This article highlights local government responses to the opioid crisis in Northern Kentucky through a series of interviews with county-level officials. The author's discussions with civic leaders reflect the challenges faced by local communities and the new approaches implemented to stem the epidemic.

The case describes the developments of an ethics code observed in the local government of Suffolk County, New York, USA. In Suffolk County, there is now a dedicated Board of Ethics Agency (“Board”) within the local government to ensure that business operations and government operations run as ethically compliant as possible. This Board was created in 2012 in order to follow compliance with a law that established a replacement for the Ethics Commission (previously existing within Suffolk County) (...) because this Ethics Commission had been involved in a serious controversy. The former County Executive, Steve Levy, was found guilty of compromising the “integrity of an ethics commission”. Suffolk County government prescribed various measures in order to ensure that the citizens of Suffolk County were protected from business ethical violations. The Board also preemptively created laws that discouraged businesses from acting unethically. (shrink)

This biography, the first of Richard Spencer Childs, begins in the Progressive Era when Childs initiated and pursued two fertile ideas: the short ballot doctrine and the council-manager plan. Childs understood that the simplification of the task of the voter was a question pressing for solution and that the council-manager plan would transform municipal government. This comprehensive work discusses other aspects of Childs' broad reform agenda. His proposals included: county government reform; reform in state government administration; unicameral state legislatures; (...) reapportionment of state legislatures; selection of judges by appointment; replacement of elective county coroners with appointed professional medical examiners; democratization of state political parties; and reform of the Presidential nominating system. Based on Childs' papers and personal interviews with Childs, this biography advances scholarship on the Progressive Era and contributes to the historiographical debate on the nature of reform. Abstract:Private land is vitally important to land conservation efforts, but access to private landowners is a challenge for researchers. This paper studies the preferences and concerns of such landowners on the rural-urban fringe of Stafford County, Virginia. Participatory research and interviews with 53 private landowners show that conservation is deeply embedded within key social, moral, cultural, and political contexts, including a divide between long-term and newer residents. Successful conservation requires such social knowledge. It is argued that landowner skepticism about (...) local government points towards joint strategies between local government and partner groups. Land conservation should be framed as an affirmation of—not limitation on—property rights since urban fringe landowners are likely to see such rights as under attack. Conservation also presents an opportunity for community building in rapidly urbanizing areas. (shrink)

In traditional Chinese political philosophy, there has been a lack of explicit discussion on the power-responsibility relationship or the contract state . Western learning does not lack such content. As Western countries have already resolved the question of power-responsibility correspondence by means of constitutional democracy, it has become a linguistic usage of theirs that is not all too logical but quite harmless in practice to discuss “big and small” questions without taking power and responsibility into account. Yet, were our countrymen, (...) our compatriots, who are first of all muddleheaded about the relationship between power and responsibility, to take over and accept such language as theirs and discuss “their problems,” there would be great harm. If it is a mere academic error to say “State power does not go down to the county level,” which in history is actually “The state is not responsible for anybody and anything below the county level,” then the following will bring real harm. We investigate the association between a wide range of community-level environmental, social, and governance (ESG) outcomes and the credit risk of U.S. municipal finance fixed-income securities. We develop a novel dataset of multiple ESG outcomes for U.S. counties and connect it to a 2001-2020 panel of municipal bonds issued within those counties. Overall, we find supportive evidence that collective increases in community-level ESG factors (i.e., ESG outcomes) are associated with reductions in credit risk for U.S. municipal finance instruments over time. (...) We theorize that these associations arise from variations in investor perceptions and manifested changes in fiscal health over time as a function of changing ESG outcomes. Post hoc analyses leveraging quasi-exogenous shocks to uncertainty, as well as connecting ESG outcomes to various measures of fiscal health at the county-year level, and credit ratings at the bond-year level, help validate this theory. Our research suggests that even socially agnostic investors should investigate the environmental and social performance of a municipality as part of their credit due diligence. (shrink)

I would like to thank the Sangha for inviting me to speak with you tonight. Some of you may be wondering what Measure H has to do with the Buddhadharma and why we are taking time during the period for sutra lectures to discuss it. I think it's very important to remember that all dharmas are Buddhadharmas, and that the Venerable Master Hua taught us that we have a responsibility towards the country in which we are living. This is one (...) of the few places in the world where we can freely practice Buddhism without interference or oppression from the government. This is a democratic country in which the principle of freedom of religion is practiced. In order to protect freedom of religion and to maintain the democracy in this country, all the people in the country, including us-both lay Buddhists and monastic Buddhists-must act responsibly. If you are a citizen, you have the responsibility to vote intelligently. If you are a teacher, you have a responsibility to teach the students how to be knowledgeable and responsible citizens of this country. And if you are student, you should learn what it means to be a responsible citizen. And if you are in none of those categories, you still have a responsibility to do whatever you can to lessen the suffering of all the sentient beings in this country. That is why it is important that you understand about Measure H and its relationship to the Buddhadharma. (shrink)

Because religious piety induces individuals to be more honest and risk averse, it makes managers less likely to exploit shareholders, thereby mitigating the agency conflict and potentially influencing governance arrangements. We exploit the variation in religious piety across the U.S. counties and investigate the effect of religious piety on anti-takeover provisions. Our results show that religious piety substitutes for corporate governance in alleviating the agency conflict. Effective governance is less necessary for firm with strong religious piety. As a result, religious (...) piety leads to weaker governance, as indicated by more anti-takeover defenses. We exploit historical religious piety as far back as 1952 as our instrumental variable. Religious piety from the distant past is unlikely correlated with current corporate governance directly, except through contemporaneous religious piety. Our instrumental variable analysis, which is far less vulnerable to endogeneity, corroborates the conclusion. (shrink)

