This path-breaking book reconceptualizes our understanding of political tolerance as well as of its foundations.

Western societies today are marked by a broad liberal consensus in favor of toleration. Yet, some philosophers have charged that political toleration as a liberal ideal is incoherent. Some have argued that toleration is incompatible with liberal political orders due to egalitarian considerations. Others have suggested that in a truly liberal society, where the state’s justice-based duties of non-interference are the most appropriate response to diversity, political toleration is practically redundant. This article defends (...) political toleration against the above allegations. My goal is twofold: first of all, to formulate a coherent conception of toleration that is fully consistent with the egalitarian spirit of our times and then to demonstrate that, contrary to critics’ claims, political toleration is not an obsolete ideal that belongs to a bygone era. And all this because, I believe, in a liberal constitutional order, political toleration’s specific role is not identical with, and cannot be reduced to, the state’s justice-based duties of non-interference. Accordingly, I argue that political toleration belongs to a specific mode of politics: the extraordinary politics. When the rules of justice are not available, or their application is not feasible, the extraordinary politics, in which toleration plays a role, emerges as the persistent residue of the ordinary politics. Therefore, political toleration and justice-based duties of non-interference should be seen as accompanying practices that represent two modes of politics. (shrink)

In this paper, I intend to appropriate the explanatory power of some of Habermas' recent ideas (such as complementary learning processes, modernization of faith, tolerance, and non-violence) for the purpose of examining the current political situation in Iran. I would like to argue that the recent history of Iran has offered an occasion for a development away from a dogmatic religious consciousness and toward a more tolerant one. I submit that these opposing modes of thought are, respectively, represented by (...) the hardliners in power and the reformists in opposition. The current impasse, I argue, is the result of an asymmetrical learning process, where the conservative camp has not evolved along with the reformers. I submit that the way out of the impasse is a fully fledged non-violent movement of civil disobedience by the opposition. The politics of non-violence engagement can be realized by fostering a culture of tolerance as the acceptance of reasonable disagreements and the rejection of violent means in politics. I argue that such a movement has begun to emerge after the June 12 2009 presidential election in the form of the Green Hope Movement. (shrink)

Existing explanations of political intolerance and partisanship highlight how individuals’ ideological commitments and the homogeneity of their political environments foster intolerance toward other political groups. This article argues that cultural, interactional conditions play a crucial role in how personal and environmental factors work – or do not work – in local groups. Based on a four-year ethnographic study and 12 focus group discussions with two culturally distinct civic associations of American libertarians, I show how groups’ varying patterns (...) of interaction, or “styles,” establish distinct cultural settings, in which different attitudes and behaviors seem sensible and appropriate, particularly regarding other political groups. Thus, when libertarian groups established a “community style” of interaction, viewing the relationship among members in terms of friendship and community bonds, they also opened their social activities to non-libertarians, collaborated with them in political projects, and viewed politics as a matter of advancing shared interests with people from other political groups. Comparisons across and within field sites show how this relationship between style and political tolerance works in different libertarian groups and different social environments. These findings highlight the role of local factors in explaining variations in groups’ levels of political tolerance and present a key mechanism—centered on interaction patterns—to supplement existing analyses of the relationship between political intolerance and changing forms of civic organizing in the US. Political disputes over toleration are endemic, while toleration as a political value seems opposed to those of civic equality, neutrality and sometimes democracy. Toleration in Political Conflict sets out to understand toleration as both politically awkward and indispensable. The book exposes the incoherence of Rawlsian reasonable pluralist justifications of toleration, and shows that toleration cannot be fully reconciled with liberal political values. While raison d'état concerns very often overshadow debates over (...) toleration, these debates – for example about terrorism – need not be framed as a conflict between toleration and security. Framing them in this way tends to obscure objectionable behaviour by tolerators themselves, and their reliance on asymmetric power. Glen Newey concludes by sketching a picture of politics as dependent on free speech which, he argues, is entailed by the demands of free association. Is it possible to explicate tolerant principles in the philosophy-political discourse of Kant? It seems the answer to this question is positive. And it is the philosophical project of Kant “Perpetual Peace”, which is the most representative in this respect, for it is based on the principles of tolerance. This project is included in ethic-legal (liberal) system and is connected with such notions as civil society, legal state, duty, moral law. Tolerance exists, on the one hand, as a result (...) of moral effort and choice, and on the other, as legal obligation. In Kantian conception tolerance appears as a multi-aspect phenomenon: firstly, as a natural deposit of the human race, developing as a result of the influence of antagonistic nature of the human society; secondly, as a demand of the moral law; thirdly, as a means of peace attaining; fourthly, as a principle of peaceful state, a universal civic alliance and eternal peace. The dynamic development of the world society, the acceleration of processes of globalization and intercultural communication dictate new strategies of the world development, make the problem of political responsibility the topic of today. In this paper, I explore the links between liberal political theory and the evaluative nature of medical classification, arguing for stronger recognition of those links in a liberal model of medical practice. All judgments of medical or psychiatric "dysfunction," I argue, are fundamentally evaluative, reflecting our collective willingness or reluctance to tolerate and/or accommodate the conditions in question. Illness, then, is "socially constructed." But the relativist worries that this loaded phrase evokes are unfounded; patients, doctors, and communities will agree (...) in the vast majority of cases about what counts as illness. Where they cannot come to agreement, however, we are faced with precisely the sort of dispute about values and ways of life that the institutions of the liberal state are designed to accommodate. I accordingly sketch a model of medical practice, based loosely on Jürgen Habermas's political theories, designed to maximize both our awareness and our understanding of these disputes. (shrink)

