The unknown nature of tomorrow’s research makes informed consent in biobank research a challenge. Whether the consent given by biobank participants is ‘broad’ or ‘narrow’, the ever present question remains the same: are new activities covered by the original consent? In this article, we focus on the meaning of, and the relation between, broad consent and re-consent in biobank research. We argue that broad consent should be understood as consenting to a framework—a framework which covers aims, core conditions for acceptable (...) use, governance and how these affect participants. Changes that alter the framework in a fundamental way call for re-consent. Three biobank cases of current international interest are used to debate when re-consent is an ethical necessity: whole-genome sequencing, data sharing and commercial utilization. These reflections give us a more nuanced view on what consent is for. We claim that the introduction of broad consents in biobank research has not represented a betrayal of individual participant interests, as some critics have asserted. Broad consents combined with the possible use of re-consent are in certain settings not inferior, but rather ethically superior to narrow consents. In population-based research biobanks, they allow for a reconciliation between individual interest and public matters in society at large. (shrink)

The Yogārṇava is a Sanskrit compendium on yoga that has not been published, translated or even mentioned in secondary literature on yoga. Citations attributed to it occur in several premodern commentaries and compendiums on yoga, and a few published library catalogues report manuscripts of a work on yoga called the Yogārṇava. This article presents the results of the first academic study of the text. It has attempted to answer basic questions, such as the work’s provenance and textual sources. In this chapter we extend earlier work (Vinuesa et al., Nat Commun 11, 2020) on the potential of artificial intelligence (AI) to achieve the 17 Sustainable Development Goals (SDGs) proposed by the United Nations (UN) for the 2030 Agenda. The present contribution focuses on three SDGs related to healthy and sustainable societies, i.e., SDG 3 (on good health), SDG 11 (on sustainable cities), and SDG 13 (on climate action). This chapter extends the previous study within those three goals and goes (...) beyond the 2030 targets. These SDGs are selected because they are closely related to the coronavirus disease 19 (COVID-19) pandemic and also to crises like climate change, which constitute important challenges to our society. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. In this article, we present results from a literature review of intrinsic, instrumental, and relational values of nature conducted for the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, as part of the Methodological Assessment of the Diverse Values and Valuations of Nature. We identify the most frequently recurring meanings in the heterogeneous use of different value types and their association with worldviews and other key concepts. From frequent uses, we determine a core meaning for each value type, which is (...) sufficiently inclusive to serve as an umbrella over different understandings in the literature and specific enough to help highlight its difference from the other types of values. Finally, we discuss convergences, overlapping areas, and fuzzy boundaries between different value types to facilitate dialogue, reduce misunderstandings, and improve the methods for valuation of nature's contributions to people, including ecosystem services, to inform policy and direct future research. © 2023 The Author(s). Never before, in any anthology, have contemporary epistemologists and philosophers of language come together to address the single most neglected important issue at the confluence of these two branches of philosophy, namely: Can we know facts from reliable reports? Besides Hume's subversive discussion of miracles and the literature thereon, testimony has been bypassed by most Western philosophers; whereas in classical Indian theories of evidence and knowledge philosophical debates have raged for centuries about the status of word-generated knowledge. `Is the response (...) "I was told by an expert on the subject" as respectable as "I saw" or "I inferred" in answer to "How do you know?"' is a question answered in diverse and subtle ways by Buddhists, Vaisesikas and Naiyayikas. We apply an online optimization process based on machine learning to the production of Bose-Einstein condensates. BEC is typically created with an exponential evaporation ramp that is optimal for ergodic dynamics with two-body s-wave interactions and no other loss rates, but likely sub-optimal for real experiments. Through repeated machine-controlled scientific experimentation and observations our ’learner’ discovers an optimal evaporation ramp for BEC production. In contrast to previous work, our learner uses a Gaussian process to develop a statistical model of the (...) relationship between the parameters it controls and the quality of the BEC produced. We demonstrate that the Gaussian process machine learner is able to discover a ramp that produces high quality BECs in 10 times fewer iterations than a previously used online optimization technique. Furthermore, we show the internal model developed can be used to determine which parameters are essential in BEC creation and which are unimportant, providing insight into the optimization process of the system. The increasing demand for horticultural products for nutritional and economic purposes by lesser developed countries (LDC's) is well-documented. Technological demands of the LDC's producing horticultural products is also increasing. Pesticide use is an integral component of most agricultural production, yet chemicals are often supplied without supplemental information vital for their safe and efficient implementation. Illiteracy rates in developing countries are high, making pesticide education even more challenging. For women, who perform a significant share of agricultural tasks, illiteracy rates are even (...) higher than for men. The dilemma exists of how a developing country can improve its nutritional and economic situation without giving consideration to social and environmental consequences. (shrink)