Increasing adoption of electronic health records in hospitals provides new opportunities for patient data to support public health advances. Such learning healthcare models have generated ethical debate in high-income countries, including on the role of patient and public consent and engagement. Increasing use of electronic health records in low-middle income countries offers important potential to fast-track healthcare improvements in these settings, where a disproportionate burden of global morbidity occurs. Core ethical issues have been raised around the role and form of (...) information sharing processes for learning healthcare systems, including individual consent and individual and public general notification processes, but little research has focused on this perspective in low-middle income countries. We conducted a qualitative study on the role of information sharing and governance processes for inpatient data re-use, using in-depth interviews with 34 health stakeholders at two public hospitals on the Kenyan coast, including health managers, providers and researchers. Data were collected between March and July 2016 and analysed using a framework approach, with Nvivo 10 software to support data management. Most forms of clinical data re-use were seen as an important public health good. Individual consent and general notification processes were often argued as important, but contingent on interrelated influences of the type of data, use and secondary user. Underlying concerns were linked to issues of patient privacy and autonomy; perceived risks to trust in health systems; and fairness in how data would be used, particularly for non-public sector re-users. Support for engagement often turned on the anticipated outcomes of information-sharing processes, as building or undermining trust in healthcare systems. As reported in high income countries, learning healthcare systems in low-middle counties may generate a core ethical tension between supporting a public good and respecting patient autonomy and privacy, with the maintenance of public trust acting as a core requirement. While more evidence is needed on patient and public perspectives on learning healthcare activities, greater collaboration between public health and research governance systems is likely to support the development of efficient and locally responsive learning healthcare activities in LMICs. The study hypothesizes that the environmental, social, and governance of the host country have a significant effect on clean development mechanism implementation. As CDM incorporates sustainable development as one of the objectives for the green transition, many countries endeavor to adopt and implement CDM as their cleaner production method. Based on the institutional theory, the study aims to investigate the mechanism by which the institutional process of each ESG pillar makes an opportunity for a host country and to see how (...) such country-specific factors influence the implementation of CDM projects. A county-year unbalanced sample drawn from World Bank and multinational CDM project data was analyzed using panel logistic and Poisson regression. Panel regression results show that high-energy intensity and low renewable electricity output as an environmental pillar positively affect CDM implementation. Unemployment and undernourishment as a social pillar positively affect CDM whereas low government effectiveness and the high rule of law positively affect CDM. In the results of zero-inflated Poisson regression, the direction of government effectiveness was upturned. The findings have broadened and deepened the ESG pillar based on the institutional theory and emphasized sustainable development rather than economic outputs. (shrink)

For a sample comprising 36,105 U.S. firm-year observations from 1985 to 2008, we find that firms located in more religious counties enjoy cheaper equity financing costs. This result is robust to a battery of sensitivity tests, including alternative assumptions and model specifications, additional controls for noise in analyst forecasts, and various approaches to addressing endogeneity. In another set of tests, we find that the equity pricing role that religion plays comes predominantly from Mainline Protestants. We also document that the effect (...) of religiosity on firms’ cost of equity capital is larger for firms (periods) lacking alternative monitoring (regulation) mechanisms as measured by lower institutional ownership (the pre-SOX era), implying that religion plays a corporate governance role. Finally, we find that the importance of religion to equity pricing is concentrated in firms that suffer lower visibility, which tend to be more sensitive to local social and economic factors. By examining the links between religiosity and valuation at the firm level, we provide strong, robust evidence supporting the perspective that religion facilitates economic development. (shrink)

The success of digital COVID-19 contact tracing requires a strategy that successfully addresses the digital divide—inequitable access to technology such as smartphones. Lack of access both undermines the degree of social benefit achieved by the use of tracing apps, and exacerbates existing social and health inequities because those who lack access are likely to already be disadvantaged. Recently, Singapore has introduced portable tracing wearables (with the same functionality as a contact tracing app) to address the equity gap and promote public (...) health. We argue that governments have an ethical obligation to ensure fair access to the protective benefits of contract tracing during the pandemic and that wearables are an effective way of addressing some important equity issues. The most contentious issues about contact tracing apps have been the potential infringements of privacy and individual liberty, especially where the use of apps or other technology (such as wearables or QR codes) is required for access to certain spaces. Here we argue that wearables, as opposed to apps alone, will make a digital contact tracing mandate more practical and explain some conditions under which such a mandate would be justified. We focus on Singapore as a case study that has recently deployed contact tracing wearables nationally, but also reference debate about wearables in Australia and New Zealand. Our analysis will be relevant to counties trialling similar portable tracing wearables. (shrink)

Njega wa Gioko was one of the pioneer Chiefs in Kirinyaga county of Kenya. The other pioneer Chief in Kirinyaga county was Gutu wa Kibetu who reigned in the Eastern part of Kirinyaga county. Gioko reigned in the western part of Kirinyaga county that extended to some geographical parts of the present-day Nyeri county and the present-day Embu county. Njega also became the first paramount Chief of Embu district, which refers to the present-day Embu (...) and Kirinyaga counties. As colonial hegemony and the protestant missionary enterprises, and its resultant evangelical theology, began to shape up in the present-day Kirinyaga county and the surrounding areas between 1904 and 1906, it found Gioko and Kibetu as the Athamaki. The evangelical European missionaries who were comfortable with the colonial expansion, as it provided western governance structures that favoured their enterprises, employed Calvinistic theology in their dealings with the colonial government, and they dealt with the local leaders, who were eventually ‘promoted’ to the post of Chiefs in 1908 by the new rulers. Nevertheless, the missionary’s emphasis on unrealised eschatology differed sharply with those of Athamaki who were the custodians of African indigenous religion and its resultant emphasis on realised eschatology. As an agent of African religion, how did Gioko relate with the early 20th-century evangelical European missionaries and their Calvinistic tendencies that favoured the Church–State relationship as the way of God? The data for this research article are gathered through oral interviews, archival sources and extensive review of the relevant literature.Contribution: This article contributes to the journal’s vision and scope with its focus on the early protestant theologies of the European Missionaries of the 19th and 20th centuries, and their resultant clashes with the theologies of African indigenous religion. As a multidisciplinary article that builds on a theo-historical design, the article contributes to the ongoing discourses on gospel and culture. (shrink)

