Розглянуто особливості зародження контролю фінансової сфери в інших державах та визначено напрями розвитку контролю фінансової сфери в Україні, які полягають у розробці нормативно-правової бази для втілення в життя системи недержавного пенсійного забезпечення, впровадженні обов'язкового страхування цивільно-правової відповідальності власників наземних транспортних засобів, формуванні Державного реєстру фінансових установ України, створенні перешкод на шляху використання страхового ринку з метою виведення коштів за кордон через операції перестрахування та відмивання "брудних" коштів.

Based on the etymological, historical and philosophical analysis, the author of the article examines the term «Nova Doba» and notes the positive and negative consequences of its use. Through the analysis of foreign language equivalents of this term, demarcation of the concepts of «chas» and «doba» and the word «novyy», the author reveals the incorrectness of the term «Novyy chas» (Modern age). The incorrectness of the concept is manifested in the discrepancy between the word «chas» and its foreign language analogues (...) «Temps», «Age» and «Times». Also, according to the author, «chas» has the meaning of an indefinite sequential duration, unlike the concept of «doba», which postulates a specifically defined period of time. The author concludes that the concepts of «Novyy chas» and «Nova Doba» are incorrect due to the relativity of the word «novyy» (new). Instead of the analysed commonly used terms, in the author's opinion, it is more appropriate to use the term «prosvitnytstvo» (enlightenment) to characterise the relevant historical and philosophical epoch. Philosophers and scientists both ask questions about what the world is like. How do these fields interact with one another? How should they? Naturalism Beyond the Limits of Science investigates an approach to these questions called methodological naturalism. According to methodological naturalism, when coming up with theories about what the world is like, philosophers should, whenever possible, make use of the same methodology that is deployed by scientists. Although many contemporary philosophers have implicit commitments that lead straightforwardly to methodological naturalism, (...) few have a clear understanding of how widespread and disruptive methodological naturalism promises to be for the field. By way of a series of case studies involving laws of nature, composition, time and modality, and drawing on historical and contemporary scientific developments including the discovery of the neutrino, the introduction of dark energy, and the advent of relativity theory, this book demonstrates the ways in which scientists rely on extra-empirical reasoning and how that very same extra-empirical reasoning can yield surprising results when applied to philosophical debates. Along the way, Nina Emery's investigation illuminates the complex relationship between philosophy and the sciences, and makes the case that philosophers and scientists alike would benefit from a greater understanding of the connections between the two fields. Disgust, the emotion of rotting carcasses and slimy animalitos, finds itself at the center of several critical questions about human culture and cognition. This article summarizes recent developments, identify active points of debate, and provide an account of where the field is heading next.

Indigenous people (IP) have faced multiple difficulties in education. Indigenous students often do worse academically than non-indigenous student peers. These stated the low enrollment rates showed a dropout rate, absenteeism, repetition rates, literacy rate, and thus the educational outcomes, with retention and completion being two significant issues. Further, this study explores the lived experiences and challenges faced by indigenous high school students amidst the new normal education. Employing the Interpretative Phenomenological Analysis, the findings of this study were: (1) The reason (...) why IP learners were not satisfied with their performance is that they cannot understand some of the lessons due to the language barrier. (2) IP learners are committed to finishing their studies, however, some of the students lack resources for studying, like gadgets for researching, and they do not have cell phones. And the other students may have gadgets or cellphones, but their internet connection is low or not accessible in some places at their location. (shrink)

In her paper, “The Non-Governing Conception of Laws,” Helen Beebee argues that it is not a conceptual truth that laws of nature govern, and thus that one need not insist on a metaphysical account of laws that makes sense of their governing role. I agree with the first point but not the second. Although it is not a conceptual truth, the fact that laws govern follows straightforwardly from an important (though under-appreciated) principle of scientific theory choice combined with a highly (...) plausible claim about the connection between scientific theory choice and theory choice in metaphysics. I present and defend this argument and then show how the resulting understanding of governance gives rise to an especially strong version of recent explanatory circularity arguments against Humeanism about laws of nature. Finally, I present three options for a further understanding of the governance relation that are compatible with my argument. (shrink)

