The article reveals the essential features and conditions of the long-term process of development of competitive innovation economy - knowledge economy on the example of Ukraine, where the dialogue of late postmodernism and early post-industrialism create special regional conditions. The article characterizes education as not just a form of social consciousness and practice, but as a social and cultural engine and simultaneously marker of civilization development level; considers higher education system from the point of view of society request to form (...) specialists of high qualification level and as a result powerful factor of regional economic growth; offers the directions of Ukraine higher education reforming, which still has signs of late postmodernism. The authors of this article have proved that the synergy of the economic and educational-scientific spheres is capable of changing the global laws of society's existence and returning the course of history to a truly humanistic, technological and divinely attentive course. The development of innovative activities, the introduction of new technologies, which in the long term to overcome the negative trends, primarily related to the need for structural reform of the educational sector in Ukraine and other regions, which are attractors of world change. ABSTRACTThis article argues that the normative foundations and political implications of David Held's cosmopolitan social democracy are insufficient as solutions to the moral and social problems he criticizes. The article develops a life-grounded alternative critique of globalization that roots our ethical duties towards each other in consciousness of our shared needs and capabilities. These ethical duties are best realized in political projects aimed at fundamental long-term transformations in the principles that govern major socio-economic institutions.

Migration is a recurrent phenomenon of human history because it is a successful adaptive strategy of human beings. Although migration today is not of a greater magnitude than in the past, it attracts a great deal of media and academia attention. The present wave of non-Western immigrants into the United States and Europe caused, apart from myriad economic, social and political problems, an ideological dispute between globalism and right-wing populism. Both ideological approaches attract many zealots who spread extreme (...) opinions and poison the whole political life. Using the scholastic method, I examined some opposing points of view of globalists and right-wing populists on several topics regarding non-Western immigration: border control, illegal immigration, limitations of legal immigration, refugee relocation quotas and cultural integration of immigrants. The globalists’ and right-wing populists’ theses and arguments were checked in regard with established authorities, available factual data and human reason. Highlighting some important topics relating to immigration problem and weighing the main arguments used by globalists and right-wing populists, I also indicate several points of compromise that could help people to moderate their political opinions. During and after the Second World War, public intellectuals in Britain and the United States grappled with concerns about the future of democracy, the prospects of liberty, and the decline of the imperial system. Without using the term 'globalization,' they identified a shift toward technological, economic, cultural, and political interconnectedness and developed a 'globalist' ideology to reflect this new postwar reality. These are hard days for globalism. A major candidate for the United States presidency ran on an anti-immigration, anti-free-trade platform and denounced such venerable international institutions as the North Atlantic Treaty Organization and the United Nations. The European Union is under threat after the vote for Brexit; the Euro is under strain. China is denouncing and ignoring the result of an international arbitration over its claims to the South China Sea. Nationalist, xenophobic political parties are in the ascendency around (...) the world, buoyed by the fears and pains of populations for whom global trade has been no boon and to whom waves of new immigrants seem threatening both economically and socially. So it is both strange and uplifting, in this atmosphere, to encounter the ambitious and enthusiastic globalism of Lawrence Gostin's important, field-founding work, Global Health Law. Equal parts encyclopedia and manifesto, the book seeks both to provide exhaustive and up-to-date descriptions of the already-substantial body of international health law and of its implementing institutions and to chart Gostin's vision for their vigorous expansion. The article presents sociological considerations in regards to the advent of globalism. With the implosion of capitalism and the acceleration of globalization, the concept of globalism is in need of new interpretations. Some sociologists indeed would see it solely as the ideology of globalization. In the article, globalism is regarded as a social system not only with ideological characteristics but also economic ones. This radically changes the very logic of capitalism, which is focused on linear and (...) monocentric production. Through the theory of link-value the article illustrates the process by which economic development takes place. It is shown that as well as the assets identified by the main economic schools, development is based on factors such as infrastructure investments, technologies, and networking. Today, with globalism, it is economic ties that create wealth and they are more important than the production process itself. Such transformation is highlighted through the growth of the financial and commercial dimensions, as well as the change in industrial activities. The article deals with the fundamental importance of the global value chain in nowadays, as well as the reshoring and the nearshoring. After illustrating the evolution of territorial networks, several case histories are presented: from the new economic centres of globalism to the decline of industrial districts. Finally, the article examines new generations models of innovation and culture districts. This paper challenges the first Gettier counterexample to the tripartite account of knowledge. Noting that 'the man who will get the job' is a description and invoking Donnellan's distinction between their 'referential' and 'attributive' uses, I argue that Smith does not actually believe that the man who will get the job has ten coins in his pocket. Smith's ignorance about who will get the job shows that the belief cannot be understood referentially, his ignorance of the coins in his pocket (...) shows that it cannot be understood attributively. An explanation for why Smith appeared to have justified true