Background Bioethical debates about privacy, big data, and public health surveillance have not sufficiently engaged the perspectives of those being surveilled. The data justice framework suggests that big data applications have the potential to create disproportionate harm for socially marginalized groups. Using examples from our research on HIV surveillance for individuals incarcerated in jails, we analyze ethical issues in deploying big data in public health surveillance. -/- Methods We conducted qualitative, semi-structured interviews with 24 people living with HIV who had (...) been previously incarcerated in county jails about their perspectives on and experiences with HIV surveillance, as part of a larger study to characterize ethical considerations in leveraging big data techniques to enhance continuity of care for incarcerated people living with HIV. -/- Results Most participants expressed support for the state health department tracking HIV testing results and viral load data. Several viewed HIV surveillance as a violation of privacy, and several had actively avoided contact from state public health outreach workers. Participants were most likely to express reservations about surveillance when they viewed the state’s motives as self-interested. Perspectives highlight the mistrust that structurally vulnerable people may have in the state’s capacity to act as an agent of welfare. Findings suggest that adopting a nuanced, context-sensitive view on surveillance is essential. -/- Conclusions Establishing trustworthiness through interpersonal interactions with public health personnel is important to reversing historical legacies of harm to racial minorities and structurally vulnerable groups. Empowering stakeholders to participate in the design and implementation of data infrastructure and governance is critical for advancing a data justice agenda, and can offset privacy concerns. The next steps in advancing the data justice framework in public health surveillance will be to innovate ways to represent the voices of structurally vulnerable groups in the design and governance of big data initiatives. This paper examines whether corporate environmental responsibility is influenced by regional differences in climate change denial. While there is an overwhelming consensus among scientists that climate change is happening, recent surveys still indicate widespread climate change denial across societies. Given that corporate activity causing climate change is fundamentally rooted in individual beliefs and societal institutions, we examine whether local perceptions about climate change matter for firms’ engagement in environmental responsibility. We use climate change perception surveys conducted in the U.S. to (...) compute a novel measure of climate change denial for each U.S. county. We find that firms located in counties with higher levels of climate change denial have weaker environmental performance ratings, are more likely to commit environmental violations, and impose greater environmental costs on society. Regional differences in religiosity, social capital, political leaning, or county-level demographic characteristics cannot explain these results. Furthermore, we document that strong corporate governance mechanisms and corporate culture moderate the negative relationship between climate change denial and corporate environmental responsibility. Overall, our findings offer new insights into how local beliefs and perceptions about climate change may influence firm-level sustainability practices. (shrink)

They were soon published in book form as Authority and the Individual. However, Russell started late in the year to write them, and manuscripts for the lectures show that he encountered (...) difficulty. Surviving in his archives is a false start on the concluding lecture, “How to Promote Initiative” (filed at  .). Lecture  had been called “Control and Initiative: Their Respective Spheres”. Lecture  was finally titled “Individual and Social Ethics”, but an early outline had it as “Principles of Reform”. In the false start Russell described how devolution of authority and individual initiative could be embodied in practice. He provided recipes on how to accomplish this in specific spheres of society: local government, industry, newspapers, books, and education. In replacing the nine leaves of manuscript, he had not come to disagree with them. Instead, as readers of what follows and the final lecture of the book will allow, he now engaged the topic at a higher level. Russell at this time was a friendly critic of the British Labour Party, and his devolutionary reformism is to be seen in that light. Yet his final text transcended politics and engaged his audience at an ethical level, treating of the freedom and duty of conscience, the justifiability of revolution, and life lived as an end. This investigation examines several key factors believed to promote human flourishing, specifically: Factor 1: Age, Education, & Healthcare, Factor 2: Labor Force Participation, Factor 3: Crime, Factor 4: Income, Factor 5: Youth Unemployment and Factor 6: Voting Behavior. Data was examined at the county level, and collected from a variety of US government and non-governmental organizations. Our investigation into the conditions necessary to promote human flourishing uses internal migration within the United States as the indicator of “unhappy” communities. The (...) findings reveal that all factors are important in emigration somewhere, but the factors vary for different counties. As a result, attempts to address the ills of society require an appreciation of geography and context. (shrink)

