I analyze optimal auction design in the presence of linear type-dependent negative externalities. I characterize the properties of the optimal mechanism when externalities are “strongly decreasing” and “increasing” in the agent’s valuation and I discuss its implementation with sealed-bid auctions. Interestingly, bidding strategies are not necessarily increasing in valuations, and the optimal mechanism can be implemented by setting a price ceiling instead of a reserve price.

The role of Broca's area is currently unclear even with regard to language. Suggestions that this area was enlarged on the left in certain of our hominid ancestors are unconvincing. Broca's area may have nothing to do with a lateralized gestural or vocal system Handedness may have evolved more than four million years ago.

It has been suggested that damage to anterior regions of the left hemisphere results in a dissociation in the perception and lexical activation of past-tense forms. Specifically, in a lexical-decision task in which past-tense primes immediately precede present-tense targets, such patients demonstrate significant priming for irregular verbs (spoke–speak), but, unlike control participants, fail to do so for regular verbs (looked–look). Here, this behavioral dissociation was first confirmed in a group of eleven patients with damage to the pars opercularis (BA 44) (...) and pars triangularis (BA 45) of the left inferior frontal gyrus (i.e., Broca's area). Two conditions containing word-onset orthographic–phonological overlap (bead–bee, barge–bar) demonstrated that the disrupted regular-verb priming was accompanied by, and covaried with, disrupted ortho-phonological priming, regardless of whether prime stimuli contained the regular inflectional rhyme pattern. Further, the dissociation between impaired regular-verb and preserved irregular-verb priming was shown to be continuous rather than categorical; priming for weak-irregular verbs (spent–spend) was intermediate in size between that of regular verbs and strong verbs. Such continuous dissociations grounded in ortho-phonological relationships between present- and past-tense forms are predicted by single-system, connectionist approaches to inflectional morphology and not predicted by current dual-system, rule-based models. Event-related potential data demonstrated that N400 priming effects were intact for both regular and irregular verbs, suggesting that the absence of significant regular-verb priming in the response time data did not result from a disruption of lexical access, and may have stemmed instead from post-lexical events such as covert articulation, segmentation strategies, and/or cognitive control. I begin with a characterization of neurolinguistic theories, trying to pinpoint some general properties that an account of brain/language relations should have. I then address specific criticisms made in the commentaries regarding the syntactic theory assumed in the target article, properties of the Trace Deletion Hypothesis (TDH) and the Tree-Pruning Hyothesis (TPH), other experimental results from aphasia, and findings from functional neuroimaging. Despite the criticism, the picture of the limited role of Broca's area remains unchanged.

I wholeheartedly endorse Grodzinsky's program of attempting to tie the particular deficits observed in Broca's aphasics' comprehension and production to changes in their mentally represented model of grammar. At the level of detail, however, I see problems with two specific changes that Grodzinsky posits. One is a default Agent-assignment strategy in comprehension. The other is the hypothesis that production involves pruning all functional projections above Agreement Phrase.