Vibrant Death links philosophy and poetry-based, corpo-affectively grounded knowledge seeking. It offers a radically new materialist theory of death, critically moving the philosophical argument beyond Christian and secular-mechanistic understandings. The book's ethico-political figuration of vibrant death is shaped through a pluriversal conversation between Deleuzean philosophy, neo-vitalist materialism and the spiritual materialism of decolonial, queerfeminist poet and scholar Gloria Anzaldua. The book's posthuman deexceptionalizing of human death unfurls together with a collection of poetry, and autobiographical stories. They are analysed through the (...) lens of a posthuman, queerfeminist revision of the method of autophenomenography (phenomenological analysis of autobiographical material). Nina Lykke explores the speaking position of a mourning, queerfeminine "I", who contemplates the relationship with her dead beloved lesbian life partner. She reflects on her enactment of processes of co-becoming with the phenomenal and material traces of the deceased body, and the new assemblages with which it has merged through death's material metamorphoses: becoming-ashes through cremation, and becoming-mixed-with-algae-sand when the ashes were scattered across a seabed made of fiftyfive million-year-old, fossilized algae. It is argued that the mourning "I"'s intimate bodily empathizing (theorized as symphysizing) with her deceased, queermasculine beloved life partner facilitates the processes of vitalist-material and spiritual-material co-becoming, and the rethinking of death from a new and different perspective than that of the sovereign, philosophical subject. A long tradition of psychological research has explored the distinction between characteristics that are part of the self and those that lie outside of it. Recently, a surge of research has begun examining a further distinction. Even among characteristics that are internal to the self, people pick out a subset as belonging to the true self. These factors are judged as making people who they really are, deep down. In this paper, we introduce the concept of the true self and (...) identify features that distinguish people’s understanding of the true self from their understanding of the self more generally. In particular, we consider recent findings that the true self is perceived as positive and moral, and that this tendency is actor-observer invariant and cross-culturally stable. We then explore possible explanations for these findings and discuss their implications for a variety of issues in psychology. (shrink)

Recently, McGinn has proposed a new theory of disgust. This theory makes empirical claims as to the history and function of disgust, yet does not take into account contemporary scientific research on the subject. This essay evaluates his theory for its merits as an account of disgust, and as a piece of scholarship more generally, and finds it lacking.

It includes Naess's most crucial polemics with leading thinkers, drawn from sources as diverse as scholarly articles, correspondence, TV interviews and unpublished exchanges. Natural languages vary in their quantity expressions, but the variation seems to be constrained by general properties, so-calleduniversals. Their explanations have been sought among constraints of human cognition, communication, complexity, and pragmatics. In this article, we apply a state-of-the-art language coordination model to the semantic domain of quantities to examine whether two quantity universals—monotonicity and convexity—arise as a result of coordination. Assuming precise number perception by the agents, we evolve communicatively usable quantity terminologies in two separate conditions: a numeric-based condition (...) in which agents communicate about a number of objects and a quotient-based condition in which agents communicate about the proportions. We find out that both universals take off in all conditions but only convexity almost entirely dominates the emergent languages. Additionally, we examine whether the perceptual constraints of the agents can contribute to the further development of universals. We compare the degrees of convexity and monotonicity of languages evolving in populations of agents with precise and approximate number sense. The results suggest that approximate number sense significantly reinforces monotonicity and leads to further enhancement of convexity. Last but not least, we show that the properties of the evolved quantifiers match certain invariance properties from generalized quantifier theory. (shrink)