Background Only a few studies have been conducted to assess physicians’ knowledge of legal standards. Nevertheless, prior research has demonstrated a dearth of medical law knowledge. Our study explored physicians’ awareness of legal provisions concerning informed consent and confidentiality, which are essential components of the physician-patient relationship of trust. -/- Methods A cross-sectional study assessed attending physicians’ legal knowledge of informed consent and confidentiality regulations. The study was conducted in nine hospitals in Dolj County, Romania. Physicians were given a (...) questionnaire with ten scenarios and instructed to select the response that best reflected their practice. We assessed the responses of physicians who claimed their practice to be entirely legal. Their legal knowledge was evaluated by comparing their answers to applicable laws. We also calculated a score for the physicians who admitted to committing a legal breach. -/- Results Of the 305 respondents, 275 declared they never committed any law violation. However, their median correct answer score was 5.35 ± 1.66 out of 10. The specialty was the strongest predictor of legal knowledge, with emergency physicians rating the lowest and non-surgical physicians scoring the highest. Physicians who worked in both private and public sectors were better knowledgeable about legal issues than those who worked exclusively in the public sector. Results indicate that physicians are aware of the patient’s right to informed consent but lack comprehensive understanding. While most physicians correctly answered simple questions, only a tiny minority identified the correct solution when confronted with ethical dilemmas. The physicians who acknowledged breaching the law, on the other hand, had a slightly higher knowledge score at 5.45 ± 2.18. -/- Conclusion Legal compliance remains relatively low due to insufficient legal awareness. Physicians display limited awareness of legal requirements governing patient autonomy, confidentiality, and access to health data. Law should be taught in all medical schools, including undergraduate programs, to increase physicians’ legal knowledge and compliance. (shrink)

This study examines the conditions under which local social environments are likely to influence corporate tax behavior. Using a social capital index at the county level, we find that on average, social capital reduces firms’ aggressive tax avoidance behavior. The impact of social capital on corporate tax avoidance is weaker when managers are under excessive pressure to meet earnings targets, during the periods of financial constraints, and when managers are incentivized to undertake risk. We further find that corporate tax (...) avoidance activities engaged by firms headquartered in high-social-capital counties tend to be less value-increasing, indicating that potential social sanctions in these areas may reduce the benefits of tax avoidance activities accrue to firms. However, the negative impact of tax avoidance on firm value in high-social-capital counties tends to be lower for firms with strong corporate governance, which suggests that managers in well-governed firms can better exploit tax avoidance opportunities. Overall, our evidence is consistent with our conjecture that although the local social environments have a significant influence on corporate tax behavior, this influence is fragile in the presence of excessive earnings pressure, financial constraints, and equity risk incentives. In the December 2015 Issue of the Police Journal Sam Poyser and Rebecca Milne addressed the subject of miscarriages of justice. Cold case investigations can address some of these wrongs. The salient points for attention are those just before his sudden death: Milligan was appointed Private Secretary to Jonathan Aitken, the then Minister of Arms in the Conservative government in 1994. The known facts are as follows: 1. Stephen David Wyatt Milligan was found deceased on Tuesday 8th February 1994 at (...) his Chiswick, West London house where he lived alone. His body was found by his secretary Vera Taggart who was told by Julie Kirkbride where a spare key to his London house was kept and who decided to go to his house that day because he was not answering his telephone. Police said he had made one last telephone call on Saturday evening at 9.00pm. 2. Stephen David Wyatt Milligan had been the elected Member of Parliament (‘MP’) for Eastleigh in Hampshire since 1992. 3. The important topics this MP was addressing in 1994 at the time of his death included: (i) rail privatization plans and the impact through job losses on communities, especially his own constituency of Eastleigh; (ii) arms dealings with Saudi Arabia, especially with his previous intelligence gathered as an economics journalist for esteemed publications; (iii) the UK military industry; (iv) homosexuality among senior government Ministers, as revealed by British footballer Fasanu; (v) personal relationship and planned marriage to his fiancée (Julie Kirkbride) who at the time was a political journalist. 4. Stephen Milligan was also appointed as Parliamentary Private Secretary to Jonathan Aitken, Arms Minister and this position must have required that he came ‘up to speed’ on international arms trade and indeed its relation to bribery and corruption across jurisdictions. Milligan’s experience and knowledge as a former high-level political and economics journalist must have been of huge benefit to government minister Jonathan Aitken who was later imprisoned for perjury. 5. Mr Andrew Robathan (for Blaby) said in the House of Commons Hansard Debates on 27 January1997, (Column 62) (on the registering of sex offenders): ‘I remember the death of my honourable friend Stephen Milligan, who represented Eastleigh. The press reports of the time stated that each Metropolitan police station had a police officer in the pay of newspapers. In the United States, food banks served an estimated 46 million people in 2015. A combination of government policy reforms and political economic trends contributed to the rising numbers of individuals relying on private food assistance in the US, the United Kingdom and other high-income countries. Although researchers frequently map urban food environments, this project is one of the first to map private food assistance and potential need at the census-tract scale. We utilize Geographic Information Systems, demographic data, and food (...) assistance locations to develop a rapid assessment tool that could support food banks, pantries, soup kitchens, and government agencies that seek to answer the question of whether people with the greatest need have food distribution sites in close proximity. We define access based on distance and then calculate potential food insecurity using either poverty rates or a food insecurity index. We apply these methods in a case study analysis of Santa Clara County, California. Our findings suggest that food assistance distribution locations match the areas of potential need in more than 80% of urban census tracts. However, there are several potentially underserved locations and populations that could benefit from new food assistance operations. The poverty and index-based approaches show significant spatial overlap in mapped areas of high food insecurity and low access. The poverty only approach produces a higher estimate of food insecurity rates, is easier to calculate, and draws attention to the need to address poverty as a root cause of hunger. (shrink)