This paper looks at the issue of consent from children and whether the test of Gillick competency, applied in medical and healthcare practice, ought to extend to participation in research. It is argued that the relatively broad usage of the test of Gillick competency in the medical context should not be considered applicable for use in research. The question of who would and could determine Gillick competency in research raises further concerns relating to the training of the researcher to make (...) such a decision as well as to the obvious issue of the researcher’s personal interest in the project and possibility of benefiting from the outcome. These could affect the judgment of Gillick competency if the researcher is charged with making this decision. The above notwithstanding, there are two exceptional research situations in which Gillick competency might be legitimately applied: when the research is likely to generate significant advantages for the participants while exposing them to relatively minor risks, and when it is likely to generate great societal benefit, pose minimal risks for the participants and yet raise parental objection. In both cases, to ensure that autonomy is genuinely respected and to protect against personal interest, Gillick competency should be assessed by an individual who has no interest or involvement in the research. This paper argues that professionals who make boundary-related decisions should be guided by relationship-based practice. In our roles as service users and professionals, drawing from our lived experiences of professional relationships, we argue we need to move away from distance-based practice. This includes understanding the boundary stories and narratives that exist for all of us – including the people we support, other professionals, as well as the organisations and systems within which we work. When we are dealing with professional boundary (...) issues, we should centre relationship-building skills that are central to many other aspects of our work. Skills that foster relationships at all levels – between professionals, service users, and services – need to be revalued. Our final recommendation is to create, develop, and foster safer spaces within and outside of organisations, as well as inter-professionally, for the discussion and exploration of boundary-related issues and practice. We are interested in hearing from those with experiences of being marginalised by boundaries so that they can inform a reshaping of our collective ideas around boundary related practices. To foster relationship-based practices in organisations, we have outlined several recommendations here; however, we recognize that these do not go far enough, and that collective action is needed to inform systemic change. The decision-making process of conserving biodiversity within the confines of sustainable livelihoods and development is examined. It is one of the greatest dilemmas facing the conservation community because of the multifaceted nature of activities involved. The case of the conservation of coastal wetlands in Ghana (from 1993 to 1999) is utilised in developing a 'community conservation interface' (CCI) model for the active participation of local communities. The ethical basis of the model is to promote accountability, transparency and responsibility throughout a (...) project's planning and implementation process. Additionally, the CCI model seeks to provide a forum, the CCI seat, for resolving conflicts, developing further partnership and building capacity. It is a decision-making model that is applicable to community-based conservation and partnerships in protected area management. As an adaptive management initiative built on the concept of community conservation, the model is vital for decision-making forums for managing biodiversity at a broad-scale level. Finally it attempts to unravel the true meaning of participation, and the creation of institutional interfaces for the setting of common goals and indicators. (shrink)

There is, at present, little precise understanding of the relative contributions of the various income streams used by impoverished rural households in southern Africa. The impact of household profiles on overall income also is not well understood. There is, therefore, little consideration of these factors in national economic accounting. This paper is an attempt to reduce this gap in knowledge by reflecting on the relative contribution of agro-pastoralism, secondary woodland resources, and formal and informal cash income streams to households in (...) the semi-arid rural village of Thorndale, Limpopo Province, South Africa. In the absence of jobs and confronted with high migrant labor, households with open access to natural resources derived more benefits from land-based livelihoods than cash income streams (i.e., 57.5 % vs. 42.5 %). Total livelihood income was valued at US$2887 per household per annum. A significant correlation between monetary values derived from crops and formal wages was established, and it was found that households with high cash incomes tended to invest more in crop production. Over 80 of households were male-headed. Of these heads of household, more than 60 were long-term migrants to urban areas, leaving household decision-making to the women. The low literacy rates of women have deprived them of paid jobs outside the area and, therefore, have increased their dependence on crops (62%) and secondary woodlands resources (60%). This was further reflected in the proportion of households in which females were the main contributors of cash income (9.7%), or joint contributors with men (24.4%). Various positive correlations were established between the number of women per household and the three land-based livelihoods. This implied that women’s total control over such activities was mostly a result of the absence of men and not a typical phenomenon. In spite of this control, it was not positively reflected in the lives of majority of the women. Households differed in their participation in livelihood activities. Household size influenced the level of production and was positively correlated with the value of secondary woodland resources and crops. The study shows the interdependence of land-based livelihood sources and the impact of household features on production and consumption. Policies that focus on livelihood options need to recognize and accommodate associated household dynamics. (shrink)

Although the prevailing view that makes law simply an instrument of social control supports popular cynicism, it is, as an account of the relationship between law and morality, inadequate. The assurance of legal positivists regarding the logical distinctness of morals and legislation rests on the simplistic belief that moral sanctions are internal and not in conflict with free action while those of the law are external and coercive. With the development of pragmatism and its technology, behaviorism, both the independence and (...) autonomy of the moral subject become suspect. The upshot is that morality too is seen as a form of social control, albeit less explicit than law and the legal positivist's distinction is effectively denied. Now although this modern reintegration of moral and legal concepts provides a basis for addressing hitherto knotty issues such as the grounds of legal obligation it is unsatisfactory because it reduces both law and morality to prudentially justified conventions. One may, however unhappily, accede to this view of law; but as an account of the moral life it is simply incorrect. What is needed is an analysis that retains the integrity of the moral point of view and at the same time answers the objections to both legal positivism and classical natural law theory. Beardsley's exposition of his large subject shows lucidity, objectivity, deftness, and a good sense of proportion; and these virtues become more apparent the closer his history approaches the complex diversity of contemporary aesthetic speculation. Especially skillful are the succinct accounts of those aspects of each philosopher's thought which, though not directly concerned with aesthetics, are necessary for a full understanding of his aesthetic theories. Beardsley himself remains neutral, arguing neither for nor against the theories he analyzes. Some may feel that (...) the visual arts are slighted, but this is a minor criticism of a very informative and illuminating book.—W. B. K. (shrink)

