This volume is the result of the third Appalachian Conference on Behavioral Neurodynamics which focused on the problem of scale in conscious experience.

This study describes the results of experiments motivated by an attempt to understand spectral processing in the cerebral cortex (DeValois and DeValois, 1988; Pribram, 1971, 1991). This level of inquiry concerns processing within a restricted cortical area rather than that by which spatially separate circuits become synchronized during certain behavioral and experiential processes. We recorded neural responses for 55 locations in the somatosensory (barrel) cortex of the rat to various combinations of spatial frequency (texture) and temporal frequency stimulation of their (...) vibrissae. The recordings obtained from single and multi-unit bursts of spikes were mapped as surface distributions of local dendritic potentials. The distributions showed a variety of patterns that are asymmetric with respect to the spatial and temporal parameters of stimulation, and were, therefore, not simply reflecting whisker flick rate. Next, a simulation of our results showed that these surface distributions of local dendritic potentials can be described by Gabor-like functions much as in the visual system. The results provide support for a model of distributed cortical processing that imposes a physiologically derived frame (the limited extent of a dendritic patch) and an anatomically derived (axonal) sampling of the distributed process. This combination provides a complex Gabor wavelet that encodes phase, which is necessary to processing such details as edges and texture in a scene. The synchronization across cortical areas that make the Gabor wavelet processes within restricted cortical areas available to one another (the binding problem) proceed at a ''higher order'' level of integration. Both levels of distributed processing accomplish computation in the conjoint spacetime and spectral domain. (shrink)

Karl R. Popper is “the outstanding philosopher of the twentieth century” (Bryan Magee), even “the greatest thinker of the [twentieth] century” (Gellner). He felt affinity with thinkers of the Age of Reason and developed a new version of rationalism: critical rationalism. As a champion of science and of democracy he was the most influential philosopher of the post-WWII era. He was a close follower of Bertrand Russell and of Albert Einstein in that all three advocated problem-oriented fallibilism (during the (...) peak of the influence of Ludwig Wittgenstein who did not), valued commonsense, taking its theories to be approximations to the scientific truths of the day, and considered scientific truths as series of approximations to the absolute truth [Agassi, 1981, 112-16]. In particular, all three viewed science as the bold flight of the imagination checked and tempered by experience [Russell, 1931, 102]; [Einstein, 1949, 680]. Insofar as Russell adumbrated Popper’s philosophy, it may be fair to consider the latter a streamlined version of the former (the way both Berkeley and Hume deemed their philosophies streamlined versions of Locke’s [Hattiangadi, 1985]; [Wettersten, l985]. Russell raised the level of rational discourse in philosophy while remaining within the empiricist tradition; Popper continued and consolidated Russell’s achievements, adding a broad modification of the rationalist tradition [Popper, 1945, Ch. 24], thus forging new ways of philosophizing [Lakatos, 1978, 10]. Many sought a via media between rationalism and irrationalism, between individualism and collectivism, as well as between radicalism and traditionalism. Many sought a via media between empiricism and intellectualism. Popper’s philosophy is the only viable comprehensive rationalist suggestion in these directions (although it is open to modifications, of course), being thoroughly fallibilist and reformist, thus achieving a new and intensified commonsense philosophy, the only one that is integrated.. On September 17, 1994, Karl Popper died at the age of 92.He was described as the official opposition of the “ Vienna Circle”, the philosophical club which in the inter-war period was glamorous and which espoused the then popular doctrine of logical positivism, so-called. His relations with that club were friendly-hostile, to use the term with which he liked to characterize the relations between scientific researchers. He is the last of that generation (unless it is Carl G. Hempel, who, (...) however, sees himself as too young to belong there). The public aspect of Popper’s friendly-hostile relations with his Viennese peers was unfortunately more hostile than friendly. Somehow, philosophers have managed to keep the accounts open for too long. The end of the era is the time to close accounts so as to be able to go on with the job at hand, since the intermingling of personal affairs with objective knowledge is unhealthy. Yet most of the leading heirs of the “ Vienna Circle” still coast around the issues raised by Popper, and so they can neither overlook him nor quote him correctly. If past evidence is reliable here, then this will alter just about now. Is it? (shrink)

