O presente trabalho tem o propósito de, no contexto dos Objetivos de Desenvolvimento Sustentável da Agenda 2030, estabelecidos pela Organização das Nações Unidas, refletir sobre a construção de sociedades inclusivas, equitativas e justas. Nesses termos, propusemo-nos a discutir a questão da interferência estatal nas relações econômicas como fomentadora de inserção social de grupos vulneráveis. Por meio de pesquisa bibliográfica e de dados secundários, investigamos os possíveis efeitos da Lei nº 14.133/2021, que trata da possibilidade de o edital de licitação pública (...) exigir que percentual mínimo da mão de obra responsável pela execução do objeto da contratação seja constituído por oriundos ou egressos do sistema prisional (BRASIL, 2021). Ao investigar o potencial de contratação da Administração Pública para mitigar a vulnerabilidade social no que se refere ao desemprego, identificamos que o município analisado tem grande potencial de empregabilidade por meio dos contratos públicos, visto que desenvolve diversas atividades utilizando-se de mão-de-obra da iniciativa privada. Apesar disso, o município ainda não regulamentou o instituto de inclusão previsto na Lei nº 14.133/2021 e conta com um sistema prisional deficitário que, além de não fomentar a reinserção social do egresso, não proporciona condições de encarceramento dentro dos parâmetros constitucionais. Este estudo se dispõe a reflexão sobre a relação entre o Direito Tributário e a proteção ambiental, pela análise das normas regulatórias tributárias, atuando como agente desestimulador de condutas degradantes ao meio ambiente. Normas tributárias podem ser utilizadas como instrumentos estimuladores do desenvolvimento sustentável e desestimuladores de condutas degradantes ambientais. A Constituição Federal estabeleceu as premissas do desenvolvimento econômico. A empresa deve atender a critérios, como desenvolver-se promovendo redução de desigualdades sociais, atendendo às relações de consumo e preservação ambiental. The paper studies the contribution of Joaquim de Carvalho, a teacher at the University of Coimbra in the first half of last century, to the phenomenological movement in Portugal. Its importance is not restricted to the introduction he had prepared for the Portuguese translation of The Philosophy of rigor as science. He used the lessons of Edmund Husserl to build a critique of Hegelian and positivist conceptions in his work History of Philosophy. It also draws on phenomenology to treat (...) problems such as homesickness. All these aspects of the project as publisher of phenomenology in Portugal, especially in education. (shrink)

In semiotics, final causation can be related to the process of determination (PAPE, 1993). From Peirce’s point of view, determination is not a causal determinism, but a delimitation of a range of possibilities. One starts from objects towards interpretants, in a process mediated by the sign, in which the dynamic object works as a force that constrains interpretants to correspond to their objects. The correspondence between object and interpretant is important because it is through a generated interpretant that the object (...) of a sign can be known. Even though this process of determination coincides with the idea of final causation, there is a certain indeterminacy in it. For Peirce (EP 2:353, 1905), vagueness and generality are two types of indeterminacy. In the terms of the phenomenological categories, vagueness is an indeterminacy of the order of firstness, generality an indeterminacy of the order of thirdness, and both, to some extent, are opposed to that which is defined, which belongs to secondness. Each aspect of the sign may vary according to the three phenomenological categories. Consequently, degrees of imprecision are added to the semiotic process, which is a determination process. Peirce asserts that the perfect precision of thought is theoretically unattainable (SS 11, 1903). Every sign is vague or general at least to some degree. In this paper, we seek to perceive degrees of indetermination and causality from an analysis of the kinds of objects and interpretants proposed by Peirce in the system of 28 sign classes. (shrink)

