There was a time in the history of philosophy that the phrase “public philosophy” would have been redundant. In this chapter, the authors survey the debate about the professionalization and institutionalization of philosophy between Scott Soames and Robert Frodeman and Adam Briggle. They present an exploration of an example of how professional and non‐professional philosophers may benefit each other. The authors argue that nonprofessional philosophers (whom we might also call “outsider philosophers”) can offer new ways of looking at the canon (...) and broaden the subject matter of philosophy. They present a look forward to the future of interactions between professionalized and outsider philosophers. In an effort to make possible a future where such collaboration is normalized within the broader activity of philosophizing, the authors elucidate both the opportunities and challenges for collaboration. We are sceptical of concerns over the opacity of algorithmic decision tools. While transparency and explainability are certainly important desiderata in algorithmic governance, we worry that automated decision-making is being held to an unrealistically high standard, possibly owing to an unrealistically high estimate of the degree of transparency attainable from human decision-makers. In this paper, we review evidence demonstrating that much human decision-making is fraught with transparency problems, show in what respects AI fares little worse or better and argue that (...) at least some regulatory proposals for explainable AI could end up setting the bar higher than is necessary or indeed helpful. The demands of practical reason require the justification of action to be pitched at the level of practical reason. Decision tools that support or supplant practical reasoning should not be expected to aim higher than this. We cast this desideratum in terms of Daniel Dennett’s theory of the “intentional stance” and argue that since the justification of action for human purposes takes the form of intentional stance explanation, the justification of algorithmic decisions should take the same form. In practice, this means that the sorts of explanations for algorithmic decisions that are analogous to intentional stance explanations should be preferred over ones that aim at the architectural innards of a decision tool. Two medical essays in the hand of John Locke survive amongst the Shaftesbury Papers in the National Archives (National Archives PRO 30/24/47/2, ff. 31r–38v and ff. 49r–56r). Since the 1960s their authorship has been disputed. Some scholars have attributed them to the London physician Thomas Sydenham, others have attributed them to Locke. Detailed analyses of their contents and the context of their composition provide very strong evidence for Lockean authorship. Kant’s philosophy of science takes on sharp contour in terms of his interaction with the practicing life scientists of his day, particularly Johann Blumenbach and the latter’s student, Christoph Girtanner, who in 1796 attempted to synthesize the ideas of Kant and Blumenbach. Indeed, Kant’s engagement with the life sciences played a far more substantial role in his transcendental philosophy than has been recognized hitherto. The theory of epigenesis, especially in light of Kant’s famous analogy in the first Critique, posed crucial (...) questions regarding the ‘looseness of fit’ between the constitutive and the regulative in Kant’s theory of empirical law. A detailed examination of Kant’s struggle with epigenesis between 1784 and 1790 demonstrates his grave reservations about its hylozoist implications, leading to his even stronger insistence on the discrimination of constitutive from regulative uses of reason. The continuing relevance of these issues for Kant’s philosophy of science is clear from the work of Buchdahl and its contemporary reception. (shrink)

The field of cognitive modeling has progressed beyond modeling cognition in the context of simple laboratory tasks and begun to attack the problem of modeling it in more complex, realistic environments, such as those studied by researchers in the field of human factors. The problems that the cognitive modeling community is tackling focus on modeling certain problems of communication and control that arise when integrating with the external environment factors such as implicit and explicit knowledge, emotion, cognition, and the cognitive (...) system. These problems must be solved in order to produce integrated cognitive models of moderately complex tasks. Architectures of cognition in these tasks focus on the control of a central system, which includes control of the central processor itself, initiation of functional processes, such as visual search and memory retrieval, and harvesting the results of these functional processes. Because the control of the central system is conceptually different from the internal control required by individual functional processes, a complete architecture of cognition must incorporate two types of theories of control: Type 1 theories of the structure, functionality, and operation of the controller, and type 2 theories of the internal control of functional processes, including how and what they communicate to the controller. This book presents the current state of the art for both types of theories, as well as contrasts among current approaches to human-performance models. The danger of human operators devolving responsibility to machines and failing to detect cases where they fail has been recognised for many years by industrial psychologists and engineers studying the human operators of complex machines. We call it “the control problem”, understood as the tendency of the human within a human–machine control loop to become complacent, over-reliant or unduly diffident when faced with the outputs of a reliable autonomous system. While the control problem has been investigated for some time, up (...) to this point its manifestation in machine learning contexts has not received serious attention. This paper aims to fill that gap. We argue that, except in certain special circumstances, algorithmic decision tools should not be used in high-stakes or safety-critical decisions unless the systems concerned are significantly “better than human” in the relevant domain or subdomain of decision-making. More concretely, we recommend three strategies to address the control problem, the most promising of which involves a complementary coupling between highly proficient algorithmic tools and human agents working alongside one another. We also identify six key principles which all such human–machine systems should reflect in their design. These can serve as a framework both for assessing the viability of any such human–machine system as well as guiding the design and implementation of such systems generally. (shrink)