Both a Popper biography and an autobiography, Agassi's "A Philosopher's Apprentice" tells the riveting story of his intellectual formation in 1950s London, a young brilliant philosopher struggling with an intellectual giant - father, mentor, and rival, all at the same time. His subsequent rebellion and declaration of independence leads to a painful break, never to be completely healed. No other writer has Agassi's psychological insight into Popper, and no other book captures like this one the intellectual excitement around the Popper (...) circle in the 1950s and the struggles of the 1960s and 1970s - personal, academic, political, all important philosophically. Agassi's Popper - whether one agrees with it or not - is an enormous contribution to scholarship. This second revised edition includes also Popper's and Agassi's last correspondence and, in a postscript it shows Agassi leafing through Popper's archives, reaching a sort of reconciliation, an appropriate ending to the drama. Joseph Addison’s (1672--1719) essays in The Spectator occupy contradictory positions in the history of aesthetics. While they are generally considered central to the institution of aesthetics as a scholarly discipline, their reception has throughout history entailed a strong questioning of their philosophical and scholarly importance. In the following paper, I consider this dual feature as regards reception, and set out to clarify how this has come about. A re-examination of the arguments advanced by Addison makes clear that his role (...) is not that of a philosopher, but that of a public educator. As such he aims to raise the standard of general education of the British ‘middling orders’ in the early eighteenth century, and by using art for didactic purposes he seeks to contribute to the shaping of morally accomplished individuals. Joseph Agassi is known primarily among fellow academics as an exemplary historian and philosopher of science; an ardent critic and disciple of Karl Popper; a critical admirer of the work of Michael Polanyi; and a Socratic fly with the “sting of a bee” for all those who wear the intellectual fashions of the day. To most of Agassi’s students he is known primarily as an exemplary model of the Socratic teacher. The question of most urgency for educators today (...) who care about the intellectual development of students is: How do we make ready our educational institutions for more Socratic teachers? The philosophical or theoretical question is: Why do we want Socratic teachers? In outline, of the many of Agassi’s educational essays selected for this book, Agassi answers those questions: authoritarianism (or anti-democracy) blocks the democratic reform of educational institutions where Socratic teachers and students could find a safe haven; and, Socratic teaching is the main anti-dote to authoritarianism. The removal of authoritarianism from education also removes the hazard that education has become to students; to their happiness, creativity, and dignity as autonomous individuals. Karl Popper’s “Indeterminism in Quantum Physics and in Classical Physics” suffers unjust neglect. He judged determinism false: the future is open. In principle, replacing Laplace's variant of predetermination with predictable predetermination renders “scientific” determinism scientific and so refutable. Popper claimed that he had refuted it. Now a metaphysical system may have an extension—in the mathematical sense—that may render it explanatory and testable. If it exists, then it is not unique but has many alternative extensions. Popper’s proof is then inconclusive.

Scholars of ideology in social-scientific disciplines, including psychology, sociology, and political science, stand to benefit from taking seriously the philosophical contributions of Professor Peter Railton. This is because Railton provides much-needed conceptual precision—and a rare sense of epistemological and moral clarity—to a topic that is notoriously slippery and prone to relativistic musing and the drawing of false equivalences. In an essay entitled “Morality, Ideology, and Reflection: Or, the Duck Sits Yet,” Railton (2000/2003) aptly identified the purpose of ideological analysis as (...) the unmasking of “nonepistemic” interests—that is, interests other than truth-seeking, accuracy, or warrant —that contribute to the development, adoption, and dissemination of political and religious belief systems. JOSEPH AGASSI 1. Sir Karl Popper has offered two different theories of scientific progress, his theory of conjectures and refutations and corroboration, as well as his theory of verisimilitude increase. The former was attacked by some old-fashioned inductivists, yet is triumphant; the latter has been refuted by Tichy and by Miller to Popper’s own satisfaction. Oddly, however, the theory of verisimilitude was developed because of some deficiency in the theory of corroboration, and though in its present precise formulation (...) it was refuted, Popper still holds it in general terms, and I think he still hopes to find a better precise formulation of it. My aims in the present note are to pin-point the deficiency of Popper’s theory of corroboration and to use this for a precise formulation of verisimilitude increase acceptable to him. For my part, however, I see the situation in a different way, as will be indicated at the end of this note. (shrink)

