We hebben geen toegang tot het bewustzijn van de Ander maar kunnen desondanks gedachten met elkaar uitwisselen. We kunnen de werkelijkheid met elkaar bespreken en fictieve werelden met elkaar delen alsof ze toch ergens buiten onszelf bestaan. De (...) taalgebruiker heeft er allemaal geen moeite mee. In De magie van taal brengt Net Koene stap voor stap in kaart wat zich in ons hoofd afspeelt wanneer we naar de Ander luisteren. Ze isoleert taalvormen, woorden, constructies, toonhoogte- en ritmekenmerken die we als informatief herkennen in wat de Ander zegt. Ze laat zien hoe al die vormen systematisch hun eigen bijdrage leveren aan onze voorstelling van waar de Ander het over heeft. De auteur toont deze processen vanuit een denkbeeldig alwetend perspectief, in dit boek Omega genoemd. Jeff Bernard was a distinguished semiotician, always au courant with the main accomplishments in the field. Although Jeff himself had specialized in socio-semiotics, his architectural training and his artistic youth had lent him a really open mind, able to comprehend almost everything.Jeff Bernard was also an excellent administrator. He and Gloria organized countless international conferences, most of them based in Vienna (at the Institute for Socio-Semiotic Studies Jeff was the director of ), but also in other places in Austria, Germany, (...) Italy. All of them were a success. Jeff ran the ISSS almost single-handed. He edited books (he published three of mine, among many, many others), anthologies, semiotic journals. He knew how to raise funding, of which the whole semiotic community benefitted. In 2003, he acted as my “impresario”, as he jokingly said, and organized a lecturing tour through Central Europe for me.Jeff was also a wonderful host; he considered his guests as part of the family and treated them accordingly. Many were the times when he picked me up from one Viennese railway station or the other, or when he drove me there, when I stopped in Vienna, to or from other places. It was owing to Jeff and Gloria that I discovered Grinzig, Baden, and various other cozy places in and around Vienna. Last but not least, it was also due to Jeff and Gloria that I discovered the charm of many Viennese restaurants.Jeff was kind and generous, elegant and discreet. He helped quite a lot of semioticians to forward their careers, and more important still, he did it unobtrusively. Jeff was also a likeable person, with an entertaining conversation and a fine sense of humor.“I am a Feminist”, Jeff once said. (For the sake of historical accuracy, it was in September 1997, round a dinner table at the Early-Fall School of Semiotics, thenheld in Bankya, Bulgaria). And he further expanded: “Otherwise, we couldn’t be living with Gloria. And my life would be pretty difficult, virtually surrounded as I am by so many professional women. But they all think I am a Feminist, and they are happy to work for my benefit. So I sit at my desk in Vienna, and my women colleagues from all over the world send me contributions for this and that, come over to participate in conferences, etc. It pays being a Feminist”.“Ich bin ein Berliner”, said Jeff on another occasion. For historical accuracy, it was in September 2003, during the conference celebrating his 60th birthday, in answer to a remark made by Roland Posner. It seemed a humorous statement, and everybody smiled. But I think this was true in spirit. These few lines, as well as (I suppose) those written by other colleagues who have contributed to the present issue, are meant to illustrate this self-definition. Clearing algorithms are at the core of modern payment systems, facilitating the settling of multilateral credit messages with (near) minimum transfers of currency. Traditional clearing procedures use batch processing based on MILP - mixed-integer linear programming algorithms. The MILP approach demands intensive computational resources; moreover, it is also vulnerable to operational risks generated by possible defaults during the inter-batch period. This paper presents TORC3 - the Token-Ring Clearing Algorithm for Currency Circulation. In contrast to the MILP approach, TORC3 is (...) a real time heuristic procedure, demanding modest computational resources, and able to completely shield the clearing operation against the participating agents’ risk of default. This paper discusses the hazards of regulating controversial biomedical research in light of the emergence of powerful, multi-national biotechnology corporations. Prohibitions on the use of government funds can simply force controversial research into the private sphere, and unilateral or multilateral research bans can simply encourage multi-national companies