This article presents a genealogical examination of the emergence of governmental concern with ‘children having children’, focusing on the work of the London County Council and local voluntary organizations in the 1950s and 1960s. The article explores the moral-Christian discourse shaping governmental work with ‘unwed mothers’ and identifies the discursive shifts associated with the ascent of the problematization of ‘teenage motherhood’. It is argued that within the moral-Christian discourse, a woman’s subjectivity was delineated primarily according to her ‘character’ not (...) her age or her ‘maturity’. Furthermore, the prospect that a young unwed mother will raise her child was viewed positively as it was seen to contribute to the desired transformation of her character. The shift to a concern with ‘children having children’ was linked with a rise in the influence of psychological discourse on government work. Two psychological notions were particularly important: the proposition that teenagers are emotionally immature and the assertion that inadequate mothering has a lasting effect on the health of a child. The article concludes that unless contemporary scientific claims regarding young people’s psychological and physiological maturity are challenged, the ‘problem’ of teenage parenthood will persist in the years to come. AbstractWe show that social capital has a strong mitigating effect on financial adviser misconduct in the United States. Moreover, advisers who have committed misconduct are also more likely to relocate to counties with a relatively lower level of social capital than that of his previously residing county. These findings provide support for both the deterrence and displacement effects of social capital on financial adviser misconduct, and are robust to tests that address potential endogeneity concerns. From the beginning of this country’s history, the fine arts have been viewed as elitist and thus of no value to the larger society. “To America,” Ben Franklin wrote in the late 1700s, “one school master is worth a dozen poets, and the invention of a machine or the improvement of an implement is of more importance than a masterpiece of Raphael.”1 Given such longstanding and deep-seated suspicion of art among Americans, it is not surprising that both the champions and the staff of art museums insisted on the practical educational benefits museums provided to the public.By the late nineteenth century, at the height of immigration and the emergence of a strong working class and labor movement, a social dimension was added to the mission of museum education. Art museums, like public libraries, were seen as venues for achieving social balance. By the early twentieth century an aesthetic agenda was finally joined to these social and pragmatic ones.2While museums have responded to the needs created by cyclical changes in social, economic, political, and intellectual life, today’s art museum educators still deal with the tension among the museum’s aesthetic, educational, and social missions; only the context and delivery modes of museum education have changed. Yet despite the shifting directions and priorities in museum education, there are certain basic and commonly accepted premises that museum educators have shared since the late nineteenth century. A key dividing line in the literature on post-national citizenship concerns the role of collective identity. While some hold that a post-national form of identity is desirable in developing citizenship in contexts such as the European Union (EU), others question the defensibility of a collective identity at this supra-national level. The aim of this article is to intervene in this debate, drawing on qualitative research to consider the extent to which post-national citizenship should be accompanied by a form of post-national (...) identity. The article takes the UK as a case study, and explores tensions between the immigration policies and rhetoric of the Coalition Government since 2010 and the post-national citizenship rights of EU citizens migrating into British local communities. It draws on independently collected qualitative data from the county of Herefordshire, UK, to argue that the persistent reinforcement of national identity reproduces national lines of difference which further problematise the full realisation of European citizenship. At a theoretical level, this highlights the need for the development of post-national citizenship rights to be accompanied by a paradigmatic shift in the way that collective identity is constituted in post-national contexts. Questions such as ‘What if such small companies as Hewletts and the Varians had not been established in Santa Clara County in California?’ or ‘What if Q-type keyboards had not been invented?’ are well known among economists. The questions point at a phenomenon called path dependence: ‘small events’, the argument goes, may cause the evolution of institutions to lock in to specific paths that may produce undesirable consequences. How about applying such skeptical views in economics to human ideas and (...) thought in general? That is to say, what if we ask such questions as: what if Greek philosophy had not been interested in ‘essences’ and ‘foundations’? What if Kant had not invented the ‘thing-in-itself?’ Nature and society, according to such Platonic philosophers, can be known only if it can be shown that events are governed, regulated and characterised by ‘forms’, which are immutable, complete, and perfect in their nature. But is there an ‘essence’ that makes a man 100 per cent male? Was there really a ‘foundation’ in history that caused a proletarian revolution in Russia? What if we had pushed aside the rhetoric of utopian ideality? What if we had a worldview different than the one depicted by Thomas More in his Utopia? In this meticulously researched and comprehensive study of the role of organized medicine, particularly the American Medical Association (AMA) and affiliated state and county medical societies, Swenson provides detailed insight into the AMA’s political evolution from a force advocating progressive reforms to (...) a protective guild backed by powerful economic and ideological interests. Swenson addresses the conflicts leading to and arising from these movements, always with an eye on the profession’s failure over the last century to fulfill its implicit social contract. Swenson describes the American medical disorder without fear or favor, including a public health system in disarray, defective government regulation of drugs, unchecked and concealed commercial influence on medical research, publications, and clinical guidelines. Swenson’s hope is clear: that a progressively reformed AMA—combined with a broad coalition of concerned citizens and legislators—will lead the medical profession back to its rightful mission. Instigated by the incident of the chained woman in Feng County, Jiang Su Province, this paper offers a phenomenological argument on the workhorses legitimizing and sustaining women trafficking in China. Specifically, I leverage the Imperial Man and the Paradigm of War by Nelson Maldonado-Torres and construct a pair of paralleled concepts: the Patriarchal Man and the Paradigm of Family. In analyzing the social media coverage of the chained woman and government responses, I argue that the Patriarchal Man and the (...) Paradigm of Family create and perpetuate a common understanding that enables and normalizes women trafficking within a broader circuit. This circuit includes both state actors such as government officials and local actors who are not directly involved in trafficking, in addition to the traffickers, buyers and sellers. To combat women trafficking, we need law reforms as well as a phenomenological reduction of the Patriarchal man. I suggest three potential ways for the phenomenological reduction. (shrink)