In this Laozian just world, there is no room for human intervention and rigid top-down enforcement of values, thus leaving justice to naturalized Heaven or Dao as the ultimate source of the cosmos.Based on Jiang's interpretative context, I show that there is a twofold justification for the "paradoxical" and "elusive"2 value of political toleration.3 A negative expression of toleration focuses on non-interference with choices, and non-enforcement of values toward those whom one reasonably disagrees with and regards as morally wrong. Such an attitude of toleration results in practical advantages such as avoiding entrenchment in bloodshed, abandonment, and deprivation.A positive expression of toleration operating in the Laozian ideal world requires equal protection of people as capable knowers, including those to whom we object. Such protection includes their ways of expression and an unbiased recognition of them as equally capable knowers so that they are heard without bias and prejudice. By paring Heaven with earth and accordingly decentering human beings in the intellectual discourse, the Laozi directs equal values to the ten thousand things, with humans as just one among them (Perkins 2016, quoted in Jiang 2021, p. 196).5 Laozi's philosophy thus stands out by rejecting Heaven as caring for human affairs while taking Dao as the ultimate origin of the cosmos, as claimed in chapter 5 of the received text: "Heaven and earth are not humane; they treat ten-thousand things in the world as straw dogs; the sage is not humane; he treats people as straw dogs" (p. 199).With Jiang's reading of a naturalistic heaven, we see a re-alignment between cosmos and the human since sage-rulers follow the Heaven-Dao. Almost all philosophical understandings of tolerance as forbearance require that the reasons for objection and/or the reasons for withholding the power to negatively interfere must be of the morally right kind. In this paper, I instead put forward a descriptive account of an act of tolerance and argue that in the political context, at least, it has several important advantages over the standard more moralised accounts. The main task of Tolerance is to reorient discussions in democratic theory so as better to theorize how tolerance can operate as an active force in the context of deep pluralism. The objective is to develop a theory of active tolerance attentive to the many different ways in which societies can become tolerant.