to conduct research in countries that lack restrictive laws. Thus, a net effect of government regulation is that research migrates from the public to the private sphere. Because private research receives less oversight (...) and external scrutiny than public research, it can threaten the welfare and rights of human subjects, scientific progress and openness, and the quality of the approval process for new biomedical technologies. In order to avoid the harmful effects of government regulation of biotechnology, society should promote meaningful discussion and dialogue among scientists, industry leaders, and the public before resorting to regulatory solutions. Legislative or executive initiatives should be applied with great discretion and care, and should be crafted in such a way that they protect public health and safety, promote scientific progress, and avoid the hazards of privatized research and polarized debates. We present epistemic multilateral logic, a general logical framework for reasoning involving epistemic modality. Standard bilateral systems use propositional formulae marked with signs for assertion and rejection. Epistemic multilateral logic extends standard bilateral systems with a sign for the speech act of weak assertion (Incurvati and Schlöder 2019) and an operator for epistemic modality. We prove that epistemic multilateral logic is sound and complete with respect to the modal logic S5 modulo an appropriate translation. The logical framework (...) developed provides the basis for a novel, proof-theoretic approach to the study of epistemic modality. To demonstrate the fruitfulness of the approach, we show how the framework allows us to reconcile classical logic with the contradictoriness of so-called Yalcin sentences and to distinguish between various inference patterns on the basis of the epistemic properties they preserve. ASP.net is one of the most widely used languages in web developing of its many advantages, so there are many lessons that explain its basics, so it should be an intelligent tutoring system that offers lessons and exercises for this language.why tutoring system? Simply because it is one-one teacher, adapts with all the individual differences of students, begins gradually with students from easier to harder level, save time for teacher and student, the student is not ashamed to make mistakes, and (...) more. Therefore, in this paper, we describe the design of an Intelligent Tutoring System for teaching ASP.net to help students learn ASP.net easily and smoothly. Tutor provides beginner level in ASP.net. A theory of implementation for multilateral regulation of business is introduced. Four types of implementation actors (international organizations, states, nongovernmental organizations, and business associations) and three implementation tasks (communicate, monitor, and sanction) are identified. The ease of implementation is affected by issues and events that occur early in the life cycle of a policy. Ten propositions are put forward regarding the effects of problem definition and policy formulation on implementation. This article describes and interprets the impact, particularly on women and children, of pressure by multilateral organizations on contemporary Brazilian early child care and education policies. Based on an analysis of macro data and documents, the author argues that this pressure is old, existing prior to the introduction of the concept of globalization into the vocabulary of the media and the social sciences. A first wave of pressure dates from the 1970s, during the cold war, and the second, beginning (...) in the 1990s, resulted from the Washington Consensus. The central argument and supporting data presented in this article show that the early child care and education models put forward by multilateral organizations both perpetuate and are sustained by gender inequality and intersecting relations of class, race, and age domination. We show how to embed a framework for multilateral negotiation, in which a group of agents implement a sequence of deals concerning the exchange of a number of resources, into linear logic. In this model, multisets of goods, allocations of resources, preferences of agents, and deals are all modelled as formulas of linear logic. Whether or not a proposed deal is rational, given the preferences of the agents concerned, reduces to a question of provability, as does the question of (...) whether there exists a sequence of deals leading to an allocation with certain desirable properties, such as maximising social welfare. Thus, linear logic provides a formal basis for modelling convergence properties in distributed resource allocation. (shrink)