There is a widespread notion, both within the sciences and among the general public, that mental deterioration can rob individuals of their identity. Yet there have been no systematic investigations of what types of cognitive damage lead people to appear to no longer be themselves. We measured perceived identity change in patients with three kinds of neurodegenerative disease: frontotemporal dementia, Alzheimer’s disease, and amyotrophic lateral sclerosis. Structural equation models revealed that injury to the moral faculty plays the primary role in (...) identity discontinuity. Other cognitive deficits, including amnesia, have no measurable impact on identity persistence. Accordingly, frontotemporal dementia has the greatest effect on perceived identity, and amyotrophic lateral sclerosis has the least. We further demonstrated that perceived identity change fully mediates the impact of neurodegenerative disease on relationship deterioration between patient and caregiver. Our results mark a departure from theories that ground personal identity in memory, distinctiveness, dispositional emotion, or global mental function. (shrink)

I argue that there are such things as nomological probabilities—probabilities that play a certain explanatory role with respect to stable, long-run relative frequencies. Indeed, I argue, we should be willing to accept nomological probabilities even if they turn out to be metaphysically weird or even wholly sui generis entities. I then give an example of one way in which this argument should shape future work on the metaphysics of chance by describing a challenge to a common group of analyses of (...) objective probability—Humean analyses— understood as analyses of nomological probability. The article explores the need to eat as a biological and social practice among children in a preschool in Norway. The children in this preschool are aged from one to two years of age, and some of them have just started there. Different events from mealtimes relate to Derrida's concept of touch and Grosz's notion of bodies in‐place and out‐of‐place. How food touches the children and the practitioners is further discussed through a consideration of body/place relations, which are both material (...) and reflect pedagogical discourses. Its overall context is not only touching the food in a concrete sense, but also food as touch seen as a philosophical concept. Analyzing touching relations around the table including movements in materiality, bodies and discourses of eating may empower the youngest children in a preschool setting. (shrink)

Several philosophers and psychologists have characterized belief in conspiracy theories as a product of irrational reasoning. Proponents of conspiracy theories apparently resist revising their beliefs given disconfirming evidence and tend to believe in more than one conspiracy, even when the relevant beliefs are mutually inconsistent. In this paper, we bring leading views on conspiracy theoretic beliefs closer together by exploring their rationality under a probabilistic framework. We question the claim that the irrationality of conspiracy theoretic beliefs stems from an inadequate (...) response to disconfirming evidence and internal incoherence. Drawing analogies to Lakatosian research programs, we argue that maintaining a core conspiracy belief can be Bayes-rational when it is embedded in a network of auxiliary beliefs, which can be revised to protect the more central belief from disconfirmation. We propose that the (ir)rationality associated with conspiracy belief lies not in a flawed updating method, but in their failure to converge toward well-confirmed, stable belief networks in the long run. This approach not only reconciles previously disjointed views, but also points toward more specific hypotheses explaining why some agents may be prone to adopting beliefs in conspiracy theories. Tenenbaum and Griffiths (Behavioral and Brain Sciences 24(4):629–640, 2001) have proposed that their Bayesian model of generalisation unifies Shepard’s (Science 237(4820): 1317–1323, 1987) and Tversky’s (Psychological Review 84(4): 327–352, 1977) similarity-based explanations of two distinct patterns of generalisation behaviours by reconciling them under a single coherent task analysis. I argue that this proposal needs refinement: instead of unifying the heterogeneous notion of psychological similarity, the Bayesian approach unifies generalisation by rendering the distinct patterns of behaviours informationally relevant. I suggest that (...) generalisation as a Bayesian inference should be seen as a complement to, instead of a replacement of, similarity-based explanations. Furthermore, I show that the unificatory powers of the Bayesian model of generalisation can contribute to the selection of one of these models of psychological similarity. (shrink)