According to him, even if it is not possible to make a free choice once determinism is accepted, persons can be held morally responsible for their actions. However, before explaining what a failed person is, it will be good to consider closely a very significant part of our society to get a sense of what it thinks a failed person is, since my account of what a failed person is is markedly different. It is important to think about the question of failed persons because there (...) are growing movements here and abroad aimed at killing by medical means human beings who are judged in some sense to be failed persons, human beings who do not count as persons according to a common societal notion of persons, a social-psychological notion of persons.The question for anyone who lives within this society with its notion of failed persons is whether one will take part in and support this movement toward killing human beings or avoid it, indeed whether one will push back against it. It is easy enough to fall into a trap of thinking about failed persons the way much of our society does. One's complicity in adopting the social-psychological notion of person contributes to enabling the acceptance of such killing, even if one believes one would never perform the killing act. My effort here is precisely to push back against such killing, by pushing back against the notion of persons that animates it.The killing of human beings by our society is not simply confined to abortion, as it has been legally and widely available here in the United States for almost fifty years now. Recent political discussions in the wake of the Dobbs decision have made it clear that many political leaders think such killing ought to be allowed all the way up until birth, and perhaps after. Relatively [End Page 1123] recently there was an article in a mainstream bioethics journal by Alberto Giubilini and Francesca Minerva arguing that what most people would take to be cases of infanticide should be renamed, per their title, "After-Birth Abortion."1 The article was not about the moral legitimacy of either infanticide or abortion. The moral legitimacy of those acts for various reasons was taken as a given by the authors. In the case of euthanizing infants, they noted the expanding number of arguments for it among philosophers, the desire for guidelines for doing it among members of the medical profession, and the protocols for it established in places like the Netherlands.The authors argued that in the case of newborns, including healthy newborns, killing them should not be considered infanticide or euthanasia.2 They distinguished abortion from both euthanasia and infanticide. Euthanasia involves killing a human person, where a person is understood to be a being that can experience itself as having interests that can be harmed. "We take 'person' to mean an individual who is capable of attributing to her own existence some (at least) basic value such that being deprived of this existence represents a loss to her."3 Euthanasia, when justified, is justified by being in the best "interests" of the person killed. Infanticide involves euthanizing children.However, the authors claim that a newborn is not a person in the sense of "person" specified. So, the authors' term "after-birth abortion" is a terminological distinction based upon denying that a newborn is a child, children being persons. They also assume that infants are children as they understand "child." So not being a child, a newborn cannot be an infant. Not being an infant, killing it cannot be infanticide or euthanasia, again as the authors define those terms.4 Instead, killing the newborns, healthy or not, should be thought of as having the same moral weight as an abortion before birth, and thus rather than being called infanticide or euthanasia, it should be called "after-birth abortion."5Killing a newborn then is "ethically permissible" in just the same circumstances and for the same reasons as abortion is ethically permissible. The leading hypothesis concerning the “reuse” or “recycling” of neural circuits builds on the assumption that evolution might prefer the redeployment of established circuits over the development of new ones. What conception of cognitive architecture can survive the evidence for this hypothesis? In particular, what sorts of “modules” are compatible with this evidence? I argue that the only likely candidates will, in effect, be the columns which Vernon Mountcastle originally hypothesized some 60 years ago, and which form part of the (...) well-known columnar hypothesis in neuroscience—systems that cannot handle gross cognitive functions as distinct from strictly exiguous subfunctions. This is in stark contrast to the modules postulated by much of cognitive psychology, cognitive neuropsychology, and evolutionary psychology. And yet the fate of this revised notion is unclear. The main issue confronting it is the effect of the neural network context on local function. At some point the effects of context are so strong that the degree of specialization required for modularity is not able to be met. Still, despite indications from neuroimaging that peripheral and central systems deploy shared circuitry, some skills clearly do seem to display modularization and autonomy. This article: provides an in-depth analytical and historical review of the fortunes of modular thinking in cognitive science; offers a systematic calibration of brain regions in terms of degrees of functional specificity and robustness; and suggests another way of accounting for the partially encapsulated character of expertise and other highly practiced skills without having to resort to domain-specific modules. The past two decades have witnessed a revival of interest in multiple realization and multiply realized kinds. Bechtel and Mundale’s (1999) illuminating discussion of the subject must no doubt be credited with having generated much of this renewed interest. Among other virtues, their paper expresses what seems to be an important insight about multiple realization: that unless we keep a consistent grain across realized and realizing kinds, claims alleging the multiple realization of psychological kinds are vulnerable to refutation. In this (...) paper I argue that, intuitions notwithstanding, the terms of their recommendation make it impossible to follow, while also misleadingly insinuating that its application virtually guarantees mind-brain identity. Instead of a matching of grains, what multiple realization really requires is a principled method for adjudicating upon differences between tokens. Shapiro’s (2000) work on multiple realization can be understood as an attempt to adumbrate just such a method. While his “causal relevance” criterion can easily be mistaken for Bechtel and Mundale’s grain requirement, my analysis reveals exactly where and why these two tests diverge. (shrink)

