Promoting youth representation in parliaments is a growing global priority. To promote youth leadership and more inclusive politics, youth organizations in Nigeria mobilized successfully for a constitutional reform to lower the eligibility age to run for political office. In this paper, we draw on global data to assess whether lower eligibility ages will in fact lead to higher levels of youth participation. This paper develops an account of trustworthy AI. Its central idea is that whether AIs are trustworthy is a matter of whether they live up to their function-based obligations. We argue that this account serves to advance the literature in a couple of important ways. First, it serves to provide a rationale for why a range of properties that are widely assumed in the scientific literature, as well as in policy, to be required of trustworthy AI, such as safety, justice, (...) and explainability, are properties (often) instantiated by trustworthy AI. Second, we connect the discussion on trustworthy AI in policy, industry, and the sciences with the philosophical discussion of trustworthiness. We argue that extant accounts of trustworthiness in the philosophy literature cannot make proper sense of trustworthy AI and that our account compares favourably with its competitors on this front. What kinds of norms constrain mechanistic discovery and explanation? In the mechanistic literature, the norms for good explanations are directly derived from answers to the metaphysical question of what explanations are. Prominent mechanistic accounts thus emphasize either ontic or epistemic norms. Still, mechanistic philosophers on both sides agree that there is no sharp distinction between the processes of discovery and explanation. Thus, it seems reasonable to expect that ontic and epistemic accounts of explanation will be accompanied by ontic and epistemic (...) accounts of discovery, respectively. As we will show here, however, recent discovery accounts implicitly rely on both ontic and epistemic norms to characterize the discovery process. In this paper, we develop an account that makes explicit that, and how, ontic and epistemic norms work together throughout the discovery process. By describing mechanism discovery as a process of pattern recognition we demonstrate that scientists have to develop epistemic activities to distinguish a pattern from its background. Furthermore, they have to determine which epistemic activities successfully describe how the pattern is implemented by identifying the pattern’s components. Our approach reveals that ontic and epistemic norms are equally important in mechanism discovery. (shrink)

Cloud computing (ClC) has become a more popular computer paradigm in the preceding few years. Quality of Service (QoS) is becoming a crucial issue in service alteration because of the rapid growth in the number of cloud services. When evaluating cloud service functioning using several performance measures, the issue becomes more complex and non-trivial. It is therefore quite difficult and crucial for consumers to choose the best cloud service. The user's choices are provided in a quantifiable manner in the current (...) methods for choosing cloud services. Hence, this study attempts to achieve this objective through construction. decision-making framework so-called cloud services evaluator (CSsEv). The main indicator and its sub-indicators are formed as nodes at levels(n) in tree soft sets (TSSs). Thereafter Single Value Neutrosophic Sets (SVNSs) as branch of neutrosophic sets which conjunction with the Multi-Criteria Decision Making (MCDM) technique to facilitate analysis and evaluation process for the available Cloud services providers. Hence, entropy is employed to obtain indicators and sub_indicators weights and Complex Proportional Assessment utilizes these weights to facilitate the decision process of selecting optimal ClSPs. Recent literature features an increased interest in the sufficiency claim involved in the knowledge norm of assertion. This paper looks at two prominent objections to KNA-Suff, due to Jessica Brown and Jennifer Lackey, and argues that they miss their target due to value-theoretic inaccuracies. It is argued that the intuitive need for more than knowledge in Brown’s high-stakes contexts does not come from the epistemic norm governing assertion, but from further norms stepping in and raising the bar, and Lackey’s purported (...) quality-driven case against KNA-Suff boils down to a quantitative objection. If that is the case, Lackey’s argument will be vulnerable to the same objections as Brown’s. (shrink)

It is generally acknowledged that Hobbes's radical scepticism is intimately connected with his nominalism, and that his nominalism in turn rests upon the doctrine of meaning and truth set out in its best-known version in Chapters 4 and 5 of Leviathan.