This study assesses the retractions of scientific articles in engineering journals indexed on the Web of Science from 1945 to 2015. The data set was built based on documents containing the keywords retracted, retraction, withdrawal, or redress. We used database exploration techniques, including Structured Query Language and analysis of variance, for data analysis. We analyzed 238 retractions published by 117 journals. The most common reason for retraction was unethical research, and higher impact factors journals tended to publish more retractions. This article presents the first results of a research on visual models for the classifications of semiotic processes. The main issue discussed is how a graphic design methodology, associated with computer graphics resources, may contribute to the construction of interactive models, that can be used as tools for the investigation of C. S. Peirce theory of signs. Two models are presented: the first is an interactive 3-D model of Peirce's 3-trichotomic classification; the second is a computer program that builds diagrams (...) for any n-trichotomic classification of signs, and facilitates the analysis and comparison of different hypothesis regarding their structures. Appellate Court Modifications Extraction consists of, given an Appellate Court decision, identifying the proposed modifications by the upper Court of the lower Court judge’s decision. In this work, we propose a system to extract Appellate Court Modifications for Portuguese. Information extraction for legal texts has been previously addressed using different techniques and for several languages. Our proposal differs from previous work in two ways: our corpus is composed of Brazilian Appellate Court decisions, in which we look for a set of (...) modifications provided by the Court; and to automatically extract the modifications, we use a traditional Machine Learning approach and a Deep Learning approach, both as alternative solutions and as a combined solution. We tackle the Appellate Court Modifications Extraction task, experimenting with a wide variety of methods. In order to train and evaluate the system, we have built the KauaneJunior corpus, using public data disclosed by the Appellate State Court of Rio de Janeiro jurisprudence database. Our best method, which is a Bidirectional Long Short-Term Memory network combined with Conditional Random Fields, obtained an \ score of 94.79%. (shrink)

Para esta tradução, além do texto consagrado na edição do tricentenário, também utilizamos a edição norte-americana dos textos de Rousseau organizada por Christopher Kelly, intitulada Autobiographical, scientific, religious, moral, and literary writings (2007). Preservamos, integralmente, as indispensáveis notas ao texto em língua francesa, que são de autoria de Christophe Van Staen.

This study aimed to outline the profile of retractions of scientific articles on COVID-19 published in journals indexed in the Scopus database between 2020 and 2021. To analyze the data, we used a bibliometric technique, with the Bibliometrix package in the R-Studio software, and descriptive statistics. Twenty-nine retractions were analyzed, and we found that the most common reasons for retraction were related to ethical issues and that 68.97% of authors have previously retracted articles. We concluded that there appears to have (...) been a change in the publication policies of journals, which resulted in an increase in scientific retractions related to COVID-19 during the study period. In the passage of time from the 1960s to the 1970s, the Brazilian artist Waldemar Cordeiro developed his first works in computer art by applying the mathematical concept of “derivative function.” Around the same time, he organized and took part in exhibitions, and composed a series of essays envisaging that the use of digital resources would become an inevitable process for the future of information reception and artistic communication. A closer look at Waldemar Cordeiro's production, both artistic and theoretical, after (...) almost 50 years of his first forays into the field of art and technology, is an excellent opportunity not only to revisit his trajectory, but to rewrite the history of digital art and our conception of it, locating Brazil and Latin America as situated centrally, not peripherally, in relation to the European and North American narratives. Drawing from theorists in the field of informational esthetics as well as scholars in the field of media such as Arlindo Machado and Vilém Flusser, this article seeks to demonstrate, through the analysis of Waldemar Cordeiro's theoretical–artistic productions, the relationship between his work, the field of cybernetics, and his utopian and social vision of artistic production. Tal aparato consistiria na própria Ciência Nova, obra viquiana que pretende conferir legitimidade ao conhecimento histórico, tão desprestigiado pela tradição cartesiana, mesmo de tempos remotos nos quais a faculdade imaginativa excedera à razão. In his 1903 Syllabus, Charles S. Peirce makes a distinction between icons and iconic signs, or hypoicons, and briefly introduces a division of the latter into images, diagrams, and