For more than four decades the twin goals of nuclear nonproliferation and disarmament have been an almost unchallenged objective of the “international community.” Like drought prevention, or bans on the use of child soldiers, nonproliferation remains a mostly uncontroversial, largely universalistic initiative to which few object. The proponents of nonproliferation are fond of stressing that the Treaty on the Nonproliferation of Nuclear Weapons (NPT) has more signatories than any other arms control treaty. This book review of Lieber and Press's “The myth of the nuclear revolution: Power politics in the atomic age" challenges the authors' position that nuclear weapons essentially have the same properties of conventional weapons. We argue that nuclear weapons alter warfare because they can end human civilization, and they pose a shared risk of mutual destruction.

Following the socialist revolution, a colossal shift in everyday realities began in the 1920s and '30s in the former Russian empire. Faced with the Siberian North, a vast territory considered culturally and technologically backward by the revolutionary government, the Soviets confidently undertook the project of reshaping the ordinary lives of the indigenous peoples in order to fold them into the Soviet state. In Agitating Images, Craig Campbell draws a rich and unsettling cultural portrait of the encounter between indigenous (...) Siberians and Russian communists and reveals how photographs from this period complicate our understanding of this history. Agitating Images provides a glimpse into the first moments of cultural engineering in remote areas of Soviet Siberia. The territories were perceived by outsiders to be on the margins of civilization, replete with shamanic rituals and inhabited by exiles, criminals, and "primitive" indigenous peoples. The Soviets hoped to permanently transform the mythologized landscape by establishing socialist utopian developments designed to incorporate minority cultures into the communist state. This book delves deep into photographic archives from these Soviet programs, but rather than using the photographs to complement an official history, Campbell presents them as anti-illustrations, or intrusions, that confound simple narratives of Soviet bureaucracy and power. Meant to agitate, these images offer critiques that cannot be explained in text alone and, in turn, put into question the nature of photographs as historical artifacts. An innovative approach to challenging historical interpretation, Agitating Images demonstrates how photographs go against accepted premises of Soviet Siberia. All photographs, Campbell argues, communicate in unique ways that present new and even contrary possibilities to the text they illustrate. Whilst this paper was initially part of a larger project tracing the development of Anglo-American thought from the colonial through to the post-colonial era, below it stands alone as reflection on the colonialism of John Stuart Mill read from a post-colonial perspective. It aims to show that Mill's views on colonial rule were largely informed by his principle of liberty which, in turn, was based on his qualitative utilitarianism. The driving force behind his colonialism, as with his work in general, (...) was his unwavering belief in the importance of human progress and development. Mill never believed, as did many of his contemporaries, that the ‘backward’ societies of the colonies were inherently inferior, but rather that they needed paternal intervention from more civilised, progressive societies in order to stimulate growth in that spontaneous human development was not inevitable. When read in this light Mill's views on colonial rule, while culturally bigoted and ethnocentric, appear less contradictory to his liberalism as a whole. (shrink)

I defend and revise the systematic account of normative functions (teleofunctions), as recently developed by Gerhard Schlosser and by W. D. Christensen and M. H. Bickhard. This account proposes that teleofunctions are had by structures that play certain kinds of roles in complex systems. This theory is an alternative to the historical etiological account of teleofunctions, developed by Ruth Millikan and others. The historical etiological account is susceptible to a general ontological problem that has been under-appreciated, and that offers important (...) reasons to adopt the systematic account. However, the systematic account must be revised to allow for two distinct kinds of teleofunctions in order to avoid another ontological problem. (shrink)

Justification for psychiatric paternalism is most easily established where mental illness renders the person mentally incompetent, depriving him of the capacity for rational agency and for autonomy, hence undermining the basis for liberal rights against paternalism. But some philosophers, and no doubt some doctors, have been deeply concerned by the inadequacy of the concept of mental incompetence to encapsulate some apparently appealing cases for psychiatric paternalism. We ought to view mental incompetence as just one subset of a broader justification for (...) psychiatric paternalism. The very basis of liberal limitations on psychiatric paternalism, whether described in terms of rights to autonomy or as respect for differences in values and lifestyles, presupposes a sense of moral persistence, and hence some sufficiently persistent self. Paternalistic intervention is warranted when we are unable to govern our lives in a manner consistent with the goals and values that comprise that ‘self’. One way that can occur is when we lack the mental capacities required for autonomy, such that we are unable to interpret and interact with our environment in order to meaningfully pursue our goals, i.e. mental incompetence. But it can also occur when we are subject to impositions that alter our goals without altering our capacity to pursue them — i.e. when it is our ‘self’ that is impaired rather than our competence. Despite tendencies to compete for a prime place in moral theory, neither virtue ethics nor the four principles approach should claim to be superior to, or logically prior to, the other. Together they provide a more adequate account of the moral life than either can offer on its own. The virtues of principlism are clarity, simplicity and (to some extent) universality. These are well illustrated by Ranaan Gillon’s masterly analysis of the cases he has provided. But the vices of this (...) approach are the converse of its virtues: neglect of emotional and personal factors, oversimplification of the issues, and excessive claims to universality. Virtue ethics offers a complementary approach, providing insights into moral character, offering a blend of reason and emotion, and paying attention to the context of decisions. The cases provided can be more adequately understood if we combine the approaches. Both should foster the virtues of humility and magnanimity. (shrink)