In this interdisciplinary and wide-ranging study, Roger Kennedy looks at the roots of tolerance and intolerance as well as the role of the stranger and strangeness in provoking basic fears about our identity. He argues that a fear of a loss of attachment to one's home might account for many prejudiced and intolerant attitudes to refugees and migrants; that basic fears about being displaced by so-called 'strangers' from our precious and precarious sense of a psychic home can tear communities apart, (...) as well as lead to discrimination against those who appear to be different. Present day intolerance includes fears about the 'hordes' of immigrants confused with realistic fears about terrorist attacks, populist fears about loss of cultural integrity and with it a sense of powerlessness, and fearful debates about such basics as truth, including the so-called 'post truth' issue. Such fears, as explored in the book, mirror old arguments going back centuries to the early enlightenment thinkers and even before, when the parameters of discussion about tolerance were mainly around religious tolerance. There is urgency about addressing these kinds of issue once more at a time when the 'ground rules' of what makes for a civilized society seem to be under threat. Kennedy argues that society needs a 'tolerance process', in which critical thinking and respectful judgment can take place in an atmosphere of debate and reasonably open communication, when issues around what can and cannot be tolerated about different beliefs, practices and attitudes in people in our own and other cultures, are examined and debated. Tolerating Strangers in Intolerant Times, with the help of psychoanalytic, literary, social and political thinking, looks at what such a tolerance process could look like in a world increasingly prone to intolerance and prejudice. How can we live together in the midst of our differences? This is one of the most pressing questions of our time. Tolerance has been the bedrock of political liberalism, while proponents of agonistic political thought and radical democracy have sought an answer that allows a deeper celebration of difference. Kristen Deede Johnson describes the move from tolerance to difference, and the accompanying move from epistemology to ontology, within political theory. Building on this 'ontological turn', in search (...) of a theological answer to the question, she puts Augustine into conversation with recent political theorists and theologians. In Toleranz im Konflikt and in other works the German philosopher Rainer Forst presents an intricate interpretation of tolerance as a moral-political virtue. His aim is to resolve many of the well-known paradoxes by distinguishing different components of tolerance and distinguishing the reasons that we may have for objecting, accepting or rejecting certain practices and views. Good ethical reasons for objecting to certain practices and views do not morally justify their suppression by legal means and state power. In this (...) way Forst connects his inclusive analysis of tolerance, with both his account of the contexts of justification and his defense of what he calls the moral right to justification. In his critical discussion Tim Heysse sounds the political implications of this analysis of tolerance. He criticizes its exclusive focus on political and legal power and its corresponding neglect of social power. This article argues for the possibility of the State to be tolerant when acting as arbitrator in tolerance conflicts. Two objections are considered, depending on how political conflicts, and in particular tolerance conflicts, are described. The article presents a theory of political descriptions and shows how this theory can respond in a politically satisfactory manner to the two objections initially raised. Finally, it discusses the relationship between the justification of political actions in an ideal normative context and its justification in more local, non-ideal contexts where the political action takes place. In _The Politics of Toleration in Modern Life _Susan Mendus gathers a group of distinguished public figures—philosophers, historians, lawyers, and religious leaders—to reflect on a core issue within contemporary political debate. At the close of a century that will be remembered for its two world wars and its eruptions of genocide, the contributors examine the importance of an insistence on tolerance and the dangers of its lack, both historically and in the present day. In recent times, scholars of precolonial South Asia have been solicited to take part in public debates regarding ‘ancient traditions of tolerance’. The general idea is to request them to collect and exhibit ‘evidence’ and exempla from classics and historical sources about political and practical form of tolerance, so to permit non-specialists to learn from the past and to derive behavioural patterns from ‘historical samples’. This article investigates the contribution of Spinoza and authors of his circle (Antistius Constans, Van den Enden and Koerbagh) on the modern conception of tolerance. In his Tractatus theologico-politicus (1670), Spinoza launches the libertas philosophandi-question integrating two kinds of freedom between which there is a tension: freedom of thought and speech and freedom of religious conscience. As freedom means living and acting in society in light of one’s own interests, tolerance becomes a political issue that depends from political (...) perspectives and priorities. This insight leads Spinoza to bringing together the control of political authority on religious affairs and a political regime of religious plurality and toleration. These ideas seem to be reminiscent of texts published in his immediate circle: the anonymus De jure ecclesiasticorum (1665); the political pamphlets Kort verhael (1662) and Vrye Politijke Stellingen (1665) of his teacher Van den Enden; the subversive dictionary Een Bloemhof (1668) and the systematic philosophical Een Ligt (1668) of Koerbagh. In these texts the question of religion and religious authority shifts to the question of the nature and origin of political authority. The authors all criticize the abuse of power in light of the idea that there is no freedom without equality and no equality without freedom. Together with Spinoza’s Tractatus politicus (1677), they thereby form an anomaly within the anomaly of the Calvinist Low Countries that regards specifically this radical democratic view. They are not so much talking about tolerance but about everyone’s active participation in political life which is necessary for the rescue of the republic. (shrink)