Over the last decade, cities, counties, and states across the United States have enacted higher minimum wages, paid sick leave and family leave, domestic worker protections, wage theft laws, “Ban the Box” removal of questions about conviction history from job applications, and fair scheduling laws. Nevertheless, vulnerable workers still do not trust government to come forward and report labor law violations. The article argues that while increasing the size of the labor inspectorate and engaging in strategic enforcement are necessary, they (...) are not sufficient. It argues that co-enforcement, in which government partners with organizations that have industry expertise and relationships with vulnerable workers, has the potential to manage the shifting and decentralized structures of twenty-first-century production, which were explicitly designed to evade twentieth-century laws and enforcement capabilities. The article aims to contribute to a broader understanding of the role of organizations in enforcement and the circumstances in which their effectiveness can be maximized. It sets forth a set of scope conditions and mechanisms and examines empirical cases of co-enforcement in Austin, Los Angeles, and San Francisco. The main findings are that co-enforcement is most enduring when government agencies and worker organizations recognize each other’s unique capacities, rather than attempt to substitute for one another ; the effort focuses on a specific industry; and the collaboration receives strong political support. Sustaining the impacts of co-enforcement is found to require greater formalization of the partnership and funding streams. (shrink)

Adopting free word association test, the present study investigated the developmental features of Yi students’ Chinese mental lexicon. Eighty primary school students and 85 senior high school students in two typical Yi-Han bilingual schools in Yuexi County were recruited as the research subjects. With Yi language as their L1, all the participants started learning Chinese after entering primary school. The stimuli were 108 words selected from the 9,000 most frequently used words in modern Chinese, including 36 nouns, 36 verbs, (...) and 36 adjectives. The responses were analyzed using the framework proposed by the responses were analyzed using a three-layer framework. The results showed that the mental lexicon of Yi primary and middle school students were mainly connected with each other by meanings, with form-based connection followed. Compared with previous studies, their phonological associations accounted for a relatively higher proportion, while semantic associations were relatively weakened. Syntagmatic associations were of primary importance, with paradigmatic and encyclopedic associations followed. While syntagmatic relation was centered on determinative and governing associations, paradigmatic relation was dominated by adjacent and reverse associations. The development rate of syntagmatic associations was faster than that of paradigmatic and encyclopedic associations; no significant improvement was found on students’ adjacent, layer, homogeneous and supplement associations from primary school to high school. The findings generate important implications for Yi students’ Chinese language education. (shrink)

This article analyzes the emergence of a political rationality of groundwater in contemporary California. It contrasts a new government of nature that we call a ‘political physics of vital processes’, operative in the case of the Orange County Water District, with juridical and biopolitical rationalities of groundwater governance. To do so, we propose a genealogical account grounded in a reading of a key concept in Aristotle’s first book of Politics. E-commerce poverty alleviation has become a new wisdom in China’s rural poverty alleviation, but there are a few empirical researches on e-commerce poverty alleviation based on farmer cooperatives. Taking four typical poverty counties in Zhejiang Province as an example, based on the actor network theory, this paper defines the participants and their obligatory passage point from the e-commerce poverty alleviation actor network, combs the roles and interest demands of various stakeholders, and constructs the EPAAN model based on farmer cooperatives according (...) to the translation process. We found that the EPAAN is a heterogeneous network by constantly updating, which consists of human actors with cooperatives as the main body and non-human actors. Moreover, our study illustrates that the formation and operation mechanism of cooperative e-commerce poverty alleviation network alliance under the background of targeted poverty alleviation can be well analyzed with the help of actor network theory. This study contributes to provide a feasible Chinese plan for the cause of poverty eradication all over the world, and provides a great reference value for global poverty governance. (shrink)

The aim of the article is to discuss the Norwegian Model of hydrocarbon management and its impact on building a just and equal society. Since 1972, the model has been based on the separation of policy, commercial, and regulatory functions. Within each area there is state-controlled institution with its own distinct role. This model of separation of duties is however combined with other unique features which cannot be easily copied by other counties. These include a long tradition and high level (...) of democratic co-operation, intergovernmental checks and balances, socio-democratic traditions of strong public involvement, mature institutional capacity and highly developed model of co-operation between government, business and research institutions. e-commerce has promoted the application of the Internet by traditional enterprises. While this phenomenon has deepened industrial embeddedness, it has also profoundly affected the development of traditional manufacturing and retail industries. Based on the embeddedness theory, this paper takes the e-commerce industrial chain in Xiong’an New Area of China as an example, uses location entropy method and local spatial autocorrelation to analyze its spatial characteristics and influencing factors, and also discusses the features of embeddedness from each dimension of industrial chains. The results show the following: ① The supply chain of industry-dependent e-commerce is dominated by production wholesalers, and suppliers with cost advantages and commercial traditions are embedded in local characteristic industries; the e-commerce value chain is dominated by production and processing activities, and the spatial orientation of the business model is affected by regional industrial functions; the e-commerce enterprise chain is dominated by B2B enterprises, the high-level agglomeration of which reflects the absolute scale advantage provided by the e-commercialization of traditional industry. ② The distribution of the e-commerce industrial chains of Xiong’an New Area is characterized by spatial heterogeneity and has obvious spatial agglomeration. The industrial chains are concentrated in Xiong County, followed by Rongcheng County, and Anxin County has the weakest agglomeration. ③ The main factors that cause the uneven distribution of the e-commerce industrial chains in Xiong’an New Area include three aspects: transportation location advantages, traditional industrial foundation, and government policy regulation. Research can provide a scientific reference for accurately identifying the spatial development characteristics of the industrial chains from various perspectives and promoting the sustainable development and e-commercialization of traditional industries. Improving the life service for the elderly is a topic of great concern to the government and society. This paper explores the influence of net attention on social work service satisfaction of the elderly. This paper studies and analyzes the current situation of the elderly’s net attention and social satisfaction, constructs the index system of social service satisfaction through the sample data of 17 districts and counties in A province, and establishes a multilayer linear model to analyze the influencing factors (...) of social service satisfaction, and empirically analyzes the feasibility of the proposed model’s rationality and effectiveness. The structure shows that the scores of elderly people’s satisfaction with public services in all regions of A province are higher than 60 points, and the biggest difference of standard deviation of each region is 3.91 points. Public service expenditure has a negative effect on social service satisfaction, but population density, geographical location, and per capita GDP have no obvious effect. The regression coefficient of public service expenditure is -0.099134, which can reduce the score of social service satisfaction. Elderly participation in public welfare activities, elderly awareness of government, and elderly participation in government can improve the social service satisfaction score. (shrink)