To localize wheat ESTs on chromosomes, 882 homoeologous group 6-specific ESTs were identified by physically mapping 7965 singletons from 37 cDNA libraries on 146 chromosome, arm, and sub-arm aneuploid and deletion stocks. The 882 ESTs were physically mapped to 25 regions flanked by 23 deletion breakpoints. Of the 5154 restriction fragments detected by 882 ESTs, 2043 were localized to group 6 chromosomes and 806 were mapped on other chromosome groups. The number of loci mapped was greatest on chromosome 6B and (...) least on 6D. The 264 ESTs that detected orthologous loci on all three homoeologs using one restriction enzyme were used to construct a consensus physical map. The physical distribution of ESTs was uneven on chromosomes with a tendency toward higher densities in the distal halves of chromosome arms. About 43% of the wheat group 6 ESTs identified rice homologs upon comparisons of genome sequences. Fifty-eight percent of these ESTs were present on rice chromosome 2 and the remaining were on other rice chromosomes. Even within the group 6 bins, rice chromosomal blocks identified by 1-6 wheat ESTs were homologous to up to 11 rice chromosomes. These rice-block contigs were used to resolve the order of wheat ESTs within each bin. (shrink)

Allen begins with a general survey of "atheism and atheists" in the Renaissance, gives brief sketches of six individual "atheists"—Pomponazzi, Cardano, Vanini, Montaigne, Charron, Bodin—devotes chapters to rational theology against atheism and to reason and immorality, and closes with a portrait of the "atheist redeemed" in the person of the Earl of Rochester, the arch-rake of the Restoration who was converted during his final illness. He points out that during this period "atheist" usually meant no more than a person whose (...) theology did not agree fully with that of the name-caller, and that none of the thinkers he mentions merited the term in any strict sense. The book is a wide-ranging, erudite survey without much attempt at either analysis in depth or synthesis, but Allen's somewhat Voltairean point of view helps give it form.—W. B. K. (shrink)

The complex hexaploid wheat genome offers many challenges for genomics research. Expressed sequence tags facilitate the analysis of gene-coding regions and provide a rich source of molecular markers for mapping and comparison with model organisms. The objectives of this study were to construct a high-density EST chromosome bin map of wheat homoeologous group 2 chromosomes to determine the distribution of ESTs, construct a consensus map of group 2 ESTs, investigate synteny, examine patterns of duplication, and assess the colinearity with rice (...) of ESTs assigned to the group 2 consensus bin map. A total of 2600 loci generated from 1110 ESTs were mapped to group 2 chromosomes by Southern hybridization onto wheat aneuploid chromosome and deletion stocks. A consensus map was constructed of 552 ESTs mapping to more than one group 2 chromosome. Regions of high gene density in distal bins and low gene density in proximal bins were found. Two interstitial gene-rich islands flanked by relatively gene-poor regions on both the short and long arms and having good synteny with rice were discovered. The map locations of two ESTs indicated the possible presence of a small pericentric inversion on chromosome 2B. Wheat chromosome group 2 was shown to share syntenous blocks with rice chromosomes 4 and 7. (shrink)

Designed to complement the editors' earlier selection, The Social and Political Philosophy of Jacques Maritain, this book arranges its material in six sections: theory of knowledge, metaphysics, ethics, esthetics, politics, and philosophy of history, with the editors contributing a one-page or two-page introduction to each section. The texts, taken from some fifteen of Maritain's works and in some cases published for the first time in English, are well chosen and interesting in themselves, but are too brief to present fully developed (...) arguments. This raises the question of the audience being aimed at. The book is not coherent enough to serve as a serious introduction to Maritain or to modern Thomism; it is rather a "sampler," and might be most useful as a kind of bedside book for those already acquainted with Maritain.--W. Although the essays in this book vary a good deal in quality, they all distort the eighteenth century to some extent by concentrating on its "modernity," about the scope of which, to increase the confusion, none of the authors is very explicit. One essay treats the emergence of scientific thought quite superficially; another presents Jacobi as an anti-type of Goethe and a fore-runner of existentialism. Herbert Dieckmann argues against the common "from classic to romantic" view of eighteenth-century aesthetic history. Ernest (...) Mossner characterizes "the enlightenment of David Hume," seeing him as a liberator of the mind from its various idols and reiterating his view that Hume was only a "mitigated sceptic." Dietrich Ritschl emphasizes Semler's contribution to the historical study of the Bible; his essay also contains, but only implicitly, some warnings for today's aggiornamento theologians.—W. B. K.