This article explores how it might be possible to engage in world music ethically. I examine ways that traditional engagements can be problematic in order to push towards new possibilities for encounters and engagement. I begin by considering my own experience with world music. Moving to the theoretical, I consider “world music” study and the ways in which it defines the white, bourgeois subject, both socially and professionally. My conception of world music is spatial and temporal, as it represents journey (...) into a culture in order to learn its music. From identity formation, I then consider curriculum and pedagogy, concluding by offering several alternative practices that may allow for an ethical, non-essentializing approach to the study of world music. I align these culminating suggestions, in some ways, with principles of critical pedagogy. (shrink)

This paper argues for a new perspective on Locke's account of toleration by looking at a set of important but neglected arguments for toleration. Standard accounts which view Lockean toleration as justified solely on considerations of conscience fail to explain Locke's preferred form of toleration, the process by which he overcame his earlier objections to toleration, and the importance of considerations regarding the practicability of religious toleration. The paper argues that attention to Locke's (...) class='Hi'>political arguments provides a more complete account of his toleration, which integrates his views on toleration with his wider political theory. These political arguments arise from, and are intimately related to this theory of consent and his epistemological views. The political arguments allow Locke to formulate a response to the then prevailing problematique of toleration exemplified by Samuel Parker's objections. These arguments not only establish toleration as a natural right, but also a necessary condition for maintaining legitimate political society. They also explain his intolerance of atheists and Catholics on grounds other than prejudice. (shrink)