BackgroundIt has been argued that ethics review committees—e.g., Research Ethics Committees, Institutional Review Boards, etc.— have weaknesses in reviewing big data and artificial intelligence research. For instance, they may, due to the novelty of the area, lack the relevant expertise for judging collective risks and benefits of such research, or they may exempt it from review in instances involving de-identified data.Main bodyFocusing on the example of medical research databases we highlight here ethical issues around de-identified data sharing which motivate the (...) need for review where oversight by ethics committees is weak. Though some argue for ethics committee reform to overcome these weaknesses, it is unclear whether or when that will happen. Hence, we argue that ethical review can be done by data access committees, since they have de facto purview of big data and artificial intelligence projects, relevant technical expertise and governance knowledge, and already take on some functions of ethical review. That said, like ethics committees, they may have functional weaknesses in their review capabilities. To strengthen that function, data access committees must think clearly about the kinds of ethical expertise, both professional and lay, that they draw upon to support their work.ConclusionData access committees can undertake ethical review of medical research databases provided they enhance that review function through professional and lay ethical expertise. I present an argument for the view that laws ground their instances. I then outline two important consequences that follow if we accept the conclusion of this argument. First, the claim that laws ground their instances threatens to undermine a prominent recent attempt to make sense of the explanatory power of Humean laws by distinguishing between metaphysical and scientific explanation. This paper analyzes the determinants of women’s representation on boards of directors based on a panel of all privately owned or listed Danish firms with at least 50 employees observed during the period 1998–2010. We focus on the directors who are not elected by the employees and test three hypotheses on female board representation that we denote the female-led hypothesis, the tokenism hypothesis, and the pipeline hypothesis, respectively. We find evidence rejecting the female-led hypothesis. Firms with a female chairperson on (...) the board of directors tend to have significantly fewer other non-employee-elected female board members. We also find clear evidence of a tokenism behavior in Danish companies. The likelihood of enlarging the share of non-employee-elected female board members is significantly smaller if one, two, or more women have sat on the board of directors. Finally, the pipeline hypothesis is partly confirmed. The relation between the female pipeline of potentially qualified directors and female directors is weaker than the similar relation for males. Our findings offer insights to policy makers interested in promoting gender diversity within boardrooms. Our empirical evidence suggests that an important way to increase the female proportion of non-employee-elected board members is that more women reach top executive positions. (shrink)

Using data obtained during a retrospective interview study of 30 women who had undergone genetic testing—BRCA1/2mutation searching—this paper describes how women, previously diagnosed with breast/ovarian cancer, perceive their role in generating genetic information about themselves and their families. It observes that when describing their motivations for undergoing DNA testing and their experiences of disclosing genetic information within the family these women provide care based ethical justifications for their actions. Finally, it argues that generating genetic information and disclosing this information to (...) kin raise different types of ethical issues. The implications of these findings for ethical debates about informed choice in the context of genetic testing are discussed. (shrink)

I argue against the common and influential view that non-trivial chances arise only when the fundamental laws are indeterministic. The problem with this view, I claim, is not that it conflicts with some antecedently plausible metaphysics of chance or that it fails to capture our everyday use of ‘chance’ and related terms, but rather that it is unstable. Any reason for adopting the position that non-trivial chances arise only when the fundamental laws are indeterministic is also a reason for adopting (...) a much stronger, and far less attractive, position. Zaragoza discusses and explains the need for teachers to be decision-makers, reflective thinkers, political beings, and agents of social change in order to create a positive and inclusive classroom setting. This book is both a critical text that deconstructs the way language arts are traditionally taught in our schools as well (...) as a visionary text with clear, no-nonsense directions on how to provide much needed change in our schools. The theory of causal Bayes nets [15, 19] is, from an empirical point of view, currently one of the most promising approaches to causation on the market. There are, however, counterexamples to its core axiom, the causal Markov condition. Probably the most serious of these counterexamples are EPR/B experiments in quantum mechanics (cf. [13, 23]). However, these are also the only counterexamples yet known from the quantum realm. One might therefore wonder whether they are the only phenomena in the quantum (...) realm that create problems for causal Bayes nets. The aim of this paper is to demonstrate that not only the phenomenon of quantum correlations in EPR/B experiments create problems for causal Bayes nets, but also the temporal evolution of quantum systems, which is described as dualistic by quantum mechanics. For this purpose, it is shown that single photon experiments in a Mach-Zehnder interferometer (MZI) violate the causal Markov condition as well. It is then argued, however, that the Markov violation does not occur under the de Broglie-Bohm interpretation of Bohmian mechanics. (shrink)

