Ensuring that countries have adequate research capacities is essential for an effective and efficient response to infectious disease outbreaks. The need for ethical principles and values embodied in international research ethics guidelines to be upheld during public health emergencies is widely recognized. Public health officials, researchers and other concerned stakeholders also have to carefully balance time and resources allocated to immediate treatment and control activities, with an approach that integrates research as part of the outbreak response. Under such circumstances, research (...) “ethics preparedness” constitutes an important foundation for an effective response to infectious disease outbreaks and other health emergencies. A two-day workshop was convened in March 2018 by the World Health Organisation Global Health Ethics Team and the African coaLition for Epidemic Research, Response and Training, with representatives of National Ethics Committees, to identify practical processes and procedures related to ethics review preparedness. The workshop considered five areas where work might be undertaken to facilitate rapid and sound ethics review: preparing national ethics committees for outbreak response; pre-review of protocols; multi-country review; coordination between national ethics committees and other key stakeholders; data and benefit sharing; and export of samples to third countries. In this paper, we present the recommendations that resulted from the workshop. In particular, the participants recommended that Ethics Committees would develop a formal national standard operating procedure for emergency response ethical review; that there is a need to clarify the terminology and expectations of pre-review of generic protocols and agree upon specific terminology; that there is a need to explore mechanisms for multi-country emergency ethical consultation, and to establish procedures for communication between national ethics committees and other oversight bodies and public health authorities. In addition, it was suggested that ethics committees should request from researchers, at a minimum, a preliminary data sharing and sample sharing plan that outlines the benefit to the population from which data and samples are to be drawn. This should be followed in due time by a full plan. It is hoped that the national ethics committees, supported by the WHO, relevant collaborative research consortia and external funding agencies, will work towards bringing these recommendations into practice, for supporting the conduct of effective research during outbreaks. In 2016, following pandemic influenza threats and the 2014–2016 Ebola virus disease outbreaks, the WHO developed a guidance document for managing ethical issues in infectious disease outbreaks. In this article, we analyse some ethical issues that have had a predominant role in decision making in response to the current COVID-19 pandemic but were absent or not addressed in the same ways in the 2016 guidance document. A pandemic results in a health crisis and social and political crises both nationally and (...) globally. The ethical implications of these global effects should be properly identified so that appropriate actions can be taken globally and not just in national isolation. Our analysis, which is a starting point to test the broader relevance of the 2016 WHO document that remains the only available guidance document applicable globally, concludes that the WHO guidance should be updated to provide reasoned and thoughtful comprehensive ethics advice for the sound management of the current and future pandemics. In research interviews, interviewees are usually well aware of why they were selected, and in their narratives they often construct ‘default identities’ in line with the interviewers’ expectations. Furthermore, narrators draw on shared cultural knowledge and master narratives that tend to form an implicit backdrop of their stories. Yet in this article we focus on how some of these master narratives may be mobilized explicitly when default identities are at stake. In particular, we investigate interviews with successful female professionals from (...) diverse geographical contexts. We found that the interviewees deal with challenges to their ‘successful professional’ identities by drawing on categorical narratives or categorical statements. As such, the interviewees talk into being a morally ordered gendered worldview, thus making explicit gendered master narratives about their societies and workplaces. In general, this article shows that categorical narratives and statements can bring master narratives to the surface and that these can thus contribute to the narrators’ identity work. (shrink)

We emphasize that the pressure related work appearing in a general relativistic first law of thermodynamics should involve proper volume element rather than coordinate volume element. This point is highlighted by considering both local energy momentum conservation equation as well as particle number conservation equation. It is also emphasized that we are considering here a non-singular fluid governed by purely classical general relativity. Therefore, we are not considering here any semi-classical or quantum gravity which apparently suggests thermodynamical properties even for (...) a (singular) black hole. Having made such a clarification, we formulate a global first law of thermodynamics for an adiabatically evolving spherical perfect fluid. Since time immemorial Indian culture has been upholding a symbiotic relationship between man and environment. It has led to the all round evolution of Indian culture as an integral whole. This assimilation has been possible due to the spiritual vision of Indian seers. Every Culture is based upon certain values. In India values are usually discussed in the context of the principal ends of human life (chatuspurusartha): dharma (moral value), artha (political and economic values), kama (sensual value) and moksha (spiritual (...) value). Indian cultural tradition shaped human behaviour in accordance with these values, which impinged ecological issues as well. Again, Indian classification of value is based on two percepts. These are (1) the essential infinitude and divinity of all souls and (2) the essential oneness and solidarity of universe and all life. Supreme being resides in all; hence no area of life is alien to spiritual influence. It emphasizes the presence of an infinite knowledge, power, purity and bliss behind the body-mind complex of human beings, which is called Atman. Upanisads express this truth as Aham Brahmasmi (I am Brahman) or Ayam Atma Brahma (the individual soul is Brahman) or Tat Twam Asi (thou art that). Acceptance of the presence of God in everything led Indian culture to maintain and protect the natural harmonious relationship between human beings and nature. Moreover, Indians discovered the essential unity of all existence. The universe is holistic. Here at the deeper level of all pervading consciousness everything in the world is interconnected. Oneness of the entire reality is the basic presupposition and the guiding principle of the spiritualistic approach of Indian culture. The paper is an attempt to show that the holistic view of Indian culture is mirrored in the philosophy of ecology. (shrink)