Zum Schluss wird die Frage erörtert, inwiefern die Weltanschauungsanalyse – was Karl Mannheim angenommen zu haben scheint – einen Beitrag zur Beilegung von Konflikten zwischen den ideologischen oder Weltanschauungs-Parteien zu leisten imstande ist. BackgroundThe increased risk of developing attention-deficit hyperactivity disorder (ADHD) in extremely preterm infants is well-documented. Better understanding of perinatal risk factors, particularly those that are modifiable, can inform prevention efforts.MethodsWe examined data from the Extremely Low Gestational Age Newborns (ELGAN) Study. Participants were screened for ADHD at age 10 with the Child Symptom Inventory-4 (N = 734) and assessed at age 15 with a structured diagnostic interview (MINI-KID) to evaluate for the diagnosis of ADHD (N = 575). We studied associations (...) of pre-pregnancy maternal body mass index (BMI), pregestational and/or gestational diabetes, maternal smoking during pregnancy (MSDP), and hypertensive disorders of pregnancy (HDP) with 10-year and 15-year ADHD outcomes. Relative risks were calculated using Poisson regression models with robust error variance, adjusted for maternal age, maternal educational status, use of food stamps, public insurance status, marital status at birth, and family history of ADHD. We defined ADHD as a positive screen on the CSI-4 at age 10 and/or meeting DSM-5 criteria at age 15 on the MINI-KID. We evaluated the robustness of the associations to broadening or restricting the definition of ADHD. We limited the analysis to individuals with IQ ≥ 70 to decrease confounding by cognitive functioning. We evaluated interactions between maternal BMI and diabetes status. We assessed for mediation of risk increase by alterations in inflammatory or neurotrophic protein levels in the first week of life.ResultsElevated maternal BMI and maternal diabetes were each associated with a 55–65% increase in risk of ADHD, with evidence of both additive and multiplicative interactions between the two exposures. MSDP and HDP were not associated with the risk of ADHD outcomes. There was some evidence for association of ADHD outcomes with high levels of inflammatory proteins or moderate levels of neurotrophic proteins, but there was no evidence that these mediated the risk associated with maternal BMI or diabetes.ConclusionContrary to previous population-based studies, MSDP and HDP did not predict ADHD outcomes in this extremely preterm cohort, but elevated maternal pre-pregnancy BMI, maternal diabetes, and perinatal inflammatory markers were associated with increased risk of ADHD at age 10 and/or 15, with positive interaction between pre-pregnancy BMI and maternal diabetes. Cognitive science is experiencing a pragmatic turn away from the traditional representation-centered framework toward a view that focuses on understanding cognition as "enactive." This enactive view holds that cognition does not produce models of the world but rather subserves action as it is grounded in sensorimotor skills. In this volume, experts from cognitive science, neuroscience, psychology, robotics, and philosophy of mind assess the foundations and implications of a novel action-oriented view of cognition. Multifunctionality poses significant challenges for human brain mapping. Cathy Price and Karl Friston argue that brain regions perform many functions in one sense and a single function in another. Thus, neuroscientists must revise their “cognitive ontologies” to obtain systematic mappings. Colin Klein draws a different lesson from these findings: neuroscientists should abandon systematic mappings for context-sensitive ones. I claim that neither account succeeds as a general treatment of multifunctionality. I argue that brain areas, like genes or organs, are multifunctional (...) in different ways. I call this the “functional heterogeneity hypothesis.” I contend that different multifunctional parts require different mapping strategies. (shrink)

The German philosopher and intellectual historian Karl Löwith is known and discussed mainly in the English language via his major work on secularization – Meaning in History, first written and published in English – and the more recently translated essays that criticize Martin Heidegger. However, Löwith’s body of work is rarely considered for the original contribution that it offers to the discourse on the questions of modernity and modern life. This oversight is due much to the way in which (...) Hans Blumenberg and Jürgen Habermas have each ‘dealt’ with Löwith’s position; Löwith in each case becomes a flagstone in the path to their own theories. This article reappraises Löwith’s thought through an exploration of his major works, and discovers that the concepts and motivations behind the critical force of his intellectual histories suggest a more sensitive reading of the modern condition than his critics allow. His notions of nature, cosmos and eternity, and his steadfast skepticism, reveal Löwith to be a theorist of the limits of human finitude, and set him apart from his contemporaries and his former teacher Heidegger. It is these aspects of his work that will continue to be provocative for both defenders of freedom and defenders of nature. (shrink)