The Scandinavian countries of Denmark, Norway, and Sweden are similar in many respects, not least with regards to the basic administrative set-up: a non-federal task-related division between state, counties and municipalities. In all three countries, counties and municipalities raise a large share of their own revenue, which is then supplemented by government grants. In addition, central government redistributes large amounts of locally collected revenue between the municipalities and the counties respectively, severely hampering local budgetary autonomy. Tax matters are generally centralised, (...) although local governments to a varying degree play a role in the collection of taxes as well as in the setting of local tax rates. In Denmark, Norway, and Sweden alike, the administrative set-up has not been able to prevent a massive increase in local public expenditure in the latter part of the 20th century.Les pays scandinaves, Danemark, Norvège et Suède présentent des similitudes sur beaucoup de points et notamment sur le plan de l’organisation de la base administrative : une division sans relation utilitaire fédérale entre l’Etat, les régions et les municipalités. In this essay, the author both reviews Scott Sowerby's book Making Toleration: The Repealers and the Glorious Revolution and makes a late contribution to, or comment on, the Common Knowledge symposium “Fuzzy Studies”. Sowerby opposes the “Whig interpretation” that James II was attempting to reinstate Stuart “popery and arbitrary government” and instead presents James II's policies as aimed at liberation of the Stuart monarchy from the borough, county, and clerical elites that had brought it back to power and regarded (...) restoration of the Church of England as their instrument and identity. The king thus had his own reasons for upholding the liberty of conscience, and so James II can be found using the language of a skeptical Enlightenment, while at the same time affirming the absoluteness of his authority and incurring the suspicion of popery. How “toleration” of Catholics and dissenters came about in Britain must be told by narrating the “hard” histories of various state structures, but there is a larger and “softer” history of Enlightenment to be extracted from that of the European ancien régime, in whose history and downfall “British history” has a part that can be narrated in both “hard” and “soft” terms. The recent revisionist accounts of James II — of which Sowerby's is said in this review to be among the best — offer the king a new role at that regime's beginnings. This review concludes by arguing that the pursuit of history as it has come to be practiced is among the “softest” modes of explanation — since it consists of the unending and unlimited pursuit of the contexts in which actions, words, and processes have been situated and need to be studied — and that the more there are of these, the more meanings the actions may bear and the fewer reasons there are for the use of Occam's razor. “The notion of ‘fuzziness’ ” does not disturb historians, as it does scholars in some other disciplines, since historians have at their disposal an established contextualist “means of navigating it.”. A series of meetings, in search of industrial equity, started in Worcester, Massachusetts, August, 1867, disclosed a belief that the solution of the labor problem will not be found in trades monopolies, special legislation to reduce the hours or increase the wages of service, co-operation on present methods of ownership, exchange, and finance, or other expedients, by restricting competition, to remove evils which natural forces would expel if allowed a chance; but rather in opportunity and reciprocity, in the unrestricted liberty (...) to create and equitable exchange of values which only asks government to step out of the way. In the progress of thought, service appeared to be the source of wealth, and the true basis of exchange; while interest, rent and profit or dividends seemed inadmissible, except for work done or risk incurred. The use of one's credit was found to be a natural right, antecedently independent of human law, and free money the destined mediator between labor and capital. After this faith was reaffirmed in the Boston Convention of January, 1869, we were agreeably surprised to learn that substantially the same conclusions had been reached, by a different line of argument, twenty years before, in a series of articles published in a Worcester County newspaper over the signature of "Omega." Reprinted in 1850 and 1857, these essays generously placed at our disposal by their author, we now have the pleasure of reissuing for general circulation. In order to shorten queues to healthcare, the Swedish government has introduced a yearly “queue billion” that is paid out to the county councils in proportion to how successful they are in reducing queues. However, only the queues for first visits are covered. Evidence has accumulated that queues for return visits have become longer. This affects the chronically and severely ill. Swedish physicians, and the Swedish Medical Association, have strongly criticized the queue billion and have claimed that it conflicts (...) with medical ethics. Instead they demand that their professional judgments on priority setting and medical urgency be respected. This discussion provides an interesting illustration of some of the limitations of new public management and also more generally of the complicated relationships between medical ethics and public policy. Life on the road was anything but glamorous for Farm Security Administration photographers traveling through southern Illinois in the mid-1930s. Often their most promising subjects lived at the end of the worst roads, many of which lacked bridges, drainage ditches, or gravel. Outfitted with three government-issue cameras, flashbulbs, tripods, and film-processing chemicals, their job was to help explain America to Americans by seeking out and photographing the one-third of the nation FDR described as ill-housed, ill-clad, and ill-nourished. Featured in this (...) book are more than one hundred photographs from the collection of a quarter of a million taken by FSA photographers between 1935 and 1943. These pictures capture life during the Great Depression as viewed in the coal-mining towns of Herrin, West Frankfort, and Zeigler; the river communities of Shawneetown, Cairo, and Grayville; the farming regions near McLeansboro, Newton, and Harrisburg--more than two dozen southern Illinois county seats, hamlets, and landings. Together they comprise a photographic portrait of the determination, hard work, and capacity to find ways to celebrate life exemplified by the people of southern Illinois during one of the most difficult periods of American history. FSA photographers helped to invent and popularize the documentary style, a type of photography in which pictures