Jackson’s general project is heavily informed by Dewey’s pluralistic brand of pragmatism. As Jackson notes “Dewey’s Logic . . . stand[s] firmly in the tradition leading to this book” (216). Dewey scholars will greet Jackson’s extension of this approach to the study of international (...) relations warmly. Gentry is particularly concerned with marginalized peoples who inhabit failed states, whose realities are willfully ignored through the “abstraction” and “hegemonic masculinity” in international relations, as well as in the dominant voices in political theology (Reinhold Niebuhr, Stanley Hauerwas, and Jean Bethke Elshtain) that support an “uncritical complicity with power … unable to deal with vulnerable populations outside of the West” (27). This chapter takes issue with a traditional approach that has tried, unsuccessfully, to separate order from justice. It argues that a solidarist consciousness has been developed, arising from a wide range of social, political, economic, and technological forces. These developments make a retreat to pluralist state‐based conceptions of international order and justice impossible. In Emanuel Adler's distinctive constructivist approach to international relations theory, international practices evolve in tandem with collective knowledge of the material and social worlds. This book - comprising a selection of his journal publications, a new introduction and three previously unpublished articles - points IR constructivism in a novel direction, characterized as 'communitarian'. Adler's synthesis does not herald the end of the nation-state; nor does it suggest that agency is unimportant in international life. Cause is a problematic concept in social science, as in all fields of knowledge. We organise information in terms of cause and effect to impose order on the world, but this can impede a more sophisticated understanding. In his latest book, Richard Ned Lebow reviews understandings of cause in physics and philosophy and concludes that no formulation is logically defensible and universal in its coverage. This is because cause is not a feature of the world but a cognitive shorthand we (...) use to make sense of it. In practice, causal inference is always rhetorical and must accordingly be judged on grounds of practicality. Lebow offers a new approach - 'inefficient causation' - that is constructivist in its emphasis on the reasons people have for acting as they do, but turns to other approaches to understand the aggregation of their behaviour. International Relations's intellectual history is almost always treated as a history of ideas in isolation from both those discursive and political economies which provide its disciplinary and wider context. This paper contributes to this wider analysis by focusing on the impact of the field's discursive economy. Specifically, using Foucaultian archaeologico-genealogical strategy of problematization to analyse the emergence and disciplinary trajectories of Constructivism in IR, this paper argues that Constructivism has been brought gradually closer to its mainstream Neo-utilitarian counterpart (...) through a process of normalization, and investigates how it was possible for Constructivism to be purged of its early critical potential, both theoretical and practical. The first part of the paper shows how the intellectual configuration of Constructivism and its disciplinary fortunes are inseparable from far-from-unproblematic readings of the Philosophy of Social Science: the choices made at this level are neither as intellectually neutral nor as disciplinarily inconsequential as they are presented. The second and third parts chart the genealogies of Constructivism, showing how its overall normalization occurred in two stages, each revolving around particular practices and events. The second part concentrates on older genealogies, analysing the politics of early classificatory practices regarding Constructivism, and showing how these permitted the distillation and immunization of Constructivism – and thus of the rest of the mainstream scholarship which it was depicted as compatible with – against more radical Postmodernist/Post-structuralist critiques. Finally, the third part focuses attention on recent genealogies, revealing new attempts to reconstruct and reformulate Constructivism: here, indirect neutralization practices such as the elaboration of ‘Pragmatist’ Constructivism, as well as the direct neutralization such as the formulation of ‘Realist’ Constructivism, are key events in Constructivism's normalization. This thesis problematises the bases of soft power, that is, causal mechanisms connecting the agent (A) and the subject (B) of a power relationship. As the literature review reveals, their underspecification by neoliberal IR scholars, the leading proponents of the soft power concept, has caused a great deal of scholarly confusion over such questions as how to clearly differentiate between hard and soft power, how attraction (soft power’s primary mechanism) works and what roles structural and relational forces play in hard/soft (...) power. In an effort to ascertain the bases, I address this issue not from the viewpoint of A’s policies or resources, like do IR neoliberal scholars, but in terms of B’s psychological perception of A. Employing social psychological accounts, I argue that attraction can be produced in three distinct ways, namely 1) through B’s identification with A (“emotional” attraction), 2) via B’s appreciation of A’s competence/knowledge in a particular field (“rational” attraction) and 3) by means of the activation of B’s internalised values which contextually prescribe B to act in A’s favour (“social” attraction). Importantly, depending upon the way attraction is produced, it is peculiar in a number of characteristics, the main of which are power scope, weight and durability. Insights from social psychology also show that unlike soft power, hard power requires not only B’s relevant perception of the A-B relationship (as coercive or rewarding), but also A’s capability to actualise a threat of punishment and/or a promise of reward. I argue this difference can be fairly treated as definitional rather than empirical, which implies that coercion and reward necessarily have both relational and structural dimensions, whereas for attraction, a structural one alone suffices, while a relational one may or may not be present. Having explicated the soft power bases, I illustrate each of them using three “most likely” case studies, namely Serbia’s policies towards Russia (emotional attraction), Kazakhstan’s approach to relations with the EU (rational attraction) and Germany’s policies vis-à-vis Israel (social attraction). New communitarianism is important even to those who care little about academic disputes. A greatly altered communitarian position lays the foundation for an international legal framework that is more comprehensive than the United Nations' Universal Declaration of Human Rights. It is more attentive to beliefs in the East, and enhances the ability of nations that adhere to different values to find common ground on policies ranging from humanitarian interventions to fighting terrorist groups. International Relations scholars informed by Jacques Derrida’s ethical theory argue that one may press this tension to positive dynamics through affirmation of the aporia that a secured (...) home is a requirement for the possibility of the hospitality that might undo conflict between migrants and emplaced citizens. Yet, the attraction of Derrida’s critical Kantianism and this revival of hospitality depends on asserting the primacy of habitation to how citizen subjects stand with respect to foreigners who move. It depends on neglecting how any assumption of home is not based on a given home but, rather, on movements to impose the boundaries and bounty of a home. No one faces the movement of others who seek to make home from the position of home but only also in movements of homemaking. Both the citizen and the migrant move in forms of imposition. In this article, we present a new conception of internal relations between quantity tropes falling under determinates and determinables. We begin by providing a novel characterization of the necessary relations between these tropes as basic internal relations. The core ideas here are that the existence of the relata is sufficient for their being internally related, and that their being related does not require the existence of any specific entities distinct from the relata. We argue that quantity tropes (...) are, as determinate particular natures, internally related by certain relations of proportion and order. By being determined by the nature of tropes, the relations of proportion and order remain invariant in conventional choice of unit for any quantity and give rise to natural divisions among tropes. As a consequence, tropes fall under distinct determinables and determinates. Our conception provides an accurate account of quantitative distances between tropes but avoids commitment to determinable universals. In this important respect, it compares favorably with the standard conception taking exact similarity and quantitative distances as primitive internal relations. Moreover, we argue for the superiority of our approach in comparison with two additional recent accounts of the similarity of quantity tropes. (shrink)