In the 1980s, philosophical, historical and social studies of science underwent a change which later evolved into a turn to practice. Analysts of science were asked to pay attention to scientific practices in meticulous detail and along multiple dimensions, including the material, social and psychological. Following this turn, the interest in scientific practices continued to increase and had an indelible influence in the various fields of science studies. No doubt, the practice turn changed our conceptions and approaches of science, but (...) what did it really teach us? What does it mean to study scientific practices? What are the general lessons, implications, and new challenges? This volume explores questions about the practice turn using both case studies and theoretical analysis. The case studies examine empirical and mathematical sciences, including the engineering sciences. The volume promotes interactions between acknowledged experts from different, often thought of as conflicting, orientations. It presents contributions in conjunction with critical commentaries that put the theses and assumptions of the former in perspective. Overall, the book offers a unique and diverse range of perspectives on the meanings, methods, lessons, and challenges associated with the practice turn. (shrink)

In recent literature, several authors attempt to naturalize epistemic normativity by employing an etiological account of functions. The thought is that epistemic entitlement consists in the normal functioning of our belief-acquisition systems, where the latter acquire the function to reliably deliver true beliefs through a history of biological benefit.

According to Jonathan Kvanvig, the practice of taking back one’s assertion when finding out that one has been mistaken or gettiered fails to speak in favour of a knowledge norm of assertion. To support this claim, he introduces a distinction between taking back the content of the assertion, and taking back the speech act itself. This paper argues that Kvanvig’s distinction does not successfully face close speech-act-theoretic scrutiny. Furthermore, I offer an alternative diagnosis of the target cases sourced in the (...) normativity of action. (shrink)

The paper introduces precise definitions of the inevitabilist and contingentist positions. On this basis, it reveals the analytical structure and some inherent difficulties of the contingentist/inevitabilist issue. It then discusses some of these difficulties, relying on the thought-experiment of a ‘divided physics’. This article examines the recent transformations of the Italian welfare state from a familist welfare model to what I term transnational market familism. In this model, families buy in care labour, commonly provided by migrant workers. There is now a growing literature exploring both the transformations of the Italian welfare model and the experiences of migrant workers providing care in Italy. However, what has been overlooked in the current literature is the ethical aspect of this model of welfare provision, which (...) is part of the transnational political economy of care. The article analyses the ethical implications of the migrant-in-the-family model, which transforms the care relationship between the caregiver and care receiver into a complex relationship between the family member organising care, the migrant caregiver and the dependent care receiver. The context of such welfare provision is transnational. Examining this care triangle, I draw on care ethics and individualization perspective for an analysis of how social policies safeguard, or overlook, human interaction and care relationships in the context of global hierarchies. The article draws on ethnographic data gathered in Naples, Italy, during 2004–2005, including interviews with Neapolitan employers and elderly care-receivers, interviews with migrant workers, as well as participant observations. The Element reconstructs, analyses and compares different derivational routes to a grounding of the Arrow of Time in entropy. It also evaluates the link between entropy and visible disorder, and the related claim of an alignment of the Arrow of Time with a development from order to visible disorder. The Element identifies three different entropy-groundings for the Arrow of Time: (i) the Empirical Arrow of Time, (ii) the Universal Statistical Arrow of Time, and (iii) the Local Statistical Arrow of Time. (...) The Element will also demonstrate that it is unlikely that high entropy states will always coincide with visible disorder. Where does entitlement to trust come from? When we trust someone to φ, do we need to have reason to trust them to φ or do we start out entitled to trust them to φ by default? Reductivists think that entitlement to trust always “reduces to” or is explained by the reasons that agents have to trust others. In contrast, anti-reductivists think that, in a broad range of circumstances, we just have entitlement to trust. even if we don’t have positive (...) reasons to do so. In this paper, we argue for a version of anti-reductivism. Roughly, we argue that we have default entitlement to trust someone to φ so long as there is an operative norm that requires S to φ. At least in such circumstances (and absent defeaters), we don’t need any positive reasons to trust S to φ. (shrink)