In controlled human infection studies (CHIs), participants are deliberately exposed to infectious agents in order to better understand the mechanism of infection or disease and test therapies or vaccines. While most CHIs have been conducted in high‐income countries, CHIs have recently been expanding into low‐ and middle‐income countries (LMICs). One potential ethical concern about this expansion is the challenge of obtaining the voluntary informed consent of participants, especially those who may not be literate or have limited education. In some CHIs (...) in LMICs, researchers have attempted to address this potential concern by limiting access to literate or educated populations. In this paper, we argue that this practice is unjustified, as it does not increase the chances of obtaining valid informed consent and therefore unfairly excludes illiterate populations and populations with lower education. Instead, we recommend that investigators improve the informed consent process by drawing on existing data on obtaining informed consent in these populations and interventions aimed at improving their understanding. Based on a literature review, we provide concrete suggestions for how to follow this recommendation and ensure that populations with lower literacy or education are given a fair opportunity to protect their rights and interests in the informed consent process. A data provenance framework is subject to security threats and risks, which increase the uncertainty, or lack of trust, in provenance information. Information assurance is challenged by incomplete information; one cannot exhaustively characterize all threats or all vulnerabilities. One technique that specifically incorporates a probabilistic notion of uncertainty is subjective logic. Subjective logic allows belief and uncertainty, due to incomplete information, to be specified and operated upon in a coherent manner. A mapping from the standard definition of information assurance to (...) a more quantitative subjective logic framework is suggested with a focus on the specific application of data provenance. Finally, specific consideration is given to the notion of uncertainty within subjective logic and its relation to information entropy. Information entropy is an alternative measure of uncertainty and a fundamental relationship is hypothesized between uncertainty in subjective logic and entropy. (shrink)

This research focuses on the similarities and differences in the cognitive moral development of business professionals and graduate business students in two countries, India and the United States. Factors that potentially influence cognitive moral development, namely, culture, education, sex and gender are analyzed and discussed. Implications for ethics education in graduate business schools and professional associations are considered. Future research on the cognitive moral development of graduate business students and business professionals is recommended.

Between 2013 and 2016, West Africa experienced the largest ever outbreak of Ebola Virus Disease. In the absence of registered treatments or vaccines to control this lethal disease, the World Health Organization coordinated and supported research to expedite identification of interventions that could control the outbreak and improve future control efforts. Consequently, the World Health Organization Research Ethics Review Committee was heavily involved in reviews and ethics discussions. It reviewed 24 new and 22 amended protocols for research studies including interventional (...) and observational studies. WHO-ERC provided the reviews within on average 6 working days. The WHO-ERC often could not provide immediate approval of protocols for reasons which were not Ebola Virus Disease specific but related to protocol inconsistencies, missing information and complex informed consents. WHO-ERC considerations on Ebola Virus Disease specific issues are presented. To accelerate study approval in future public health emergencies, we recommend: internally consistent and complete submissions with information documents in language participants are likely to understand, close collaboration between local and international researchers from research inception, generation of template agreements for data and sample sharing and use during the ongoing global consultations on bio-banks, formation of Joint Scientific Advisory and Data Safety Review Committees for all studies linked to a particular intervention or group of interventions, formation of a Joint Ethics Review Committee with representatives of the Ethics Committees of all institutions and countries involved to strengthen reviews through the different perspectives provided without the ‘opportunity costs’ for time to final approval of multiple, independent reviews, direct information exchange between the chairs of advisory, safety review and ethics committees, more Ethics Committee support for investigators than is standard and a global consultation on criteria for inclusion of pregnant women and children in interventional studies for conditions which put them at particularly high risk of mortality or other irreversible adverse outcomes under standard-of-care. Existing research on women’s construction of professional identities and, more specifically, on leader identities in the workplace, has traditionally focused mainly on western contexts. This article aims to extend this focus by investigating the position of women in the workplace in India. We do this by discursively analyzing audio-taped semi-structured interviews with women who are working in the corporate sector in India. The aim of these analyses is to present a number of case studies about the unique challenges that women (...) face at the workplace in the urban Indian context, especially when they take up leadership positions. The issues they grapple with are the collision of the traditional dominant discourses on appropriate female behavior and the new professional identities that these women wish to embrace. The paper discusses how these female professionals mainly construct two quite diverging identities: either as nurturing mentors or as aggressive professionals who are involved in activities traditionally viewed as “a man’s domain”. Conclusions are then drawn regarding how these professional identities acquiesce to, counter, or — as is the case in one interview — carefully mould, hegemonic discourses of femininity in India. Management is presently under intense scrutiny and criticism for its simplistic objective of enhancing shareholders’ wealth, and for lacking the ability of integrating plurality, inclusivity, and ethical conduct. Most western management principles are based on theoretically deducted cause-effect relationships, and on structured planning towards a single purpose, using relatively standardized frameworks, processes and ways of thinking. However, the complexities of management require cognition of interdependencies and the ability to deal with ambiguity, and thus needs a new paradigm that moves away (...) from the present reductionist doctrine towards an holistic framework that is adaptable and integrative. However, such a transformation requires a completely distinct ideology based on a heterodoxy that syncretises purpose-oriented approach with the present profit-oriented approach. This paper proposes that Hinduism is ideally positioned to offer such a heterodoxy. In Hinduism, the connotation for management is more a process of selection from amongst the myriad choices along multiple levels, based on inductive and supplemented by deductive logic, and mostly devoid of any absolutes or singularity in process. Under Hinduism's influence, the ‘Indian way’ is a hybrid of individualistic, collective and context sensitive ways of thinking, that sets it apart from other cultures, and thus is uniquely positioned to offer an alternative management paradigm for today’s world. This paper will present how the values and norms embedded in the philosophy and religious principles of Hinduism, evolved and continue to influence Indian management thinking and behaviour, and how the lessons from the ‘Indian way’ might contribute towards the development of an alternative management paradigm. As humanoid social robots are developed rapidly in recent years and experimented in social situations, comparing them to humans provides insights into practical as well as philosophical concerns. This study uses the theoretical framework of communication constraints, derived in human–human communication research, to compare whether people apply social-oriented constraints and task-oriented constraints differently to human targets versus humanoid social robot targets. A total of 230 students from the University of Hawaii at Manoa participated in the study. The participants completed a (...) questionnaire, which determined their concern for the five communication constraints (feelings, non-imposition, disapproval, clarity, and effectiveness) in situations involving humans or robots. The results show people were more concerned with avoiding hurting the human’s feelings, avoiding inconveniencing the human interactive partner, and avoiding being disliked by the human and less concerned with avoiding hurting the robot’s feelings, avoiding inconveniencing the robot partner, and avoiding being disliked by the robot. But people did not differ in their concerns of the two task-oriented constraints (clarity and effectiveness) in response to humans versus humanoid robots. The results of the research suggest that people are more likely to emphasize the social-oriented constraints in communication with humans. (shrink)