In this paper I argue for a theory of punishment I call Multilateral Retributivism. Typically retributive notions of justice are unilateral: focused on one person’s desert. I argue that our notions of desert are multilateral: multiple people are owed when a moral crime is committed. I argue that the purpose of punishment is communication with the end-goal of reconciling the offender to society. This leads me to conclude that the death penalty and life without parole are unjustified because (...) they necessarily cut communication short. (shrink)

Bayes nets are a powerful tool for researchers in statistics and artificial intelligence. This chapter demonstrates that they are also of much use for philosophers and psychologists interested in (Bayesian) rationality. To do so, we outline the general methodology of Bayes nets modeling in rationality research and illustrate it with several examples from the philosophy and psychology of reasoning and argumentation. Along the way, we discuss the normative foundations of Bayes nets modeling and address some of the methodological problems it (...) raises. (shrink)

Bayesian nets are widely used in artificial intelligence as a calculus for causal reasoning, enabling machines to make predictions, perform diagnoses, take decisions and even to discover causal relationships. This book, aimed at researchers and graduate students in computer science, mathematics and philosophy, brings together two important research topics: how to automate reasoning in artificial intelligence, and the nature of causality and probability in philosophy.

The relational interpretation of quantum mechanics (RQM) has received a growing interest since its first formulation in 1996. Usually presented as an interpretational layer over the usual quantum mechanics formalism, it appears as a philosophical perspective without proper mathematical counterparts. This state of affairs has direct consequences on the scientific debate on RQM which still suffers from misunderstandings and imprecise statements. In an attempt to clarify those debates, the present paper proposes a radical reformulation of the mathematical framework of quantum (...) mechanics which is relational from the start: fact-nets. The core idea is that all statements about the world, facts, are binary entities involving two systems that can be symmetrically thought of as observed and observer. We initiate a study of the fact-nets formalism and outline how it can shed new relational light on some familiar quantum features. (shrink)

Union Citizenship as currently implemented in the European Union introduces a distinct concept of citizenship that necessitates an adequate normative approach. The objective of this paper is to assess EU Citizenship against the theoretical background of multilateral democracy. This approach is specifically suited for this task, as it does not rely on a nation-state paradigm or the presumption of a further transformation into a federation or union. We propose three criteria by which to assess multilevel citizenship: equal individual rights, (...) equal sovereignty of peoples and the balancing of individuals' and peoples' interests. We argue that the current practice of Union Citizenship does not fully meet the proposed standards, regarding equal rights within and equal access to, the political system. Based on our assessment, we propose reform options of access to national and supranational citizenship and argue for supranational participation rights and equal transnational rights to gradually re-establish full membership for individuals. This monograph looks at causal nets from a philosophical point of view. The author shows that one can build a general philosophical theory of causation on the basis of the causal nets framework that can be fruitfully used to shed new light on philosophical issues. Coverage includes both a theoretical as well as application-oriented approach to the subject. The author first counters David Hume’s challenge about whether causation is something ontologically real. The idea behind this is that good metaphysical concepts (...) should behave analogously to good theoretical concepts in scientific theories. In the process, the author offers support for the theory of causal nets as indeed being a correct theory of causation. Next, the book offers an application-oriented approach to the subject. The author shows that causal nets can investigate philosophical issues related to causation. He does this by means of two exemplary applications. The first consists of an evaluation of Jim Woodward’s interventionist theory of causation. The second offers a contribution to the new mechanist debate. Introductory chapters outline all the formal basics required. This helps make the book useful for those who are not familiar with causal nets, but interested in causation or in tools for the investigation of philosophical issues related to causation. (shrink)