DNR decisions are frequently made in oncology and hematology care and physicians and nurses may face related ethical dilemmas. Ethics is considered a basic competence in health care and can be understood as a capacity to handle a task that involves an ethical dilemma in an adequate, ethically responsible manner. One model of ethical competence for healthcare staff includes three main aspects: being, doing and knowing, suggesting that ethical competence requires abilities of character, action and knowledge. Ethical competence can be (...) developed through experience, communication and education, and a supportive environment is necessary for maintaining a high ethical competence. The aim of the present study was to investigate how nurses and physicians in oncology and hematology care understand the concept of ethical competence in order to make, or be involved in, DNR decisions and how such skills can be learned and developed. A further aim was to investigate the role of guidelines in relation to the development of ethical competence in DNR decisions. Individual interviews were conducted with fifteen nurses and sixteen physicians. The interviews were analyzed using thematic content analysis. Physicians and nurses in the study reflected on their ethical competence in relation to DNR decisions, on what it should comprise and how it could be developed. The ethical competence described by the respondents related to the concepts being, doing and knowing. In order to make ethically sound DNR decisions in oncology and hematology care, physicians and nurses need to develop appropriate virtues, improve their knowledge of ethical theories and relevant clinical guidelines. Ethical competence also includes the ability to act upon ethical judgements. Continued ethical education and discussions for further development of a common ethical language and a good ethical working climate can improve ethical competence and help nurses and physicians cooperate better with regard to patients in relation to DNR decisions, in their efforts to act in the best interest of the patient. BackgroundIn cancer care, do not resuscitate orders are common in the terminal phase of the illness, which implies that the responsible physician in advance decides that in case of a cardiac arrest neither basic nor advanced Coronary Pulmonary Rescue should be performed. Swedish regulations prescribe that DNR decisions should be made by the responsible physician, preferably in co-operation with members of the team. If possible, the patient should consent, and significant others should be informed of the decision. Previous studies have (...) shown that physicians and nurses can experience ethical dilemmas in relation to DNR decisions, but knowledge about what ethical reasoning they perform is lacking. Therefore, the aim was to describe and explore what ethical reasoning physicians and nurses apply in relation to DNR-decisions in oncology and hematology care.MethodsA qualitative, descriptive and explorative design was used, based on 287 free-text comments in a study-specific questionnaire, answered by 216 physicians and nurses working in 16 oncology and hematology wards in Sweden. Comments were given by 89 participants.ResultsThe participants applied a situation-based ethical reasoning in relation to DNR-decisions. The reasons given for this were both deontological and utilitarian in kind. Also, expressions of care ethics were found in the material. Universal rules or guidelines were seen as problematic. Concerning the importance of the subject, nurses to a higher extent underlined the importance of discussing DNR-situations, while physicians described DNR-decisions as over-investigated and not such a big issue in their daily work.ConclusionThe study revealed that DNR-decisions in oncology and hematology care gave rise to ethical considerations. Important ethical values described by the participants were to avoid doing harm and to secure a peaceful and “natural” death with dignity for their dying patients. A preference for the expression “allow for natural death” instead of the traditional term “do not resuscitate” was found in the material. (shrink)

D'où vient cette timidité? C'est ce paradoxe qu'explore le livre de Mona Ozouf, en donnant à entendre "les mots des femmes", ceux qu'elles ont choisis elles-mêmes pour décrire la féminité.

