This article compares the ‘enfranchisement lottery’, a novel method for allocating the right to vote, with universal suffrage. The comparison is conducted exclusively on the basis of the expected consequences of the two systems. Each scheme seems to have a relative advantage. On the one hand, the enfranchisement lottery would create a better informed electorate and thus improve the quality of electoral outcomes. On the other hand, universal suffrage is more likely to ensure that elections are seen to be fair, (...) which is important for political stability. This article concludes that, on balance, universal suffrage is prima facie superior to the enfranchisement lottery. The disenfranchisement of persons with mental impairments, minors, noncitizen residents, nonresident citizens, and criminal offenders is a matter of controversy. This book makes a contribution to this largely neglected yet key topic.

Even thought the emancipating feat of Cuba obteined always the support of people this continent, los lack of governmental recognition on the Latin American countries during tl~ew ar of 1895, joined to the virtual English acceptance of North American hegemony in the region, it maked easy the idea of the U.S.A to take part in the conflict Hispanic- Cuban in 1898.

This article advances three claims. The first is that the standard instrumentalist case for minimal age and sanity requirements for voting is weak and inconclusive in such a way that the evaluation of such requirements should be made exclusively on the basis of procedural fairness considerations. The second claim is that fairness requires the inclusion of all and only those persons who have the franchise capacity: the minimum necessary cognitive and moral powers to experience the benefits of enfranchisement. The third (...) and final claim is that current age and sanity prerequisites for voting in most places fail to comply with the demands of fairness and ought to be revised. (shrink)

Este artigo se dedica ao aparecimento do tema da vulnerabilidade, a partir do século 18, em xilogravuras cuja narrativa visual se refere ao processo de envelhecimento das pessoas em analogia com o motivo da escada ou dos degraus da vida. A ausência da consideração da deficiência como um possível atravessamento do ciclo da vida disparou o problema investigativo: Como se dá o aparecimento do tema da vulnerabilidade em xilogravuras cuja narrativa visual se refere ao motivo da escada ou dos degraus (...) da vida, acompanhada por uma narrativa religiosa? Apresenta os resultados de uma pesquisa documental exploratória, realizada nos acervos do Museu da Imagem na cidade de Epinal, França, do Museu das Culturas, na cidade de Basileia, Suíça e da Igreja Estadual de Estugarda, Alemanha, no mês de julho de 2017. Argumenta, como primeiro resultado, comparando as narrativas visuais educacionais e religiosas, que há uma modificação da narrativa visual do motivo da escada da vida e que seu aparecimento antecipa, na área da educação, mas não na área da teologia, a consideração do respeito à vulnerabilidade como condição antropológica. Como segundo resultado, mostra-se a importância da cultura visual como narrativa própria e fonte essencial para as ciências humanas, em especial, para educação e as ciências da religião, neste caso a ressignificação da vulnerabilidade humana no campo da educação inclusiva que exige um novo olhar para a condição humana. Seeking a historical-philosophical approach to science teaching, narrative texts have been used as pedagogical tools to improve the learning experience of students. A review of the literature of different types of narrative texts and their different rates of effectiveness in science education is presented. This study was developed using the so-called Historical Narrative as a tool to introduce science content from a historical-philosophical approach, aiming to discuss science as a human construction. This project was carried out in a 9th grade (...) Physics class in K-12 school, in Rio de Janeiro, Brazil. The steps involved in constructing a Historical Narrative based on the controversy over animal electrical fluid between Luigi Galvani and Alessandro Volta is reported herein. Finally, qualitative research results of the activities inspired by this Historical Narrative are presented with the purpose of answering the research question: to what extent do Historical Narratives support and enhance discussions about the Nature of Science, through teaching the scientific content in a historical-philosophical approach with 9th grade students? The results indicate that Historical Narrative, based on historical episodes, is a good “door opener” to teach scientific content in a historical-philosophical approach, introducing discussions about the Nature of Science without neglecting the scientific content or simplifying the discussions about the NOS. RESUMEN Se desarrolló una investigación descriptiva transversal, con un enfoque cuantitativo, en la que la muestra fue seleccionada de manera intencional pura, no probabilística, según criterios establecidos por los autores del estudio. Quedó constituida por las variables del Sistema Comprehensivo Rorschach pertenecientes a 120 protocolos de sujetos con trastornos depresivos, de ellos 82 presentaron depresión moderada, y 38 depresión severa. Se aplicaron los siguientes métodos empíricos: entrevista, observación, Autoescala de Zung y Conde, y el Psicodiagnóstico de Rorschach. Los estadígrafos que (...) se utilizaron fueron el Test de Kolmogorov- Smirnov, el Test de Comparación de