This paper focuses on how African national leaders can make global democracy relevant to sustainable development in Africa. Seeing the problem of sustainable development in Africa from the structural and functional angles, this paper begins with an introduction and a clarification of terms such as ‘democracy’, ‘globalization’ and ‘development’. It then analyzes the underlying foundations of global democracy and its implications to cultures of the African peoples. This paper tries to place the impact of global democracy on Africa in perspectives (...) by weighing the pros and cons of global democracy. Tracing the genesis of functional and developmental problems in the post-colonial Africa to structural problems occasioned by Africa’s colonial experience, this paper however strongly contends that the main problem militating against sustainable development in the post-colonial Africa is bad politics and mismanagement of national resources. African peoples need to be taught that some of the African national leaders are responsible for the bad condition of underdevelopment in the global period because of bad political governance ranging from the inability of African leaders to calculate all the relevant factors in the making of their policies as well as failing to provide effective technologies and competent staff to deal with rigging of elections and other electoral problems in addition to corruption and mismanagement of public funds. There is no way for the African nations to survive without production of goods and services in terms of farming, agriculture and diversification of their revenue base. National leaders of the various African nations cannot avoid policies that enable the industrialization of African nations through the provision of the basic infrastructures and viable amenities for social, economic, and political development. They should however be wary of debt traps of International Monetary Fund and World Bank because borrowing nations are often given difficult conditions that often make it difficult for them to obtain the desired benefits in terms of sustainable development. The study recommends that for sustainable development to take place in Africa there is need for national leaders to embrace good political governance that places the people at the centre of development to be manifested in guileless electoral process and effective management of the resources. This paper contends that the realization of sustainable development in African nations requires moral, political, and economic integration. Ever since nonhuman entity and the environment became a major ethical issue, anthropocentric worldviews have been blamed for all that is morally wrong about our dealings with nature. Those who regard themselves as non-anthropocentrists / holistic scholars typically assume that the West’s anthropocentric axiologies and ontologies stir all of the environmental degradations associated with human species. In contrast, a handful of environmental philosophers aver that anthropocentrism is entirely acceptable as a foundation for environmental ethics as human’s perspective cannot be entirely (...) removed from the decision-making process. They often argue that is it possible for the man to act responsibly towards the environment for human’s sake and its future generation. Thus there is an ever-present tension between anthropocentrism and holism, with each side trying to oust talk each other. In my opinion, those extreme views are lump sided, as such lack room for tolerance. The thrust of this paper is to bridge the gap within these ethical theories with the theory of “anthropoholism”. Anthropoholism is a theory in environmental ethics that acknowledges man central role; perspective, place in eco-system as well as ontology but argues that despite this position, Man is just a part of nature, such that he cannot exist independently of the environment, or cannot be understood without reference to the environment. With this, the theory of anthropoholism is able to bridge the gap between the two extreme views by stating the obvious and explaining the connection between the two extreme views. (shrink)

President Barack Obama ordered federal regulatory agencies to engage in a retrospective regulatory review process in early 2011. This paper reports the initial results of an analysis of participation in the notice and comment process by business and public interest groups. The focus of the analysis is on comments given to the Environmental Protection Agency (EPA). Some attention is given to the EPA’s identification of regulations to be reviewed, as a result of this process.