belief is given by distinguishing between 'belief' and 'belief in truth'. Smith believes the sentence 'the man who will get the job has ten coins in his pocket' to be true (he mistakenly believes that Jones will get the job, of whom he knows that he has ten coins in his pocket) (hence his 'belief'), the sentence is true (hence 'truth'), and he has sufficient reason to assent to it (hence his 'justification'). The Thesis states Global Terrorism, is a global project that has no direct place or time is an interesting approach. Although the reason of terrorism has been come down to difference between civilizations and religions; that is not the case. Another reason which is argued is that Muslims are unable to integrate into Western societies. However this is not unique to Muslims, it is also a problem for non-Muslim immigrants. Another problem is whether Islam is compatible with democracy or not. (...) Most of the Islamic countries have despotic and oppressive regimes which are economically, politically and socially unstable. However this has nothing to do with Islam. Hundreds years of colonization did not let democratic values and institutions to develop in these countries. Lack of non-governmental organizations in Islamic world; caused these countries to become either a secular despotic or an Islamic oppressive regime. Both situations create an environment for radical groups to exist. To eradicate terrorism, one has to look for its political and economical reasons. The despotic regimes in Islamic countries have to be removed and United States and other Western countries should change their mentality while dealing with terrorism. (shrink)

As a libertarian studying, embracing, and teaching a philosophy of individual freedom, John Hospers, like many of us, was heavily influenced by the philosophical writings of Ayn Rand. Rand’s major novels The Fountainhead and Atlas Shrugged continue to delight and empower readers through embracing the heroic creator or inventor, technological and scientific progress, and the competent individual. These are some of the archetypes of the Randian hero. At the other end of the scale were the incompetent looters and moochers who (...) could only function in her world by controlling those with ability and the savages of ancient or undeveloped cultures who could not comprehend ability, seizing the means of progress before killing the inventor, then retreating into mysticism and magic. Rand was not an archaeologist and wrote at a time before scholars of prehistory focused on the rational and productive aspects of ancient civilizations upon which enabled the present to emerge in fits and starts. These aspects include technology, record keeping, maritime trade, and pre- monetary economies. This paper will consider the emergence of globalized connectivites in the Mediterranean during the Late Bronze Age (ca. 1700-1300 BCE) which was arguably the first age of globalization in human history. It was also one of the first ages of social acceleration characterized by a confluence of increasing technological and economic interdependency, yet fragile in its susceptibility to climate change, plagues, and authoritarian city-states and small empires ruled by kings claiming divinity or divine authority. Thus, the Late Bronze Age was also an economically fragile era with a high concentration of wealth distributed among supra-regional global elite plutocrats unified more by wealth and shared symbolism than by cultural tradition or ideology. This era was susceptible to populist resistance in the form of piratical activity and banditry. This paper explores the globalist and populist aspects of the ancient Mediterranean. In doing so, I suggest that some globalized elites of the present day perpetuate another Randian archetype, the moochers and looters. In doing so, it transcends ideology to focus on how the non-productive in current society acquire vast concentrations of wealth and power. (shrink)

This paper covers views on certain major challenges to the justification of ethical cosmopolitanism `s existence. They could be understood in the context of effects of the global economy on human life and values, due its social imbalances and inequalities. The foremost, guiding idea of ethical cosmopolitanism is the one that all humans must be considered as equal However, this postulate is way too much questioned today in the Globalization era. Forced migration is the first challenge in topicality nowadays. It (...) spells out global displacement of people caused by poverty and war danger. The economic and political elite in the world today ignores its obligation to treat equally victims of forced migration - and is inclined to define multiculturalism as useless. The growth of forced migration witnessed at present is caused by the existing deepening of inequalities and global injustice. We need a communitarian approach to the problem of forced migration. Another challenge is the moral criticism of global capitalism starting out from the point of view of existence of alternative globalism. Many organizations of the global civic society have established international cooperation in their collective actions for development of a socially-responsible globalization. The vast majority of people in the world are fighting against neoliberal policies and for their social rights: equal treatment from this point of view is an important aspect of cosmopolitanism. Our planet does not have adequate resources to secure a high standard of living for all humans, on a par with that of the richest peoples. Today, in the process of ongoing march of neoliberal globalization, rich men are becoming ever richer and the world community is not adequately successful in its efforts to reduce poverty. Third challenge in this context are the abuses of cosmopolitanism in its justification of the so-called “humanitarian interventions” of the international community in shouldering the responsibility for mankind`s development and securing observation of human rights. Cosmopolitanism could thus be used as an ideology by the richest elites to justify their worldwide expansionism. The idea that the international community is interested in the observation of human rights when they are violated by a “dictatorial state” is being forwarded. Yet, there is no doubt today that some of these interventions have been motivated by imperialist strategies of ‘the Great Powers’ in action. Two possible options are available here: choice of cosmopolitanism or choice republicanism; republicanism implies respect for the principle of sovereignty of each country and coalitions of countries set up on the basis of commonly-shared interests. This book is a treatise on cultural globalization and the global political economy. By introducing the transnational public domain in the study of China’s Belt and Road Initiative, the