Proporciones y la prueba de Mann-Whitney. Como principales resultados se obtuvo que las variables del Sistema Comprehensivo Rorschach, que establecieron diferencias estadísticas altamente significativas entre los grupos de sujetos fueron: Lambda alta, Proporción afectiva baja, total de respuestas, las respuestas globales, Suma Ponderada de respuestas con el determinante color cromático y la Experiencia accesible. ABSTRACT A transverse descriptive investigation was developed, with a quantitative approach, in that the sample was selected in a pure intentional way, not probabilistic, according to criteria established by the authors of the study. It was constituted for the variables of the Rorschach Comprehensive System belonging to 120 protocols of individuals with depressive disorders, of them 82 presented moderate depression, and 38 severe depression. The following empirical methods were applied: interview, observation, Auto-scale of Zung and Conde, and Psycho-diagnosis of Rorschach. The statisticians used were the Test of Kolmogorov - Smirnov, the Test of Comparison of Proportions and the Mann-Whitney test. As main results, it was obtained that the variables of the Rorschach Comprehensive System, which established highly significant statistical differences between the groups of individuals were: tall Lambda, low affective proportion, whole of answers, the global answers, exaggerated sum of answers with the determinant chromatic color and the accessible experience. El resultado investigativo se centra en una de las prioridades de la línea del polo científico territorial y nacional: la necesidad de rescatar el papel de la intelectualidad cubana durante la República. Se analiza el papel de la cultura y la cubanía en la cosmovisión filosófica de Juan Marinello. El método empleado presupone un análisis dialéctico de la realidad, sustentado en una perspectiva crítica que permite interpretar y enriquecer la concepción sobre los hechos y procesos históricos. Desde una visión holística (...) del pensamiento filosófico cubano se revela la complejidad de un fenómeno multifactorial, la cubanía, como construcción cultural, a partir de la articulación de la concepción martiana y marxista de la cultura y los valores, lo que constituye un acierto del quehacer teórico - práctico marinelliano. El conocimiento de esta perspectiva enriquece los estudios sobre la obra de este intelectual y contribuye a dilucidar el devenir ideo-artístico y cultural cubano. The result of the research focuses on one of the priorities of the territorial and national scientific pole line: the need to recover the role of Cuban intellectuals during the Republic. The role of culture and Cubanism in Juan Marinello's philosophical world view is analyzed. The method used presupposes a dialectical analysis of reality, based on a critical perspective which allows to interpret and enrich the understanding of events and historical processes. From a holistic point of view of the Cuban philosophical thinking, Cubanism, a complex multifactorial phenomenon, is revealed as a cultural construction, starting from the articulation of Marti's and Marx's conception of culture and values, which is a good result of Marinello's theoretical-practical work. The knowledge of this perspective enriches the studies on the work of this intellectual and contributes to the clarification of the Cuban ideo-artistic and cultural evolution. (shrink)

But nothing could be further (...) from the truth. The articles were of such density and their content of such profundity that it took months of interpretation and study, and of bringing my own knowledge up to date, before I was in a position to understand the concepts, adjust my beliefs, and make some comments. I could certainly have delivered some kind of eulogy about the brilliance of their content; I might have countered with my own article. However, what seemed most coherent to me was to meet their arguments head on and deal with what I consider to be their principal weaknesses, leaving the bouquets for the end.The articles set out, as I understand them and within the clinical context, to relate phenomenology, in its most traditional form, with the most current form of Skinnerian behaviorism, situating themselves in a contextualism that is, at the same time, close to and removed from the most radical type of social constructionism.But let us begin by looking more closely at “Phenomenology and Behaviorism.” It is novel for me, though Professor Pérez-Álvarez had already proposed it several years ago (Pérez-Álvarez 1992), to view operant behavior as intentionality, or at least as involving final causality according to the Aristotelian classification. It is a surprising contention, not least because, as I recall, Skinner lived in a time and a context (historical reason) in which the basic goal of psychology was to convert itself into a natural science, comparable in all respects to physics, which it took as a model, focusing therefore on efficient causality (also according to Aristotle’s terminology), so that behavior was considered as the immediate consequence of a stimulus, and the stimulus–response association became the cornerstone of the discipline. It is true that the operant behavior concept refers to the functional relationship between behavior and reinforcement, but it is no less true that Skinner’s definition of reinforcement is totally empirical—“all that which increases or decreases the probability”—meaning that reinforcement can be considered neither as a motive nor as a reason for behavior, unless