Identifying terms related to financial risks in a contract and considering their effects on the risk (...) process is an essential issue that has been neglected. Hence, an integrated model for evaluating financial risks and their related contractual clauses were presented. To this end, the effect of financial risks on the project cost was simulated using a system dynamics model. Moreover, terms related to financial risks in a contract text were identified and extracted using text mining, and their effect was included in the system dynamics model. The model was implemented in a hospital construction project in Tehran as a case study, and its results were analyzed. Resulting volume of both parameters define the vectors of human evolution by two gear mechanism ˗ genetic and cultural co-evolution and techno-humanitarian balance. Explanatory (...) and methodology of evaluation of creatively teleological evolutionary risk component of NBIC technological complex is proposed. The mechanism of influence of each module on the evolution of the two remaining modules of SESH a priori can be twofold: (1) informational co-evolution (direct selective pressure); (2) semantic co-evolution (time-varying semantic code, the compliance of the biological, socio- cultural and techno-rationalist adaptive modules of human stable evolutionary strategy). More rapidly evolving autonomous element of the co-evolutionary pair becomes making sense factor for the partner. Semantic co-evolution is the discrete acquisition of adaptive significance of individual alleles by changing socio-cultural types, manifested as an increase in the genetic variability of populations of Homo sapiens, and domesticated species parallel to socio-culturogenesis. Through verifying the (...) of the loan application and supplementing the data during the loan period, invoke the existing enterprise financing risk database, establish the SME venture financing risk assessment model; build the risk evaluation index system according to the characteristics of the enterprise production organization, process characteristics, and the development of the socioeconomic and technical environment; apply the GA–PSO algorithm to the design of the SME risk financing risk control scheme, and complete the SME risk financing risk assessment and risk control. The experimental results show that the risk optimization control efficiency of the control algorithm reaches more than 70%, and the risk assessment accuracy of SMEs reaches over 95%, and the runtime less than 80 ms, with good convergence performance of risk assessment and control, strong risk optimization control ability, and accurate evaluation effect.