The chapter reviews key foundations and principles of the burgeoning discipline of executive or leadership coaching and explores how these relate to the practice, profession, and philosophy of engineering. In exploring and comparing objectives, approaches, cognitive preferences and future challenges of coaches and engineers, the authors identify a number of kindred properties between the two disciplines. This common ground would invite us to believe that engineering would naturally draw upon coaching for the development of its students, educators, and practitioners, but (...) evidence shows that this is not the case. Although many late-stage engineers get coached upon reaching the C-suite or other high positions in the public or private sectors, early and mid-career engineers do not have ready access to the coaching support seen elsewhere. Equally, very few initiatives to integrate and tap into this resource are seen in the global engineering education system for academic leaders, educators, or engineering students in ways that would benefit future generations of engineers. This chapter aims at providing a possible explanation for this gap, whilst suggesting why and how coaching could possibly be the untapped resource that engineers may need to successfully meet the challenges and demands of today and tomorrow. The authors call on philosophers to join in the efforts, drawing out some key paths for collaboration and helpful future investigative questions. (shrink)

Much neuroethics literature concludes with a set of normative recommendations. While these recommendations can be a helpful way of summarizing a proposal for a future direction, some have recently argued that ethics scholarship has devoted insufficient attention to considerations of audience and real-world applications. To date, however, while scholars have conducted topic analyses of neuroethics literature, to our knowledge no study has evaluated who neuroethics scholarship addresses and what it recommends. The objective of the present study therefore was to provide (...) a preliminary characterization of recommendations offered in neuroethics scholarship and an assessment of their target audiences. Rather than attempting to demarcate what constitutes “neuroethics scholarship,” we analyzed text that authors’ had self-identified as being neuroethics-related: abstracts presented at the International Neuroethics Society (INS) annual meetings and published as top abstracts in AJOB Neuroscience in the last decade (2011–2020). We found that a majority of abstracts utilized conceptual methods (62.2%) and provided conceptual recommendations (68%). Roughly 77% of all abstracts did not explicitly address a target audience, yet nearly all of these were implicitly directed at other scholars. The remainder specified a target audience of scholars (12.2%), regulators (6.7%), healthcare providers (6.7%) and industry (2.6%). Only a subset of abstracts provided practical or policy recommendations (19.7%). Of those, the majority (61.5%) did not specify a target audience. Among the subset with actionable recommendations, a clarification of target audience may help increase the impact. (shrink)

Chater & Loewenstein criticize behavioral scientists' reliance on individual-level (“i-frame”) analysis, observing that this impoverishes policy interventions and stymies scientific progress. We extend their analysis to argue that structural factors bias and perpetuate behavioral science toward the i-frame. Addressing this problem fully will require structural changes to the training, peer review, and granting structures that confront research scientists.