it be in the eyes of the observer. [End Page 251]Furthermore, even though Yela (1987) refers to Ortega y Gasset’s formula “I am myself and my circumstances” as a Skinnerian approach, the truth is that Yela himself argues that it is precisely the self that constitutes personality, such that I have a personality because I am me, and not vice versa, as Skinner would appear to argue. In this regard, Ortega’s celebrated formula has generally been interpreted, from the most personalist perspectives, as “the circumstances are myself”—to highlight the denial of the psychological subject by radical behaviorism (Mischel’s [1968] criticism of the concept of personality is relevant here). On top of this, Skinner’s rejection of all that was not directly observable, or at least, that could not be operationalized, calls into question the admissibility of anything called final cause or intentionality of behavior. In his philosophy, all the indications are that contingencies are what determine behavior; and that there would be no room for a structural causality, as Althusser would argue, or of a reciprocal determinism, in Bandura’s terms, or even of an interaction between subject and environment, as modern interactionists would maintain. “I am myself and my circumstances” seems in Skinner to become “the circumstances are me”, and indeed, the reinforcement history – which in the article in question is considered as something akin to the Sartrian idea of “life project” – is for Skinner nothing more than a continuous association of events. In my view, Ortega’s perspectivism would perhaps be closer to the sociology of the American action theorists, Merton, Parsons, etc., than to Skinnerian behaviorism, since “action”—as the action theorists... This paper focuses on the description and analysis of three codices from Biblioteca Nacional in Madrid with the aim of redefining their origin, dating, authorship, and content. Connecting their production to the environment of the Sacromonte affair and identifying Pedro de Castro’s hand allows to expand what was known so far about his attempts to learn Arabic and delve into the most controversial aspects of the Lead Books. The grammatical and religious contents, in addition to the copious marginal notes linked (...) to the sources he used, provide valuable information on his selection of works. Grammatical materials such as al-Āŷurrūmiyya, of which different versions are preserved in these codices, were being published in Rome and Leiden and would be widely disseminated. The building up of his library, to which these codices must have belonged, runs in parallel to the construction of an orientalist knowledge in modern Europe. (shrink)

RESUMEN Juan Marinello Vidaurreta, eminente trabajador de las letras, que no cambió la pluma por la política, sino que hizo de la política incesante gestión de creación espiritual. Vivió tres etapas decisivas de Cuba: los rezagos de la colonia española; la República mediatizada, que combatió; y el socialismo, que ayudó a consolidar. El objetivo es demostrar la confluencia del pensamiento martiano y marxista desde el análisis de la cultura en la obra de Juan Marinello Vidaurreta. Se asumió la concepción dialéctica (...) materialista como metodología general para conocer el objeto de investigación en sus antecedentes y tendencias actuales. Además permitió ampliar el conocimiento sobre el tema objeto de estudio, a través del análisis de texto, el contenido y el discurso; la crítica de fuentes posibilitó extraer inferencias a partir de la teoría preexistente y la información empírica acopiada. El pensamiento marinelliano se fue formando como resultado de la influencia del movimiento progresista cubano, del pensamiento martiano y marxista-leninista, lo más avanzado del pensamiento latinoamericano y universal. Subyace en su obra una concepción integradora y totalizadora de la cultura, de base martiana y marxista. ABSTRACT Juan Marinello Vidaurreta eminent worker of the letters that did not change the pen by the policy, but that made of the policy, incessant management of spiritual creation. He lived three decisive stages of Cuba: the lags of the Spanish colony; the mediated Republic, which fought; and socialism, which helped to consolidate. The objective is to demonstrate the confluence of Marti's and Marxist thinking from the analysis of culture in the work of Juan Marinello Vidaurreta. The dialectical materialist conception was assumed as general methodology to know the object of research in its antecedents and current trends. In addition it allowed expanding the knowledge on the subject under study, through the analysis of text, content and discourse; the critique of sources made it possible to draw inferences from the preexisting theory and the empirical information collected. Marinellian thought was formed as a result of the influence of the Cuban progressive movement, of Marti and Marxist-Leninist thought, the most advanced of Latin American and universal thought. It underlies in his work an integrative and totalizing conception of the culture, of Marti base and marxist. (shrink)