The category of a national interest is one of the most popular notions used in international relations. It has a polysemic character and is differently interpreted by various scientific perspectives. The purpose of this article is to provide a brief analysis of selected approaches of the theory of international relations to defining interests and correlating the interpretations of national interests of the Russian Federation performed on their bases. The choice of case study concerning the foreign policy (...) of the Russian Federation is not accidental because in countries aspiring to gain world power the concept of national interest is raised while explaining the motives of decisions taken by their leaders exceptionally often. In this article, Russia’s interests will be discussed in reference to the annexation of the Crimea and Russia’s actions towards Ukraine. Those events vividly show the specificity of defining the national interests, based on one hand on the pursue to being a powerhouse and understanding the interests in the category of power and, on the other hand, resulting from the political identity of Russian elites. As a result, an assessment of the scientific utility of selected theoretical paradigms and their use in the analyses of Russia’s foreign policy will be outlined. (shrink)

The relationship between power, law and consent is a key feature of the Western debate on criminal law. On the one side, defining the legitimate ways of exercising the punitive power has been a critical question since the Enlightenment thought onwards and especially as to the rule of law doctrine. On the other side, the role played by public punishment in shaping consent and its communicative potential have been crucial questions for critical, as well as non-critical approaches to criminal law (...) in contemporary thought. These questions gain in strength and radicalism when it comes to international criminal law (ICL). In this case the filter of the state is not present anymore to mediate between power, law and consent, and the power to punish individuals is directly exercised by international institutions. This means, on the one hand, that traditional justifications of the power to punish and which are elaborated on in the domestic sphere are not useful anymore in legitimating international punishment. International criminal norms are not framed by an international democratically elected parliament, and their exercise is not controlled by the complex system of checks and balances typical of the rule of law. On the other hand, having not being created by a sovereign, international criminal law cannot be conceived as an instrument to build or consolidate consent around the sovereign. A double-sided dilemma therefore arises: traditional explanations are no longer apt to answer the question whether ICL is legitimate, while ICL itself can no longer be considered an instrument to build consent around the traditional power exercising it, namely the state. Although I consider both sides of the dilemma equally interesting and stimulating, I will focus here only on one side of the coin: the ability to build consent of the ICL institutions, and in particular the International Criminal Court (ICC). In other words, instead of asking whether the consent around the ICC is broad enough for the Court to be considered legitimate, I shall ask whether the ICC is able to build consent around the world order it embodies. Realism and constructivism, two key contemporary theoretical approaches to the study of international relations, are commonly taught as mutually exclusive ways of understanding the subject. Realist Constructivism explores the common ground between the two, and demonstrates that, rather than being in simple opposition, they have areas of both tension and overlap. There is indeed space to engage in a realist constructivism. But at the same time, there are important distinctions between them, and there remains a need for a (...) constructivism that is not realist, and a realism that is not constructivist. Samuel Barkin argues more broadly for a different way of thinking about theories of international relations, that focuses on the corresponding elements within various approaches rather than on a small set of mutually exclusive paradigms. Abstract: Interpretations of the Tractatus divide into what might be called a metaphysical and an anti-metaphysical approach to the work. The central issue between the two interpretative approaches has generally been characterised in terms of the question whether the Tractatus is committed to the idea of ‘things’ that cannot be said in language, and thus to the idea of a distinctive kind of nonsense: nonsense that is an attempt to say what can only be shown. In this paper, I (...) look at this dispute from a different perspective, by focusing on the treatment of the concept of internal relations. By reference to the work of Peter Hacker, Hidé Ishiguro and Cora Diamond, I show how this concept is understood quite differently in each of the two interpretative traditions. I focus particularly on how Wittgenstein's idea of the ‘internal relation of depicting that holds between language and the world’ (Tractatus 4.014) might be understood within the two interpretative approaches. I offer some reasons in support of the anti-metaphysical treatment of the concept. (shrink)