While it is generally assumed that large corporations today give rhetorical support for basic human rights in public relations documents, skepticism continues toarise about the behavior of these firms. Do company actions support their rhetoric? This paper provides the initial analysis of our study of both rhetoric and practice regarding human rights in a small sample of large U.S. firms. At this point in the analysis, UNGC membership does not appear to have much influence on corporate rhetoric, but may be (...) partially correlated with several measures of corporate performance on human rights issues. Drawing from contemporary social science studies on the shifting regime of research governance, this paper extends the literature by utilizing a metaphoric image—research is a game—observed in a field engagement with 82 American, British, and Danish crop and plant scientists. It theorizes respondents’ thinking and practices by placing the rules of the research game in dynamic and interactive tension between the scientific, social, and political-economic contingencies that generate opportunities or setbacks. Scientists who play the game exploit opportunities and surmount setbacks (...) by adopting strategies and reinventing tactics in order to maximize their winnings and to minimize their losses. Urban dwellers’ food and nutritional wellbeing are both dependent on infrastructure and can be indicative of wider wellbeing in urban contexts and societal health. This paper focuses on the multiple relationships that exist between food and infrastructure to provide a thorough theoretical and empirical grounding to urgent work on urban food security and nutrition in the context of rapid urban and nutrition transitions in the South. We argue that urban systems and food systems thinking have not been well aligned, but (...) that such alignment is not only timely and overdue but also fruitful for both thematic areas of research and policy. We draw in particular on work within wider urban political economy and political ecology that can be classified as part of the ‘infrastructural turn’ that is influential with urban studies but little acknowledged within food studies. Drawing on these literatures helps us to better understand the interrelationships between people, things and ideas that make up both infrastructure and food systems. Policy, planning and research relating to both food and urban systems cannot afford to ignore such interlinkages, though much policy still operates on the neat assumptions of progressive connectivity to ‘the grid’ and formal food retail. Instead we argue how in many urban governance systems, a variety of hybrid mechanisms—on and off the grid, public and private formal and informal—better represent how urban residents, particularly the most marginalised, meet their everyday food and infrastructural needs along a continuum of gridded and off-grid access. This study used a partial least squares structural equation modelling (PLS-SEM) to estimate curriculum management's direct and indirect effects on university graduate programmes' viability. The study also examined the role of institutional effectiveness in mediating the nexus between the predictor and response variables. This is a correlational study with a factorial research design. The study's participants comprised 149 higher education administrators (23 Faculty Deans and 126 HODs) from two public universities in Nigeria. A structured questionnaire designed by the researchers was (...) used for data collection. The questionnaire was duly validated with an acceptable scale and item content validity indices. The dimensionality of the instrument was determined using exploratory factor analysis (EFA). Convergent validity was based on Average Variance Extracted (AVE), whereas discriminant validity was based on Fornell-Lacker criteria and the Hetero-Trait Mono-Trait (HTMT) ratio. Acceptable composite reliability estimates of internal consistency were reached for the three sub-scales. Following ethical practices, the questionnaire was physically administered to respondents and retrieved afterwards. Smart PLS (version 3.2.9) and SPSS (version 26.0) programs were used for all the statistical analyses. This study uncovered significant direct and indirect effects of curriculum management on the viability of graduate programmes. Institutional effectiveness significantly impacted graduate programmes’ viability while mediating the nexus between curriculum management and graduate programmes’ viability. Curriculum management and institutional effectiveness jointly explained a significant proportion of graduate programmes’ viability variance. The result of this study proved that graduate programmes’ viability depends, to a great extent, on how much curriculum is managed and how effective institutions are with their services. The result of this study can enable institutions seeking to run viable graduate programmes to re-evaluate their curriculum management practices and the effectiveness of their services. (shrink)

Nurses play a key role in the provision of services in relation to sexuality in both primary and sexual and reproductive health‐care. Given the intersection of sexualities with a range of social injustices, this study reviews research on nursing practice concerning sexuality from an emancipatory/social justice perspective. A systematic review of English articles published in nursing journals appearing on the Web of Science database from 2009 to 2014 was conducted. Thirty‐eight articles met the inclusion criteria. Analysis consisted of a descriptive (...) phase (types and location of studies, aspects of sexualities focused on, target health users and aspects of nursing practice focused on) and a critical/emancipatory phase. In terms of practice, our analysis revealed that: barriers exist to the integration of issues relating to sexuality in nursing practice; the social location of nurses and their personal feelings regarding sexuality influence their practice; content that addresses gendered norms and media that assist in communication underpin some emancipatory practices. Few studies locate analyses of nursing practice within gendered, cultural and social norms; consider advocacy as part of the practice of nurses; or analyse the promotion of health user participation in health services and structures. Results: We analyzed 1,402 surveys and 15 in-depth interviews. Many (32%) CL participants reported greater difficulty refilling medications and a minority (14%) reported greater difficulty accessing HIV care during the pandemic. Most (99%) Opt4Mamas participants reported no difficulty refilling medications or accessing HIV/pregnancy care. Among the CL participants, older women were less likely (aOR = 0.95, 95% CI: 0.92–0.98) and women with more children were more likely (aOR = 1.13, 95% CI: 1.00–1.28) to report difficulty refilling medications. Only 2% of (...) CL participants reported greater difficulty managing FP and most (95%) reported no change in likelihood of using FP or desire to get pregnant. Qualitative analysis revealed three major themes: (1) adverse organizational/economic implications of the pandemic, (2) increased importance of pregnancy prevention during the pandemic, and (3) fear of contracting COVID-19. James F. Keenan defines mercy as “the willingness to enter the chaos of another.” Mercy thus defined, he argues, is the distinctive characteristic of Christian morality. This essay asserts that mercy is, in fact, a public virtue, one that can be affirmed across a broad range of religious and moral traditions. As a public virtue, mercy ought to shape both affective and effective responses to the Syrian refugee crisis in the United States.