metaphors. Peirce scholars have tried to make better sense of those concepts by understanding iconic signs in the context of the ten classes of signs described in the same Syllabus. We will argue, however, that the three kinds of hypoicons can better be understood in the context of Peirce's sixty-six classes of (...) signs. We analyze examples of hypoicons taken from the field of information design, describing them in the framework of the sixty-six classes, and discuss the consequences of those descriptions to the debate about the order of determination of the 10 trichotomies that form those classes. The objective of this study is to compare the quantity of citations that retracted and nonretracted articles received in engineering based on articles indexed in the Web of Science database and published between 1945 and 2015. For data analysis, the Statistical Package for the Social Sciences was used along with the Kolmogorov–Smirnov, Mann–Whitney, Tukey–Kramer tests and descriptive statistics. The data set included 238 retracted and 236 nonretracted articles, with the retracted articles cited 2,348 times and nonretracted articles cited 2,957 times. (...) RésuméIntroductionLa motivation est. un thème crucial et répandu en médecine. Que. ce soit pour un scénario clinique ou chirurgical, l’acceptation de prendre une pilule ou de se rendre à une consultation est. essentielle au succès du traitement médical. La “décennie du cerveau” a fourni aux praticiens des données neuroscientifiques substantielles sur le comportement humain, a aidé à expliquer pourquoi les gens font ce qu’ils font et a créé le concept de “cerveau motivé”. Les résultats de la psychologie empirique ont stratifié (...) la motivation en étapes de changement, qui sont devenues plus complexes au fil des décennies. Cette recherche vise à améliorer la compréhension de la façon dont les gens prennent des décisions concernant leur santé et comment mieux comprendre les stratégies et les techniques pour les aider à résoudre les problèmes d’ambivalence de manière efficace et ciblée.MéthodesNous établissons un dialogue avec la phénoménologie de la volonté de Ricoeur afin de comprendre le sens de ces découvertes scientifiques. À partir de la phénoménologie husserlienne, Paul Ricoeur a développé sa pensée en s’éloignant de l’idéalisme transcendantal en émancipant les structures intentionnelles de la volonté du domaine de la perception. Résultats: En introduisant les concepts de volontaire et d’involontaire, Ricoeur s’est. écarté du dualisme cartésien, qui fait du corps un corps d’objet, cible de vicissitudes naturelles. Le nouveau dualisme entre volontaire et involontaire est. traité par référence à ce que Ricoeur a appelé le mystère central de l’existence incarnée, qui considère l’homme “double dans l’humanité, simple dans lavitalité”. Cette dualité permet de considérer le cerveau comme l’organe naturel du comportement dans le corps humain et d’utiliser la psychologie empirique comme moyen d’échapper aux subjectivations superficielles des concepts.ConclusionLa simplicité (ou unité) d’existence invite la médecine à repenser certaines de ses hypothèses philosophiques, de telle sorte que les patients puissent être considérés comme des sujets autonomes avec des projets de vie d’auteur. L’anthropologie ricourienne a un impact éthique profond sur la manière dont la médecine devrait utiliser la technologie, ce qui découle de résultats de psychologie empirique. L’utilisation de ces nouvelles connaissances doit également faire l’objet d’une inspection minutieuse, car elle modifie le rôle social de la science médicale. (shrink)

Em poucos anos, Olavo de Carvalho, figura obscura, sem projeção e sem qualquer reconhecimento acadêmico, passa a ocupar o centro do poder político brasileiro. Considerado o guru ideológico do governo Bolsonaro, é responsável pela indicação de pelo menos dois ministros e vem sendo o mentor intelectual de vários ocupantes de cargos na administração e na política. Olavo simboliza hoje os contraditórios valores conservadores brasileiros e, no passo disto, instiga algumas das mais destrutivas estratégias na guerra cultural que ele e (...) seus discípulos empreendem. Através do olhar incisivo de Heloisa de Carvalho, a filha mais velha deste guru e testemunha ocular destes relatos, a faceta sombria e controversa de Olavo, que ele tanto tentou ocultar, se expõe: seus vínculos com escandalosas seitas esotéricas, sua vida errática e desregrada, o grave abandono intelectual dos filhos, e toda uma trajetória pessoal e profissional centrada no culto à própria personalidade que, contra todas as expectativas e quase que desafiando a lógica, tornou-se uma incontornável referência