Lebow demonstrates that foreign policies consistent with generally accepted ethical norms are more likely to succeed, and those at odds with them to fail. Constructing original data sets and analyzing multiple case studies, Lebow makes an empirical case for ethics in international relations. His approach looks to create a productive dialogue between those who ask primarily 'ought' questions and those who pose 'is' questions. The former want to establish appropriate criteria for the behaviour of state and non-state (...) actors and the discourses that lead to their policy decisions, whereas scholars who pose 'is' questions are concerned with how political actors behave and the principles and assumptions that might explain their behaviour. Lebow bridges the gap between 'is' and 'ought' questions by making an instrumental argument in favour of ethical foreign policy. He examines policymaking as well as policy, offering ethical guidelines for policymaking that are likely to result in more successful policies. (shrink)

Bringing together various scholars from different backgrounds and embodying a truly interdisciplinary approach make Sufism: A Theoretical Intervention in Global International Relations a valuable and timely contribution to the increasing interest in non-Western traditions of thought. It will be of interest to IR theorists as well as scholars in other disciplines who are interested in non-Western traditions of thought and is sure to motivate further research in IR that is inspired by Sufism.

In this paper, the author points out that although by-passed by international development assistance in many parts of the world, women have been providing skill and labor for agricultural production, as well as subsistence of food, water and firewood for their families. Some of the assumptions which have contributed to the marginal attention to women as agriculturalists in international development assistance programs are reviewed. Factors contributing to these assumptions, examples of achievements in development projects and persistent problems are (...) discussed. Some issues which continue to challenge national policy makers in developing countries as well as donors are identified. The author notes that while various donors and organizations address bits and pieces of the issues intermittently, a systematic, organized and universally shared approach to the issues, within a nation state or on a global basis is lacking. She concludes that just as agricultural production inputs and information need to be modified to fit the unique constraints of any ecological niche, similarly, modifications must be made in development assistance programs to fit the specific needs of women in their agricultural roles and cultural settings. An examination of the salient literature on hospital clinical directorates (CDs) is presented. A critique of the largely managerialist, instrumental, hortatory and normative extant literature about CDs is offered. In analysing the literature this way the earlier promotional and critical literature is eschewed in favour of an evaluative approach. CDs are then reconceptualised by locating them within two overarching accounts of social structure—formalised, prescribed frameworks, and enacted, patterned interactions—following the kinds of distinctions made by Giddens, Weick, social action and (...) institutional theorists. Social structure as it relates to culture is also considered, following Martin. Such an approach facilitates an understanding of the general weaknesses of health service perspectives and methods of analysis, and exposes the strengths of Giddens–Weick type paradigms. (shrink)

The development of the peace concept is closely related to the development of the concept of the state and hence to the efforts for elimination of war as an instrument for resolving disputes between states. In that context, war and peace are traditionally treated as mutually exclusive concepts, i.e., war implies violence, while peace, nonviolence. So, the end of war marks the beginning of peace and vice versa. Therefore, both concepts simultaneously represent the inevitable outcomes of the continuous and dynamic (...) nature of social interaction in the international system, foreshadowing future war for nations and states that are currently at peace and, on the other hand, foreshadowing peace for nations and states that are currently at war. Starting from the indicated traditional understanding of the concepts of peace and war, as well as from the fact that the establishment of peace research begins during the 80s of the XX century, the focus in the paper is specifically placed on the analysis of the peace concept through the prism of the theory of international relationships. Namely, it is indisputable that until the establishment of peace and security research and studies, issues of peace and security are generally considered and interpreted within the framework of the various theoretical approaches for international relations. Hence, the paper more specifically explores the evolutionary character of the perceptions and understanding of the peace concept, especially from the perspective of: federalism, neorealism, liberalism and functionalism. The main goal is to give an answer to the question - What is peace and how can it be achieved, according to the indicated theoretical approaches? (shrink)