I offer a solution to an old puzzle about how God can be both just and merciful at the same time—a feat which seems required of God, but at the same time seems impossible since showing mercy involves being more lenient than justice demands. Inspired by two of Jesus’ parables and work by Feinberg, Johnson and Smart, I suggest that following a “principle of merciful justice”—that persons ought to receive what they deserve or better—delivers mercy and justice simultaneously, (...) certainly in cases of distributions of goods, and even in cases of distribution of harms as well, if we can accept some qualifications. Is mercy more important than justice? Since antiquity, mercy has been regarded as a virtue. The power of monarchs was legitimated by their acts of clemency, their mercy demonstrating their divine nature. Yet by the end of the eighteenth century, mercy had become “an injustice committed against society... a manifest vice.” Mercy was exiled from political life. How did this happen? In this book, Malcolm Bull analyses and challenges the Enlightenment’s rejection of mercy. A (...) society operating on principles of rational self-interest had no place for something so arbitrary and contingent, and having been excluded from Hobbes’s theory of the state and Hume’s theory of justice, mercy disappeared from the lexicon of political theory. But, Bull argues, these idealised conceptions have proved too limiting. Political realism demands recognition of the foundational role of mercy in society. If we are vulnerable to harm from others, we are in need of their mercy. By restoring the primacy of mercy over justice, we may constrain the powerful and release the agency of the powerless. And if arguments for capitalism are arguments against mercy, might the case for mercy challenge the very basis of our thinking about society and the state? An important contribution to contemporary political philosophy from an inventive thinker, On Mercy makes a persuasive case for returning this neglected virtue to the heart of political thought. This book sets stories of morally decent actions in a wider context of the essential barbarism of war. It charts the wider path of obscenity and atrocity in war to highlight moments of moral grace, of goodwill toward the enemy and civilians inside a frame of jarring ugliness and malice. It does not seek traditional war heroes or elevate anyone to secular sainthood. It presents ordinary people caught up in the extraordinary swirl of war, who did not see themselves as (...) saints or heroes at the time yet showed rare courage, notwithstanding. It presents portraits of everyday folk who reacted in a moment of crisis with mercy and sensitivity, with empathy for shared humanity with an enemy or the innocent. The goal is to recognize those brave few who refused immoral acts and orders, even at grave personal risk. Who in the midst of degradation and dehumanization saw common humanity, then chose not to pull the trigger. And others who put themselves outside suffocating conformity, to help rather than kill a wounded enemy or stop an atrocity. And those who made a simple gesture of kindness to a suffering enemy that had no larger consequence. Uninterested in saints, it looks to map a more modest, achievable and relatable lesson taken from the annals of war: an accounting best captured in a simple yet compelling word 'decency.'. (shrink)

Wonder Woman's "Merciful Minerva!" uses the Roman name for Athena, and it is clear that her physical power and skill with weaponry is based on the ancient goddess. Wonder Woman's origin story uses the ancient Greek in exactly the same way the philosopher Georg Wilhelm Friedrich Hegel does in his Philosophy (...) of History. Hegel outlined his theory of history as a threefold progression. In the first stage, only the despot was free; in the second stage, the Greeks discovered that some are free; and in the third stage, the stage of the modern world, we know that all are free. The Wonder Woman origin story goes through the same three major stages, and uses the Greeks in that crucial second stage. (shrink)

Mercy is a form of charity towards wrongdoers that justifies punishing them less severely than they deserve according to justice. Three main objections to mercy, or its exercise by organs of the state-that it is irrational, unjust and procedurally unfair-are addressed in the course of defending mercy as a value that has a place in deliberation about criminal punishment. In the late twelfth and early thirteenth century, increasingly sophisticated ethical thought made its way out of the theology texts and into pastoral guides and sermons, making it possible for a greater number of ethically informed lay people to share pastoral responsibility. One exercise of this responsibility was fraternal correction, through which a person, motivated by charity, rebukes a neighbor for his or her wrongdoing. This essay argues that the practice of fraternal correction is in fact a sort of blaming, (...) since it includes a judgment of blameworthiness and opprobrium for the offender’s bad choice, moral address directed to the offender, the demand for a response, and holding the offender accountable. However, in contrast to other forms of blame, the source of the offender’s accountability to the corrector in fraternal correction is the social system created by the exercise of mercy. (shrink)

Forgiveness and mercy are both generous responses to wrongdoing. Forgiveness is a personal reaction to wrongful harm. It can be expressed in emotional, verbal, or relational terms, and it can potentially express a number of important moral values. Controversial topics with regard to forgiveness include the possibility of unforgivable actions and of third-party, self, and group forgiveness. Recent political developments have invited philosophical reflection on public forgiveness. Mercy is usually theorized in relation to punishment, and it is understood (...) to provide the basis for more lenient treatment than that demanded by justice, interpreted strictly. Lam, Joseph On 11 April 2015 Pope Francis called for a special of Year of Mercy, which subsequently was symbolically inaugurated with the opening of the Holy Doors of the Basilicas of St Peter and of St John in Rome on 8 December. According to the Argentinian Pontiff, upon whose episcopal ministry is placed the maxim miserendo atque eligendo, mercy is the key element leading to the rediscovery of the spiritual joy that appears to have faded away in (...) the life of the church. To counter this pessimism, Francis reminds his flock of the affectionate and tenderhearted look of God, whose merciful and loving gaze enriches and liberates the life of every Christian: 'Thanks solely to this encounter or renewed encounter with God's love, which blossoms into an enriching friendship, we are liberated from our narrowness and self-absorption'. Yet, Francis in his major teaching documents seems to caution against the concept of happiness, even though his description of the effects produced by the mercy and joy of the Gospel leads to human growth, within which human happiness is understood as a right. He has called for an integral development that includes society's most neglected members,6 and that respects and includes all forms of existence. Nonetheless, it is not a soft choice, as if mercy opens the door to all forms of pleasure as long as they make people happy. (shrink)