Non-technical summary: -/- When developing and deploying negative emissions technologies (NETs), little attention has been paid to where. On the one hand, one might develop NETs where they are likely to contribute most to global mitigation targets, contributing to a global climate solution. On the other hand, one might develop NETs where they can help support development on a regional basis, justified by regional demands. I defend these arguments and suggest that they reflect the values of efficiency and responding to (...) need, respectively. To the extent that these values conflict, they introduce what I call the Need-Efficiency Trade-off Effect (‘NET Effect’). -/- Technical summary: -/- Unlike other geoengineering methods, the effectiveness of negative emissions technologies (NETs) tends to be sensitive to regional siting. This paper argues that this point raises morally and legally important implications by identifying a trade-off between ‘efficiency’ and ‘need’. First, it introduces two arguments justifying NETs: one focused on contributions to global mitigation and the other focused on contributions to regional development. Second, reflecting the two arguments, the paper discusses the moral values of efficiency and need, respectively. For instance, if the strategy is to try to use NETs to maximize expected mitigation contributions to reflect efficiency, then deployment should occur in regions with the best prospects for success (e.g. Western countries). However, if the strategy is to try to use NETs to improve the chances of simultaneous development and mitigation to respond to need, then deployment should occur in regions with limited development and expected growth of demand for NETs (e.g. Asian countries). When these values conflict, I call that a Need-Efficiency Trade-off Effect (‘NET Effect’). The democratic criteria for representation in the European Union are complex since its representation involves several delegation mechanisms and institutions. This paper develops institutional design principles for the representation of peoples and individuals and suggests reform options of the European Union on the basis of the theory of multilateral democracy. In particular, it addresses how the equality of individuals can be realised in EU representation while guaranteeing the mutual recognition of peoples. Unlike strict intergovernmental institutions, the EU requires an (...) additional and independent legislative chamber in which individuals are directly represented. However, strict equality of individuals cannot be the guiding principle for this chamber. In order to avoid the overruling of peoples through supranational majorities, it is necessary to bind the chamber's composition by a principle of degressive proportionality. The representation of peoples, on the other hand, needs to be connected to their domestic democratic institutions. (shrink)

To achieve the very specific goal of reducing net greenhouse gas emissions to zero by 2050, many technical challenges and conflicts of interest must be overcome. How can a strategy be developed that is politically and socially acceptable? Research is needed to support societal efforts to rethink the links between energy use and human well-being.

Early and accurate diagnosis of glaucoma is critical for avoiding human vision deterioration and preventing blindness. A deep-neural-network model has been developed for the diagnosis of glaucoma based on Heidelberg retina tomography, called “Seeking Common Features and Reserving Differences Net” to make full use of the HRT data. In this work, the proposed SCRD-Net model achieved an area under the curve of 94.0%. For the two HRT image modalities, the model sensitivities were 91.2% and 78.3% at specificities of 0.85 and (...) 0.95, respectively. These results demonstrate a significant improvement over earlier results. In addition, we visualized the network outputs to develop an interpretation of the learned mechanism for discriminating glaucoma and normal images. Thus, the SCRD-Net can be an effective diagnostic indicator of glaucoma during clinical screening. To facilitate SCRD-Net utilization by the scientific community, the code implementation will be made publicly available. (shrink)

Hello. Net neutrality, preserving a free and open Internet, is a critical issue. An information revolution similar to the industrial revolution has occurred and Internet policies are being formed. "Non-discrimination" provisions like Net Neutrality have governed the nation's communications networks since 1930. However such a doctrine needs to be put into law. In the same way that National Public Radio and public television are publicly governed, an open net is critical for the continuation of democracy.

The paper displays the similarity between the theory of probabilistic causation developed by Glymour et al. since 1983 and mine developed since 1976: the core of both is that causal graphs are Bayesian nets. The similarity extends to the treatment of actions or interventions in the two theories. But there is also a crucial difference. Glymour et al. take causal dependencies as primitive and argue them to behave like Bayesian nets under wide circumstances. By contrast, I argue the behavior of (...) Bayesian nets to be ultimately the defining characteristic of causal dependence. (shrink)

In a widely cited and controversial speech, UN Secretary-General Kofi Annan highlighted the moral character of the boundaries of political sovereignty when he questioned whether respecting national sovereignty everywhere and always precluded the international protection of human rights. He argued that it did not and highlighted the importance of multilateral authorization. In this article, I explore the difference that multilateral authority, as opposed to unilateral national decision, should make in justifying armed intervention. Should the more salient role of (...) the United Nations lead us to a more expansive tolerance of international intervention? And, if multilateralism does make a difference—and many think its impartiality is key—are good intentions enough? Had the international community also discovered how to intervene more effectively, with a better prospect of self-sustaining self-determination, at an acceptable humanitarian cost? I will conclude that multilateralism should widen our acceptance of intervention, even though the intentions at play are not reliably superior to unilateral intentions. (shrink)