For most interpreters of the philosopher from Rotterdam, his political doctrine is solely a consequence of his religious and moral doctrines, and so an image of Bayle as a political philosopher is not usually presented. To my mind, however, only by analyzing his political doctrine can the extent of his religious proposal be understood. In this article, I intend to show that both the Baylean criticism of popular sovereignty and his rejection of the right of resistance are (...) analyses that are indissociable from the Baylean doctrine of tolerance. The protection of individual freedom of conscience and the defense of a multi-confessional state model, tolerant regarding religious minorities, can only be articulated as historical reality if they rest on the political doctrine of indivisible sovereignty and on the strictest separation between political obedience and religious membership. Marcus Aurelius’s Meditations constitutes an important source and subject for Michel Foucault’s 1981 lectures at the Collège de France, translated into English as Hermeneutics of the Subject. One recurring theme in these lectures is the deployment by Hellenistic/Roman philosophers such as Aurelius of the practice and figure of dance. Inspired by this discussion, the present essay offers a close reading of dance in the Meditations, followed by a survey of the secondary literature on this subject. Overall, I will attempt to (...) show that, despite Aurelius’s self-consciously critical comportment toward dance, dance nevertheless performs a critical function in the construction of what I will term his “political ethics.” This political ethics, I will argue, is composed of an ethics of patient tolerance funded by the generosity that flows from the micro-political power generated by cultivating the god that Aurelius identifies within each of us. 스피노자는 관용의 철학자인가? 이 글은 관용을 옹호하는 스피노자의 논증에 애매함이 있으며, 이 애매함을 자유주의의 규범적 입장 대신 순전한 역관계를 논거로 삼는 그의 현실주의를 통해 해명하고자 한다. 『신학-정치론』에서 그는 권리란 곧 욕망과 역량이 미치는 만큼이라는 독특한 자연권 개념을 바탕으로 근대 여느 철학자보다 급진적으로 의견의 자유를 옹호한다. 그러나 그는 종교권력의 정치권력에 대한 종속은 물론, 의견의 자유 역시 심각하게 제한할 여지를 둔다. 그에게 문제의 핵심은 정치권력보다는 종교분파의 불관용, 궁극에는 정서모방의 파괴적 효과로서, 자신과는 다른 기질의 인간을 참지 못하는 대중의 불관용이기 때문이다. 그럼에도 결국 그는 (...) 홉스와 같은 절대주의적 해결책이 아니라 자유를 옹호하는데, 그 이유 역시 정서 법칙을 통해 해명된다. 곧 정치적-법적 불관용은 대중의 불관용에 대한 수동적 반응에 불과하며, 대중의 불관용을 낳는 인간 본성의 법칙, 곧 코나투스와 정서 모방 자체에 의해 더 해로운 결과를 불러온다는 것이다. 이처럼 역관계를 고려한 관용의 정당화 논변은 오늘날 ‘혐오주의’와 같은 대중의 악덕에 대한 직접적인 법적 대응의 위험을 시사해준다. Montaigne and the Tolerance of Politics argues for toleration as a practice of negotiation, looking to a philosopher not usually considered political: Michel de Montaigne. Douglas I. Thompson draws on Montaigne's Essais to recover the idea that political negotiation grows out of genuine care for public goods and the establishment of political trust. This book argues that Montaigne's view of tolerance is worth recovering and reconsidering in contemporary democratic societies where political leaders and ordinary citizens (...) are becoming less able to talk to each other to resolve political conflicts and work for shared public goods. Contemporary philosophical debates surrounding toleration have revolved around three issues: What is toleration? Should we tolerate and, if so, why? What should be tolerated? These questions are of central importance to social and political thought.

The article focuses on Burke’s engagement with India and the Impeachment of Warren Hastings. It attempts to trace the way in which Burke, in his rhetoric on India, uses the sentimentalist vocabulary of the Scottish Enlightenment and, more particularly, the concept of sympathy. Burke, it is suggested, passes from a Humean to a Smithian understanding of sympathy, giving however, at every stage of this development, his own turn and character to the concept. Overall, Burke’s writings on India reveal quite advanced (...) for his time political reflexes and oblige us to reconsider the stereotypic image of Burke as an icon of conservatism. (shrink)

Almost since their publication, the writings of Michel de Montaigne have provided rich fodder for the work of scholars in myriad disciplines. Philosophers have considered Montaigne's views on skepticism; historians have examined his views on the Indians; deconstructionists and literary scholars have examined Montaigne's view of the self; and, political scientists have touched on his arguments for toleration. However, because each of these projects has been done largely in isolation, most scholars have failed to see the relationships between (...) the various aspects of Montaigne's thought. Alan Levine, in Sensual Philosophy, unites Montaigne's thought for the first time, ably and convincingly demonstrating the significant role Montaigne played in establishing the liberal ethos in the West. In exploring Montaigne's grounding for liberalism, Levine considers Montaigne's conceptualization of skepticism and its relationship to toleration. He argues that Montaigne's theories of self ground his idea of toleration without leaving it open to the corrosive charges of relativism and nihilism. Levine also articulates the importance of Montaigne's thought for contemporary conceptions of personal freedom, individuality, subjectivity, and self-creation by bringing him into dialogue with modern and postmodern political theorists such as Heidegger, Nietzsche, and Richard Rorty. This lively book persuades those who might be tempted by postmodernism that they should turn to Montaigne instead. (shrink)