I consider a situation in which workers have present-biased preferences and tend to procrastinate their tasks, but underestimate the degree of self-control problems that they will face in the future. Brocas and Carrillo show that a form of competition always mitigates delay in a setting where agents are perfectly aware of their future self-control problems. However, I show that the introduction of the competition considered in their paper does not necessarily mitigate delay in a setting where agents underestimate the (...) magnitude of their future self-control problems. The intuition is that competition reinforces their belief that they will complete earlier, which undermines their incentive to complete now. This result holds even when there is only one worker who severely underestimates the degree of his or her future self-control problem, suggesting that the mere existence of a single “irrational” agent can undermine the overall performance of organizations. Moreover, the intuition behind my result implies that, to mitigate procrastination, it is important to design schemes in which workers believe that they will not complete early in the future, e.g., reducing competition over time, increasing cost over time, or even enforcing no work day tomorrow. The strong predominance of right-handedness appears to be a uniquely human characteristic, whereas the left-cerebral dominance for vocalization occurs in many species, including frogs, birds, and mammals. Right-handedness may have arisen because of an association between manual gestures and vocalization in the evolution of language. I argue that language evolved from manual gestures, gradually incorporating vocal elements. The transition may be traced through changes in the function of Broca's area. Its homologue in monkeys has nothing to do with vocal control, (...) but contains the so-called “mirror neurons,” the code for both the production of manual reaching movements and the perception of the same movements performed by others. This system is bilateral in monkeys, but predominantly left-hemispheric in humans, and in humans is involved with vocalization as well as manual actions. There is evidence that Broca's area is enlarged on the left side in Homo habilis, suggesting that a link between gesture and vocalization may go back at least two million years, although other evidence suggests that speech may not have become fully autonomous until Homo sapiens appeared some 170,000 years ago, or perhaps even later. The removal of manual gesture as a necessary component of language may explain the rapid advance of technology, allowing late migrations of Homo sapiens from Africa to replace all other hominids in other parts of the world, including the Neanderthals in Europe and Homo erectus in Asia. Nevertheless, the long association of vocalization with manual gesture left us a legacy of right-handedness. Numerous authors have interpreted the history of anthropological and medical conceptions of race in nineteenth century France as following a path mapped out by phrenology, anthropometry, and Paul Broca's version of physical anthropology. On balance, this has resulted in an historical narrative centered on Parisian intellectual life and one leaving the impression that by the 1890s anthropological theories had moved away from ethnological and cultural explanations toward more biological views of race. This article, by contrast, examines the world beyond Paris (...) and the literatures of naval and army medicine from about 1830 to 1920. It describes the contours of a medical and anthropological pluralism in matters of race and ethnicity and argues that cultural and ethnological perspectives remained important to theorists of race through World War I. Multiple realization was once taken to be a challenge to reductionist visions, especially within cognitive science, and a foundation of the “antireductionist consensus.” More recently, multiple realization has come to be challenged on naturalistic grounds, as well as on more “metaphysical” grounds. Within cognitive science, one focal issue concerns the role of neural plasticity for addressing these issues. If reorganization maintains the same cognitive functions, that supports claims for multiple realization. I take up the reorganization involved in language dysfunctions to (...) deal with questions concerned with multiple realization and neural plasticity. Beginning with Broca’s case for localization and the nineteenth century discussion of “reorganization,” and returning to more recent evidence for neural plasticity, I argue that, in the end, there is substantial support for multiple realization in cognitive systems; I further argue that this is wholly consistent with a recognition of methodological pluralism in cognitive science. The shared neurocognitive processes hypothesis suggests that the emergence of the combinatorial component of language skills within the frontal lobe/Broca's area made possible the complexification of tool-making skills. The importance of the frontal lobe/Broca's area in tool behavior is somewhat surprising with regard (...) to the literature on neuropsychology and cognitive neuroscience, which has instead stressed the critical role of the left inferior parietal lobe. Therefore, to be complete, any version of the shared neurocognitive processes hypothesis needs to integrate the potential interactions between the frontal lobe/Broca's area and the left inferior parietal lobe as well as their co-evolution at a phylogenetic level. Here, we sought to provide the first elements of answer through the use of the massive deployment framework, which posits that evolutionarily older brain areas are deployed in more cognitive functions (i.e., they are less specific). We focused on the left parietal cortex, and particularly the left areas PF, PGI, and anterior intraparietal (AIP), which are known to be involved in tool use, language, and motor control, respectively. The deployment of each brain area in different cognitive functions was measured by conducting a meta-analysis of neuroimaging studies. Our results confirmed the pattern of specificity for each brain area and also showed that the left area PGI was far less specific than the left areas PF and AIP. From these findings, we discuss the different evolutionary scenarios depicting the potential co-evolution of the combinatorial and generative components of language and tool behavior in our lineage. This article provides insight into the entwinement of the allegedly neutral category of handedness with questions of sex/gender, reproduction, dis/ability, and scientific authority. In the 1860s, Paul Broca suggested that the speech centre sat in the left brain hemisphere in most humans, and that right-handedness stemmed from this asymmetry. One century later, British psychologists Marian Annett and Chris McManus proposed biologically unconfirmed theories of how handedness and brain asymmetry were passed on in families. Their idea to integrate chance into genetic (...) models of handedness was novel, and so was their use of computerized statistics to parse out the incidence of handedness genotypes and phenotypes. Notwithstanding significant conceptual and methodological overlaps, McManus and Annett did not collaborate and proposed competing theories. I analyse the sexed/gendered dimensions of their controversy by drawing on published literature, unpublished documents, and oral history interviews. I first attend to the epistemological importance of sex/gender. Both psychologists published several iterations of their models, which increasingly relied on questions of sex/gender and reproduction. Annett additionally linked handedness with stereotypically gendered cognitive abilities. Second, I argue that using masculine-coded computer technologies contributed to Annett’s professional marginalization whereas similar methods endowed McManus with surplus authority. Finally, I show that Annett’s complicity in stabilizing sociocultural hierarchies within her theory mirrored her personal experience of marginalization based on sex/gender, age, education, and lack of institutional affiliation. This analysis exemplifies the entanglement of cognitive and social factors in scientific controversies and adds to the literature on 20th-century British women psychologists. (shrink)