People may experience the sharing of a mood at a large sporting event, a concert or a religious ceremony, but also at a small family celebration or as part of a tour group. However, in philosophical discussions, collective moods are often framed as experiences of ecstasy, intoxication or even disinhibition at mass events without examining other aspects. Yet we practice and cultivate the sharing of moods in quite varied forms. In this paper I (...) intend to offer a differentiating suggestion as to the levels and forms of the sharing of moods, drawing on discussions of shared feelings, work on the phenomenology of social understanding, and social theory. Influencer marketing is an increasingly important and ubiquitous component of strategic communication campaigns, yet one that remains ethically fraught, due largely to the nonexistence of, and objections to, ethics codes and/or regulation guiding its use or disclosure. This article describes a unique academic/industry hybrid study conducted in the Czech Republic combining (a) mixed-methods research in which marketing professionals, industry associations, influencers, and consumers served as participants and (b) a case study of the subsequent development and implementation of – and positive (...) responses to – that nation’s first “Fair Influencer” Code of Ethics, whose content was based directly on the research findings. To date, the Code has 150 signatories, representing all constituencies of the influencer-marketing sphere, and has been lauded by Czech and Slovak consumer and media outlets as well as influencers themselves, suggesting the applicability of similar efforts in other nations where influencer marketing thrives but still lacks – and encounters resistance to – ethical or regulatory oversight. In order to improve early childhood physical education, in this study, the talent cultivation mechanism for undergraduates was explored under the “full-practice” concept, oriented by preschooler mental health. First, from the perspective of preschooler psychology, the mechanisms of ability training and talent cultivation for undergraduates majoring in early childhood education were explored under the “full-practice” concept. Considering that the physical, psychological, and intellectual development of preschoolers shall follow the rules of physical education, and current early childhood education mainly focuses on (...) intelligence education in China, early childhood physical education was analyzed further in this study. By investigating the undergraduate majors of early childhood education in Henan University, this study first summarized the current problems in early childhood education systems in universities. Secondly, combined with the form of physical education in kindergartens, strategies for talent cultivation and curriculum setting of early childhood physical education majors in colleges and universities were proposed. Finally, from the perspective of innovation and diversification of training forms, the cultivation of early childhood educators’ physical education ability was analyzed at multiple levels and multiple objectives, and the integrated training system of early childhood education talents was constructed. The results show that, among all the courses for early childhood education major, compulsory courses account for 81.2% and optional courses account for 18.8%. In addition, a survey on undergraduates’ attitudes toward the curriculum of their major demonstrates that 81.2% of the undergraduates thought that the range and content of practical courses should be increased, indicating that undergraduates majoring in early childhood education are dissatisfied with the current curriculum system, and they have an increased demand for practical courses. Correspondingly, it is vital to build and improve on the early childhood physical education. In terms of its talent cultivation, the “full-practice” concept helps combine theory with practice to improve the effectiveness of education and teaching, pushing forward the reform of the education system. Meanwhile, data- and intelligence-oriented teaching will become the new direction of modern sports development, as well as an important link for tracking and monitoring children’s sports teaching in China. Through the continuous introduction of wearable artificial intelligence products, real-time monitoring of children’s physical conditions can be realized, which helps improve the effectiveness of early childhood physical education. The notions of psychological similarity and probabilistic learning are key posits in cognitive, computational, and developmental psychology and in machine learning. However, their explanatory relationship is rarely made explicit within and across these research fields. This opinionated review critically evaluates how these notions can mutually inform each other within computational cognitive science. Using probabilistic models of concept learning as a case study, I argue that two notions of psychological similarity offer important normative constraints to guide modelers’ interpretations of representational primitives. In particular, the two notions furnish probabilistic models of cognition with meaningful interpretations of what the associated subjective probabilities in the model represent and how they attach to experiences from which the agent learns. Grand unified theories of messy topics like emotion tend to fail at capturing all the important dimensions of their subject. Why is this? I take on this question while responding to commentaries.

I argue against the common and influential view that non-trivial chances arise only when the fundamental laws are indeterministic. The problem with this view, I claim, is not that it conflicts with some antecedently plausible metaphysics of chance or that it fails to capture our everyday use of ‘chance’ and related terms, but rather that it is unstable. Any reason for adopting the position that non-trivial chances arise only when the fundamental laws are indeterministic is also a reason for adopting (...) a much stronger, and far less attractive, position. I suggest an alternative account, according to which chances are probabilities that play a certain explanatory role: they are probabilities that explain associated frequencies. (shrink)