The present study aimed at investigating the heavy metals concentrations in the soils around “Larga de Sus” abandoned mine (Zlatna, Romania), evaluating the potential ecological risk of heavy metal pollution and highlighting ethical aspects related to risk assessment, ecological restoration, and soil remediation. The results of the chemical analysis showed that the soil in the study area is highly polluted with heavy metals since the average concentrations of Pb (32.4–2318.1 mg/kg), and Ni (321.6–562.8 mg/kg) in soil exceed their corresponding threshold (...) established by the Romanian legislation. The potential ecological risk index method developed by Hakanson was used to assess the potential risk of heavy-metal pollution. The results indicated that Pb and Ni showed severe and considerable potential ecological risk, while Cr had lightly ecological risk. In this case, remediation should be focused only on Pb or on all heavy metals even if they have lightly ecological risk? A scientific management technique cannot logically prescribe which choices should be selected. The interaction between human activity and the environment is complicated and difficult to quantify and risk management cannot and should not be based simply on risk assessment results. What is needed to make the right choice of the most appropriate alternative that fits our personality, culture, religion, and desires? The moral and ethical implications of ecological restoration and soil remediation (e.g. tolerance of uncertainty, responsibility, moral duty, etc.) have to be incorporated within the decision-making process in order to make optimum sustainable decisions and to achieve real environmental protection. Glycine is a major inhibitory neurotransmitter in the spinal cord and in the brain stem, where it acts by activating a chloride conductance. The postsynaptic glycine receptor has been purified and contains two transmembrane subunits of 48 kDa (α) and 58 kDa (β), and a peripheral membrane protein of 93 kDa. cDNA sequencing of the α and β subunits has revealed a common structural organization and a strong homology between these polypeptides and the nicotinic acetylcholine and GABAA receptor proteins. The (...) glycine receptor exhibits a heterogeneity resulting from the existence of several α subtypes with distinct functional properties and different developmental expressions. When present in the central nervous system in situ, as well as in primary cultures of spinal cord neurons, these receptors are localized at the postsynaptic membrane adjacent to the presynaptic release sites, thus forming functional microdomains at the neuronal surface. This article examines the translator, Rongzom’s, scholastic philosophical defense of early Dzokchen or “Great Perfection.” As our earliest instance of religious apologia in Tibet, this examination contributes to a growing body of knowledge about the Tibetan assimilation of post-tenth century of Vajrayāna Buddhism and the indigenous response to the forces of cultural transformation shaping the late eleventh/early twelfth century Tibet. Traditional authorities and academics have identified Dzokchen as a Tibetan tradition of Buddhism that drew intense criticism at the time from (...) renaissance agents. This paper explores the primary Tibetan response by describing Rongzom’s philosophical defense of Great Perfection. As such, it illuminates the intellectual and ideological context of the milieu as it evinces Rongzom’s innovation and mastery of Indian systems of logic, language, and epistemology in the Dzokchen approach to the Buddhist path.