What makes ethical accounts natural law ethical is, I argue, commonly misrepresented in teaching within much of the philosophical academy. Yet those immersed in the field of natural law and ethics rarely give definitions/brief characterisations of what makes ethical accounts natural law ethical. I suggest theoretical reasons for the lack. I argue that bringing natural law into ethics is best understood as leading to theoretically unitary accounts, not simply collections of positions detachable from each other: an overlooked and significant point (...) when defending natural law ethical accounts. My arguments throughout rely on the metaethical/normative ethical distinction, which is relatively little used in the natural law literature. I argue that the distinction helps clarify what is distinctive of natural law ethical accounts in general, especially to the secular contemporary philosophical academy, where appreciation of natural law ethical accounts is commonly appreciably lower than in philosophical contexts with a religious ethos. Modularity is a fundamental doctrine in the cognitive sciences. It holds a preeminent position in cognitive psychology and generative linguistics, as well as a long history in neurophysiology, with roots going all the way back to the early nineteenth century. But a mature field of neuroscience is a comparatively recent phenomenon and has challenged orthodox conceptions of the modular mind. One way of accommodating modularity within the new framework suggested by these developments is to go for increasingly soft versions of (...) modularity. One such version, which I call the “system” view, is so soft that it promises to meet practically any challenge neuroscience can throw at it. In this paper, I reconsider afresh what we ought to regard as the sine qua non of modularity and offer a few arguments against the view that an insipid “system” module could be the legitimate successor of the traditional notion. The claim that religion is inherently prone to violence is a commonplace of contemporary thought along with the associated idea that the non-religious are much less prone to resort to violence. Some form of this claim is a factor in attempts to place restrictions on the role of religion in liberal democratic societies. This paper argues that the commonplace claim is confused in several different ways and that while religion is sometimes a component in a complex mix that can produce (...) violence it is often a less significant factor than others in that mix, and otherwise it is often enough causally irrelevant to disturbing outbreaks of violence, including political disturbances. So, when considering the high degree of premature, indiscriminate, ill-judged or fanatical violence that human beings are prone to, we need to examine the causes in cultural and psychological terms without a presiding bias in favour of one element alone. This essay argues that the book of Ruth's reopening of Israel's history and national mythology functions in such a way as to redeem, as it were, the plight of the subaltern Moabite—a plight begun with the daughters of Lot in Genesis 19. A parallel is then drawn with the 1619 Project, the recent journalistic project which posits the entire historical sweep of African slavery in North America since 1619 as the defining arc of the United States' founding. As theoretical frames, (...) the essay draws on the work of literary critic Gayatri Chakravorty Spivak (including her concept of “moral love”) and political philosopher Arash Abizadeh. In so doing, the essay illustrates how a “functionalist” approach to biblical ethics that balances the content of the biblical narrative with attention to how the text functions in its broader context can provide guidance for contemporary ethical application. Evidence of the pervasiveness of neural reuse in the human brain has forced a revision of the standard conception of modularity in the cognitive sciences. One persistent line of argument against such revision, however, cites the evidence of cognitive dissociations. While this article takes the dissociations seriously, it contends that the traditional modular account is not the best explanation. The key to the puzzle is neural redundancy. The article offers both a philosophical analysis of the relation between reuse and redundancy (...) as well as a plausible solution to the problem of dissociations. (shrink)