intelectual da chamada "Nova Direita" do país. Um novo que aponta para o passado - para a longínqua Idade Média -, concorrendo para o retrocesso dos avanços sociais a tão alto custo conquistados pelo povo. Esperamos que as revelações biográficas de Heloísa sejam uma gota no oceano da necessária frenagem da difusão e defesa dessas ideias torpes e contraditórias. Resumo: Mente é, para Peirce, um sistema de crenças que age para alcançar um determinado propósito. Não apenas Peirce atribui mente a instituições e grupos sociais, mas o desenvolvimento da mente depende da extensão dela além das mentes humanas individuais. Portanto, comunidades ou instituições sociais incorporam hábitos sociais e agem como mentes, com propósitos próprios, fixando crenças de dois tipos: crenças de importância vital e crenças teóricas, que têm relação com o conhecimento e a verdade. Redes sociais, na internet, podem (...) ser vistas como uma complexa mente social composta por indivíduos e suas mídias digitais, as quais englobam gadgets, algoritmos e plataformas. Se as redes sociais na internet atuam de forma a atingir certas crenças, de que tipo elas são? São crenças de importância vital ou crenças teóricas que conduzem ao conhecimento e à verdade? Michel Foucault (1926-1984) ao analisar o diálogo Apologia de Sócrates de Platão afirma que Sócrates não se vale da retórica para defender-se das acusações recebidas no tribunal ateniense. Ele não faz uso de um discurso que visa a adulação do júri pela comoção e piedade. De acordo com Foucault (2009), o filósofo faz uso da fala franca (parresía) e procura examinar as acusações recebidas em busca da verdade e da promoção da justiça. Sócrates segue o conselho de seu daímon que (...) o orienta a não preparar um discurso de defesa e pratica o exame das acusações no tribunal. Sócrates age na contramão do que até então era praticado naquele espaço, colocando-se em risco de vida e sendo, posteriormente, sentenciado a pena de morte por envenenamento. (shrink)

As cidades brasileiras contemporâneas possuem espaços que ora privilegiam a realização de negócios e ora a construção de cidadania. Para compreender como são ocupados destes modos se faz necessário analisar as cidades; desde sua definição, passando pelo contexto político e econômico, para então compreender seu aspecto social. Assim, este artigo busca compreender se e em que medida as características dos espaços públicos impactam no processo de construção de cidadania. Analisando por meio de observação flutuante dois espaços públicos que são duas (...) praças urbanas centrais, localizadas em duas cidades no mesmo contexto metropolitanos. Perpassa-se pelo debate regional com o intuito de evidenciar que os conflitos são equivalentes nas diversas escalas; contudo a demonstração do contexto da Região Metropolitana do Vale do Paraíba e Litoral Norte/SP, objetiva tornar evidente que as estruturas físicas locais, dos espaços públicos urbanos centrais não direcionam as relações sociais e suas disputas, mas são um meio e resultado dessas. Os signos e as classes dos signos estão entre os tópicos mais importantes do sistema filosófico de Charles S. Peirce. As 10, 28, e 66 classes de signos são classificações desenvolvidas especialmente a partir de 1903 e representam um grande refinamento da divisão fundamental de signos – ícone, índice, símbolo. Nossa abordagem aqui define uma estratégia de visualização das classificações dos signos, com especial atenção para as 10 e 66 classes de signos. O livro está dividido em duas partes: (i) (...) bases teóricas, (ii) diagramas para as classes de signos. Na Parte I (bases teóricas), são apresentadas introdutoriamente as noções fundamentais das categorias fenomenológicas, classes de signos, as tricotomias e diagramas, assim como implicações gerais de nossa abordagem, metodologia e aplicações. Na Parte II (diagramas para as classes de signos), são apresentados e discutidos os modelos das classes, propostos por Peirce e seus comentadores, incluindo uma introdução detalhadamente documental de nossos modelos, 10cubes e 3N3, diagramas dinâmicos para as classes de signos. Pretendo debater, neste trabalho, três pressupostos que subjazem o desenvolvimento argumentativo do ensaio: I) a ideia presente no Tratado de que os homens se guiam pelos seus afetos ou, grosso modo, que a sociabilidade é permeada por paixões que se chocam, todo o tempo, com a vontade e interesse alheios (Hume também entende, como parece ter sido o caso de Maquiavel e Shaftesbury, que a sociedade, como um corpo, expressa um humor espelhado e forjado no jogo e conflito dos afetos (...) humanos); II) a compreensão de que o onflito, as disputas, o dissenso são constitutivos do