book goes beyond existing theoretical frameworks involving both the ‘clash between civilizations’ and the ‘time-worn division’ of the world into North and South. It advances a new focus on the theoretical and empirical elements that canvass global cultural behaviours and reactionary attitudes to the expanding Chinese economic norms, cultures and values (...) in different national contexts. Readers of political theory, global political economy, globalization, international relations, political sociology, cultural sociology, public policy and foreign policy analysis will find interest in the book. Whereas new nationalism couples with globalism, both concepts are rediscovered through various socio-economic contexts of BRI policy discourses, which produce conflicts, solidarities, new economic partnerships, and cooperation and resistance as types of contemporary nationalism. The new nationalism is approached as a dual-sided, relational, and dialectical phenomenon which readers will capture by paying particular attention to both the global and local scales of the social responses to the BRI. This article addresses the issue of the fragility of Western liberal democracies, the divisions in Western society as a whole and within particular countries, and the loss of faith in the Western model of civilization. My focus will be (1) on the initial enchantment of the Eastern European countries (with special emphasis on Romania) with the West European models of freedom, democracy, lifestyle, and living standards, which explains why these countries overwhelmingly voted in favor of joining the European Union after (...) the fall of Communism; and (2) on their subsequent disenchantment with how far liberal democracies could go, and their general discontent with the restrictions and preconditions imposed on them for obtaining EU funding for their economic development. In dealing with the issue of globalism, nationalism and identity, I will elaborate on the role of identity, personal and national, in the creation of roots, stability, self-esteem, hard work and progress, with reference to the manifestations of populism in Europe. Finally, I will consider the positive effects Eastern countries with their traditionalism and religious values could have on their Western counterparts, in order to revive and sustain their initial enchantment and diminish their disenchantment with Europe, the European Union, and Western civilization. Rising powers are fundamentally shifting the relations of power in the global economic and political landscape. International political theory, however, has so far failed to evaluate this nascent multipolarity. This article fills this lacuna by synthesizing empirical and normative modes of inquiry. It examines the transformation of sovereignty exercised by emerging democracies and focuses especially on the case of Brazil. The paper shows that – in stark contrast to emerging democracies’ foreign policy rhetoric – the ‘softening’ of sovereignty, which (...) means that emerging powers gain as well as lose certain aspects of sovereignty, has become the norm. The paper explores this softening of sovereignty from the perspective of global justice by assessing it on the basis of globalist, statist, and internationalist conceptions of global justice. We find that the emergent multipolarity contributes in various ways to the realization of the distinct socioeconomic and political criteria of these three conceptions of global justice. However, we also point out that the transformation of sovereignty generates particular problems for the realization of all three conceptions. (shrink)

Few countries have been so transformed in recent decades as China. With a dynamically growing economy and a rapidly changing social structure, China challenges the West to understand the nature of its modernization. Using postmodernism as both a global frame of periodization and a way to break free from the rigid ideology of westernization as modernity, this volume’s diverse group of contributors argues that the Chinese experience is crucial for understanding postmodernism. Collectively, these essays question the implications of specific phenomena, (...) like literature, architecture, rock music, and film, in a postsocialist society. Some essays address China’s complicity in—as well as its resistance to—the culture of global capitalism. Others evaluate the impact of efforts to redefine national culture in terms of enhanced freedoms and expressions of the imagination in everyday life. Still others discuss the general relaxation of political society in post-Mao China, the emergence of the market and its consumer mass culture, and the fashion and discourse of nostalgia. The contributors make a clear case for both the historical uniqueness of Chinese postmodernism and the need to understand its specificity in order to fully grasp the condition of postmodernity worldwide. The main goal of this paper is to prove the thesis that the attempts to transpose the cultural differentiation into the social and economical universalism and globalism must lead to repressive psychosocial totalitarianism on a large scale. Modern human sciences and politics tend to classify the individual in respect to his adaptive efficiency in interactive relation with programmed environment and to qualify him according to given imposed criteria of social functionalism. The correctly socialized individual is expected to be an (...) exchangeable functional unit assessed according to its usefulness in performing a set of particular tasks, despite his cultural background being considered as a second-rate factor, which may affect the social acceptance and correctness of his behavior. However, no community is an exact representation of society because it is held together not by functions but by the values aswell as the forms of their actualization and implementation into the common organization and their way of life. The community is not a contract upon which society is based. The identity of the individual must not be removed from the culture of the community in which he lives and from its constitutive values. It is also rooted in the past and history of striving for self-determination and cultural as well as personal subjectivity. Without these significant cultural and historical components the individual identity is nothing but an operational, programmable algorithm of functional living unit assigned to perform short-term utilitarian tasks. This approach stands in contradiction to the Aristotelian concept of wellbeing and happiness considered as striving for the common good of spiritual values by individuals as well as by human communities. Any extensive and effective civilization neglecting the higher values of moral, symbolic and religious sense of the individual, must face totalitarianism or extinction. (shrink)