The evidence about asymmetries between the two hemispheres in human and non-human species may contribute to the current debate about language evolution. Here I present a selective review of the available data, limited to the macroscopic and microscopic anatomy of the main language areas. Both post-mortem and imaging studies confirm the presence of a leftward asymmetry in the Planum Temporale region in humans; in the case of Broca’s area the evidence is less consistent. The data about non-human primates also support (...) the presence of a leftward asymmetry of the PT area in apes and monkeys. Studies on large populations, combining quantitative structural imaging of cortex and white matter, functional imaging measures during language tasks, and detailed assessments of handedness are needed to assess the relevance of comparative brain anatomy data to the investigation of language evolution. This commentary points to the lack of sound data supporting Corballis's thesis that there is a general left-hemisphere dominance for nonverbal vocal production in mammals. I also point out that area F5 in the rhesus monkey, which Corballis considers as homologous to Broca's area, contains not only visual “mirror” neurons but also auditory “mirror” neurons. This weakens Corballis's thesis that language developed exclusively at the gestural level.

IN THE PRELUDE to Middlemarch, George Eliot lamented the unfulfilled lives of talented women: Some have felt that these blundering lives are due to the inconvenient indefiniteness with which the Supreme Power has fashioned the natures of women: if there were one level of feminine incompetence as strict as the ability to count three and no more, the social lot of women might be treated with scientific certitude. Eliot goes on to discount the idea of innate limitation, but while she (...) wrote in 1872, the leaders of European anthropometry were trying to measure "with scientific certitude" the inferiority of women. Anthropometry, or measurement of the human body, is not so fashionable a field these days, but it dominated the human sciences for much of the nineteenth century and remained popular until intelligence testing replaced skull measurement as a favored device for making invidious comparisons among races, classes, and sexes. Craniometry, or measurement of the skull, commanded the most attention and respect. Its unquestioned leader, Paul Broca (1824-80), professor of clinical surgery at the Faculty of Medicine in Paris, gathered a school of disciples and imitators around himself. Their work, so meticulous and apparently irrefutable, exerted great influence and won high esteem as a jewel of nineteenth-century science. Broca's work seemed particularly invulnerable to refutation. Had he not measured with the most scrupulous care and accuracy? (Indeed, he had. I have the greatest respect for Broca's meticulous procedure. His numbers are sound. But science is an inferential exercise, not a catalog of facts. Numbers, by themselves, specify nothing. All depends upon what you do with them.) Broca depicted himself as an apostle of objectivity, a man who bowed before facts and cast aside superstition and sentimentality. He declared that "there is no faith, however respectable, no interest, however legitimate, which must not accommodate itself to the progress of human knowledge and bend before truth."