mundo político, não devendo ser encarados como males a ser extirpados; III) a tese de que a estabilidade dos governos não requer a negação e supressão das disputas, mas antes se constituinum fino equilíbrio entre polos conflitantes, equilíbrio esse que é resultante de certos artifícios humanos (a saber, da invenção, instituição e controle das leis, de um sistema jurídico capaz de mediar as disputas políticas e sociais). This article presents some results of a research on computational strategies for the visualization of sign classification structures and sign processes. The focus of this research is the various classifications of signs described by Peirce. Two models are presented. One of them concerns specifically the 10-fold classification as described in the 1903 Syllabus (MS 540, EP 2: 289–299), while the other deals with the deep structure of Peirce’s various trichotomic classifications. The first is 10cubes, an interactive 3-D model of Peirce’s (...) 10-fold classification, as described in the Syllabus. The second is 3N3, a computer program that builds equivalent diagrams for any n-trichotomic classification of signs. We are specially interested in how a graphic design methodology, associated with computer graphic resources and techniques, can contribute to the construction of interactive models that serve as tools for the investigation of C. The initial problem which motivated the writing of this thesis arose from reading of Emile by Rousseau. In this work, it was possible to detect the influence of different theoretical approaches, such as rationalism and empiricism, inspiring the development of the educational plan designed by Rousseau for his imaginary student (Emile). The very core question of the present thesis regards to whether there was a theory of knowledge pertaining to Rousseau’s philosophical thinking and, if so, how it was related to (...) his theories of education. In the set of his oeuvre, Rousseau’s affiliation to authors like Descartes, Leibniz, Locke and Malebranche, as well as Condillac, Diderot, D’Holbach and Helvétius was discovered. As the reading of the great philosophical work of Rousseau progressed, an original knowledge theory was discovered, of the kind which accepts the coexistence of opposite thoughts. Pedagogy, in the context of (the work) Emile, arose out of the miscellany of such theories and also for the intense philosophical maturing process on the core of Rousseau’s thinking. This study intended, therefore, to understand the origin and development of Rousseau’s theory of knowledge, and also to figure out how the philosopher formulated his theories on Education, especially in Emile. The object of this research, materialized through the extensive bibliography of the Swiss philosopher, was intensively read and analyzed. The methodology used was that of comparative, descriptive and critical documentary research of the mentioned authors. This research is divided into three sections: the first one intends to investigate the philosophical influence from different authors on the foundations of Rousseau’s epistemology; the second section addresses Rousseau’s theories of Education; the third and final part investigates the link between theory of knowledge and Education within Rousseau’s philosophical thought. -/- . Corria o ano de 2007 quando o jornalista britânico Peter Trickett publicou na Austrália um livro no qual atribuía a descoberta da Austrália ao português Cristóvão de Mendonça, ainda durante a primeira metade do século XVI. Já nos anos setenta do século XX tinha havido uma acalorada discussão entre historiadores acerca da eventual descoberta da Austrália por portugueses, mas o assunto tinha ficado adormecido durante algumas décadas. Quando em 2008 se publicou, em Portugal, Para Além de Capricórnio. Como os navegadores (...) portugueses descobriram e cartografaram secretamente a costa da Austrália e da Nova Zelândia, 250 anos antes da chegada do Capitão Cook, a tradução do livro de Trickett para português, o Museu da Ciência da Universidade de Coimbra reuniu especialistas de diversas áreas para discutirem o tema. No presente livro encontram-se reunidas algumas das contribuições desse colóquio, Portugueses na Austrália. (shrink)

The classifications of signs are among the most important topics of Peirce's theory of signs. The 10 classes of signs were developed from 1903 and represent an important refinement of the fundamental division of signs into icons, indexes, and symbols. In this paper we present two diagrammatic models for 10 classes, proposed by Peirce, and an interpretation of the reasoning behind their development, based on the analysis of preparatory versions of these models.