Are idioms stored in memory in ways that preserve their surface form or language or are they represented amodally? We examined this question using an inci- dental cued recall paradigm in which two word idiomatic expressions were presented to adult bilinguals proficient in Russian and English. Stimuli included phrases with idiomat- ic equivalents in both languages (e.g. “empty words/пycтыe cлoвa”) or in one language only (English—e.g. “empty suit/пycтoй кocтюм” or Russian—e.g. “empty sound/пycтoй звyк”), or in neither language (e.g. “empty rain/пycтoй (...) дoждь”). If idioms are stored in a language-specific format, then phrases with idiomatic equivalents in both languages would have dual representation, and should therefore be more easily recalled than phrases with idiomatic meaning in only one language. This result was obtained. As such, the findings support the dual-coding theory of memory and are also compatible with models of the bilingual lexicon that include language tags or nodes. (shrink)

Dans le contexte du régime autoritaire soviétique des années Brejnev, on ne saurait retrouver des mobilisations féministes ou de patientes autour de la gynécologie similaires à celles qui ont pu se déployer à l’Ouest. Néanmoins, des dissidentes féministes se sont emparées de ce sujet dans des publications clandestines du début des années 1980 (les samizdats), restées très confidentielles en URSS. Ensuite, pendant la perestroïka, un abondant courrier de lectrices publié dans le magazine féminin grand public Rabotnitsa a véhiculé des témoignages (...) et des revendications extrêmement similaires à ceux des dissidentes féminines. L’article mobilise ces deux corpus. Les militantes et les lectrices ont notamment dénoncé le manque de contraceptifs menant à des avortements à répétition, l’absence d’anesthésie lors des avortements et des accouchements, l’indifférence et la « cruauté » d’un personnel soignant débordé, travaillant « à la chaîne ». Certaines ont même parlé de « tortures » gynécologiques. Ces critiques ordinaires et féministes ont porté, plus largement, sur le manque de moyens du système de santé. Après avoir examiné les politiques publiques soviétiques en matière de santé sexuelle et reproductive, l’article analyse les processus par lesquels des frustrations largement partagées par les patientes en gynécologie ont pu être mises en discours et politisées. Une mise en perspective sur la base de comparaisons internationales permet également d’interroger les impensés de ces discours critiques. (shrink)

The biofuel boom is placing enormous demands on existing cropping systems, with the most crucial consequences in the agri-food sector. The biofuel industry is responding by initiating private governance and certification. The Roundtable on Sustainable Palm Oil (RSPO) and the Cramer Commission, among others, have formulated criteria on “sustainable” biofuel production and processing. This article explores the legitimacy of private governance and certification by the biofuel industry, highlighting opportunities and challenges. It argues that the concept of output based legitimacy is (...) problematic in the case of biofuel as long as no consensus or commonly agreed “best” solution has been established on what sustainable biofuel production is. Furthermore, it shows that the private governance initiatives analyzed fail to adequately include actors from developing countries. Finally, the article argues that we need mechanisms for control and accountability in order to guarantee that the political output of biofuel certification serves the common welfare. (shrink)

This paper presents methodological reflections on power sharing and shifts of power in various interview situations. Narratives are said to be shaped by our attempts to position ourselves within social and cultural circumstances. In an interview situation, power can be seen as something that is created and that shifts between the interviewer and the interviewed. Reflexivity is involved when we as interviewers attempt to look at a situation or a concept from various perspectives. A modified form of discourse analysis inspired (...) by subject positioning was used to reflect on power relations in four different interview situations. The analyses indicate that reflection on the power relations can lead to other forms of understanding of the interviewee. The main conclusion that can be drawn from this study is that power relations are created within an interview situation and therefore it is important to be aware of dominant perspectives. Researchers and nurses face the challenge of constantly raising their level of consciousness about power relationships, and discursive reflexivity is one way of doing this. Thus, reflexivity is an important part of the qualitative research process. (shrink)