Academic programs in the medical/health humanities have proliferated widely in recent years, and the professional, academic, and cultural drivers of this growth promise sustained new program development. In this article, we present the results of a survey sent to representatives of one hundred twenty-four baccalaureate and ten graduate programs in the medical/health humanities to assess the experiences and needs of existing programs. Survey results confirm the interest in and need for a descriptive toolkit as opposed to a prescriptive manual; indicate (...) what data and materials are most needed to support the successful development of new academic programs in the field; and identify areas for future research. Recognizing a need for program development resources, the Health Humanities Consortium has initiated the creation of a comprehensive online toolkit. We discuss survey results and the toolkit in relation to the drivers of new program growth. Finally, we describe resources now available through the HHC’s new online program toolkit, including existing programs; sample syllabi; sample curricula templates; program rationale; proposal templates; and graduation data. The view that organisms deserve moral respect because they have their own purposes is often grounded in a specification of the biological functions that the organism has. One way to identify such functions, adopted by Gary Varner, is to determine the etiology of some behavior based on the evolution of the structures enabling it. This view suffers from some unacceptable problems, including that some organisms with profound defects will by definition have a welfare interest in their defects. For example, this (...) view entails that the patented oncomice, intentionally engineered and bred for a genetic defect that leads to extremely high incidence of cancer, would have a welfare interest in the development of tumors. The systems-based theory of biological functions, which refers not to the evolution of structures but rather to their role in the organism, escapes these problems, and shows how a theory of an organism’s welfare interest in its purposes can be grounded in a sound naturalistic approach. This approach also has some fruitful corollaries, including an elegant theory of why species may require special moral regard. (shrink)

Our use of ‘I’, or something like it, is implicated in our self-regarding emotions, in the concern to survive, and so seems basic to ordinary human life. But why does that pattern of use require a referring term? Don't Lichtenberg's formulations show how we could have our ordinary pattern of use here without the first person? I argue that what explains our compulsion to regard the first person as a referring term is our ordinary causal thinking, which requires us to (...) find a persisting object as the mechanism that underpins the causal structure we naturally ascribe to the self. I thus argue against Peacocke's picture (2012), on which it's the cogito that explains one's knowledge of one's own existence. (shrink)

This paper will address the question of the revolution in Gilles Deleuze's political ontology. More specifically, it will explore what kind of person Deleuze believes is capable of bringing about genuine and practical transformation. Contrary to the belief that a Deleuzian programme for change centres on the facilitation of ‘absolute deterritorialisation’ and pure ‘lines of flight’, I will demonstrate how Deleuze in fact advocates a more cautious and incremental if not conservative practice that promotes the ethic of prudence. This will (...) be achieved in part through a critical analysis of the dualistic premises upon which much Deleuzian political philosophy is based, alongside the topological triads that can also be found in his work. In light of this critique, Deleuze's thoughts on what it is to be and become a revolutionary will be brought into relief, giving rise to the question: who really is Deleuze's nomad, his true revolutionary or figure of transformation? The fierce debate about the reality of spirits and the “Invisible World” which flared up in the 1690’s helped define the early Enlightenment. All sides in this debate—from Spinoza and Balthasar Bekker to John Beaumont and Cotton Mather—refashioned familiar metaphors of light and darkness and connected them with the world beyond Europe in surprising new ways. This article shows how this key controversy of the early Enlightenment was built upon references to darkness, light, and the benighted pagan peoples of the (...) world. As new street lighting and improved domestic lighting nocturnalized daily life in the Netherlands, London, and Paris, the old denizens of the night - ghosts, spirits, and witches—were increasingly relegated to the extra-European world and used to articulate new categories of human difference based on civility, reason, and skin color. These new categories of human difference—new ways of seeing and ordering the world—were essential to the formation of early modern whiteness and the Enlightenment. (shrink)

The general purposes of this essay are as follows: First, to outline an ecological model of autobiographical remembering by examining the purposes, processes, and products of reconstructing meaningful memories. Second, to argue that autobiographical remembering is embedded in affective, interpersonal, sociocultural, and historical contexts. Improvised selves are created in present contexts to serve psychosocial, cultural, and historical purposes, and third, to demonstrate essential constraints on the construction of coherent personal narratives that give meaning and purpose to our everyday lives. -/- (...) The specific aim of this essay is to illustrate that the subjective experiences of trauma and atrocity often lack the essential narrative elements needed to give coherence to those experiences as well as affectively grounded evaluative information. Evaluations of experiences give meaning to our lives. Evaluative information leads to culturally recognized coherent stories structured by known canonical narrative forms because affect conveys how subjective experiences should be interpreted and understood. On this view, autobiographical memories that are the essence of one's personal history can appear as coherent or incoherent to others to the extent others are familiar with the narrative structure used to reconstruct the past and the coherence inherent in autobiographical memories associated with the temporal and evaluative structure of those recollections. -/- I claim that autobiographical experiences that cannot be reconstructed and shared through spoken or written language, music, movement (e.g., dance), art, literature, or science precipitate feelings of existential stress because articulated deep motivations cannot be related intimately to others. The nature of canon, especially as it is used in these commonplace discussions, has not been subject to adequate philosophical scrutiny. We attempt to remedy that by placing canon in its historical and philosophical context, exploring and rejecting several common accounts, and presenting some basics of how canon works. The controversies in Bristol, Alder Hey and elsewhere in the UK surrounding the removal and retention of human tissue and organs have led to extensive law reform in all three UK legal systems. This paper reports a short study of the reactions of a range of health professionals to these changes. Three main areas of ethical concern were noted: the balancing of individual rights and social benefit; the efficacy of the new procedures for consent; and the helpfulness for professional practice (...) of the new legislation and regulation.
