This degrading appraisal is discussed and the article demonstrates that Bastiat was a praxeologist ahead of this time. (1) What may be gained by applying concepts generalised from economics to methodological problems? The perspective of cost-benefit analysis ('CBA' for short) may help the researcher to see what sorts of questions he should take into account when dealing with particular methodological problems. This claim is supported by applying generalised CBA-thinking to two standard problems of methodology. (2) In the practice of research the handling of basic statements does not normally constitute any problem, and no conscious decision is involved. In (...) the methodological reconstruction the key questions are: 'How can a particular basic statement be criticised?' and 'What are the costs of defending a statement that is "problematic"?' The problem of the empirical 'base' is an investment problem: whether or not to invest time and effort into processing a particular basic statement into a falsifying hypothesis for the theory we wish to test. The valuation of the costs of rejecting or, as the case may be, of defending a basic statement, are objective. (3) With respect to theories, in basic science, the issue is not one of acceptance or rejection of a single theory, but rather of theory preference. Both the rational response to a falsification and rational theory preference are governed by CBA-considerations. The option for one of two competing theories is based upon a CBA where the valuation of benefits and costs is objective. Theory change is an objective process, at least in those fields, where theorising is closely controlled by empirical testing: the better theory drives out the less good theory. The costs of defending a theory that is less good than its competitor are mainly epistemic resources forgone. The use of CBA in methodology not only is compatible with Popper's position, but it may pay to view Popper's methodology as an application of CBA to epistemic situations. (shrink)

Confronted with problems or situations that do not yield toknown theories and world views, scientists and students are alike. Theyare rarely able to directly build a model or a theory thereof. Rather,they must find ways to make sense of the circumstances using theircurrent knowledge and adjusting what is recognized in the process. Thisway of thinking, using past ways of perceiving the physical world tobuild new ones does not follow a logical path and cannot be described astheory revision. O. The idea of scientific progress in contemporary philosophy of science. Explicating the concept of cognitive progress means at the same time articulating an ideal of science. A desirable ideal: explain a lot and offer certainty. 1. Working out the ideal with the "foundationalist-positivist" approach. If the question, "When is it rational to accept a theory?" is answered, "When it has sufficient inductive support," this leads to insoluble problems. Reactions to the collapse of this approach - especially relativism and theory (...) instrumentalism. 2. The Popperian alternative: rational theory preference despite fallibility of methods for determining truth or greater accuracy of representations. What good reasons can there be for the conjecture that one theory is superior to a competing theory in its achievement as a description? Achievements to date as fallible but objective indicators of strength in describing. The sorts of risks for a theory differ in explanation and in prediction. Corresponding to the risks are the chances for cognitive progress. Instead of a cumulative index, itemized indication of success and failure in explanation and prediction with regard for importance of the questions at issue. HauserThe call for papers for this special issue of Philosophy and Rhetoric1 acknowledged the continuous centrality of human agency across the history of Western thought on rhetoric. At its ancient Greek origins, the Sophists and philosophers were at swords points over the question of what constituted responsible speech and who had responsibility for the consequences of moving the demos to public actions that bore on the (...) city-state and the lives of its citizens. On the one hand, sophistic understood the human world as indeterminate, progressing or regressing through appeals that would establish social and political reality for the community through the power of language and argument to move the minds and hearts of citizens. Protagoras expressed this vision with his aphorism, "Man is the measure of all things, of the things that are, that they are, and of the things that are not, that they are not." Central to their understanding of the human world was a recognition and exploration of language's psychogogic powers. For the philosophers, on the other hand, sophistic's position represented a problematic abandonment of the quest for Eternal Truth.The tension between the quest for contingent truth and Eternal Truth is illustrated by Xenophon's rendition of the aftermath of the Athenian naval victory at Arginoussai, in 406 BCE. In his Hellenika,2 he recounts how some of the victorious fleet's sailors became separated from it during the confusion of battle and were left behind. Although the commanders sent a group to rescue them, violent seas thwarted their efforts and the men drowned. Upon returning to Athens as victors, the commanders were arrested and charged with cowardice. The Ecclesia met to decide whether to bind them over for trial. The commanders seemed to have persuaded most of their innocence, but time ran out for that day's proceedings before a vote on whether to bind them over for a trial could be taken. That evening, at a festival in the city, opponents of the commanders attended dressed in [End Page 181] black mourning clothes and pretended to be grieving relatives of the lost sailors. Their displays of sorrow over the sailors' deaths were so convincing that they swung the emotions of many in the opposite direction.The next day, opponents of the commanders played upon the events of the night before and the citizens, remembering the displays of grief they had witnessed, were persuaded to try the commanders themselves, rather than deciding whether to bind them over to the courts for trial. Arguments went back and forth on how to interpret the tragic event—were the commanders brave but foiled by nature, or was their conduct spineless? Did they deserve a laurel wreath for their victory in battle, or to be executed for cowardice in allowing the stranded sailors to drown? During the 20 years since the Rwandan genocide a number of younger Rwandan theologians have reflected on the terrible events that ravaged their country in 1994. They have presented PhD theses at different universities in Africa and Europe. Four of these deal explicitly with the 1994 genocide. The basic main question of this review article is how these theologians are looking to reconstruct the broken Rwandan society. This analysis reveals that, while exploring a variety of subjects, each of these theologians (...) is looking for a way in which reconciliation may be achieved in Rwandan society, which has been torn apart by the consequences of the genocide. This article indicates the main issues put forward by these scholars and highlights what they have in common and to what extent they differ. (shrink)