Artificial intelligence (AI) national strategies provide countries with a framework for the development and implementation of AI technologies. Sixty countries worldwide published their AI national strategies. The majority of these countries with more than 70% are developed countries. The approach of AI national strategies differentiates between developed and developing countries in several aspects including scientific research, education, talent development, and ethics. This paper examined AI readiness assessment in a developing country (Palestine) to help develop and identify the main pillars of (...) the AI national strategy. AI readiness assessment was applied across education, entrepreneurship, government, and research and development sectors in Palestine (case of a developing country). In addition, it examined the legal framework and whether it is coping with trending technologies. The results revealed that Palestinians have low awareness of AI. Moreover, AI is barely used across several sectors and the legal framework is not coping with trending technologies. The results helped develop and identify the following five main pillars that Palestine’s AI national strategy should focus on: AI for Government, AI for Development, AI for Capacity Building in the private, public and technical and governmental sectors, AI and Legal Framework, and international Activities. How do cognitive neuroscientists explain phenomena like memory or language processing? This book examines the different kinds of experiments and manipulative research strategies involved in understanding and eventually explaining such phenomena. Against this background, it evaluates contemporary accounts of scientific explanation, specifically the mechanistic and interventionist accounts, and finds them to be crucially incomplete. Besides, mechanisms and interventions cannot actually be combined in the way usually done in the literature. This book offers solutions to both these problems based on insights (...) from experimental practice. It defends a new reading of the interventionist account, highlights the importance of non-interventionist studies for scientific inquiry, and supplies a taxonomy of experiments that makes it easy to see how the gaps in contemporary accounts of scientific explanation can be filled. The book concludes that a truly empirically adequate philosophy of science must take into account a much wider range of experimental research than has been done to date. With the taxonomy provided, this book serves a stepping-stone leading into a new era of philosophy of science—for cognitive neuroscience and beyond. (shrink)

Background:Within oncology and hematology care, patients are sometimes considered to have such a poor prognosis that they can receive a do not resuscitate order from the physician responsible, stipulating that neither basic nor advanced coronary pulmonary rescue be performed in the event of a cardiac arrest. Studies on do not resuscitate decisions within oncology and hematology units, focusing on the specific role of the nurse in relation to these decisions, are scarce.Objective:The aim of this study was to investigate hematology and (...) oncology nurses’ experiences and perceptions of do not resuscitate orders, in order to achieve a deeper understanding of the nurses’ specific role in these decisions.Research design:A qualitative, descriptive methodology with individual semi-structured interviews was used.Participants and research context:A total of 15 nurses from eight hematology/oncology wards in four hospitals in Sweden were interviewed individually.Ethical considerations:In accordance with national regulations, an ethical review was not required for this study. The research followed international guidelines for empirical research, as outlined in the Helsinki Declaration.Findings:The nurses strived for good nursing care through balancing harms and goods and observing integrity and quality of life as important values. Experienced hindrances for good care were unclear and poorly documented decisions, uninformed patients and relatives, and disagreements among the caregivers and family. The nurses expressed a need for an ongoing discussion on do not resuscitate decisions, including all concerned parties.Conclusion:In order to provide good nursing care, nurses need clear and well-documented do not resuscitate orders, and patients and relatives need to be well informed and included in the decisions. To increase the understanding for each other’s opinions within the medical team, regular ethical discussions are required. (shrink)

The metropolis of Cairo has witnessed unprecedented transformations since the January revolution of 2011. It witnessed evidently an escalation of war zones and confrontations between protesters and police forces; it also witnessed the militarization and policing of the urban sphere, the creation of segregating buffer walls that paralysed entire areas. However, the Tahrir effect remains evident in that it revolutionized the very notion of what a public space is about. It succeeded in imposing an entirely unprecedented novel choreography for the (...) city in which the ‘stage’ of Tahrir was the exemplary moment that triggered extended and replicated dramaturgical violent public confrontations, public performances and occupations in all the squares of Egypt. This article traces the transformations in relation to the debates pertaining to the ‘right to the city’ relating to the expanding visibility of the street vendors. Despite the military taking over after the rule of the Muslim Brotherhood, Cairo has witnessed for the past three years a mesmerizing flourishing art scene. (shrink)