The question of how we should engage with a philosopher’s racial thought is of particular importance when considering Kant, who can be viewed as particularly representative of Enlightenment philosophy. In this article I argue that we should take a stance of deep acknowledgment when considering Kant’s work both inside and outside the classroom. Taking a stance of deep acknowledgment should be understood as 1) taking Kant’s racial thought to be reflective of his moral character, 2) Kant being accountable for his (...) racial thought and 3) being willing to consider the possibility that Kant’s racial thought is consistent with and inextricable from his moral philosophy. Alternative forms of engaging with Kant’s racial work have either moral or pedagogical failings, which range from simply teaching the history of philosophy uncritically to outright deception. A stance of deep acknowledgement will allow philosophers to understand how Kant’s racial thought interacts with his moral philosophy and allow instructors to teach philosophy in a historically contextualized approach so as to not alienate students whose demographic was disparaged by Kant. While CARA was one of several national events displaying nonmainstream art, it was also distinctive in its politics of self-representation. The artists participating in CARA insisted that they be described as (...) members of a Chicano art movement. With the term Chicano they hoped to step beyond labels preferred by the dominant culture—labels such as Mexican American, Latino, or Hispanic. For these artists, the word Chicano was appealing because it represented a complexity of meanings that they understood as being integral to both their identity and to the art they produced. The word Chicano, as Alicia Gaspar de Alba discusses in Chicano Art Inside/Outside the Master's House,1 embraces multiple meanings and axes of cultural identity; it derives from the Nahuatl pronunciation of Mexicano, often referring to a person of Aztec descent but including, as well, Native American heritage, Mexican roots, and Catholic faith. The CARA artists also embraced the label's association with a politics of liberation, popular protest, and working-class creativity. From the outset, then, the CARA exhibition was more than an art exhibition.By some lights, however, CARA was too much more than an art exhibition. When the organizers realized they needed funds, they applied for a National Endowment of the Humanities (NEH) grant and were initially turned down. While an NEH rejection might mean a number of things, the language of the rejection reports in this case narrows the possibilities down [End Page 65] to an issue that I mean to consider in this article. One rejection report states thatThe panelists understood that Chicano art arose from a variety of political movements and social causes, and therefore the political aspect of this proposal is appropriate to the subject matter.... Even so, the panelists worried that the project makes a political statement, that it is politics masquerading as culture, and that the proposal contains jargon and rhetoric and reads like a manifesto. 2Other reviewers objected to the general language of the report along similar lines. While Chicano artists made a point of representing themselves in complex, multidimensional terms, the NEH found such complexity and multidimensionality perplexing and thus their art not worthy of funding. One referee, for instance, claimed that the terminology used in the proposal was too narrow; he complained that defining Chicano in terms of struggle was too restrictive and excluded other Chicano artists for whom struggle was not a major concern. But later the same reporter objected that some of the concepts in the proposal were not inclusive enough, as they failed to include issues and topics that are central to the Chicano community. Thus the complexity and cluttered characterization that the artists felt was central to their sense of identity was dismissed as either too excessive or as too restrictive. According to the NEH, Chicano artists failed not because of their art (which the referees did describe as "visually compelling") but because of the way in which they chose to identify themselves—because, in other words, of their "rhetoric and jargon." Whatever it was that the NEH found compelling in the Chicano art they found uncompelling in the description of the Chicano artists' lives.After the organizers revised their proposal and reapplied for the grant, they were once again turned down. This second rejection highlights even more clearly the nature of the problem. This second report argues that "[T]here is a disjunction between the organizers' intentions and the exhibition. Luego, aludo a la tesis de Heidegger "la ciencia no piensa", a partir de ¿Qué significa pensar? A continuación, procuro aclarar tal aserto desde su conferencia "Ciencia y Meditación". Considero explicaciones posibles de la frase en cuestión, descartando varias de ellas y postulando que hay que pensar en otra dirección para dar cuenta de la (...) tesis. Esa nueva dirección implica introducir la diferencia entre pensar calculador y meditación, así como centrarse en lo que Heidegger entiende por ser, esencia, sentido, esencia de la técnica moderna y Unicuadridad o Cuaternidad . In a brief initial presentation, I underline the importance of Heidegger's thoughts and its acknowledgement by renowned thinkers and scientists. Then, I refer to Heidegger's thesis "science does not think" from the book What Calls for Thinking? or What is Called Thinking? In order to clarify this sentence, I use his lecture "Science and Reflection". Possible explanations of the phrase in question are put aside, and I postulate that is better to think in another direction in order to better understand the thesis. This new direction introduces the difference between calculative thinking and reflection and focuses on what Heidegger understands as: being, essence, sense, essence of modern technology and Fourfold.