Research suggests that institutions affect the levels of corruption in a country. We take these arguments a step further and examine whether it is the presence of inclusive institutions and/or the credible and consistent implementation of institutions that matter, as regards corruption. We use a novel approach to theoretically conceptualise and empirically operationalise institutions along two analytically distinct dimensions: the nature of the institutions (the de jure dimension), and the extent to which they are credibly and consistently implemented over time (...) (the de facto dimension), using a panel dataset for 148 countries covering 2012 to 2018. We find that formal institutions are most effective in reducing corruption when the rules are credibly and consistently implemented. Furthermore, this effect appears to operate differently at different levels of national income. The nature of the formal institutions appears important across income levels, but particularly so at the upper middle income level, while the credible and consistent implementation of these institutions is primarily influential at upper middle income levels. We explain why this may be the case and elaborate on the policy implications. (shrink)

Is there a relation between the increasing extension of markets and market norms to previously non-market goods, and the growth of environmental problems? This chapter explores two competing answers: market-endorsing positions that argue that a source of environmental problems lies in the absence of markets in environmental goods and that the extension of markets or market modes of valuation to environmental goods offers the most effective way of protecting them; market-skeptical positions that deny that the extension of markets will protect (...) environmental goods or more strongly that markets and increasing marketization are themselves a source of environmental problems. These positions offer distinct perspectives on market mimicking instruments in environmental policy making, such as cost-benefit analysis, and on the development of new markets, for example in emission rights and biodiversity offsets. Contemporary society operates beyond safe boundaries of the Earth system. Returning to a safe operating space for humanity within Earth system boundaries is a question of justice. The relevance of the economy—and thus of business—for bringing society back to a safe and just operating space highlights the importance of business ethics research for understanding the role of business in Earth system justice. In this commentary, we explore the relevance of business ethics research for understanding the crucial role of business in (...) the dynamics of the Earth system. We do so by integrating the perspectives of business ethics and system-oriented sustainability science on the basis of the theory of metabolic rift, which explains how the dynamics of capitalism result in the destruction of the natural environment. On this basis, we argue that a mutually reinforcing relationship between perpetual economic growth and profit seeking behaviour of business, which we call the _loop of unsustainability_, continually deepens the metabolic rift and keeps business from effectively contributing to Earth system justice. This perspective allows us to formulate firm-level and system-level preconditions for attaining Earth system justice, and to sketch a research agenda that links business ethics scholarship with questions of Earth system justice. We develop an account of societal democratization that synthesizes cultural sociology and deliberative democracy. Cultural sociologists emphasize the symbolic inclusion of marginalized groups into the civil sphere. Deliberative democrats stress growth in the deliberative capacity of society. We argue that democratization entails the co-evolution of culture and reason. The basis of co-evolution is the performative construction of an inclusive demos, which requires a deliberative background but is also a source of the moral emotions that motivate deliberation. Since moral emotions can (...) also sweep people up and make them do reckless things, they must in turn be redeemable in inclusive deliberation. This synthesis sharpens a normative position for the evaluation of episodes of inclusion, extends current accounts of the place of emotion in cultural sociology and deliberative democracy, and provides a frame for comparative analyses of democratization. We illustrate with an examination of the exclusion and inclusion of Indigenous Australians. (shrink)

In this article, I argue, adverting to critical practices, that film adaptations are comparable with the comics that serve as their sources. The possibility of comparison presumes the existence of covering values according to which these comparisons are made. I raise four groupings of covering values for comics—narrative, pictorial, historical, and referential—and show how they apply to film adaptations as well, and argue that a fifth kind of value, fidelity, is relevant to comparisons of source comics to film adaptations. In “Causality and Determination,” Anscombe rejects the two received opinions on the nature of causality in the modern philosophical tradition. She rejects the Humean conception of universal generalization based on the constant conjunction in experience of cause and effect, and she also rejects the notion that causality entails a necessary connection between cause and effect. As an alternative, she suggests that the core notion of causality is one of the derivativeness of the effect from the cause. Her consideration of causality (...) ranges generally over all types of causality, but I believe that the most significant implication of her position is in application to the causality of human action. The essays in this volume blend historical and philosophical reflection with concern for contemporary political problems. They show that the causes and motivations of civil religion are a permanent fixture of the human condition, though some of its manifestations and proximate causes have shifted in an age of multiculturalism, religious toleration, and secularization.

Catholic moral philosophy requires an absolute prohibition against the direct killing of innocents. In this paper I consider some examples of justified actionswhich involve the killing of innocent persons and will present them as cases about which I am confident many others will share the same intuitions. I willthen try to show what conditions apply in such cases that justify those intuitions. I will argue that their justification is in accordance with a modified version of theFinnis, Grisez, Boyle interpretation of (...) the doctrine of double effect; it defends their interpretation of what is direct versus indirect in cases of double effect, and meets the proportionality condition in a way suggested by Philippa Foot regarding the virtues of justice and charity.