Egypt witnessed in the last decade, as in many Southeast Asian mega-cities, the reshaping of public space through the creation of new shopping malls and recreation places. This went hand in hand with the `gentrification' of certain areas of the city of Cairo, which is continuing at the expense of pushing away the poor. The 1980s and 1990s also witnessed increasing prosperity among certain classes and the appropriation of new consumer lifestyles. This article attempts to look at the variations of (...) shopping malls in Cairo and the new phenomenon of hybridization of tastes. One can observe the creation of `chic' shopping malls functioning parallel to popular and working-class malls which are frequented by different classes, depending on the various districts of Cairo. These newly created public spaces are gendered. The malls provide new outlets for deprived youth to experience mingling and flirting, in other words, these spaces offer new forms of `mixity' between sexes. A glimpse at the ` grands magasins' is brought up in relation to the history of consumerism in Egypt. This article also analyses the government's official discourse which alienates those living in unplanned and scattered construction as `violent' and unruly and relates it to the new remaking of the town of Cairo. One central debate in recent literature on epistemic normativity concerns the epistemic norm for action. This paper argues that this debate is afflicted by a category mistake: strictly speaking, there is no such thing as an epistemic norm for action. To this effect, I introduce a distinction between epistemic norms and norms with epistemic content; I argue that while it is plausible that norms of the latter type will govern action in general, epistemic norms will only govern actions characteristically associated (...) with delivering epistemic goods. Emotional AI is an emerging technology used to make probabilistic predictions about the emotional states of people using data sources, such as facial (micro)-movements, body language, vocal tone or the choice of words. The performance of such systems is heavily debated and so are the underlying scientific methods that serve as the basis for many such technologies. In this article I will engage with this new technology, and with the debates and literature that surround it. Working at the intersection of (...) criminology, policing, surveillance and the study of emotional AI this paper explores and offers a framework of understanding the various issues that these technologies present particularly to liberal democracies. I argue that these technologies should not be deployed within public spaces because there is only a very weak evidence-base as to their effectiveness in a policing and security context, and even more importantly represent a major intrusion to people’s private lives and also represent a worrying extension of policing power because of the possibility that intentions and attitudes may be inferred. Further to this, the danger in the use of such invasive surveillance for the purpose of policing and crime prevention in urban spaces is that it potentially leads to a highly regulated and control-oriented society. I argue that emotion recognition has severe impacts on the right to the city by not only undertaking surveillance of existing situations but also making inferences and probabilistic predictions about future events as well as emotions and intentions. This article reflects upon the monopoly and repertoires of violence in the city of Cairo perpetrated in counter-revolutionary moments by the successive military and Islamist regimes, which lack alternative visions and imaginaries. It counters the myth that the Egyptian revolution was non-violent. It also reflects upon some of the debates about the Arab revolutions, the question of militarization, and the return of ‘order’ with the re-emergence of the army in public life. It also reflects upon the multiplication of segregating walls, (...) first as buffer zones to isolate protesters, then as the walls of the gated communities and compounds of the rich, examining the extent to which the supposed revitalization of downtown Cairo actually represents the flight of wealth and capital to isolated areas far from the city center. Cities and local governments loom large on the sustainability agenda. Networks such as Fair Trade Towns International (FTT) and the Organic Cities Network aim to bring about global policy change from below. Given the new enthusiasm for local approaches, it seems relevant to ask to what extent local groups exercise power and in what form. City networks present their members as “ethical places” exercising _power with_, rather than _power over_ others. The article provides an empirical analysis of the power of (...) FTT and Organic Cities in Germany. In both cases, we found cities that are eager to emphasize their inclusive potential. Their willingness to compromise is demonstrated most illustratively by the fact that several cities are members of both networks: While the FTT campaign aims to address problems of international trade but does not abandon it, Organic Cities advocate for a new localism based on food supply from farmers in the same region. In both cases, city networks use their purchasing power to increase the share of certified products. By doing so, the city networks reproduce privileged positions of consumers benefitting from the global capitalist order (_power over_). However, our analysis revealed that networks also make citizens reflect upon agri-food challenges and allow developing alternatives for more sustainable systems (_power with_). (shrink)