and their arrangement carry much of the information in a story. Intended to document the success of a government project, these pictures survived to preserve for later generations the story of the people of southern Illinois and how they endured the difficult times of the Great Depression. An outdated geography supplies the bond among the thirty‐one articles in Sur les traces des Cassini. In the seventeenth century, when the Italians Gian Domenico Cassini and his nephew Giacomo Filippo Maraldi were born in Perinaldo, north of Genoa, their birthplace belonged to the County of Nice. Hence the rationale of building a set of papers on astronomy in the south of France around Cassini I and his family, which for four generations ran the Royal Observatory in Paris.Over half (...) the articles concern the Cassinis, mostly Cassini I and his great‐great‐grandson and namesake Cassini IV. There was also a Cassini V, Henri de Cassini, who countered the family genius and stamina by preferring botany and dying early, of the same outbreak of cholera that took the life of Sadi Carnot, without having created Cassini VI. He had already entered the Academy of Sciences with a push from his father. “I dare to beg of you [Cassini IV wrote to his fellow academician A. M. Ampère] to consider whether this unique situation in the history of letters, [a family's] devotion to the sciences for five successive generations and 170 years, ought not add some weight to the scientific credentials of my son.” It is hard to refuse the children of important alumni.The portion of Traces dealing more directly with astronomy in the south of France gets off to a distant start. Pytheas of Marseilles, who lived about 350 b.c., sailed to the Orkneys and the Baltic and earned himself the reputation of a liar back home for his stories of midnight suns and frozen lakes. He measured the latitude of Marseilles, the obliquity of the ecliptic, and the size of the earth. Ptolemy praised him. Strabo did not: “Pytheas lied about everything and covered it up with his knowledge of astronomy and numbers.”No traces worth following up were laid down for just under two thousand years. Then, in 1580, Nicolas Fabri de Peiresc first saw the light of day. He lived in Italy for four years as a very young man, deepening his knowledge of astronomy and human nature and meeting the main future actors in the Galileo affair: Galileo himself, Bellarmine, and Matteo Barberini . At his center in Aix‐la‐Provence, Peiresc made many useful astronomical observations, some in collaboration with Pierre Gassendi. He died in harness, worrying about the change of the obliquity since the days of Pytheas.There follow articles on Provençal astronomers who determined longitude and latitude at sea, on neglected observers in Languedoc who assisted the cause of the Enlightenment, and on modern observatories in the south of France. The political circumstances after the defeat of 1870–1871 favored decentralization of astronomy away from the Paris Observatory. In Italy, too, recent political events—the unification of 1870—made a restructuring of astronomical institutions desirable and possible. But whereas France had too few observatories, Italy had too many. Georges Rayet and Pietro Tacchini, both astrophysicists, compared the circumstances in their countries and made mutually reinforcing proposals to their colleagues and governments. Their respective proposals, most of which were enacted, called for reassigning some Italian observatories to meteorological work, building new observatories in Besançon, Bordeaux, and Lyon, and refurbishing older ones at Marseilles and Toulouse. Once again, as in the days of Cassini I, Italy made a decisive contribution to the practice of astronomy in France.Sur les traces des Cassini mixes slight and weighty work, admits antiquarian and broader approaches, offers new documentation, displays pertinent illustrations, and does it all at a high level of scholarship. Since, because of its title, the book's primary audience probably will be people interested in the Cassinis, its fullest articles about them may usefully be mentioned here: Anna Cassini on Cassini's brief return to Italy, 1694–1696; Claude Teillet on the provincial life and poetry of Cassini IV; Christiane Demeulenaere‐Douyère on the Cassinis and the Académie des Sciences; Fabrizio Bonoli and Alessandro Braccesi on Cassini I's astronomical work in Bologna, with full bibliography; and Monique Pelletier on the Cassini map of France, on which she has written a book . BackgroundFew studies have paid attention to ethical responsibility related to malnutrition in elder care. The aim was to illuminate whether politicians and civil servants reason about malnutrition in elder care in relation to ethical responsibility, and further about possible causes and how to address them.MethodEighteen elected politicians and appointed civil servants at the municipality and county council level from two counties in Sweden were interviewed. They worked at a planning, control and executive level, with responsibility for both the elder (...) care budget and quality of care. Qualitative method was used for the data analysis.ResultsTwo themes emerged from their reasoning about malnutrition related to ethical responsibility. The theme assumed role involves the subthemes quality of care and costs, competent staff and govern at a distance. Old and ill patients were mentioned as being at risk for malnutrition. Caregivers were expected to be knowledgeable and stated primary responsible for providing adequate nutritional care. Extended physician responsibility was requested owing to patients' illnesses. Little was reported on the local management's role or on their own follow-up routines. The theme moral perception includes the subthemes discomfort, trust and distrust. Feelings of discomfort concerned caregivers having to work in a hurried, task-oriented manner. Trust meant that they believed for the most part that caregivers had the competence to deal appropriately with nutritional care, but they felt distrust when nutritional problems reappeared on their agenda. No differences could be seen between the politicians and civil servants.ConclusionNew knowledge about malnutrition in elder care related to ethical responsibility was illuminated by persons holding top positions. Malnutrition was stressed as an important dimension of the elder care quality. Governing at a distance meant having trust in the staff, on the one hand, and discomfort and distrust when confronted with reports of malnutrition, on the other. Distrust was directed at caregivers, because despite the fact that education had been provided, problems reappeared. Discomfort was felt when confronted with examples of poor nutritional care and indicates that the participants experienced failure in their ethical responsibility because the quality of nutritional care was at risk.