In recent years, there have been several high-profile recalls of hybrid products. If consumers perceive a global firm to be responsible for the recall, then it will reduce their brand equity. Therefore, global firms may respond in ethically questionable ways to justify themselves to important stakeholders and avoid blame. Understanding how stakeholders attribute blame for crises involving hybrid products is important to shed light on the unethical manner in which global firms might avoid blame in such situations. The research reported (...) here shows that in a hybrid product crisis, consumers show a bias in favor of the brand company and against the manufacturing company. This bias is more pronounced when the country of manufacture has an unfavorable image or when consumers lack familiarity with the recalled brand. Ambiguous recall announcements by companies that fail to provide a specific and clear reason for the product defect prompt consumers to assume that a manufacturing flaw caused the product defect. As a result, consumers reduce their attribution of blame for the brand company, and thus its brand equity is maintained. (shrink)

The COVID-19 pandemic prompted immense work on the investigation of the SARS-CoV-2 virus. Rapid, accurate, and consistent interpretation of generated data is thereby of fundamental concern. Ontologies––structured, controlled, vocabularies––are designed to support consistency of interpretation, and thereby to prevent the development of data silos. This paper describes how ontologies are serving this purpose in the COVID-19 research domain, by following principles of the Open Biological and Biomedical Ontology (OBO) Foundry and by reusing existing ontologies such as the Infectious Disease Ontology (...) (IDO) Core, which provides terminological content common to investigations of all infectious diseases. We report here on the development of an IDO extension, the Virus Infectious Disease Ontology (VIDO), a reference ontology covering viral infectious diseases. We motivate term and definition choices, showcase reuse of terms from existing OBO ontologies, illustrate how ontological decisions were motivated by relevant life science research, and connect VIDO to the Coronavirus Infectious Disease Ontology (CIDO). We next use terms from these ontologies to annotate selections from life science research on SARS-CoV-2, highlighting how ontologies employing a common upper-level vocabulary may be seamlessly interwoven. Finally, we outline future work, including bacteria and fungus infectious disease reference ontologies currently under development, then cite uses of VIDO and CIDO in host-pathogen data analytics, electronic health record annotation, and ontology conflict-resolution projects. Este artigo busca pensar os juízos estéticos da Terceira crítica de Kant, em relação aos discursos sobre a arte moderna. Propomos, de maneira didática, relacionar tais juízos kantianos à utopia da modernidade e às suas consequências (e críticas) contemporâneas. Não tencionamos, porém, fazer uma análise pormenorizada do pensamento de Kant, propriamente, mas expor as várias glosas que este recebeu, ao inaugurar um outro espaço para a Estética, principalmente no que se refere à arena comunitária na qual se agenciam os juízos (...) e que torna possível uma arte ao mesmo tempo universal e sem regras fixas. Mais do que pensar a arte como “livre jogo”, ou como “bela” e como “finalidade sem fim”, pontos nodais da crítica de Kant, sem dúvida, interessa-nos investigar a perspectiva autorreflexiva que os juízos estéticos permitem.