Summary Research consists of choosing a problem, proposing and testing problem solutions, and presenting the results. In its central moment — conjectures and testing — science must be autonomous in order to be successful. Securing this autonomy by organizational means is one of the tasks of research policy. Research needs to justify itself only when the researcher makes a claim to the resources of others. To discuss problems of justification of governmental support, it is imperative to distinguish between basic and (...) applied research. In basic research the problem choice is guided only by considerations of scientific interest , while in applied research the problems emanate from extra-scientific concerns since applied research is by definition a means for tackling concrete practical problems. Deciding on external criteria (e.g. deciding whether to support more energy research or more cancer research) is a genuine political problem rather than a problem of research policy. Thus applied research can be justified by referring to the benefit the expected results will yield, but basic research requires a completely different justification. One such justification is the argument that applied research requires a certain overhead in basic research. Securing an adequate balance between funding basic and applied research within the problem area concerned is another task of research policy. (E.g. in the area of cancer whether to support more molecular biology research or more clinical research.) When the overhead argument is not applicable, there still remain several possible justifications for basic research. These are examined in the paper. When setting priorities for basic research within a certain discipline, one apparently must turn to the scientific community itself. It may well be that the researches, who constitute the only expertise available for this task, have to rely on tacit knowledge . If so, this remains afaute de mieux procedure since articulated criteria would be preferable to intuitive procedures. The purpose of methodological reflection on research policy making is to supply intellectual instruments for making the discussion about substantive problems more rational. The substantive problems can be tackled only through the close cooperation of research policy makers and researchers. Thus methodology should not limit the degrees of freedom of either but increase them. (shrink)

Summary The theory of research under development at this Institute aims at systematically describing and evaluating research and its products. It conceives research as an innovative sytem in which knowledge, problems and instruments are produced and processed. It proceeds by tacking between case studies of research enterprises (past or on-going) and constructing models over such features as data generation, hypothesis checking, systematization of pieces of knowledge, etc. Its auxiliaries are systems-theory, information theory, etc. It results should make possible a critical (...) examination of the factors that steer research processes — such as the perspective, criteria, ideals of science. The paper presents the results of two vignette studies that examine how company breastfeeding accommodation influences ratings of organizational attractiveness and work-related intentions. North American business students and employees engaged in long-term employment found organizations that accommodate breastfeeding to be more fair, attractive, and were more likely to apply to them, and accept jobs from them, than organizations that did not accommodate. Effects were stronger for female participants than for male participants. Board oversight of community benefit constitutes an ethical imperative for nonprofit health care organizations. By "ethical imperative" we mean a health care organization's duty to fulfill value-based obligations that transcend compliance requirements in order to be consistent with its basic sense of purpose. We consider three points here: the existence of a distinctively ethical imperative for board oversight, the fact that the imperative is organizational in nature, and practical ways to fulfill its obligations. In recent years, the relationships between systems of symbolic representations and cities have given rise to an often rich and stimulating consideration among various specialists in human sciences, namely, historians, anthropologists, semiologists and sociologists, among others. Urban conglomerates can no longer be conceived as simple assemblages of more or less functional constructions. The city is as much a mental concept as it is a physical reality. It is made up of images that give it a meaning. It does not exist (...) independently of the sum of subjective interpretations that are continually made by its inhabitants. Our Western perception of the city may be influenced by romanesque literature or the memory of a painting, in other words, by imaginary worlds. It varies according to individual memory: each of us is attached to the different urban spaces of his souvenirs, emotions arising from family history or the duration of a lifetime. These personal projections are all the more important because they command a certain number of daily actions and furnish a framework of orientation to every citizen. They contribute to giving a moral quality to urban space and transform physical objects into concepts, into more or less determined signs. (shrink)

This paper focuses on how the practitioners of the exact and natural sciences can make a contribution to the project of the social sciences to break free of a reductive Eurocentrism in order to achieve a renewed universalism. Focusing in particular on the last 50 years, the paper: a) describes the 1955–60 turning point that can be perceived in techno-scientific development and its relationship with society; b) analyzes technical developments under the two modes of gigantism and miniaturization, putting them in (...) close relation with the political evolution of the world (Cold War and post-Cold War era) as well as with the phenomena of divergence/convergence among disciplines; c) explains the 'ethical movement in science' namely by introducing the idea of moral revaluation defined by similarity/contrast with the older and now well-accepted concept of scientific revolution; and d) sketches a typology of the scientific community's varied responses to the growing social protests around topics such as nuclear installations, health crises, genetically modified organisms, nanotechnologies and so on. For some thirty years, a handful of architects has been trying to call into question the primacy that the history of architecture has given to monumental buildings. The representatives of this trend want to get away from the short chronology, common since the Italian Renaissance, and react against the dominant international functionalism that has too little respect for the local cultural contexts. It is under the influence of this “vernacular” approach that the small traditional structure became as legitimate an object (...) of research as the well-known buildings. This approach, innovative and audacious as it was, broke with a Utopian vision of a large part of modern architecture. It led the architects concerned to turn toward non-European countries and to focus their attention on the connections between indigenous housing patterns and cultures. From this decentralization ethno-architecture was born by which we understand the study of preindustrial, “traditional” habitats and housing. Inspired by Panofsky, Eliade, and Lévi-Strauss and familiar with the social sciences, these researchers appropriated the conceptual tools of anthropology. They opened up important fields of research in Asia, Oceania, the Middle East, and Africa and reaped a rich harvest of ethnographic materials. It quickly became clear to them that the so-called “traditional” house developed, in imitation of palaces and temples, from the culture of a given population and that it was informed by the religious images of the inhabitants as much as by its most sacred buildings.
