisten gezeichnet. Jedes Selbst hat ein affektives Feld. Die Felder zwischen zwei Selbsten werden verknüpft, jedoch nicht im Sinne der Feldtheorie, die eine eigen­ständige Entwicklung eines gemeinsamen Feldes postuliert. In einem wissenschaftstheoretischen Exkurs (...) werden die Ansätze »Feld« und »two singles« als gleichwertige Möglichkeiten diskutiert, Intersubjektivität zu verstehen. Die affektive Beziehung entwickelt sich zunächst zu den beiden Funktionen der resonanten und der responsiven Relation, um dann zunehmend durch die kognitive überlagert zu werden. Affektive Kommunikation ist nicht identisch mit der affektiven Bindung. Es werden Störungen im Bereich der Psychosen und Formen früher Störungen beschrieben. Die Ergebnisse der Bindungsforschung sind bekannt, spielen aber in dieser klinisch ausgerichteten Arbeit nur hintergründig eine Rolle. (shrink)

Many studies show that punishment, although able to stabilize cooperation at high levels, destroys gains which makes it less efficient than alternatives with no punishment. Standard public goods games (PGGs) in fact show exactly these patterns. However, both evolutionary theory and real world institutions give reason to expect institutions with punishment to be more efficient, particularly in the long run. Long-term cooperative partnerships with punishment threats for non-cooperation should outperform defection prone non-punishing ones. This article demonstrates that fieldwork data from (...) hunter-gatherers, common pool resource management cases and even PGGs support this hypothesis. Although earnings in PGGs with a punishment option may be lower at the beginning, efficiency increases dramatically over time. Most ten-period PGGs cannot capture this change because their time horizon is too short. (shrink)

This article differentiates between three different axes of conflict in world risk society. The first axis is that of ecological conflicts, which are by their very essence global. The second is global financial crises, which, in a first stage, can be individualized and nationalized. And the third, which suddenly broke upon us on September 11th, is the threat of transnational terror networks, which empowers governments and states. Two sets of implications are drawn: first, there are the political dynamics of world (...) risk society. In an age where trust and faith in God, class and progress have largely disappeared, humanity's common fear has proved the last - ambivalent - resource for making new bonds. Second, the methodological nationalism that preoccupies the sociological imagination has to be overcome and a `methodological cosmopolitism' has to be created. (shrink)
